RTA, Atascadero Shuttle and Paso Express Consolidate Services

The Paso Robles City Council and Atascadero City Council have approved plans for public transportation consolidation with the Regional Transit Authority (RTA). The merging of systems has come about following a three-year process among the City of Atascadero, City of Paso Robles, Regional Transit Authority and the San Luis Obispo Council of Governments (SLOCOG). The Atascadero Shuttle is a Fixed Route buses that follows an hourly loop throughout El Camino Real in Atascadero, including stops at Twin Cities Community Hospital, Posada Lane and Las Tablas Park and Ride. Soon, a newer, larger RTA Route 9 bus will service these areas in place of the shuttle, making additional stops in Paso Robles and San Miguel. It is important to note that Atascadero Dial-ARide service will not be affected. Dial-A-Ride will continue to serve the public Monday-Friday, except holidays, with operational oversight by the City of Atascadero. Dial-A-Ride offers door to door service and the ability to schedule specific pick up and return times. Dial-A-Ride schedules, fares and more details are accessible on the Public Works page at www.Atascadero.org. In Paso Robles, both Fixed Route and Dial-A-Ride services currently provided by Paso Express will merge with RTA and become incorporated into the Route 9 schedule. This change also includes the Paso Express Route C (Paso Robles to Templeton). New stops will also be established along the South end of Theater Drive in Paso Robles, as RTA’s ability for larger buses to properly access the Target parking lot are limited. Express A and B routes, however, will remain unaffected.

A welcome benefit of the consolidation is that riders can save time foregoing waits for bus transfers between RTA and Atascadero Shuttle to leave the area. Travel from Atascadero to Target Shopping Center, Paso Robles Amtrak Station, Paso Robles Event Center and Cuesta College North County Campus will also be more direct. Bus fare considerations Fare for Atascadero Shuttle, Paso Express plus Route C travelers will remain unchanged at $1.50/regular and $0.75/discount for seniors and those with disabilities. RTA cash rides between Paso Robles and San Luis Obispo will increase $.50 to $3.00/regular and $1.50/ discount. RTA riders age 80+ may continue to ride free of charge with VIP Passes. The RTA 31-Day Pass, which costs $44/regular and $22/ discount and priced slightly lower than the Paso Express Daily Pass, will be used for RTA regional and Paso Express fixed routes. The RTA Regional Day Pass for $5.00/regular fare will replace of the Paso Express Day Pass on June 1. Riders are urged to consult www.slorta.org for updated information on fares for all rides. Children and student benefits Cuesta North Campus Students may continue to ride free. As of June 1, children and teens under age 18 are eligible for discounted 31-day passes and cash fare. The Summer Youth Ride Free Program (June 15-Aug. 15) will help ease costs for many family budgets. The RTA website provides schedules, routes, times, updates and more. Visit www.slorta.org.

OPEN IN JUNE: The New Atascadero Library The new Atascadero Library, located at 6555 Capistrano Avenue in the Hotel Park development, will open in early June to welcome library patrons of all ages. Most library services are located on the first floor, including a children’s area, an adult reading area, and an area for teens. Two study/tutoring rooms can be reserved by small groups. On the second floor, a conference room and a large community room are also available by reservation. The library staff will be happy to assist children, teens, and adults as they discover new materials and new spaces to explore.

Children and young adults are invited to read and keep track of the titles read on a reading log. Upon completion, each youngster will receive a book bag, popular paperback and other special rewards. F I R E D E PA R T M E N T News & Stories… From the Fire House to your House LET’S BE PREPARED FOR FIRE SEASON Summer is here and fire season is upon us. Much of the Western United States is considered a high fire hazard environment. The “fire environment” is influenced by weather, fuel, topography and the human factor. As the hot and dry summer air masses get established over California, the fuel dries out and becomes extremely flammable. The fuel almost always consists of living vegetation (trees, shrubs, grass and wild flowers) and dead plant materials (dead trees, dried grass, fallen branches, pine needles, etc) The fire department recommends all citizens clean their roofs and gutters. Maintaining domestic and native vegetation can dramatically reduce fire spread and severity. Comply with weed and brush abatement ordinances. Maintain 100’ clearance around structures and 10’ clearance on driveways. Keep brush back from structures at least 30’ or more. Remember that flame length from 8’ tall brush can produce 50’ plus flame lengths. Please remember to abate weeds and brush early in the year and early in the day. Cutting fuel in the afternoon poses a greater fire danger than cutting in the morning. For assistance or more information please call the fire department at 461-5070. 12 • Atascadero Magazine

