They help other leaders to grow, gain strength and conquer metropolitan and world heights.

The founders will be glad to see the new generation of able bodied Perm residents, ready to battle not only not only on Moscow arenas, but European as well. Looking back in the past, it is worth to mention that the idea of the community

which would support friendly and professional bonds, but also preserve spiritual values had been wandering in the minds for a long time. It was officially established in July 1998 as a noncommercial regional public organization. The founders set the priority mission to provide every possible assistance to effective social and economic development of Permsky Krai, protection of the interests and promotion of

the region’s image at the federal level. This stands as a top mission up to this day. Behind these seemingly dry words stand fantastic efforts put in cooperation with executive authorities of Perm and Permsky Krai for future complex development of mutually beneficial commercial, scientific, and cultural relations. There is hardly any other than representatives of “Zemlyachestvo” who is more aware of the region’s needs and who is more competent in the matters of inter-regional cooperation. There are numerous times when members of the “Zemlyachestvo” selflessly took part in the social life of Prikamye, tried hard to implement important social programmes. he President of the EU General Affairs and External Relations Council, Slovenian Foreign Minister Dimitrij Rupel, chaired a ministerial meeting between the EU Troika and the Russian Federation in Luxembourg. Apart from Dr Rupel, the EU delegation included the EU High Representative for the common foreign and security policy, Javier Solana, and European Commissioner Benita Ferrero-Waldner, while the Russian delegation was headed by the Russian Foreign Minister, Sergei Lavrov.

The Slovenian Minister for Foreign Affairs, Dr Rupel, underlined the importance of the meeting as part of the preparations for the EU-Russian Federation Summit in Hanti Mansiisk in June. It will also be the first op-

portunity for a meeting with the new Russian President Medvedev. The EU is looking forward to this meeting because Russia is an important partner with which the EU wishes to intensify mutual cooperation. In this context, the Slovenian Foreign Minister assured his counterparts that the mandate for negotiations on the new partnership agreement and cooperation between the EU and Russia received overwhelming consent at today’s EU Council debate, with just a few aspects that still need clarification, so he expects this work to be concluded in the

near future. The GAERC President also ensured his fellow ministers that the EU supports the rapid conclusion of negotiations for Russia’s entry into the World Trade Organization; following which the European Union can immediately start to discuss the conclusion of a free trade agreement with the Russian Federation. The issue of human rights, to which the EU attaches particular importance, was also discussed. Dr Rupel observed that President Medvedev’s positions on this issue are of particular importance.

He also expressed the hope that Russia would ratify the Protocol on the Reform of the European Court of Human Rights as soon as possible. At the end, the Slovenian Foreign Minister emphasised that the European Union and Russia share a responsibility for global stability and security; in the part of the meeting focusing on political dialogue, Dr Rupel also expressed concern about tensions between Georgia and Russia in relation to the ‘frozen conflicts’ in Abkhazia and South Ossetia. www.eu2008.si

Russia closes Soviet-era weapons grade reactor

R

ussia said on 21st April it had closed a weapons-grade plutonium reactor as part of a deal with the United States to reduce the risk of proliferation from Cold War-era nuclear bomb plants. The reactor, at a secret Siberian plant founded by Soviet leader Josef Stalin, was turned off on Sunday, 45 years after it was started up to create plutonium for the Soviet weapons programme.

«The industrial reactor ADE-4 was finally stopped on Sunday at 11 in the morning. That is the final closure of the reactor,» said a spokesman for the Siberian Chemical Combine, in the closed city of Seversk, formerly known as Tomsk-7. After the end of the Cold War, weaponsgrade plutonium was no longer needed for Russia`s nuclear weapons programme. But the reactors at the plant were kept running

to provide heat and electricity for the local community, and the U.S. Department of Energy has estimated the plant produced enough plutonium for several nuclear bombs a week. The unwanted plutonium was stored at the plant, prompting environmental groups to raise questions about its security. Russia says its nuclear plants are properly guarded. Aid from the United States was used to help refurbish a 1950s coal-

fired power plant, reducing the community`s dependence on the reactors for power. Another reactor at the plant, known as ADE-5 and started in 1965, will continue to produce heat and power until the summer. The United States and Russia agreed in March 2003 to shut down Russia`s three remaining plutonium-producing reactors. The U.S is funding an electricity and heat plant to replace a plu-

tonium plant near the closed city of Zheleznogorsk, formerly Krasnoyarsk-26. The plant at Zheleznogorsk, which would be Russia`s last, is scheduled to be shut down by late 2010. Plants that supplied material for nuclear weapons were among the best-kept secrets in the Soviet Union. Russia gasoline tax seen negative for oil industry

A

Russian government plan to differentiate gasoline excise taxes based on fuel quality will raise the tax burden for the country`s oil companies, benefiting only a few firms owning sophisticated refineries, analysts said. Troika Dialog brokerage said the Finance Ministry`s proposal could raise the tax burden for the oil industry next year to $4.9 billion, or $260 million more than it would otherwise pay. By 2010, the industry may end

up paying an extra $1 billion. «The Finance Ministry seems either to be living in a dream world or is not supportive of the oil industry to propose such measures,» Troika said in a research note. The ministry has proposed reducing the excise tax on high-octane gasoline of Euro 4 and 5 standard by 12.6 percent, while increasing the tax by 7.5 percent on Euro 3 standard gasoline from 2010, Interfax news agency reported on Tuesday.

