The Cream of the Crop by Judell Anderson, CAE AASP-MN Executive Director

A newsletter directed to the collision industry recently published an article stating that “there may be some correlation between membership in a shop association and how often a shop is paid for ‘not-included’ items on its estimates.” That comes as no surprise to me. I believe that a comparable statement could be made for shops in the auto service industry as well. It’s just an educated guess but, generally speaking, I bet that association members are more likely to charge for their technicians’ diagnostic time, for example. If that doesn’t resonate, pick some other KPI and I’m confident that association members will outperform non-members. Of course, I’m speaking in generalities, and understand there will always be exceptions to the rule. That being said, I believe that Alliance members are the cream of the crop of this industry. Why? Because they join the association for: Education - They recognize the need to continually evolve their skills and knowledge to adapt to the everchanging and rapid advancements in the auto industry. Advocacy - They understand the impact of legislation and regulations on their business and want to ensure their interests are represented and their voice is heard.

Peer Connections - They tap into the vast knowledge and experience of other shops to learn, share and adopt best practices. Savings - They improve their bottom line by taking advantage of the group purchasing power that association-vetted programs offer. As a result, they’re making more informed decisions and investments in their businesses that will ultimately lead to improved operations and greater profitability. Things like getting paid for not-included operations on the collision side or for diagnostic labor on the auto service side. Members: We appreciate your support and are always open to your suggestions for how we can make your membership even more valuable. You are the cream of the crop! Non-members: You’re missing out. Preview of the 2020 Election Cycle by Kevin Walli, AASP-MN Lobbyist

The U.S. presidential candidate debates have begun, with too many Democratic candidates to count and the incumbent President tweeting his particular brand of politics multiple times a day. All this political smoke would make you think the election is this November. But no, we still have 15 months to endure before we get to vote. With all the noise descending on us, I thought it would be a good time to remind everyone of what’s at stake in the November 2020 election. Yes, we will be electing a president. Clearly, the Democrats need to narrow the field so voters can evaluate the ultimate nominee. With money being such an important ingredient for a successful campaign, I expect a number of the candidates to start falling by the wayside by the end of this summer. By the time the Iowa Caucuses and New Hampshire Primary take place in early 2020, the field should be sufficiently narrowed down so that we will be able to remember the names of those who remain. As for President Trump, he is firing up both his base and his opposition with every tweet. He clearly relishes being at the center of the storm. In Congress, we will see one of our Minnesota U.S. Senate seats on the ballot. Senator Tina Smith is the incumbent looking to win a full six-year term. She was appointed in 2017 to fill Senator Al Franken’s term until the next general election, which was in 2018. Senator Smith won the 2018 contest to serve out the balance of Franken’s term – which runs through 2020. We don’t know who the Republicans will nominate to challenge Senator Smith, but State Senator Karin Housley, who lost the 2018 race, has declared that she will not run again next year.

In 2020, all eight of Minnesota’s members of Congress will stand for re-election for a two-year term. All eight incumbents are running for re-election. We currently have three Republicans and five Democrats serving in Congress. We will also have 201 state legislative seats up for reelection. The 67 state Senate seats are now divided, with 35 Republicans and 32 Democrats – each of whom will be seeking a four-year term. The 134 House seats are currently divided, with 75 Democrats and 59 Republicans. All state House seats are contested for a two-year term. The governorship is not on the ballot in 2020. Governor Walz’ four-year term is next up for election in 2022. All of these races are taking place in the context of very closely divided legislative bodies at both the national and state level. Expect to be inundated with television, radio and print ads which, in all likelihood, will accentuate the negative. Hang on to your hats and try not to lose your sense of humor. It won’t be pretty, but it could be pretty interesting.

LOCAL NEWS AASP-MN Announces Fall Educational Programming In response to member demand for more opportunities to connect and share knowledge and experiences with other members, the Alliance has an impressive line-up planned for both collision repair and automotive service shop owners and managers this fall. The first, a Body Shop Session, will be held Tuesday, September 17, from 11am to 1pm at Grumpy’s Bar & Grill in Roseville. “Collision Industry Issues & Trends: A Bird’s Eye View” will be presented by Aaron Schulenburg, executive director of the Society of Collision Repair Specialists (SCRS). Schulenburg will share information gleaned from a nationallevel vantage point that directly relates to opportunities and challenges faced by collision repairers. From trending topics ripped from the headlines of Repairer Driven News, victories in addressing estimating data inaccuracies and omissions through the Database Enhancement Gateway, and marketleading work by SCRS – including an overview of resources and benefits – this presentation will boost attendees’ insight and amplify their industry impact. Attendees will hear about: • Notable legislation and litigation • OEM procedures • Protection of data • ADAS and advanced technology • and more The cost to attend is $25 per person, which includes lunch. You do not need to be a member of AASP-MN to attend. This event is co-sponsored by C.H.E.S.S. and Enterprise Rent-A-Car. See page 12 to register. Also, for collision repair shops will be “GM’s Advanced Safety Systems: Post Collision Service & Repair,” happening Thursday, October 17 from 4pm to 7pm at EP Auto, Tire & Glass (Eden Prairie). The three-hour clinic, presented by Jerry Tempel, Principal Tech Training Specialist, Raytheon Professional Services, will cover procedures to be followed while making collision repairs for safe operation of a vehicle post-accident. In addition, the following topics will be covered: • Side blind zone alert • Lane departure • Haptic seats • Rear vision camera • Parking assist • Adaptive cruise control

