Thompson mayoral candidate Ryan Brady, whose racist comments on the white supremacist website Stormfront from 2009 and 2010 resurfaced after being posted on Facebook group Thompson Talk a few days ago, said on Facebook Sept. 25 that he is withdrawing from the race, though candidates in Manitoba municipal elections can’t withdraw more than 24 hours after the nomination period closes, which was a week ago. “Withdrawing,” Brady wrote on Facebook Sept. 25. “Thank you for all of your support, and understanding. My family is incredibly affected by this news, and by people’s reactions to this matter. I hate to withdraw, but I am doing what is asked of me by my wife and by others. Sorry, I just wanted to do great things for my community and everyone in it. I guess people don’t want these issues worked on, or repaired. I’ll still be working with the indigenous community and others, to show my

views have changed. But enough is enough, fighting hate with hate isn’t progression.” The Manitoba municipal election officials guide says, “A candidate may, up until 24 hours after the nomination period ends, withdraw his/ her nomination papers (35 days before Election Day). A candidate cannot withdraw after the 24 hour period.” That announcement came a day after Brady posted an apology for his comments from nearly nine years ago. “I apologize for the words that I have said 10 years ago, and the hurt it is causing today to my friends, to my family, to the members of my community and to everyone, everywhere it may have affected directly or indirectly. One thing I will not apologize for, is the mistakes that I have made regarding my racist postings 10 years past. It has helped shaped me into the person that I am, and grow as a better human being. By teaching me, to be more compassionate,

understanding and caring; towards everyone, from every walk of life. I think that my actions the last 10 years have shown that, but I have a long journey to go, to make amends with all those I have hurt. And the fact that I’m willing to work with the groups of people I wrongly labeled and judged. I have much to learn, for me to become a less ignorant person. I am willing to put in the effort and work, to learn all I can; so that I may be a better man today, than I was yesterday. I have reached out to indigenous members of my community, surrounding communities and even distant communities in our province to work together on the issues that are plaguing our communities and abroad. I hope that people will read this, and decide to open up more discussion. I do not expect forgiveness or sympathy. But I hope to earn your respect in time, as my actions are shown that I am doing what I can to better myself as a human being.” Brady told the Nickel

Belt News in a Sept 23 interview that the comments he posted on Stormfront in 2009, which were first published at http:// anti-racistcanada.blogspot.com in a 2009 article about a group called Winnipeg White Pride Warriors, were “trolling.” He told CBC in an interview that following day, “I didn’t believe in all of that stuff that I said on Stormfront, but I did believe in some of it, but that isn’t the person I am today.” He said his comments from 2009 were disgusting and wrong and that they do not reflect who he is. He said in both interviews that he hadn’t posted any racist comments online since 2010 when he posted his last comment on Stormfront. On Sept. 25, a screenshot of a comment that appears to have been posted by Brady seven years ago, which makes references to “towelbans” and says somebody should just wipe the Middle East off the world with nuclear weapons, was posted on the Chat It Up Thompson Facebook group.

Independent Investigations Unit, Ontario Provincial Police investigating historical sexual assault allegations against RCMP, Manitoba Hydro employees in Gillam Historical sexual assault allegations against RCMP officers and Manitoba Hydro employees and contractors in the Gillam area during construction of hydroelectric dams are being investigated by the Ontario Provincial Police (OPP) and the Independent Investigations Unit (IIU) of Manitoba. Criminal allegations involving RCMP officers in the Gillam area will be investigated by the IIU, the police watchdog agency that investigates serious incidents involving on- and off-duty police in Manitoba. The allegations came to light when the Manitoba Clean Environment Commission published a report on the Regional Cumulative Effects Assessment conducted by Manitoba and Manitoba Hydro for the Nelson, Burntwood, and Churchill river system. The commission heard allegations of sexual assault dating back to the 1960s from members of Fox Lake Cree Nation during public hearings as part of the assessment process. “Although these incidents are not subject to mandatory investigations under the Police Services Act, the civilian director has deemed it to

be in the public interest for the IIU to investigate.” said an IIU news release. “In accordance with its mandate, the IIU investigation will focus on the actions of RCMP officers. Witnesses or other individuals who have information that may assist this investigation are asked to contact the IIU toll free at 1-844-667-6060.” RCMP said they will continue to investigate all ongoing and new investigations of sexual assault and other criminal matters in Gillam and the surrounding area. Historical criminal allegations against Manitoba Hydro employees or contractors will be investigated by the OPP. “This was required as there were criminal allegations where both Manitoba Hydro employees and RCMP members may have been present,” said a Manitoba RCMP news release. “Determining the scope of the investigation will be the responsibility of the respective investigative agencies. Any new reports made to the RCMP that may fall within the mandate of either the IIU and OPP investigations will be referred as required.” York Factory First Nation