The Vial of Life program is an aid to emergency services, to facilitate proper and immediate care for incapacitated seniors. A medical information form advises emergency personnel of medical history, present medications and any other pertinent information. The form is in a plastic container which affixes to the front of the refrigerator by a magnet. This program is a great asset to emergency services such as Fire Department and Ambulance Paramedics. Often a person in distress becomes confused as to medications, doctors names and medical history. The Vial of Life forms are targeted for any senior, with chronic disease or medical conditions, or for those with disabilities. In addition, the Area Agency on Aging provides the person with a free reminder registration form. This form asks for the name, address, telephone number and date of birth of the persons receiving the Vial of Life. The Vial of Life clients will receive a postcard annually, reminding them to update the information card. The Vial of Life program is free of charge and is available at the Atascadero Fire Department. For more information about this program contact Matt Vierra at (805)470-3300.

During the first few months of 2014 the Atascadero Police Department noticed an increase in the number of arrests being made for Driving Under the Influence (DUI). In addition to our enforcement efforts, the Atascadero Police Department always takes steps to educate and inform the public about the dangers of drunk driving. The safety of our public is always our utmost concern. Recently I was speaking with Sergeant Caleb Davis who is in charge of the Atascadero Police Department Traffic Unit. I asked Sergeant Davis about his motivations for patrolling in the downtown areas during the evening hours. Sergeant Davis explained that he makes every effort to be as visible as possible in the areas where drunken driving most commonly occurs. He hoped that his highly visible presence would be a reminder for drivers to get a ride, use a sober driver, and never get behind the wheel after having one too many. As Sergeant Davis said, “I would much rather keep someone from driving drunk in the first place than make an arrest for DUI any day.” One of the ways that Sergeant Davis and the Officers of the Atascadero Police Department work to inform the public about drunk driving is by working with our local media partners to get the word out. Sergeant Davis worked with the Atascadero News several months ago to produce an article informing the public about how quickly they can be over the legal driving limit. ATASCADERO — The city of Atascadero is unique among its neighbors in that it does not have a law or ordinance against having an open container of alcohol in public. That lack of ordinance makes it OK for disc golfers to enjoy a beer while playing a few holes and it allows the public to enjoy a glass of wine while the Atascadero Community Band plays at the Lake Park. However, according to Atascadero Police Department’s Sgt. Caleb Davis, it does not give motorists permission to drive drunk or have an open container in a car. In Atascadero, like everywhere else in California, folks are not allowed to drive with a blood alcohol content greater than .08 percent. Blood alcohol content, Davis said, is a measurement of how much alcohol is in a person’s bloodstream. According to Dr. Joseph Pursch, about 20 percent of the alcohol a person ingests is absorbed by the stomach walls, with the rest being absorbed in the small intestines. Because alcohol is absorbed in most places of a person’s digestive tract, it means a person can quit drinking, yet get drunker as time passes and alcohol already consumed gets absorbed. But each person and each set of circumstances are different. The rate of absorption is different depending on what a person’s had to eat, for instance. And the amount one can drink before being too drunk to drive varies depending on the person’s size and body composition.

P O L I C E D E PA R T M E N T To try to get some real-world data, four volunteers went to Nichols Winery’s tasting room on Traffic Way in Atascadero to drink wine under the supervision of Davis and test out some of APD’s breathalyzers.

“I think anything we can do to educate people in regards to how much we can drink safely is a benefit to everyone,” winery owner Keith Nichols said. “That includes the wine industry.” The participants were Cal Poly political science professor Mike Latner; Atascadero artist Mark Cruzen; Atascadero resident Cassandra Sherburne; and Atascadero News sales executive Carmen Burton. On the day of the drinking, each participant had a different experience. Sherburne ate a big burrito just before the exercise began at 3:30 p.m., while Cruzen said the last thing he ate was breakfast, hours earlier. Latner, who described himself as “a man of substance,” had ridden his bike to get there; and Burton, who attends Atascadero Crossfits classes four days a week had her regular lunch at the regular time. Davis said that APD’s biggest test for drunk driving is the breathalyzer, and the department has three different models. Breathalyzer results, he said, are admissible as evidence in court, but the devices must be tested for accuracy and, if need be, calibrated every 10 days or after 100 uses, and must be accurate within 0.005 percent.