Minnesota Careers in Auto Repair & Service (MNCARS)

MNCARS is a non-profit organization established in 2016 by AASP-MN. Its sole purpose is to promote careers in the automotive industry, recruit young people into the state's college-level automotive service and collision repair programs and, ultimately, into industry workplaces. SkillsUSA Automotive Refinish and Collision Repair 2019 Medalists Named A Minnesota student was among the winners of the 2019 SkillsUSA Championships in Automotive Refinishing Technology and Collision Repair Technology competition. Perry Jones, a student at Dakota County Technical College in Rosemount, received the bronze medal in Collision Repair Technology at the college level. Perry received his award on Friday, June 28, at the SkillsUSA National Leadership and Skills Conference awards ceremony. The conference was held June 22 to June 28 at the Kentucky Exposition Center in Louisville, KY. SkillsUSA is the national organization for students preparing for trade, industrial, technical and health occupations. NATIONAL NEWS On-the-Air and Online Promoting Participating Member Shops and Independent Auto Repair Industry

AASP-MN’s “Get to Know Your Neighborhood Auto Repair Pro” is an industry marketing campaign that promotes the benefits of doing business with independent auto repair shops. The primary message is that independents can perform virtually any repair or service while also maintaining closer, more lasting relationships with customers and community. The program, now in its 11th year, has reached millions of people. This year’s campaign kicked off in May and will run through October with commercials running on-air and streaming online on WCCO-AM Radio 830, KQRS 92.5 FM and KS95 94.5 FM on selected weeks, Monday to Friday from 6am to 7pm in primetime dayparts and throughout the day with rotating spots. The campaign will reach over 752,000 adults ages 25 to 54 with each participating shop name and location mentioned over 60 times over the six-month period! www.langmarketing.com Domestic Cars Hit Record-High Age At the beginning of 2019, domestic nameplate cars across the U.S. averaged 14.6 years, a record-high age for domestic cars. Domestic nameplate car average age has climbed an incredible 2.2 years since 2009. 2019 New Vehicle Sales Under 17 Million New car and light truck annual volume in the U.S. set a four-year record between 2015 and 2018, topping sales of 17 million each year. Lang Marketing projects 2019 car and light truck annual volume in the U.S. will slip below 16.9 million, a three percent decline from the 2015 through 2018 average. However, this will be higher than any annual sales mark between 2005 and 2014 and 62 percent greater than the 2009 market when the Great Recession devastated new vehicle sales. Four Vehicle Segments Differ in Growth The past five years have seen significant changes in the product volume of each of the major vehicle segments as well as in their contributions to aftermarket product expansion. Six Major Takeaways: • U.S. aftermarket product volume can be divided into four major vehicle segments: Cars, light trucks, heavy trucks and other product use. • Cars slipped from 28 percent of 2013 aftermarket product sales to one-quarter of 2018 aftermarket product volume, at user-price. • Light trucks, in contrast, surged from just over 43 percent of the 2013 aftermarket product market to more than 46 percent of 2018 aftermarket product volume, at user-price. • Heavy trucks (including medium-weight units) recorded approximately the same share of 2018 volume as they did five years earlier. • Light trucks generated over 70 percent of aftermarket product growth at user-price over this five-year span, followed by heavy trucks, which accounted for approximately one-fifth of product expansion. Cars were responsible for less than seven percent of aftermarket product growth between 2013 and 2018. • Trucks of all sizes will combine to generate nearly all aftermarket product growth between 2019 and 2021, at user-price.

ESTIMATING TIPS All Three Systems: Transfer of Studs, Brackets, Braces – Recent inquiry 14245 indicates that new replacement parts may not come supplied with the appropriate mounting studs, brackets or braces. Replacement labor for these parts is considered NOT INCLUDED unless specifically stated in the part footnote in the database. CCC: Labor time premise NOT INCLUDED operations – brackets and braces transfer. Mitchell CEG P-Pages > General Estimating Information > Labor General Information > Additions to Labor Time: Transfer time for welded, riveted or bonded brackets, braces or reinforcements from old part to new part. The process of removing seam sealer, reapplying and refinishing is NOT included in published labor times unless specifically noted in the database footnotes or labor report. Material cost is NEVER included in labor times. Audatex: Additional Labor > Calibration/Scanning Operations – Audatex has been adding various scanning/calibration operations to the database that may be applicable to the vehicle being repaired. Users can select from pre-defined calibration/scanning operations in the “Additional Labor” section of the Audatex database. The system does NOT provide labor or sublet cost.

