Thrilled to Be on Board by Loren Feldkamp, AASP-MN Associate Division Director

As Associate Division Director and newly-elected member of the Board of Directors, I’d like to say how thrilled I am to help the Alliance achieve the missions of the association and MNCARS over the next few years. I have been employed at Lubrication Technologies (Lube-Tech) for the last 16.5 years as part of the automotive division sales team, currently as a strategic account specialist. I’ve worked in the automotive industry for close to 40 years, starting with 18 years at Carquest Auto Parts of Richfield. I ended that period as a joint venture partner with Carquest at that location. I had a lot of success and established many great relationships. (It was during that time that I would occasionally cross paths with a young paint and body shop supply salesperson named Tom Kluver.) I eventually decided that sales was the most enjoyable aspect of the business and that I should get into sales full time.

The next five years were spent in sales with the automotive division of Pam Oil, which then led to the opportunity to work for Lube-Tech. Many years later, and just a few years ago, my path crossed with Tom Kluver again, only Tom was now the Membership Coordinator for AASP-MN. As Tom told me about the Alliance and MNCARS, I knew that Lube-Tech would be a great fit as an associate member. I’m sure that I speak for all of us in wishing Tom the best in his second retirement attempt. Lube-Tech supports every industry that they operate in and is proud to build relationships in worthwhile industry organizations. Representing Lube-Tech at AASP-MN events led to my serving on advisory councils, which seems to have led to this Board of Directors position. I’ve served on the leadership team and the Board of Directors of the Minnesota All Sports Alliance (formerly Minute Men, LTD) for 20 years, as well. The Minute Men, LTD/MASA has existed since 1954 to do goodwill through sports, and now works with the Minute Men Amateur Athletic Foundation to support youth athletic initiatives throughout Minnesota. Hiring, training and retaining quality employees has always been a difficult issue in the automotive industry and has become even more difficult in the last couple of decades. I am constantly asked if I know any techs, service advisors, managers and other automotive employees available for hire. With today’s economy and low unemployment rate, that challenge only increases in magnitude. Lube-Tech supports many initiatives to build youth interest in the lubricant industry. I hope to develop synergies between MNCARS and Lube-Tech efforts to increase efficiency and positive results. The philosophies ingrained in AASP-MN mirror LubeTech’s beliefs related to integrity, quality and creating and maintaining relationships. I encourage all members to continue building those qualities in AASP-MN, to support the growth of MNCARS and to look for new associate, auto service and body shop members to join us in supporting the automotive industry. The relationships built and the experiences found by working in and with AASP-MN are truly rewarding and beneficial to all aspects of the industry, as well as to members’ personal growth. I hope to get to know more AASP-MN members throughout my term on the Board of Directors.

LEGISLATIVE UPDATE

Road Map for 2020 Session by Kevin Walli, AASP-MN Lobbyist

The AASP-MN Governmental and Regulatory Affairs and Collision Advisory Committees have met and are resolved to renew efforts to move legislation which would make it an unfair claims practice for an insurer to deny payment for repair operations and procedures performed in accordance with manufacturers’ specifications. Legislation to ensure payment for repairs which follow manufacturers’ specifications was introduced in 2019 by Representative Ruth Richardson (DFL-Mendota Heights) and Senator Karin Housley (R-St. Mary’s Point). AASP-MN argued that the increased complexity of vehicles, including collision avoidance systems, makes proper repair a public safety consideration. The Alliance of Automobile Manufacturers agrees, and its Minnesota lobbying team joined AASP-MN to support the proposal. The insurance industry, however, did not join in support – although they did come to the table. We met with insurance industry officials and exchanged amended language on several occasions as a March 15 Committee hearing approached. Lack of consensus with insurers on the eve of our hearing resulted in the postponement of the bill for the remainder of the 2019 session. In renewing our efforts for 2020, we will be meeting with our bill authors and other allies, including the Alliance of Automobile Manufacturers, Automotive Service Association, AASP National and the Society of Collision Repair Specialists to ensure their continued support. We will re-engage in conversation with the insurance industry to see whether the public safety argument pushes them to come to terms with recognizing recommended procedures for safe repairs. Then we will go back to the House and Senate Commerce Committee Chairs to let them know that we have done our due diligence in framing and presenting our argument for adoption of this measure which must be considered in the context of public safety concerns. AASP-MN members and staff will begin this process this summer and will

continue pursuing support for this measure up to the start of the new year. The 2020 Legislature convenes on February 11. It is our goal to have this issue properly framed for consideration by the House and Senate Commerce

LOCAL NEWS 25th Annual AASP-MN Golf Outing Highlights One hundred and twenty-eight golfers and 23 sponsoring companies enjoyed a day of golfing and socializing at the 25th Annual AASP-MN Golf Outing on Tuesday, June 18 at Keller Golf Course (Maplewood).

As always, the competition was fierce. Two teams tied with a score of 58 (14 under par), so it came down to a scorecard playoff to decide the victor. The team that came out in first place included Jamison Randall, Latuff Brothers Auto Body; Chris Olafson, Alliance Insurance Advisors; Brett Garry, Garry Insurance and Joe Matthews, Garry Insurance. What Safe Jobs We Have? At 3:00pm on February 26, 2015, two employees for True Colors Custom Auto Touch Up in Maryland were performing minor auto body repair and painting in the parking lot of a used car sales establishment. Employee One was wearing a half-facepiece, elastomeric respirator equipped with combination organic vapor/N95 pre-filter cartridges and was applying an isocyanate-containing clear coat finish to a car bumper when he suffered an asthma attack. Employee One had a history of asthma and asked a coworker to get his nebulizer. The coworker was preparing the treatment when Employee One collapsed. Employee One stopped breathing and was transported to a local hospital where he died two days later.

