Methamphetamine and intravenous drug use occurs but not common in Thompson Most-used hard drugs are cocaine and crack, often in conjunction with alcohol abuse, says Addictions Foundation BY IAN GRAHAM

The number of adults seeking addictions treatment who report having used intravenous (IV) drugs in Thompson has risen over the past three years but the numbers are still small, with alcohol by far the most-abused substance in the north and cocaine the most commonly used hard drug, says the Addictions Foundation of Manitoba (AFM). I00.n 2017-18, 23 adult AFM clients in Thompson reported having injected drugs within the past year, up from 18 in 2016-17 and 10 in 201516, says Jennifer Faulder, the AFM’s communications director for corporate affairs and eastern and central Manitoba youth services. Only one youth client in Thompson has reported ever having injected drugs in the past three years. Methamphetamines are becoming a significant problem in many communities, but that is not the case in Thompson. Use of amphetamines, including meth, is rare among AFM’s youth clients in Thompson, with none of them having reported using them weekly or or more frequently in 2015-16 or 2017-18, though seven did in 2016-17. Four adult clients in Thompson reported weekly or more frequent use of amphetamines in 2015-16. That jumped to 11 the following year and remained basically unchanged at 10 in 2017-18 This matches the experience of RCMP officers.“We have not encountered meth
in Thompson, as most of our seizures are inclusive of cocaine and marijuana,” said Thompson RCMP detachment officer in charge Insp. Kevin Lewis. “That is not to say it is not here in small quantities, but we have not seized it.” AFM’s northern director Gisele deMeulles said she expects that methamphetamine use could become more common. “Anything that hits the city is bound to trickle down to us,” she said. “I think we will see an increase over time.” Use of cocaine or crack is growing, often by people who also abuse alcohol, which still dwarfs other substances as a cause of addiction. “The majority of people still come because of alcohol use but we offer treatment services to people who have issues with cocaine, crack and meth,” deMeulles said. “We’ve seen an increase in those cases coming forward lately but mostly the majority of cases in the north are still alcohol use.” Whether a person chooses to use cocaine or its cheaper derivative crack is mainly a financial issue. “We find that if people have the finances to be able to afford cocaine then we see use of cocaine,” deMeulles says. “In populations where financially there’s less resources then you’ll see more crack use.” As far as opioids are concerned, most people who develop an addiction to those get started as a result of a

Those kind of things, we still see a few cases of them. I wouldn’t say it’s a massive number. Any person living with that type of an addiction, it’s significant to them, but in terms of numbers it’s still not huge in the north but they’re there. We get them.” And although residents of Thompson sometimes report finding needles in parks or along trails or in other public places, IV drug use is relatively infrequent. “We do have a few more cases coming forward that they’re IV users but they’re not huge numbers yet for the north,” she said. “It’s not as huge as some of the other areas, certainly not as huge as

We hope it doesn’t.” The Northern Regional Health Authority has two needle disposal containers in Thompson – one outside the clinic in the Thompson Plaza and the other outside the Thompson General Hospital – but doesn’t keep statistics on their use. “We do not keep track of the number of needles dis-
posed of,” says NRHA communications co-ordinator Twyla Storey. “They are emptied by maintenance and in Thompson we do not get a lot of needles deposited.” That might be because few people are injecting drugs or because they don’t want to use the disposal sites where they are, says Safer Choices Northern Network (SCNN) co-ordinator Sharon Cordell. “Areas that needles are being found would be of interest to SCNN, as we would like to have a sharps disposal box located in an appropriate place,” she says. “The two drop boxes available at this moment are by the hospital and clinic, highly visible areas which may be a deterrent to their use.” Regardless of what needles people find may have been used for – whether “opioids that are injected or for prescription drug use,” says Lewis, they are still a potential danger. “Caution should still be exercised by the anyone that finds a discarded needle as there is risk of serious injury and transmission of disease.” The coming legalization of marijuana may change
the nature of drug addiction in Thompson and elsewhere. “We’ll just have to see how things will be impacted if marijuana becomes legal and how that’s going to affect the types of drugs that are on the street,” said deMeulles, adding that anyone who has an addiction to or problem with any substance can access the AFM’s services, whether they are from Thompson, an outlying community or farther afield. “Sometimes we’ll get people even from the south because they’re looking for a place that gives them that distance from people that put them at risk,” she says. “We’re here and we do have services available for people. No matter what they’re doing, we will certainly look to provide them with the best we can in terms of services. We do have people coming here with all kinds of addictions. Exploration agreement between Red Sucker Lake First Nation and mining company a significant step, province says The provincial government says the signing of an exploration agreement between Yamana Gold Inc. and Red Sucker Lake First Nation (RSFLN) regarding the Monument Bay gold-tungsten project is a significant step forward. “It’s a pleasure to be here today to celebrate this historic agreement,” said Growth, Enterprise and Trade Minister Blaine Pedersen in a Sept. 13 press release. “Strategic partnerships between First Nations and industry are a positive way of ensuring First Nations can be active partners in all phases of mineral development, to create and share in the benefits of growth. Mineral development in the north is a major part of the long-term prosperity of the region. By building respectful partnerships with First Nations to sustainably develop northern resources, our work to advance reconciliation continues. This new agreement supports a key recommendation of the Manitoba-First Nations Mineral Development Protocol, which states that improving relationships through engagement and enhanced community participation is essential to advancing mineral development projects.” The Monument Bay project is 340 kilometres southeast of Thompson, 60
kilometres northeast of Red Sucker Lake and 100 kilometres east of Gods Lake Narrows. It consists of 136 contiguous claims totalling 338 square kilometres and was estimated to contain 2.9 million ounces of gold in 2014 by its former owner Mega Precious Metals. Yamana purchased Mega Precious Metals in June 2015. The company said in 2016 that a winter drilling program was successful in intersecting significant gold mineralization on the projected trends in 20 out of 27 holes drilled. Monument Bay is Yamana’s first 100 per cent-owned project in Canada. “We are pleased to be working with the province and Red Sucker Lake First Nation to advance our Monument Bay project,” said Yamana executive chairman Peter Marrone. “While we are at the exploration stage only, our objective remains to complete the required work toward development of a mine. This will take time and require considerable effort from us and co-operation with various rights holders and stakeholders although we are committed to pursuing our objective of developing business enterprises in Northern Manitoba and, in particular, areas that are part of traditional territory of Red Sucker Lake First Nation.”