Please note, this is NOT a substitute for using OEM repair information directly from the vehicle manufacturer, but rather a good place to reference if a calibration may be needed on repairs being performed. Per the Audatex July update, “Scan and Calibration Project*: • 422 files have been updated with scan and/or calibration operations. • 222 files now have a calibration operation available on the windshield glass.” CCC: Refinish Overlap – Does not apply to a component refinished during a procedure separate from the main component. This situation is covered in the “Guide To Estimating: Panel and Component Designation, Individual Procedure Items/Areas” as follows: “Areas of a panel or component that are part of a main component, but are refinished during a procedure separate from the main component. Example: edges, jambs, hinges, inside panels and the underside of hoods, deck lids, liftgates, etc. No overlap deduction should be taken when calculating refinish time for items from this category.” Please note: The Estimating system is not able to determine if the part is a different color or if it’s refinished during a procedure separate from the main component.

• This will require a manual deletion of the “Refinish Overlap” if the part is a different color or if it’s refinished during a procedure separate from the main component. • A combination of items from this category refinished during a single, continuous procedure should be subject to the appropriate “Adjacent” or “Non-Adjacent” overlap formula deduction.

The older Subaru Outback is an example where the bumper cover is often a separate color from the vehicle.

Safety Meeting Basics According to the Occupational Safety and Health Administration (OSHA), one of the most effective ways to promote a safe working environment is to get involved in company safety meetings. Since safety is a top priority, we’ve gathered some tips to help you make the most out of your company safety meetings. Why Safety Meetings? These informal, brief meetings allow your employees the opportunity to stay up-to-date on potential workplace hazards and safe workplace practices, such as machinery use, tool handling, equipment use and safety-minded attitudes—basically anything that may contribute to accidents or illnesses in your workplace. Meeting Basics • Attending safety meetings is mandatory. Make sure your employees know when the meetings are, and to plan accordingly. •

Always have your employees sign a safety meeting log – recordkeeping is an important part of a safety and compliance program.

Encourage employees to be active participants. Some of the best safety ideas come from workers because they often know best and what and where the dangers are.

Encourage employees to speak up if they have something to add during safety meetings.

If you notice that spills aren’t being cleaned up properly or someone didn’t follow lockout/tagout procedures, cover the topic at a future safety meeting and everyone can benefit.

Encourage your employees to share ideas for a safety topic. Chances are others will find it of interest too.

Do your employees have a question, like how to lift safely or read a Safety Data Sheet (SDS)? Encourage them to ask – there are no dumb questions when it comes to safety.

Make sure your employees know where they can get additional information about your safety policies, such as on a bulletin board or from the company’s human resources representative.

Reward your employees. Encourage your employees to pay attention to their fellow workers and nominate someone for a safety award when appropriate.

Air Permit Requirements for Small Sources of Air Emissions Have Changed New rules have established technical standards that allow auto body facilities with low overall emissions to bypass the paperwork and cost of an air permit while remaining environmentally protective. Auto body facilities may qualify as exempt from permitting if they can demonstrate they are either an “insignificant facility” or “conditionally exempt.” Facilities should first look to see if they qualify as insignificant. Insignificant facilities use less than 1,000 gallons of Volatile Organic Compound (VOC)-containing material, or limit VOC emissions to 10,000 pounds in a calendar year. Other sources of low emissions may come from processes such as mechanical finishing and equipment such as boilers, gasoline storage tanks, welding tools, etc. Insignificant facilities are not required to notify the Minnesota Pollution Control Agency about their status. However, they should keep

records which demonstrate they qualify. A facility that does not qualify as insignificant may qualify as conditionally exempt. Conditionally exempt auto body facilities use less than 2,000 gallons of VOC-containing material in a calendar year, or limit VOC emissions to 20,000 pounds and Hazardous Air Pollutant (HAP) emissions to 12,000 pounds each calendar year. Similar to insignificant facilities, emissions may come from insignificant equipment and processes. Conditionally exempt auto body facilities follow technical standards that include common best practices, such as training in proper setup and maintenance of spray equipment and application of coatings. Proof of compliance is generally based on business information that most facilities are already tracking. If your business is using more than the gallons-used thresholds, you may want to calculate actual emissions to

determine if you qualify based on the emission limits. Businesses using waterbased or low-VOC/low-HAP coatings and cleaners may greatly exceed the 1,000 or 2,000 gallon limits but have low overall emissions and qualify as an insignificant facility or conditionally exempt auto body facility.