How could the first death have been prevented? If the employee had been medically screened for respirator use, his doctor may not have cleared him to use this type of respirator, given his asthma. If he had been fit tested to ensure the respirator fit him, if he had been trained on safe use, if he had been taught that the clear coat could trigger asthma, maybe he’d still be alive. What about the second? Lock out: Block the car so it could not move. But those won’t happen at your shop. Nothing ever goes wrong there. No one gets really injured. Sure, you’ve had employees report particles in the eyes and the occasional cut, but that’s routine. Over 200 automotive repair shops

At 2:30pm on December 18, 2018, an employee of Main Street Automotive Services in Pennsylvania was lying underneath an extended Ford Econoline van and was attempting to start the engine of a disabled vehicle. The employee was run over by the vehicle when it started and rolled forward. The employee was killed. I didn’t make those up. They are word-for-word from OSHA’s fatality/catastrophe records. They aren’t unique.

in the U.S. learned otherwise in the last four years. They had injuries so severe that their employees were hospitalized or lost digits. Those lost body parts were usually fingers – but in 2015, an employee at FinishMaster in Texas lost toes when a drum slid from a platform onto her foot. Some of the lessons from these: • OSHA standards exist because of hard-learned experience. How do I know that the painter wasn’t

trained, hadn’t been medically approved, and hadn’t had fit testing to verify his respirator would actually protect him? That’s what OSHA cited the company for. The penalty was $5,150, not much compared to the price of a life. If the shop had followed OSHA regs, it would still have a painter and wouldn’t have that blot on its record. Don’t follow the OSHA standards because you’re afraid of OSHA. Follow them because they save lives and limbs. Control energy. Expect cars to roll forward or to start up when you don’t expect them to. Remove keys and block wheels. Lift vehicles with caution. Make sure they are securely balanced. At least 11 people were hospitalized because jacks shifted or equipment sitting on jacks or lifts slipped off. Insist on good housekeeping and equipment in good condition. Serious injuries were caused by such mundane items like being tangled in the rope used to open a garage door and an opening in the floor. Label chemicals and never ever allow food containers to be used for chemicals. An employee in Ohio was hospitalized after drinking from a Gatorade bottle, repurposed to store floor cleaner. The company paid for the medical costs and lost time (through workers’ comp), and paid a $4,000 penalty to OSHA.

Don’t assume that people know how to work safely. Common sense isn’t common – it’s wisdom accumulated from experience and observation. Provide training and provide a good example. You don’t want to have to explain to OSHA why an employee fractured bones. And you don’t want to explain to an employee’s family why he won’t be coming home anymore.

ESTIMATING TIPS All Three Systems: Test Fitting/Additional Alignment of Replacement Parts and Adjacent Parts CCC/MOTOR: GTE> Labor Time Premise “Trial-fit of a component to verify dimensional accuracy of ad joining parts.” Mitchell: CEG Guide> Labor General information > “Repair or align parts or adjacent to parts being replaced.” Audatex: DBRM> Page 47: “Does not include any duplicated effort such as test fitting.” An example of these circumstances would be having to perform additional adjustments to the adjacent door and/or trunk lid to ensure proper fit of the replacement quarter panel. Audatex: Understanding Overlap – Page 38 of Audatex DBRM explains how overlap is applied. “There are two methods of overlap deduction. They are: • Guide Number Order: This method will include an operation on the lowest guide number first and then not count it on any higher guide number. • Internal Labor Coding: In this method, labor operations are internally coded within the Audatex system. Related groups of operations that are collectively required to perform one specific operation are internally coded to allow the Audatex estimate to include commonly performed operations. When this type of coding is done and the main operation has been included in the estimate, the subordinate operations will generally be accounted for in that main operation. If the main operation is not selected, the subordinate operations will be accounted for by the guide number order method. Inner panel labor is with outer welded panel removed. The labor on the estimate for these parts is after applicable overlap is deducted.”

not-included operations on side panel/corner panel (quarter panel) replacements vs. a standard vehicle application. It is important to refer to the correct section of the guide when performing a replacement to ensure the not-included operations are being listed accurately. An example of a common error is the NOT INCLUDED operation of the second and/or third row seats if r/I is needed. The database may show INC when selected, but the P-Pages state otherwise. If you find any errors during the estimating process, please submit a DEG Inquiry to correct the situation with the appropriate information provider. CCC: Trunk/Lift Gate Weatherstrip – Recent DEG inquiries 14234, 14151 and 14140 revealed database errors for trunk lid/lift gate weatherstrip. Weatherstrip attached to the body of the vehicle is NOT INCLUDED in the replacement time of the trunk lid or lift gate section of the database unless specifically stated in the detail line notes of the database. It is important to know this operation is not being included unless there is a note or another component of the vehicle is being worked on where the weatherstrip would then be included (i.e., replacement of rear body panels unless specifically noted otherwise). If users experience an issue where they feel the weatherstrip should be NOT INCLUDED because of database error, please submit an degweb.org inquiry and we will work with the appropriate IP to resolve the issue. Mitchell: Automated Clear Coat Calculation Not On Estimate – Once you have deleted the clear line from an estimate, it will need to be added back manually. There is a prompt identifying when you delete lines. To manually select clear coat, users will need to click on the “REF SHEET” tab > “Additional Operations” >> Select clear coat and select the “Calculate Estimate” button and the system will add the clear coat calculation back in.

While you can’t always prevent a soft tissue injury, doing the following can help reduce your risk: • Stretch daily

• Always wear shoes that fit properly

• Warm up before any activity, including walking

• Make sure your workplace and home are ergonomic