We would like to thank our elders, community members, Yamana, the Manitoba government and Ishkonigan for their support in achieving this historic agreement.” The Monument Bay project made headlines about five years ago when then RSFLN chief Les Harper along with RSLFN councillors and citizens issued a stop work order and eviction notice at the mineral exploration camp on July 1, 2013. Mega Precious Metals was granted a temporary injunction by the Court of Queen’s Bench of Manitoba to continue exploration work related to the Monument Bay project two days later. The following spring, RSLFN sent an open letter to Premier Greg Selinger in response to an April 14 letter informing the First Nation’s leadership of the provincial government’s decision to extend the company’s mineral exploration work permits by six months.

Thompson city council played host Sept. 17 to Insp. Kevin Lewis, officer in charge of the Thompson RCMP detachment, who presented them with crime statistics for the first quarter of the 2018−19 fiscal year. He said that calls for service (compared to the same period the previous year) are up by 13.6 per cent. Lewis went on to talk about how other activities such as harm reduction actions, impaired driving charges, damp house visits and drug warrant activations are also on the rise. However, Lewis mentioned that these warrants mostly result in marijuana and cocaine seizures and that they’ve yet to discover fentanyl or methamphetamines. Thompson RCMP officers are doing their best to respond to each call for service in a timely fashion but are sometimes swamped by the volume, said the inspector. “We have 400-something calls per week, so when you’re talking 38 police officers and we only have probably six or seven on shift on a good day, then you think of all the chaos that goes on out there … it makes for a busy day.” Coun. At the tail end of Monday’s presentation, Lewis announced that he will no longer be in charged of the Thompson RCMP detachment starting Oct. 15. Staff Sgt. Brian Edmonds from the Winnipeg RCMP will take over the position of inspector, and Lewis will move to Thompson’s Manitoba North District headquarters to serve as the district operations officer. Lewis became inspector back in August 2016 after serving as staff sergeant in the Thompson detachment for two-and-a-half years. The next council meeting is Oct. 1. It will be the second-last gathering of the current term before the Oct. 24 municipal election. Starting Oct. 15, Insp. Commercial diver installs diffuser on new sewage treatment plant outflow pipe Work continues on Thompson’s new sewage treatment plant, with more masonry being completed and work being done on the outflow pipe into the Burntwood River. A diver was on site last week to install a diffuser onto the pipe, through which treated water will flow from the plant out into the river. The diffuser will help distribute effluent to reduce the initial concentration of materials leaving the plant and keeping them at environmentally safe levels, the City of Thompson said on social media.

