Your image appears daily on the news, on the web, and in the mail. Thousands of cars each day travel your lanes, and you even have your own web cam! Thanks for all of the hard work in supporting the City of Newport. Without you, our community would not prosper. You are a vital link to everyone living here, and to the flow of goods and people up and down the coast. Our fishing fleet never has to wait for you to open, and our research vessels can come and go easily under your high span. You are the first one to welcome them home after their adventures on the open sea. You are beautiful with your high arches and spires. On October 2, 1936, the state of Oregon officially dedicated the opening of the Yaquina Bay Bridge. For 75 years it has stood magnificently as a monument to excellence in architecture and a symbol for Newport. It is also nothing less than an Oregon landmark, an icon, and a powerful reminder how to build a great bridge with a conviction that beauty matters too. Virtually all of us residing in the area rely on the bridge in
one way or another, from transportation to navigation, from fitness to fishing, from painting to metaphors. Perhaps it’s time to say “thank you.” We believe our bridge’s unique splendor, longevity, and poetry through engineering is assuredly worth commemorating, and thus we invite you to join us in celebrating its 75th anniversary by participating in some or all of the events staged to honor the Yaquina Bay Bridge.

Yaquina Bay Bridge And A New Newport Excerpted from The Bayfront Book by Steve Wyatt Published by the Lincoln County Historical Society ts steel and concrete arches skip across Yaquina Bay like a perfectly thrown rock, providing a picturesque backdrop for tourists’ snapshots. For residents however, it’s far more than an architectural wonder: it’s a historic monument to hope, hard work, and the promise of economic prosperity. Yaquina Bay Bridge was built in the 1930s when the Oregon coast, like much of the nation, was in the midst of a deep economic depression. When federal money became available through President Roosevelt’s Works Progress Administration (WPA), the Oregon State Highway Commission applied for more than $5 million for construction of five bridges along the coast. More than $1 million was earmarked for construction of Yaquina Bay Bridge. Double shifts of designers and engineers began planning five Coast Highway bridges under the supervision of Conde B. McCullough. In just three months, they drew plans for the Yaquina Bay Bridge,

Alsea Bay Bridge (Waldport), Siuslaw River Bridge (Florence, Umpqua River Bridge (Reedsport), and the Coos Bay Bridge (North Bend). Despite some arguments from lumber interests in favor of wood construction, all plans called for cement and steel. By January 1934, the coast bridge system plans were not only complete, but they had been endorsed by the federal government and the Oregon Legislature. The Yaquina Bay Bridge was to be 38 1/2 feet wide and 6/10ths of a mile long, with a main span of 600 feet. When word of approval reached Newport, an impromptu parade was held and there was general merrymaking among the town’s 1,500 inhabitants. Although locals were happy with the massive project’s approval, they could not have been too surprised. Months before the official go-ahead, lands were acquired at South Beach for a state park. Sam Boardman, state park engineer, told reporters it was desirable for his agency to acquire the park site “to eliminate . . . the usual cluttering up of cheap hot dog stands and unsightly cheap eating Continued on Page 9

and General Construction Companies. The weekly payroll amounted to as much as $5,000. Local merchants also benefited from the roughly $100 each week spent on equipment repairs. Skilled positions went to electricians and iron workers with bridge or dam building experience. Many local unemployed millworkers were put to work in positions requiring more muscle than skill or experience. The Consolidated Highway Company employed 160 men to construct hard surface roads leading to the north and south approaches of the bridge. Local restaurants, hotels, and auto camps suddenly shifted into high gear, busier than they had been in years. According to one man who worked on the project, much of the labor was done by hand. Use of machinery was kept to a minimum to create as many jobs as possible. Workers were placed on a six-day, thirtyhour work week, enabling two shifts a day. When Paul Towsley (1918-1984) got a job on the project, he started at forty-five cents an hour with a penny a day taken out for insurance. When word got out about the Yaquina Bay construction job, about a dozen unemployed men came to the site each day looking for work. According to Ken Bach, who worked on the bridge crew as a carpenter helper, “If Continued on Page 11