He also said that the smaller breathalyzer APD uses costs about $375 — which, he noted, is cheaper than a DUI conviction. According to www.DrunkDrivingLawyers.com, the total cost of a first-time DUI offense is about $10,000, including bail, vehicle impound fees, insurance increases, fees and fines, legal fees and alternative sentence completions. “The person who drinks every day doesn’t have to drink more to get to 0.08,” Davis said. “They just don’t feel drunk at 0.08.” Cruzen, who said that he is “an after 5 p.m. drinker” said he expected his BAC to reach 0.08 some time around his fourth or fifth drink. After his second glass of wine, a breathalyzer reported his BAC at 0.115 — well over the legal limit. “I feel I can drive fine,” he said. Davis said he would arrest Cruzen and take him to jail if he drove with a BAC of 0.115. One glass of wine and an hour later, Cruzen said much the same. “I feel great,” he said. “I’ll drive everyone.” He blew a 0.097, still too high to drive. By her third glass, and about an hour after her first glass, Sherburne said she would not drive. The breathalyzer said she had a BAC of 0.12 percent. Sherburne, Cruzen and Latner are all parents. Davis said that getting a DUI is one thing, but getting a DUI with a child in the vehicle changes things. An officer can charge the driver with an enhancement to driving under the influence — it carries a stiffer penalty — or can add a separate charge: child endangerment. Burton had slowed it down quite a bit by that point. She said she was feeling the effects of the wine an hour in, and had stopped drinking at two and a quarter glasses. Her BAC was 0.111. She had commented much earlier that the wine began affecting her straight away, and she didn’t feel comfortable driving even


P O L I C E D E PA R T M E N T after the first glass. And that, Davis said, is a method employed by many designated drivers, and it doesn’t work. The theory, he said, is that the designated driver will stop drinking earlier than the rest of the group. “It slows the absorption rate if you’re eating,” Davis said. “Drinking water will make you feel better, but you will get to the same blood alcohol level. Drink coffee, water, run a marathon, whatever. Your BAC will only drop 0.05 percent per hour.” On the other hand, body composition also affects how you absorb alcohol. Five glasses of wine in, Latner was still under the legal limit. “I am at the decision point right now,” he said before blowing into the device. “I can tell that my speech is less controlled. I feel a bit ethereal. I would now begin the question, ‘who wants to drive?’” It was a good time for him to begin asking. He blew 0.079 percent. “Oh look at that — I’m there,” he said. “That, empirically, fits my logic of drunkenness.” He had another glass, his sixth. He blew 0.081. “Turns out I’m impervious to alcohol,” he said smugly. Davis said that if Latner had chosen to drive and gotten pulled over, there are plenty of tricks he could employ to avoid getting tested that don’t work. One is claiming the breathalyzer is getting a false reading based on the alcohol in the driver’s mouth. But Davis said that law enforcement is required to wait 15 minutes before testing a driver — more than enough time for the mouth alcohol to wear off. Another method is to simply refuse to do the test. But Davis said there are generally plenty of other reasons to arrest somebody suspected of driving drunk — reckless driving, for instance. And at that point, drivers are under

