ecently the Perm town-planning committee, headed by mayor, has studied a proposed new architectural project to be located on the left bank quay of the Kama river.
The project was presented by the architect Tatiana Riabukhina. As a basis for the project, the author used experience of the London quay construction, though taking in consideration
the Ural climate and the Perm landscape. One of the project’s main ideas is to create additional pedestrian routes to the quay, saving the present panorama. The project would
feature an atriumpark, which is to tie Sibirskaya street (one of the oldest city streets) with the “lower” quay. See Page 5

62 meters in diameter in the snows of Molyobka during the winter of 1983. After that the press articles and TV reports triggered a massive pilgrimage to Molyobka by explorers and amateur “UFO-ologists” from both Russia
and elsewhere. The crowds soon obliterated the all traces of the “evidence” as the tourists reportedly just ran after one another, getting frightened by strange electric torches and asking each other “Are you a human being? Me
too”. Soon it became practically impossible to investigate anything in this region. Compounding the problem were the some obvious incidents of falsification of the UFO evidence. See Page 10

he President of Russian Federation who will be elected in March 2008 will take up his duties in May 2008. According to the Constitution of Russian Federation, inauguration may be held 4 years after the previous President’s inauguration. “As Vladimir Putin’s inauguration was held in May, consequently, the future President’s inauguration will be held in May. Agree-
ably, the transfer of authority will happen in May, though the President’s election will be held on the 2nd of March”, Maya Grishina, member of Central Election Committee, said. Meanwhile the head of Russian Central Election Committee, Vladimir Churov, said that the Committee has the information about 10 potential candidates who are planning to participate in the Presi-
dent’s elections. “Now we are informed about approximately 10 candidates. There are practically no famous people among them”, Churov said. The nomination of candidates for parties will be finished on 23rd of December 2007, and that for self nominators – on 18th of December 2007. V. Churov also mentioned that voters will know the names of all the candidates by the 23rd of December.
Chechnya’s President was prolonged the term
T
he last referendum in Chechnya showed that almost 97% of voters endorsed 50 separate amendments to the Chechnya Republic constitution. Over 96% of the eligible voters in the region took part in the referendum. The results were announced by Ishmail Baikhanov, head of Republican Election Committee and reported by RIA News.
As a result of the sweeping referendum, the Constitution was brought into conformity with federal legislation. Among the changes, is a provision for the parliament to appoint the President in lieu of the current direct election. Moreover, the President’s term was extended from 4 to 5 years. Other changes include replacing the current two-house parliament with a one-chamber parliament and a
reduced number of deputies. The referendum also approved an amendment that will allow parliament, in the future, to further amend the constitution without holding a referendum. Another provision establishes Russian as an official language along with Chechnyan. Chechnya’s current President, Ramzan Kadyrov, was confirmed by the Republican parliament on the March 2nd of this year.
VTB to open bank in China and India
B
ank VTB plans to obtain a license to open a subsidiary in China by the end of 2007, VTB Chairman and CEO Andrei Kostin said at a press conference in Yerevan.
The bank also plans to open a subsidiary in India on February 12 2008, Kostin said. VTB already has the license to operate in India, and the official unveiling ceremony is
scheduled for February 12, when Russian Prime Minister Viktor Zubkov will be on a visit to that country, Kostin said. Information source: rbc
Russia ready to produce 6–7 Topol-M missiles per year

ussia is capable of producing six or seven Topol-M intercontinental ballistic missiles (ICBM) per year, First Deputy Prime Minister Sergei Ivanov said. “We count on the fact that we can afford six-seven (missiles, with complexes), if we speak about RVSN (the Russian Strategic Rocket Forces) and ground strategic nuclear forces. We count on
the fact that this is acceptable given real possibilities,” Ivanov said at a meeting with veterans of the military and industrial commission at the Soviet Council of Ministers on 7th of December. Solzhenitsyn about the New Russia

