Leaf Rapids Health centre reopened Jan. 24 after four-week temporary closure

The Leaf Rapids Health centre reopened Jan, 24, ending a four-week temporary closure. Services resumed at 4 p.m. Monday. The health centre has been closed since the last week of December as a result of staffing shortages. It was originally supposed to reopen on Jan. 10 but the Northern Regional Health Authority announced a couple of days prior that the closure would continue indefinitely. The Jan. 21 announcement that the facility would reopen Jan. 24 noted that the staffing situation is still fragile and sick calls or workers failing to pass COVID-19 screening protocols could result in another closure. It came a day after Manitoba NDP leader Wab Kinew and his party’s three northern MLAs held a virtual press conference highlighting the desperate situation in the northern town of less than 600 residents, about 75 per cent of whom are First Nations, according to Manitoba Keewatinowi Okimakanak (MKO). “What had been a longstanding source of frustration, during the last few weeks and months has become an absolute crisis,” said Kinew, who said the
closure, like that of Gillam Hospital for a few days after Christmas, was due to health care cutbacks by the Progressive Conservative government. “It’s the result of decisions that the PC government has made.’ Even before the omicron wave of the COVID-19 pandemic saw the number of people infected or required to self-isolate skyrocket, Leaf Rapids was operating with less staff than needed. On Nov. 1, only one of three registered nurse positions in Leaf Rapids was filled, a freedom of information request made by the NDP showed. In Lynn Lake, one of the communities, along with Thompson, that Leaf Rapids residents were advised to travel to to seek emergency medical care during the health centre closure, thee of four licensed practical nurse positions and four of five RN positions were vacant at the beginning of November. “It’s just pure luck that somebody hasn’t got seriously hurt so far,” said Flin Flon MLA Tom Lindsey, whose riding includes Leaf Rapids. The Pas-Kameesak MLA Amanda Lathlin said nursing shortages in The Pas are resulting in women who would otherwise
have given birth there being forced to deliver their babies elsewhere. “This government is not investing in nurses in Northern Manitoba to ensure that we have safe birthing facilities,” she said. Ian Bushie, who represents the Keewatinook electoral district, says the province seems to be closing facilities that do exist and ignoring the needs of
residents in other areas where they don’t, like the Island Lake region, which has close to 15,000 residents and no hospital. Cuts to health care are increasing burnout and stress for the workers who remain, said Kinew, which leads to them leaving the field. “The province is making a lot of excuses to try to cover up for the long-
standing impacts of cuts they’ve made to the health care system,” Kinew said. Earlier on Friday, prior to the reopening of the Leaf Rapids Health centre being announced, the NDP said they supported MKO’s call for Leaf Rapids, which doesn’t have a mayor and council but is governed by an administrator appointed by the province, to declare a state of emergency.
MKO met with NRHA to discuss Leaf Rapids Health Centre closure Manitoba Keewatinowi Okimakanak (MKO) representatives met with the Northern Regional Health Authority (NRHA) Jan. 18 to discuss reopening the Leaf Rapids Health Centre, which has been closed since late December due to insufficient staff. “It was a positive meeting which included an acknowledgement that work needs to be carried out to transform the health service delivery model in Leaf Rapids to a primary care model in the long term,” said MKO Grand Chief Garrison Settee in a press release. “We expect an announcement from the Northern Regional Health Authority about the reopening to be made public soon. The citizens of Leaf Rapids have the right to access health care services.”
The health centre was temporarily shut down due to lack of staff in the last week of December and originally scheduled to reopen Jan. 10. Instead, the NRHA issued a notice Jan. 8 that it would remain closed indefinitely. Town residents who needed urgent medical care had to go to Lynn Lake, two-and-a-half hours away, or Thompson, four hours by car. A clinic assistant wasavailable in Leaf Rapids from the week before the reopneing to arrange telehealth virtual appointments or phone appointments with Thompson physicians, which were available three mornings a week. Settee said the chief administrative officer for the Town of Leaf Rapids, who is not one of its 580 residents, should declare a state of
emergency. The community doesn’t currently have a mayor or council. Because the closure of the health centre left Leaf Rapids residents unable to obtain medical grade masks and rapid antigen tests for COVID-19, MKO was attempting to source these items on an urgent basis and have a staff member deliver them to the community as the post office is currently closed and there is no bus service. A letter Settee wrote to Health Minister Audrey Gordon on Jan. 12 has not yet been answered or acknowledged, MKO says. “I am once again urging our minister of health to meet with my office to discuss and plan next steps in support of the health and well-being of our Northern Manitoba citizens,” Settee said.