It said the ministry had proposed raising the tax for gasoline with lower octane numbers of 92 and 80 by 7.5 percent and 46.8 percent respectively from 2009. The current rates, introduced in January 2005, are $153 per a tonne of high-octane gasoline and $112 per tonne of low-octane gasoline. «With current prices at the pump, we very much doubt that oil companies will be able (or allowed, for that matter) to pass the tax increase on to the end

consumer, especially agricultural ones that use mainly low-octane gasoline,» Troika said. Analysts at Deutsche Bank and UniCredit said the measure, designed to stimulate the production of more value-added and environmentally friendly oil products, could be positive for oil companies which have more sophisticated refineries. «We expect the changes to have a positive effect on those companies which have already modernised their refineries, such as LUKOIL, TNK-BP TN-

BPI.RTS and Gazprom Neft,» Deutsche Bank said in a research note. «But other companies ... will have to make investments to improve the quality of refined products that they produce.» Alfa Bank said the suggested proposals, which are likely to have a negative shortterm impact on oil firms, may be positive in the medium and long term. The ministry`s proposals have yet to be approved by the government.

ata concerning the manufacturing industry of Perm krai show its dynamic development. Though only few of its sectors stand among the most promising industries. The dynamics of process industries is one of the most important characteristics of the economic development of Perm krai. One of the main problems of the regional economy is its intense concentration. The possible solution of the problem is development of some particular branches of process industry. Besides it is this industrial sector that the prosperity of the whole region depends on. According to statistics for January – February 2008 (later data are unknown yet) the part of this industrial sector comes to around 70% of the industrial output of the region. Experts say Perm manufacturing industry is going now through its growth period. The most promising sectors are chemical and electrical as well as

hardware industries. In January – February 2008 the turnover of this economic sector amounted 73.3 billion rubles that exceeded the showing for the similar period of the last year by 40.3%. It means that its development is speeding up as against the year 2007 when the rate of turnover growth made up 25.15. The showing of the volume of the output of manufacturing industry for the same periods were 107.4% in 2007 and 104.1% in 2008. The best showing for January – February of this year was made by textile and clothing industry: the index of its production growth amounted 250% as compared to the same period of the last year. Besides the amount of products increased in such sectors as machinery and equipment production (by 35.4%) and rubber and plastic items production (by 31%). The growth of the amount of products of manufacturing industry goes along with sig-

nificant improvement of the financial condition of enterprises in this field. According to the statistical data of 2007 the profit of the sector was 53.6 billion rubles that exceeded its profit of 2006 by 27%. The best indices were shown by machinery and equipment production (an increase by 3.3%), hardware production (an increase by 99%) and electrical industries (an increase by 72.5%). The final analysis of the year 2007 showed that the most profitable sectors of manufacturing industry became chemical (the profitability – 28%), hardware (20%), petrochemical (13%), woodworking (13%) and engineering (12%) industries. Usually the most profitable industrial sectors invest a lot in their development. It is chemical industry that produces the biggest volume of output and that carried out 49% of investment in manufacturing industry, i.e. 15.7 billion rubles, in 2007. According to the statistics of Perm city

Lufthansa posts record first-quarter result for 2008

in 2007 the increase in investment in the fixed capital of manufacturing industry made up 8.2%, the absolute index was 32.1 billion rubles. The best showing as against the results of the previous year was made by electrical industry. The indices of rubber and plastic production, hardware production and metallurgical industries increased by 60%. The most promising sectors of manufacturing industry attract foreign investors. Statistical data show that in 2007 74% of foreign investment in this industry are brought by chemical production (i.e. $141.4 million), 16% (i.e. 31.1 million) - by electrical industry. At the same time in 2007 investment in the fixed capital of some industries decreased. For example investment in pulp and paper, publishing and printing and metallurgical industries dropped by 40-50%, in engineering industry – by 25%.

Finnish Specialists Will Give a Hand T he Territorial Generating Company-9 (TGK-9) and the Finnish company “Green Stream Network Plc” have signed an agreement on “carbonic” project monitoring within the framework of Kyoto protocol regulations. Cooperation with the “Green Stream” will help TGC-9 to attract extra investments for priority projects execution, says the company’s press-centre representative. The “Green Stream” is intended to monitor the TGC-9 projects in the carbonic market: from the Project Design Document elaboration to the waste control units’ sales to

certain investors. Within the signed agreement two TGC-9 projects are addressed: Perm Combined Heat and Power-6 (CHP-6) reconstruction with the combined-cycle plant application (expected greenhouse gases reduction up to 604 thousand tons of CO2 equivalent) and generation development in Berezniki (expected greenhouse gases reduction up to 912 thousand tons of CO2 equivalent). According to the company’s representatives, TGC-9 started to work on “carbonic” projects in 2006. Preliminary information on the projects concerning Perm CHP-6, Novo-

Bereznekovskaya and Novo-Bogoslovskaya CHPs has already been elaborated – this is a document necessary to submit to various tenders in the sphere of carbonic projects and investment. The inventory of the greenhouse gases waste provoked by TGC-9 sites work over the period of 1990-2005 is practically completed. All the production sites of TGC-9 are equipped with the company-wide information analysis system “Greenhouse gases” indispensable for waste monitoring. According to the TGC-9 data, the Finnish Company “Green Stream Network Plc” is the manager of the “Multilateral Carbon

Credit Fund, MCCF” in the Russian Federation. MCCF was founded on a joint initiative of the European Bank for Reconstruction and Development (EBRD) and European Investment Bank (EIB) to support “carbonic” projects in the countries of Central and Eastern Europe and Central Asia. The MCCF participants are countries-shareholders of EBRD or EIB, private and state-owned corporations that buy carbon quotas in order to meet the greenhouse gases waste reduction requirements or those that voluntarily take part in carbon quotas trade.

