Mike Bourgon newpass fire chief Book a wayistoThompson’s preserve and on

memories of growing up in Churchill

BY KYLE DARBYSON

KYLE@THOMPSONCITIZEN.NET

Even though he’s been taking on this role since June, Thompson city council formally recognized Mike Bourgon as the head of Thompson Fire & Emergency Services during their July 16 regular meeting. Not only did council unanimously pass a resolution to appoint Bourgon the director of fire and public safety as of Aug. 13, but they also took the time to praise his overall ability, leadership skills and commitment to the community as a whole. Councillor Penny Byer also mentioned that Bourgon has been working closely with retiring fire chief John Maskerine for the last six years as his deputy fire chief, which will make for a smooth transition heading into the second half of 2018 and beyond. In a follow up conversation with Nickel Belt News on July 17, Bourgon describes how he’s been fighting fires in the Hub of the North since the fall of 2007 and has become familiar with every inch of the department in the intervening 11 years. “Starting at the bottom and working my way to the top … you really gain

an appreciation for every member of this department and every role that they do, from the dispatchers to the front line firefighters to the officers.” Throughout this period, Bourgon has also made time to prepare for the managerial side of the job, having receiving a certificate in fire service administration and fire service leadership from Dalhousie University. However, moving into this new role as fire chief, Bourgon will be taking on a whole new spectrum of responsibilities, especially when it comes to the area of public safety. “The biggest change is the addition of the public safety department, so that includes the community safety officers, animal control, license inspector and bylaw inspector,” he said. “It’s just more encompassing. It’s larger. It’s a bigger role.” Thankfully, Thompson’s newest fire chief says he won’t be shouldering all this responsibility by himself, since he’ll be backed up by, in his opinion, the “best trained, most wellrounded, highest skilled, most respected fire department in the country” that is already used to handling “big city calls”.

Nickel Belt News photo by Kyle Darbyson Before becoming the head of Thompson Fire & Emergency Services, Mike Bourgon was appointed to the role of deputy fire chief in the summer of 2012. “Our firefighters and the capabilities of them to answer every single call, every single day, 24/7 … you can’t explain how proud you are to be able to lead a department like that,” he said, referencing the fact that the department has already answered around 7,000 calls so far this year. “Every day we’re improving, and you’ll look at this

department and you’ll say ‘you can’t be more proud of these men and women.’ And what do they do? They turn around and they prove that they can accomplish even more.” Bourgon also talked about how garnering the support of city council is his department’s other big key to success, and that he is looking forward to work-

ing with the newly formed local government following October’s municipal election. “When we have the support of council to give us the training that we need, to give us the resources that we need, to give us the equipment that we need and to give us the facilities that we need … when they give us those pieces of the puz-

zle, we have the best trained firefighters in the country.” Thompson’s new fire chief also took the time on Tuesday to praise his predecessor John Maskerine, who has been fighting fires in Northern Manitoba for the last half century and recently received the Mary Beth Dolin Meritorious Fire Service Award for his years of hard work. “To put it bluntly I don’t think that anybody will be able to fill out John Maskerine’s shoes. That’s going to be impossible,” he said. “He’s left a legacy in this department that no one is every going to be able to match.” However, Bourgon is still looking to push his fire department in new and interesting directions, with a renewed emphasis on community initiatives like promoting wildfire safety and public education programs. “I don’t want to be a status quo chief. I don’t want to just live in the norm,” he said. “I want to take Thompson to the next level. I want to ensure that we’re progressing. And not only do I want to see this department as the best department in Canada, I want it to be recognized nationally as the best department in Canada.”

To Jasyn Lucas, being nominated for a Manitoba Tourism Award in the Indigenous tourism category makes him grateful for

all the support he has received since moving back to Northern Manitoba to pursue art as a full-time career. “That’s pretty sweet to be recognized like that,”

said the Thompson artist, who was nominated by Community Futures North Central Development (CFNCD), an economic development agency that helped him launch his art and tattooing business. “They’ve helped me out with my business plans and stuff growing up. They were always there for support.” Lucas and his partner Nikki Brightnose opened their gallery/studio/tattoo parlour The Gift of Art at the corner of Selkirk Avenue and Public Lane three years ago, but still have people wander in who never knew it was there. “A lot of people don’t notice it but I think when they come in and have a chance just to spend a few minutes here that they’re really happy that they came by,” said Lucas. “We sure are [happy] because we work alone so it’s nice to have company.” Although they’d like to have more signs directing foot traffic into their busi-

