On June, 23 rd traditional “Sky Fair of Ural 2007” aeronaut festival took place in Kungur. The citizens and guests of the city witnessed a unique and indescribable performance, approximately 30 balloons rushed to the sky simultaneously. During June, 24 th-27 th in Kungur, within the bounds of the festival the III Russian Cup (previously it was held in Dmitrov city of Moscow region) and the IV Perm region Cup aeronauts competitions took place. The best Russian aeronauts, participants and winners of international aeronauts’ competitions, took part in the event.. Sportive director of the both Cups was Cornelis Van Helden, an international referee from Holland. We should note, that

Kungur has very interesting “wind rose”, which contradicts all the rules. Many pilots get shocked with it. Wind is mostly dependent on the local landscape, but in Kungur it’s so unusual and special that it makes these competitions unique.that it makes these competitions unique. An unique game competition of balloon teams, called “Air battles” was held from the June, 28 th to the July, 1 st, called “Air battles” took place. All the balloons were divided into teams, and they had to capture different Kungur objects from the sky. Everybody, who wanted, could get a combat mission and take part in land armies activities, but the application should have been
filled beforehand. Special fight strategy was developed for the land

It associates with Sun or Earth… According to statistics there are almost no crimes during periods of the “Sky Fair” festival openings and closings. Although other public festivals sometimes entailed with fights, but during 5 years already there was not a single fight at the “Ski Fair”. During this performance people don’t have any aggression or negative emotions. There are only positive emotions, important in our time. They help to balance stresses which have negative influence on human health.”

The “Sky Fair of Ural-2007” was over on the July, 1 st. This is the Kungur day of the city. The culmination of the festival closing was the night “Elephant dances”. This is the name of amazing performance, when shining balloons, accompanied with music, are lifting to the night sky. For the first time a chargefree flight flight was available during the festival. By its aeronautics fame, Kungur is at the second place after Velikiye Luki, the Russian aeronautics capital. Although nobody has ever thought of the Prikamye old
merchants’ town as of a great aeronautics centre. Andrei Vertiprakhov, one of the main festival organizers, former fighter pilot, present pilot of “Freedom” aerostat, said “The idea of fair was born after we went to aeronautics Russian Championship in 2001, held in Velikiye Luki. We came home and thought that we could do the same and even better. In 2002 we started to develop the idea of Kungur aeronautics festival within small group of enthusiasts. Almost nobody believed in the idea success, it was total skepticism.. Indeed, they succeeded! And even more, the next year some foreign pilots are considered to participate in the festival.

Moscow is the most expensive city in the world

he second year in a row the Russian capital has been being the most expensive city for foreigners, coming to Moscow for business. In comparison with the last year, foreigners’ expenditures increase in the capital is related to, first of all, ruble rate strengthening and rise of habitation leasing charge. This is also explained with British currency exchange rate and high habitation prices. The cheapest capital in the list of 147 cities is Asunción, the Paraguay capital.

olitical problems in relations of Russia with its main external economic partners, which are the USA and EU, have negative impact on Russian business, according to Victor Vekselberg, owner of “Renova” group. Speaking at the St. Petersburg economic forum, he said that “Relations with the EU and the USA put obstacles in the way of business development”. V. Vekselberg cited as an example Alekey Mordashov, the director general and the main owner of “Severstal”, who presented at the forum. According to many observers, the last year bargain of “Severstal” with “Arcelor”, a European steel concern, was ruined in the first place because of political reasons. “And I don’t even mention Gasprom, for which there is always “red light”, wherever it comes”, – V. Vekselberg stated. He also

Vekselberg, which had an opportunity to feel the European suspicious attitude to Russian capital himself, the purchase of Switzerland machinebuilding company stock by “Renova” provoked a huge negative wave at the local mass media. He said “Examinations, which as I think would not reveal anything, are being held, but still it has negative influence on our company reputation”. The entrepreneur also suggests that negotiations on the topic of joining Russia into WTO are also delayed because of political reasons. But Russian business has pretensions to Russian authorities as well. V. Vekselberg said that “We have no practice of business interests, particularly private business abroad, lobbying by the state”. And in addition he stated that “special attention should be focused on that issue”.
Treat the drug addicts! Compulsory…
C
ompulsory treatment of drug addictions may be used in closest future in Russia. The federal drug control service officials are certain that such an action will allow to reduce death-rate among drug addicts. Victor Cherkesov, the service chairman, suggests that scale of narcotism spread threatens the country safety. According to different sources, there are from 0.5 to 6 millions drug addicts in Russia, onethird of which is adolescents and youth with age less than 24 years. Nevertheless, not everybody thinks of compulsory treatment as of a real possibil-
ity to reduce narcotism rate. For example Liudmila Alekseeva, a lawyer, thinks that treatment helps only when a person wants it as well. “It’s impossible to treat norcotism or alcoholism, if a person doesn’t want it himself. Really necessary is to create an affordable and accessible medical facilities network, where people, really wanted to be cured, could come.” Until the narcotism treatment is compulsory, the problem is being solved with much less radical ways: Anti-drug campaigns, different concerts and other performances, distribution of information literature and booklets.

Perm News Perm citizens’ incomes keep rising The materials are taken from “Business Class” newspaper
T
he average income a Perm citizen gets every month equals 10 526 rubles – as the statistics for the period of January – May 2007 show. The Perm statistics centre informs that comparing to the same period of 2006 this index has increased by 15,3%. The real (adjusted for consumer price index) income in the Perm region per person over the five-months period of 2007 has been risen by 6,4%. This May the Perm region popula-
tion’s money incomes equaled 12 321 rubles per person, which is 5,2% higher than the payment level of the previous month. And
12,3% higher than the payment level of May, 2006. The real income increased consequently by 4,4% and by 3,3%. Average monthly pop-
ulation’s cash expenses over the five months of this year equaled 9 871 rubles per person, including 7 637, spent on buying goods and services payments. Comparing to the same period of the previous year (January – May) the total sum of expenses grew up by 18,2%, the expenses on buying goods and services payments increased by 29,2%, or by 19,2%, considering the price increase. But means, left by the region’s population for some savings, are 1,4 times less than in 2006 were (including the purchase of foreign currency).
New figure in the Perm airlines market
O
n June, 28th “Atlant-Soiuz” airline of Moscow government opened flights on Perm-Moscow-Perm direction. This is a new airline for Prikamye, and since the Thursday it opens flights on Perm-Moscow-Perm direction (Mondays, Thursdays, and Saturdays). “Atlant-Soiuz” is the third airline in Perm, having flights from Perm to Moscow. There are two airlines in Perm, which have the flights on the same direction, they are S7 (5 flights daily) and “Aeroflot” (3 flights
daily). Perm authorities has been inviting new airlines for long time to create a competitive situation. Recently such companies as “Ural airlines”, UTair, Sky Ex-
press and other planned to open their flights from Perm. But “Atlant-Soiuz” happened to be the first in the Perm sky. “Atlant-Soiuz” came to the Perm airlines
market with one of the most competitive offer. Basic tariff may be compared to prices of railroad tickets. And the regular promo-tariff is 500 rubles (14,3 euro)! The flights are carried out with “Boeing737-300”, a two-class arrangement aircraft (8 business-class seats and 120 economy-class). “Atlant-Soiuz” plans to develop other interregional directions, for example to Ufa, Kazan, Samara, Saratov and others. The Perm region government supported that idea, because such flights were dreamed of for the long time.
Lenin Palace of Culture has stayed in Evangelists property
I
n 2005 OJC “Motovilikhinskie Plants”, owned the Lenin Palace of Culture, sold the building to Perm diocesan administration of Evangelist Christians for 50 mln rubles. In the January 2007 the Perm region administration tried to get the building back to the region property in court. They say that Lenin Palace of Culture is considered to be architectural and townplanning memorial of the region significance and being in property of new owners it gets decayed. The Perm
region common court of arbitration didn’t satisfy the claim of region administration to diocesan administration. The region authorities tried to make a deal with the
Evangelists, offering them alternative places, but they rejected all the variants. Igor Shubin, Perm mayor, stated: — Long negotiations
didn’t have any results, they (the Evangelists) are satifisfied with what they had, and they didn’t want to sell the building, for which they had already spent 200 mln rubles. Now Perm government decided to build a new Palace of Culture in Motovilikha district. The Deputies supported the administration initiative and agreed to appropriate 1 mln rubles from additional budget income for development works. And the new building is planned to be constructed near the Lenin Palace of Culture.
Will Peddinghaus build a new plant in Perm?
O
n the July 5th, official presentation of “Peddinghaus Corporation” (Germany-USA) in Russia has been held. Amro Shadi, the regional manager of the company, visited the Perm region administration, told representatives of the Perm enterprises that the foreign company is ready to establish new metal-working plant in the Perm region. The Peddinghaus company management is interested in Perm region, because it is one of the central Russian regions with great natural resources. Besides, Mr. Shadi explained that one of the crucial factors is cooperation of regional government with business. As a conclusion Amro Shadi said that the main part of the income would be invested in the very plant. “We hope that the cooperation, started today, will provide prosperity to our company as well as to the Perm region“. The meeting with “Ped-
dinghaus Corporation” management was participated by representatives of the Perm region industrial and construction companies such us: “Steel-industrial company”, “PromStroyIndustria”, “Perm silicate panels plant”, “Aviadvigatel”, “Unstainable steels”, “Lysvenskiy metallurgical plant”, “PNITI”, “NPO Iskra”, “Equipment plant-PM”, “Mashinostroitel”, “VSPMO-Avisma”, “Motovilikhinskie plants”. Peddinghaus corporation owns plants in the USA, Germany, Spain. Annual sales are more than $300 millions. AT the present time Peddinghaus share in the same American market is more than 90%. Today the company entered the world market, distributing its products in Ireland, Germany, Austria, England, Saudi Arabia, China, the Arab Emirates. The company has 40 patents for innovations in the field of hardware researches.
Are Perm and Doesburg sister-cities?
I
gor Shubin, Perm mayor, spoke with Adolph Zauerland about perspectives of brotherhood relations between the cities. The meeting was held in Hamburg within the limits of German-Russian conference, devoted to partner relationships between the cities. Till the present time, in spite of close contacts with Germany at the region level, Perm didn’t have any
sister-cities in this country. However, in the May 2007, Igor Shubin received a letter from Doesburg mayor with proposal to discuss this issue personally. During the dialog at the Hamburg conference, they came to an agreement to continue negotiations. Particularly, Adolph Zauerland invited Perm delegation to Doesburg, where Doesburg sistercities conference would take place in the autumn. At the present time Doesburg has 5 sister-cities.