Responsibilities include, but are not limited to, the supervision of staff, maintenance of fiscal control, ensuring program targets are achieved, ensuring timely and complete applications for funding are completed, ensuring policy and procedural issues are addressed. They are the primary staff liaison with the community, other Centres, funders, and the Manitoba Association of Friendship Centres. This is a permanent full-time position, subject only the successful application for ongoing funding. The Executive Director will have an appropriate combination of education and experience in the supervision of staff, preparation and over seeing of budgets, development of program criteria/objectives/assessment. She/her will have a strong understanding of the issues confronting Urban Indigenous People. Must be able to work with limited supervision and be well organized. Strong communication and interpersonal skills are required for the position. The incumbent must have a proven record of success in building strategic partnerships. Preference will be given to persons with some or all the following: • Previous experience with and understanding of the role of Friendship Centres and funding models; • Post secondary degree(s) in an appropriated discipline and/or combination of related experience and training with 3-5 years experience; • Demonstrated experience in rigorous and progressive program evaluation, and consistent quality of administration, finance, communications and fundraising systems; • Working knowledge and experience in addressing the unique issues confronting urban Indigenous people in The Pas and of the community structures and resources available; • Proven ability to conduct needs and capacity assessments and feasibility studies and write/submit successful proposals for funding; • Ability to mentor, guide, and strengthen high-performance teams; • Build connections and partnerships to establish relationships with the stakeholders at the grassroots level and with the community leaders; • Must have clear criminal, child abuse and vulnerable persons checks; • Applicants are invited to indicate if they are a person of Indigenous descent. Position: Family Enhancement Worker One (1) Full-Time Permanent Position
Under the direction of the Foster Care Supervisor the Regional Foster Care Resource Worker will perform a full range of foster care activities for Awasis Agency of Northern Manitoba; this includes recruitment, home assessments, orientation, training, foster home licensing, places of safety and support services to foster homes and foster parents. The Regional Foster Care Resource Worker provides temporary and long term placements for children as directed by the Child and Family Services Act and the Program Standards Manual. The Regional Foster Care Resource Worker will also ensure that services are being delivered in accordance with the policies, procedures and specific directives of Awasis Agency.
Summary of Position: Under the direct supervision of the Family Enhancement Supervisor, the Family Enhancement Worker will be responsible for providing supports to families in crisis, in order to address risk and strengthen family functioning. The Family Enhancement Worker undertakes thorough assessments and comprehensive planning with families, and follows a solution focused, strength based approach to making change. The Family Enhancement Worker will utilize services, develop service plans, coordinate the services needed and arrange connections to community resources. The Family Enhancement Worker will ensure that services are being delivered in accordance with provincial legislation and standards and that all programs and services are also in accordance with the policies, procedures and specific directions/directives of Awasis Agency.

Slovakian student spending senior year at RDPC thanks to Rotary exchange program BY KYLE DARBYSON

While the back-toschool season is rough for a lot of students, Dominika Mendelova might have a more difficult transition than a lot of her peers, since she is over 7,000 kilometres away from home. The 17-year-old hails from Martin, Slovakia and will be attending R.D. Parker Collegiate throughout the next 10 months as part of the Rotary Club of Thompson’s student exchange program. Mendelova is taking the place of RDPC graduate Anthony Hanson, who is in the middle of his own year-long exchange in Norway. Even though Mendelova wasn’t given a choice of where she would end up in North America, the Grade 12 student still hoped she would be placed in Can-
ada as opposed to the United States. “The USA has all those guns and the shootings which makes you not want to go there,” she said. After arriving in mid-August, Mendelova has been slowly adjusting to life in Thompson, and recently told the Nickel Belt News that she’s already noticed a distinct difference in the way people behave compared to back home. “People are more open-minded here,” she said on Sept. 14. “People in Slovakia usually mind their own business. They don’t really care about other people and so far the people I’ve met here they are super nice and polite.“ In this spirit, Mendelova has already joined the high school activist group Hands, Hearts, and Hope (H3), an organization that is known for

ate until she is 20 years old, since high school in Slovakia can extend to Grade 15, she’s already thinking about incorporating the program’s emphasis on travel and cultural exchange into her post-secondary career. “I would like to do something with diplomacy. I would like to work in an embassy in some other country,” she said. “The good thing is that when you work at an embassy every four years you move to some different country … but that’s a long time. I still have three years to decide where I actually want to go.” Over the rest of the school year, Mendelova said she wants to take everything slow, since Northern Manitoba is still relatively new to her. However, according to Rotary Club of Thompson president Cristin Smook, the best way to move forward for any exchange student is to embrace every new opportunity that presents itself. “I was an exchange student in the same program as them when I was 18, so my advice to them would be to do as much as they possibly can,” she said. “I still to this day will tell people that it’s one of the best things I ever decided to do.” As part of this program, Mendelova will be making a presentation to the Rotary Club of Thompson sometime before Christmas in order to tell its members all about her experience up to that point.