anybody goofed up or slowed down, he was fired on the spot, and one of these guys got to go to work.” Swift currents posed an incredible challenge in placing Pier No. 2, which required a 100-hour continuous pour of 2,200 yards of concrete. When a concrete pour began, it continued 24 hours a day no matter how bad the weather. Remembered Towsley, “Sometimes it was so foggy from the cement mixer you couldn’t see where you were going to pour.” Pier No. 3, located at the south end of the main arch, was the largest and most challenging because of its placement on sand. More than 700 wooden pilings were driven 50 feet below the channel bed of No. 3. Workers on the highest span were 135 feet above the water in high winds and driving rain. In 1986, Ken Bach recalled that his father, who was foreman over the carpentry crew, discovered an error in the site survey. The placement of the south end of the bridge was a little off to the east. “The original survey work had nailed the south side marker on a board between two pine trees. They shot all lines from that marker. have aligned with the work in progress on the north end. Although falls were commonplace, the only fatality on the massive project came three months prior to completion of the bridge when 36-yearold Ted McDaniel fell 110 feet to his death while peeling away wooden framework. On September 6, 1936, the bridge was opened to traffic. In its first 10 hours, a steady stream of 5,190 cars crossed the bridge. The Newport Young Men Business Club was put in charge of the official dedication gala to be held October 3, 1936. First up was to be a salute to President Roosevelt, who had been invited to the ceremony but was unable to attend. Designer Conde McCullough also was unable to attend as he was in Costa Rica designing bridges for the Inter-American Highway. Despite the absence of the President and McCullough, and the presence of a thick fog that blinded the entire coast, 3,000 people turned out to listen to speeches by dignitaries from all over the state. This was followed by another round of general merrymaking and a parade which included the Ladies Drum Corps of Toledo. A scheduled flyover by sea planes was canceled because of the fog. Fireworks were shot off but they were 13-75 th

shrouded in fog. Later that night a banquet was held at the Abbey Hotel with Mayor Carson, of Portland, as toastmaster. The dedication ceremonies were complete but the bridge was not; detail work remained. All five of the McCullough bridges built at this time included subtle art deco embellishments. Ken Bach pointed out that all this detail work was done with wood; concrete simply filled in the shapes that he and the other carpenters nailed together. A few weeks after the dedication ceremony, the local newspaper matter-of-factly announced in its November 19, 1936, edition, “Yaquina Bay Bridge is completed and the workmen were discharged Tuesday. Two years, three months and seventeen days have elapsed since construction began.” In the course of construction, 25,000 cubic yards of earth were moved, 30,000 cubic yards of concrete poured and more than 3,000 tons of steel bolted and welded into place. LCSD Celebrates the 75th Anniversary of the Yaquina Bay Bridge with “Back to Bridge Night” By Matt Love ome celebrate the Yaquina Bay Bridge’s 75th anniversary by attending the Lincoln County School District’s “Back to Bridge Night” on Thursday, Sept. 29, at Newport City Hall. “Back to Bridge Night” will feature the bridgethemed art, photography, poems, stories, models, music and studies by students from all Newport schools. The show culminates an area-wide multidisciplinary study of the bridge in conjunction with the community commemoration. “This is a wonderful opportunity to showcase student work and to involve them in our local history,” commented Tom Rinearson, LCSD superintendent. “This is just one more way we can make learning community connected and relevant for our students.” In late August, local teachers with a particular passion for the bridge formed a special task force to plan a variety of instructional activities and project outcomes of a bridge study. Each teacher was provided a minicurriculum about the bridge that included engineering facts, historical photographs, and biographical materials about Conde McCullough, the bridge’s designer. Teachers then tailored a unit to address the needs of their students. Project ideas ranged from historical fiction about the building of the bridge to making models. “It was fantastic collaborating with teachers from different grade levels and content areas to plan the event,” said Newport High School English and journalism teacher Matt Love, who coordinated the district’s efforts. “I think the community will love what our students produced to honor the bridge.” The event is free, open to the general public, and runs from 6:30 to 8:30 p.m.

