Olaniwun Ajayi championed the cause of Nigeria —Bishop Ladigbolu Olayinka Olukoya -Abeokuta THE retired Archbishop of Diocese of Ilesa, Methodist Church Nigeria, His Grace, Ayo Ladigbolu, on Wednesday, said the late Sir Olaniwun Ajayi, a political icon and one of the last disciples of the sage, Chief Obafemi Awolowo, lived his life championing the cause of Nigeria in particular, and the Yoruba nation in general. He said this in his short sermon during the wakekeep service for the late Ajayi, held at the Afotamodi Hall, Isara-Remo, adding that he (Ajayi) fought for the development and progress of the country. Bishop Ladigbolu said Sir Ajayi had hoped that the Development Agenda for Western Nigeria (DAWN), promoted by governors in the South-West states, were realised in his lifetimes. The cleric added that the late Sir Ajayi was a man of peace in all ramifications and enjoined the gathering to embrace his good virtues of brotherliness, irrespective of race, sex and creed.

Bishop Ladigbolu also noted that the deceased was much concerned with the devolution of powers in the country, saying that he fought this till he breathed his last on November 4. “He was a man of peace and one that embraced peace with himself, friends, neighbours and immediate environment. He championed the cause of Yoruba unity and progress. He wanted success open to all and wanted all to rise. “Olaniwun Ajayi brought economic progress to Isara, his country home and the entire Remoland. He had great passion for Yorubaland and the South-West. “He had an unflinching support for the church and was committed to the House of Oduduwa,” he said. Minister of Budget and National Planning, Udoma Udo Udoma, who briefed State House correspondents on the outcome of the Federal Executive Council (FEC) meeting presided over by President Muhammadu Buhari, on Wednesday, said it was prepared by experienced experts after extensive consultations. The Senate had picked holes in the document sent to the National Assembly on October 4, 2016, noting that it did not contain the details of the fiscal proposals. Udoma rejected the assertion but noted that the estimates contained in the document at the time it was submitted were bound to change, because of the changes in the exchange rate. “The MTEF was a very well prepared document after extensive consultations. We consulted the private sector, NGOs etc. “Naturally, every time, you improve on your estimate based on the latest estimates. For instance, one of the issues they raised was about the exchange rate, that we used 290 as the exchange rate, and that was the exchange rate of the time. “So, you only use the exchange rate that is valid at that time. Naturally, by now, you will change that. “So, whenever we appear before the National Assembly, we’ll engage them and take them through one by one and through each items. “But the MTEF was extremely well prepared, consistent with the best possible methods of preparation by people who are very experienced in preparing it,” he said. The minister also revealed that FEC had approved the

He was, however, unable to give details or say when the president would lay the document before the legislature. “With regards to the date, the president will be communicating to the National Assembly and, of course, it will be at the National Assembly’s discretion ultimately. “The president will write to them and after they confirm, then the president can come to address them,” he said. Fashola, said FEC had also approved the business case for concessioning and development of Ikere Gorge dam in Oyo for six megawatts of electricity, Bakolori dam in Zamfara for 3.2 megawatts, Jibiya dam in Katsina for four megawatts, Zobe dam for 0.29 megawatts (290 kilowatts) in Katsina, Kampe Omi in Kogi for two megawatts of electricity and Doma dam in Nasarawa for one megawatt of hydro electricity. This, he said, was in furtherance of the administration’s incremental power initiative and rural electrification initiative. “Not only do this projects further our quest for incremental energy wherever there is legitimate opportunity, they further our quest for renewable energy as well, because hydro electricity is also clean energy,” Fashola noted. Similarly, he said FEC approved the commencement of the Federal Secretariat complex in Ekiti State and the furnishing of the one in Gombe. Fashola said though the Ekiti project was conceived in 2000, funding was not provided for it.

ANOTHER round of crisis, on Tuesday, broke out between neighbouring communities of Atijere in Ilaje Local Government Area of Ondo State and a boundary town, Makun-Omi, in Ogun State, over land tussle, leaving many injured. The two communities had been laying claims to the ownership of a piece of land between them while the Boundary Commission had intervened in the crisis before it erupted on Tuesday evening. HERE was drama on the floor of the Senate on Wednesday, as senators of the Peoples Democratic Party (PDP) staged a walkout, following the announcement of the defection of Senator Yele Omogunwa (Ondo South) to the All Progressives Congress (APC). The PDP lawmakers, who rejected the defection, insisted that the seat of the defecting senator must be declared vacant as a result of the fact that the PDP was not divided. Omogunwa had, in a letter of defection read by the Senate President, Bukola Saraki, said he was joining the APC to support the candidate of the party in the just-concluded Ondo State governorship election. His letter read in part: “This declaration l have made in my local government on Sunday, November 20, to enable me actively canvass for the success of Mr Oluwarotimi Akeredolu in the gubernatorial election of November 26, 2016.” But Senate Minority Leader, Godswill Akpabio, faulted in the defection and insisted that his seat be declared vacant. Akpabio, who came through order 43 to fault Omogunwa’s defection, said the only ground upon which a serving lawmaker could defect from one party to the other as specified in Section 68(c) of the 1999 Constitution as amended, was if a division existed in the PDP. He stated that based on the ruling of the Court of Appeal and Supreme Court over the nomination of the

PDP candidate for Ondo election, the leadership of the PDP was clear. Akpabio explained that the appellate courts stated categorically in their judgments that the only known and recognised national leadership of the PDP was the caretaker committee under the chairmanship of Senator Ahmad Makarfi. The Minority leader was, however, ruled out of order by Saraki who said the matter was controversial which ran contrary to the spirit and letter of order 43 on which Akpabio made his objection. Tension was, however, raised as PDP lawmakers took offence when Senator Dino Melaye came through Order 43 and declared that the division within the PDP was obvious. He said the national leadership of the party was divided between Senator Mohammed Makarfi and Senator Modu Sheriff, adding that the situation had

made “Omogunwa’s defection to be perfectly in order.” But Senator Peter Nwaoboshi kicked against Melaye’s submission, accusing the Senate President of running foul of the Senate standing rules by allowing Dino to make remarks over an issue that had already been ruled upon. He noted: “Mr President, having ruled the Senate Minority Leader out of order over his objection and, by extension, PDP Senators’ objection to Omogunwa’s defection, it is wrong to have allowed another comment.” The infuriated PDP Senators, thereafter, staged a walkout from the chamber and converged on Hearing Room 2 to address a press conference. Akpabio, the Minority Leader told newsmen at the briefing that the PDP would ensure that it retrieved its “stolen” senatorial seat from Omogunwa through the courts, since according to

him, there was no division within the party leadership now. He said: “One of our colleagues, Senator Yele Omogunwa, decided to jump the ship, may be out of the excitement of the Ondo governorship election, which the PDP is challenging and other political parties. He did that not taking into cognisance the recent Supreme Court’s decision which settled the issue of the chairmanship of the party, which had been an issue in the last few months. That issue was settled in favour of Senator Makarfi’s leadership, which was set up at the Port Harcourt convention. “The moment that happened, that means that the PDP as a family has no division. The Supreme Court does not recognise any divisions in the PDP as of today because the issue has been settled. “At the appropriate time, I believe that, working with

the caucus, we will work with the national leadership of our party to take a correct legal pronouncement and ensure that the seat is declared vacant. “Just like you observed, the reason for his jumping the ship from the PDP to APC this morning is in order for him to go and support the new governorelect, Akeredolu; that is the reason. It is not on the basis that there is a division in the PDP and that is not recognised by the law. He stated in his letter that he wanted to go and support Akeredolu. He should do so by resigning and giving us back our seat.” The PDP caucus later went on a closed door meeting where it was found out that they agreed to resume plenary today. It was gathered that the Senators would cause further drama by filing into the chamber after the Senate President might have taken his seat.

Election: Reps want CJN/NJC to appoint tribunal chairmen Jacob Segun Olatunji and Kolawole Daniel - Abuja

THE House of Representatives, on Wednesday, okayed for second reading a bill that sought to confer exclusive power to appoint chairmen and members of National and State Houses of Assembly election tribunals in the 36 states of the federation and the FCT to the Chief Justice of Nigeria (CJN) or the National Judicial Council (NJC). The amendment was contained in a bill jointly sponsored by Honourable James Faleke and Honour-

able Sunday Karimi aimed at taking the power to make those appointments which was hitherto the exclusive preserve of the President, Court of Appeal. Honourable Faleke, while leading the debate, explained that the “objective is to first and foremost contribute to the ongoing judicial and electoral reforms in the country, and secondly, create a system of check and balance on the process of appointing these judicial officers.” According to him, “As it is now, the authority to appoint the judges for the tribunals, as well as the appel-

late tribunals, rests squarely on the President of the Court of Appeal, in consultation with the Chief Judge of the state, the Grand Khadi of the Sharia Court of Appeal of the state or the President of the Customary Court of Appeal of the state, depending on the state where the said tribunal members are to be appointed from”. He further stated that, “it is believed that where the CJN and NJC select the members of the tribunal of first jurisdiction from where contending issues go from onto appeals which in this case would be the responsi-

bility of the President of the Court of Appeal, the actions and activity of the lower tribunal would be seen to be more objective and meritorious.” Honourable Karimi, on his part, said the amendment would deepen democracy and ensure proper constitution of the tribunal. The bill was adopted when it was put to vote and subsequently referred to the special ad hoc committee for the review of the 1999 Constitution, by the Speaker, Honourable Yakubu Dogara, for further legislative input.