contract to supply a sample — blood or urine, typically. But everybody who gets pulled over doesn’t have to wait 15 minutes for a breathalyzer test. Davis said there are two major tells. “As much as you don’t know it, when you’re drinking, you smell like alcohol,” he said. Second, when pulling over a suspected drunk driver, the officer may have the driver follow his or her moving fingertip with just the eyes, keeping the head still. If the eyes don’t track smoothly, if they sort of bounce around, that’s an indication of drunkenness, and it’s not something you can train for. But, Davis said, you can prepare. First, he said, owning a breathalyzer is a great thing. It gives a drinker empirical evidence of his or her state of drunkenness and removes any guesswork. APD’s units are all about $400, but as of press time, Wallgreens had a model on the shelf that costs only $54.99. There are other choices online. But most important, Davis said, is simply having a plan. From walking — don’t be too drunk to care for yourself, lest you get a drunk in public charge — to taking a taxi, public transportation or having a designated driver. Simply having a plan to get home is hugely important. He also said it’s important to know how much alcohol one is actually drinking when going out tasting. “We see designated drivers maybe 15 or 20 percent of the time,” Nichols said. Nichols said that a typical tasting at his winery consists of one-ounce glasses of seven or eight wines — about one and a half glasses in total, depending. Tasting at two or three similar wineries, a person can put down about four glasses, which can be more than enough to make a driver unsafe and illegal. “The moral of the story,” Davis said, “is plan what you’re going to do before you go to the bar or the winery.”

PUBLIC WORKS Fats, Oils & Grease (FOG): A Bad Diet for Our City

Fats, oils, and grease aren’t just bad for your arteries and your waistline; they’re bad for sewers too. The leading cause of all sanitary sewer overflows (SSOs) in Atascadero is grease blockages. Grease can get into the sewer from household drains as well as from poorly maintained grease traps in restaurants and other businesses. Sewer overflows and backups can cause health hazards, damage home interiors, and threaten the environment. The Atascadero Commercial FOG Program was developed to assist restaurants and food handling facilities with proper handling and disposal of their fats, oils and grease. Through implementation of Best Management Practices (BMPs) promoted by this program, these establishments should be able to significantly reduce the amount of FOG that goes down their drains. This will minimize back-ups and help business owners comply with the City’s wastewater discharge limit. An SSO is the unintentional flow of untreated sewage onto the ground or into a facility, home, or waterway. SSOs create a health risk to the public, damage property, and pollute our environment. Grease buildup occurs when FOG produced from and aided in cooking end up in the sewer system. Whether you’re a Food Service Establishment, business, or resident of Atascadero who generates FOG, you play an important role in preventing SSOs. What is FOG? Typically, FOG enters a facility’s plumbing system from ware washing, floor cleaning, and equipment sanitation. FOG is also a byproduct of cooking. It is found in such things as food scraps, meat fats, cooking oil, lard and shortening, butter and margarine, baking goods, sauces, and dairy products. Putting these greasy materials down a sink can lead to sewer clogs, and the clogs can lead to wastewater backing up, spilling out onto the streets, and even finding its way into storm drains and to our creeks. A wastewater sewer system works similarly to the circulatory system of the human body. Wastewater

flows through pipes, is pumped at the pump stations, and is cleaned by the wastewater plant. Sanitary sewer systems are neither designed nor equipped to handle the FOG that can accumulate on the interior of the sewer collection system pipes from improperly maintained discharges. These accumulations may cause a sanitary sewer overflow. Restaurants are now required to store fats, oils, and grease in containers that are picked up by permitted recycling and rendering facilities. Why should FOG matter to you? When grease is washed down the drain, it sticks to the inside of sewer pipes (both on your property and in the streets.) Over time, it builds up and can block an entire pipe. Garbage disposals do not keep grease out of the pipes; they only shred it into smaller pieces. Commercial additives, including detergents that claim to dissolve grease, may pass it down the line and cause problems away from the source. The results of a grease-blocked sewer pipe can be: • Sewage overflows into businesses, your home or your neighbor’s home • Expensive and unpleasant cleanup that often must be paid for by the property owner. The average cleanup cost is about $3,000 which does not include replacing carpets and repairing walls. • Possible contact with disease-causing organisms due to sewage and food particles that accumulate and attract insects and other vermin. • An increase in operation and maintenance costs by the local sewer district and Atascadero’s treatment system, which causes higher sewer bills for customers. Why is Water Pollution Prevention Important? Reducing the amount of chemicals, hazardous substances, and food waste that flows into the sewer system is good for the earth, for our pocketbooks and for