have the funds to invest in art,” said Lucas. “We don’t just serve as a retail service. We’re also kind of ambassadors for the city.” The Indigenous tourism category of the Manitoba Tourism Awards recognizes excellence in the delivery of culturally based experiences that are respectful of the cultural and economic integrity of the local community and surrounding area. According to CFNCD development officer Charlene Kissick, the opening of The Gift of Art really enhanced both Thompson’s art community and retail landscape. “We wanted to nominate Jasyn because we send all our visitors there,” she said. “People want the opportunity to purchase locally made products and this is truly the authentic experience they’re looking for.” CNFCD chairperson Darlene Beck said Lucas is a great ambassador for Northern Manitoba.

“He is setting an example for youth and the business community on how you can truly create a career out of your passion,” she said. However, while trying to run a business based on art can be difficult, Lucas said, it’s also very rewarding. “It’s so overwhelming,” he said. “It’s exciting and sometimes too it feels like a lot. We’re kind of faking it till we’re making it. We’re trying our best.” “So many people are so supportive of us and our business that they refer people here all the time so it’s nice to get new faces coming in just to get to meet Jasyn when they can and to have a look at the art,” said Brightnose. “We’re just grateful for our community and the support. We wouldn’t be doing what we’re doing if there wasn’t support.” All Manitoba Tourism Awards finalists will be honoured at the annual award celebration Sept. 13 in Winnipeg.

On July 13, a routine traffic stop near the town of Wabowden lead to multiple arrests and the seizure of a significant amount of illegal substances. After receiving reports of a possible impaired driver in a pickup truck, Wabowden RCMP eventually spotted a vehicle driving erratically four kilometres south of Provincial Road 373. Once the police initiated a traffic stop, one of the officers noticed that a small plastic bag was thrown from the window of the pickup. The officer found the bag in a ditch and eventually determined that its con-

tents were, in fact, cocaine. After discovering a second small bag near the vehicle, the police ended up seizing a total of 57 grams of cocaine. The police also seized open liquor, cell phones, Canadian currency and drug paraphernalia from the vehicle. While one occupant of the vehicle fled the scene and is still at large, police arrested and charged the driver and two remaining passengers. The driver, Allan Cromarty, 28, from Norway House, and passenger Arnold Bourassa, 34, of Thompson, were both charged with possession of

property obtained by crime, possession for the purpose of trafficking and resisting/ obstructing a peace officer. Bourassa had a warrant for failing to comply with probation. Christopher Head, 26, of The Pas was charged with possession for the purpose of trafficking, possession of property obtained by crime and identity fraud. He also had a warrant for failing to attend court in The Pas. Anyone with information pertaining to the whereabouts of the fourth suspect is asked to call the Wabowden RCMP at 204-689-2685.

Kelvin Shepherd recently informed the Manitoba Hydro-Electric Board (MHEB) that he will be stepping down from his position as president and CEO of Manitoba Hydro effective Nov. 16, 2018. “It was a difficult personal decision for me to leave,” Shepherd said in a July 18 press release. “I have enjoyed my time at Manitoba Hydro and have

done my best to lead our company through both the challenges and opportunities we have faced, but I know in my heart that now is the right time to move on to a new stage in my life.” After working at MTS Inc. for 15 years in various senior positions, Shepherd joined Manitoba Hydro in December 2015 and oversaw the development of several long-term projects, in-

ernment, we want to thank Kelvin and wish him the best for a long, healthy and happy retirement.” However, Shepherd’s run with this Crown corporation hasn’t been all smooth sailing. In March, he had to contend with mass resignations from Manitoba Hydro’s board over a dispute with the province’s Progressive Conservative government. A d d i t i o n a l l y, the

Crown corporation has been dogged by financial problems and rumours of mounting debt for years, with former board chair Sandy Riley describing the corporation as a “ticking time bomb” in February 2017. Despite these setbacks, Shepherd said he is able to look back on what he calls a “satisfying career,” and believes he’s been fortunate to have had the opportunity to undertake

“interesting work with great companies.” “In retirement, I’m looking forward to a more relaxed pace, continuing my volunteer work and spending more time with my wife Debbie,” he said. According to James, the search for Shepherd’s replacement has already begun and the outgoing president has agreed to stay on until Nov. 16 to ensure an “orderly and smooth transition.”