Speaking on the crisis, the traditional ruler of Atijere, Oba Samuel Edema, said the boundary crisis had been between the two communities for a long time and “we have taken some steps to put an end to this incessant crisis between the two communities. “We invited the officials of the Boundary Commission and they fixed a meeting between the two communities where it was resolved that the commission will meet with us on Monday, November 28. “We also communicated this to the Secretary of the Boundary Commission in the state but because of the Ondo State governorship election, we called for the postponement of the meeting, in order to allow the state officials to be part of the truce.” He, however, expressed surprise over the presence of the officials of the commission who visited the area on Monday, saying “we told them we cannot participate in the exercise.” The monarch said he was surprised to see some armed men invading Atijare, sacking the people of the community, saying some of the residents were shot in the process while majority of the residents had deserted the community. Oba Edema explained that there was a natural boundary between the two communities from time immemorial, saying “the area where the red earth surface ends belongs to the Makun Omi, while the Atijere territory starts where they have the white sands, being a coastal community.”

OLLOWING the outrage against a directive by the Nigerian Communications Commission (NCC) to telecom operators in Nigeria to introduce price floor for data segment of the telecommunications sector beginning from December 1, 2016, the commission said it has “suspended any further action in that direction.” Nigerians, who took to Twitter to launch a campaign against the directive by the commission to the Mobile Network Operators (MNOs) on November 1, 2016 on the determination of an interim price floor for data services after the stakeholders’ consultative meeting of October 19, 2016, said the proposed price hike was designed to make life more difficult than it already is. Similarly, the Senate on Wednesday moved against the plan to hike data tariff. The Senate also issued a summons to the Minister of Communications, Adebayo Shittu, to appear before it. One Twitter user, Joshua Okwe, started a petition, titled “Data plan rates by carriers in Nigeria should not be increased by NCC” against the proposed price hike with a single signature, and at the time of filing this report, the petition had 4,899 supporters. Although the NCC said the decision to have a price floor was “primarily to promote a level playing field for all operators in the industry, encourage small operators and new entrants,” Nigerians said the move was to deprive small business owners the ease of doing business in the country. Some even saw the directive as setting the country’s tech industry back by 20 years. Victor Asemota, a tech enthusiast and business owner in Nigeria, said via his Twitter handle, @ asemote, that: “between policies by CBN and NCC, proposed new role by NITDA, Nigerian Tech just went back another 20 years,” adding that “I am still trying to understand if Nigeria is a capitalist or communist country. Why should regulators actively prevent free market forces?” @MizCazorla1 tweeted that: “All over the world data prices are crashing. In Nigeria, the NCC is tasking the telco’s to hike data price. I’m tired, I don’t belong here.”

RECENT fiscal and monetary policies of the Central Bank of Nigeria (CBN), especially, the foreign exchange policy, are having a devastating effect on the country’s publishing companies, the Managing Director Evans Brothers (Nigeria Publishers) Limited, Mr Lukman Dauda, has said. Dauda, speaking on Wednesday, at an event to herald the Golden Jubilee anniversary of the publishing firm, also noted increased costs of production brought about by the liberalisation of foreign exchange policy, poor electricity supply, decrepit infrastructure and piracy as the bane of the sustenance of the printing industry. Noting that publishing firms in the nation were compelled to patronise foreign printers owing to inadequate production capacity of local printers, Dauda prayed that government help the survival of the printing industry with tax reliefs, new duty regime on imported printing items. He noted that publishers largely survived on huge patronage of books by government through the Universal Basic Education Commission (UBEC) to cushion the deficit in the open market. “Recently, the monetary policies of the country have

Kachikwu calls for diversification of Nigerian economy THE Minister of State for Petroleum Resources, Dr Ibe kachikwu, says the growth of the economy solely depends on mobilising and applying human, natural and financial resources. Kachikwu said this in a presentation at the ongoing 9th Annual Forum of Laureates of the Nigerian National order of merit (NNOM) in Abuja on Wednesday. The paper is titled“ Structures and Processes of Nigeria Mono Economy”. He said that Nigeria’s challenge was as a result of not diversifying its natural resources base for a useful result. The NCC, reacting to Twitter outrage on the matter, said in a written statement via its website that “the price floor is not an increase in price but a regulatory safeguard put in place by the telecommunications regulator to check anti-competitive practices by dominant operators.” It added that in taking a decision to introduce price floor for data segment of the telecommunications sector, “the smaller operators were exempted from the new price regime, by virtue of their small market share. “The decision on the price floor was taken in order to protect the consumers who are at the receiving end and save the smaller operators from predatory services that are likely to suffocate them and push them into extinction.” Saying that the statement “clarifies the insinuation in some quarters that the regulator has fixed prices for data services,” the commission’s Director, Public Affairs, Tony Ojobo, said it “is not true” that the commission was trying to hike the data prices, saying “the NCC does not fix prices but provides regulatory guidelines to protect the consumers, deepen investments and safeguard the industry from imminent collapse.

IGP on 128 slain policemen

HE Inspector General of Police (IGP), Ibrahim Idris, recently lamented the loss of 128 policemen in the line of duty in the last three months. The IGP was concerned that the deaths of the policemen were “occasioned by unwarranted attacks by religious bigots, bandits, hoodlums and militants”, calling for a reversal of this ugly trend to enhance the security profile of the country. It was his contention that these deaths were also related to the continuing destruction of police infrastructure and public assets with recent cases happening in Dankamoji village in Maradu, Zamfara State; Abagana in Anambra State and in Okrika waterways in Rivers State where personnel were killed, arms carted away, and structures and equipment destroyed. Evidently, the IGP’s concern speaks volumes about the continuing expansion of insecurity in the country in spite of the efforts of the security agencies, particularly under the present government of President Muhammadu Buhari. The growing killing of policemen and other security officers betrays an increasing sophistication of the forces arrayed against them, calling into question the determination of the government to prioritize security as part of its platforms for development. We obviously support the government’s commitment to security, given that it is the first condition for all other efforts in society. But the failings of the current efforts, as epitomized by the IGP’s lamentation, demands a fundamental review and transformation of the present strategy. The government’s efforts to secure the country are organised around the law and order approach. It prefers to deploy soldiers, policemen and other security agents in such high numbers as to overwhelm those intent on disturbing the peace of the country. This approach has seen the deployment of soldiers to the North East to curtail the activities of the Boko Haram terrorists, the President himself going to Zamfara State to launch the security operation to combat rustlers and other criminals, and the deployment of soldiers to the Niger Delta and the South East to rein in the activities of militants and those clamouring for the establishment of Biafra. It is, of course, true that no meaningful security could be achieved without strengthening and deploying security agencies. Yet, the point has to be made that the limit of the law and order approach is shown by IGP Idris’ lamentation which suggests that more than the deployment of soldiers is needed to maintain peace and security. The IGP is not saying that the police would not do their duty because many of their men are being killed in the line of duty. Rather, he is

lamenting the unusual number of those getting killed, with this perhaps pointing to the insufficiency of the current approach. For in spite of the death of these policemen, bandits continue to roam the country, while militants continue to wreak havoc on petroleum infrastructure. And there are new reports of Boko Haram terrorists getting new and more sophisticated weapons. The implication of all this is that insecurity persists in spite of the deployment of soldiers. This situation, we believe, would continue until the government initiates a more holistic approach to security. The truth is that bandits, militants, and even terrorists would not continue to increase in influence without some form of support and enablement by the immediate societies in which they operate. Where those who engage in perceived criminality do not enjoy support, it is not difficult to isolate and deal with them successfully. Thus, there is the need to find the root causes of the various breaches of security in the country in order to engage such dissatisfaction creatively. The idea that the clamour for Biafra would go away just because of the deployment of soldiers and the President insisting that the unity of Nigeria is not negotiable, is simply mistaken and unrealistic. There must be a deliberate effort to calm nerves and address elements of dissatisfaction as suggested by former President Olusegun Obasanjo in order to present the government as being for the benefit of all Nigerians. Where some Nigerians, rightly or wrongly, perceive that they are being marginalised, the reaction cannot and should not be to suppress their agitation. The more effective response would be to engage with such disaffected people and regions in order to fully understand the basis of their agitation and be in a position to give assurances to mollify the protests. Such engagement would not necessarily satisfy all protesters but it has the potentiality to remove support for the remaining agitators. This way, agitations would not be widespread and the possibility of peace and order would be enhanced as it would not be difficult for the security agencies to cope with the remaining pockets of protests. It is, therefore, important for the government to use the opportunity of the IGP’s lamentation to consider a fundamental overhaul of its security strategy away from the lone plank of law and order, and incorporate engagement with the diverse elements in the country to assure it of success. It should also be concerned with adequate compensation and care for the families left behind by all the security agents who lost their lives in the line of duty.