M
oscow company “Svetoservice” developed a complex project of architectural highlights of Perm. Projects of central streets, main highways, bridges and the city entrance highlighting are included to the document. The dominant elements of Perm town-planning are presented separately. Also the company offered outlines of architectural illumination for particular constructions in the city central part such as buildings, squares, boulevards and other
objects, which have important town-planning significance. Special attention will be focused on Kama river quay. Chosen methods of highlighting and lighting equipment elements design have the same unique design.

he first robot-cop, which was designed in our country, is being tested in Perm. Our city was chosen by engineers of Bauman Scientific Research Institute because Perm police direction actively uses different engineering devices in its work, and consequently is positive in relation of modern technological progress inventions. Now, during two or three months, Perm citizens will be often able to see the creature, looked like originate from old science-fiction movies, while the machine and its creators are getting communication experience with
environment. This is a white egg-headed metallic figure with blinking bulbs of many colors; it weights 300 kg, and moves with help of 4 wheels. Patrol service robot, a.k.a. “Erbot”, as it is officially named, is able to get surmount little obstacles and can be used 24-7, 365 days per year. Almost all its insides are classified as secret. But it’s known for sure that there are several cameras, recording image and sound. Also it has navigation system, which allows it to move along the given city map, broadcast picture to the camera of district police precinct, where Erbot is situated, and also call the
police, if it’s impossible to solve the situation orally. By the way, the electronic policeman vocabulary is pretty big. It includes juridical information, which Robo-Cop will tell to possible lawbreaker with great pleasure. Besides that, it confidently uses set of phrases, assigned for communication with people. The robot is designed for public security service. If somebody needs to talk or to call the police personally, Erbot has the “alarm button”. And the recordings(audio and video), made by wheeled policeman, may be used in court as evidence.
“RENOVA” will build new neighborhood in Perm
“R
ENOVA-StroyGroup” company, a branch of “RENOVA” companies group, owned by Victor Vekselberg, will realize in Perm a project of housing estate construction, same as “Akademicheskiy” project, which is being realized in Yekaterinburg. The first order of “Akademicheskiy” building up ground area is approximately 800 hectares, 4,3 millions square meters of habitation and more than 2.3 millions square meters of com-
mercial estate will be constructed at the territory. Approximately 170 thousands people will be able to live at that territory. The construction starts in the 3rd quarter of 2007, and the first people
will be able to move in by the end of 2008. At that time the first 40 thousands square meters of habitation are planned to be finished. The “Akademicheskiy” first order construction will last until 2015.

Berezniki as the federal state of emergency Situation in Berezniki has officially been called a federal scale problem
To remind you, on October, 19th 2006, at the first potassium mine in Berezniki, increased flow of brines, accompanied with hydrogen sulphide level increase, was fixed. Because of rapid increase of the brines flow rate and hydrogen sulphide level increase, on the October, 28th “Uralkaliy” decided to close all the works at the first oremanagement mine and remove people, operating the pumping equipment, to the surface. According to conclusion of the Rostechnadzor state technical committee, the reason of the flood in Berezniki mine is the geological structure of the Verhnekamskiy potassium-magnesium salts deposit peculiarities. In the February 2007, Federal ecological, technological and nuclear supervisory service (Rostechnadzor) estimated “Uralkaliy” economic damage, caused with the flood, in 11,447 millions rubles. By the opinion of Rostechndazor, floor convergence, caused with washing out of carnallite beds under the city, is possible after the December, 1st 2007. Employees of the Ural research institute and “Galurgia” research institute point out four zones of risk in Berezniki. The most dangerous zone for population is the transition period zone. That is the city territory, where carnallite beds are exhausted, with buildings, including 18 apartment houses. In the habitation area the convergence may reach 1,63 meters by 2010. The maximum convergences of 3-4 meters are expected in the zone, where the works were conducted in the last
year. The trunk-railway is supposed to go through there. There two more zones, which are not so critical. Scientists explain that no convergence in residential areas is going to happen. The expected convergences are very slow. Some buildings will be damaged hardly, some buildings not really, and some of them won’t be damaged at all. The governor Oleg Chirkunov offered measures of settling the houses in the considerable floor convergence zone. The habitation of Berezniki citizens, which are ready to leave the risk zone by their own will, is planned to be redeemed with means of the budget. 175 millions rubles are appropriated for habitation redemption and 75 millions for new habitation construction Oleg Chirkunov succeeded in attracting the federal structures attention to the question of the accident aftermath liquidation. At the visiting session of special government committee, headed by Yuriy Trutnev, the natural resources minister, 700 millions rubles were appropriated from the federal budget for the accident results liquidation. Also Yuriy Trutnev repeated several times that it is necessary to evacuate all the people from the dangerous zones until December, 1st. Berezniki citizens were offered several variants: to sell the present apartment and buy another in already existing houses, or to sign a contract for an apartment in new “short-term construction” houses, which are planned to be built till the end of the December,
or to sign a contract for an apartment in one of the panel houses, which are to be constructed in Usolye (a town near Berezniki) till the march, 2008. The local authorities, after personal negotiations with the residents of houses, situated in the dangerous zones, found out that people do not want to live in multistory apartment houses. That’s why the regional government is looking for low houses construction contractors. One of them has already been found. The contract for construction of 10 thousands square meters of housing is planned to be signed with Vologda construction centre. The contract has a peculiarity, which is that short-term-construction houses are to be built at the already set up basis. The territory accomplishment works and communications constructions are to be carried out with another contractor. Simultaneously with the search of the low shortterm-construction houses contractors, the region administration is looking for organizations, ready to build 25 thousands square meters of panel housing in Usolye by the next year March. There is the only one Perm company today, agreed to work within the defined time and prices. Another company, drawn to the project, is the “Tatstroy” firm. Moreover, it was decided to find, at least, one more contractor for construction of 5 thousands sqaer meters of low housing. So, Attention! Business Attachment of the Open Joint Stock Company “Motovilikhinskie Plants” accounts

erm Motovilikhinskii District’s bailiffs seized the accounts of the Open Joint Stock Company “Motovilikhinskie Plants”. The representatives of Court Bailiffs Service administration proclaimed that the attachment was imposed as an interlocutory injunction on the debts of LLC “Motovilikhinskii plumbing industrial enterprise”, affiliated company of “Motovilikhinskie Plants”, which is at stage of bankruptcy estate at the moment. According to the Press-Service representative the LLC’s bill
payable equals 21.6 mln rubles. The major LLC’s debt is to the taxation authorities, – stated the specialists from the administration. “Motovilikhinskii plumbing industrial enterprise” produces faucets and accessories for kitchen and bath-
room. In June, 2004 the Perm region Common Court of Arbitration introduced a measure of external surveillance to the enterprise. OJSC “Motovilikhinskie Plants” is the largest corporation of the Perm region military-industrial complex. It pro-
duces machine-building products, oil-field equipment, construction and road-building machinery, develops metallurgical industry, and produces weapons such as “The Hurricane” and “The Tornado” volley fire systems, “Nona” self-propelled guns, tank guns. Federal State Unitary Enterprise (FSUE) “Splav” owns 10% of the company’s shares, over 50 % shares are controlled by companies affiliated with “Rus” corporation, 25% belongs to the subsidiary structure of FSUE “Rosoboronexport” LLC “Oboronimpex”, and about 6% shares belongs to sole proprietors.
“VSMPO-Avisma” and Boeing are negotiating about new contracts

SPMO-Avisma, the leading world producer of titan, and Boeing representatives are going to sign a contract for titan supplies to Boeing plants. The contract sum, calculated until 2015, is $2 billions The deal will be announced at MAKS-2007 aviation exhibition. Boeing is highly dependent on “VSPMOAvisma” titan supplies, the Russian enterprise provides 40% of the American company demands. Boeing surely can make a deal with
American suppliers, but it will increase its expenses. According to “VSPMO-Avisma”, cost of American titan is 80% higher than Russian one. Also at the MAKS2007 it is planned to sign another contract on establishing of a Mutual Enterprise for machining of titanium goods for Boeing-787. In the August 2006, Vladislav Tetiukhin, the director general of “VSPMO-Avisma” and Michael Cave, vicepresident of Boeing civil aircrafts department, signed a frame-
work agreement on the ME establishment. Now in this year August final contract will be signed. The amount of the upcoming contract, designed for 30 years, totals $18 billion, or $600 millions per year. To remind you, the necessity of ME establishment appeared after the statement of Viacheslav Bresht and Vladislav Tetiukhin, the “VSPMO-Avisma” main share holders, that they can sell their share to “Rosoboronexport”, Russian agency of armament export, till the end of the month.
American aircraft plants administration watched narrowly for the development of nationalization issue of their Russian supplier. Back in the February John Birn, the director of Boeing raw materials supplies department, had worries that “Rosoboronexport” could disconcert “VSPMO-Avisma”, and then “prices for titan would rise so high that it will make aircraft business to develop new technologies”. In that situation the ME became a guarantee that aviation metal supplies will keep the same rate.

ndrei Agishev, the previous owner of “Uralgasservice” (UGS) and the present director general of LLC “Permregiongas” (PRG), finally left the corporate management of UGS.
At the annual conference, held on June, 26 th, new directors commit-
tee was elected, the majority of which included “Mezhregiongas” and “Promregiongas” representatives. Thus “Gasprom” decided to manage UGS only with help of Moscow representatives. Mr. Agishev, who sold UGS to “Gasprom” in the beginning of 2006, stayed in UGS directors committee because he had 20% share holdings, reckoned for PRG. Now, according to assurance of the former UGS owner, the shares has been sold to “Gasprom”. “Uralgasservice” is the biggest gas-transport organization in Prikamye. In 2006 the volume of gas transported by UGS totaled approximately 10,5 billions cubic meters.

The solemn ceremony was held in the Organ hall. The competition was participated by 42 industrial enterprises, functioning at the Perm region territory and having more than 100 employees; 22 of them became winners and
laureates. The nominations were based on industrial branches names and also there were three additional nomination such as “The most dynamic developing enterprise”, “For effective social partnership at the enterprise” and “Innovation development leader”. l The first place in the “Electrical and heat power production” nomination was given to “Kamskaya Hydroelectric Power Station”, “Territorial generating company #9” had the second place, and the third place was taken by the, the Perm Hydroelectric Power Station, “OGK-1” filial.