Chief Leroy Constant said Manitoba Premier Brian Pallister should order an inquiry into the Crown corporation Manitoba Hydro at a press conference in Winnipeg Sept. 7. “They need to acknowledge the collective and individual trauma that has been occurring through northern hydroelectric development in the province,” he was quoted as saying by the Canadian Press. Manitoba Keewatinook Okimakanak (MKO) Grand Chief Garrison Settee supported Constant’s demand in a Sept. 14 statement. “MKO supports the York Factory First Nation in the call for a commission of inquiry into the acts of racism, harassment, discrimination and sexual violence experienced by Indigenous Peoples in northern hydroelectric development in Manitoba,” Settee said. “MKO welcomes the Independent Investigation Unit and Ontario Provincial Police’s efforts in conducting the investigation into historical criminal allegations raised during the Clean Environment Commission report and the ‘Review of the Regional Cumulative Effects Assessment’ report.”

NDP says privatizing air ambulance services could put patients at risk Privately operated air ambulance flights outnumbered government-run ones five to one in 2016-17

Thompson citizen photo courtesy of Thompson Professional Firefighters Association An emergency landing by a medevac flight at the Thompson airport Sept. 9 shows that privatizing more provincial government air services is risky, says the Manitoba NDP. BY IAN GRAHAM

EDITOR@THOMPSONCITIZEN.NET

Manitoba’s NDP party says a recent emergency landing by a medevac plane at the Thompson airport shows that the provincial government’s plan to seek bids from private companies to take over some of its flight services could put users at risk. “The footage of this plane’s landing is harrowing to watch, especially when we remember this plane could be transporting a patient in critical condition,” said Manitoba NDP leader Wab Kinew after obtaining a video of the landing, which was the result of landing gear failing to lock and collapsing when the plane returned to land at the airport a few minutes after it had taken off bound for Island Lake “Lifeflight delivers essential health care services for our most vulnerable. Under a publicly owned structure there is no incentive to fly for profit or reward and there is less risk to patients. Pallister needs to stop privatizing Lifeflight and cancel the RFP (request for proposals) today.” The Manitoba government announced July 26 that it had issued an RFP to provide air services to the government to see if these services can be provided more cost effectively or with a higher level of service. “Our government’s top priority is ensuring that safety and service standards remain high, and that these vital services are always available when Manitobans need them. If the RFP does not result in an outcome that is at least as safe and efficient as the current delivery model, we will not proceed,” said Infrastructure Minister Ron Schuler in a July news release, noting that virtually all of Manitoba’s air ambulance services and more than half of its overall air service needs are provided privately already. “None of those private services were ever tendered, nor do we do have

binding service contracts. There is no guarantee of available aircraft, no service standards and insufficient safety requirements. That’s why it is often a challenge to provide air ambulance service to communities who need it most.” In 2016-17, the most recent year with complete data, privately operated air ambulances transported 6,575 patients, while publicly operated air ambulances including helicopters, the Southern Air Ambulance program and Lifeflight, transported a total of 1,331, about 20 per cent as many. The NDP says that a recently released report on the plan to privatize more air services showed that the Transportation Safety Board of Canada has investigated nearly 30 incidents involving private carriers that resulted in 23 fatalities and 33 serious injuries since 1994. In the same period, they said, there was only one investigation into a government-operated flight back in 1999, and that it had been due to an error by air traffic controllers. The landing gear on a SkyNorth Air medevac plane collapsed when it touched down at the Thompson airport in the early hours of Sept. 9, causing significant damage to the aircraft’s fuel system. Thompson Fire & Emergency Services (TFES) personnel attended the scene to chase the airplane down the runway to ensure the safety of the crew as the plane was evacuated and to apply extinguishing agents to suppress fuel vapours. Two pilots and a nurse were on board the plane at the time of the landing. The plane had left Thompson airport bound for Island Lake shortly before and the pilots had been unable to get the landing gear locked. They circled the airport for a while before coming in for the landing. The NDP says SkyNorth is one of 12 private companies that bid on the province’s RFP for Lifeflight services,