Capital punishment: To be or not

IGERIANS have been debating on whether to stop or continue the capital punishment. However, before we decide on what to do, we need to know what benefit the country gets from the implementation of the capital punishment. Tinubu and the burden of leadership By Bayo Osiyemi

first heard this song rendered by the inimitable and immortal Iyaloja-General of Nigeria and Asiwaju Bola Ahmed Tinubu’s mother, Alhaja Abibatu Mogaji, in 1978 at a Unity Party of Nigeria (UPN) campaign rally at Isale-Gangan on Lagos Island where Alhaji Lateef Jakande went to market his governorship candidacy to the people of the area. That song was Iyaloja’s response to the aggressive and provocative campaign strategy of the younger elements of the opposition National Party of Nigeria (NPN). It was a song that had a restraining and salutary effect on the UPN leadership and followership, not to allow themselves to be ‘done in’ by the provocative pranks of the NPN men and women on the hustings, who at that point were panicky of imminent defeat at the polls. LKJ and all the Assembly candidates from Lagos Division then - Prince Yaya Dosunmu, Lateef B. Odunsi, R.A. Balogun, R.O Balogun, Ojekunle Pereira and the Senatorial candidate, Alhaji Sikiru “Jabita” Shitta-Bey - bought into the moral of the song, kept their heads while their opponents were losing theirs to intemperate behaviour; the very main reason why the UPN swept all those seats, as in the other constituencies in the state, at the general elections. I made that short excursion into history to advance my point that the “Jagaban Borgu,” Nigeria’s most successful and living politician (after President Muhammad Buhari who’s on record to be the only Nigerian politician - dead or alive - who made conscious and determined effort to be president and succeeded); has invested so much into the Nigerian project that he cannot and must not allow himself to destroy the edifice he helped build and which I know has been publicly acknowledged in very high places.

If he thought he had been undermined by people God used him to nurture politically, he won’t be the first to be so affected. Papa Awo had similar experience, although at some cost but succeeded in the end, though he ended up as ‘the best president Nigeria never had’, courtesy of the now late Ikemba Nnewi, Dim Chukwuemeka Ojukwu in a tribute on the passing of Pa Awo in the 80s. “Inu bibi dakun ma ya l’odo mi o, aibinu laa jeere; inu bibi dakun ma ya lodo mi, suru lo n se ongbogbo ..”, was rendered by Fuji exponent, Sikiru Ayinde Barrister to emphasise the virtue in patience and endurance. Your enemy or detractor yesterday can be your friend today and vice versa; were it not so, Governor Ayo Fayose of Ekiti, who was reported to have held his predecessor, Gentleman Niyi Adebayo and Asiwaju Tinubu himself on house arrest in Iyin Ekiti in Fayose’s first coming, will not be standing up for Asiwaju today in the political space.

I don’t know former Ekiti State governor, Dr Kayode Fayemi intimately but I know much of Dr Muiz Banire and a little of Mr Babatunde Raji Fashola in Lagos; these guys used to be reliable assets to Asiwaju when he nurtured them in government. They must not be done away with at this time because what lies ahead is far more than what lay behind. Some people may find this as bad music to the ear but I stand by it because whoever has seen thunder strike before, will never join in abusing his wife, Oya. If these matters are delved deep into, Asiwaju and his enstranged men will be found wanting in some areas, it is just the degree of guilt that will vary. There should be give and take on either side, in the larger interest; and there should be no problem in making concessions, where necessary. The situation on ground is not one that permits of pontification or the beating of chests. I’m even pressured to ask where are the elders of our party in Yorubaland. They should please step in before it is late and avert what may be costly to the Yoruba in the medium and long run. If all these don’t work out, can’t Asiwaju, being a crack political tactician that he’s reputed to be, come on top of the situation and play the maturer and older combatant among the lot? This is the time for Senator Bola Tinubu to prove himself the true Asiwaju of Yorubaland by meeting with all politicians of worth in the land, whatever differences he might have had with them in the recent past and rally them to the end of having a solid, united front that can be a crucial bloc of a national political arrangement. If he does this, his rating can only soar, not dip. Or, didn’t the Yorubas say the elder that has a broad and forgiving mind has the chance of his coast becoming wider and larger? Agba ti o binu, l’omo e npo joojo”, I so submit and whoever calls for my head for this position must belong in the rank of those Yorubas call ‘arije-ninumadaru’; and these are the spoilers we must not allow to continue their business as usual. •Prince Osiyemi is a public affairs analyst.

As Sir Olaniwun Ajayi goes home By Kunle Olasope

Papa Obafemi Awowolo’s eldest child, Segun and I were registered to start school at Agbeni Methodist School, Ibadan in January of 1943. Later, we both were admitted into the prestigious Igbobi College, Yaba for Secondary education. The Okebola residence of the Awolowos and that of the Olasopes at Ekotedo in Ibadan were home for Segun, myself and our friends. Thus, I came to know from close quarters, the leading lieutenants and associates of Chief Awolowo in and out of government — the Akintolas, Adegbenros, Odebiyis, Adiguns, Adeyis, the Osuntokuns, the Bamises, the Oredeins, the Omisades, etc. There were some other notable ones who were not in government but who were close to Chief Awolowo. They were waiting in the wings for the leader to become prime minister and be part of the cabinet. It was to this group that the Akomolafes, the Iges, the Olaniwun Ajayis and Ayo Adebanjos belonged. When, in 1980, Chief Bisi Onabanjo, as governor of Ogun State, appointed me his first Chief Press Secretary, the Head of Service then, Abayomi Oduntan, disclosed to me that I had been nominated for the appointment by Papa Awolowo. Papa had known me and taken me like his own son. From time to time as occasion demanded, the inseparable duo of Olaniwun Ajayi and Ayo Adebanjo visited the governor’s office to see Chief Onabanjo. Because of my intimate knowledge of the gentlemen, I never wasted time to let Chief Onabanjo know of their presence, and of course, they were promptly invited in and attended to. Both men were highly knowledgeable, intelligent and well spoken. They were bold like a lion and they booked no nonsense from anybody. Of course, one could not be close to Chief Awolowo and be an idiot. Papa knew how to pick his team who were usually among the best available. Seeing Sir Olaniwun

to which they belonged. The popular Awo cap was the distinguishing hall-mark. One thing that struck me about the two great men was that even though the younger Adebanjo started politics before the older Ajayi and, therefore, tended to get some precedence, he nevertheless conceded seniority and respect to his older friend. This was remarkable and showed the sterling stuff the two men were made of. I was not surprised to read the account of the part Sir Olaniwun played in the courtship and marriage of Chief Adebanjo preceeded by their being together in London during their student days. They kept this close brotherly togetherness till the very last. I just wonder what life will be like for Chief Adebanjo without his ‘twin brother’ and egbon, Sir Olaniwun Ajayi. I can only hope that the children of Sir Olaniwun will not be far from Chief Adebanjo, otherwise the gap will be there for the rest of his own life. It is my prayer that God will comfort him and grant him the fortitude to bear the irreparable loss. I urge other Awoists, Afeniferes- Femi Okurounmu, Olu Falae, Supo Sonibare, Tony Adefuye, Kunle Olajide, to join hands with Chief Adebanjo and Pas Reuben Fasoranti and Ayo Fasanmi to keep the flag flying. It will be a shame if the Yoruba nation is allowed to be pushed down the precipice. Adieu, Sir Olaniwun Ajayi. Your rest with God is assured with the way you led your life and your monumental contributions to society. Protecting self, preventing spread