Business “by Russians” Are you aware of the fact that one’s way to the top of the carrier ladder 85% depends on his or her communicative competence? In other words, if you are active in communication with your colleagues then your business affairs will develop successfully. It’s exactly the type of relations you establish with your Russian counterparts that determines the success of your plan.
Interpersonal interaction and labor management in a Russian work team In psychological scientists’ opinion Russians have a special gift for intuition and premonition; they are rather irrational in Eastern way than Western-like reasonable; their emotions dominate their brain, their desires and passions prevail material interests. Russians are not the type of people whom you can expect to act quickly in a case of emergency if they are not emotionally involved into the situation. And you’d better not expect them to be objective. Busyas-a-bee lifestyle is alien to Russians. They can’t imagine pursuing the only goal from the cradle to the grave. But neither they stick to a passive, contemplating way of living. They don’t work themselves into the ground unless they are not emotionally absorbed with it. Russian climatic peculiarities influenced a manner of Russians to work in sudden bursts. Intense, feverish but undurable labor should be replaced by a pause for relaxation. Russians get bored of steady routine labor. There’s no point in trying to retrain them and check them every minute – it’ll be just a waste of time and efforts. You should pay special attention to your work place in a Russian team. Remember: it’s not comfort itself that is appreciated by Russians, but it’s the idea of coziness, warmth and protection. It’s very important for them to have a place where they can get together to have a cup of tea and to chat with each other. Try to establish informal relationships with Russian colleagues at work. Don’t forget that a European person at work just does his or her job and nothing else, a Russian person lives up to the hilt at work. E. g. besides their direct obligations Russian people are connected with their counterparts by a sophisticated web of mutual relations – both friendly and hostile. Your Russian colleagues are really good familiar with all the turnarounds in this web and they would be nice guides for you in all this system. Don’t neglect their advice, trust them. It’s even better to entrust your task with one of your colleagues, but under your supervision. No one but a Russian can figure out a way out of any complicated situation in Russia. The Russian mentality background assumption “to be just like others” on personal level transforms into an ordinary wish to be in accord with the surrounding people. This creates comfortable conditions for a management team. Out of wish to stay in good relations with the management team and their colleagues, Russians hardly ever conflict at work, but only in case they are actually interested in you. In conclusion I would like to give you general recommendation. It’s very important to take off the “glasses” of your cultural surrounding and not to forget that people’s lifestyle, their manner to work and moral principles shouldn’t be judged by the standards of your country. n June, 27th cars tires processing and utilization production line has been started in Perm. “Ekoinvest” tires processing plant will produce rubber crumb, used in production of different artificial surfaces for stadiums, highways and so on. “Perm-Recycling” is the company wich invested money into construction of the line for special method of tire processing, developed by Perm scientists from
LLC “Astor”. The plant construction started in 2006, and during that time approximately 100 millions rubles were invested into the project.
Approximately 30 thousands tons of rubber are dumped per year in Perm region. The enterprise is able to process 7 thousands tons, thus partially solv-
ing the region problem of wastes liquidation, which arise from motor transport development. Today one more similar enterprise is being constructed in Chaikovskiy. Besides that, other Russian regions are interested in the technology of LLC “Astor”. According to Yuriy Steinberg, director of “Astor”, in the future they plan to cooperate with Europe, at least Lithuania has already bought the technology.
Timber industry. Is everything fine? Report from the X international “Technodrev. Ural. Povolzhie” exhibition by Olga Rayngardt
During June, 19th–22nd “Technodrev Ural Povolzhye – 2007” exhibition was held in Perm, different enterprises from Perm, Yekaterinburg, Moscow, St. Petersburg, Voronezh, Samara and some foreign countries took part in the event. This was the 10th international exhibition of forestry , woo d-working and furniture industry technologies and equipment. The exhibition organizers were the “Perm fair” expo centre and “Restek” exhibition union, the leading expo operators in Russia. The event was conducted with patronage of Russian Chamber of Commerce and Industry and support of the Perm region government and the Perm city administration. During the exhibition a survey, directed to find out what problems timber industries have and to determine the participants’ opinions about the exhibition, was conducted. It’s necessary to note that the exhibition was participated by enterprises of different scale, profile and the industry market experience. Nevertheless, all the respondents had the same opinion that this industry juridical side is not secured. First of all, that is imperfect taxation system,
which doesn’t allow many enterprises to develop their business to the required scale. Secondly, it is poorly regulation of the industry legislation. Thirdly, that is custom problems, mentioned particularly by foreign enterprises. Besides the legislation question there are some other problems. Almost a half of respondents pointed out rather high level of market competition, which is not always contentious. The main problem for companies with small market experience is the client base formation and gaining positive reputation. Some respondents also noted that Perm timber industry market
is not developed enough yet. That is the reason of such a great flow of companies from foreign countries and other Russian regions to our city market. In spite of significant problems, the respondent stated great perspectives of this industry development in Perm and Russia as a whole. Talking of the fair itself, the majority had neutral responds. On the other hand some exhibitors expected greater visitors flow and number of contacts, established at the exhibition. That could be explained with rather narrow target group of the exhibition. Besides that, exhibitors pointed out that the fair advertising was insuffi-
cient and had no effect. Generally, the exhibitors highly estimated the fair service level, stands arrangement, comfortable conditions and attention from the fair personnel and administration. The average grade is 4,7-4,8 from 5 available. Special commendations were made relatively the fair program development. Thus, the main recommendations from exhibitors are: 1. To increase the advertising effectiveness level of the fair itself. 2. To organize additional seminars and work groups to have an ability for contacts establishing and conducting discussion on the industry issues.

These people, called “power broker”, rule the region destiny, staying in shadow. This is not a rating (the characters names are given randomly), this is rather a sketch of Perm kings life.

Valeriy Sukhih
Valeriy Sukhih, one of the most professional political managers in the region and the present head of the governor Oleg Cherkesov, the deputy of Yuriy Trutnev, the main Perm citizen in Moscow, today lives in Moscow himself. But that doesn’t mean that his influence in the region decreased; if anything happens the “power broker” is ready to come to Perm at the first call to get everything back to order. He is considered to be almost a genius of consulting. He was the man who helped Yuriy Trutnev, a businessman with millions debts, at first to become a Perm mayor, and then a governor. “Hold on, he will head the Russian government”, — Cherkesov promised, but nobody believed him, until the region governor became a minister.
Vladimir Plotnikov
Vladimir Plotnikov, the “Authoritative businessman”, is the scariest (and perhaps the only one) nightmare of the governor Oleg Chirkunov. It
is hard to overestimate his influence in region, as well as his income; experts flounder soon, trying to count enterprises, which are in property of Plotnikov. Besides the money, Plotnikov loves power, the entrepreneur, accompanied by his close friend deputy Victor Pohmelkin, has been waging war with
administration, came to the government from business. He has medical education, for long time he headed “Permpharmacy” enterprise, then he worked as the city Duma chairman, and really he had been at each carreer step of an official. Lately, Sukhih had “execution” position, heading social department in the government, what didn’t disturb him to take position of the main “power broker” in Prikamye after parliament elections.
Arkadiy Katz
Arkadiy Katz, the real Perm head, the city-manager, is one of the most known financiers in th region. The “Katz” and “money” are such close words that when he was elected as administration chairman, a lot of people believed that it was just
a question of big money. However Katz appeared to be pretty good manager and overshadowed Igor Shubin: today people come to the banker to answer their questions.
Andrei Kuziayev
Kuziayev is one of the most distinguished Perm businessmen, and probably, the most influential one. Andrei Ravelovich, made his name and money on oil business, he owns and manages
powerful “Perm financial-production gruop” (at the same time working as top-manager in LUKOIL) Kuziayev is very popular among great part of the population, he has representatives in the city Duma and the region assembly. He has never hidden his political ambitions, and worked as deputy himself. A fan of gathering the Perm Establishment for cozy parties, Kuziayev has unquestionable influence on the region political life.
Oganes Oganian
Oganes Oganian, member of Federal Assembly from Perm is dangerous character. Being a close friend of Sergei Mironov, the Federal Assembly speaker, he could save his position in FA after joining of Komi-Perm autonomous disctrict. One of the most influential senators (he is economy policy committee head), Oganian is known as a great lobbyist.

Nikolay Yashin, perhaps the most demonized

Evil-wishers laugh at him, they say “He seats in his office, conjures with some mystical papers and pose himself as an important person”. But still the “Yashin” surname makes a lot of people shiver.
Dmitriy Rybolovlev
According to “Forbes” magazine, Dmitriy Rybolovlev owns $3,2 billions, and that is enough to realize that mr. Rybolovlev is not the least man in Perm (as well as in Russia). At the same time, during the last two years he managed to triple his possessions. Keeping such a tendency, he will soon get in the list of the 10 richest people in the country. Being the main share holder of “Uralkaliy”, Rybolovlev has total control over Berezniki, the second largest city in the region, where his powerful company is situated.
Vladimir Neliubin Vladimir Neliubin, one of the most significant businessmen in Perm, co-owner of “Azot” and close friend of Shoigu, the Extreme Situations Minister, plays the politics with pleasure; he
has a leading position in “United Russia”, manages few “soldiers” in the city Duma, etc. Lately his name often appears in federal business-press: Neliubin, accompanied by his partners, tries to sell principal share holdings of their enterprise to exterior investor. After that Neliubin will get wealthy initially, but whether he will save his influence in the region is the question.

Anna, accountant: — Actually, my native land is Usolie. That’s why it’s the place I believe to be the most special one. There is a vast open-air museum: the belfry, the nunnery, marvelous nature. Usolie is the Stroganovs’ capital. Their manor is also situated there. This place is really very attractive and worth seeing.
Irina, student: — Well, at least among those places I know, UstKachka is the place I like most of all. It’s one of the most picturesque health resorts, visited even by foreigners. It’s located on the bank of the Kama river, which is also can be called “a pearl” of the land. Probably that is worth seeing.

Myths and True Stories of the Ice Cave part 2

The variety of legends of Kungur Ice cave is explained by the fact that the legends are crisscrossed and mixed up with the migration of people. For instance, right above the Cave entrance there is the so called “Yermakovoh Gorodishe”. According to the chronicles Yermak and his troops, when going for Siberia conquer, confused the rivers Silva and Chusovaya and thus lost their way. As soon as he realized the mistake, he ordered to drown the lame guide in the river. On the
Kungur Ice Cave, a cave in Kungur city area (Perm region), is a federal significance natural memorial, the only Russian cave, equiped for excurssions. The age of the cave is approximately 10-12 thousands years. The total length of its discovered corridors is 5.6 kilometers . The total lenth of touristic paths is 1.5 kilometers. There are more than 20 grottos and about 60 lakes inside the cave. Kungur Ice Cave is a science researches object.

So as the folk song says: “and they’ve found a stone cave, and that stone cave took as much as 200 men”. During the archeological excavations in that area in 1965, the arrow points, parts of horse harness and fragments of vessels were founded. However they referred not to Yermak, but to the local citizens of the area who lived there a thousand years ago – in 800-900 AD. Perhaps the legend about a cave monster mammoth was created by them. In the beginning of the 18 century a famous merchant Tatyshev, staying in Kungur heard this legend: “ as if there is a beast under ground, a mammoth, gross and terrifying. And when it walks in the deep, the earth pumps up with huge humps, and behind it leaves deep ditches, and the forests go down, and the villages go down deep into those ditches and people die and there’s no savior for any when the beast is walking…” That’s the way people of Kungur explained the appearance of calcareous craters on the Ice Mount thousand years ago. Some of the craters count 164 feet in diameter and 49, feet deep. Observing the Ice Mount from a helicopter one can see that it re-
minds of a battlefield after a strong artillery firing. Today most of the craters are covered with grass and the locals are gathering strawberries on their slopes. In spring the craters often get filled with water, but as the snow melting is over, these “lakes” disappear one by one. However one lake never gets dry. It lies right above the cave and is called “The Autumn Night”. The chronicles explain its origin with following words: earlier there was a meadow at this place. The locals enjoyed resting there. Once during the summer fasting several old women passed by the meadow on their way to the church. Suddenly they saw young merchants and gypsies feasting in the meadow. Old women reproached them for drinking during the St. Peter’s Fast. The men laughed them off. But as the old women were coming back they saw a deep crater on
the place of the meadow filled with water. Merchants were not around, just several horses stood scared nearby. The women decided, the Lord punished the sinners and the abyss swallowed them. The stories about falldowns are often connected to the real accidents that happen quite often in Kungur area. The similar accident happened in the Soviet age, in the village of Ust-Kishert. In 1949 a housewife’s steam house disappeared. The steam house was substituted with a lake the depth of which could not be measured by the locals. There is one more interesting lake in that village, it is called “Molebnoye” and is believed to appear in the place of a small chapel. As we see the same place often gives birth to the different legends and myths – from the tales about a monster mammoth and Yermak’s presence to the stories about the God punishing the sinners.

