ussian President Dmitry Medvedev thinks the existing financial system is ineffective and is suggesting making the ruble a reserve currency. He expressed his opinion to journalists at the G8 summit in Hokkaido, Japan. Medvedev said that the world financial system was discussed at today’s meeting of world leaders and that it was declared at that session that the system today does not satisfy G8 and other world leaders. “We discussed the possibility of bringing the goals and operating methods of existing financial institutions into correspondence with the realities of the day,” Medvedev explained. “The situation with

The BRIC summit participants: Indian prime-minister Manmohan Singh, Russian president Dmitriy Medvedev, Chinese president Hu Jintao, and Brazilian president Luis Inacio Lula Da Silva the rather weak dollar and strong, growing euro does not suit our partners. We must advance the idea that was

expressed of turning the rubles into one of the reserve currencies.” Vladimir Putin spoke about making the ruble a

reserve currency during his presidency. At present, in the opinion of speaker of the Russian Federation Council Sergey

Mironov, the ruble is in the process of becoming a regional reserve currency in the CIS. During the meetings between leaders of the G8 countries, it was decided to establish special funds for the solution of problems connected with the food crisis. Medvedev said that Russia proposed a summit of G8 agriculture ministers and hold a “grain summit,” where the “causes and effects of the growth of prices for grain and the stabilization of prices” on the food market could be discussed. The Russian president noted that the G8 leaders agreed to exert influence over the food crisis and to convert to biofuel of the second generation.

Russian trade surplus up 50.8% F

rom January to May 2008, Russia’s foreign trade climbed 49.2 percent to $292.2 billion, the Federal Customs Service reported. Trade with countries outside the CIS rose 50 percent to $248.5 billion, and trade with the CIS jumped 44.7 percent to $43.7 billion. Russia’s foreign trade surplus reached $89.9bn in the first five months of 2008, an increase of 50.8 percent from the same period of last year. With countries outside the CIS, the surplus stood at $75.1 billion (up from $51.5 billion in January-May 2007), while trade with the CIS reached $14.8 billion ($8.2 billion last year). Exports totaled $191.1 billion, up 49.6 percent, including $161.8 billion in exports to non-CIS countries (up 49.1 percent), and $23.3bn in

for exports to the CIS) and oil products (up 62.8 and 63.7 percent, respectively) and natural gas (up 41.9 and 29.4 percent). Imports climbed 48.5 percent to $101.1 billion, including $86.7bn (up 51.9 percent)

from outside the CIS and $14.4bn (up 31.1 percent) from the CIS, largely thanks to increased equipment imports. The European Union accounted for 53.4 percent of Russia’s foreign trade in January-May

ussia is going to increase its food supplies to both domestic and international markets, Russian President Dmitry Medvedev told reporters on Wednesday following the G8 summit in Japan. The summit discussed a number of issues affecting a large range of people, including the state of the global economy, according to Medvedev. He stressed that the biggest concern was the rising price of food products, and called for comprehensive measures to tackle the problem, including both immediate and long-term measures.

At Moscow’s initiative a meeting of G8 agriculture ministers and a “grain summit” had been approved by the summit members, Medvedev reported. He also said that Russia would be prepared to increase its aid to African countries, with talks underway to write off about $500 million in debt owed by African nations to Russia. The Russian President is pleased with the G8 summit results, describing the meeting’s agenda as “quite busy.” He thanked the Japanese hosts for the excellent organization of the summit, noting that this, among other things, also contributed to its fruitfulness.

n the last year, the number of those employed in the Russian economy increased by only 300,000 people, or 0.4 percent, according to data published by Rosstat yesterday. Economists are concerned that the country’s labor resources have been fully tapped and the extensive model of economic growth is exhausting itself. Investment and increased efficiency of labor are needed. As of February 2008, 66.8 percent of the Russian population ages 15-72 was economically active, amounting to 74.8 million people. Of those people, 69.5 million were employed and 5.3 million recognized as unemployed. Unemployment fell 1.5 percent in the previous year. Deutsche Bank’s Yaroslav Lisovolik says that every 1-percent increase leads to an increase in the GDP of 1.3 percent. Employment in previous years rose much faster. Between February 2004 and 2007, employment rose by

5.6 percent, or 3.7 million people. While previously people who had not been expected to work before – young people, pensioners and women with children – were entering the economy, now only the impoverished, handicapped and marginalized remain economically inactive, experts say. While other developing country can depend on women to boost the ranks of the employed, in Russia, women are employed as often as in industrially developed countries.