L

ITTLE Samuel came home from school scratching his eyes. They seemed slightly swollen, but his mother felt the toddler was simply sleepy. The next day, his eyes were stuckshut and after a disheveled mother got them open, they had a deep hue of pink. The pediatrician diagnosed little Samuel with conjunctivitis, locally called ‘Apollo’. Recently, the outbreak of conjunctivitis has been on the rise as a good number of children were observed to be brought into the hospital for treatment, said a medical expert, Dr Misbau Lawal in Ilorin, Kwara State, while speaking with the News Agency of Nigeria (NAN). Adults also are not exempted from the infection. Conjunctivitis, according to medical experts, is an inflammation or swelling of the conjunctiva, the thin transparent layer of tissue that lines the inner surface of the eyelid and covers the white part of the eye. Often called “pink eye,” and locally called “Apollo”, conjunctivitis is a common eye disease, especially in children. It may affect one or both eyes. Some forms of conjunctivitis are highly contagious and can easily spread in schools and at home. While conjunctivitis is usually a minor eye infection, sometimes it can develop into a more serious problem. According to Dr Lawal, the conjunctiva, which produces mucous to coat and lubricate the surface of the eye, contains fine blood vessels that can be seen on close inspection. He explained that conjunctivitis was a common eye problem that affected people of all age groups and one of the most common eye infections in children. A viral or bacterial infection can cause conjunctivitis. It can also develop due to an allergic reaction to air irritants such as pollen and smoke, chlorine in swimming pools, ingredients in cosmetics, or other products that contact the eyes, such as contact lenses, experts say. According to Dr Lawal, symptoms of

conjunctivitis include pinkness or redness in the eye red, inflamed inner eyelids, blurred vision, sandy or scratchy feeling in the eye, pus, mucous, watery discharge from the eye, itching or burning sensation in one or both eyes, excessive tearing or increased sensitivity to light. Dr Lawal therefore advised Nigerians to imbibe the habit of regular hand washing to avoid contracting the infection of the eye that is currently spreading. Also, for those that already have the eye infection, the spread can be prevented by increased personal hygiene, experts say. “Once an infection has been diagnosed, do not touch your eyes with your hands.” Infected persons are also advised to wash their hands thoroughly and frequently, change their towels and beddings frequently and avoid sharing them with others. Ladies who are infected are advised to discard eye cosmetics, particularly mascara and those who are not are advised not to use anyone else’s eye cosmetics or personal eye-care items. “You can soothe the discomfort of viral or bacterial conjunctivitis by applying warm compresses to your affected eye or eyes. To make a compress, soak a clean cloth in warm water and wring it out before applying it gently to your closed eyelids,” an eye expert said. Adeola Onakoya has however warned that those suffering from conjunctivitis should desist from arbitrary use of concoctions to treat the infection. She decried the use of substances like battery water, urine and other unapproved solutions in the treatment of the infection. She explained that such method of treatment would only worsen the infection and cause a secondary infection. Dr Onakoya said that the first aid treatment for viral conjunctivitis was cleaning the affected eye with water and salt solution and subsequently, seeing an ophthalmologist to prescribe antibiotics to prevent secondary infection. The ophthalmologist attributed the infection to the dry harmattan haze, which affects the eyes causing itching and redness, with a lot of discomfort. She said that the symptoms of viral conjunctivitis were itching and redness of the eye and watery discharge. Onakoya explained that the infection was spreading fast because it was being passed round by close contact, including the mere infected person. “The infection is caused by a virus called adenovirus, which is highly contagious without affecting the vision.” “An infected persons with the virus, keeps wiping the eyes due to its watery state. It does not affect the vision but

She advised parents of pupils infected with viral conjunctivitis to keep them away from school to prevent its spread and immediately visit an ophthalmologist for treatment. Treatment options depend on the exact type of conjunctivitis a person has, experts say. But, because it may be difficult to tell which kind of conjunctivitis a person has without medical consultation, it’s wise to visit a doctor if eyes are red and irritated. Bacterial conjunctivitis is usually treated with prescription antibiotic drops or ointment. Eye drops are used up to four times a day which don’t hurt, although may cause a brief stinging sensation. “Even though your eyes should feel and look better after a couple of days, it’s important to use the drops for as long as the doctor has prescribed. The infection may come back if you stop too soon,” ophthalmologists say. However, antibiotic drops will not work if conjunctivitis is viral. Instead, the body’s immune system will fight off the virus. In allergic conjunctivitis, a doctor may prescribe anti-allergy medication in pill or eye drop form.

could hardly sleep last night because I was just too anxious to hear the latest about glaucoma from my son, Debola who is a lecturer in Genetic Diseases in one of the leading universities in Canada. He had come from Canada to celebrate my 50th Birthday with me. esterday, he had informed me that a glaucoma gene had been identified in his blood, his younger brother’s and mine. Considering the fact that my father (and probably his older brother and younger sister) had all gone blind from glaucoma, I was very worried we could end up having a whole house full of blind people. What a great burden that would be for my wife, the only one free of this terrible scourge? “Not quite,” says Debola. “My brother, Desola and I have the gene, but we don’t have the disease yet. It is also erroneous to say that Mother is free of glaucoma because the gene was not found in her blood. Let us get this right. Many different diseases affecting the eye can result in glaucoma, either alone or as part of a larger syndrome of ocular problems. Therefore, understanding its genetic foundations helps us better understand how and why it occurs. The picture is undeniably murky as there are a number of identified genes that confer an increased risk of glaucoma on carriers. Desola and I are, strictly speaking,

carriers. Having the gene makes us likely candidates to develop glaucoma but we may never do owing to the presence of gene modifiers. A gene modifier is a gene that modifies the effect produced by another gene. “Dad, remember there are no easily recognisable symptoms and signs of glaucoma until the disease is advanced, so identifying the gene in my brother and I, long before the signs of glaucoma means damage due to the disease can be prevented. In addition to knowing that I have the gene, the thickness and other features of the inner coat of my eyes (the retina) are measured at intervals to see if there are subtle structural changes suggestive of any disease, including glaucoma, before any characteristic functional damage occurs. “Dad, you won’t believe this! I am wearing a “smart” contact lens that monitors my intraocular pressure (IOP) round the clock. You know that elevated IOP is often associated with the optic nerve damage that is characteristic of glaucoma. So, changes in the pressure inside my eyes are accurately assessed day and night. “Added to this, the patient with glaucoma also has a computerised eye medication delivery system, inserted beneath the eye, that is automatically stimulated to discharge medications to bring the IOP to normal levels. Thus there is a precise and

timely delivery of medications to keep the intraocular pressure at the desired level round the clock. “The most exciting work we are doing now is on modifier genes. We have now identified some of these and in a position to manipulate them to increase the survival of the retinal ganglion cell layer (the inner coat of the eye). This will make it more resistant to damage from high intraocular pressure and other hazards. “And if all fails and blindness ensues, we have now perfected the Bionic eye to restore sight to the blind. A bionic eye communicates images to the brain so we can distinguish what we see. These mechanical eyes are now being improved upon to provide enhanced sight so that it is possible to see even better than a normal eye! When does hyperactivity in children become a disorder? TUNJI’S mother is becoming worried that he is very restless and is always jumping up and down the house from morning till evening. She initially downplayed her worries, after all, everyone says boys are always very active and troublesome. However, Tunji’s teacher also reports that he never sits in one place and he frequently disrupts the class because he is too restless. The teacher is finding it difficult to cope with Tunji in class and has recommended that they should do something about him. Thus, the worried mother is now presenting in clinic, even though her friends have told her she is only worrying over nothing. While some level of hyperactivity is common in children, often referred to sometimes as bundles of energy, it is also true that in some instances the level of hyperactivity is so severe that normal functioning is difficult and parents, caregivers and teachers struggle to cope. They have trouble completing any task or their homework; they are easily distracted and so have a tendency to jump from one task to another – without completing any. They also make careless mistakes with their school work because they find it very difficult to concentrate and pay attention. How is ADHD different from just a hyperactive child? A normally hyperactive child, will exhibit such tendencies on an episodic basis, but can calm down and focus on tasks. Additionally, some children may be hyperac-

tive at home but behave themselves when they get to school or are outside the home. Whereas, for children with ADHD, these symptoms are present all of the time and regardless of the setting: whether they are at home, in church/mosque or school…the symptoms are present all of the time. And the severity of the symptoms makes it very difficult if not impossible for the parents or teachers to cope, without help. What can be done for children with ADHD? The first step is to seek expert evaluation and assessment from a child psychiatrist. If the diagnosis is confirmed, then there are medications that can be used to help such children to calm down and focus better on tasks. The treatment usually achieves very fantastic results and the drugs are not addictive and they are safe to use for a long time. Usually the symptoms also improve as the child grows older into adulthood. In addition to treatment, parents and school teachers will also be given an explanation about what is happening, so they can better relate and cope with the situation. The same thing applies to IUDs & Implants which currently are witnessing increased acceptability and uptake in Sub-Saharan Africa.” Afolabi declared that Nigeria’s high maternal mortality rate was a concern and as such the need to critically look into human resources given that in many remote areas, CHEWs performs lifesaving procedures in many primary health care cen-

tres. He assured also that World Health Organisation (WHO)’s recommendation was that countries with gaps in human resources embrace task shifting or sharing policy. How to reform teacher education in Nigeria —Okebukola By Laolu Harolds