which closed Sept. 23. “When you look at some of the landing strips these medevac planes have to land in and take off from and the conditions, it may not be ideal weather conditions,” said Flin Flon NDP MLA Tom Lindsey. “I think you want the absolute best trained, most qualified people flying those planes and the best medical staff possible on those planes. Somebody flying out on a Lifeflight medical evacuation, it’s not just because. It’s because there’s a serious condition that requires they get medical care that’s not available in the northern communities. They need to get there and they need to get there now.” The NDP says the Lifeflight RFP has provisions that would allow flight crews not to meet minimum safety requirements and to use unpressurized aircraft. St. Boniface MLA and Manitoba Liberal party leader Dougald Lamont said in July that providing air ambulance services privately would prevent jets from flying into some northern communities because their airports have gravel runways. “The Pallister government’s plan to privatize air ambulances means the best planes for the job can’t even land in 23 of the communities they are supposed to serve,” said Lamont. “With this government everything is about for-profit and things like Lifeflight, like medical evacuations, water bombers, can’t be about profit, they have to be about providing a safe reliable service that people depend on,” said Lindsey. “Take a look at the buses and what’s happening with them. They’re not making enough money so they just shut down. Is that what we can expect from water bombers or Lifeflight in the future? We didn’t make enough money this year so we’re going to cut back on service?”

Thompson hosted its second citizenship ceremony of 2018 at École Riverside School Sept. 26, where 67 people became Canadian citizens. Currently residing in Northern Manitoba, they originally hail from 13 countries, including Jamaica, India, Nigeria and Bangladesh. Judge Suzanne Carrier presided over the ceremony for the first time in Thompson and talked about her family’s French-Canadian and Métis roots. “My journey to become a Canadian was so simple that it could be summed up in four

little words: ‘I was born here,’” she said. “But for those 67 of you here today, becoming a Canadian was maybe not quite as easy. You’ve had to adjust to a new culture, a new climate, you’ve had to make new friends, many of you have had to learn a new language, and all of you had to make a new home in an unfamiliar country. But you have persevered and you have embraced this new country, and you are ready to take this next, exciting step.” Combined with a previous citizenship ceremony in May, Thompson has welcomed 163 new Canadian citizens in 2018 alone, which is a considerable jump from the 61 total new citizens in 2017.

During their Sept. 19 meeting the Thompson Chamber of Commerce hosted two out-of-town representatives from Travel Manitoba, who said that the Hub of the North has an important part to play in increasing regional tourism. Both Alan McLauchlan and Lillian Tankard have been helping to develop tourism strategies for a while now, including the province’s Northern Manitoba Tourism Strategy, and took some time on Wednesday to outline how Thompson business owners fit into their ongoing plans. In the short term, McLauchlan said they’ve identified attractions such as Paint Lake Provincial Park and the Boreal Discovery Centre as having a lot of potential to rake in tourism dollars and will be repeating those same ideas to the appropriate tour operators in the not-so-distant future. When it comes to largescale infrastructure projects, McLauchlan mentioned that they also need to push for upgrades to nearby roads like Highway 391 from Thompson to Nelson House, Leaf Rapids and Lynn Lake. While McLauchlan is currently spearheading a

number of marketing strategies to complement these initiatives, including a new website and Facebook page called “Manitoba North,” he feels business owners in Thompson need to do a better job of highlighting the city’s qualities as a tourist hot spot. “We have a great opportunity now that the train is coming back, so what the chamber needs to do is they need to really think tourism,” he said. “In every business that you do [think], ‘How could a tourist benefit from this business?’ And you also, as a chamber member, need to mentor people that are starting out with new experiences.” Part of this mentorship process involves going into schools and reminding youth that starting a tourism-centred business is a financially viable option in Northern Manitoba. “You can make a living at tourism,” said Tankard. “It’s no longer the fluff. It really is part of the GDP and we’ve gotten the provincial government to believe that it actually adds dollars to their tax revenue.” According to the province, the Manitoba tourism industry currently supports 20,640 jobs and contributes $625.1 million in annual tax revenue to the economy. Throughout their re-

search, Tankard said they’ve also determined that Indigenous attractions are a large draw for residents of southern Manitoba and beyond, which is why members of these communities need to be included in this conversation. Tankard said they’ve identified around 57 Indigenous tourism operators that are at varying stages of market-readiness throughout the province, and are always on the lookout for ways to increase their visibility province-wide. “We have a wonderful northern product and we need to tell more people about it,” she said. Moving forward, McLauchlan said that these recommendations will brought to the right people, especially when Travel Manitoba hosts an international Indigenous tourism conference in Winnipeg in 2020. “It’s a really big opportunity for us,” he said. “For years people said that nobody is looking at us. Well guess what, everybody’s looking at us now, so we really need to grab that and we need to run with it.” To find out more about Travel Manitoba’s ongoing marketing campaign, contact McLauchlan at amclauchlan@travelmanitoba. com.

Lost in translation A 39-year-old man with a United Kingdom driver’s licence was fined $1,228 for driving 190 kilometres per hour on Highway 6.

When pulled over by Thompson RCMP, the driver told them he wasn’t sure if he was travelling in kilometres or miles per hour.