Inflation Back to 2007 R

ussia’s statistics authority registered in June the inflation slowdown to 1 percent. The key reason is the decline in fruit and vegetable prices. Despite the general optimism of the CBR and economic analysts, the chance of meeting the annual target of 10.5-percnet inflation is slim – consumer prices surged 8.7 percent in the first half-year. Russia’s statistics authority, Rosstat, released yesterday the

official estimate of the January-June inflation. In line with expectations, the prices surged 8.7 percent from early this year; the inflation was 1 percent in June, while April and May had the disappointing 1.4 percent each. What’s more, the June inflation equaled the pace recorded in June of 2007. Then, the prices had grown 5.7 percent in the first half-year with the acceleration commencing exactly starting from that time. The inflation slowed

down in the last week of June on decline in fruit and vegetable prices, while meat and poultry surged 1.9 percent and the prices for milk and dairy stood still. Nonfood prices continue to accelerate, especially the prices for petrol. “The highest growth was recorded in petroleum prices - 4.5 percent (3.5 percent in May). Diesel fuel went up 7.8 percent, A-76 (AI-80) petrol – 4.7 percent,” Rosstat said. The petrol prices stepped up 16.1

percent from early this year. Nevertheless, the optimistic Economic Development Ministry forecasts that the inflation will slow down to between 0.5 percent and 0.7 percent in July, and the economic analysts give 0.6 percent to 0.8 percent. “We expect the inflation to slow down in the second half of 2008 on monetary factors – the slowdown of growth in money supply and food prices,” said Ekaterina Malofeeva from Renaissance Capital.

opinion

Jürg H. Lippuner, Zürich, Kingdom of Lesotho, Consulate General, Hon.Consul General:

— I would like to share impression of my visit to Perm during period from 18.06 to 03.07, where I came by plane from Frankfurt. At customs, I had no problems, except the language ones. I don’t speak Russian; I “only” know German (native language), English, French and Spanish. Thank God in Perm, I was always with someone, who spoke Russian. Else it is almost impossible to stay in Russia, because Cyrillic is quite difficult for West European person. I had difficulties in public transport (I didn’t know when my bus stop is), at restaurant I couldn’t explain my order or ask for a restroom, not to mention a receipt. Still I’d like to note that the personnel, in spite of the language barrier, treated me with patience and respect. Culmination of my trip was visit to the ballet, for the second time. I will never forget this evening. Also it’s pleasure to mention my interpreter, a PSTU student, which was recommended to my by Tatiana Aghapitova, the university teacher. The interpreter showed an excellent German language and made very interesting city tour. The negative aspect, which I have to mention, is terrifying propensity of youth to alcohol. Indeed, there is the same problem in Switzerland as well, but not in such scale. Being the President of Charity Fund Rosa Köstli (with residence Zürich), I had an opportunity to visit one of the Perm hospitals, which needs seemed to me very obvious. I’m sure that the next session of the fund in Perm will consider that issue and make everything possible to solve some problems. As a whole, I’m satisfied with your city and friendly people. See you later.

THE FIRST GENERAL CONTRACTORS from Europe In the June a competitive bidding for construction and equipment of surgical department of the Perm municipal child clinical hospital ¹15 was held. Two companies came to the finals: Active Medical Systems from Moscow and PROinvest KFT from Hungray. For the first time the general contractor will be an European company. According to specialists, the interest to the tenders is quite explicable, because the project cost is about €40.5 millions. This money should be Компания PROinvest KFT осуществляет полный цикл enough to build the работ «от идеи до запуска» municipal child clinical объектов социального на- hospital with at least 250 значения. Not a single Perm company took part at the tenders due to impossibility of providing construction of the whole complex. Under the tenders conditions a contractor should start works in 5 days after the contract is singed. Till now there is still no exact date of commissioning, the construction time is one of the participants competitive advantages. The Hungarian company stated commissioning at December 31st, 2014. The winner gives no comments about participation in the bidding, until official announcement of the results.