former executive secretary of the National Universities Commission, Professor Peter Okebukola, has faulted the curriculum currently in use in all teacher preparation institutions across the country, saying it produces “parboiled” teachers who have shallow knowledge of the subjects they were trained to teach. Professor Okebukola made the remarks on Saturday in Ijagun, Ogun State, while delivering the 8th Convocation Lecture of the Tai Solarin University of Education (TASUED), entitled ‘The Teacher We Have, the Teacher We Want: Bridging the Gap’. According to him, studies have shown that graduates of teacher preparation institutions generally exhibit shallow knowledge of their teaching subjects, poor classroom management and control, as well as inability to communicate effectively in English Language, among other weaknesses. He argued that the current curriculum overloads teacher trainees with too many education courses, with little attention paid to the subjects they are being trained to teach. This, he said, produces halfbaked teachers in terms of content knowledge. Another challenge he identified is the poor quality of teacher trainers themselves. “Many education lecturers are far from being exemplars of good quality teaching and high morality,” he noted. From casual surveys he said he had conducted, Okebukola said, “The preponderant view is that education lecturers are disappointingly poorer than lecturers outside education in terms of quality of

their teaching, use of technology and conversance with the latest developments in their disciplines.” He also identified weak implementation of teaching practice as one of the challenges besetting teacher education in Nigeria. Over the past 15 years, he said, this all-important part of teacher training has been “wobbly implemented,” owing partly to interruptions in academic calendar due to strikes, delay in or nonpayment of teaching practice allowance to lecturers or grossly inadequate time allotted for the exercise. Okebukola also had very strong words against sandwich programmes for teacher trainees, which he said have been fraught with laxity and ‘underhand dealings’ in academic delivery. To turn these around, however, he recommended, among others, that teacher training programme be made highly selective; and more importantly, that teachers be paid “good starting salaries.” Citing the case of Finland, which ranks Number One in the world in teacher education system (followed by South Korea, Singapore, Hong Kong and Ontario in

that order), Okebukola said that teachers earn the highest salary, and that only the best are given admission to teacher training institutions. In South Korea (which pays teachers the highest salary in the world relative to GDP), according to Okebukola, primary school teachers are recruited from the top 5% of the academic cohort by grades. He noted: “As long as teaching is unattractive as a profession, only the weak candidates will continue to apply for admission to teacher training institutions. “The lesson to learn from Finland and South Korea where it is a struggle even for bright students to gain admission to teacher training institutions is for the Nigerian government to significantly improve the welfare scheme of teachers. “The present level of remuneration should be raised by a factor of 1.5. With a one-and-a-half-times rise in remuneration of teachers, there will be a rush to make education first choice or course and market forces will then kick in to raise cut-off points to a level at par with or higher than such choice courses as medicine and law.”

AUTHORITIES of the Tai Solarin University of Education (TASUED), Ijagun, Ogun State, have offered Miss Ogunkomaya Funmilayo automatic employment for emerging the best graduating student of the institution in the 2015/2016 academic session. This was disclosed by the institution’s vice chancellor, Professor Oluyemisi Obilade, during the 8th convocation ceremony of the university, held at the main auditorium of the university on Monday. She noted that Ogunkomaya won the coveted university prize and seven others, as the best graduating student from the College of Science and Information Technology. Obilade said that the overall student would be an asset to the university, hence the decision to engage her services in the university system. In her address at the ceremony, Professor Obilade disclosed that a total of 1,586 graduated under the full-time degree programme in the academic year, while 567 graduated in the part-time programme for the 2014/2015 session; 22 Postgraduate Diploma in Education (PGDE) and 86 masters degree graduands. She added that the university had remained a reference point in the country considering the number of graduates churned out in the education discipline, which is higher than any other conventional universities. Obilade enjoined well-meaning Nigerians to support the institution in ensuring the attainment of its lofty ideals. “No university can boast of overseeing or mentoring TASUED because we are better than anyone else in what we do,” she noted. The pro-chancellor of the institution, Professor Olufemi Bamiro, in his address commended the Ogun State government for its support towards the university. Bamiro noted that public universities in Nigeria were confronted with two major challenges – fund and unionism. He called on government to look into the area of tuition fees as the highest source of internally generated revenue for any university, reiterating that government could not reasonably fund education. The pro-chancellor also noted that staff unionism and the way government handles it had done damage to the university system through the unstable academic calendar. The Ogun State governor, Senator Ibikunle Amosun, who was represented by his deputy, Mrs Yetunde Onanuga, admonished the graduands to demonstrate the virtues and values inculcated in them in their daily dealings. The ceremony witnessed the conferment of honorary degrees on two distinguished Nigerians, Dr Olusegun Aina and, posthumously, the late Dr. Ameyo Stella Adadevoh.

FG’s ongoing special projects in tertiary institutions worth N156bn —TETFund Clement Idoko - Abuja THE executive secretary of the Tertiary Education Trust Fund, Dr Abdullahi Baffa, says the agency is currently executing special projects worth over N156 billion in public universities, polytechnics and colleges of education across the country. Baffa made this known in Abuja in his presentation to the Senate Committee on Tertiary Institutions and TETFund, on oversight visit to the agency.

He told members of the committee that the core mandate of the agency was to disburse funds, which is the two per cent tax on the assessable profit of private companies operating in Nigeria, for the general improvement of education in federal and state tertiary institutions across the country. The areas of intervention are essentially physical infrastructure for teaching and learning, instructional materials and equipment, research and publication as well as academic staff training and

development. Dr Baffa explained that allocation to universities under the ongoing special projects is N74,745,400,000, with the sum of N57,757,235,651.51 already disbursed to the beneficiary institutions. He also disclosed that the polytechnics and colleges of education had over N40 billion each allocated to the beneficiary institutions while over N30 billion each has been disbursed to them. He explained that special projects were different from the main

intervention fund that is allocated annually to all the beneficiary institutions. According to him, the agency is currently intervening in 78 public universities, 58 polytechnics and 67 colleges of education, which are all federal and state-owned institutions. He, however, told the committee that TETFund was yet to disburse the 2016 main allocation to the beneficiary institutions as it was still awaiting the Federal Government’s approval.

Our accommodation problem will soon become a thing of the past —FUT Minna VC Professor Musbau Adewumi Akanji is the vice chancellor, Federal University of Technology, Minna. In this interview with ADELOWO OLADIPO, he discusses efforts being made to tackle challenges of power supply, accommodation and water shortage, among other issues. Excerpts.

TUDENTS will soon arrive on campus for the new academic year. How do you hope to address the issue of epileptic power supply? The repairers are there now. They have diagnosed the problems and they have brought some of the parts to me. They have fixed what was wrong, but there is one point whereby they will discharge all the oil, and put another new one back there. They had earlier told me that the oil was not available in the market in Abuja and in Minna, but that they are likely to get it in Kaduna or in Lagos.

the commencement of the second semester next year. But we are talking to Shelter Afrique Niger Habitats; they want to provide for us 5,000 bed spaces hostels for male and female postgraduate students. We are one of the five pioneer universalities that were chosen for these projects.

Water shortage has also been a big problem on main campus of the university, Gidan Kwanu, Minna. What are you doing about this? We are benefiting from the Presidential Assessment Fund, and we were allocated N500 million to construct an earth dam. We have done all necessary diligence; the stage we are now is to award the contract. We cannot do anything during the rain season. We hope that this dry season, we will be able to commence work. And because it is above our premier list, contract will be awarded by the ministerial members list. The dam will start in due course.

You still have some months to the completion of your second tenure as vice chancellor. What are those things you are still aspiring to achieve before the end of your tenure? I think it will be premature to say that, because I think one year in the life of a university is large. So, I will be comfortable to answer this question by this time next year. (However), I promised that I would put the university on auto-run; meaning that the university would not depend on an individual. I can comfortably say that we have achieved that because we have a management that is cohesive. I also promised to make the university visible, and we are highly visible now. We are within one to 10 in Nigeria, and within the first 100 out of more than 5000 universities in Africa. We are number 87 in Africa and we are number 9 in Nigeria. I also promised that I would improve inter-personal relationship in this university. We have succeeded largely in doing that because there is no sharp division among the work force.