PUBLIC WORKS our communities. California’s waterways are fragile environmental systems that need our care and protection. Over the last 50 years, local governments and businesses have made tremendous investments in sewage treatment to keep pollution out of lakes, streams, and rivers. But that doesn’t mean we can ignore our responsibilities toward our waterways. It’s critical that in homes and businesses we pay attention to the impact our actions have on water quality. Even the best sewage treatment facility has limitations. Atascadero’s sewage treatment facility system is designed primarily to handle sanitary or domestic sewage. We need to remember: • Treatment facilities can’t treat many chemicals and some chemicals may pass untouched into the environment threatening fish, wildlife, and vegetation, as well as people. • Some chemicals can destroy beneficial bacteria used in the treatment process, leaving the facility useless. This endangers the environment and represents a tremendous expense to sewer ratepayers. • If a treatment facility receives too much of one type of waste at a time, it won’t be able to process it. • Some chemicals that enter the sewage treatment system may pose a health risk to employees. Some substances may cause explosions and fires. How Can Pollution Prevention Help the Bottom Line? Many businesses find that taking steps to prevent pollution - including keeping fats, oils and grease out of the sewer system - saves money. • Keeping fats, oils and grease out of your drains will reduce plumbing problems. • An establishment causing a fats, oils and grease spill to the storm sewer may be subject to fines. • Fats, oils, and grease can often be recycled, reducing garbage costs. • Some agencies will bill a business for excess sewer line maintenance if the agency can trace the source

of the problem to that establishment. • Ratepayers will pay more if we need to build more treatment system capacity. We all save by keeping fats, oils and grease (FOG) out of the sewer system. The problems that FOG can cause are significant — as food service industry professionals know. No matter how well kitchen staff follows procedures for diverting pan drippings, food scraps and other oils, fats and greases into used cooking oil containers or waste bins, some of this stuff ends up going down the drain when equipment is cleaned. It then travels through a device called a grease trap or a grease interceptor, where the FOG is captured in a series of baffles while most of the water is flushed to sewage lines, bound for municipal wastewater treatment. In a perfect world before the grease trap is filled to capacity, a waste collector (generally the same hauler that collects fryer grease — possibly for biofuel feedstock) is periodically called to clean out the grease trap and carry the FOG away in a tanker. The frequency of these visits is determined by municipal requirements, the size of the tank and the daily output of FOG. Businesses pay the collectors anywhere from $100 per visit to many hundreds. Of course with the world being far from perfect, grease traps are sometimes not well maintained and overflow. When that happens, restaurants and building managers pay the price in high cleanup costs and fees — and the business’s reputation takes a hit, too. Like it or not, restaurants, food production facilities, cafeterias, any building that produces food-based products are ultimately responsible for the FOG they create. And each grease trap overflow has the potential to send chemicals and other pollutants inside the traps into nearby rivers, lakes or other bodies of water. PUBLIC WORKS Cont’d from previous page commonplace in Los Angeles, which was sued in 2001 over a rash of 800 sewage overflows due to pipes clogged with FOG. In much the same way that fat and grease clog human arteries over time, they also clog sewage arteries. To work effectively, sewer systems need to be properly maintained from the drain to the treatment plant. Grease is an example of a waste that the sewer system cannot handle, and therefore should not be put down drains. The City needs businesses and individuals to do their part in maintaining the system. Repeated repairs and maintenance deplete City resources, and are disruptive to residences and businesses. Furthermore, the City of Atascadero Municipal Code requires proper disposal of grease by commercial establishments. Improper waste management costs money – your money! You pay in higher consumer prices, taxes for environmental cleanups, and increased health care costs when wastes are improperly managed. We are committed to providing Atascadero residents and businesses with a safe and environmentally sound wastewater collection and treatment system. Such a system is vital to support a quality lifestyle, a strong local economy, and to protect our environment.

ROADS IN ATASCADERO By: Russ Thompson, Public Works Director One of the most common questions or complaints we receive here at City Hall is “Why doesn’t the City fix my road?” Ever since the incorporation of the City in 1979 funding for road maintenance has been a major challenge. Road maintenance competes with other General Fund dependent activities we provide for the residents like Police services, Fire protection, Parks and building maintenance. The City has been working hard to stretch every tax dollar to get it all done. Fortunately cities receive “Gas Tax” funds (sales tax on gasoline and distributed on a population basis) from the State that we fund our road maintenance personnel and smaller maintenance projects. The City currently has over 169 miles of roadway in town (that’s the same distance from Atascadero to LAX as the crow flies!), and of that 139 miles is maintained by the City. There are now over 30 miles of privately maintained roads, as the City no longer accepts maintenance on new subdivision roads – that is the responsibility of HOAs, or benefit assessment districts. New engineering standards have raised the bar on the quality