ven though Russia has regained much of its former influence in the world arena, its domestic spiritual and moral atmosphere is far from being ideal, writer Alexander Solzhenitsyn has said. «Russia has re-asserted its influence in international relations, and regained its role in the world. But inside, morally, we are far from what we wish and what we need to be», Solzhenitsyn said in an interview with the Vesti Nedeli program on Rossiya television. «Deep and difficult development is still needed, which no government or parliamentary practices can ensure. It is a very complex spiritual process», the writer said. Asked whether this process will be a success Solzhenitsyn said, «it depends on how it works out». When asked if he still believes that, «the saving of the nation» is the sole acceptable national idea, the
writer said, «not the sole, but workable». While commenting on the new edition of The Gulag Archipelago, Solzhenitsyn said that the book was supplemented with new archive data about the characters’ lives. As he was working on the book in the Soviet time, he could only use «official Soviet publications about concentration camps», Solzhenitsyn said. «They were filled with lies and distortions, and I used them in The Gulag Archipelago merely to ridicule and deny them. Now, to avoid confusion, I provided archive data about each», the writer said. Asked why The Gulag Archipelago had not been re-printed in Russia for the past 16 years, Solzhenitsyn said, «Due to circumstances. Indeed, things just came round this way», he said. he Russian analytical agency “AVTOSTAT” forecasts that total sales of new passenger cars in Russia would climb to over 2.2 million units in 2007. The sales of new foreign cars in the present year will reach 1.6 million units while sales of domestic brands are projected to fall to only 30% of the market. This represents a decrease in the sales of Russian models at almost 10% while sales of the foreign models will increase 60% over the previous year.
In 2007, sales of Chevrolet, the leading foreign brand in the Russian market, approach 200 thousand cars with a market share exceeding 8 %. Ford is only slightly behind in second place also with 8% market share. The third place belongs to TOYOTA with its
6.4% market share and annual sales reaching 145 – 150 thousand cars. In 2007 Nissan and Hyundai should cross the 100 thousand rates of annual sales and Renault and Mitsubishi will come very close to it. This year it is projected there are 27 foreign brands that will
sell at least 10 thousand cars in Russia. The Russian automobile brand “LADA” has a 9.3% of the market share or $US 4.7 billion in sales. The import of second-hand cars into Russia is roughly the same size of LADA’s share. The share of other Russian brands apart from LADA is marginal at 1.4%. The Japanese brand TOYOTA is projected to over take LADA in 2007 with a 12.2% market share worth some $US 4.5 billion. Information source: marketing.rbc.ru
Russia’s gold and forex reserves continue to rise
R
ussia’s gold and foreign currency reserves stood at $US 463.5 billion as of November 30, up $US 3.9 billion or 0.85 percent from $US 459.6 billion a week before, the Central Bank of Russia has reported. From October 5 to November 23, the reserves rose by $US 34.8 billion. Over the last eight weeks, from October 5 to November 30, they increased $US 38.7 billion, or more than 9 percent. The significant rise in such a short time could be due to the Central Bank’s increased acquisition of foreign currency on Russia’s forex market, bringing the reserves to their highest level ever recorded. As a result, Russia has slightly reduced its gap from China and Japan, which have the largest gold and foreign currency reserves in the world. China’s reserves top $US 1.434 trillion, up $US 101 billion in the third quarter of this year alone and a more than 45 percent increase from January to September 2007 compared with the same period a year ago. Japan has over $US 945 billion. Alexei Ulyukayev, Deputy Chairman of the Central Bank, said on November 21 that Russia’s gold and foreign currency reserves could rise to $US 400 billion by the end of this year, noting that the reserves had been rising much faster recently. A week later, on November 28, Finance Minister Kudrin said the reserves could increase by $US 150 billion in 2007. According to Ulyukayev, the reserves will increase by another $US 6.5 billion before the end of the
year. But Kudrin’s estimates mean that the reserves are expected to decrease instead of rising. On January 1, 2007, the reserves stood at $US 303.7 billion, and rose to $US 463.5 billion by November 30, showing that they had increased by almost $US 160 billion in less than eleven months. Gold and foreign currency reserves are highly liquid financial assets controlled by the Central Bank and the Finance Ministry. They consist of monetary gold, special drawing rights, the reserve position in the International Monetary Fund, and foreign currency. An hour and a half after the opening of today’s dollar trading session at the UTS, the ruble/dollar weighted average exchange rate stood at 24.55 RUR/ USD, RUR 0.13 or 0.5 percent above the official exchange rate set by the Central Bank of Russia for December 6. As of 10:15 Moscow time, the high stood at 24.53 RUR/USD. On Wednesday, the dollar dropped RUR 0.05 against the ruble. The dollar’s significant appreciation against the Russian currency reflects the situation on foreign markets, where the dollar is rising against the euro. The euro is currently buying $US 1.4602, against $US 1.4744 as of 10:00 Moscow time yesterday. The European currency has lost more than 1 percent of its value against the dollar. The dollar also strengthened against major Asian currencies, jumping to 110 YEN/USD against the yen. Information source: rbc

The region council named the locations as winners of the regional competition for various public cultural presentations.
16 region municipalities applied for the “Cultural centers” competition. The participant’s applications were estimated in two stages. At first, the projects were examined by experts’ council, after that the ones recommended by the experts, were examined and approved by the region council. The winners were selected on the basis of their proposed public cultural projects. The winners programs for the year are full of various creative projects. Krasnokamsk, for example, will become an “Open city” in 2008. The project authors are planning to expose the city to its residents and visitors in a different way light. It is supposed to reconstruct architectural appearance of the Stalin age, and gather all the friends from Krasnokamsk, currently abroad, together. Osa will become a “City of openings” in the next year. Within the boundar-

Thus, the first and the only museum of Evgeniy Kolobov, the founder of “New Opera” theatre, was opened here. In the coming year Uinskoe village will become “Honey capital of Prikamye”. In 2007 the first regional honey festival was held
here, and its success led to making honey a brand of this district. The region allotted 25 million rubles ($US 1,020 Million) award to the winners. These means will be used for realization of the cultural programs. The first “The Perm region’s cultural centers” competition was held in the end of 2006. And the winners were Kungur, Kudymkar and Ilynskiy.
Details of the program were provided in a speech by Lev Tretyakov, acting head of ecological and nature management municipal board. The objective of the program is to create an anagraph of municipal water objects, work out the rules of their exploitation and clean up small rivers in Perm, all within the next 3 years. One more important point of the program will be determination of municipal forests’ boundaries and creating forest regulation projects, which will include data on the current status of all municipal forests. The board’s experts
suppose that after finishing this job, some 15% of the forests will be built up as some of them are out of condition and shouldn’t be preserved. The program also includes activity connected with forests’ cleansing,
planting trees within the city and working out the elimination of waste products. Realization of the program is expected to require more than 152 million rubles ($US 5.3 Million) during the next 3 years.
Greeks in Kungur
A
major film under the direction of the famous European producer/director Theo Angelopulos recently filmed in Kungur. The shoot locations were an old stair on the outskirts of the town and a street behind the work-farm. During two days of
shooting, the famous Greek director shot a scene from the film «The dust of time». The film is the 2nd part of a planned trilogy about Greek emigrants. The 1st part was the film “The weeping meadow” (2004). Previous scenes in the movie were shot in Kazakhstan
and Nizhegorodskaya Oblast. The film stars Iren Jacob, Bruno Ganz and Michel Piccoli. The director says that the genre of his film is “traveling”. The film is expected to be completed by May 2008 and will be presented at next years Cannes Film Festival.

T
hat was the name of creative program of the project called “Kungur – the cultural center of Perm Krai” (the Kungurians are quite ambitious in the good sense of the word). The project was completed on No-
vember 24th. During the year a cycle of different cultural events were held in Kungur. The project’s final events were also very captivating, especially for those who know that Kungur is an old merchant town. Young Kungurian citizens could watch
the performance of the Perm doll theatre, a children’s museum center was opened in the Art museum, a contest of Perm Opera and Ballet Theatre’s soloists was held. Kungur was also visited by the guests of Perm festival “Jazz-rush”. Probably the most
striking event of the day was the presentation of “The Hub of the Universe” architectonical work on the bank of the Sylva River. Last, but certainly not least, the program closed with amazing fireworks on Kungur’s picturesque Sobornaya Square.