What are you doing to accommodate the students on campus? Well, that is a very big problem. We are a population of 16,000 or thereabout. Considering the students’ population, and we have accommodation for only 2,250 students on both campuses at Bosso and Gidan Kwanu, we can simply say that we do not have accommodation. But recently, there is an ongoing construction of a 1000-capacity female students’ hostel on this campus; and it is completely our own under the Presidential Needs Assessment Funds. The federal government has given us the money and work is about 70 per cent completed. Our plan was that it would be ready for occupation at the commencement of this semester, but because of the problem with the foreign exchange, the occupation period will likely to be around the end of this month or early December. (This means) it may not be ready until

What are the challenges you have faced in running the university? Number one challenge is the issue of accommodation. We tried our hands on Build, Occupy and Transfer, but at the verge of success we were disappointed. This is why we went for it under the Federal Government’s Needs Assessment and Shelter Africa, which is an international organisation. We hope by this time next year, we would have overcome some of the challenges in the area of accommodation. Our

ambition is to accommodate about 50 per cent of the students’ population or ultimately about 25 per cent. We have a very large bandwidth, but by 4pm when everybody goes home, the internet facility would not be fully utilized because of the large number of students living off the campus. So, the ambition is to have about 50 per cent of the students’ population on campus, so that these facilities could be utilised. Have you been able to achieve your projected revenue generation as an institution? It can never be enough because the university is not strictly a revenue-generating agency. We don’t charge fees because government policy will not allow us to charge fees. However, we try to generate what we need. Apart from that, we get support from the Federal Government and inter-governmental agencies such as Tertiary Education Trust fund Education, Petroleum Trust Development Fund (PTDF), Shell, Chevron, among others who are helping us. In what way is the university going to partner with the Raise Foundation, the pet project of the wife of the Niger State governor, Dr. Amina Abubakar Bello, a Consultant Gynecologist, in the area of cancer awareness? Her Excellency, Dr Amina Abubakar Bello was here some weeks ago for a public lecture on cancer awareness. We lost some of our staff to cancer recently. We supported her in capacity building. People are now going for screening. The Raise Foundation also organised a Walk for Cancer awareness, and they promised to do screening for men for prostrate cancer in the future. In the area of capacity, we are going to assist them.

This was disclosed by the Director General and Chief Executive of the National Teachers Institute, Professor Garba Dahuwa Azare, during the flag-off of 2016 nationwide capacity building workshop for teachers under the SDGs in Bauchi. He said the SDG project was an off-shoot of the Millineum Development Goals project that was mounted to eradicate poverty, illiteracy and diseases among members of the United Nations. “Nigeria being one of such communities has wholeheatedly embraced the SDGs programme, and the present administration is deeply committed to seeing through the implementation of the project,” he said. MMA2: The credibility burden on FG IT is no longer news that all is not well with the Federal Airports Authority of Nigeria (FAAN) and most of its concessionaires as most of the gentlemanly agreements FAAN entered into with them have been controversially rejected afterwards. Among such concessions is the one on MMA2, a private terminal being managed by the Bi-Courtney Air Services Limited (BASL) owned by the Senior Advocate of Nigeria (SAN), Dr. Wale Babalakin. Others include: the Chief Harry Akande’s AIC which initially signed an agreement with FAAN to construct a world class five star hotel at the international wing of the Murtala Muhammed Airport; an agreement which was sadly turned down after it was signed and sealed and that of Maevis Nigeria Limited, a private company, FAAN concessioned to manage the Airport Operations Management System which was put to an end in an unpalatable manner over controversial agreement. While there are still other controversial concessions that have jammed the rock over ‘ambiguous or unfavourable’ reasons, it is no longer news that nearly all these identified concessions have become a matter of litigation with all sides claiming rights. But the particular concession which has generated the hottest controversy and still generating it is that of FAAN/Bi-Courtney on the number of years that was agreed for the management of Bi-Courtney to run the private terminal it laboured to help rebuild after government could not rebuild the one that mysteriously got burnt about 16 years ago. As good as this concession would have been, being the first Public Private Partnership (PPP) the federal government would ever sign in the sector, the aim has almost been bungled all in the name of flawed agreement. As expected, FAAN being an agent of government should always be above board whenever taking any decision for government with focus on national interest. In other words much is expected of FAAN particularly its legal department which is expected to parade a team of professionals with high sense of credibility and intelligence laced with smartness devoid of slackness. All these qualities seem to be absent in view of the controversies that have continued to rock the various agreements FAAN entered with the concessionaires which here become an international embarrassment to Nigerians who have foreign business partners. Were the FAAN legal department officials and ministry of aviation officials who represented government at the signing of the FAAN/ Bi-Courtney agreement then, under duress or did they not study the agreement before appending their signatures? These questions and many more deserve to be answered by those who signed the agreement and why FAAN should shift the goal post at the middle of a game or could it be that they don’t understand what it is to keep to an agreement in a business which involve billions of Naira? The implications of these bad transactions is that Nigeria is speedily having credibility image before foreign investors with even local ones skeptical of investing their finances here to avoid experiencing what Bi-Courtney and other concessionaires are experiencing with the huge fortunes they have invested in the sector going down the drain under funny excuses which could have been resolved seamlessly. It is on this premise that the Crucial Moment is welcoming the latest intervention of the Senator Ben Murray-Bruce led committee on privatization to not only look into why FAAN does not like to honour agreements, but subsequently resolve the controversies finally. Ability to resolve the lingering crisis will not only bring fairness to Bi-Courtney and the rest aggrieved concessionaires but remove the burden of credibility brought upon government by the bad deals. B-Courtney has paid its due being the first PPP entity in the sector and therefore, there is no point for FAAN to throw out the baby with the bath water over flimsy excuses. Obviously, the aggrieved concessionaires should be treated fairly for their patriotism while those who signed the deals should be called to give account as this will force people in positions of decision making to be more responsible.

indings have revealed that lack of funding by the Federal Government is currently threatening to derail the construction of the Inland River Port project in Lokoja, Kogi State awarded in 2011/2012 at a cost of N4,112,346,572.26 to Inter Bau Construction Ltd. This is even as another River port project, awarded at the same period in Oguta, Imo State to Scott Amede Engineering Ltd for a fee of N2,743,625,787.15 is also facing similar dilemma as the contractor has abandoned work due to non payment from the Federal Government. According to findings, the projects which were approved by the Federal Executive Council under former President Goodluck Ebele Jonathan were designed to boost economic and commercial activities in Lokoja, Kogi State and Oguta in Imo States respectively According to one of the employee’s of the contractor handling the Lokoja project who declined not to have his name in print, “the Federal Government is yet to pay the contractor a larger chunk of the money needed for the completion of the project. “Since they released the first batch of money needed to complete the project, funding has stalled because the government of the day then probably wanted to use the port as an electioneering bargain to get the peoples vote in 2015.

“Due to lack of adequate funding, the project was executed at a slow pace as the contractor could not do more than the money that has been paid. However, the election result of 2015 turned everything upside down. “A new government was sworn in and right now; there is a general feeling that the government of the day does not see anything viable in that river port. The action of the government of the day speaks volume of this. “Since they took over government, a penny has not been released for that port and that is why work has stopped there. The port is just a little above 50 percent completed and if urgent actions are not taken, some of the works done will start dilapidating. “Maybe it’s the economic recession thing, but as I speak to you, work has stopped on the River port construction in Lokoja. We just hope government changes its mind so that people like us can return back to work.” In a similar vein, works have stopped on the Construction of the Inland River Port in Oguta, Imo State. Although the project has gone very far ahead of the Lokoja project; the contractor handling the project, Scott Amede Engineering Limited is still being owed part of the N2,743,625,787.15 approved in 2011/2012. The contractor, it was reliably gathered stopped work when a new government came on board last year and is yet to return to site over fear of non payment.

When contacted, the Spokesman of NIWA, Tayo Fadile confirmed that the contractors handling the projects in Lokoja and Oguta are still being owed. In his words, “Government owes the contractors handling the Lokoja River port and Oguta River port. However, very soon work will commence as the new Managing Director has those ports in his plans.”

Reps move to limit tenure of acting president, govs Kolawole Daniel - Abuja THE House of Representatives, on Wednesday, passed for second reading, a bill that sought to restrict any person that acted as president or governor for more than two consecutive years from being eligible for election for more than a single term.

The bill sought the alteration of section 137 of Principal Act to insert new subsection (3), which states that “a person who acted as president of Federal Republic of Nigeria consecutively for more than two years, shall not be eligible to contest for the same office for more than a single term”.

AST week, I compared the pay of Nigerian Judges with their counterparts in South Africa, United Kingdom and the United States of America and suggested that the authorities in Nigeria adopt a similar policy and place a premium on paying Judges wages commensurate with their work and attractive enough to encourage qualified lawyers to aspire to the Bench. I made those comments in the hope that Government would eventually see a real need to take adequate funding of the Judiciary seriously and regard it as a necessary step towards the economic development of the Country. The allocation of 70 Billion Naira to the Judiciary across the Federal and State levels in the 2016 Budget is the lowest in recent times. This sum represents about 1.15 per cent of the N6.06trn total budget of the Federal Government. The figure approved for 2014 and 2015 was 73 Billion respectively. This year, it is reported that the National Judicial Council which coordinates budget matters for the judiciary across the country proposed a budget of 143 Billion but had to adjust this to comply with a ceiling of 70 billion stipulated by the Federal Ministry of Finance. While it is not disputed that the earnings of the Country have been adversely affected by the drastic drop in the price of crude oil, the fact remains that the annual budget has steadily increased over the years without any commensurate increase in the amount allocated to the Judiciary. As far back as 2013, the then Chief Justice of Nigeria, Hon. Justice Aloma Murhktar made this point when she stated as follows: “A situation where budgetary allocation to the judiciary continues to drop while the general government budget is on a steady increase every year is clearly an impediment to the quick and ef-

Justice: Loss of public confidence - Another look at the role of lawyers and judges fective dispensation of justice in Nigeria and, on the whole, a setback to the current effort at transforming the Judiciary…..Over the years, funding of the courts has remained a challenge, as evident in the conditions of many courts in Nigeria today.

