Right in the middle of graduation season, Vale Manitoba Operations introduced a trio of new scholarships in order to give high school students from Nisichawayasihk Cree Nation, Pimicikamak Cree Nation and the Métis nation a helping hand. Ryan Land, manager of corporate affairs for Vale Manitoba Operations, said these new financial aids emerged as a result of the Thompson Aboriginal Accord, which puts a large emphasis on recognizing historical figures who contributed to the surrounding community in a meaningful way. “So annually we sort of renew that commitment by sitting at the accord table and, over time, we’ve been committed to doing a better job of recognizing those contributions when the opportunity arises.” On June 19, graduate Kiya Spence of Nisichawayasihk Neyo Ohtinwak Collegiate in Nelson House was the first to receive a scholarship of $1,000, which was named after her
ancestor, and traditional land user, James Spence. “James Spence actually had a cabin not too far from our current plant site now,” said Land. “[He] had early interactions with the company at that time and made a significant contribution to our early success in the areas of ongoing exploration, discovery, development and eventually what became production inside of a very tight time frame in the early 1950s.” Just like her ancestor, Kiya was recognized for her overall work ethic, love of learning, generosity and connection to the land. Three days later, Land travelled to Mikisew High School in Cross Lake to hand out the $1,000 Vale Manitoba Operations Henry Cook Award to graduate Andrea Genaille, who is looking to pursuing commerce in her post-secondary career. Similar to its Nelson House counterpart, this scholarship was named after a traditional land user who was instrumental in helping Inco (which has since been purchased by Vale) employ-
Pukatawagan RCMP investigate drowning after woman’s body found in lake A 64-year-old Pukatawagan woman reportedly last seen swimming in Pukatawagan Lake was found dead in the water June 21 around 3:45 p.m. Pukatawagan RCMP attended the scene where community members had pulled the woman’s body from the lake. They were told she had been seen swimming in the lake late at night the previous day. RCMP continue to investigate.

This June 22 graduation ceremony featured an appearance and speech from Henry Cook’s son Jason, who helped create this scholarship as part of an ongoing campaign to cement his father’s legacy as “Thompson’s first resident.” While the company’s third new scholarship will probably be presented during the Manitoba Metis Federation’s regional meeting later this summer, Land was able to reveal that this award will be named after Robert “Snowshoe” Parenteau. “He was part of that initial claim staking that really lead to the development of our operations and he was absolutely known to be a very energetic and capable guy that really could be depended on,” said Land.
Shamattawa RCMP arrest man in connection with sexual assault A man wanted by police in connection with a sexual assault on a youth has been located and arrested by Shamattawa RCMP. Shamattawa RCMP received a report June 18 that someone sexually assaulted a young female resident. Desmond Redhead, 27, was arrested following a public plea from RCMP for assistance in locating him. Forest fire 15 kilometres from Lynn Lake prompts voluntary evacuations

A lightning-caused wildfire that had moved to within 15 kilometres of Lynn Lake June 26 prompted a voluntary evacuation by nearly 100 residents of nearby Marcel Colomb Cree Nation as well as for town residents with health concerns or breathing difficulties. Ninety-seven residents of Marcel Colomb Cree Nation self-evacuated in their own vehicles to Lynn Lake June 24, prompting
the federal government o activate the Red Cross the following day to provide support such as lodging, food and personal items. Evacuees were either staying with family or friends or in hotel rooms in Lynn Lake before being moved to Thompson in their vehicles or in buses provided by the Red Cross. The Town of Lynn Lake was under voluntary evacuation status June 26 for priority one
residents, including those with breathing problems or other conditions that could be worsened by smoke, as well as children under five years old and pregnant women. Residents who were voluntarily evacuating were registered at the Corner Pocket Hall prior to leaving town and were advised to be prepared to be away for up to seven days. Provincial Emergency Social Services were made available to help support