The announcement followed a recent meeting between Benedeichich and Perm Krai Governor Oleg Chirkunov held in Perm. Perm Krai is one of the regions targeted by the Slovenian government to de-
velop good relationships with. In addition to its enormous economic potential, the region also holds unique interest to Slovenia as Perm State University is one of only three universities in Russia where Slovenian is studied. In addition to opening the consulate, an official Slovenian business delegation to the Perm Krai is also planned for the near future.
Perm ranks 4th in auto accidents
T
he “Rosgosstrah” (Russian National Insurance) center of strategic analysis summed up the research of how social and demographic factors influence the amount of car accidents. 12 thousand drivers from 16 Russian cities with 1 million people population took part in the inquiry. One of the questions of the interrogation was about the frequency of car accidents during the last year. Results of the inquiry provided the following statisitics: 16% of Russian car drivers annually have “severe” accidents, 2% of them have had 2 or more accidents a year. Perm is 4th in the list of the cities based on frequency of accidents. 14,5 % of Perm car drivers had at least 1 ac-
cident during last year. Perm trailed Yekaterinburg, Kazan and St. Petersburg in this dubious “honor”. The research also revealed how both the age and the income level of a driver influence the likelihood of an accident. Drivers at the age of 20-40 were more prone to accidents, as were drivers with high levels of income. In a somewhat surprising result, the study revealed that 15% drivers meeting with accidents have foreign cars as compared with 13% having Russian brands. This may be more related, however, to the apparent impact of higher income levels on the frequency of accidents as noted above than anything inherent in the automobiles themselves.

70 km of new roads are built in 2007
I
n 2007, 70 km of new roads were built in Perm; three times more than was constructed last year. The Perm Krai Roads Agency is also planning to construct a further 70 km of roads in 2008. In addition to the planned new construction, the agency is planning to increase funding for the repair of the existing roads. Gleb Danielyan, head of the Perm Krai’s Roads Agency, announced these plans saying: “We will not only build new roads, we’ll
also repair old ones. In 2008, 1.8 billion rubles ($US 74 Million) will be paid from the Krai’s budget for this purpose. Remember that the last year we spent only 800 million rubles (on repairs)”. Danielyan said his department makes an important contribution to the development of timber industry. Opening the Kosa – Solikamsk road will connect the KomiPermyatsky, Okrug and Bereznikovsko – Solikamsky industrial centers, is expected to double the volume of timber harvesting.

Perm Krai’s election showed an average result

he Perm Krai’s governor Oleg Chirkunov commented upon the results of election passed on the 2nd of December. He said that Perm Krai’s results similar to those of the whole country (Vladimir Putin’s “Edinaya Ros-
siya” (“United Russia”) received 64.24% of the vote in Perm Krai). “It means that Perm is an average region in Federal policy’s perception”, — the governor explained. Oleg Chirkunov is satisfied with constituency attendance which amounted 55%.
Levitin has deprived “Bolshoe Savino” airport of its special status

olshoe Savino” airport in Perm will be excluded from the list of Russian Federation’s strategic objects and passed to the Krai’s property (the airport is controlled by “Perm airlines”). According to the speech of the transport minister of Russian Federation Igor Levitin, who had a formal visit to Perm Krai, namely the status of strategic object prevents the airport to develop. “We need to separate the airlines and the airport and develop the airport in two ways: either we should pass it to the region’s property, or sell the airlines and the airport separately” Levitin said. He didn’t say definitely when the federal property will be passed to the Krai’s disposal. It’s significant that “Bolshoe Savino” airport was opened in 1965. S7 and Perm airlines are based here as well as the military aviation of Russian Federation. It’s also necessary to be reminded of the accident that happened this autumn in “Bolshoe Savino” and provoked a great scandal which nearly caused the airport’s closing. It was connected with the flight of 15 year-old boy Andrey Sherbakov from Perm to Moscow in TU-154 airplane’s undercarriage. The boy got to the territory of “Bolshoe Savino” unnoticed and moreover he managed to get into the plane. In Moscow the boy was provided with the first aid. The doctors were shocked by the state of his frost-bitten hands, which swelled up so much, that they couldn’t put off his jacket for a very long time. The transport prosecutor checked up the airport. After the inspection it became known that there were many cases of breaking the safety regulations. The Perm Supervisory Department raised the question of closing “Bolshoe Savino” airport. However the Ural’s Transport Prosecutory hasn’t sanctioned the closing yet, moreover the Regional Government opposed the proposal. The governing body of “Bolshoe Savino” has not conceded the fact of unprecedented flight of the pupil, at least officially. As they said, if it had happened, the boy wouldn’t have stayed alive, as the plane flew so high, that the temperature in its undercarriage was 50 degrees below 0. In view of that, the “Perm airlines” acting director-general Vyacheslav Tekoev declared, that he’ll personally give $20.000 to a person who will manage to get into a plane’s undercarriage. And to those who’ll be able to reach Moscow inside the undercarriage alive, he promised $1million. Meanwhile there were 3 applications received in the contest to select a firm who will study the conceptual requirements for “Bolshoe Savino” airport up to 2025. Two of the applicants are from Moscow and the other is from Saint Petersburg. The purpose of developing the conception of Perm airport is to analyze the current state of “Bolshoe Savino” passenger and air freight terminals, check their capacities against international IАТА recommendations. Ural timber resources According to a recent appraisal, Russia has almost a quarter of the world’s timber resources — 22% (more than 1 billion hectares) in total. Forests occupy some 45% of the territory of Russia. The total timber resource in Russia is 80 billion cubic meters (c.m.) or 3.5 times as much as in the USA and Canada By Olga Rayngardt These natural timber resources are irregularly placed in Russia. In Western zone (the European north) 30% of the territory is “covered” with woods. The Eastern zone (Northern Ural, Western and Eastern Siberia and the Far East) has 70%. Traditionally the European North (Komi Republic and Karelia, Vologda and Archangelsk regions) is first in the harvesting of Russia’s timber – 20%. The second is East Siberia (the South of Irkutsk region and Krasnoyarsk Krai). Ural (Sverdlovsk and Perm regions) is proud to be the third. As for Perm Krai, the total timber resource of the region alone is estimated to be 1.2 billion c.m., making the region an owner of one of the biggest and under utilized timber complexes available in Russia. Its availability can be emphasized by the fact that the complex’s current potential is being realized at only 25%: only 4 out of the 12 million c.m. of cutting area now being “active”. This fact gives Perm a special “status quo” (according to the head of “Prikamye lumbermen” enterprise Gennady Lekomtsev). “Unexercised” wood is both a stimulus to develop and has created shortage of blanking resources for processors, though the latter seem to keep this deficit themselves when negotiating prices for the timber cutters. Timber industry is traditionally divided into harvesting, woodworking and the pulp-and-paper industry. The cutting area of Perm Krai is approaching 14 million c.m. but only one third of the territory is currently being worked in. During last several years, harvesting has actually slowed. One of the most important reasons for that is an undeveloped infrastructure and poor profitability in timbering
enterprises. The industry in Perm Krai began in Soviet times. Currently there are no good roads in the woods driving recovery costs upward. Woodworking and pulpand-paper industries are much healthier. In 2005, this segment of the timbering complex increased to 1.7 times over the previous years. Though, as it always happens, the growth is provided by several big enterprises, such as “Solikamskbumprom” public corporation, “Perm PAP complex” close corporation and “Kama PAP complex” public corporation. Smaller enterprises of
this industry are currently hampered by a shortage of available investment funds. Banks don’t give credit to enterprises on the verge of bankruptcy. The sudden change of the situation happened after integration of Perm Oblast and Komi-Permyatsky autonomous Okrug. Perm government couldn’t help paying attention to the timbering industry. In KomiPermyatsky autonomous Okrug it is a traditional industry. In recent years, the government has begun to take action to help the timber complex with the
Perm region. In 2004, a program of development of timber resources for 2004-2005 was adopted. The program focused on increasing timber harvesting; consequently access road development was identified as a priority for the industry. The program also addressed the building of a trunk-railway to Syktyvkar and Archangelsk as well as a “Kudymkar — Syktyvkar” highway. The first project has been discussed for several years; the second has not yet been supported by local lawmakers. Of course the program contains some measures
directed to increasing investment income. From the January 1st, 2005, the profit tax rate was lowered for timber cutters from 17.5% to 13.5%. In addition, property tax and transport tax for the regional timber industry was abolished for property used for timber cutting and transport of raw material. Local authorities also sought to encourage new manufactures in the industry. Thus, the idea of creating a deciduous timber processing enterprise in Komi-Permyatsky autonomous Okrug appeared. This was followed by the idea of creating a special economic zone on the basis of reputed PAP complex, which may be built with the help of Finland. Later the project transformed into planning to build a $US1 billion paper complex in Dobryanka. Last year Fins, Belgians and Austrians became very interested in this project. However, the Finnish company “Stora Enso” announced that they believed there was a shortage in raw material for such kind of manufacturing. Currently, the structure of Perm Krai woodworking industry is well established. The pulp-andpaper industry is represented by 4 enterprises: “Solikamskbumprom” (Solikamsk), “Vishersky PAP complex” (Krasnovishersk), “Permsky PAP complex” (Perm), “Kama PAP complex” (Krasnokamsk). Woodworking is being performed in the Bereznikovsko-Solikamsky and Perm industrial centers and along the Kama River in the harvesting regions. The “PFK” close corporation is one of the main wood veneer producers in Russia. Local authorities plan to do everything they can to develop the timbering complex. This industry is a dynamically developing sphere; and of great significance to the economic future of the Perm region.

