Current COVID-19 case spike in Norway House a result of crowded housing and affecting vaccinated people

An explosion of COVID-19 cases in Norway House Cree Nation, which escaped relatively unscathed from the first three waves of the pandemic, is affecting vaccinated people and being driven by crowded living conditions, according to the chief. The outbreak began with cases being imported into the community in early September, Chief Larson Anderson said in an Oct. 14 press release. A resident of the community also died as a result of their infection this week. As of Thursday, CN said there had been a total of 172 cases related to the outbreak, 84 of which were still considered active. This is lower than the number of 153 active cases listed for the community on the provincial government COVID-19 website, but listed recoveries sometimes lag behind actual recoveries because Manitoba Public Health hasn’t ben able to follow up yet. We are fortunate that we are a very strong sovereign nation and have been able to do with what we have in our community.” Half of the cases during the outbreak have been among household contacts. “Overcrowded homes, lack of proper heat and ventilation, inadequate washrooms and healthy space for families are contributing to the pandemic emergency,” Anderson said. “Limited health care services and underlying health issues are also part of the problem. Both governments must step up and assist us in our battle.” Public health nurse manager Flora Simpson said risky behaviours, including misuse of alcohol and drugs, have also contributed to the spike and that her staff are working on a harm reduction strategy to help address this risk factor. Aski NDP MP Niki Ashton said the federal government needs to pull out all the stops to help Norway House cope with this wave of infections. “Norway House Cree Nation and the community of Norway House are doing everything possible to support people affected at this time,” she said in an Oct. 15 press release. “We need to make sure the federal government is stepping up now. Overcrowded housing has been a major factor in the spike in cases including among children and vaccinated people. Immediate assistance is needed as well as immediate action on housing.” Manitoba reported 92 new COVID-19 infections Oct. 15, including 17 in the north, which saw new cases in the Norway House, Island Lake and Pukatawagan/ Mathias Colomb health districts. There are currently no active cases listed in the Thompson/Mystery Lake health district on the provincial government’s COVID-19 website and 11 northerners are in hospital due to the virus, three of them in intensive care. The 58th death in the region has also been announced and appears to be someone in The Pas/Opaskwayak/ Kelsey health district.

Manitoba announced Oct. 18 that it is now recommending third doses of COVID-19 vaccine for First Nations people living on reserve due to more fully vaccinated people developing breakthrough infections. About 7,200 First Nations citizens on reserve are currently eligible for booster shots, which must come at least six months after the received their second dose (April 18 or earlier as of Monday). Dr. Marcia Anderson of the First Nations Pandemic Co-ordination Team said during a news conference that more than 30 per cent of breakthrough infections in Manitoba are occurring among First Nations and that about two-thirds of them are occurring in people who usually reside on reserve. Third doses are

not yet being recommended for First Nations people living off-reserve, in part because few of them would be eligible right now. Anderson estimated around 30 per cent of cases on reserve are in children 11 and under who are not yet eligible to be vaccinated and said the test positivity rate on First Nations is about 10 per cent – three times higher than it is for the province as a whole. the risk of developing a COVID-19 is still 10 times higher for unvaccinated people, she said “First Nations people are disproportionally impacted by COVID-19,” she said. “The fourth wave is no different.” A higher proportion of current COVID-19 infections among on-reserve residents are occurring in the province’s north. First Nations are also see-

ing more severe outcomes among fully vaccinated people who develop breakthrough infections, including more hospitalizations, but are still about 38 times more likely to affect unvaccinated people. It is unclear how much of the increase in infections of fully vaccinated people is due to waning effectiveness of COVID-19 vaccines compared to other factors, such as overcrowded and poorly ventilated homes and larger class sizes on First nations. People who decide to receive a third shot will probably get the same vaccine they had for their first two, which is largely Moderna among First Nations people living on-reserve. “Supply isn’t really an issue with either product,” said Manitoba chief public health officer Dr. Brent Roussin.