The Museum of Salt
T
he Perm region government is planning to start the reconstruction of a unique museum of salt. This museum represents an architectural complex with an exhibition that recreates the technological sequence of salt production, existing since the XVth century. The salterns on the Usolka-river appeared in the XVth century. They gave birth to the city of Solekamsk. During the fire of 2005 the museum attic was almost destroyed, and the second floor was critically damaged as well. The damaged buildings were historic monuments of Federal significance; they were included to the UNESCO world heritage list. The repair works are to begin this August. 2 mln roubles of the regional and local budget will be appropriated for the museum reconstruction.
Prikamye tourism potential is planned to be developed
S
pecialists of the Perm region Ministry of Trade and Business are conducting an analysis of almost twenty Perm districts tourism potential, which is based on data, gathered during a month of traveling along the region. The main bet is ski resort in Gubakha. The officials think of it as of a “potential point of development”, able to provide large tourist flow to Perm region, and consequently provide new financial flows to the region economy. Now all the information on tourism potential is going to be summarized, and then a decision about its using for promoting of some cities will be made.

Cultural events Summer apart The closing of the Opera and Ballet Theatre 135th season The anniversary season was definitely “fruitful”. 209 performances were staged; they gathered almost 150 thousand people. In honor of its 135 anniversary opera and ballet troupes presented even 9 premieres, including “Chertogon” by N.Sidelnikov, that was staged for the first time. Besides the premieres, the season was full of other events: Tchaikovsky Festival, European Days of Opera, World Conductors’ Parade, celebrating Shostakovich’s anniversary, several concert tours, including Holland, Ireland and Moscow at the Golden Mask Festival, the most prestigious theatre festival in Russia. It goes without saying that the third “Diaghilev seasons” International Festival became a culminating point. Great merits of the directors of the Opera and Ballet Theatre were noticed in the First Circles of Moscow. At first, the art director Georgy Isaakian, later, the chief conductor Valery Platonov became honored workers of art. At the annual conference of Perm Association in Moscow Isaakian was given “Stroganov Prize” for his distinguished achievements in culture and art. In short, the theatre received lots of ponderable compliments from the specialists and critics, once again demonstrating its stable and honorable position among Russian musical theatres. The final performance of the season was lyric opera “Iolanta” by Tchaikovsky. Of course it wasn’t taken at random as it was, Tchaikovsky is the one the theatre dedicated the season to, that’s the reason why the theatre finished it with his most popular opera. Finally, at the last evening a ceremonial parting was held with the old drop-curtain, which had served out 30 years in the theatre. The new one was made in St-Petersburg, using outlines of the honoured artist of Russia Viacheslav Okunev, with the help of Lukoil enterprises. Now the drop-curtain meets the requirements of the pompous aesthetics of imperial theatre. The new season will open on September 11. Georgy Isaakian, the art director of the theatre, about the 136 season: “At the end of November the great premiere of “Orpheus”, a Monteverdi’s opera, will be held, the event will be devoted to the 400th anniversary of its creation. Moreover, to all appearances, one more intriguing festival will come into the world and our theatre will be a part of it. It will be Composers Festival “Two Gruners: Russia-Germany”; it may seem strange enough but in Germany there is the composer bearing the same surname as our compatriot Valery Gruner.” Furthermore, opera art lovers will see two more first nights of “Othello” and “Traviata” by Verdi in performance of the invited producers. Natalia Ahmarova, Ballet art director about new 136 season: “In November the theatre will be marked with 35th anniversary celebration of the “Romeo and Juliet”, ballet, newly performed in the choreography of Nilokolai Boiarchikov. The famous choreographer will personally attend the premiere. Since 1971 till 1977 Boiarchikov was a chief balletmaster of the Perm Opera and Ballet Theatre. People remember this time as “Perm Ballet Golden Age”, that’s why his arrival is of exceptional value. In December our ballet troupe will go on tour to Ireland (It’ll be a particularly notable event as it was Perm ballet which introduced ballet as a whole to Ireland. Nowadays our ballet is especially loved and expected there) and the Netherlands. In January and April the concert tours will be held in the USA. More than that, in April Russian 10th open contest of ballet dances “Arabesque” will take place. Now I’m thinking over the season closing and won’t unveil my plans yet.”

To an art of a ballet pointe or to an art of a conductor’s bow. To an art of negotiating tactics or an art of surgical healing. A LIFE REHEARSAL By Aljona Mouse It was just another one press-conference in the “Valida” cafe. Valery Platonov, the Principal Conductor of Tchaikovsky’s Opera and Ballet Theatre, accepts congratulations from Oleg Oshepkov, the Minister of Cultural Affairs and Youth Policy, on the conferment of the honorary title of “Honored Art Worker of RF”. Platonov is modest as always. He is unnoticeable but at the same time he has this special aura around him, by which you can say that he is a person of a different nature. 10 days later Valery and I talked in his cabinet. You just can’t help aspiring to be original, writing about such personality as Platonov. Probably the reason for that is this person’s pathologic modesty. It’s hard to believe this when you look into these green eyes and listen to the infinitely sexually attractive timbre of his voice. Just a couple of introductory questions and Valery confesses that his way to the fame was too long. I know that he won’t like this word “fame”. And he will probably edit it out during the authorization. But if he keeps it, it’ll be glorious. It’ll be just great for that 14-year-old guy who finally hatched out into the world of music. Taking into account that he spent his childhood not in the central city, we can only thank those people who managed to make out a craving for beautiful in Valery’s eyes. I know that this trait is out of fashion. It will never be an indicator of success. But perhaps this is what determines the categories of decency. …I don’t have absolute hearing. You’ll be surprised but a conductor doesn’t need it. In fact, the absolute hearing is a usual property of a
human memory. In our profession you have to listen to your heart A conductor has to work really hard. To exhaustion. To self-denial. Working capacity. Another unfashionable notion that made Valery enter Ufimsk Art Institute, and later – Yekaterinburg Music Conservatory. With no hope to be accepted. …If I could turn back time, I would’ve just started a little bit earlier. Not at fourteen, not playing the accordion. Well, at least at five or six playing the violin. I refuse believing that this person is ashamed of the fact that he played the accordion. But later he acknowledges that he was never embarrassed of his “polyphonic” education. As sometimes only an accordion can give you the necessary intensity and amplitude of perception. …The real life is in Europe, in America. It’s just different. I saw it, I worked there. But I will never move there for permanent residence. Tours – why not? But here you need a good manager. And for the time being Russia is not noted for this. We don’t have a talents promoting system yet. I wish you knew how many talented people we have in the depth of our country. And those are quite mature ensembles with a prepared repertoire. I know this bitter taste when you can’t understand why. Why it’s not you, who succeeded, won, achieved. Why it has to be someone else? Well, maybe it’s just the

There, in European and the US countries people love musicians for the fact that they gave up their own lives. And it’s not a heroic deed. That’s the choice of a person for whom music became his destiny.

Society Books go wild! Bookcrossing in Perm By Dasha RakhimCOOLova
B
ook crossers are participants of the most well-known community of book lovers worldwide. They release their own books saying it “love you and leave you” and making somebody happy. The essence of bookcrossing (BC) – young European passion – is about an idea of true altruism. BC is a selforganizing system that doesn’t requires any fees or liabilities from its members. The only thing you need is an access to the global net and enormous desire to share the best with the others. Book crossers release their own books and let them be found by stranger “out of the blue”. Book crossers are always concerned about their books’ fate and give them an opportunity to find a significant other – their understanding readers. Such simple and constructive concept fascinated most European people and continued to gain more and more followers. BC reached to ears of Russians in a few years from the European start. Now it is popular in metropolitan cities (Moscow, Saint-Petersburg). There are a lot of bookshelves in public places of these cities (for book exchange) and plans under discussion in the forums. There is book crossers debate about possibility of exchange between Russian cities and organization of actions that are aimed at attracting more members or just
for no particular reason. A recent action was dedicated to Child’s day (celebrated in the 1st of June). Book crossers in Moscow released many books for children, part of which they donate to orphan assylums. Whereas the movement in metropolises is approximating to “European standard”, in Perm it is a touching site. It has come to our city only in 2006 so BC in Perm is in the earliest stages of development and includes no more
than ten members. The first perm book crossers are in love with the new idea and know that BC should expand as its power lies in the mass character. For that moment information on Perm BC is so little that books on the freedom are welcomed by unforeseen reaction from finders. Some inhabitants who come across released book lift their eyes to ski and cry: “Thank God! What a windfall!” and go their way. Other people become worried. They start looking for an owner: place ads about finding or go to lost-property office. BC is amazing to Perm citizens and looks like

a poor produced performance where actors don’t know a scenario and can’t hear prompter’s voice. As a result, only 1 of 10 books continues its travel as an element of global crossing. Perm bookcrossing was expected to be popular from the start. But not long ago perm book crossers faced book crossing decay. The interest in crossing has been rekindled when Perm crossers have advanced the idea and decided to cross their CDs, mugs, mobile phones, cars, partners :) etc. (so called “allcrossing”) “Allcrossing” has vivified the movement in Perm without having damaged the initial conception. If you are ready to share a book or another thing in Perm, go to www.goopy.ru. Then register it filling out its ID (for books it is a number on the inside cover). After you label it (label say that the book or whatever thing is related to BC or “allcrossing”), release for someone else (give it to a friend, leave it on a park bench, donate it to charity, “forget” in a cafe, etc.), and track on someone comes the website and records a journal entry for it. And if you make release notes, others can go hunting for it and try to find it! Books live their own lives. When someone is writing the book, they don’t want them to be read only once and get dusty. The most terrible thing for each author is the death of book. Immortal thoughts mustn’t lie dormant in bookcases or on bookshelves. A conception of bookcrossing is really bewitching. That’s why it should be developed. Though book crossing in Perm sometimes fall into absurdity, it definitely has a great prospect. Fashion heat On the June, 30th the sequel of “ZHARA 2007” («HEAT 2007») fashion project, organized by the “Great Model” promotion group and model agency, took place at new restaurant “Seven” (“Sem’ Piatnits” mall, 60/1 Revolutsii str.) This time it included defiles of designers Elena Zubkova and Elena Yudinova, fashion-show “At the seventh sky…”, awarding ceremony, gift presentation made by “AmaksStudio” beauty shop, photo session of the most fashionable Perm photographer Vladimir Ponamarev, fresh mixes of DJ Fred, all-the-world cuisines and all-night party. Well, just everything what fashion means.