Operating result for the first three months climbs to 188 million euros

All the business segments contribute to the success despite the challenging economic environment The Lufthansa Group has posted a record first-quarter result of 188 million euros for 2008. Despite a challenging economic environment, marked by record levels in oil prices, uncertainties due to the crisis in the financial market and increased competition, the Group was still able to significantly increase its result and passenger figures. Lufthansa has therefore succeeded in continuing from where it left off with the positive developments of the previous year. “We have had an excellent take-off into 2008”, said Lufthansa Chairman and CEO Wolfgang Mayrhuber, when presenting the quarterly figures. “We are on the right course, we are standing out from the crowd and we have reached a respectable cruising altitude. Our distinct customer orientation and the targeted employment of funds, as well as our careful course and continuous improvements to efficiency will allow Lufthansa to achieve further controlled and profitable growth.” All the business segments of the Lufthansa Group increased their operating profit to contribute to the improved result. The Passenger Business segment was again able to score points amidst the hard-fought competition. The attractive premium products, the selective expansion of the route network and the successful integration of SWISS also played a major part in the excellent quarterly result. Mayrhuber emphasized that it was of great future importance that the airlines of the Lufthansa Group had succeeded in further improving their already strong positions in the corporate customer business. The Logistics business segment also achieved an excellent first quarter result thanks to a rise in revenue accompanied by cost saving measures. Both business segments were able to successfully compensate the rise in fuel prices. The MRO and Catering business segments managed to improve their profitability in spite of the negative currency exchange factors. In the IT Services business segment, the positive effects of the implemented restructuring measures were already felt in the first quarter. Lufthansa remains confident that it will be able to attain an operating result for 2008 that matches the record figures achieved last year and intends to record further improvements. The Lufthansa CEO stated that this continued to appear possible despite the fact that the worldwide economic conditions have worsened perceptibly. Precondition is, however, that the market environment does not weaken further and that the Lufthansa Group can continue to successfully compensate the increased fuel prices as it has done in the past. Wolfgang Mayrhuber declared that, “making provisions is worthwhile and flexibility pays off. We shall continue to heed this advice in the future. We will adapt to the conditions around us and seize our opportunities as they come in the constantly changing market. We will not shy any headwinds, but use them for lift.”

news in perm Perm krai aspires to Europe Recently the delegation of Perm krai and the administration of Lower Saxony discussed the project of a memorandum of international cooperation. The meeting took place in Germany where there was an international industrial fair “Hannover Messe-2008” on April 21-25. Every year representatives of leading companies from 70 countries take part in this significant international event in the sphere of technology. This year the main subjects of the fair were automation, power ingeneering technology, industrial subcontracting and servicing and future technology. It was the first time that projects of mobile robots and autonomous systems had been represented at the fair. The Perm delegation also visited the Academy of Management of Lower Saxony where specialists from Russia and CIS countries receive retraining of their professional skills. Another place that arose great interest of the Perm delegation was the “East Europe” centre of Lower Saxony which is the most important institution for those trade representatives of Russia and CIS countries that want to come into the market of Germany and other countries of West Europe. Acoording to the deputy chairman of the Perm government Yuriy Utkin cooperation between these regions could be quite promising. In Perm krai there are things worth presenting abroad, besides foreign partners are interested very much in our region. Signing of the memorandum of cooperastion between Perm krai and Lower Saxony is to take pace in the autumn of 2008.

Perm centre of cooperation with business

he Perm authorities are going to create a centre of cooperation with business. The centre will aim to provide all necessary information about investment projects of Perm city.

It will be organized within the department of investment policy of the city administration. The centre is supposed to include an office of advisory activity and an office that will regulate the cooperation between business representa-

tives and the city administration. This will allow the city authorities to expedite problem solving, to take controle of situations and thus to accentuate the main problems of cooperation with business at the very first stage of

AIR BALTIC Won’t Fly to Perm Back in the summer of 2006 the Air Baltic Company announced the intention to include Perm in its route network. However these plans had to be delayed for the reason of deficiency of intergovernmental agreement between Latvia and Russia. In March 2007 the agreement was finally signed and the Air Baltic gained the right to exercise flights connecting Riga and Sochi. According to the Ministry of Transport press-service, the first flight will be effected in June 2008. However the Latvian carrier Air Baltic is not likely to fly to Perm, says Andrei Votinov, board of directors’ president of the Russian-Baltic company. The Ministry of Transport of the Russian Federation isn’t interested in the Perm aviation node development, that’s why it refuses to coordinate flights.

From May 14, 2008 there will be regular flights of the “Airflot-Nord” company with the route St. Petersburg – Perm – St. Petersburg on Mondays, Wednesdays and Fridays on planes Tu -134. In 2007 the company carried out 20.4 thousand flights that transported more than 1 million people and more than 5.5 thousand tons of cargo and mail. For comparison in 2007 the number of passengers of the company was just 875 thousand people.

The “Czech airlines” company is said to intend to organize direct flights from Perm to Prague. Today this airline carries out flights from nine Russian cities such as Moscow, St. Petersburg, Yekaterinburg, Samara, Omsk, Irkutsk, Barnaul, Kemerovo and Rostov. For example planes from Yekaterinburg to Prague have been flying for four years already. Today there are four flights a week. The negotiations between “Czech airlines” and the administration of Perm airport “Bolshoe Savino” have been carried on nearly for a year. The manager of a big tourist company in Perm said that direct flights to Prague could be expected in the nearest future. McDonald’s come to Perm

Recently at the press-conference held in Moscow the McDonald’s company declared its intention to come into the Perm market in 2008. Apart from Perm city new restaurants will be opened in Kaliningrad, as well as in the central part of the country and in the Volga region. On the whole the company intends to open 40 restaurants. According to the Internet site www.pir. ru this year new McDonald’s restaurants have been opened in such cities as Kostroma, Chelyabinsk and Tumen. The company said that 21 new restaurants had been opened in Russia in 2007. More than 1.5 billion rubles were spent for this purpose. Besides around 10 million rubles were put up for reconstruction of ten McDonald’s restaurants. The program called “breakfasts” has been introduced in all restaurants except for food courts in shopping centres. Today in Russia there are 193 McDonald’s restaurants and 34 Mac Cafes with the number of clients of nearly 200 million people every year. The first head of the “Permskoe Zemlyachestvo” society was the first former governor of Prikamye and first vice-speaker of the Russian State Duma, Boris Yurevich Kuznetzov. In 2004 Andrey Kuzyaev, the president of “LUKOIL Overseas” was elected new head of the society. In May the cooperation memorandum was signed between the Perm Chamber of Commerce and Industry and the Moscow regional society “Permskoye Zemlyachestvo” The document was officially signed by CEO the Chamber of Commerce and Industry Vikor Zamaraev and the first deputy of the chairman, executive director of the “Permskoye Zemlyachest-