PUBLIC WORKS our roads? A single fully loaded garbage truck has the same impact as 9,000 trips by a small SUV vehicle. Roads in town with truck traffic have thicker “sections”, or depth of asphalt and gravel, to compensate for the heavy traffic impacts. Building roads right the first time saves the City money down the road. The City tailors our road projects to meet the specific needs of a given road. It doesn’t make good financial sense to automatically overlay a road with asphalt if it only needs a chip-seal or a slurry seal; like we did recently on El Camino Real. Pavement preservation is cheaper than reconstruction later in a road’s useful life, and stretches those precious road funds further.

TO THIS IN 2012 Roads typically last 20-25 years before they require major repairs or reconstruction. Spending a dollar on pavement preservation in the first 10 to 15 years can eliminate or delay spending 8 – 10 dollars in the next 10 to 15 years.

gic in how we perform road repairs but we’re losing the battle against a slow and steady degradation of our roads. The City Council’s strategy to promote Economic Development in the long run will increase sales tax and hotel bed tax revenue that in turn helps us maintain the facilities we need to serve the public. The Council is now considering as part of their strategic plan a program where we don’t rely on the State or Federal governments to solve the problem, but take on the issue head on. Atascadero is now the only City in the county without a ½-cent sales tax measure dedicated to public infrastructure. Future State and Federal funds may be prioritized for communities that are considered “self-help agencies” that have such measures approved by the residents. In the coming month a scientific public opinion poll will be taken to see if there is the required public support for such a measure. The City’s roads hang in the balance. In the meantime the City’s Public Works Department will continue to wage the battle against potholes, road repairs, and rusting culverts beneath our streets. Regardless, City Staff keeps public safety as job one!

The JD Project offers a driving blend of rock, blues, soul, and country providing a pulse that is great for a party atmosphere. Burning James & the Funky Flames is the premiere funk n soul powered combo on the California Central Coast. The five members of the Funky Flames have played with such legends as B.B. King, Etta, U2, Springsteen, and Bonnie Raitt. Diverse backgrounds season this funky gumbo with jazz and rock influences, but deep down they all just love James Brown! “Burning” James Scoolis brings years of experience, a myriad of styles, a double threat on guitars and vocals, a love of funk and soul. “Terry “Mandingo” Lawless background is in rock & roll and puts the edge on the funk of the Flames, he acts as the band’s musical director and studio guru. Rick Pittman- experience a mesmerizing history of music when Rick lays down the hypnotic fatback funk, soul and blues grooves for the Flames. “Smoking” Scott Andrews brings screaming tenor riffs, backup vocals, groovy hand percussion, and soaring alto lines to every Flames show. Chaz Matisse is the pocket underbelly and the chord fundamental that puts the thump in your chest and the groove in your moneymaker.

Headed by vocalist Brett Hoover, with his naturally authentic blues style, The Cinders play music with a base in Chicago blues but never as a “museum piece,” they were raised with rock and roll and they know it. Its real blues played with the freedom to feel it differently with each performance. Guitarist Dorian Michael explains “We enjoy that the blues is a double-edge sword; its emotionally deep and we love sharing that with the audience, but it’s also music meant to shake your tail feathers to, so when people get up and dance and have a big time, well, so much the better!” Along with Brett Hoover’s powerful, gritty blues vocals, Dorian Michael plays a very personal style of unvarnished blues guitar. Drummer Dean Giles, originally of Boston MA, brings a driving, slightly jazz based sophistication on drums. Dylan Johnson, bassist for the band on August 14th, and certainly the youngest of the group, pushes the band with his strong musical foundation tinged with a modern funky edge. This keeps the older guys on their toes and keeps the audience dancing.