T
he preschool education in Perm is presented with 258 establishments of a different departmental accessory, where 41 410 children in the age of from one year till seven years are brought up. The situation at the first sight seems quite adequate. But it is necessary to not forget, that Perm is a city with million population and number of children living here incommensurably more than the above mentioned figures. There is a question: whether everybody, who needs, can use the preschool educational institutions. Not at all. Longterm queues for the free-of-charge resort tickets from the Department of education speaks about opposite. Many parents do not wait, the child grows up and, not entering a kindergarten, goes to school. Truly, there are the preferential categories, which can get a child to kindergarten more quickly. They are children of educational institutions teachers (doctors had the privilege as well, but now it’s cancelled), children of the working unwed mothers, children having a guardian instead of parents, children of handicapped parents, well and it’s appropriate to mention those happy parents, which work at enterprises, with own
kindergarten (20 departmental institutions). It’s pleasant, that one Department of education prior directions is to open 10 kindergartens that will provide additional 1200 places and will reduce the queue by 10%. It is a great advantage, but when will these 10 kindergartens
are going to be opened? Some parents arrange children to municipal (free-of-charge) kindergartens on a commercial basis. The payment in such cases is approximately 3500 rubles (100 euro) per month, regardless if a child k skips kindergarten for example because of sickness. By the way, free-of-charge establishments are not absolutely free-of-charge too. Each parent pays about 1000 rubles (28,57 euro) for child’s food, but if a child is absent for any reasons, they don’t have to pay. Other parents find alternative, private kindergartens. There are about 5 of them in our city. The educational fee in such institutions is higher (about 9 thousand rubles – 957 euro), but parents consider, that the private kindergar-
tens have much more pluses in comparison with municipal ones: it is the best technical base (fine building, furniture, toys, equipment), small number of groups, individual approach, the better food, etc. BUT there is one dangerous moment. The private (individual) kindergartens do not obey to Department of education, nobody supervises them, their tutors don’t have qualifications courses, they are not constantly certified, don’t take part in seminars, devoted to education of children. There is one more variant – mini home kindergarten. This is when it’s being organized at basis of usual apartment. The average fee is 5 000 rubles (142,85 euro). There is individual approach, minimal quantity of children as well, but there are problems of an apartment small area and, usually, a there is a family employment. It is probably good to send a child of age1-2 to such kindergarten, because the minimal difference between home and kindergarten will allow the child to adapt better to new conditions, at the same time the development will be better in environment of children and tutor than at home. But the minikindergarten does not correspond to criteria of complex educational institutions at all and, generally, functioning for 2-3 years, they disappear as suddenly as they opened.

Kvas is as popular in Russia, as Coca-Cola is in America The first written mention of Kvas is related to 989, when Kiev prince Vladimir converted all his people to Christianity. In the chronicles of that event it was written “Give out food, honey and Kvas to people”. Kvas was prepared of malt, which is remarkable for high content of vitamins. Kvas preparation, based on old recipes, is rather difficult, laborious and long procedure. Kvas was ready only after 70 days since the beginning of preparation. In the golden age of home kvas production (the beginning of XIX century) there were more than 500 kinds of home kvas beverage. Groups of European scientist came to Russia for Kvas researches. As a result, German professor Kobert, discovered great number of kvas healing powers, wrote a scientific work on topic of “Kvas and its introduction to Western Europe”. It was even calculated how much it should be spent for kvas production in Europe, but for a start to establish kvas export from Russia.
But these ideas didn’t work out. Russian Kvas is one of the best Kvas plans were non-alcoholic beverages. It ruined by Nahas no competitors in taste poleon. Bottled kvas is just pasteurized beverages without healthgiving bacteria and yeast. Real “alive” kvas lives no more than 48 hours and is sold only from barrels. However, you can buy kvas concentrate, and making kvas all by yourself, using the concentrate is a piece of cake. Enjoy!!

My name is Al, but you can call me Al or The Dude. I have been working and living here in Perm for almost 5 years and continue to astound and amaze people with how little Russian I have managed to
learn in my stay. While not exactly a ringing endorsement of my intellectual abilities, it does make me uniquely qualified to offer survival tips to the other English speaking foreigners in Perm. Hence my cunning disguise as….. The Foreigner. And this week, I shall guide you to places for food and drink, including that beer you learned to order in my last column.

One of the joys of traveling and/or living in different places of the world, of course, is to experience the food and nightlife each locale has to offer. But even if you are not the adventuresome type when it comes to food and prefer the fare from your homeland, every day finds Perm with an ever greater variety of Baps and Pectopahs (Bars and Restaurants) to choose from, including many featuring foreign cuisine. But you didn’t come here to eat hamburgers, fried chicken, bratwurst or Crème Brule, did you? Hell no! You want to try what the Russians eat and drink (okay, you may have already had vodka….)! At least once, anyway. But even after you decide to retreat to more familiar culinary ground, I can assure you that you will be safe here in Perm. Baps and Pectopah’s, is the answer in any case. Actually…. in Cyrillic
(don’t ask… for some reason they made the guy a saint for inventing these characters) (I can only assume it had something to do with maintaining a monopoly on literacy or something) it will look like this: “БАР” and “РЕСТОРАН” and, you will be relieved to know they are pronounced…. “bar” and “restaurant”. And you can also get Peeva (beer) at a “КАФЕ” which you will be even more relieved to learn is pronounced “café”. Say… you are fast learner…. Three new words in just this one paragraph! Make that four words, including “peeva”. But it is now summer. And for that quintessential Russian dining and drinking experience, you really have to go to a summer café (or beer tent). Cheap, beer (occasionally cold!), exquisitely marinated tender pork and chicken, slow grilled over wood chip coals…. and served with various spiced salads and flat bread. It can only truly be appreciated during the short Russian summer months when you suddenly realize it is 1 o’clock in the morning as you admire the sunset. The only problem with this idyllic scene, is that YOU WILL HAVE

Not totally true, fortunately, some glimpse of this Nirvana may be found down on the Kama (that’s the big river at the end of the big street). If you walk far enough along the river you will eventually come to a small handful of temporary looking structures where you can still experience the quintessential summer Russian drinking and eating experience. Reputedly, there are several more of these “café’s” hidden around town so if you see something that looks like a tent…. Go for it. If I sound a little annoyed here, it is because in the years past, the city has been dotted with what seemed like hundreds of these epicurean and bacchanalian delights, each with it’s own unique take on the same menu providing endless hours of passionate discourse as to where can be found the best “shooshleek” (that’s the grilled meat part). And this year…… nadda… zippo. And all for reasons no one has cared to explain to me, except to blame it on the Mayor. If this is not correct, Your Honor, I humbly
beg your forgiveness but please convey my disappointment to whoever is to blame. It is ironic, is it not? Virtually everywhere else in the world, municipalities are expending billions attempting to recreate this same outdoor, relaxed ambiance which Perm was already blessed with in abundance, if all too briefly each year. Sigh…..Ahh for the good old days! So hurry, my friend. Down to the Kama (or another beer tent if you can find one) on the very next warm evening and let the cold beer and heavenly aroma’s bring out the inner Russian child within you….. before it too, disappears. And when you get there, remember: “Peeva” (“beer”), “bowl-shoy” (“big”), “ya toe-zha” (“I will have the same thing he/she is having”) and then….. “eeshow” (“I will have another one”). There is a summer, is there a café? Number of summer cafes in Perm decreased

he number of summer cafes is rapidly being shortened. For example the last year Perm had 343 functioning cafes, there were only 220 cafes in 2005, and little more one hundred in 2006. But this year… Well, we don’t even have to say, you can see it yourself. All the
summer cafes from central streets, Drama theatre esplanade and Kama quay have disappeared. The theatre administration expected the authorities to remove inappropriate for the theatre image café tents for the long time. What about the quay, it happened to be the most criminal place in the city this
year. But the river port of Perm-1 has always been a hangout place. People rest here and walk in nice weather. Quantity of summer cafes has decreased this season because of service and safety requirements toughening. The lessening of outside cafes number means more strict requirements to
their owners and consequently the service quality increase. The cafes left are just summer parts of permanent eateries (outside areas of permanent functioning cafés and restaurants. As a whole, the city budget income of single temporary income taxation is more than 2,5 millions rubles.

On the July, 5th at the conference of International Olympics Committee (IOC), held in Guatemala, the Russian city achieved the right for holding the Olympics, defeating Pyongyang (South Korea) in poles. Sochi was supported by 51 IOC members against 47 poles for the opponent. Sochi request for the games conducting was presented by Russian president Vladimir Putin. “We oblige to make the stay of Olympians and par-Olympians, spectators, journalists and guests in Sochi, safe, enjoyable and memorable”, – V. Putin said, opening the final presentation of
the Russian city demand on English language. “Sochi is an Unique place. On the sea shore you can enjoy a fine spring day. But up to the mountains it is winter. “Amkar”: switching to offensive model By Aleksandr Zayakin The team of Rashid Takhimov is considered to be the discovery of this year Russian football championship. Bright offensive and aggressive style, which is being cultivated in the team, obtains recognition among football experts as well as among just fans. Being the new wave coach and having European experience, Rakhimov resist the “provincial” football model, based on total defence and long ahead ball passes. The only team problem at the beginning of the season was that quantity couldn’t transform to quality. It was like destiny tested the coach and his team. After the great victory in the first round and the fist place in the table there were 9 lost games, in which, as R. Rakhimov stated, “We scored, but they just awkwardly pushed the ball into gates”. But the team survived, it didn’t break, and was awarded with
successful games seires, including three victories in a row over “Chimky” (3:1), Nalchik “Spartak” (1:0) and Moscow “Locomotive” (1:0). The start to that series was given with willful draw game against CSKA (1:1), the previous season champion, which had 5 players from Brazilian national team. The victory over “Locomotive”, one of the Russian football leaders and Russian Cup possessor, should be listed separately. The victory has the greater value that it was an out match. Successful “Amkar” playing allowed him to climb to the table’s top, making the fans think of getting to UEFA zone. At the first time the
team player, which was E. Savin, was invited to Russian national team for playing in European championship elimination match. Also at the first time an “Amkar” player has become an awardee of Youth European Championship, held in the June. Nikola Drinnich, the Serbian “Amkar” player, together with his national team won silver medals of the prestigious competition. But the good performance has its back side. The competitors with greater budgets are interested in the Perm team players, showed good game during the season. Football Perm society is waiting whether the club could save its leaders.

he president of the PBC (Perm Basketball Club) “Ural Great”, Andrei Agishev, summing up the mirthless results of the last season said the following: “The season was a failure. The 11th place is the worst result in the history of the club, in the history of its playing in the Super League.” He also added that he engaged club’s affairs only for the love of sport: “I believe the brand must be retained. It is always much easier to destroy than to restore. If there is
anybody, who wants to manage the club, I will hand it to him with pleasure. But for the present there’s no one to take it.” Agishev officially announced 40-year old Croatian specialist Drazhen Anzulovich to be the new Perm Club coach in the up-coming season. After finishing the player career, Anzulovich coached junior team of Zagreb “Tsibona” and dur-ing 3.5 years learned for coach. He signed the contract with “Tsibona” in 2001 and already in 2003 he become its main coach
and won the Croatia championship for three times. (2004, 2006, 2007) “Ural Great” began the last season coached by Rimas Kurtinaitis, who retired in the last year December. Sergey Zozulin took his place and fulfilled the coach duties till the end of the season-2006/07. The contract with the new mentor is sceduled for the 3-year term. Among those who worked with “Ural Great” in 2006/07, Zozulin, Makshantsev, Belov, Fomin, Rindin, Bashminov and Surovtsev stay in the team.