Public Invited to Attend Panel Discussion about The Yaquina Bay Bridge By Matt Love uring its 75 years of service, the Conde McCullough-designed Yaquina Bay Bridge has dependably and gracefully conveyed traffic and become an Oregon architectural icon. It also helped create a visual identity, some might even say “brand,” for Newport. On Saturday, Oct. 1, at Newport City Hall, the community is invited to a wide-ranging discussion about the bridge’s unique history, engineering, aesthetic, memorable anecdotes, and marketing appeal. The event, Investigating Its Past, Imagining Its Future: A Discussion on the Yaquina Bay Bridge, runs from 2-4 p.m. and is free. After the discussion, those interested in learning more can take a guided walking tour from 4-6 p.m. to the north approach of the bridge, continue the conversation, and examine, the bridge’s signature Art Deco characteristics. Some of the questions the panel will discuss are: Who was Conde McCullough and where did he derive his architectural style? How long will the bridge last? What are its engineering and maintenance challenges? What about an earthquake? What’s the contingency plan if it collapses? How is the Yaquina Bay Bridge perceived nationwide? Who has the best bridge story of all time? How come we don’t build bridges in Oregon like this anymore? Matt Love, Newport High School teacher and author of Love & the Green Lady, about the Yaquina Bay Bridge, will moderate the panel and lead the walking tour. He will be joined by Judy Fleagle, Ben Tang, and Tim Sproul. Judy Fleagle is the author of Crossings: McCullough’s Coastal Bridges, released in April 2011. After working as a writer and editor for Oregon Coast and Northwest Travel magazines for 21 years, she retired in 2009. Since his appointment in Jan 2008, Ben Tang

has been serving as ODOT Bridge Preservation Manager, Bridge Engineering Section, Salem, Oregon. He manages the state-wide preservation program for all coastal, historical and moveable bridges. Tang leads a multi-disciplinary team consisting of structural, electrical, mechanical, and corrosion engineers to preserve and operate these special structures. Tim Sproul is a 1984 graduate of Newport High School and the creative director for Portland’s Razorfish Media, one of the leading advertising firms in the country. He’s the author of a collection of poems, “How to Leave Your Hometown for Good,” and is currently working on a novel about the advertising trade that’s partially set in Newport.

DON’T MISS THE MAIN EVENT SUNDAY, OCT. 2 A walk across the Yaquina Bay Bridge and a family-style community gathering with a 1930s theme Sunday, Oct. 2 are the culminating events for the 75th anniversary celebration of the bridge. The event goes from noon to 4 p.m. All events are open to the public. “Get out your bike, put on your walking shoes and vintage clothes, and join us in this historic event,” Michelle Harris Geltner, chair of the bridge committee, said. Walkers and bikers should meet starting at 11 a.m. on the south side of the bridge by the Rogue Ales parking lot. Walkers and bikers are encouraged to use the shuttle to go to the south end of the bridge and to the event location. Shuttle service begins at 11 a.m. at City Hall. Routes for the shuttle and more information are included in this magazine. North-going traffic will be delayed during the walk. The Newport High School band and Color Guard will lead the walkers and bikers across the bridge, and 30s-era cars will follow them. The vintage cars will be on display at Yaquina Bay State Park after the walk. Other participants in the walk include the Bengal Khan Kenpo Karate Kids, Newport Roller Derby Girls, Bike Newport, and the National Guard. People are invited to bring their own picnic lunch to the
community gathering which will be held at Yaquina Bay State Park under the bridge. Vendors will be selling food including hot dogs, hamburgers, Pepsi, and other items. Rogue Ales is sponsoring a beer garden, which will serve the commemorative Rogue Ales brew. Information booths include City Center Newport Assn. (Deco District) and Oregon Coast Community College, bridge authors, and craft and art vendors as well as the Lincoln County Historical Society, which will have copies of the winners of the bridge photo contest and a DVD playing of people recounting their memories of the bridge. The photo contest and the memories project were both part of the anniversary events. People are encouraged to wear vintage clothing, and a prize will be given for the best costume. Newport Mayor Mark McConnell will open the event with a proclamation, introduction of dignitaries, announcement of winners of the photo contest and best costume, and introduction of the entertainment. “This will be fun and festive,” Harris Geltner said. “Become a part of history. We look forward to seeing you and your family.”

The Shuttle will be running from City Hall along SW 9th Street to the south end of SW Bay Street turning onto Highway 101 southbound to deliver riders under the bridge northbound access. The bus will get back to Hwy 101 going north and turning right onto SW 9th in reverse along the same stops back to City Hall. Shuttles for people participating in the Bridge walk: Until noon the shuttle will deliver participants to the South end of the Bridge for walking across the Bridge. Shuttle Stops Nye& SW 9th, Burrows House/Log Cabin Museum (Parking on SW 9th, Stops: City Hall Parking Lot, Hurbert Beach Armory, Alder Street, Chamber of Commerce), Pacific Communities Hospital (Parking areas south of Abbey between SW 9th and 101) Times: 10:30 - 12:00 The shuttle will take people to the north end of the Bridge for the event or to the south end of the bridge delivering to the staging area for the Bridge walk. 12:00 - 5:00 : Shuttle will loop continually from the parking areas along the route to the north end of bridge.