vo” society Yuri Antonov. The agreement implies, in particular, development of well coordinated policy for creation of economic conditions for effective running of business. The policy features three main points of social partnership, implementation of national priority projects, and establishment of social responsibility and positive image of those two organizations in the regions of activity. Also the memorandum of the Perm CCI and the “Permskoye Zemlyachestvo” implies the cooperation with authority bodies of Permsky Krai in order to establish favourable conditions for entrepreneurship. The separate paragraph of the policy programme describes in detail the attraction of the commercial structures’ attention to the social sphere, improvement of current charity system. n April 24 during the Annual General Meeting METAFRAX stockholders approved the annual balance sheet and statement of profit and loss, independent auditor report and revision commission statement. In 2007 METAFRAX gain accounted to 7,550 billion rubles exceeding the last year’s index by more than 20%. The company’s products to the amount of 7,308 billion rubles were shipped, including export shipments to the amount of 3, 2 billion rubles. Taxable profits amount to 2,275 billion

… “Motovilikha Works” Is to Pay Out 39 Millions

Armen Garslyan stated that in 2008 investments in production are set to reach 1 billion rubles. These funds will be spent on pentaerythritol department reconstruction (bringing its production capacity to 25 thousand tons per year), urotropine plant rehabilitation (increasing its capacity up to 20 thousand tons per year), modernization of polyamide shop and loading / unloading methanol rack. Other plans of the company include gaseous nitrogen plant construction and rail infrastructure expansion.

During the “Motovilikha zavody” Annual General Meeting the holding’s board of directors recommended the stockholders to decide on dividends distribution on the results of the year 2007: dividends should be paid out at the rate of 0,04 rubles per share of 1,5 rubles value. The total sum of payments amounts to 39,684 million rubles. According to the Open JSC “Motovilikha zavody” press-service, the last time the holding paid out dividends was in 2000 on the result of 9 months work. “The amount of net income this year allows us to distribute the dividends”, explains the company’s employee.

News about the timber industry zone of Dobryanka The representatives of the Finish Ruuki Group have visited Perm krai in order to see whether there are territories that could be used for constructing timber works. The area that has attracted their attention is the region of Dobryanka town. This visit makes it more complicated for the administration of Perm krai to choose an investor for constructing a pulp and paper mill in the region of Dobryanka. It should be mentioned here that development of the timber industry zone of Dobryanka is one of the foreground tasks of the krai authorities. Some timber works as well as a pulp and paper mill are expected to be built up in that area. The participants of this project consider that there will be enough space for every planned construction. Last year it was the Austrian “Kronospan” company, a producer of wood-based panels, which became interested in Dobryanka town. Then “Kronospan” concluded a contract with the krai administration that stipulated a construction of a wood-based panel factory in the region. The investor was offered a territory of 200 hectares in Dobryanka. The company said it was going to invest €300 million in that project. But the negotiations reached a deadlock as the investment company insisted that charges for infrastructure construction should be borne by the region authorities. The latter said they were not ready to bear such charges.

“Motovilikha” loads its weapons

T

he term of a threeyear contract of the general director of the “Motovolikhinskie zavodi” company Ivan Kostin will be prolonged for one more year. It seems apparent that the shareholders of this company rely on the fact that I. Kostin will manage to come to an agreement with the administration of the Russian Armament Export about delivering its products to India. The previous contract of $450 million with this country was successfully implemented by the company this spring. “Motovilikhinskie zavodi” manufactures weapons of war and oil-production equipment. In 2007 its profit was 9.6 billion rubles and the clear profit was 372 million

rubles. The company is under control of the “Rus”company of Moscow, 25% of its shares are held by “Oboronimpeks”, 10% – by the Federal State Unitary Enterprise “Splav” of Tula city. Ivan Kostin took up this post in 2002 replacing the previous director Evgeniy Mokronosov. Before that I. Kostin ran the “Kamaz” company for five years. His main achieve-

ment at that post was restructuring of a debt of more than $1 billion. At “Motovilikhinskie zavodi” he also works as antirecessionary manager. When in 2002 the “Rus” company bought “Motovilikhinskie zavodi” it got its financial problems as well. The dead loss of the company was 529 million rubles. Ivan Kostin managed to get the company over the crisis: in 2004 its clear

profit was already 150 million rubles. And in 2005 his contract was prolonged for three more years. The profit of the holding company grew from 2.6 billion rubles in 2002 to 9.6 billion rubles in 2007. At the end of the year 2005 “Motovilikhinskie zavodi” signed a contract with the administration of the Russian Armament Export that stipulated delivering its products to the sum of $450 million to India. Perm engeneering companies approved the choice of the shareholders of “Motovilikhinskie zavodi” of Ivan Kostin as the general director. “He is one of the best top managers. For me he is someone to look up to”, as the general director of “Proton-Permskie Motori” Igor Arbusov said.

JSC “Aviadvigatel” has signed a contract with «Int-Energia»

ccording to information, given to EAN agency by clipping service of the Perm engines-construction complex, at the X international show “Engines-2008”, held in Moscow, JSC “Aviadvigatel” has signed a supply contract with LLC “Int-Energia” of two power generating units for construction of a power plant in Bulgaria. Two power generating units GTPS25P, constructed in Perm, are ordered for combined-cycle plant of the electric power station with total power of 65 megawatts. The power station, ordered by Bulgarian company Petromax Power, will be built at north-east of Bulgaria in the Ruza city. The equipment delivery is scheduled

for the end of 2010. The power plant construction project is international: gas-turbine units are supplied from the Perm region, 14.4 megawatts steam turbine – from Kaluga (Kaluzhskiy turbine plant of “Silovie machiny” (Power Units) concern). Two recovery boilers, designed by Canadian company Innovative Steam Technologies, are constructed by LLC “Montazh–Complect-Engineering” (Setup-Assembly-Engineering) from Sofia, Bulgaria. Currently, there are negotiations, being conducted, about supplies of gas-turbine equipment, manufactured by Perm engineconstruction complex, for construction of a power plant in the Szolnok city (Hungary).