The high spots of the night were the performances of Panfilov show-ballet, popular perm singer Natalia Sneider, and the best city R’n’B teams. “The Heart of Parma” During the July 20 th22 nd “The Heart of Parma” festival will be. It will take place in the village of Kamgort in Cherdin district (Perm region). The festival participants and guests will stay in a campground on the glade, where stage, documentation center, food stations, play-grounds, first-aid post, parking and marketplace will be situated. Idea content of the event is based on Aleksey Ivanov’s book “Cherdin-the
Princess of Mountains” (“The Heart of Parma” is the Moscow edition). Within the festival there will be a role-play, based on the book, and bus tour along the historical places of Cherdin, depicted in the novel. Especially for the festival all the “creative forces” of Cherdin will prepare an entertainment program that will be aimed to recreate the atmosphere of the 15-16 centuries. The participants of the festival will spend three days in mythological scenery where Paganism meets Christianity. The guests will be able to see and take part in shaman dances, fair festivals, and ancient Russian entertainments. Also it is planned to stage an ancient Cherdin wedding ceremony, which is going to be participated by the real newly wedded people of Cherdin.

Am 23. Juni fand wieder in Kungur das traditionelle Festival der Luftschiffahrer “Himmelmesse Ural – 2007” statt. Die Einwohner und die Gäste der Stadt wurden zu den Zeugen des eigenartigen und unbeschreiblichen Schauspiels: fast im Augenblick flogen in den Himmel über 30 Luftballons. Vom 24. bis zum 27. Juni fand auch in Kungur im Rahmen des Festivals der Wettbewerb in der Luftschiffahrt um den 3. Becher Russlands (der bis
zu diesem Jahr in Dmitrov des Moskauer Gebiets stattgefunden hat) und um den 4. Becher der Permer Region statt. An denen nahmen die stärksten Luftschiffahrer Russlands teil – Teilnehmer und Sieger der internationalen Wettkämpfe in der Luftschiffahrt. Cornelis Van Helden, Weltklassenrichter aus Holland, war Sportdirektor des 3. Bechers Russlands in der Luftschiffahrt und des 4. offenen Bechers der Permer Region. Es muss darauf hin-

Der Kugel ist Glaube an etwas Gutes und Helles. Dabei enstehen Assotiationen mit der runden Sonne, der runden Erde. Laut Statistik hatten wir fast keine Verletzungen gegen die Rechtsordnung während der Őffnung und der Schliessung des Festivals. Obwohl es während anderen Massnahmen Schlägereien gibt, wurde es keine solche Fälle während 5 Jahre der Organisation dieser Messe festgestellt. Während des Schauspiels sind die Leute nicht aggressiv, sie haben keine negativen Emotionen. Die Emotionen sind nur positiv, was heute sehr wichtig bei dem Ausgleich des Stresses ist, der einen negativen Einfluss auf unsere Gesundheit ausuebt.

gewiesen werden, dass es eine sehr interessante “Windrose” in Kungur ist. Sie widerspricht allen Regeln. Viele Piloten schokiert das. Der Wind hängt gewöhnlich von der Landschaft ab, in Kungur aber ist alles eigentümlich, sodass der Wettbewerb in Kungur unikal ist. Und vom 28. Juni bis zum 1. Juli erfolgten die einzigen in der Welt Mannschaftswettkämpfe in Spielform der “Luftbataillen”. Alle Luftballons wurden in Mannschaften geteilt, und sie griffen verschiedene Objekte von Kungur aus der Luft an. Alle Interessierten konnten ihre Gefechtsaufgaben bekommen und an den Aktionen der Bodenarmeen teilnehmen, diesen Wunsch musste man aber im voraus äussern. Für die Bodenarmee wurde eine besondere Kampfstrategie erarbeitet. Aufklärung, Spionage, Provokationen – alles, wie in einem Film. Die Besat-
zungsterritorien werden den Armeen bis zum nächsten Jahr zugewiesen werden. Zu ihrem Abschluss ist die “Himmelmesse Ural – 2007” am 1. Juli gekommen. Am 1. Juli feierte man den Tag der Stadt Kungur. Der Höhepunkt der Schliessung des Festivals war “Der Tanz der Elefanten”. So nannten die Organisatoren ein erstaunlich schönes Schauspiel – das Leuchten und den Aufstieg der Wärmeluftballons mit der klingenden Musik. Zum ersten Mal erschien während des Festivals die Möglichkeit, einen kommerziellen freien Flug zu machen. Was die Berühmtheit von Kungur als Stadt der Luftschiffahrt angeht, so kann man unterstreichen, dass es den 2. Platz nach Velikije Luki – der Luftschiffarthauptstadt Russlands – belegt, obwohl niemand solche Hoffnungen auf eine kleine alte
Kaufmannstadt von Prikamje gesetzt hat. Andrej Wertiprahov, einer der Hauptorganisatoren des Festivals, Militärflieger in der Abdankung, Pilot vom Luftballon “Freiheit” betont: “Die Idee über die Messe enstand nach dem Besuch der Russlandsmeisterschaft in der Luftschiffahrt im Jahre 2001 in der Stadt Velikije Luki. Als wir nach Hause gekommen waren, entschieden wir, dass wir nicht schlechter sind und dass man etwas Eigenes und vielleicht Besseres organisieren muss. Vom Anfang an wurde die Idee der Durchführung des Luftschifffestivals in Kungur von einem engen Kreis der Enthusiasten entwickelt. Fast keiner glaubte an diese Idee, wir zweifelten aber nicht, dass alles klappt. Und es gelang wirklich alles und sogar mehr: im nächsten Jahr erwartet man die Teilnahme der Auslandspiloten”.

m Vergleich zum vergangenen Jahr sind die Ausländer gezwungen, ihre Ausgaben in der russischen Hauptstadt vor allem wegen der Kursstärkung des Rubels und des Wachstums der Wohnungsmiete zu vergrössern. In die Liste der teuersten Städte der Welt
geriet auch St.Petersburg, das im Rating den 12. Platz belegte, und somit kam Paris und New York zuvor. Nach Moskau folgt in diesem Jahr London, das 2006 den 5. Platz belegte. Das ist auch mit der Stärkung der britischen Währung gegenüber dem US-Dollar und mit der Zunahme
der Wohnungsmiete zu erklären. An der 3. Stelle ist die Hauptstadt von Südkorea Seoul, an der 4. ist Tokio, an der 5. Hong Kong. Die billigste Stadt für die Ausländer, die in der Liste mit 147 Städten steht, ist die Hauptstadt von Paraguay Asuncion.
S7 Airlines hat den Vertrag mit Lufthansa Systems unterschrieben Die Fluggesellschaft S7 Airlines unterschreibt den Vertrag für die Anschaffung der IT-Lösung für Gestaltung des Flugplanes

m 27.Juni haben die Fluggesellschaft S7 Airlines, die grösste Innentransportfluggesellschaft in Russland, und die Firma Lufthansa Systems, einer der führenden Lieferanten der IT-Lösungen für Fluggesellschaften und Luftfahrtindustrie in der ganzen Welt, über eine Vertragsunterzeichnung für fünf Jahre in Benutzung von S7 Airlines der IT-Lösungen der Lufthansa Systems in Bereichen Plangestaltung und – führung annonciert. Seit 2004 benutzt S7 eine
Navigationsdatenbank der Lufthansa Systems für das auf den Luftschiffen installiertes Navigationssystem. Die Fluggesellschaft S7 Airlines hat die Entscheidung getroffen, weiter zusammenzuarbeiten. Der fünfjährige Vertrag wurde zu dem letzten Vertrag unter anderen Übereinkommen, die Lufthansa Systems mit den grössten russischen Transportfluggesellschaften im Laufe von den letzten vergangenen Monaten unterschrieben hat. Die Benutzung der NetLine/Sched-Lösung wird der S7 Airlines-Flug-
gesellschaft erlauben, die Profite durch prompte und effiziente Leitung des Fuhrparkes zu erhöhen. Mehr als 25 Fluggesellschaften in der ganzen Welt sind an der Benutzung der NetLine-Lösung beteiligt, dabei sind Lufthansa, Garuda Indonesia, Qatar Airway und Austrian Airlines. S7 Airlines wurde zu der zweiten Transportfluggesellschaft in Russland, die seit diesem Jahr solche IT-Lösung benutzt. Dies ist der wesentliche Schritt zur Erweiterung der Kundenbasis von Lufthansa Systems in dieser Region.
Drogensüchtige sollen behandelt werden! Zwangsweise… In der näheren Zukunft kann in Russland Zwangsbehandlung der Drogensüchtigen eingeführt werden

er Bundesdienst für Narkologiekontrolle ist sicher, solche Massnahmen werden Sterblichkeit unter den Süchtigen senken. „Das Verbreitungsmass der Drogenabhängigkeit droht der Sicherheit des Landes“, sagt Wiktor Tscherkesow, der Leiter der Behörde. Nach verschiedenen Angaben gibt es heute in Russland von 0,5 bis 6 Mio Drogenabhängige, ein Drittel von denen sind Teenager
und junge Leute vor 24 Jahren. Nicht alle betrachten aber die Zwangsbehandlung als die durchführbare Möglichkeit, die Drogenabhängigkeitsraten reduzieren zu können. „Die Behandlung ist nur dann hilfreich, wenn der Mensch es selbst will. Zwangsweise kann man keinen behandeln weder von Drogenabhängigkeit noch von Alkoholismus“, so Ludmila Aleksejewa, die Rechtschafferin. Das, was wirklich nötig sei,
ist ein vollwertiges und zugängliches Netz von Medizinzentren zu schaffen, an welche sich diejenigen wenden könnten, die es wirklich bräuchten. Soweit die Zwangsbehandlung der Drogensüchtigen noch nicht eingeführt wurde, wird die Drogenabhängigkeit nicht so radikal bekämpft: dazu zählen Antidrogenprogramme, zahlreiche Konzerte und andere Unterhaltungsmittel, Verbreitung von Aufklärungsliteratur und Broschüren.