BUILDING OF THE GREATEST CARDIOLOGICAL CENTRE HAS BEGUN

uilding of a craniological centre has begun in the Perm region. People from the Perm region and other regions could get highly qualified aid after its opening (which is planned for 2012). The federal cardiocentre will be the first medical institution of the future great medical park. In the future it is planned to build the regional perinatal center close to the cardio-caente. Presently preliminary works are completed at the object: the territory has been cleaned, fence has been mounted, the building axis layout has been done, all the piles have been rammed in. Installation of bearing plate is almost completed, an area storing for modules, which the cardiocentre will be built of, is being prepared. The construction zero circle is to be done by

According to the project, the Centre will have 167 beds, including 17 ones for children. Its capacity should be up to 5 thousand surgeries per year. The Centre will have its own clinicdiagnostic laboratory, consultative clinic, able to receive 100 patients per shift. Examination, treatment and post-surgical supervision will be conducted at high level. Cost of the cardio-centre construction is more than €80.95 millions.

Governor Oleg Chirkunov: “The Perm region has a fine school of a cardio-vascular surgery; it is the Heart Institute. It has highly scilled cardio-surgeons”

August, 15th. The Perm Institute of Heart will become the basic institution for manning of the federal cardio-vascular surgery centre. Simultaneously additional staffing will be also held. The closest attention would be

given to graduates of the Perm medical academy, whose training will include internship and clinical studies, and may take one or two years, as well as to the medical college students. Besides that there is an agreement

about post-graduate training of doctors and education of some specialists, working at the Institute of Heart, based at the Scientific centre of cardio-vascular surgery, named after A.N. Bakulev (Moscow).

A grandiose business-park is being built in Perm T he “PermGrazhdanStroy” company has recently published its plans, regarding a building complex in the very downtown – a grandiose business-park, which area is considered to be 120 thousand sq. m. Approximately the project costs €190 millions. The commissioning is planned for 2012.

This project has already acknowledged as the largest one in the Perm commercial realty market history. “PermGrazhdanStroy” stated that they will follow classic western model, fulfilling all the conditions: 3 to 5-star hotel of an international professional operator; “premium” clothing boutiques; banks and corporation offices; apartments; convenient parking. The business-park will be equipped with up-to-date security systems

Vitaliy Riadkin, the director of LLC “PermGrazhdanStroy”: — «We do realize that such investments volume presupposes contribution from top-level coinvestors. It is not a secret that there are already a lot of interested in the project parties. What demands do we make? These are the wish and the ability, which would let an investor to go down in history of our region. Not every one could cope with this condition. Thereby we have no fear that someone would intercept the project. This is the special status. One must be at the one level with the most outstanding members of our country’s “entrepreneurs order” to participate in such a project. I’m confident that at the moment not all the companies, even the biggest ones, meet that requirement.

“PermGrazhdanStroy” has already found western partners for realization of these great ideas. The company signed contract with the leading German architectural agency Braun Schlockermann Dreesen Planungsgesellschaft GmbH for development of an architectural concept, which should be ready in June. The work paper should be com-

pleted by the December 2008. General contractor of the project is Strabag AG, the largest European construction concern. Besides that, back in April “PermGrazhdanStroy” has signed an agreement with international broker agency and consultant Jones Lang LaSalle about teamwork at the project. One of the evident

advantages of the business-park is its situation. Basically, situation is the first half of any construction project success. One would be able to walk to any significant administrative building from the businesspark. In the nearest future the company will begin to accept application from co-investors. The major participants of the construction market understand that financing of such projects is the way not just to keep money from inflation, but as well a great chance to widen opportunities of communicative investments. “PermGrazhdanStroy” already has good and original name for the future business-park, but the company’s management prefers to keep it secret. Gladdens than the currently the project represents as purely systemic.

GREAT MANEUVRES IN THE KHOKHLOVSKY HILLS TEMPLES OF PERM KRAI

Uspenskaya Church By the initiative of governor – general of Perm and Tobolsk Evgeniy Petrovhich Kashkin in 1784 the construction of a wooden church was started at the Egoshihinsky graveyard. The wooden church was built very fast and served Perm residents for many years. Almost every Perm citizen had his relatives buried in the Egoshihinsky graveyard. At the end of the XIX century the donations were gathered for construction of a new stone church. On June, 25th 1900 the bishop of Perm and Solikamsk Petr laid the first stone of the new building. The new church was built owing to hard efforts of the church elder, Perm merchant, Vasiliy Ivanovich Korolev, and was sanctified by bishop Nikanor on November, 21st 1905. The stone church with the same bell tower was built according to the project of Perm architect A.I. Ozhegov. The small neat church decorated with arches and kokoshniks, was painted with oilbased paint and covered with sheet metal. The church had one priest and psalmist. In the church at the old graveyard the citizens mourned for the perished during the wars and revolutions. The church survived during the hard time of Soviet reign: deprivation of property, persecution of believers, repressions. In the late 30s the church was closed, by the decision of the authorities of May, 25th 1940 the church’s building was handed over to Molotv’s committee for cinemafication. Without the proper care the building was slowly collapsing. The reconstruction of the church was started in 1989, when the authorities returned it to believers.