A competition of new field development is announced The Ministry of Natural Resources has announced a competition of techno-economic basis for development of natural gas resources in Anelskaya area. Researches will be carried out in order to encrease power supply of the north regions of Perm krai. The cost of the contract is 10.2 million rubles. The names of all possible participants are to be declared on May 15, 2008. During the next 20 days the applications will be considered by the commission. The general director of “Permregiongas” Andrey Agishev said: “The problem of current importance is that all potential customers should be supplied with gas. For this purpose new deposits should be developed and gas pipelines of low pressure should be constructed. And for this we need capital investment from the budget of Perm krai”. The deposit of Anelskaya area is situated in the north of Perm krai on the border with the Komi Republic. According to some geologists development of this deposit could be complicated by some serious factors. The main problem is that it is situated very far from the residential areas.

It should be reminded that it was the head of Perm city Igor Shubin who made demands to change the common practice of granting land by lease agreement into selling it by auction. Today the auctions organized by the city administration are

he deputy head of the Perm city administration Anatoliy Makhovikov announced at the press-conference held on April 28 that in the near future the group of “MIAN” companies will come into the Perm market. According to Anatoliy Makhovikov the management of the company decided to expand its activities to other regions of the country, as a correspondent of “UralPolit. ru” reported. “This company works in quite different fields of house-building such as individual and elit housing construction, as well as construction of high-rise apartment building, said the deputy head of the city

administration. As for non-residential premises the company specializes in construction of “A” type offices. After several negotiations the company has made a decion that the first region they will come to will be Perm city and Perm krai”. It should be mentioned that the delegation of the group of the “MIAN” companies have already visited Perm. According to A. Makhovikov the second visit of the top management of the company is expected during the latter half of May. The subject of negotiation between the company and the city administration is supposed to be its projects in Perm city. It should be reminded that the “MIAN” com-

panies work in all sectors of real esate market in Moscow and Moscow region. debt worth 2 billion rubles during 2008, placement of Eurobonds worth $100 million in 2009, and IPO in 2010. Presently, the construction companies group KD GROUP includes 9 enterprises: JSC «KD GROUP», JSC «Kamskaya Dolina» (Kama Valley), LLC «Buildings maintenance service», LLC «Kamskaya Dolina-Finance», LLC «Stayda»,

The Holland architect Eric van Egeraat is going to build a university campus

ossible ways of planning of a new university campus in Perm city were discussed at the meeting of the Perm governor Oleg Chirkunov and the Holland architect Erik van Egeraat. The architect told about his works around the world and proposed to create the conception of the campus planning on the right bank of the Kama river. Eric van Egeraat thinks that modern cities are so big that it causes inconvenience for their residents. It’s high time to make cities more compact like those of the Middle Ages. It means that there should be everything necessary for comfort life within every district. The Holland architect proposes to

take this idea as the basic planning conception for creating a university campus. Thus apart from college buildings there should be other social establishments. The campus itself would be closely related to the city centre. Besides it will be built in a lively style that will let its visitors keep in mind its image for a long time. More over Perm history should be taken into consideration with respect to the planning conception so that the campus will perfectly blend with the city appearance. The territory for the campus could be the area of Kamskaya Dolina. According to Erik van Egeraat working out the planning conception of the university campus could take from 6 to 9

months. It should be mentioned that this project presupposes collaboration with Holland and Perm specialists as well as with foreign experts. At the meeting with the Holland architect the Perm governor said: “I like that you base not on architectural solutions but on some conception. Our purpose is to make the role of Perm high education more important in our country. I don’t know whether the campus should be built in Kamskaya Dolina or not but we should start discussing all these questions to make it clear what and where to build”. The next meeting of Oleg Chirkunov and Erik van Egeraat is supposed to be held in a month in Moscow.

Perm Krai is an active market of investment projects At the press-conference held on April 28 the deputy head of the city administration Anatoliy Makhovikov said that today the Perm investment policy develops in three main directions: developing the legal base, creating mechanisms for collaboration between investors and the city administration and favorable conditions for investing and finally presenting the economic growth of Perm city. “We carry out an active policy of investment attraction and the results of it are becoming more and more apparent, as Anatoliy Makhovikov reported. Today the city administration has got a list of 30 large companies that are interested in realization of investment projects in Perm”. Generally speaking Anatoliy Makhovikov there are several trends of investments projects. Firstly it is projects concerned with complex housebuilding in such districts as Iva, Bakharevka and Ippodrom. This trend also includes a project of developing built-on sites that aims on the one hand to remove slum dwellings and improve housing conditions, on the other hand to make the city appearance more attractive. Carrying-out of this project is to begin during this quarter of the year. Besides there are projects of individual housing construction. Four ground areas are destined for this purpose in the district of Vostochniy Obkhod. Another trend is presented by a series of projects concerned with commercial real estate. There are ten ground areas intended for these projects that will be sold by auction in the fourth quarter of this year. These areas are situated in the districts that are quickly developing now. Shopping and logistics centres, hotels, car wash and service stations and an aqua park are to be built up on these territories. According to Anatoliy Makhovikov all large constructions will be put up outside the historical centre of the city. For example the aqua park is to be built in the Orgeonikidzevskiy region on the territory of 4 hectares near the Kubanskaya street. The deputy head of the city administration added that apart from the aqua park Hilton hotels could be opened in Perm as well as a new IKEA trade centre. He said: “Last week we had a meeting with the representatives of the IKEA company. The result is that we have agreed to continue our negotiations. The terms for a new construction stipulated by the company are a ground area of 7–25 hectares”. Besides this IKEA centre will have a new architectural design that the company will introduce all around the world from this year on. According to Anatoliy Makhovikov the new version will be more compact and comfort than the previous one. The general director of the media-consulting company “SP Media” Sergey Karpov gave his own view of the city investment prospects: “Perm stands among the most investment attractive Russian cities and we don’t complain about lack of attention of builders and developers”.