ate in November, the chairman of Perm Krai’s government Nikolai Bukhvalov had a meeting with the Dutch “Remco” company director-general Jan F.J. van Vulpen and the director of “RK Logistics” Dmitry Poroshin. The main purpose of the meeting was to discuss the building of metalware plant in Gremyachinsk. Reliable sources say in the meeting the Dutch shared the information about the technology to be used at the plant, the
first application of it within Russia as yet. The authors of the project are expected soon to present the technical and economic basis of the plant. It is proposed the first part of the building will be completed by the end of 2008 and the plant will begin to produce metalwares for shorttime-built houses and storage facilities. Swiss equipment is set in Nytva’s metallurgic plant
A
new machine from the Swiss manufacturer “Agei’s” has been installed and put into production at the “Nytva” public corporation. The modernization utilizing the “Agiecut Classic V2” machine was initiated because of the increased demand for place settings, pots and pans and metallic powder production. The price of the modernization project (including its buying, building job and microcli-
mate’s providing) was reported to be 6,560,000 rubles ($US 268,000). The machine’s utilization will lead to a 33% extension of the output of instruments and provide more qualitative die molds’ preparation.
Oil production at the northern Perm region
“L
UKOIL-PERM” has discovered available sites in the northern Perm region with oil resources totaling more than 13 million tons (81,7 million barrels). This is in addition to prior research data
which indicated there is also approximately 20 billion cubic meters of natural gas, concentrated in the region. Geologists of the oil-producing company have only recently completed initial studies of the “Volimskiy” parcel,
although the oil and gas prospecting/production license was granted in 2001. According to Aleksandr Leifrid, the company’s director general, “the northern direction is one of the most important ones in develop-
ment of “LUKOILPerm” group in the geological prospecting field for the next several years. If the research data is true, the group will receive another source for increasing hydrocarbon raw production”.

In 2006 there were only 48 enterprises entered, but this time there were 116 enterprises, representing 11 territories of the region. IKEA bids to Expand in Perm The IKEA Company has indicated its interest in both of the trading sites for new “mega-stores” as proposed by city hall. The first one (30-40 hectares) is situated in Eastern area of the city. The second one (of total space 135 hectares) is located in
the place of the former state farm «Zveti Prikamya» in the zone of the «Hmeli» housing estate. City officials have decided to open up to these sites for bidding so the Swedish firm could take part on equal terms. The sites will be put up for auction in 2008.