• Moving tip: Put books into suitcases, which often have wheels and good handles, in order to transport them. Books placed in boxes can get unbalanced when they don’t fill the box efficiently. It makes them hard to carry and hard to stack, since you risk the corners crushing. But suitcases are easy to carry right to the shelf before unloading. • Finding a bandage to cover a skinned knee or elbow is almost impossible. These can be a large or irregular area that doesn’t fit under even the most generous of bandages, and adhesive bandages just don’t stick well over a joint. Here’s a tip for that: Apply antibacterial ointment generously, then cover the knee or elbow with a regular gauze pad. Then add a “sleeve” cut from a pair of tights. It moves with the joint without bunching up the way an ACE bandage does, and it stays in place. • “After the kids decorated cupcakes one day, I found that the counter and floor were covered with little spilled sprinkles. They were the ball kind, and they were hard to pick up. Emergency response to wildfires near First Nations often comes too late and isn’t well-executed, committee says BY IAN GRAHAM

The House of Commons Standing Committee on Indigenous and Northern Affairs made 11 recommendations to improve responses to wildfires and general fire safety on First Nations in its June report “From the Ashes: Reimagining Fire Safety and Emergency Management in Indigenous Communities.” These recommendations include several regarding the establishment of threeway agreements between the federal government, First Nations and provincial or territorial governments, others regarding adequate funding for emergency preparedness and some that encourage the recognition of local knowledge by development of partnerships to improve responses to disaster like nearby wildfires. Clarifying what emergency response costs can be reimbursed and investing in fire safety programs is also recommended.
According to the report by the committee, which is chaired by MaryAnn Mihychuk, Liberal MP for Kildonan-St. Paul, First Nations people are more than 10 times as likely to lose their lives in fires than non-Indigenous Canadians, though the exact number who have died in this manner on First Nations in the past eight years is unclear, since the federal government stopped tracking on-reserve fire deaths in 2010. “There are significant gaps in the current approach to emergency management and fire safety in First Nation communities,” says the report. “The Committee heard that roles and responsibilities for First Nation emergency management are ill-defined, that funding for preparedness activities is at best inadequate, that First Nations are excluded from coordination activities, and that their expertise and culture are not always taken into account when respond-
ing to emergency events and emergency planning. The Committee also found out that direct response to wildfires often comes too late, that evacuations are not well executed and that it can be challenging to clarify and implement roles due to various jurisdictions. This was evident when Members of Parliament heard of conditions in evacuation centres, particularly in Manitoba where conditions were reported to be less than adequate.” In 2017, First Nations in Canada faced 49 wildfire emergencies and nearly 13,000 people were evacuated. There are an estimated 200 Indigenous communities around the country that have a high risk of wildfires and areas burned by wildfires between 2006 and 2016 overlapped with 75 First Nations. With different levels of government responsible for different aspects of emergency preparedness and response, it can some-
times be unclear in such situations which one is responsible for helping. First Nations are also expected to have preparedness plans in place but do not receive any funding to support their development. Conditions in shelters for Manitoba First Nations that were evacuated in 2017 were woefully inadequate, Keewatinook Liberal MLA Judy Klassen told the committee. “Elders and prenatals were not placed near bathrooms,” she said. “Exhausted mothers were chastised when their children ran freely as they were looking for something to do. We lost children within the building, and the security would not lock down the building for us so that we could locate these kids who went running freely. One child even managed to get on a city bus. Luckily by evening, within four hours, she was located and returned to the centre.” After money has been spent on disaster response,
reimbursement isn’t always forthcoming either. Chief David McDougall said St. Theresa Point First Nation was only reimbursed $71,000 of the $121,000 it claimed: “Where do we get the rest of the $50,000? I guess we have to eat that up from our existing budgets that are already strained.” On the subject of fire safety, a 2007 study found that the per capita incidence of fire events on First Nations is 2.4 times as high as the country as a whole. Indigenous Services has only provided a total of about $27.4 million per year to First Nations for capital investments, operating and maintenance costs, and firefighting training since 2008-09, which works out to about $42,655 per year for each of the 634 First Nations across the country. First Nations are not subject to provincial building and fire codes and are responsible for ensuring that their own standards are followed and enforced. A report by the Toronto Star