Google Maps Three Brochet residents died after their boat capsized on Reindeer Lake while they were travelling north from Kinoosao, Sask., RCMP say. A fourth woman onboard was pulled from the water alive. Three people from Brochet died when the boat they were travelling in capsized on Reindeer Lake on Oct. 11, RCMP say. Thompson Rural RCMP responded Oct. 12 to a report of a 28-year-old woman being found alive by the overturned boat and pulled from the waters of the lake, which straddles the Manitoba-Saskatchewan boundary. She was taken to hospital. Police were told that the boat left Kinoosao, Saskatchewan in the late afternoon of Oct. 11 headed north to Brochet but never arrived. The conditions were described as windy and rough at the time they were travelling. Residents of Brochet headed out on the water and found the bodies of three people – two men aged 42 and 49 and a 50-year-old woman. Life jackets were not in use at the time the boat capsized, RCMP say. Thompson Rural RCMP continue to investigate.

RCMP photo A Moose Lake home was set on fire following an Oct. 1 home invasion, police say. Manitoba RCMP announced Oct. 18 that a second man wanted in connection with an Oct. 1 home invasion and arson in Moose Lake has been arrested. Patrick Ballantyne, 26, has been remanded into custody, police said. Moose Lake RCMP were called to a report of an assault at a residence around 1 a.m. Oct. 1. They arrived to find that the home engulfed in flames. The residents of the home, a 38-year-old man and a 33-year-old woman, were taken to the nursing station for treatment of minor injuries. Police learned the two were at home when two men broke in and assaulted them with weapons. Both victims got out of the residence and to safety before the fire, which police believe was intentional, got started. Leroy Jensen, 21, was arrested following the incident and charged with two counts each of assault with a weapon and uttering threats, as well as one count of arson, one count of breaking into an occupied resident, one count of assault causing bodily harm and five counts of failing with comply with a release order.

Interim premier visiting Thompson and Churchill during northern engagement tour Manitoba’s interim Premier Kelvin Goertzen will spend part of his last two weeks as Manitoba’s leader in the province’s north. Goertzen, who will be succeeded as premier by the next Progressive Conservative leader at the end of October. will meet with foreign diplomats stationed in Canada and tourism professionals while in Churchill, which has been badly affected by international travel restrictions resulting from the COVID-19 pandemic. “As people from around the world begin to safely travel again, we are eager to promote Churchill and Northern Manitoba as a unique tourism destination and help build on our provinces’ brand as the ‘polar bear capital of the world’,” said Goertzen. The premier will meet with elected officials, First Nations leaders and industry representatives to talk

about the economic challenges and opportunities presented by the coronavirus pandemic while in Thompson. “As we look toward a post-pandemic Manitoba, we want to hear from local leaders and community members about the challenges they face, and how we as a government can help position them for recovery and strong economic growth,” said Goertzen. “With its rich natural resources, vast territory and incredible wildlife, northern Manitoba plays an important role in our province’s tourism industry, which is a key contributor to our provincial economy.” The visit to the north comes just six days after another nod to the region from the provincial government, which has introduced legislation to designate polar bears as one of Manitoba’s official emblems. “Northern Manitoba is

PC leadership election scandal undermines public trust It is no secret that the Manitoba Progressive Conservative party has been fraught with controversy over the last few months. From the PC government’s handling of the pandemic to their divisive comments about residential schools this summer, this government has continuously undermined public trust and lacks both transparency and integrity. Like many of the people I have talked to in Thompson, I am incredibly frustrated with the ongoing controversies and double standards we see from the PC government. Lately, the PCs have once again been involved in a scandal, and this time it is connected to their leadership race which will decide who the next premier of Manitoba will be. While the NDP has already demanded an investigation into this matter by the Manitoba elections commissioner, we need as many people as possible to be aware of what is going on and help us hold them to account. According to media reports, a supporter of the now-disqualified PC leadership candidate Ken Lee allegedly offered to pay for party memberships using a no-interest, 100-year loan repayment scheme. Media reports have also indicated that up to 4,000 memberships in the PC leadership election may have been purchased in this way, which would essentially mean thousands of new PC members did not pay for their memberships but can still vote for our next premier.