Real Estate Express analysis of the Perm storage facilities market T
he storage facilities market is considered to be one of the youngest and most rapidly growing segments of the Russian commercial realty market. For example in St. Petersburg, Yekaterinburg and other cities it was at very initial stage of development not that long time ago. Presently, the situation is totally different: a real investment-construction boom has begun. What are the reasons? Growth of the economics commerce sector boosted growth of storage facilities market. Modern methods of trade conducting require not only construction of specialized trade centers, but also organization of the whole corresponding infrastructure, including modern logistic center and warehouses. During the Soviet period goods assortment wasn’t wide, thus existing storehouses were sufficient given the low number of trade institutions. Warehouses mechanization level was also very low; with little or no automation. Storage facilities were commonly perceived as non-specialized buildings in which maintenance and modernization were the lowest priority which led further deterioration. By the time large trading companies began what was to be their rapid development in Russia, warehousing was in critical condition and couldn’t satisfy increasing business needs. The consequences are that today demand for new storage facilities in some Russian region centers is higher than supply. In the Perm realty
market warehouses supply is much lower than supply of other commercial realty objects. On the whole, the situation can be described as follows: the market is mostly represented with old “soviet” warehouses, former wholesale depots, enterprises nonspecialized assets, and the “lost” property of bankrupted enterprises. The majority of all the storage facilities in Perm (by common international classifications) may be rated as B1-D (by the way almost all of the other storage can’t be rated even as “D”, because of not having heated working facilities and hangars). In other words, of the storage facilities available in the city, most lack mechanization and automation levels (in most cases the warehouses are not equipped with such basic hardware as loaders, cranes and shelf stands). The facilities often require considerable overhaul and, in whole, do not meet the standards demanded from modern storage facilities and particularly logistic systems. Hence, on the one hand, there are plenty warehouses in the Perm market, on the other hand the
number of facilities which will meet leasers’ requirements, is quite low. The city still doesn’t have any “A” rated warehouses. As a result, most large local companies build warehouses for their own needs, but not for the market. Experts connect the lack of investors’ interest in the Perm storage facilities market with a lower return on equity and longer payback period, compared to the commercial realty market. Despite the fact that construction of a warehouse cost approximately the same as of a office building, the payback

period of a storage facility is longer 2 years longer, equaling 7.5 years on average. A potential investor is also likely to face another problem, which is lack of fine parcels with convenient access (which is urgent, taking in consideration the Perm traffic), to car routes and railroad branch lines. Another urgent issue is providing logistic complex
with trained personnel. There are very few logistics professionals in Perm, and number of qualified top-managers in that field is even less. Nevertheless, experts forecast an increase in the number of highquality storage facilities volumes in the very near future. These expectations are connected with coming of foreign leasers attracted to the current high rates of trade cen-
ter construction. In addition, there are pending changes in the city transportation network. Transport terminals are supposed not to be concentrated at the single place, but to be situated by the all city entrances. According to analytics data, modern high-quality storage facilities may be expected in the next 2-3 years. The material is given by PTDN realty group
Perm Krai will be included into the European logistic system In November, Perm Krai was visited by representatives of the “Barenz Link” rail logistics project based in Finland. The visit was aimed to start development of railway links from the Norwegian port of Narvik through Sweden and Finland to connect with the Russian Trans-Siberian Railroad. According to experts, the route between Europe and Asia, implies that the Perm region will be integrated into the European logistic system. The Finnish delegation was particularly interested in the fact that rates of container shipment from Perm had increased by 5% over the last year. The geography of container shipment destinations from regional enterprises has widened as well. Currently, containerized goods are shipped to Japan, the USA, Middle East and Europe. The visitors emphasized that rates of container freight service between Russia and Finland under the new logistics system would also significantly increase. International carriers are also interested in the “Belkomur” northern trunk-railway project. By the experts’ estimation, this link will shorten the shipping time to Asia from Europe by over 4 days less, and save some 2 weeks of shipping times to and from the USA. The Finnish representatives indicated they are planning to include the project into a presentation of the Northern haul route to be held in Brussels next year.

Real Estate New look of Kama river quay
“PIK” to build new housing district
T
he “PIK” group of companies declared that they are going to buy a 124 hectares lot in Bakharevka region (not far from the airport) in Perm.
The project would feature an atriumpark, which is to tie Sibirskaya street (one of the oldest city streets) with the “lower” quay. This rather large piece of construction is to be designed to feel as a form of light of almost weightless composition, “running down” to the quay and reflecting all the relief features in harmony with the smooth river outlines. The project would also include construction of winter gardens, bars, restaurants, cozy terraces
and fun zones for children with beautiful views of the Kama River. Another important fact, especially for severe Ural climate is the planned installation of a moving sidewalk, which will allow access to the river all on a year round basis. The project also implies the previously proposed erection of an artificial peninsula, where a summer stage is to be constructed. The stage is to be installed in line with Sibirskaya street in such a way that it will be perfectly seen from the whole “up-
per” quay, as well as from special spectators seats, organized in the form of an amphitheatre. Each and every member of the townplanning committee has stated that the project was viable and it should be realized. All that remains for this to become a reality is to incorporate the suggestions and comments which have come out of this review, the made remarks, pass the public hearing stage and reach an agreement about the project with the regional and city organization of monument conservation.
There is no information, yet, on how much the project is to cost, but architects are already warning the city authorities to think hard about the financing of such a major project. We can only guess either it will be budgeted money, or all the investment will be made by the building companies, which may then lease back the project to the city. At the present moment, the city authorities can definitely say that they may lend the land, but no longer than for 49 years.

Plaza Olympia will become Hilton
T
he Plaza Olympia hotel, functioning in the Industrialniy district of Perm, will soon become a member of the Hilton Hotel international network. “Uralia-Progress”, owner of the Perm hotel, has concluded a franchise contract with Hilton Hotels Company. According to Sergei Stashkov, vice director “Uralia-Progress”, the re-branding itself will not require any changes to the design and architecture of the hotel building. The only major change will be to the hotel name front sign-board. After all the work’s done, the Plaza will be called the “Hilton Garden Inn – Perm”, it will
be positioned at the market as an ordinary level hotel. Number of rooms will stay the same. Mr. Stashkov also informed that as a whole the hotel prices will be oriented at the Perm midrange price level. In order to satisfy the international standards for the Hilton Hotel chain, highquality improvements will be made to the building fire safety system. There will also be revised beds and furniture also to meet the Hilton brand standards. A new hotel opening is planned for August, 1st 2008. Until that time, the hotel will continue to do business under its current “Plaza Olympia” name.

Simultaneously the “PIK” group of companies completed an agreement with Perm Administration about the beginning of projecting the new big “Bakharevka” region on 500 hectares territory, where it is planned to build up 3, 5 million sq. meters of apartments and other social objects – schools, kindergartens, hospitals, sport
objects and so on. The period of time during which the project will be accomplished will last from 2007 till 2026. The projecting and building up the 124 hectares lot will be the initial effort of the development. The “PIK-region” company is currently building the “Flight” residential complex in the Industrial region, totaling some 60 thousand square meters. In summer 2007, the company also won an auction for 6,4 hectares lot in Iva region with 109 thousand square meters of apartments planned to be built at the site.

