One of the biggest reoccurring complaints about health care services in Northern Manitoba is the travel, since patients requiring specialized care are regularly forced to hop on a bus or a plane and make the long trek to Winnipeg. Not only is this ritual expensive and time-consuming, but the process of finding decent accommodations for a temporary or extended stay can significantly add to an already stressful situation. Negotiations for Hudson Bay Railway sale back on, says owner, which is seeking proposals for government-ordered repairs Heavy rains shut down line near Wabowden, extending suspension of passenger trains between Winnipeg and Gillam that began with July 5 derailment Negotiations with a Northern Manitoba ownership group to buy and repair the Hudson Bay Railway (HBR), the northern section of which has been shut down from more than a year, are back on, a week after breaking down, the company said July 10. “We are pleased to announce that our negotiations with the consortium resumed on Monday, and we are once again in active discussions to finalize the sale of the HBR,” said HBR president Sergio Sabatini in a news release. “We believe that an expeditious transfer of ownership of the line is best for all concerned, and we are making every effort to advance sale discussions. This includes initiating the repair process, so that we are in the best position to complete a transaction.” HBR was ordered recently by the Canadian Transportation Agency (CTA) to begin repairs on the line by

July 3 and to provide monthly updates on the repairs. Last week, the CTA said it had filed its repair order with the Federal Court, making it enforceable as a court order. A request for proposals to repair to the section of the railway between Gillam and Churchill, parts of which were washed out by flooding in the spring of 2017, have been issued by HBR through engineering firm AECOM, which last year estimated costs to repair the damaged section at between $40 million and $60 million. “AECOM will be coordinating site visits with six interested contractors later this week, each of whom will have the opportunity to conduct an inspection of the line via helicopter before finalizing their bids,” said HBR’s news release, though the company still intends to appeal the CTA decision “Although the repair process has been initiated

in compliance with the CTA decision, the HBR, as previously stated, is not in a position to fund completion of the repairs in the absence of a sale agreement or government funding,” the news release said. Although the damaged section of line does not prevent trains operating between The Pas and Gillam, or on the railway between Winnipeg and The Pas, which HBR does not own, a derailment near Hudson Bay, Saskatchewan July 5 suspended Via Rail passenger service between Winnipeg and Gillam. The rail line in that area has been cleared and repaired, but service remains suspended because of heavy rains near Wabowden, about 100 kilometres south of Thompson. Via said it has been informed by HBR that the Thicket Subdivision in the area is closed, which forced the cancellation of northbound passenger train 693 between Winnipeg and

The effects of Greyhound Canada’s decision to shut down all of its routes in Western Canada apart from one cross-border bus in B.C. will have especially pronounced effects in Northern Manitoba, where many residents rely on the bus to get to medical appointment. It could potentially spell the end of public transit service in Thompson, which contracted Greyhound to drive, maintain and store two city-owned buses. Manitoba Keewatinowi Okimakanak (MKO) Grand Chief Sheila North said in the wake of Greyhound’s July 9 announcement that it would no longer be doing business in Western Canada after Oct. 31 that the organization, which represents a couple dozen First Nations in Manitoba’s north, was extremely concerned by the news, given that vast distances between communities in the region and the high cost of airfare to the province’s south make affordable bus service a crucial and possibly life-saving need. “Without a means of affordably and safely traveling to health care appointments, education and employment opportunities, or accessing other government supports and business opportunities, northern First Nation families are once again being forgotten about and will suffer the most as a result of a business decision made far away from their day-to-day lives,”

said North. “The immediate hardships that will be felt will involve those who have to travel for medical appointments and, in addition to the immediate hardships, the discontinuation of bus service will also make people more vulnerable to risk and danger, notably women and girls, who may have no choice but to rely on others for rides. We know that the risks for woman and girls on the highways, as illustrated on the ‘Highway of Tears’ in northern British Columbia, are great, and has directly contributed to the national tragedy of missing and murdered Indigenous women and girls. A discontinuation of passenger bus service therefore has the potential to put our women and girls at even greater risk. There are also elders and children who also need to have affordable transportation options for health care and other government services. I sympathize with those who will lose their jobs as a result of discontinuation of bus service; however, this challenging situation may also present an opportunity for a First Nations led initiative to provide safe, reliable and professional passenger bus service throughout Manitoba and elsewhere.” Possible measures to ensure transportation remains available could include support for local entrepreneurs to take advantage of the hole Greyhound’s departure will leave, North said, but Manitoba Infrastructure Minister Ron Schuler told

Is it subsidizing the individual so that they can afford a bus ticket? There’s certainly a role for government to play in maintaining essential services whether it’s a rail line to Thompson, a bus line to Flin Flon or Thompson.” The City of Thompson is considering what route to take with its transit service since Greyhound will likely not be around in a few months’ time. “In the past as a general statement we have looked at

The federal ridings in Northern Manitoba and northern Saskatchewan have more impoverished children per capita than anywhere else in Canada, an anti-poverty group reports.According to a report released on June 17 by anti-poverty group Campaign 2000, the federal ridings of Churchill-Keewatinook Aski in Manitoba and Desnethé-Missinippi-Churchill River in Saskatchewan have the highest child poverty rates of any of the country’s 338 districts. The report uses data from the 2016 federal census. In total, the report estimates that 21,870 youth from birth to17 years old within the Churchill-Keewatinook Aski riding – about 64 per cent of all children in the riding – were living in poverty in 2016. The report also estimates that 55.7 per cent of families with children can be considered to be living on low incomes, while 57.2 per cent of all people are considered as “low income persons.” Matters are not much better across the provincial border. In northern Saskatchewan, 15,300 children within the Desnethé-Missinippi-Churchill River riding were living in poverty in 2016. Throughout the riding, around 58 per cent of all young people were living in impoverished conditions. According to the given data, Churchill-Keewatinook Aski and Desnethé-Missinippi-Churchill River are the only ridings in Canada where more than half of all youth are considered impoverished. Statistics from the 2016 census also state the two ridings have the lowest median annual income of any ridings in Canada – $16,606 in Churchill-Keewatinook Aski and $18,910 in Desnethé-Missinippi-Churchill River.

The finals take place July 14 but local golf enthusiasts also have a shot at winning new prizes every day until then based on their overall accuracy. During the first official day of competition on Wednesday, local sponsors such as ET Blades and CHTM Radio offered up rewards such as an Alexander Ovechkin jersey and free passes to Dauphin’s 2019 Countryfest, respectively. Proceeds generated during this year’s event will go towards a variety of local recipients, including the Thompson Crisis Centre, the Thompson Northern Torpedoes Swim Club and the Thompson Figure Skating Club.
