Two motorists charged with impaired driving during June 8-9 RCMP checkstops Two people were charged with impaired driving, another given a three-day licence suspension and a fourth failed a field sobriety test during an MPI-sponsored Roadwatch checkstop program conducted by members of the Thompson RCMP June 8-9. One charged driver’s
breathalyzer test showed a blood-alcohol content of 0.19, more than twice the legal limit of 0.08, while the other’s was 0.15. Both will appear in provincial court to face charges of impaired operation of a motor vehicle. The driver who was given a suspension had a
blood-alcohol content in the warning range and his vehicle was towed away, while the fourth was given a standard field sobriety test, which police use to determine if someone is under the influence of drugs and/ or alcohol. Those who fail such tests can be given an administrative licence sus-
pension, be charged with impaired driving and subjected to further testing by either a drug recognition expert or a breath technician to determine their level of impairment. Police checked 35 vehicles in two fixed locations as well as conducting vehicle stops throughout the
city during the course of the enforcement campaign. In addition to the impaired driving offences, police also issued three tickets for using a cell phone while driving, six tickets for not using seatbelts, 30 tickets for failing to stop at stop signs and two tickets for speeding in the 70-kilometre-
per-hour zone on Mystery Lake Road. Several tickets were also issued for motorists driving unregistered vehicles or driving while suspended and one unroadworthy vehicle was towed away and the owner ordered to make sure it passes a safety inspection before continuing to drive it.
Inquest called into the death of 18-year-old shot by RCMP after escaping custody An inquest has been called into the November 2017 death of an 18-yearold man shot by an RCMP officer after police said he assaulted an officer and stole a police vehicle and gun on Highway 6 near St. Laurent. Manitoba’s chief medical examiner Dr. John K. Younes announced June 5
that an inquest would be held into the death of William Saunders who died Nov. 14 as the result of multiple gunshot wounds sustained after he escaped RCMP custody while being transported to Winnipeg. The inquest was called under Manitoba’s Fatality Inquiries Act, which requires an inquest if “the
chief medical examiner has reasonable grounds to believe that the deceased person died as a result of the use of force by a peace officer who was acting in the course of duty” or died while in police custody. The purpose of the proceeding, which will be held at an as-yet undetermined place and time, is to determine
the circumstances under which Saunders died and if anything can be done to prevent similar deaths in the future. Saunders was killed on Highway 417 near Lake Manitoba First Nation just before midnight Nov. 14, RCMP said at the time. He had been pursued for about three hours after he became
involved in an altercation with the officer who was transporting him from Ashern to Winnipeg. The officer fired his gun, RCMP said, before the man gained possession of it and fled in the unmarked Ford van the officer had been driving. Following a lengthy chase, which ended when the stolen police van went
into a ditch, RCMP attempted to arrest the suspect, who was shot and pronounced dead at the scene. The Independent Investigation Unit, which investigates serious incidents involving on- and off-duty police officers in Manitoba, was informed of the shooting and took over investigation of the incident.
Government infrastructure review open house in Thompson June 25 Thompson will be the site of the provincial government’s fifth in a series of six open houses on its review of how Manitoba Infrastructure delivers its services. The open house, on June 25 from 4 p.m. to 8 p.m. at the University College of the North, follows similar sessions in Steinbach, Winnipeg, Portage la Prairie and Brandon June 12 to June 21 and will be followed by a final open house in Dauphin July 3.
Topics to be discussed will include what strategic lines of business the department should be in, how its services can be better delivered, whether the department is spending money in a way that will achieve the best value and return on investment, and what measures can be taken to improve the sustainability of the infrastructure the department creates. “The open house sessions are part of our consultations with in-
dustry, municipalities, Indigenous communities, other jurisdictions and the public,” said Infrastructure Minister Ron Schuler in a May 31 press release. “Discussions will help shape what Manitoba Infrastructure’s role is going forward on projects such as roads, bridges and flood fighting and a new direction as we move forward to improve our infrastructure.” The government says the consultations and service delivery re-
view support its efforts to plan for a public service transformation to deliver better outcomes for Manitobans, introduce mechanisms to ensure government spends money more efficiently, streamline service delivery at the most appropriate level of government, modernize how the government purchases goods and services, and develop a long-term capital plan to maximize value when renewing and developing strategic infrastructure.