The Perm anomalous zone (which is also known as M Triangle, on the analogy with Bermudian Triangle, Perm Triangle, M-zone) is a territory situated on the left bank of the Sylva river between Molyobka and Kamenka villages at the border of Sverdlovsky and Perm region. It is famous for frequent anomalous occurrences. The zone is about 70 square kilometers in total area.
In antiquity Molyobka was a holy place for Mansies1. Their “Prayer Stone” stone was located there, in the place where offering ceremonies took place. Molyobka village, the Molyobka river, Molyobka lake and Molyobka peack were all named after this stone2. It would appear this place was unusual for some time and perhaps the Mansy’s choice for locating the “prayer stone” here was not coincidental. This zone may have always been an anomalous one, not only after 1980s. But only a couple of months ago the “Miracle” became the matter of Business. This summer experts of Moscow State Tourism and Service University suggested Russian UFO researching station (RUFORS) should take part in creating a “UFO-logical” tourist reserve to be named “The Perm Anomalous Molyobka Zone”. The suggestion wasn’t fortuitous as during the last 15 years researchers of RUFORS station (and its head, Nikolay Subbotin) were carrying out regular annual investigation of this strange place. They plan to create not a simple special nature reserve, but the first Russian scientific “UFO-logical” center, that would
permit different investigations, using the Molyobka Reserve as a scientific ground and conduct Russian and international “UFO-logical” conferences there. In the context of this project they plan to build an observatory, a monitoring station for remote investigating the anomalous zone and
the center of the Internet broadcasting. Tourist routes over the anomalous zone are already worked out; guides and tutors are ready to work. So soon each of us will be able to understand if Molyobka is a UFO cosmodrome, a place of terrestrial anomaly or simply a figment of people’s imagination.

The Kungurskaya ice cave, one of “Seven wonders of Russia” The Kungurskaya ice cave is a featured participant of the federal project, named “Seven wonders of Russia”. Its goal is to attract attention to the conservation of unique historical, cultural and natural locations within Russia. This project came about as a response to a European “New seven world’s wonders” internet project, held in the summer, 2007. The Russian project is designed to revive patriotic spirit and love to the homeland and also to attract attention to conservation of unique historical, cultural and nature memorials. The first round of the project will define 49 wonders all over the Russia (7 wonders from each federal district). The finals will be held from February, 1st to June, 10th 2008, when the whole country will choose the “Seven wonders of Russia” out of the 49 candidates. The results are to be announced on June, 12th 2008 in Moscow. Anybody can take part in the poll and vote for the “Perm wonder”. Kungurksaya is the only Russian cave open for excursions. It is situated in Ice Mountain in Kungur city (75 km from Perm) on the right bank of Sylva River. The cave is an outstanding karst object, approximately 10-12 thousand years old. The full length of the cavern is 5,600 meters and it contains more than 20 grottos and 60 lakes. The tourist routes alone within the cave total over 1,500 meters.

U
ntil the 1917 Revolution, Sibirskaya street was one of the most prestigious streets in Perm. A great number of different social institutions, the best and most expensive shops were located at this part of the city. Along with Komsomolskiy avenue, Sibirskaya street was a favorite place for troika-rides and festivals. Sibirskaya was the first street in Perm to be lit with oil lamps, another reason for the street’s great significance. The buildings constructed on Sibirskaya street a long time ago still embellish the city. Every single house has its own story. For example Passage of Liubimova merchant (presently night club and casino Space Jam), Nobles assembly building (currently club of Domestic Affairs Department), House of S.P. Diagilev, the theatre man, organized “Russian seasons” abroad (today it is gymnasium №11), and the present city administration building (Alexander I stayed here, during his visit in 1824). A great contribution to the today’s image of Perm was made by exiled Poles. The exiled were not allowed to conduct any business, but could evade the restriction, if they had close relatives. Thus, the first book shop was opened in Urals by Joseph Piotrovskiy with help of his Russian wife Olga Pushkina. In the 1950’s it was superstructed, and since then it is the Central grocery store. The main sight of Sibirskaya street is the Theatre square and the Chaikovskiy Opera and Ballet theatre, situated there. In 1896, for the first time in Russia, a municipal opera theatre was founded by the means
of the city council. Since that time Perm is known as city of music and theatre. In 1907 a fountain with starlets (rare species of sturgeon family) was constructed in the square, what was considered to be an incredible luxury. Later, in the Soviet period, a Vladimir Lenin memorial was erected right at the square center. Probably owing as much to its allure as a part of the city’s nuptial

The older generation people still call it “Karl Marx” sometimes. traditions than for any ideological reason, the memorial is still safe and sound today, unlike many other memorials to the leader of the Russian revolution. The theatre square is surrounded with buildings, which have a great history in of themselves. Right across the street from the square, there is a still functioning pharmacy, first opened on December, 1st 1812. The building beside it is the general Post office, the place, where all the Perm region roads officially start from. Here you can find a memorial milestone, which says “Zero kilometer. 1300 versts to Moscow” (verst is the old-Rus-
Romanov spent his last days here. Michael Romanov is the younger brother of Nikolai II, whom he abdicated the crown to. The Grand Prince was kidnapped from the hotel and killed. There are several version of where the last (virtually) Russian czar Michael Romanov had been executed and buried. The old residents of Motovilikhinskiy district say that Michael Romanov was secretly buried at the old Zaprud cemetery. Well, there are many other interesting fact about Sibirskaya street, sincerely loved by the Perm citizens, but that’s let’s keep in for another time.
A ghost, the love guardian By Ludmila Prokopets It is commonly considered that ghosts always cause only troubles. As if they are noisy, susceptible and vindictive egoist creatures. However, Perm has a story of a ghost, which helped and cared for people. There are two big and beautiful buildings, situated at Kommunistisheckaya str. (formerly Petropavlovskaya str.). The first one is at the intersection with Sibirskaya str. In XIX century it belonged to classic men’s gymnasium, later in 1923 it was given to rabfac (labor faculty) and in 1923 it was occupied by medical faculty, derived from the classic Perm University. Today this building is a part of Medical Academy. The other building, located at the junction of Kommunisticheskaya str. and 25th October str., was constructed in 1880’s for Mariinskaya women gymnasium. Today this building is almamater of Agricultural Academy students. Theatre square, situated between these two buildings, was constructed in 1883 at the place of former paradeground, and today it is one of the most beautiful and romantic nooks in Perm. This was the place for girls from Mariinskaya gymnasium to walk after their studies; this was the place for boys from classic men’s
gymnasium to spend spare time. This is the place, where they met, fell in love and made declarations of eternal love. Nevertheless, sometimes cheatings took place there. And that is the case for the ghost to act. Until the middle of the last century there was a wooden log at the very place of the present box office. Nobody knew who its owner was, but the ghosts lived exactly
in this house. Perhaps, the ghost was a soul of rejected girl or boy, cruelly cheated by his mistress. Anyway the fact is that the ghost didn’t like traitors. That’s why it caused many troubles and ugly things to anybody, who dared to come to the square with a new lover. The only way to solve the problem was to get back together with the former beloved one. Today boys and girls study together, the log was razed to the ground, but the soul of the square is still alive. That’s the reason why all the newly wedded come here after registry office (though they place flowers to the memorial of V.I. Lenin, but that’s another story) and tie colored ribbons at the wishtree for the sake of love. That’s the start of a new love legend of Perm.