n April Perm hosted one of the most remarkable events of publicity and PR market of Perm krai. Trans-regional conference “Russian PR: Busting Stereotypes” organized by “PR Project” promo group and “Obzor nedeli” magazine attracted the leading specialists of communication sector. Famous Russian experts, Iosif Dzyaloshinskiy, Valeriy Muzykant, and Aleksey Glazyrin held master classes for the public. Iosif Dzyaloshinskiy, Higher School of Economics professor, Independent Institute of Communications board of directors’ chairman, mentioned that the level of communications which characterizes the work of Russian PR companies is comparable to that of American PR of the 1920s. In his speech Iosif Dzyaloshinskiy emphasized the importance of contemporary approaches to audience segmentation. Russian and foreign scientists distinguish 8-10 groups of people that differ dramatically in psycho type, life goal and mentality. Evidently each of these groups needs a particular approach. “One cannot percept the audience as indiscrete mass. Each group, each segment

needs its own communication channel. Old approaches when press services conducted the prepotency strategy imposing their opinion to all the segments of the audience don’t work anymore. We need new approaches and tactics. Interaction between PR service and its customers should be guided as a dialogue with a necessary feedback. However even this form doesn’t seem ideal. The ideal form presupposes that PR service integrates into the audience “dis-

solving” in it”. Valeriy Muzykant, the Academy of National Economy under the Government of the Russian Federation professor, doctor of sociology, devoted his speech to brand generation and development. Using some spectacular examples he could show outstanding breakthroughs and tragic mistakes made by Russian companies in the last decade. Aleksey Glazyrin, director general of

the companies group “Newton”, “Russian PR Association” vice-president, gave a speech on the topic “Nonstandard approaches to solving standard marketing problems”. He obviously managed to unfix the established notions of many specialists claiming that traditional events would be more effective if organizers used more unusual methods. Participants’ opinions show that conference hasn’t left the audience untouched.

Having carefully analyzed the participants’ opinions I can assure: regional specialists are eager to go through many changes in order to perfect their knowledge and professional skills. The conference that has become the symbol of effective work of “Russian PR Association” in Perm proved its important role in molding new and qualified PR community. Anastasia Dudareva, Head of PR and Publicity Department of the Open JSC “Ural Bank for Reconstruction and Development”: — Working in one sphere, in one particular community we are inevitably prone to forming stereotypes. When we step over the bounds of this community and meet new people, something changes in our world perception. Here we could get acquainted with both local and strategic territory development projects. After familiarizing yourself with so many new ideas, you can look at trivial matters differently. You immediately think: why not trying this or that? Why not to adopt it and use it in your own company? Yuliya Bogushevskaya, director general of Perm ready-made business store, editor-in-chief of “Ready-made Business of Perm Krai”: — I think the conference surely helped many of us in busting stereotypes. The ideas we could get acquainted with here were definitely innovative. Presentations were spectacular and original. It would have been great if the participants of the conference had obtained a clear picture of what shouldn’t be done and what failures could be caused by rough-and-ready estimate in the PR sphere.

The director of a big factory is brought to court for the seventh time

erm Open Joint Stock Company “Chemical Fertilizers” and its general director Gennadiy Shilov have been brought to administrative responsibility. It is interesting to mention that for the last six months it is the seventh time that the court has brought administrative action against G. Shilov for violation of laws of investors’ rights. On April 23 the Federal Service for Financial Markets made a decision to

bring administrative action against “Miniral Fertilizers” and Gennadiy Shilov for transgression of stationary requiments, as CI-Chemical Invest Ltd reported. The infringement is concerned with information disclosure on the securities market, in particular with hiding and publication inadequate information about affiliated persons of this organization. According to the decision made by the Federal Service for Financial Markets

Gennadiy Shilov is imposed a fine of 3 000 rubles. The company “Miniral Fertilizers” is to pay a fine of 30 000 rubles. Taking into consideration all G. Shilov’s infringements and failures to observe the orders of the Federal Service for Financial Markets it seems very likely that he will be applied sanctions. The general director of “Miniral Fertilizers” could be disquaulified, i.e. prohibited to take up managerial positions at factories or other social organizations.

The information about the official position of the company and its meeting the requiments imposed by the Federal Service for Financial Markets still remains unknown. The company said that they would give comment of the situation not earlier than in ten days. It’s worth reminding that CI-Chemical Invest Ltd registered in Cyprus posseses 44.3 % of shares of the “Miniral Fetilizers” company which is under control of the businessman Dmitriy Mazepin.

In 2001, the festival of aeronautics «Sky fair» was born in Kungur. It is traditionaly held during the last week of June. This year, 40 thermal baloon pilots from different parts of Russia, Ukraine, Kazakhstan, Poland, Czech Republic and other countries are expected to come to the festival. On the 6th of July the Aeronautics championship of Russia will be opened. The festival «Sky fair» itself will start a bit later, on the 12th of July. Festival is not only a week-long spectacular show, when dozens of baloons lift over a small ancient city, but also a possibility to take part in special military games called «air battles», being in the team of a pilot or a ground army. Crews compete in accuracy of landing and flight altitude.