ergej Lawrow, das Oberhaupt des Außenministeriums der Russischen Föderation, hat in der weissrussischen Staatsuniversität erklärt, der „neue kalte Krieg“ komme gar nicht in Frage. „Mit niemandem sehen wir konfrontierende Vorausbestimmungen, sogar mit den USA. Es bedeutet, der „neue kalte Krieg“ kommt gar nicht in Frage“, so Lawrow. Dafür gebe es keine objektiven Gründe. Er hat auch sein Bedauern geäussert, dass die vor kurzem geschehene
Konferenz der Mitgliedstaaten vom Vertrag über herkömmliche Streitkräfte nicht erlaubt hat, die Positionen bezüglich des Schicksals des Vertrages zu nähern. „Wir sind bereit, den Dialog weiter zu führen. Wir verstehen nicht, wieso es mit der Kosovo-Problemlösung und mit der Realisierung von Plänen bezüglich der Standortverteilung der dritten Positionsregion von nationaler Begrenzung der USRaketenabwehrsysteme in Osteuropa geeilt werden soll. Wir schlagen vor, mit der Stärkung des Vertrau-
ens anzufangen. Wird es robust genug sein, alles anderes wird von sich selber kommen.“

.06.2007 wurde in Perm eine Produktionslinie in den Bereichen Automobilreifenutilisierung und -verarbeitung eröffnet. Die Reifenverarbeitungsfabrik ÖKOINVEST wird den Gummisplitt produzieren, der bei der Herstellung von verschiedenartigen Kunstdeckschichten auf den Stadien, Autostrassen usw. verwendet wird. Das Geld in die Produktionslinie, dank der die alten Reifen nach der Methode der Permer
Wissenschaftler aus Astor GmbH verarbeitet werden, ist von der Firma PERM-REZIKLING investiert worden. Der Werkbau begann 2006, und im Laufe der Montage wurden ca. 100 Mio Rubel darin investiert. Es werden in der Permer Region gegen 30 000 Tonnen von Gummi jährlich deponiert. Die Fabrik ist in der Lage, 7 000 Tonnen von Gummi zu verarbeiten, dabei wird das Müllentfernungsproblem, das wegen Entwicklung des Automobilverkehrs entsteht,
teilweise gelöst. Heutzutage befindet sich noch ein ähnliches Werk in Tschajkowskij im Bau. Ausserdem haben auch andere Regionen ihre Interesse an das Produktionsverfahren solcher Werke, das der Astor GmbH gehoert, gezeigt. Jurij Steinberg, der Leiter von Astor, meint, in der Zukunft sei die Zusammenarbeit mit den europäischen Ländern nicht ausgeschlossen, Litauen habe übrigens diese Produktionstechnologie schon gekauft.
Neue Fluggesellschaft

m 28. Juni öffnete die Fluggesellschaft der Regierung von Moskau “Atlant-Sojuz” die Flüge in der Richtung Perm – Moskau (Flughafen “Vnukovo”) – Perm. Das ist eine für Prikamje neue Fluggesellschaft, die sich mit der Passagierenbeförderung beschäftigt. Ab Donnerstag öffnet sie ihre Flüge Perm – Moskau – Perm (montags, donnerstags und samstags). “Atlant-Sojuz” wurde zur 3. Fluggesellschaft, die Flügzeuge aus Perm nach Moskau abfertigt. In dieser Richtung fliegen aus dem Permer Flughafen “Bolschoje Savino” schon die Flugzeuge

Eisenbahnfahrkarte vergleichbar. Und solche Tarife, wie den eingeführten Promotarif (500 Rubel) gibt es in Permer Region nicht. Die Flüge werden mit dem Flugzeug “Boing-737-300” mit zweiklassiger Anordnung (8 Business-Class-Plätze und 120 Economy-ClassPlätze) abgefertigt. Zu den Plänen der Fluggesellschaft “Atlant-Sojuz” gehört auch Entwicklung der interregionalen Richtungen - nach Ufa, Kazan, Samara, Saratov und in andere Städte. Die Regierung der Permer Region unterstützte begeisternd diese Idee, weil sie schon lange von solchen Flügen träumt.
WSMPO-Awisma und Boeing bereiten neue Verträge vor
SMPO-Awisma, der weltweit grösste Titanproduzent, und Boeing werden in der näheren Zukunft den Vertrag über die Titanlieferung auf die Boeing-Unternehmen unterschreiben. Der bis 2015 gültiger Vertragsbetrag wird $ 2 Mrd ausmachen. Die Vertragsunterzeichnung wird auf dem Flugzeugsalon MAKS-2007 veroeffentlicht. Boeing ist von den Titanlieferungen der WSMPO-Awisma sehr abhängig; das russische Unternehmen befriedigt ca. 40% der Bedürfnisse der amerikanischen Firma. Boeing kann sich natürlich neu auf die amerikanischen Lieferanten orientieren, dies wird aber die Kosten der Firma wesentlich erhöhen. Nach den Angaben der WSMPO-Awisma ist der

von zwei Fluggesellschaften – S7 (5 Abflüge täglich) und “Aeroflot” (3 Abflüge täglich). Die Permer Behörden haben schon lange, um Konkurrenz zu schaffen, andere Fluggesellschaften für Passagierenbeförderung verlockt. Früher erklärten “Uralskije Avialinii”, “Utair“, „Sky Express“ und andere über ihre Pläne, aus Perm zu fliegen. Der erste aber, wer in den Permer Himmel durchschlug, war “Atlant-Sojuz”. “Atlant-Sojuz” erschien auf dem Flugmarkt mit einem der wettbewerbsfähigsten Angebote – die Basistarife auf Beförderung sind mit dem Preis einer
amerikanische Titanpreis um 80% höher im Vergleich zu dem russischen. Auf MAKS-2007 soll noch ein Vertrag unterzeichnet werden, und zwar über Gründung eines Joint Ventures für mechanische Bearbeitung von Titanerzeugnissen für Boeing-787. Im August dieses Jahres soll der Festvertrag abgeschlossen werden. Die Summe des kommenden 30jährigen Vertrages wird die $ 18 MrdMarke erreichen, das sind $ 600 Mio pro Jahr. Man darf nicht vergessen, dass die Gründung eines Joint Ventures nötig wurde, nachdem die Hauptaktieninhaber der WSMPO-AwismaKorporation Wjatscheslaw Brescht und Wladislaw Tetjuchin erklärt hatten, dass sie vorhaben, bis zum Ende des laufenden Monats ihren Aktienanteil der russischen
Agentur für Ausrüstungsexport „Rosoboronexport“ zu verkaufen. Amerikanische Flugzeugbauer achteten scharf auf die Entwicklung der Nationalisierung ihres russischen Lieferanten. John Birn, der Leiter des Departments für Rohstoffanschaffung von BoeingUnternehmen, hat noch im Februar seine Befürchtungen ausgedrückt, dass „Rosoboronexport“ kann WSMPO-Awisma aus dem Gleichgewicht bringen, dann „werden sich Titanpreise so stark erhöhen, dass der Flugzeugbaugeschaeft gezwungen sein wird, neue Technologien zu entwickeln.“ In so einer Situation wurde Joint Venture zu einem Garant, dass die Lieferungen von Flugzeugmetallen in früheren Mengen erfolgen werden.