Say… you are not from around here, are you? Ahhh hah! You are foreigner here in Perm! I can tell after five years of “not blending” here myself, I can spot you folks a mile away… And you are probably getting a little hungry and looking to find a place to eat. My friend, I am The Foreigner (“TF” to nobody in particular) and I am here to help. So let us not tarry about. Let’s go right to this week’s review.
Location
This week we are at the “Vaclav” restaurant! It features Czech cuisine and is located on the ground floor of an attractive modern building about a long block off of KomPros (ask somebody where that is!). I will give it an 8 for location… close to “city center” of Kom-Pros and Lenin. It’s not their fault I slipped on the snow covered polished granite sidewalk and nearly fell on my butt. Or is it? Where the hell is my lawyer?

Czech. I do not know what you think about when someone suggests Czech food but I instantly envision large plates of “the other white meat” and great beer to ease it all down with. I am here to tell Vaclav has this nailed. If you are not into pork and beer you probably should look
I found the prices only moderate. Actually a little lower than I expected. Drinking lots of beer and a belly full of food my friend and I could only spend 1,800 rubles (that converts at about $5 million dollars now, I think) pretty reasonable. Of course, beer chugging vis a vis wine guzzling will save you a few kopeks. So I guess the Czech check checked out. So to speak.
Atmosphere
I would rate the atmosphere in Vaclav appropriate to the drinking of beer and eating obscene amounts of pork. There was the obligatory “rustic” furniture… the bar upstairs (quite full) was substantially busier (and smokier) than the sparsely populated dinning area downstairs. Throw in a few Czech flags, etc… and you get the idea… This is not the stuff of romantic dreams… give it a “6” for being appropriate.
Service
Call me jaded, but I am about done in with waitresses in “native rural dress”. I, for one, am willing to forego thematic consistency in exchange for a return to short leather skirts but then I am hardly being fair, am I? So our authentic Czech milkmaid promptly provided us with the Russian (only) menus and paused long enough to take our beer order. I should note, our waitress did not speak English nor did any of the others, but it was claimed they all understood “critical” English words for the menu selection. Might be true… I don’t know. Although the beer
was served cold and what we ordered actually arrived, service for most of the evening was hard to come by, despite the scarcity of customers. Our waitress spent most of the evening engrossed in a magazine. Service gets a 3. I don’t think they speak Czech either.
Menu and Food
I admit it. I like English menus. I am sorry this only confirms my ignorance and cultural insensitivity but on the other hand I like having some clue on what is available to eat. Unfortunately, the menus in “Vaclav” are only in Russian. I suspect the Russian was translatable, in a pinch, but my dinner companion speaks the lingo… so we made do. The cuisine on offer was, as noted above, seemingly close to its Czech pretensions. It was all there… sausages… and increasingly large portions of pork all the way up to the whole pig (let). Fortunately, by this time, our first beer arrived. Vaclav brews their own beer and results are outstanding. I absolutely loved the lager I had… and suddenly understood why the bar upstairs was jammed with customers. My partner had a “dark beer” which was a little on the mild side for a “dark” but certainly decent. With my mood substantially improved, we ordered some starters. I went for the “Beer Soup” (uhhh “peeva supa”). It looked the part when I received it. Covered with a browned bread crust over running the bowl, but proved to be only lukewarm and incompletely nuked. Back in the world, I might have sent it back, but the effort to overcome the language barrier in explaining it all was
sufficiently daunting that I soldiered on. The soup’s flavor was decent if not exceptional; kind of a brown stew complete with chunks of tender beef. My friend opted for the Vaclav salad which looked great but was described as “ordinary”. More of the great beer and our main course arrived. We both chose the sausage or kielbasa (which is close to the Russian). Mine was pork, my companion selected the lamb. I spend a lot of time in Germany so this almost feels sacrilegious to say but my sausage was one of the very best I have ever had in a restaurant. Tender, juicy, flavorful… Absolutely outstanding. The “lamb” sausage was also delicious with a curious herbal taste this was hard to place but easy to enjoy. The portions were as large as would be expected in a decent Czech restaurant… thank goodness. Each dish came with fried potatoes and sweet cabbage. The next time I am going on that whole pig! So where are we? Up and down… But let us concentrate on what brought us here… beer and meat… And in both of those critical categories, the Vaclav was outstanding… An easy 8 out of 10. n the 25th of November, the 3rd Moscow Millionaire Fair finished in Crocus-Expo. The fair features first-rate luxurious goods and services from throughout the world. During the four days, current and hopeful Russian fans of the “luxury lifestyle” as well as a number of foreign guests had a unique chance to look at the novelties of luxury market and even become their lucky possessors. The Millionaire Fair is annually held in different cities of the world. “The Millionaire Fair is more a lifestyle, more than just a fair. It is a fairytale world of luxury – something between the famous London “Harrods” department store and the Disneyland. The Fair’s concept is to amaze and titilate people’s imagination. That’s why only those, who can offer interesting and unique goods, which the millionaires haven’t seen yet, are invited to participate. That’s the main idea of the Fair” says the fair’s founder Yves Gijrath. The Millionaire Fair is based on a special concept: goods are presented in glamorous and refined atmosphere. Millionaires come here to have a rest, that’s why the high emphasis is traditionally placed on the entertaining program. Guests can take part in “Phillips de Pury & Co” auctions, watch “Gianfranco Ferre Furs” and other Russian stylists’ fashion shows, participate in gastronomic shows and master classes, listen to the good high quality music, visit high society parties and so on… In spite of the fact that the Fair was organized for a few people, the Millionaire Fair 2007 was visited by 45,500 guests. Attendees to the fair included representatives of the business elite, government members, Mass Media, Russian stars and other connoisseurs of “real quality” demonstrates that it is becoming more and more popular. For many of the visitors, the Millionaire Fair has become a part of their life, a really welcome event of autumn.