The Martin Paris Band presents a truly versatile music ensemble covering pop to jazz, country to blue grass, rock to swing; something for everyone. The band is comprised of Martin Paris singing vocals and playing acoustic guitar. Martin has opened for Laurence Juber and Peppino D’Agostino at Castoro Cellars and was a finalist at the Paso Robles Winery Music Awards in 2005. Vocalist Debbie White belts out tunes and croons ballads, while pulling the audience into the music with her energetic moves and smiles. Kelly Powers, on fiddle, guitar, and vocals. With his Nashville roots, his love is country, his heart is Bluegrass, but you’d never know it when he steps up to the plate and lets go with a rippin rock lead. Truly a versatile musician in his own right. L.A. Terry Newby on bass and vocals. Coming from a Los Angeles Rock/blue background, his solid bass playing keeps the heartbeat of the band on track. Former “Intruder” Matt Wilson on drums, percussion and vocals, the newest member of the band Matt’s precision playing and fills have brought a new level of expertise to Martin Paris Band.

August 9th Soul Sauce

This quartet of top-notch journeymen musicians are no weekend warriors; these are seasoned pros whose members have opened for everyone from the Red Hot Chili Peppers to Junior Walker and the All Stars, Martha Reeves and Linda Rondstadt. Chet “CT” Hogoboom and Tommy Lee Nunes, are two musicians who have brightened the Central California Coast music scene for many years. Together and apart, acoustic or electric, these two performers have entertained music fans locally with their talented guitar-playing, singing and songwriting. Tommy Lee Nunes’ guitar and vocal styling is a musical influence that is imbedded in the San Luis Obispo music scene going back to the surf band the Sentinals, with Tommy Lee writing songs that are still featured in new surf films of today. Latinia was recently used in an episode of Sex in the City. Tommy’s career also includes stints with Warner Bros. recording artists, Sarah, the Country Knights, Kalapana from Hawaii and the Ian Matthews Band. Bruce Sorensen on bass and vocals has had the pleasure to play rock and pop pioneers like Jan & Dean, Dee Clark, Doris Troy and Martha Reeves. After moving to the Central Coast from Orange County he has performed with the best –known and talented players in the area. Also fronting his own bands Bad Sushi and Julie & The Baddogs for the last 20 years has made him a fixture at local wineries, resorts and bars. Dean Giles is the driving beat behind the varied song styles of Soul Sauce. He arrived on the local music scene several years ago after stints in Boston and Los Angeles as a top studio and live performer. His consistent and soulful style of playing holds down the beat and compliments any genre of music they are playing.

Located near the Atascadero Lake Park, the construction of the beautiful “Faces of Freedom” Veterans Memorial was initiated by the Atascadero Veterans Memorial Foundation. A 501C3 Non Profit Organization, the AVMF was founded specifically to design and to build a World Class Veterans Memorial here on the California Central Coast with a completed value of nearly $1,000,000. Built to honor all of America’s Veterans, the Memorial has three unique components: Hero’s Wall, the “Faces of Freedom” Statue, and “The Pathway to Freedom.” The Hero’s Wall specifically honors over 231 San Luis Obispo County Veterans who have paid the ultimate price with their selfless service and sacrifice to our nation. The “Faces of Freedom” Statue represents an artistic timeline that honors our nations’ military heroes from WWI to the present. The final component is “The Pathway to Freedom” a 20,000+ engraved brick pathway that leads to and embraces the Veterans Memorial. The Pathway’s purpose is to provide a place to honor both Veterans and Active Military in two ways: First of all, bricks may be engraved with the name of someone who currently serves or has served this great Nation; Second, it gives those who have not served an opportunity to show their support for our Veterans through a family or business brick. Karen Clanin has been instructing classes at all levels since 1969 and started instructing for the City of Atascadero in 1979. The Beginning Dog Obedience class will cover sit-stand-down, walking on a leash with out pulling, come when called, sit & down stay. Karen’s methods are mostly positive reinforcement, making the learning fun for the owner as well as the dog. For the 1st class, bring your dog on the collar you have and the leash you have (no harnesses please). Proper equipment will be discussed the first class. Also, bring a smelly, tasty, easy to swallow training treat. Karen suggests keeping the treats in a fanny pack so they are easy to get to. A copy of your dog’s immunization record, available from your vet, must be brought to the first class for Karen to keep. Class is scheduled for 1 hour, but may run over slightly so please allow the time. Children under 13 must be accompanied by an adult as they may require assistance. Line dancing is a choreographed sequence of steps performed in unison by several dancers all facing the same direction in parallel lines. Studies have shown Line Dancing in particular to be a great help in areas of memory, balance cardiovascular and vertigo. You never need a partner and have lots of fun and get great exercise without knowing it. This class is on-going! Drop-in fee is $5.50/class. The 2014 Summer – Fall Adult Softball Men’s and Coed Leagues run from the week of July 7 through October 23, 2014. The league will run 15 weeks. Applications are accepted on a team basis only. Rosters must have a minimum of 12 players with a maximum of 18. A mandatory Manager’s Meeting will be held on Wednesday July 2nd at the Colony Park Community Center. Summer Youth Basketball League Ages: 1st-12th Grades