OBITUARY SHEILA ROGERS (FORMERLY NELSON) (NEE CARRARA) It is with great sadness we announce the passing of our wife and mother Sheila Rogers at the age of 77 on Monday, June 25, 2018. Sheila was born to Raymond and Dorothy on November 20,1940 in England. She is survived by her husband Malcolm Rogers; children Ralph (Louise) Seddon, Craig (Marion) Nelson, Mike Nelson and Nicole (Troy) Larabie; 10 grandchildren Brandy, Craig Jr., Leaha, Kylee, Kenny, Starley, Liam, Nigel, Dakota, and Peyton; 5 great-grandchildren Kody, Bryce, Sophie, Ada and Alaina; brother and sisters: Ruby, June, Edna, Clifford, John, and Bernard; numerous extended family and friends. Sheila was an amazing lady full of love and life. Her biggest treasures were her children, grandchildren and great-grandchildren. Her door was always open for all. She started her career at a telephone company in England at a young age where she later proceeded to continue her career at the Manitoba Telephone System retiring in April 1997 after 20 years of service. Sheila was not fully ready to retire, so she started working at Walmart in the fabric department, where she continued her career there when she moved to Portage quitting at the age of 66. Sheila was a lady that loved to travel and being in the sun. She enjoyed sewing and knitting making dresses, blankets, and wraps for all her grandchildren. Shelia had a love of gardening and anything flowers. Often if you needed to find her she would be in her yard either relaxing or tending to her flower beds. She was involved with the Royal Purple starting in Thompson and continued in Portage la Prairie. Sheila fell ill in October 2017 after suffering from a stroke which made her remain in the hospital till passing. She always took one day at a time living life to the fullest. It took a couple of close games and even a bit of overtime magic, but R.D. Few recommendations to improve Indigenous educational outcomes acted on yet, says auditor general BY IAN GRAHAM

The Manitoba government has not done a good job following up on recommendations from the auditor general regarding Indigenous education, a March 2018 update shows, and is only a little better with regard to recommendations on Keeyask adverse effects agreements costs and the now-defunct East Side Road Authority that was formerly in charge of constructing all-weather roads to remote First Nations that are currently fly-in communities. Only two of 19 recommendations made in the auditor general’s January 2016 report on improving education outcomes for Aboriginal kindergarten to Grade 12 students had been implemented as of Sept. 30 of last year, and significant progress made on only one of the remaining 17. The government has also said it does not intend to implement one of the recommendations. The two recommendations that the Office of the Auditor General considers implemented include one that the Department of Education and Training “regularly monitor performance data showing the level of progress being made towards all of its publicly stated intended outcomes for K-12 Aboriginal students and that it share this data with those accountable for achieving results” and another that it “publicly report annual measured results showing its progress in achieving its stated goals and intended outcomes for K-12 Aboriginal students.” The one on which significant progress has been made was one that called on the department to ensure parents and guardians had an annual opportunity to declare their Aboriginal identity. The auditor general report said, “The Department is now requiring all school divisions to include Aboriginal Identity Declaration as part of the school registration/verification package.” The recommendation that the govern-
ment does not intend to follow up on is one that called for specific and measurable short- and long-term targets for improving educational outcomes for K-12 Aboriginal students. “The Department has stated that it disaggregates student achievement data in order to be able to provide school divisions with data specific to Indigenous student achievement, and that this allows each division to reflect on and plan for increased student achievement,” said the auditor general’s report. “The Department believes that the uniqueness of each division means that targets for Indigenous student achievement in literacy and numeracy need to be set at the division level, not the provincial level.” Recommendations on which significant progress has not been made include having a unified and co-ordinated approach to improving educational outcomes, providing leadership and implementation mechanisms to achieve targets, identifying barriers to success and aligning funding with goals. Others in this group include recommendations for evidence-based program evaluations, better analysis of student achievement, allocating funding for Indigenous education to districts where it is most needed and providing guidance for development of agreements for students transitioning from on-reserve to provincial schools, as well as ensuring curricula include ideas to help teachers incorporate Indigenous perspectives into their lesson plans and teaching methods. The rate of progress is a bit better when it comes to recommendations made in a September 2016 report regarding the East Side Road Authority, which had been dissolved by the government in May of that year and had its operations transferred to Manitoba Infrastructure. Six of 24 recommendations have been implemented, while action is no longer required on four of them and the department does not intend to proceed with
two which recommended that the ESRA track the total amount of capacity building allowances paid overall and to each community corporation as well as tracking how community corporations benefited from the capacity building allowances they received. Six recommendations are considered implemented “because ESRA operations are now included in the Department of Infrastructure. Based on our previous audit work, we note that the Department has policies and controls in place to address these recommendations.” The dozen outstanding recommendations relate to risk assessment, developing policies to calculate capacity building allowances, developing mentoring plans and measuring their effectiveness, and measuring community benefits agreement training that is provided against training targets and determining whether this training helps participants secure employment in related fields down the line. With regard to a September 2016 report on costs related to the Keeyask generating station process and adverse effects agreements with First Nations, the province has implemented one of three recommendations, which asked Manitoba Hydro to certify that billed expenses were paid and require proof of payment for significant expenses. “The certification statement required still states that amounts were incurred and has not changed to ensure that expenses were paid,” says the auditor general’s recommendation follow-up. “However, the Reimbursement Policy was changed to state that amounts be ‘paid or will be paid’ and now requires receipts to support all expenses. “ Recommendations not yet implemented include one that “Hydro conduct periodic risk assessments for each First Nations and tailor claim review procedures accordingly” and another that it “include a mechanism to provide all parties to the agreement with
independent assurance that agreed to procedures were adhered to in all significant respects” for any future ratification protocols. “No project ratification protocol agreements have been entered into since the audit,” said the auditor general. “Manitoba Education, and provincial governments of all stripes, have not had a visionary or strategic whole-of-government approach to Indigenous education achievement for many decades, including support and partnerships with on-reserve First Nations schools,” said Manitoba Keewatinowi Okimakanak (MKO) Grand Chief Sheila North in response to the auditor general’s report. “This has contributed to not only a lack of success for First Nations students in the provincial K-12 systems, it has also contributed to Manitoba’s distinction as home to the lowest on-reserve graduation rates in the country. The MKO does acknowledge the work the Pallister government has done with the development of a literacy and numeracy strategy, the Indigenous education roundtables and the ongoing implementation of the K-12 framework for continuous improvement. However, today’s statistics speak for themselves about the situation facing First Nation students within the provincial schools. For the benefit of First Nations and all Manitobans, it is incumbent upon the province to be more accountable for the federal funding it receives, for partnerships and, ultimately, for Indigenous student success. The MKO is calling on the provincial government to work more closely with First Nations on achieving better learning outcomes for children and youth.” Overall, the auditor general said 96 of 224 recommendations covered by the report, which date back as far as 2013, have been implemented, with significant progress made on 15 of 119 still in progress. Five are no longer relevant and the government doesn’t intend to implement another four.