…T

hree figures in Russian army uniform appeared from behind the hill. They looked intently to the sides, trying to guess the enemy’s hiding. Though the first shot was unexpected… That was the beginning of the battle reconstruction between Russian and German troops of the WWI – the unprecedented event in Prikamye. The movement of historical battles reconstruction is widely spread in Russia and abroad. The club members decide for themselves which epoch they are interested in and start studying this period of

time. Our city wasn’t an exception. Perm club of military history “194th Troitzky-Sergievsky infantry regiment” reconstructs the last decade of the Russian Empire, the war with Germans in particular. The core of the club is made up by several people, with the unchanging leader Dmitry Lobanov, one of the founders of the historical magazine “Retrospectiva”. Perm Krai Museum has been cooperating with “194th regiment” for more than 10 years. The idea to recreate a battle has been long in the minds of the museum’s workers, but became possible only in 2007. In the territory of

the famous Khokhlovka Museum were held the “Grand Maneuvers”the historical military festival. The museum’s visitors had a chance to see in person the battles of 1914-1917 which earned the glory to the Russian army, but not the victory. The cracking of shots, gunpowder smoke, cheering shouts!. After the battle, when the combatants were “resurrected” the everyone rushed in to get acquainted with each other. Whilst the adults were taking pictures, the children tried to find the cartridge cases to boast of with friends. We are glad to announce that the archi-

tectural ethnographic museum will hold battle reconstructions annually. We are inviting everyone to see this breathtaking performance on 6 July 2008 in Khokhlovka. The beginning is at 12:00. L. G. Oshepkov, The Permsky Krai Museum, History department, Senior researcher

LEGENDS of PrikamyE

THE MIRACLES OF THE GREAT PERM S ince the old times the people inhabited the banks of Kama, Vishera and Kolva rivers. They called themselves Permyaks and lived in peace.

They grew the crops and bred the cattle. Old people say, that they even wanted to tame the elks. To use them instead of horses. Though not everyone had them. People called those the forest riders. The riders lived apart from common people. People also say that the riders worshipped some Golden woman. But who knows? That was long ago. Meanwhile the Permyaks were building villages, and surrounded themselves by ramparts, moats and lath fences fend off the evil people. In the Permyak’s language “kor” or “kar” means “town”. Thus they called their

settlements: Anushkar, Iskor, Redikor. In the evil times many people found here refuge. They built huts, dwellings, plowed the land, and married to Permyaks. Though, our land, which in Moscow was called the Great Perm, in those times was surrounded by Tartar tribes: from the West – Kazans, from the East – Siberians, ready to cross our borders at any time. Though where are those borders? Hard to say at once. Dense wood is everywhere.

Being incited by Siberian tzar, the Knyaz Asyk of Pelym, decided to ravage the Great Perm. He gathered the tartars and voguls, and like a storm cloud thundered upon the land of Perm. That was hard time for Perm people, indeed. The fire arrows set ablaze the oily armours of the enemy, like torches. Many voices of the wounded filled the town. And there the lead clouds parted and the St. martyr Paraskeva appeared. Like the one

in the church. Tall, with stern eyes, but with kindness on the face and azure garland upon the head. Tartars and voguls lost their speech at once. Their hands won’t move, legs won’t come. And Saint Martyr took the wounded and carried them away and hid in the woods. Since that time no one dared to defile those woods. People revered it and worshipped there. Walk in that wood and the sins will be redeemed. http://krasotcavishera.narod.ru

CULTURE BORIS PASTERNAK TO THE NOBEL PRIZE AWARDING ANNIVERSARY

Lara’s address in Yuriatin P

erm is the prototype of Yuriatin city in the novel of Pasternak. Fates of a Moscow doctor and poet Yuriy Zhivago and Lara Antipova were destined to meet. This is the Perm literary myth as beautiful as the story of Romeo and Juliette. Nowadays Perm is even included into global guide-books. Trips along Perm of Pasternak (Yuriatin) are organized. The last year British travel agency “Russian Experience” arranged a tour, devoted to 50th anniversary of “Doctor Zhivago” novel. The British tourists were offered to make a trip to Perm (Yuriatin). And Lara’s House was one of the route’s features. But, unfortunately there is no the very Lara’s house anymore. Still, we can show guests of our city the famous “house with figures”,