An examination of most court buildings across the Country will reveal that they are in states of disrepair. Some Judges even sit in dilapidated structures totally devoid of essential amenities for any meaningful adjudication. There have been reported instances in which Lawyers have on their own application or upon the intervention of Judges been permitted to remove their gowns and even jackets when the court rooms became too hot owing to power outage and lack of backup generators. In many states judges still record proceedings in long hand. Realising the need to do away with such outdated practices, the judiciary has in recent years identified the deployment and utilisation of Information technology as a catalyst for improved productivity. Regrettably its budgetary proposal in this respect was slashed. Despite these all, judges at all levels continue to brave great odds to carry out their constitutional duties. In the 2014/ 2015 Legal Year, the Supreme Court reportedly heard 1578 matters, consisting of 1009 motions and 569 substantive appeals and delivered 262 Judgments in that period. They deserve to be encouraged. More importantly brilliant lawyers should be encouraged to join them. In the United kingdom, judges are appointed from Lawyers who have attained the rank of Queen’s Counsel (QC) the equivalent of Senior Advocate of Nige-

ria (SAN). This is possible as a QC upon being appointed a Judge will not suffer any significant reduction in earnings if at all he encounters any. The same cannot be said of the situation in Nigeria.

The Government must particularly act in manner that suggests it is serious about independence of the judiciary. A situation in which the judicial arm of government yearly gets pittance in terms of budgetary allocation is not one that will portray Government in good light. Government may be perceived as punishing the judiciary for any perceived wrong doing and this will never augur well for the polity. Jesper Wittrup in an article titled “Budgeting in the Era of Judicial Independence” stated as follows on this very point: “…governments should not only care about maintaining an actual high level of judicial independence, but they should also care very much about how their actions toward the judiciary, however well-intentioned these may be, are perceived by others. Rumors may easily arise that the government tries to use the budget to punish or reward the judiciary for its actions…In Denmark, for example, there was a consistent rumor that the government’s demand for reductions of the total judicial budget in the beginning of the new millennium was a kind of punishment for a famous Supreme Court verdict (in the so- called Tvind case) which had declared unconstitutional a law passed by parliament ban-

ning schools run by a certain “sectarian” movement (Tvind) from receiving public funds. If a government stand on the total judicial budget is enough to raise concerns over possible violations of judicial independence, this becomes of course even more critical when the government does also have the power to allocate the judicial budget among courts, because it can then in theory direct funds to those courts and those judges it likes, and away from those it does not like.

As government steps up preparations for the next budget, I suggest that it takes another look at allocation to the Judiciary. As stated earlier there is a real link between a strong and independent judiciary and economic growth and prosperity. No investor will for example invest in a country in which it will take years to resolve the simplest of business disputes. This point is particularly important as it was reported last year that most if not all Judges across the Federation were no longer being paid their salaries as and when due despite the fact that their salaries ought to enjoy huge premium. The reason for this is not farfetched. The judiciary in Nigeria still lacks autonomy in the real sense of the word despite attempts made in recent times to give it a semblance of such autonomy. HERE was palpable pandemonium and fear on Wednesday within the premises of the Lagos State High Court, Igbosere, as fire gutted the chambers of the Chief Judge (CJ), Justice Funmilayo Atilade. The CJ’s courtroom which is on the top floor of the old building was engulfed in fire at about 8.15 a.m following a spark from one of the air conditioning unit in the chambers. Metro gathered that the fire started when one of the cleaners switched on the faulty air conditioner and left the courtroom. Another report, however, had it that the fire was noticed by a security woman, who raised the alarm. The security woman was said to have been hurriedly taken to the hospital as a result of the smoke she reportedly inhaled before the arrival of the fire fighters. The courtroom which is hardly used by the CJ is reserved for her anytime she comes to the Lagos division of the court. The entire building was saved from being razed

following a quick intervention of the Lagos State Fire Service, which prevented the fire from spreading to other courtrooms. Metro learnt that it took the fire fighters about one

hour to put out the fire. The inferno, it was gathered disrupted activities as litigants were evacuated from the premises and gates locked. According to one of the

court registrars who spoke on condition of anonymity, “the fire started from one of the air conditioning unit in the CJ’s chamber. But before anyone could get to know about it, it

had gone out of control. “I quickly informed my colleagues in the office and we ran down the stairs to our vehicles which we drove out of the premises,” he disclosed.

FOR allegedly procuring abortion drugs for his teenage girlfriend, a 19-yearold man, Olamilekan Yusuf, was on Tuesday arraigned in Lagos. It was gathered Yusuf was having affair with the 14-year-old girl who was his neighbour, and had slept with her on several occasions. “When the accused discovered that his girl friend was pregnant, he convinced her to take abortion drugs, since both of them were not ready to cater for a child. “The young girl started having severe stomach pains after taking the abortion drugs and she was also bleeding. “The parents of the 14-year-old girl discovered that their daughter was acting strange and was

also in so much pain; they decided to take her to the hospital for medical attention. “The girl later confessed to her parents that Yusuf, who was responsible for the pregnancy, gave her drugs to terminate it.

“The case was reported to the police and the accused was immediately arrested,” a police Prosecutor told the court. The accused, however, pleaded not guilty to the crime when he was arraigned before an Apapa

Magistrate Court. The Magistrate, Mr M.A. Etti, admitted the accused to bail in the sum of N100,000 with one surety in like sum. Etti adjourned the case till January 12, 2017 for further hearing.

It will assure supply of quality feed and quality catfish juveniles to the farmers, by enhancing its feed milling and hatching capacities. “This development will add positively to the overall food security in Nigeria. We are delighted that USAID has decided to support the proposed initiative of Chi Farms. At the same time, it is at the core of what we do at Chi Farms: We are convinced that working with out-growers is a step in the right direction towards sustainable economic development,” said Martin Middernacht, Executive Director, Chi Farms Limited. According to him, “We are worried that the implementation of this report is yet to take off, and the Ogoni people, and indeed, the entire Niger Delta have continue to drink contaminated water, eat sea food scrounged from the polluted water and the community people still process their foods in crude coated creeks. “This situation is already generating ill-feelings, despondency and anger amongst the Niger Delta people and unless the UNEP report is fully implemented, they would continue to suffer pain and feel alienated in their

land, a situation that could further lead to breakdown of law and order in the region.” Minister of State for Environment, Mr Ibrahim Jibrin, who represented the Minister for Environment, Mrs Amina Mohammed, said the ministry had made significant progress from the time the launch for the clean-up was done. According to the minister’s representative, the ministry had already convened several meetings with key stakeholders on implementation of the Ogoni clean-up report. The committee, however, resolved to have another session with the minister and NNPC officials on the matter.

MORE than 1,000 applicants on Wednesday, wrote the aptitude test for admission into the Benue State School of Nursing, Makurdi, which regained accreditation through the efforts of Governor Samuel Ortom. The test was held on Wednesday, on the premises of the institution, in Makurdi. Director of Nursing Services at the Ministry of Health, Mrs Rose Adobe, disclosed that 1,065 applicants bought forms, adding that the sales lasted for two weeks. She explained that in the past, the exercise lasted for two months, saying it was shortened this time, in order to meet the 2016/17 academic session. government fund the 2017 budget? “Clearly, borrowing at this point is not the right path to recovery from recession. It is more likely to mortgage our future,” he said. Among other measures, he called on the Federal Government to drastically cut down overseas travels and estacodes, and to

ensure that religious pilgrimages are performed by those who can afford the cost from their pockets. He maintained that during recession, Nigerians must learn to work harder and for longer hours than they used to do, saying that whenever festivals fall on weekends, government should stop adding more holidays in the ensuing weekdays, a practice he described as “a celebration of laziness.” The vice chancellor of the university, Rt Reverend Professor Dapo Asaju, in his address, announced that a total of 319 graduands would be awarded with bachelor degrees. Of these, 16 obtained First Class honours; 66, Second Class honours Upper Division, and 125, Second Class

OYO State Commissioner for Environment and Water Resources, Mr Isaac Ishola, has said that the state government was being strategic in asking beggars to evacuate the state so as to avoid inter-tribal crisis. Speaking against the backdrop of inquiry by the state House of Assembly on the increasing number of beggars across the state, Ishola said the government intended to create a destitute centre where beggars could be relocated to. He, however, decried the abandonment of the space created for the beggars at Jemibewon area of Ibadan. Furthermore, he hinted of the constitution of environmental tribunal where able persons who took to begging as an occupation would be prosecuted. “The government has started strong action against the issue of begging in the state. What we want to do is to create a destitute centre for them such that when we arrest them, we can relocate them to such centre. However, we have some of them that can be referred to as real economic beggars. They are able and only do

not want to work. “We created a space for them at Jemibewon area of Ibadan, where anyone who wants to offer them assistance can meet them. During the day, you hardly find the beggars under the