Missing motorcycle, unknown owner Thompson RCMP have recovered an abandoned dirt bike behind Lynx Crescent that has not been reported stolen and are trying to find the owner. Police said via Manitoba RCMP social media accounts that they were notified about the motorcycle and ran the vehicle
identification number but turned up no results. Thompson RCMP said they have not received any reports of a stolen dirt bike matching the description of this one. They are asking for the owner to call the Thompson RCMP detachment at 204677-6909 if they have proof that the bike belongs to them.
Rainy Clean Community Day still sees 279 bags of litter collected Rainy weather on Clean Community Day June 2 meant the total amount of garbage collected that day was down by about a third from last year, but the city still paid out $838 for 279 bags of garbage collected by participants. The city also waived $4,350 in waste disposal sites fees that weekend, as 375 loads of residential waste were brought in to the landfill. “It’s encouraging to see so many
residents come out on a single day to clean up our community, even in the worst of weather,” said Mayor Dennis Fenske in a press release. “We encourage everyone to carry the clean community spirit throughout the summer, to help keep our streets fresh and litter free.” Last year, the city paid about $1,200 for trash collected on Clean Community Day June 10 and almost $2,200
in total during Community Cleanup Month, while waiving more than $10,000 in landfill fees over the course of a free week of residential garbage disposal. Majority of sewage treatment plant concrete work complete Nearly all of the concrete pouring for the new wastewater treatment plant is done, the City of Thompson said in a June 13 press release, with only a few hundred cubic metres left from a total of 2,500 cubic yards that make up the plant’s lower levels, which will house processing equipment. Completing the concrete in places where pre-cast slabs could not be installed was time-consuming, the city said, because it could take as long as two weeks to install supports to pour concrete over the top of the structure. “It’s exciting to see the new plant take form,” said Mayor Dennis Fenske in the press release. “Even before the ground-level facility has gone up, it’s become clear what a substantial upgrade the new plant will be from our old waste water treatment plant.” Concrete pouring for the foundation walls, originally estimated to be done by mid-April, was about a month behind schedule in late February, when Sibal Basu of design engineer Stantec, which also provides contract administration services, told council it night not be completed until mid-May. Unlike many sewage treatment plants elsewhere, this one will have closed tanks, which will save construction costs because the building housing offices and operational machinery can be built on top of the tank instead of another foundation being constructed beside the tanks. “It’s great to see that that

the project is moving along well within schedule,” said deputy mayor and public works committee chair Colleen Smook. “This state-ofthe-art facility is going to be a great asset for Thompson for years to come.” Following completion of the concrete work, workers will begin installing equipment such as sequence batch reactor tanks, while the grit concentrator, which removes abrasive solids like sand and asphalt as well as food and other organic particulates, is already in place. Removing grit allows more water to be pushed into the system while reducing maintenance costs related to clogs and abrasion. A new lift station on Cree Road, which will push wastewater into the sewage treatment plant and allow the city to decommission its existing lagoon south of the city, is in place already and crews will begin pushing a new force main soon. “We’re really looking forward to seeing the finished facility begin its first day of operation next year,” said development review committee chair Coun. Penny Byer. “But I’m even more excited to walk down the Millennium Trail and smell flowers, instead of wastewater!” Construction of steel framing was scheduled to be complete this month with the rest of the building superstructure scheduled to be done by October, Stantec told council in February. Mechanical works are scheduled to be complete in November to allow commissioning of the new plant to begin next January.

