Council approves first reading of bus terminal, water rate bylaws at final meeting
I have been honoured to serve the residents of Thompson during the past four years, and I ask for your support again so I can tackle the opportunities and challenges that this community will face in the next term. I have four key priorities during this next term. Reconciliation and Inclusiveness ü Strengthening the Thompson Aboriginal Accord. ü Moving forward with Truth and Reconciliation. ü Engaging with the diverse ethnic groups, those with physical or mental challenges, as well as the LGBTQ community to strengthen inclusiveness. ü Making sure that there is an adequate supply of affordable housing is available. ü Establishment of the Main Street North Project. Economic Development and Diversification ü Thompson is no longer a one-industry city. We must foster the growth of Thompson as a regional service centre in for retail, health care, education, government services and transportation. We must work with our local business community to increase job growth and business expansion. Infrastructure Renewal ü We must continue with the renewal of our streets, water mains and the multiuse path. ü The Wastewater Treatment Plant is scheduled to be complete in 2019. The next priority is the renewal of Norplex Pool, with Thompson in need of a larger fire hall after that. Financial Responsibility ü Despite all of this need, we must balance it with keeping property taxes reasonable. I am prepared to make the tough decisions to balance our budgets and keep our spending at a reasonable level. Vote for a Proud, Inclusive, Prosperous Thompson

The current Thompson council used their last-ever meeting Oct. 15 to say goodbye and set the stage for their successors, who will be taking over following the Oct. 24 municipal election. Council unanimously approved first reading of a zoning bylaw amendment that would allow new transportation companies to formally set up shop in the Hub of the North. City manager Anthony McInnis said this amendment came forward in the wake of Greyhound’s recent announcement that they would be discontinuing all of their bus services in Western Canada starting Oct. 31. “A number of the new companies … want to set up in the commercial zones of the city, but our zoning bylaw currently did not allow that,” said McInnis. “So the purpose of this zoning bylaw amendment is to add the new use class definition for ‘bus terminal,’ add it to the majority of the commercial zones, except for our commercial neighbourhood zone, and to formalize it into the industrial light zone.” McInnis mentioned that this new bylaw amendment will be subject to a second and third reading from the
newly elected council, as well as a public hearing Nov. 13. Council also approved first reading of a bylaw to establish their 2019 water and wastewater rates by a vote of 7−2. If this bylaw receives second and third reading and is approved without changes by the Public Utilities Board, water rates will rise to $3.42 per cubic metre, a 43 per cent jump from this year, whereas wastewater rates will go up 18 per cent to $1.51 per cubic metre. The minimum quarterly service charge, which includes 14 cubic metres of water, will decrease from $135.61 right now to $92.76 in 2019. While these new rates do give consumers the potential to spend less on water, Mayor Dennis Fenske said it serves as a “double-edged sword” for the city. “If consumers are reducing their use of water that reduces our revenue to operate the utility,” he said. “As per the rules of the utility, we must provide a balanced budget year-overyear or increase the rates the following year to recover any deficits.” Staying true to their reputation as contrarians to the very end, councillors Ron

Matechuk and Duncan Wong voted against this bylaw, with the latter saying that he hopes “the new council look into all these water rates, how the methodology [works], about how they are charging and why it is so expensive.” Fenske also provided some time at the end of Monday’s meeting to let every member of the 20142018 council to say their goodbyes While most current council members are either looking to regain their seats or to become the mayor in the upcoming election, Coun. Dennis Foley took a couple minutes to reiterate why he didn’t enter the race. “I’d like to dedicate more of my time to my home life and my family,” he said. “However, I will continue my dedication to the City of Thompson and the taxpayers with regards to being involved in committees, for example the recreation [committee], which has been a passion of mine for many years.” Wong used his closing statement on Monday to take a parting shot at the mayor. “From day one, because we had a private meeting together with all the rest of the council, the mayor said, ‘It’s all about leadership.’ Until today, I’m still waiting for it.” Fenske didn’t respond but opted to thank his fellow councillors, the city’s administration and citizens for the opportunity to serve as mayor, since he won’t be seeking reelection next week. “I’m extremely proud and humbled and honoured to have been the mayor of the City of Thompson for the last four years,” he said. “I wish all of the candidates both at the school district level and at the City of Thompson level all the best in the upcoming election.” Following the election, the inaugural meeting of the new council will be Nov. 7 at City Hall.

Brian Edmonds takes reins from Kevin Lewis’s hands as Thompson’s ‘top cop’

After serving in this position for just over two years, Insp. Kevin Lewis is no longer in charge of the Thompson RCMP detachment. During an Oct. 15 council meeting at City Hall, Lewis introduced his successor Insp. Brian Edmonds, who just recently fulfilled the role of staff sergeant in the Winnipeg RCMP and has over 25 years of law enforcement experience under his belt. “I started in B.C. and moved up to the Yukon for 12 years and back to Manitoba for another 12,” Edmonds told members of council on Monday. “I just want to continue the good work that Kevin and Colby [Argue] and others in our office have done with the council here and I look forward to working with you.” While Edmonds didn’t talk about his own approach to law enforcement in the north, and how it would overlap with or differ from his predecessor’s, the newly promoted detachment commander will have his hands full for the foreseeable future. According to information provided by Lewis to
council Sept. 17, Thompson RCMP normally has to contend with “400-something calls per week” with a roster of 38 police officers. And while an RCMP report from September states that Thompson’s year-todate crime rate is actually down in some areas, including domestic assaults, this city is still cited as one of the most dangerous places in the country according to Statistics Canada’s Crime Severity Index. Lewis will be sticking around town to oversee some the region’s smaller detachments as the district operations officer in Thompson’s Manitoba North District headquarters. Mayor Dennis Fenske took some time at the beginning of Monday’s council meeting to welcome Edmonds into the fold and to thank Lewis for serving in the Thompson RCMP for almost five years now. “I want to express my thanks to you and the dedication you’ve given to our community, not only as the top cop in town but also as a community leader and a community volunteer in the sports and the things that your kids are involved with.”

Located at the Addictions Foundation of Manitoba’s Eaglewood site at 90 Princeton Dr., this clinic is one of five opening across the province to offer front-line help for Manitobans suffering from substance addictions. RAAM clinics provide assessments, counselling, prescriptions of appropriate medications and connections for patients to community treatment programs and primary care physicians. The clinics are key elements in the provincial effort to help Manitobans seeking treatment for addictions to opioids, methamphetamines, alcohol and other substances. While providing timely care to patients, RAAM clinical teams will also reduce pressure on hospital emergency departments and crisis services.