Senate has no power to probe bailout —Osun Assembly OSUN State House of Assembly has said the attempt of the Senate to probe the application of N28.1 billion bailout given to the state government was an usurpation of power of the state parliament. In a statement by the Chairman, House Committee on Information, Olatunbosun Oyintiloye, the Assembly made the declaration at the plenary on Wednesday following a matter of urgent public importance raised by Chairman, House Committee on Finance and Appropriation, Kamil Oyedele, on propriety of the Senate to probe the bailout. The Senate has written a letter to the state government on its decision to visit the state to probe the fund and its disbursement. But while raising the matter, according to the statement, Oyedele said by Sec-

tion 128 of the Constitution, the state Assembly is the arm of government empowered to carry out such probe, saying, the Senate was only attempting to usurp the power of the state parliament. According to him, there was a budgetary provision for the application of the fund and the state legislature was carrying out its oversight function by monitoring the fund. THE Court of Appeal, sitting in Akure, Ondo State capital, has fixed December 22 for hearing of a motion brought before the Chief Judge of the state, Justice Olaseinde Kumuyi, to step aside on a land dispute suit pending before him. Justice Kumuyi has fixed December 7 for continued hearing of the land dispute between the families of Olusola Osore and Chief Oluwole Olokunjuwon. Earlier, the counsel to the defendants had walked out of the court after they were unable to secure the court’s nod in obtaining the record of proceedings before the court, alleging Justice Kumuyi of bias in handling the land dispute. The two lawyers representing the Olukunjuwon family, Chief Dapo Agbede and Mr Morakinyo Ogele, filed a motion before the appellate court asking it to compel the lower court to give record of proceedings to them and to stop further hearing of the suit. The lawyers had predicat-

ed their action on the refusal of the Justice Kumuyi to allow counsel to the claimant and applicant, Ogele, to have access to the record of proceeding of the court having been recently briefed. Ogele who had appeared in suit No Ak/173/2012 in his motion on notice, asked the court to allow him have access to the record of proceeding so as to allow him give proper representation to his client. The suit, which has Prince Olusola Osore and Pastor Thomas Ojo as claimants and applicants, has Chief Oluwole Olokunjuwon, Ajayi Oluwole, Michael Kerubu and Mikolad ventures as defendants. However, the chief judge decided to continue with the hearing of the suit, despite the walk out stayed by the two lawyers which prompted the defendants in the suit to file the stay of proceeding at the appellate court. Agbede and Ogele demanded from the Court of Appeal to compel the lower court to furnish them with records of proceeding at the court.

This suggestion was given on Tuesday, at the opening ceremony of the fourth national conference organised by the Research and Publication Committee, Emmanuel Alayande College of Education, Oyo. According to them, the development is inevitable as education is the greatest force that could be used to bring about change in the economy. The Provost of the college, Dr Rasak Adefabi in his submission at the conference titled: “Emerging Discourse in Education for Sustainable Development in Nigeria”, expressed dissatisfaction with the current state of the Nigerian economy, which he said, is characterised by unemployment and harsh living condition. He expressed optimism, however, that education remains the panacea that could guarantee sustainable development, an answer to unemployment, poverty and inequality in Nigeria. “For effective learning in tertiary institution in Nigeria, he said: “It is time we shift the paradigm from lecturing to teaching. We must see ourselves first as teachers than as lecturers. It is by so doing that we make teaching meaningful to learners.”

nominee of President Muhammadu Buhari to the Board of the Nigerian Electricity Regulatory Commission (NERC), Professor Akintunde Akinwande, has, again, turned down his nomination as chairman of the board. The United States-based professor had shunned Senate screening a month ago, prompting the Senate Committee on Power, headed by Senator Enyin-

naya Abaribe, to suspend the screening of members of the board. At the resumed hearing of the committee on Monday, the nominee, again, shunned the screening prompting a member of the committee, Senator Suleiman Hunkuyi, to declare that Professor Akinwande had lost the privilege given to him to serve the nation. It was also gathered that the US-based professor communicated to the committee and informed the members that he was not available for the assign-

ment. “The nominee (Professor Akinwande) has exhausted the privilege given him by Mr President. He has also lost the privilege given to him by the committee by deferring the screening of the board for one month. He has finally exhausted the opportunity to serve this country,” Senator Hunkuyi said at the screening session on Monday. A month ago when Akinwande refused to turn up for the screening, the Presidency had denied the re-

ports that he had declined the offer, claiming that the Massachusetts Institute of Technology, (MIT) lecturer was perfecting his papers for leave of absence. It was confirmed that Akinwande sent a text message to a member of the committee to indicate that he was not available for the job. But Senior Special Assistant to the President on National Assembly Matters (Senate), Senator Ita Enang, however, tried to persuade the committee not to foreclose Akiwan-

de’s opportunity. He told the committee that he would make further consultations with the president. “I do pray that the committee note that the nominee did not appear just today. Let it be a suspended matter. I will communicate with the president and get more information about him and get back,” he said.

Mimiko to commission over 100 legacy projects ONDO State governor, Dr Olusegun Mimiko, is scheduled to begin the commissioning of life impactful projects of his administration across the state. The Commissioner for Information, Mr Kayode Akinmade, who disclosed this in Akure, said over a hundred projects had been lined up for commissioning by Governor Mimiko before the expiration of his tenure by February next year. According to the commissioner, the projects included the International Event Centre in Akure also known as The Dome. Stating that the exercise will witness the commissioning of about 35 Mega schools across the state, Akinmade also mentioned that an ultra modern 18 holes golf course designed to advance tourism in the state will also be commissioned. The Akure Democracy Park is also on the commissioning schedule, ditto for

the Owo Township, Arakale, Oba-Ile Airport roads, while the Civil Service training institute in Ilaramokin is also mentioned for commissioning. Other projects to be commissioned included the Ondo Township Stadium, Chicken Processing Centre,

We’ll commence disbursement of N25bn ETF this month —Ambode Bola Badmus - Lagos LAGOS State governor, Mr Akinwunmi Ambode, has said the state government will commence the disbursement of the N25 billion Employment Trust Fund (ETF) initiative of his administration this month. Ambode said this while speaking in Lagos at the graduation ceremony for 500 artisans trained by the state government on modular employability programme in 19 different trades. The governor, while pointing out that the informal sector remained a critical vehicle for economic recovery, said his administration was passionately committed to repositioning the sector for economic gains. According to Governor Ambode, the N25 billion ETF, which will be disbursed for the next four years on N6.25 billion annual basis, is one of the initiatives designed to empower the informal sector, adding that government was open to ideas and strategies that would aid sustainable growth of the sector. “Let me tell you clearly that the N25 billlion ETF is for artisans and entrepre-

Security, bedrock of development —Ajimobi GOVERNOR Abiola Ajimobi of Oyo State has described security as the bedrock of development, adding that without it, no meaningful development could take place in any society. The governor also called for the inclusion of security studies in schools curriculum. Governor Ajimobi, in his goodwill message at a threeday international conference on “Security, Education and Sustainability,” held at the Lead City University, Ibadan, on Tuesday, observed that the security of lives and property of citizenry remained one of the key agenda of his administra-

tion, which he pursued vigorously through a special security task force he initiated and code named “Operation Burst.” Ajimobi, represented by the Chief of Staff to the Governor, Dr ‘Gbade Ojo, said that it was in realisation of this that his administration, upon inception, courted all the security agencies in the state and had been maintaining harmonious working relationship with them. This, according to Dr Ojo, paid off with the peace and security of lives and property currently reigning in the state, which used to be known for violence and

brigandage before the advent of his government. He added that the entrenchment of a peaceful atmosphere had given room for all the developmental projects which Ajimobi’s administration had been able to execute, all of which he said had changed the face of the state and improved its economy. He pointed out that security issue is a national phenomenon which should go beyond formal sector of providing gadgets for the government-owned security agencies at the expense of the local security agencies like vigilante group which is an informal sector.

His remarks were, however, promptly rebuffed by the Senate Committee chairman, Senator Abaribe, who stated that the committee’s decision would be communicated to the Senate at plenary. Hunkuyi, however, interjected and said: “But if somebody says I will not be able to make it, what does he imply?”

Ojo further stated that Ajimobi had shown himself equal to the task, recalling that Ibadan was a hotbed of violence and insecurity. “Partisans of the National Union of Road Transport Workers (NURTW) terrorised citizens, robbers prowled and the general sense was that of unfathomable devilry,” Dr Ojo recalled. He said the vision of Ajimobi’s administration was to turn things around for better, in the interest of the generality of the people and to evolve a consistent socioeconomic development system that is free of apprehension.