According to a legend, the name of the KomiPermyak Okrug capital - Kudymkar - is connected with the name of a hero Kudym Osh, a folk strong man and protector from enemies. In his honor a very attractive sculpture was erected in the city center. In some parts of Kudymkar we can still find streets with wooden pavement and with houses and institutions at the entrance of which there are troughs of water, so that people do not enter in dirty shoes. Conditions in hotels, of course, cannot be called standard, but rooms are rather cosy, spacious and facilitites are partial. In the hotel where we lived, there were two nice and clean cafes with good cuisine, where we were offered breakfast, lunch and dinner. The development of Kudymkar in such spheres as, for example, timber industry, ironworks and agriculture is closely connected with the name of Stroganov counts. The main architectural attraction of the historical part of the city is Saint-Nikolay church. It was built according to the project of the great Russian architect (a serf of Stroganovs) – Andrey Voronyhin. In Saint-Petersburg there is his architectural masterpiece - Kazan cathedral. The most interesting thing was still ahead of us.That was a meeting with artisan men: ceramist Kanyukov Ivan Ivanovich and Utrobin Yegor Fedorovich. Ivan Ivanovich arranged a workshop for us, a magic happened in front of our eyes – a piece of clay turned into a vase. Yegor Fedorovich, a unique man, creates masterpieces from nothing: snags and dead wood, all knots, unevennesses and knogs - everything is used. Here we can see Don Quixote, wood goblins, devils and Babka-Yozhkas standing together. In the center of this amazing round dance there is a tower. Everything is decorated with through-carved work and wonderful forms. In the tower, we are offered different tasty things, such as pies with different filling, meat dumplings, kvass, mashrooms and many more - all of that was from Komi-Permyak cuisine. The meal was accompanied by a concert of ethnographical ensemble from Kukushka village. The participants of this ensemble were of different age - from 40 to 80 years old. How melodiously they sang, how they danced and how modulating accordion played and intensified impressions! ilva ranks the third place, straight after Kama and Chusovaya, it’s left confluent. The name of the river came from combination of two komi-perm words «Sil» means melted and «va» means water. It runs along Perm Krai and Sverdlovsk Region. It’s lenght amounts to 493 km. The river basin covers an area of more than 19 700 km. The river rises in the west slope of the Middle Ural. It is supplied from different sources mainly from snow-melting. The Upstream of the river is 10-15 meter wide. During high-water seasons the velocity of rivers amounts to 1 mps. It candies with ice in the latter half of April. The main left confluents are Vogulka, Irgina, Ireny, Babka, Kkishertkha, the main right confluents are Barda and Shakhva. The fairway section is 74 km away from debouchment. Khungur is located on Silva river. The river rises in woody ridge of Ural. Silva runs through the territory of Perm Krai (through 7 regions). It is quite full-flowing in the beginning of summer, and sheets of river slant across pic-

turesque steep banks. When we speak about Perm Krai, in the first place we imagine Silva. Due to the river we have spectacularly beatiful valley, which looks like canyon in some places. Here you can find unique and inimitable in its beauty monuments of nature. These monuments can be compared with necklace from invaluable brilliants. “Silvenskie reefs” are called rock looking stones, with which the banks of the river are decorated. Such name was given by geologists. Every rock looking stone has it’s distinctive and euphonic name: Lobach,

Borok, Koshka (Cat), Vostrii, Khorobii, Glaziry, Petrushin, Pal’ka, Grib (mashroom), Belyi Klik (White Fang), Koronka, Mezhevoi, Ermak, Dyadya (uncle). They look like bluffs, made from horizontal shale, limestone, dolomite, malm and sandstone beds. These are leavings of deposits, which emerged here more than 200 millions years ago. Then (that time) there was Great Perm Sea on the territory of Ural. Funs of sport rafting are interested in the river very much. The river and it’s confluents (feeders) are very convenient for water supply, tourism and

recreation. The river runs on the crooked path first to the north, then to the south and again to the north. The river is really meandering. That’s why it requires stamina and specific skills. It is also necessary because of numerous sand spits, few steps away from the main stream and you strike. But all difficulties are warranted by fresh air, spectacular landscapes and appeal of fishery. Silva is Eden for funs of fishery. Pikeperchs, asps, pikes, ides, chubs, breams, basses, burbots (eelpout, methy), roaches — are a frequent catch of good fishermen.

Petropavlovskii Church

The Kungurskaya ice cave, one of “Seven wonders of Russia” The Kungurskaya ice cave is a unique nature monument of national significance. Kungurksaya is the only Russian cave open for excursions. It is situated in Ice Mountain in Kungur city (75 km from Perm) on the right bank of Sylva River. The cave is an outstanding karst object, approximately 10-12 thousand years old. The full length of the cavern is 5,600 meters and it contains more than 20 grottos and 60 lakes. The tourist routes alone within the cave total over 1,500 meters.

he birth of Petropavlovskii Church is closely connected with the birth of our city. In accordance with ukase of Peter the First, the head of the state plants in Sibiria, made arragements for building brass works near the creek of river Yagoshikha, which flows into the Kama. It was in 1723. And already in 1724 a wooden chuch was started to be built for people who worked in the brass works and lived near by, in the settlement. The church was consecrated to God in 1726. The population of the settlement was growing rapidly, and

the church became too small to house all those who wanted to pray. That’s why in 1757 a new stone church in the name of holy apostles Peter and Pavel with a sidealtar of holy great martyr Ekaterina was started to be built. It was the first stone building in the settlement. The church was consecrated to God in 1764. Over the time of two years Petropavloskii church was one of the religious center in Prikamya. Services were hold by leading ecclesiastics. During the first years of Soviet Union, the church was open. It is confirmed with a church record keep-

ing. According to the Soviet Union legislation the church was accepted as functioning till it had 20 founders of church community and a real agreement. After People’s Commissar Board decree the majority of churches were closed. It was the time of aggressive antireligious campaign and Petropavlovskii Church was no exception. It was closed on 13 of November. According to the documents, the government held inspection of the church’s state repeatedly, made rough repair terms and others. After the church was closed it’s property was divided in the following way: the building and fence to the public service,

three wooden altars in the value of 315 rubles and an altar in the value of 215 rubles to believers, and an altar in the value of 215 rubles, altars in the value of 554 rubles and religious books in the value of 8000 rubles to a museum. During the Soviet Union, the government had been trying to adapt it for a dormitory, then for a club-house for railwaymen of Perm station, after it for a gym, and at last for a restoration workshop. But it didn’t work. The church was too cold and bleak. In 1990 it was given to believers. Today it still works. State archives of Perm Region

The Kungurskaya ice cave is a featured participant of the federal project, named “Seven wonders of Russia”. Its goal is to attract attention to the conservation of unique historical, cultural and natural locations within Russia. This project came about as a response to a European “New seven world’s wonders” internet project, held in the summer, 2007. The Russian project is designed to revive patriotic spirit and love to the homeland and also to attract attention to conservation of unique historical, cultural and nature memorials. The first round of the project will define 49 wonders all over the Russia (7 wonders from each federal district). The finals will be held from February, 1st to June, 10th 2008, when the whole country will choose the “Seven wonders of Russia” out of the 49 candidates. The results are to be announced on June, 12th 2008 in Moscow. Anybody can take part in the poll and vote for the “Perm wonder”. ladislav Polushkin is an artist who excels in the unique art form “marquetry”. Marquetry is a mosaic technique, creating pictures using pieces of different kinds of wood. As the artist says himself “You see, it’s all very simple”.