Cross Lake hosts New Zealand softball team for Kiwi Cup

As part of their ongoing Canadian tour, the International Softball Academy’s (ISA) New Zealand under-19 development team made a stop in Cross Lake June 22−24 to participate in the 2018 Kiwi Cup Challenge. This tournament, put together by Softball Manitoba for the second year in a row, featured five other teams from Cross Lake and the surrounding area and was designed to help these young athletes develop their skills by pitting them against much older opponents. “It was exceptional, well-organized, the quality of umpires was good, everything was run pretty smoothly,” said team manager Craig Waterhouse. “They treated us fantastically and the quality of the baseball was such that we finished fifth.”
Even though the team was slightly disappointed in how they ranked in the tournament, Waterhouse said the boys still got a great opportunity to take part in a unique cultural exchange, which is one of the program’s primary objectives. Not only did their Cross Lake hosts provide them with a traditional Indigenous feast, but the New Zealanders also integrated elements of Māori culture into the tournament, performing a haka, or war dance, during every game. “The kids get exposed, continually, to better softball, so they get better, but they also have a cultural experience,” said Waterhouse. “So when we get home the parents notice a difference. They think the guys have matured.” According to Allan Miswaggon, a member of the Pimicikamak Softball Association, a large group of
people from the community came out to watch this visiting team play and provided them with a great reception. “Having the New Zealand team here was something really special,” he said. “They were treated like royalty or celebrities for those three days. They were very humble and they’re taking photo ops and taking part in community events.” While the New Zealand team’s 22-day Canadian tour, which also included stops in Alberta and Saskatchewan, wraps up July 4, Waterhouse said they would definitely return if Softball Manitoba decides to organize another Kiwi Cup next year. Meanwhile, Miswaggon said some of the local Cross Lake teams have even expressed a desire to play ball in New Zealand during the 2018 holiday season, although those plans have yet to be solidified.