Year-end concert serves as final show for RDPC choir director BY KYLE DARBYSON

The 2018 Thompson concert season finally came to a close for the junior choir and jazz ensemble groups, who had their last performances of the school year at the Letkemann Theatre June 12. However, this year-end concert carried a little bit more dramatic weight than previous school performances, since Katie-Anne Papizzo-Nemeth publicly announced her resignation as choir director for R.D. Parker Collegiate. Papizzo-Nemeth told the Nickel Belt News that she had to keep her emotions in check during the show, since she was tasked with directing both the Mystery Lake junior high choir and R.D. Parker junior concert choir through a selection of classic and contemporary numbers. “I tried not to think about it too much, because I wanted the concert to be as good as it could be, because the kids worked hard and they prepared and I didn’t want that to affect how their performance went.” Papizzo-Nemeth has been teaching at RDPC since the fall of 2014, having come to Thompson directly after receiving her master of music degree from the University
of Ottawa. While her first year of teaching featured plenty of rough patches, Papizzo-Nemeth said she managed to really connect with her students over time and was able to broaden their horizons on different kinds of music to perform. This outside-of-the-box approach was apparent during Tuesday night’s concert, since the choir groups ran through some unorthodox numbers like an old Gaelic lullaby and a performance of the song “Say Something” using a combination of vocals and sign language. “I think a big part of it is the kids just have to get to know you. And they have to trust you and you have to build a relationship with the students that you’re teaching.” These past four years also gave Papizzo-Nemeth the chance to witness the development of her students’ vocal range in its entirety, from Grade 9 all the way up to Grade 12. “We’ve done up to eightpart harmony this year with the senior choir, which, in my first year, there was no way. We couldn’t have been successful with that. That was a process that took some time to build.”

Even though Papizzo-Nemeth admitted she’ll be sad to leave her students behind, the choir director said that she’s made plenty of great memories at RDPC that’ll last a
lifetime, including school trips to Brandon, Toronto, Banff, Minneapolis and even Disney World. “I think those trips have been the most special part, because you really get to
know your students at a deeper level when you’re away with them and they’re always so much fun.” While Papizzo-Nemeth is mostly pre-occupied with facilitating exams right now,
she will be directing her vocal jazz group one more time at the upcoming RDPC graduation ceremony, which is scheduled to take place June 27 at 7 p.m. at the C.A. Nesbitt Arena.

Recycling Collection Interruption June 25 - July 2, 2018
The Thompson Recycling Center is upgrading their recycling baler! We’re excited to put this essential piece of equipment into operation. However, the installation will mean that the Thompson Recycling Center will be shutting down on June 25, and re-opening after Canada Day. Here’s what that means for residents in Thompson who recycle their waste:
What is a baler? The baler is the most critical part of the Recycling Centre’s operation: it compresses the sorted material the centre receives and prepares it for transport. Without it, our Recycling Centre would not be able to reasonably process and transport our recycling to market.
Will my recycling still be collected?
What should I do with my recycling during the shut down?
During the shutdown, the Thompson Recycling Centre will not be receiving recycling materials for processing, so the City of Thompson will not be collecting recycling during the shutdown.
Residents with loaded bins are asked to drop their recyclable waste off to the Thompson Recycling Centre prior to the shut down, and to hold on to their recycling across the seven days if at all possible.

If you must dispose of some of your recycling with your regular waste, we ask that residents consider making some room by getting rid of their cardboard and paper products first: plastic, tin, and aluminum materials are much harder on the environment than paper and cardboard.
We’re excited to show residents of Thompson our new equipment, and help explain some of the work that happens at the Thompson Recycling Center. It took a couple of close games and even a bit of overtime magic, but R.D. Lunch on the lawn
Students, parents and teachers from Deerwood School took advantage of the warm weather June 12 and treated themselves to a barbecue. The “Lunch on the Lawn” event has been organized by the Deerwood Parent Advisory Council for at least the last eight years in an effort to collect additional funds for school resources.