In a non-competitive setting we offer basketball leagues for boys and girls in Grades 1st through 12th and for any skill level. Our program stresses the importance of individual skill development, teamwork, positive attitudes and most of all FUN! There will be a Skills and Clinic week June 9th through June 11th and will include many different basketball drills as well as conditioning drills. The Skills and Clinic week is included in the basketball registration fee. There will be experienced coaches as well as High school players from Atascadero High School conducting each drill station. Skills/Clinic week is not mandatory, but we encourage maximum participation as it will be a great opportunity to work and learn from experienced players and coaches. Games will be held Monday through Friday evenings, June 30th through July 25th, with each team having two games per week. The 5th & 6th, 7th & 8th & High School Grade divisions will have an End of Season Tournament the week of July 28th-31st.

Fees

• Of the two fees quoted for each activity (i.e., $31 res, $34 non-res), the first is the rate for residents within the city limits of Atascadero (93422 & 93423), and the second is the rate for non-residents. • For classes requiring material fees, payment is due to the instructor at the first class of each session.

Refund Policy

• Activity registration fees will be refunded in full if the class or activity is cancelled due to the lack of minimum enrollment requirement. • A refund will be granted if our office is notified more than four days prior to class starting date. A $10.00 administrative fee will be charged. • To cancel a reservation or change the date of a facility rental, a minimum of a twenty-four hour working day notice, in writing, must be given. Facilities, which require a reservation deposit, may be transferred to another date but are not refundable. • Activity registration fees are non-refundable after the class or activity has started. • Park BBQ reservation fees will be refunded or transferred to another date in the event of inclement weather. • Security deposits are not affected by this policy and will be refunded in full if the facility is returned to satisfactory condition.

RELEASE, HOLD HARMLESS AND AGREEMENT NOT TO SUE In consideration of being permitted to participate in this City activity or use of any City facilities in connection with this activity, the undersigned agrees to the following: 1. The undersigned hereby releases, waives, discharges and covenants not to sue the City of Atascadero, its elected officials, its employees, officers and agents (hereinafter referred to as ‘releasees’) from all liability to the undersigned, his or her personal representatives, assigns, heirs and next of kin for any loss, damage, or claim therefore on account of injury to the person or property of the undersigned, whether caused by any negligent act or omission of the releasees or otherwise while the undersigned is participating in the city activity or using any city facilities in connection with the activity. 2. The undersigned hereby agrees to indemnify and hold harmless the releasees from all liability, claims, demands, causes of action, charges, expenses, and attorney fees resulting from involvement in this activity whether caused by any negligent act or omission of the releasees or otherwise. 3. The undersigned hereby assumes full responsibility for and risk of bodily injury, death or property damage while upon city property or participating in the activity or using any city facilities and equipment whether caused by any negligent act or omission of releasees or otherwise. The undersigned expressly agrees that the foregoing release and waiver, indemnity agreement and assumption of risk are intended to be as broad and inclusive as permitted by California law. I acknowledge that I have read the foregoing and that I am aware of the legal consequences of this agreement, including that it prevents me from suing the city or its employees, agents or officers if I am injured or damaged for any reason as a result of participation in this activity. If the participant is a minor, his or her custodial parent or legal guardian must read and execute this agreement. I understand that the City of Atascadero will occasionally visit the sites with a camera (video & photograph) on hand and will frequently use these photographs for our brochures, flyers, education purposes and Commission meetings.
