I am so grateful to the hundreds of individuals who have personally offered me their support and who have helped me in so many incredible ways. To my family, friends and colleagues in Tucson and throughout Arizona, thank you for everything. Couldn't have done this without you! It is going to be an exciting year and I look forward to the journey. And I challenge you to consider giving back to your profession. There are so many ways to “Get Connected and contribute something valuable to the Institute and the profession. You have something valuable to offer and I encourage you to find a way to share that with others!
PROGRAM AT-A-GLANCE
New and exciting this year is the answer to the question "Is there an app for that?" The answer....YES! Our new Forum app is sure to be a valuable tool for you this year as you maneuver a busy schedule, strive to connect to hundreds of attendees and explore hundreds of booths at our Products Exposition. So Let's Connect at Forum by snapping and sharing photos on Instagram (using the hashtag #NIGPForum2013), follow us on Twitter @OfficialNIGP, become the Mayor of NIGP Forum 2013 on Foursquare (Event Name: NIGP Forum 2013) and share your experiences by mentioning #NIGPForum2013 through any social media outlet. After Forum, you can check out Flickr (www.flickr.com/NIGPinstitute) and YouTube (www.youtube.com/NIGP1). So Let's Connect!
FLOOR PLANS
It is a tremendous honor and privilege to serve as your 2013-2104 NIGP President. I can think of no better way to begin my term than to get connected with all of you in Orlando for the 68th Annual NIGP Forum & Products Exposition. Orlando is an incredible city with so much to offer. Our fantastic NIGP team has once again developed an amazing Forum experience filled with inspiring plenary speakers, invigorating presentations, wonderful networking opportunities and a jam-packed Products Exposition. Our theme this year, Connecting Procurement Communities, challenges all of us to maximize our existing procurement connections but, more importantly, build new connections. Forum is an opportunity for all our procurement communities to learn from and share with one another, as we strive to promote, develop and support the public procurement profession.

The poolside event will feature pizza and a DJ and is a great opportunity for you to catch up with old friends who you haven’t seen since last year’s Forum. Florida and FAPPO are strong supporters of NIGP and we really appreciate the Chapters’ and FAPPO’s financial contributions. A big thank you to all of the volunteers! They have come from all parts of Florida to help make this Forum the best ever. If you need assistance at any time during the Forum, please stop one of the volunteers with the flashing pink flamingo pins.
SUNDAY AUGUST 25
The NIGP Staff has been incredible to work with. They truly know the meaning of partnership and have worked with our Chapter for over a year to provide you with a wonderful Forum experience. We are grateful for the opportunity to host this educational event. Connecting Procurement Communities is what it is all about and we hope that you make the connections when you are here in Orlando! Why do IT projects become a disaster? This session exposes the reality of the IT supplier community and turns a procurement novice into an expert. After two test projects involving a state agency and a major university, the best value process used is simple, logical and minimizes the sources of risk that has plagued procurement professionals in the delivery of IT services. The new model includes the identification of the deliverable in terms of metrics, a methodology to deliver a detailed schedule, cost and plan by a high performance supplier, and the ability of the client (user). Learn the “secrets” of suppliers and how they draw the buyer/owner into the trap of collaboration and agile project management to make the buyer accountable for all problems. Strengthening Your Negotiating Position Using Market Intelligence
Room: Crystal M
FLOOR PLANS
Public sector procurement professionals can use market intelligence to strengthen their negotiation position, especially if contracts contain price adjustment clauses. This session explores how to detect and then push back unwarranted price increases, when and how to go after outright price decreases and how to go about convincing suppliers to always ‘play fair’. Based on case studies, you learn best tactics and strategies with plenty of time for questions and debate. Presenter: Rod Sherkin, President and CEO, ProPurchaser.com, Toronto, ON The Sustainability Index – A New Tool for Public Procurement
Room: Canary 2 PROGRAM AT-A-GLANCE FRI. & SAT. AUGUST 23-24
A fundamental role of government is to positively impact our social, economic and environmental condition. In that context, Sustainable Procurement practices have become ever more important to influence higher standards, increase resource efficiency and reduce costs in the supply chain. But how do you measure a supplier’s sustainability credentials and work with your supply base to proactively raise standards? While there are some reference sources to help agencies gauge the overall sustainability impact of suppliers, there are few – if any – tools to help! Learn about the Sustainability Index, an emerging on-line resource that will give public agencies a credible assessment and rating of their suppliers across all three dimensions of sustainability. Presenters: Sajid Ghani, PRG-X, Chelmsford, Essex, UK; Chip Reid, Vice President, Client Services, PRG-X USA, Inc., Atlanta, GA; Ed Schwerin, Professor, Florida Atlantic University, Davie, FL Using Internet Research to Build Better Bids & RFPs

SUNDAY AUGUST 25
What you know about the market can help you build better bids and RFPs along with improving negotiated agreements, controlling costs and enhancing project success. Using all the available resources on the Internet, paying attention to observational data obtained through market research, and with a small investment of time, you can gather meaningful and useful information plus raise the bar on the level of support you provide to your client departments. When you find information that ensures more effective and focused solicitations and agreements you can keep your agency on the leading edge of what’s current and available. It’s all right there; you just need to know where to look.

Five Pillars of a Profession: An Aspirational Model for a Sustainable Procurement Profession
Room: Crystal NPQ
TUESDAY AUGUST 27
The procurement profession is widely known to its members, but not so widely known outside. Why? This session takes a different look at the professionalization of procurement in these early years of the 21st Century. The result is an aspirational model for professional procurement and supply management. It has been constructed around five key elements: technical attributes, functional characteristics, internal consistency, external regulation and social recognition. This model should lead to wider recognition of the procurement profession, a goal that has eluded procurement thus far. This might be a new road to professional status.

TUESDAY AUGUST 27
Can you get the best quality for the lowest cost? Is it possible to decrease project cost and increase quality and performance at the same time? In the industry, there is a prevalent idea that service providers with more expertise have higher prices. Although 20 years of project documentation shows the opposite, the more skilled vendor always delivers the better value for a lower cost through improved risk management. The best value approach requires that the expert suppliers provide a detailed schedule, including the identification of risk that the supplier does not control and how the risk can be minimized. Throughout the project, experts create transparency by tracking deviations, motivating all participants in the delivery of the service to be accountable. Increase your company’s value by changing from a “buyer’s viewpoint” to a “supply chain” approach. The payoff is less risk, less stress, and higher performance.