“Heliks” will get businessmen up the sky
T
he only private air-company in Perm, owned by businessman Aleksandr Fleginskiy, aspires to widen its sphere of action. “Heliks” is going to open a helicopter dealership, as well as an air-club, where the interested ones could purchase an aircraft and as learn to pilot them. According to the Arseniy Pavlov, director of LC ”Heliks” management company” (responsible for air assets of Mr. Fleginskiy), the company has already prepared for sale seven Robinson helicopters (USA, cost range $US 500-600,000) and one Eurocopter 130 chopper (France, approximate cost is $US 5.3 million). Henceforth “Heliks” is also planning to become an authorized dealer of one of the world leading helicopters manufacturers. Although Mr. Pavlov noted that the negotiations are already being held, he was unable at this time to reveal name of the company, which “Heliks” wanted to deal with. Besides helicopters sales, the company is going to establish a helicopter center
and club. The center plans to deal various additional services in addition to the sale of rotorcrafts. The club is to include heliport, pilots’ training center, tech support station and a small rest and hotel area. A 10-hectare parcel is required to fulfill the needs of construction. The total investments volume is estimated to be from $US 3 to $US 10 million. The “Heliks” topmanager states “The volume of bargains, concluded in Perm, allows us to assume that there is a demand for helicopters”. He even informed that they already have some potential customers. The director estimates 10 choppers of year sales. “Heliks” is the only private air company in Perm. Besides CJC “Heliks” there are two companies in Perm at the same market. They are Perm branch of “Gaspromavia” (daughter enterprise of “Gasprom”) and “Perm airlines”, which also rents helicopters. Annual volume of rendered helicopter services is estimated to be approximately 4,000 flight hours and about 100 mil-
lion rubles or $US 4 million (2006 prices). This market is being formed due to demands of oil and gas companies, as well as services rendered for forest protection activities. Viacheslav Tekoev, the acting director general of the “Perm airlines”, thinks about the competitors’ project with skepticism. Mr. Tekoev says “I don’t think that there will be a queue for helicopters. After all, choppers are goods sold by the piece. And it is clear from passenger flow statistics that our people are not that rich”. On the other hand, the region’s administration shares the “Heliks” optimism. “There are a million citizens in Perm. There will surely be customers” – the officials say. Accordingly to our source, small-scale aviation is developing very rapidly and successfully in Russia. n the 29th of November a festive ceremony devoted to summing up the 1st regional contest “The Powerman XXI” was held in Perm. The organizers were the Swiss “Atlas Copco” industrial trust and the Powermen Association of Western Ural. The main purpose of the contest was to help foster innovational technology in the sphere of power engineering by choosing the projects which have made the best contribution to increasing power effectiveness, optimizing costs and ecological safety.
60 local firms participated in the contest. Among the participants there were: “Motovilikha Plants”, “Perm Motors” public corporation, confectionary factory “Permskaya”, “Iskra”, “Chemical Fertilizers” public corporation, “Airmotor” and “Permmoloko” public corporations, “StroyPanelComplekt” and others. 6 companies reached the finals: • “Aviation reducers and transmissions – Perm Motors” public corporation • “SAN InBev” public corporation • “Perm Motor Plant” public corporation

For next year, the organizers have decided to extend the geography of the contest and invite participants from Ufa, Yekaterinburg, Cheliabinsk, Tyumen and other cities to participate.

Better future for street children

he American charity organization “Love’s Bridge”, in cooperation with the Perm charity fund “Protection”, run a charity project, devoted to providing help to street children, and to bring them back to normal life in society. Love’s Bridge has developed a system of help, based on methods which proved their effectiveness in
other countries with the same problems. First of all the volunteers get acquainted with the children in their environment (on the streets), gradually gaining their trust. Then children are invited to the day center “Children Without a Home”. At the Love’s Bridge children are not just been fed and dressed up. Getting children from the street, helping them, preparing them to
work, the project specialists and volunteers help them to break the circle of poverty and build their future. Adolescents are helped to get back to schools, enter a college, where they can get simple professions such as painter, cook, plasterer, etc. The purpose of Love’s Bridge is to help every child to start his independent life when they are 18 years old.

A “Persona Grata” will be chosen out of Perm bankers

or the seventh time one of the most significant social projects — the “Persona Grata” contest — is held in Perm. This year banking experts will name the most outstanding credit and financial organizations and the leaders of financial market in Perm. The “Persona Grata” contest is supported by the central directorate of “Russian Centrobank” as well as both Perm Krai and Perm city authorities. Concerts
Capitals of Perm the Great In the 15th-16th centuries, ancient Cherdyn was the capital of “Perm the Great”, the name by which the region was known at the time period. In the 17th century, Solikamsk, the center of Russian salt production, began to flourish. It was here that the Babinovsk road began, which, for two hundred years, was the only road connecting Europe and Asia. Beginning in 1737 the Ural’s commercial and handicraft hub, Kungur, also became the center of Perm province. It is thanks to the Kungur merchants that tea became a popular beverage in Russia in the 19th century. By the end of the 18th century, Cherdyn, Solikamsk and Kungur had all been eclipsed by the city of Perm as it became the region’s main city as it remains to this day. From the 19th-to the beginning of the 20th century, Perm was known as the city of “officials”, for it was here that government of the region was based.