Zwischenmenschliche Beziehungen und Arbeitgestaltung im russischen Team Die Psychologywissenschaftler meinen, die Russen haben besondere Neigung zur Intuition und Vorahnung, sie haben mehr östliche Irrationalität als westliche Rationalität, Emotionen überwiegen Vernunft und Leidenschaft dominiert materielle Interesse. Es ist nicht nötig von den Russen schnelle und aktive Reaktion in der kritischen Situation zu erwarten, wenn sie emotional damit nicht gefesselt sind. Den russischen Charakter kann man als ausgeglichen und tätig beschreiben. Ameisenfleiss und Lebensstreben nur zu einem Ziel sind für Russen fremd, sowie ein passives und kontemplatives Lebensverhalten. Sie haben nichts gegen der interessanten Arbeit, werden aber da nicht besonders ackern, wenn sie die emotional nicht fesselt. Im Idealfall soll die Arbeit im Team nach dem „Domprinzip“ gestaltet werden. Das bedeutet, dass einzelne Unternehmen und Firmen selbständig wirtschaften können, aber nicht nur für sich selbst und ihre ergeizigen Ziele: sie sollen letztendlich für das Gemeinwohl arbeiten, um für die anderen nützlich zu sein. Die Früchte solcher Arbeit sollen für alle zugänglich sein, bei der Team- und Gesellschaftsverbesserung helfen. Die Klimabesonderheiten haben die Arbeitsweise, ruckweise zu arbeiten, beeinflusst. Intensive, cholerische aber kurze Tätigkeit soll mit der Relaxpause gewechselt werden. Gleichmässige und langsame Tätigkeit ist für die Russen langweilig. Lassen Sie die Idee, sie umzuschulen und jede Minute zu kontrollieren, das wird nur Zeit- und Kraftverschwendung sein; sie werden eher sie umschulen. Es lohnt sich, sich für den Arbeitsplatz, wo die Russen ihre Arbeit erledigen, zu sorgen. Vergessen Sie nicht, dass die Russen nicht den Komfort selber schätzen, sondern die Idee der Bequemlichkeit, Wärme und Geborgenheit. Es ist für sie so ein Platz wichtig, wo sie sich zum Teetrinken und Plaudern treffen können. Versuchen Sie am Arbeitsplatz nichtformale Beziehungen mit Russen zu schaffen. Vergessen Sie nicht – der europäische Mensch arbeitet am Arbeitsplatz, der Russe lebt aber: das heisst, er arbeitet, ist aber dabei mit seinen Kollegen mit dem komplizierten Netz von Beziehungen verbunden, manchmal sind sie ganz extrem (sowohl freundlich, als auch feind-
lich). Der Russe orientiert sich in diesen Beziehungen besser, als Sie, und kann deswegen Ihnen als Ihr Kompass dienen. Vernachlässigen Sie seine Ratschläge nicht, verlassen Sie sich auf ihn. Besser ist ihm eine Aufgabe zu geben, aber unter Ihrer Kontrolle. Nur der Russe wird in Russland den Ausweg aus jeder Situation finden. Die russische Mentalitätseinstellung „wie andere zu sein“, wiederspiegelt sich bei den Menschen in dem Wunsch in gutem Einvernehmen mit anderen zu sein. Teamsolidarität ist Streben nach Konformismus. Bei den Russen existiert sogar ein Spruch: „Ein magerer Vergleich ist besser als fetter Prozess“. Dies schafft bequeme Bedingungen für die Leitung. Die russischen Mitarbeiter lassen es selten auf einen Arbeitskonflikt ankommen, denn sie wollen gute Beziehungen mit der Leitung und Kollegen haben, dies geschieht aber nur in dem Fall, wenn sie wirklich Interesse an Firma haben. Russische Leute sind mehr impulsiv, auffahrend und empfindlich als Europäer. Sie können selbst die Entscheidung auf Grund der Fakten treffen, die Sie für neutral halten; die können aber bei den Russen starke Emotionen und Reaktionen verursachen, nicht nur verbale. Seien Sie möglichst zuvorkommend, taktvoll und gerecht. Verletzter Ehrgeiz gemischt mit der inneren Freiheit können bei den Russen die Reaktionen provotieren, die für Sie ganz unerwartet werden können. Zum Schluss würde ich einige allgemeine Ratschläge einfuehren: Bevor nach Russland zu fahren, versuchen Sie zuerst allgemeine Sprachkenntnisse zu besitzen. In so einem „ernsten“ und für Sie meist ungewöhnlichen Land ist es unmöglich, zu leben und zu arbeiten, ohne sich mit der Bevölkerung zu unterhalten und ohne zu verstehen was drum rum passiert. Falls Sie in Russland die Geschaefte machen und das Leben der Russen „von innen“ wirklich verstehen wollen, versuchen Sie Ihr Leben möglicherweise nicht als Tourist zu gestalten: in Hotels nicht zu wohnen, in Restaurants nicht zu essen, sich nur mit Landsleuten nicht zu unterhalten usw. Andernfalls, bei so einer Lebensweise, werden Sie für die Russen immer „fremd“ bleiben. Es ist wichtig, „die Brille“ eines eigenen Kulturmilieus abzusetzen, ohne zu vergessen, dass die Lebens- und Arbeitsweise der Menschen oder Moralprinzipien nach der Skala Ihres Landes nicht eingeschätzt werden sollen. Dies ist immer das Ergebnis bestimmter Bedingungen des Landes, wie Klima, Geschichte, Kultur, wirtschaftliche und politische Bedingungen in der Gesellschaft u.a. Machen Sie keine voreiligen Schlussfolgerungen, und dann klappt alles. Bei dem Schreiben wurde die wissenschaftliche Arbeit von A.W. s unterliegt keinem Zweifel, dass es in der Region Perm viele attraktive Reiseziele gibt. Was meinen aber darueber die Menschen von der Strasse? Die Zeitung “The Perm Days” versuchte, das festzustellen. 1. Was für einen Ort in Perm und Permer Gebiet halten Sie für den Hauptschatz der Region Perm? 2. Was ist in der Region Perm für Sie besonders attraktiv? 3. Was für eine Sehenswürdigkeit in der Region Perm würden Sie den ausländischen Gästen zeigen?
Anna, Buchhalterin: — Meine kleine Heimat ist eigentlich Usolje. Genau deswegen ist dieser Ort für mich ein besonderer Ort. Genau da gibt es ein riesengrosses Freilichtmuseum. Glockenturm, Frauenkirche, wunderbare Natur. Usolje ist die Heimatstadt der Stroganowfamilie. Da befindet sich auch ihr Gutshof. Es ist hier wirklich sehr interessant, und es gibt hier viele Orte, die man den anderen zeigen kann.
Irina, Studentin: — Na, aus den Orten, die ich besichtigt habe, gefällt mir Ust-Katschka am meisten. Das ist einer der schönsten Kurorte, den auch die Ausländer besuchen. Er befindet sich am Ufer des Kama-Flusses, der selbst auch ein Hauptschatz des Permer Gebiets ist. Vielleicht kann man das zeigen.
Eugenia Andreewna, Verkäuferin: — Ich kann jetzt so aus dem Bauch gezogen keinen besonderen Platz nennen. Ich würde den Ausländern vorschlagen, Pilze und Beeren zu sammeln. Unsere Natur, die Natur des Permer Gebiets, ist der Grund, stolz zu sein. Wälder und Flüsse. So was gibt es nirgendwo.
Stanislaw, der Bankangestellte: — Ich halte Tscherdyn mit seinen alten majestätischen Kirchen und Bergen für den Hauptschatz der Permer Region, sie gefallen mir sehr. Ich bin da schon mehrmals gewesen und werde noch mal diese Orte besuchen, das unterliegt keinem Zweifel. Ich würde ausländische Gäste in Wischerskij Zapowednik einladen, da würden sie bestimmt begreifen, was die russische Taiga ist, und unsere wunderbare Natur geniessen.
Aleksander, Wachsoldat: — Ich glaube, Kisel-Bezirk ist sehr schön, da gibt es ein Berg namens Osljanka, wo in der näheren Zukunft ein Turismuskomplex für Jagd, Angeln und Bergschi im Winter eröffnet wird. Dahin würde ich die ausländischen Gäste einladen.
Olga: — Mir gefällt die Natur an den Ufern des Tschusowaja Flusses. Ich rate den Ausländern sich das Belogorker Kloster anzugucken, zu paddeln und im Winter in Gubacha Schi zu fahren.

Man darf nicht vergessen, dass am 19.10.2006 in der ersten Kaligrube in Beresniki ein erhöhter Zufluss von Solen festgestellt wurde, der mit der Schwefelwasserstoffzunahme versehen war. Wegen der rapiden Zunahme des Solenzuflusses und Konzentrationserhöhung des Schwefelwasserstoffes, hat „Uralkalij“ am 28. Oktober die Entscheidung getroffen, die Grubenarbeit der ersten Bergwerkverwaltung zu stoppen und die Bergwerkleute, die die Wartung der Pumpenausrüstung erfolgt hatten, an die Oberfläche zu dringen. Nach den Ergebnissen der technischen Staatsprüfung von der russischen Überwachungsorganisation („Rostechkontrol“) liegt der Grund der Versenkung der Grube in Beresniki in geologischen Besonderheiten dieser Werchnekamsker Kali– und Magnesiumsalze-Lagerstätte. Der Bundesdienst für ökologische, technische und Atomkontrolle
(„Rostechnadsor“) hat im Februar 2007 kalkuliert, dass der materielle Schaden von der Grubenpanne in „Uralkalij“ 11, 447 Mio Rubel beträgt. Nach dem Gutachten von „Rostechnadsor“ sind nach dem 1.12.2007 die Bodendurchbiegungen wegen der Auswaschung von Carnallitschichten unter der Stadt möglich. In die Durchbiegungszone sind 29 Wohnhäuser, zwei Schulen und drei Kindergärten geraten. Oleg Tschirkunow, der Permer Gouverneur, hat den Mechanismus des Umziehens von Häusern vorgeschlagen, die zur Durchbiegungszone gehören. Die Regionobrigkeit hat vorgeschlagen, die Wohnungen in diesem Stadtteil abzukaufen mit dem Ziel den Leuten die Möglichkeit zu geben, umzuziehen ohne auf die Durchbiegung des Bodens warten zu müssen. Der Abkaufspreis betrage 24, 9 Tausend Rubel/1 qm. Es ist zu betonen, dass der Dur-
chschnittspreis auf dem Wohnsekundärmarkt in Beresniki nach den RealtorAngaben 16 bis 18 Tausend Rubel/1qm beträgt. Die Mittel für den Wohnungsabkauf sind schon aus dem regionalen Budget bereitgestellt. Alle Bewohner sollen bis 1.Dezember d.J. umziehen. Oleg Tschirkunow ist es gelungen, die Aufmerksamkeit der Bundesstrukturen auf das Problem der Beseitigung von Pannenergebnissen zu lenken. Bei der auswärtigen Sitzung der extra gebildeten Bundeskommission unter Vorsitz von Jurij Trutnew, dem Minister für Naturressourcen der Russischen Föderation, wurde die Finanzierung aus dem Landesbudget in Höhe von 700 Mio Rubel bestätigt. Ohne auf das Geld vom Land zu warten, hat die Permer Obrigkeit 250 Mio Rubel in den Abkauf der Wohnungen und Neubau in Beresniki aus der Regionalkasse investiert.

ie OAG “Motowilichische Werke”, der vorige Eigentümer der Lenin Kulturpalast, verkaufte 2005 das Gebäude der Permer Christeneparchieleitung des evangelischen Glaubens für 50 Mio Rubel. Im Januar 2007 versuchte die Administration der Permer Region das Gebäude des Kulturpalasts gerichtlich ins Gebiets Eigentum zuerhalten, weil der Lenin Kulturpalast, ein Architektur – und Städtebaudenkmal von regionaler Bedeutung, bei den neuen Eigentümer in Verfall gerät, so meint die Gebietsadministration. Das Schiedsgericht der Permer Region befriedigte
die Klage der Administration gegen die Permer Eparchieleitung nicht. Die Gouvernementsbehörden versuchten, sich mit Evangelisten abzusprechen, andere Plätze ihnen anbietend, sie lehnten aber alle Varianten ab. Dauernde Verhandlungen ergaben keine positiven Resultate, den Evangelisten ist dort alles recht, und sie wollen das Gebäude, in das sie schon 200 Mio Rubel eingelegt haben, nicht verkaufen, so Igor Schubin, der Oberbürgermeister der Stadt Perm. Jetzt traf die Permer Oberbürgermeisterei die Entscheidung, neuen Kulturpalast im Bezirk Motowilicha zu bauen.
Die Abgeordneten unterstützten die Iniziative der Administration und willigten ein, 1 Mio Rubel aus den Zusatzeinnahmen der Haushalt für Projektarbeiten bereitzustellen. Man plant, ein neues Gebäude neben dem Lenin Kulturpalast zu errichten.
Die Einkommen der Permer nehmen zu Den Materialien der Zeitung Business-class nach Die Einkommen der Bevölkerung der Permer Region vom Januar bis zum Mai 2007 betrugen im Durchschnitt 10 000 526 Rubel pro Person. Im Vergleich zur entsprechenden Periode des Jahres 2006 wuchs diese Kennziffer auf 15,3 %, so Permstat. Die realen (korrektierten auf den Index der Verbraucherpreise) Einkommen der Permer Region pro Mann während des Jahres 2007 vergrösserten sich auf 6, 4%. Im Mai betrugen die
Einkommen der Bevölkerung der Permer Region 12 000 321 Rubel pro Person, was auf 5,2% als Niveau des vorgangenen Monats und auf 12,3% als Niveau vom Mai 2006 höher ist. Die realen Einkommen der Bevölkerung für 5 Monate des Jahres betrugen 9000 871 Rubel, pro Mann pro Monat gerechnet; 7637 Rubel von denen gab die Bevölkerung auf den Einkauf der Waren und die Bezahlung der Dienstleistungen aus. Im
Vergleich zur Periode vom Januar bis zum Mai des vorigen Jahres erhöhte sich der ganze Ausgabenbetrag auf 18,2%, Ausgaben für den Wareneinkauf und für die Dienstleistungsbezahlung auf 29,2%, unter Berücksichtigung der Preisveränderung – auf 19,2%. Zugleich wurden von der Bevölkerung der Region auf 1,4 mal weniger Geldmittel ins Sparen (einschliesslich des Einkaufs der Devisenwährung) eingelegt als im Jahr 2006.