In comparison with other kinds of painting, marquetry works are imbued with the art and plastic qualities of the wood itself. Paints can be mixed, receiving various color shades. In marquetry, however, the image arises owing to use of a natural palette - colors, structures and power of various kinds of wood. In the skilful hands of an artist such as Vladislav Polushkin, these “paints” become wonderful creations. Marquetry is an antique art. Historically this technique was used to decorate different pieces of furniture such as can be found today at museums all over the world. But Polushkin has ventured into new concepts for this old art form. He has begun a series of projects using marquetry to reproduce masterpieces of great artists, including masterpieces by Levitan, Velaskes, Savrasov, Polenov, Dore and others. His work includes beautiful landscapes and ancient temples which are revived in Poluchkin’s work, appearing in new shades and textures. Pictures created in marquetry posses a rare feature which never seems to get boring. The pictures easily attract one’s attention and seem to emit the invigorating energy of wood. It is as though a tree, even being cut down, continues to live, sharing it’s warm-heartedness with mankind. Wooden mosaic pictures keep this natural warmth and magnetism. The wood itself seems to enliven the picturesque marquetry art works. Moreover, when combined with Polushkin’s unique artistic skills, the pictures seems to be lit from inside. Moreover, the works are always exclusive as well as expressive and are exceedingly difficult, at best, to forge or reproduce. Currently there is great interest in the works of Vladislav Polushkin, not only in Russia, but all over the world. His pictures have become treasured and are kept in private collections in such diverse cultures as Syria, Germany, USA, France, Portugal as well as his native Russia. At the present time the artist lives and creates in Perm and has some 200 major pieces to his credit.

Poet House is waiting friends It is me — Futurist — songs fighter And the pilot-aviator V. Kamenskiy Museum of V.V. Kamenskiy, a futurist poet, is situated at picturesque peninsula by Sylva river in Troitsa village, which is 50 km from Perm. This original wooden house is today historical and cultural site. It was built in 1904 and reconstructed in 1932, by the design of V.V. Kamenskiy. It is the only Perm museum situated in the Poet House and the first literature museum at West Ural. Kamenskiy loved his nest at the Sylva river bank. He lived in Troitsa occasionally, off and on, almost 20 years (from 1932 to 1951). Many of his works were written here. And still much more friends and celebrities visited him here! Well, who is Vasiliy Kamenskiy as a person? In the beginning of XX century, in 1910’s-1930’s, Vasiliy Vasilievich Kamenskiy was one of the most popular Russian writers. In history of the Russian literature his name is close connected with Russian vanguard, futurism. He became futurist even before Vladimir Mayakovskiy. Kamenskiy took painting lessons at David Burliuk studio, who at first captivated Vasiliy, and later Mayakovskiy. And three of them together (Burliuk, Kamenskiy and Mayakovskiy) traveled along the South of Russia, startling public with their performances, and eventually became very famous. But Perm culture remember Vasiliy Kamenskiy as a poet of Ural nature and peculiar person, and even today there are many legends about him. One of the legends even considers him as an author of Russian word “Samolet” (airplane)*. And still the main literary and human feature of Kamenskiy was his undying love to the native land, which happened to be stronger than both Russian revolutions, World War I and II and “Stalin” repressions, overcome

by the poet. Kama and Ural are the vivifying environment, which brought the inward context to works of Kamenskiy. For many years the Poet House has been astonishing visitor with its unique natural and creative energy and beautiful river sceneries, giving a guest the sense of scope and lightness. Wide path to the Poet House was blazed as far back as 30’s of the last century. This hospitable house was open for everybody. Vasiliy Vasilievich himself wrote the invitation above the entrance, which said “As a birdie like this, come to the Poets House, please!” His house walls saw many interesting and famous in Ural and country people. During the World War II the house was a shelter for Russian intellectuals, evacuated from Moscow an Leningrad. Nowadays museumhouse of V.V. Kamenskiy holds modern exposition, which tells visitor about the life and work of the poet; his fate as a mirror reflects the whole Russian history of the XX century first half. Here you can see unique photos, documents, handwritings, learn about adventures of young Vasiliy Kamenskiy, his first literary experience, passion for aviation and futurism, friendship with Vladimir Mayakovskiy, Velimir (Victor) Khlebnikov, David Burliuk, learn about his contribution into the Perm literature, hear live voice of the poet. Once, Nikolay Ghumilev wrote about pre-Revolutionary

poetry of Kamenskiy, in which he noted “impression of novelty, fresh and joyful”. The same impression is produced today by the exposition of the museum-house.

Vasiliy almost didn’t know his parents, which died before his fifth birdthday. The boy was brought up at his mother’s sister. He went to parochial school, and later specialized school in the city. The Program of the Salon was full of striking professional events. An anormous interest of the visitors and all professional community was evoked by the National Elimination round for the International Contest «Golden Bokuz — Europe 2008», which was carried out in the framework of the V Russian

“Bratina“ (winebowl) is a Russian globe-shaped vessel for beverages (mead, beer and so on), used at bratchina feasts (christening, name day), at funeral repasts. A solemn weight of the vessel shape was often emphasized by low tray and cone-shaped cover. There were gold and silver winebowls with chased patterns and inscriptions, copper and wood oned were used in folk’s everyday life.

Connect the edges of the cheesecloth, forming a «log». Cool it and put at the plate without cheesecloth. Decorate the paste with pictures made of dairy butter, cowberries, cranberries and fresh greenery.