A Manitoba grand chief is praising Premier Heather Stefanson for promoting Manitoba’s former Indigenous relations minister back to a position in cabinet. On Jan. 18, Stefanson announced her first cabinet shuffle since taking office in November. With the shuffle, Agassiz MLA Eileen Clarke is now back in cabinet, as she has been named minister of municipal relations. Clarke stepped down as Indigenous relations minister last year after controversial comments were made by former premier Brian Pallister about protesters who tore down two statues near the Manitoba legislature during protests that were held on Canada Day. “It is positive to know Eileen Clarke has been appointed as the minister of municipal affairs,” Manitoba Keewatinowi Okimakanak Inc. (MKO) Grand Chief Garrison Settee said in a Jan. 18 statement released after the shuffle was announced. “MKO had a productive relationship with Minister Clarke in her past role as minister of Indigenous and northern relations.” Settee added MKO plans to reach out to Clarke to discuss the state of health care services in the Leaf Rapids area of Northern Manitoba, where the local health care centre has been forced to close on multiple occasions because of staff shortages. “As we have ongoing concerns with the provision of health services in the municipality of Leaf Rapids, my office will be reaching out to her to seek assistance on this matter,” Settee said. With the shuffle, both Ralph Eichler, who served as agriculture minister, and Cathy Cox, who served as minister for sport, culture and status of women were removed from cabinet. Clarke, along with Turtle Mountain MLA Doyle Pi-
wniuk, Lagimodière MLA Andrew Smith, and Assiniboia MLA Scott Johnston were added to cabinet Jan. 18. Settee said that he is optimistic there is enough “continuity” in the new cabinet to continue to make progress on issues that affect First Nations people and communities. “It is reassuring to see some continuity in Premier Heather Stefanson’s cabinet,” Settee said. “I know there are ministers within this cabinet who have been working to learn the truth about how First Nations citizens have been treated in the province of Manitoba, in their effort to move forward with changes to build a stronger province. “I encourage all Ministers, both new and returning, to continue to engage with Manitoba Keewatinowi Okimakanak on the path to reconciliation.” And as COVID-19 continues to spread in First Nations communities, Settee also urged cabinet members to focus on ways to slow the spread of the virus in order to keep First Nations communities and community members safe. “First Nations citizens are more likely to be impacted by COVID-19,” Settee said. “We are also disproportionately impacted by chronic health conditions and poverty. “As we continue to navigate this tiresome pandemic, I’m urging Premier Stefanson and her cabinet to continue focusing on supporting Manitobans of all backgrounds in the fight against COVID-19.” Assembly of Manitoba Chiefs Grand Chief Arlen Dumas said AMC is planning to hold all cabinet members “accountable” on issues that matter to First Nations people and communities. “The AMC is hopeful that this shuffle will lead to quick, concrete and tangible actions on the province's reconciliation efforts,” Dumas said in a release.

An RCMP officer from Pimicikamak Cree Nation was congratulated Jan. 18 for having served more than 20 years on the force. Staff Sgt. Shayne Smith is a 21-year veteran of the force and served all his time in the RCMP’s D Division, which encompasses his home province. He recently received the RCMP Long Service Medal, which is presented to officers with at least 20 years on the force with good conduct. “It was an honour to witness my nephew Shayne Smith receive a long service medal in recognition of this 21 years of service to the RCMP,” said Manitoba Keewatinowi Okimakanak (MKO) Grand Chief Garrison Settee in a Jan. 18 press release. “Much of Shayne’s career has focused on serving MKO First Nations. His hard work, sacrifice and dedication have earned him numerous awards. He is a role model for Indigenous youth who wish to pursue a career in public service. I commend Staff Sgt. Smith

for his ongoing courage, bravery and empathy in his work as an RCMP officer.” Smith has been posted in numerous Northern Manitoba First Nations over his career, including Shamattawa First Nation, Mathias Colomb Cree Nation, Sapotaweyak Cree Nation, Wuskwi Sipihk Cree Nation and Norway House Cree Nation. The long service medal was created in 1934 and is the oldest continually awarded honour within the Canadian honours system and the first intended specifically for Canadian service within Canada. Smith has previously received the Queen’s Diamond Jubilee Medal, the Manitoba attorney general Excellence in Law Enforcement award and the International Association of Chiefs of Police Top 40 under 40 award. From May 2017 to May 2018, Smith served in Baghdad, Iraq as a member of the United Statesled Operation Inherent Resolve and seconded to the Canadian Armed
Forces Operation Impact. He was the first Canadian police officer stationed to Camp Dublin Police Task Force-Iraq (PTF-I), which assisted in training Iraqi security forces to help develop a sovereign, stable and independent Iraq. In recognition of that service, he received the General Service Medal–Expedition, a certificate of appreciation from the Italian commander of PTF-I, an award for training excellence from the U.S. Command sergeant-major and the United States Army Commendation Medal from the commanding general of Operation Inherent Resolve. “Thank you, Staff Sgt. Smith for your ongoing commitment to serving First Nations,” said Settee. “I understand you have attained a rank that only 800 members in a force of 33,000 hold. You have made so many of us proud of your accomplishments. I wish you continued strength as you continue with your career in public service.”