...Yuriy Andreevich copied it from the paper, surprised with strangeness of indication: “Kupecheskaya street, against the house with figures”… ... Antipova lived at the corner of Kupecheskaya street and Novosvalochniy lane, opposite the, falling into the blue, dark house with figures, seen by the doctor for the first time now. The house was really worth its sobriquet and made strange, anxious impression. Along its roof it was belted with mythological caryatids in one and a half human height. At the moment, between two gusts, it seemed to the doctor that all the women populace came out to the balcony, and leaned over the banisters, staring at him and Kupecheskaya street.

which was the prototype of the house in “Doctor Zhivago”.

Pasternak’s “house with figures” is theatrical, and the look of the

Gribushin’s house has some scenery details. This is not an accidental association. Aleksandr Turgevich, who built the mansion in 1905 for a tea merchant and patron S.M. Gribushin, was an actor himself. His propensity to theatrical decor is visible through all of his architectural designs. Since March 3rd, 1919 the house was in property of the officers canteen, later military hospital. Since 1921 part of the house was occupied with children’s unit of the municipal tuberculosis clinic. But already in 1922 the building had been given for opened children’s hospital, stayed here until 1988, when the mansion was transferred to the possession of the Perm scientific centre of the Russian Academy of Science.

The Perm State Art Gallery presents the exhibition

The Golden Porcelain of Russia. 18th-20 th c.

T

his retrospective exhibition presents over 200 best items of Russian artistic porcelain produced at the famous Imperial Porcelain Factory (St. Petersburg) and at the Lomonosov State Porcelain Factory (Leningrad) throughout over two centuries. One can see big interior vases, sculptures, sets, plates, etc. from the Perm State Art Gallery collections, which were designed by sculptors and artists of the 18th -20th centuries. The very first services for the Tsar’s palace were manufactured at the Imperial Porcelain Factory in St. Petersburg which had been founded in 1744 by decree of Elisabeth, daughter of Peter the Great. The creator of Russian porcelain was scientist Dmitry Vinogradov, the manager of the Factory in 17481751. It is known that in 1780-1790’s Imperial

C.V. Chekhonin Kingdom of workers and peasants will never end Porcelain Factory held one of the leading positions in the European porcelain manufactures. The design ingeniously combines the traditions of European porcelain and a Russian perception of beauty. Catherine reign (1762-1796) marked the pinnacle of the porcelain production in Russia. The Imperial Porcelain Factory produced several services for the courtiers

and for the Empress herself. Catherine’s son Paul I, who reigned from 1796 till 1801, was a lover of porcelain on a par with his mother. The Imperial Porcelain Factory continued the tradition of producing grandiose palace sets throughout the 19th century and employed the services of talented artists, sculptors and architects to produce them.

After the victory of the October revolution the Factory became the creative and technical base where new porcelain came to existence, the porcelain which combined utility with beauty in the service of the people. The porcelain of that time manifested great ideas; it expressed lively emotions and lofty ideals. The exhibition shows a unique collection of the world famous Revolutionary porcelain. Masters reflected the pathos of revolutionary romanticism, the dreams of the future and the pictures of those times. In the Soviet period the traditions of the past were successfully followed and developed by the artistic staff of the Leningrad Porcelain Factory. The exposition also contains various artistic genres of Soviet porcelain art in its development, rare author porcelain items of the 1970-1980s by prominent artists as well.

Corey Morrell, Dallas, Texas, United States, Occupation – Administration: — These articles of a national nature are very informative and easy to read. However I am more interested in the articles of a local nature. I assume your paper was designed with the intent of reaching westerners and sparking their interest in the Perm region. If this is so then local interests are of great importance. The paper «THE PERM DAYS» has a lot of articles of a business nature and this is good for westerners looking for new business opportunities. As a tourist, like myself, I found your articles on the local people and culture more interesting. I also enjoy reading about the restaurants and theaters. I did read the June edition. I particularly enjoyed the article on Vishera. I love river rafting and this article makes me want to come there and float down the river. The writer was very descriptive of the river and it was easy to imagine what it would look like. The technical specifications about the river are also important for those who enjoy rafting. But to be honest I really like all aspects of the paper it is well written and you should be proud of your accomplishments.
