ello, Morro Bay Police Chief Greg Allen here. Welcome to beautiful Morro Bay! I want to share some thoughts about our wonderful City, your police department and the importance of the positive relationship that we enjoy with our Morro Bay community. The City of Morro Bay is not only a beautiful beach tourist destination, it is a safe, friendly and welcoming community that still has that ‘small town’ feel. This safe and pleasant travel destination is in part a result of the proactive public safety and community-based police service provided by each member of the Morro Bay Police Department. As police chief, It is very important for me that our police department to be a part of the fabric of Morro Bay community. This means listening, learning and working together on our goal of keeping our community safe and addressing quality of life issues. The Morro Bay Police Department is made up of an outstanding group of dedicated and professional sworn and support staff. They are talented, resourceful and committed to serving our community with pride. We are also very fortunate to have in our police family a very active cadre of outstanding police volunteers! They serve our community in many important ways. From traffic control, administrative support and crime prevention, we simply could not serve the community effectively without them. We are all involved in some pretty unique fun traditions here such as our Holiday “Caroling with Cops” where we join the community in escorting Santa through town passing out toys and singing Christmas Carols. Last Halloween we sponsored

This is true in any city in America. There are far too many peace officers that have been killed in the line of

duty, making that ultimate sacrifice in the protection of others. The reality is that few in our society except for police, fire, military and other first responders have jobs where that leave home in the service of others unsure if they will ever see their families again. Every life is important, and each fallen peace officer is one too many. When an officer is killed in the line of duty, it is important that we honor their bravery and sacrifice. For generations, the brave men and women of our Nation’s law enforcement have answered the call to serve and protect our communities. Enduring long shifts in often dangerous and unpredictable circumstances, our Nation’s peace officers embody the courage and honor that represent our chosen profession. In 1962, President Kennedy proclaimed May 15th as National Peace Officers Memorial Day and that Calendar week as National Police Week. During this time our Nation expresses gratitude and appreciation for the many selfless public servants that wear the badge and put themselves in harm’s way to keep our communities and families safe. We honor the many officers who have paid the ultimate sacrifice in the line of duty. On Thursday, May 17 at 10 a.m. at Morro Rock, the Morro Bay Police Department is honored to host this year’s Peace officers Memorial Ceremony. This important event is sponsored by the Criminal Justice Administrators Association (CJAA) which is comprised of San Luis Obispo County law enforcement leaders that includes local police chiefs, the County Sheriff, and other key law enforcement and military executives. This ceremony will recognize and honor our fallen law enforcement Heroes in California and Nationally who unselfishly sacrificed their lives in the line of duty in the protection and service of others. The community is invited to attend and join us in honoring These Heroes.

Weekly Main Street Market in downtown expanding BY RUTH ANN ANGUS OF MORRO BAY LIFE

E

very Saturday afternoon Main Street in Morro Bay shuts down to traffic and becomes the quintessential Farmer’s Market. In line with the Downtown Revitalization Project, the Morro Bay Chamber of Commerce, that has taken over the direct management of the weekly event and calls it “The Main Street Market,” is picking up the pace and expanding the market. “We are enlarging the market so that there will be spaces for vendors from Harbor Street and along Main Street to Pacific Avenue,” commented Erica Crawford, CEO of the Chamber. This change will open up Harbor Street to through traffic but there will be no passage right or left where Morro Bay Blvd. meets Main Street. Changes being made comply with the Morro Bay Fire Department’s 20-foot clearance regulations in the market footprint. During summer months approximately 900 to 1100 people attend the Main Street Market. The Market provides access to locally grown fresh fruits and vegetables, value added food and beverage items, handcrafted beauty and wellness products, and hand-

It also serves as platform for the county’s homebased businesses and entrepreneurs to promote and sell their products. It also gives the Morro Bay Tourism Department a downtown

event to promote.” A special promotion is being held to advertise the expansion. Visitors to the Main Street Market can stop by the Chamber’s Visitor Information Booth and purchase a five-dollar Market Tote to place their purchases in and they will receive five dollars-worth of Market Bucks to spend at any vendor booth.

Participating vendors will turn in the Market Bucks and for the appropriate value receive reduced vendor fees for their booth. The Chamber hopes that this will be an incentive for more farmers and food operators to participate in the market each week. Local businesses can also benefit by becoming a Main Street Market sponsor. For $100 their business will be featured in the advertorial booklet, their logo will be on the Market Tote and on summer market signage. “We feel this expansion will revitalize the downtown area with fresh and appealing programming,” Crawford said. The Chamber is also searching for an independent contractor to become Main Street Market Manager. This is a part-time position for a contractor to produce a successful market and attract and retain quality vendors to the market. “We are seeking a person who is passionate about promoting access to San Luis Obispo County’s local food system,” Crawford said, “and promoting the entrepreneurial economy.” The Manager will report to the President/CEO of the Morro Bay Chamber of Commerce and implement market policy as established by the Chamber’s Board of Directors. This person will work from home fielding vendor calls, ensuring smooth event set-up and tear down, and will be available to address vendor and patron issues as they arise, and will reconcile vendor fees after each market. “A creative, self-motivated person with skills in diplomacy, communication, and marketing are key,” Crawford commented, “and the person should be passionate about community, local agriculture, and business.” The Chamber expected to have the position filled by April 20.

M

aria Slavin is the teacher of the class that meets in Room 15 that is referred to as the “Home of the Super Students.” Back in December she and Rotary members Andrea Turnquist, Nick Mendoza, and Sarah Santana placed the writing task before

the class. Essays were written, and other members of the Rotary club volunteered to read the submissions and rate each one. Out of that, three distinct winners emerged. First place went to Stuart Colletti, second place to Carly Muff, and third place to Wyatt Bath. Rotary Club of Morro Bay chose Tuesday, April 17th, the anniversary of their 68th year as a Rotary club to bring the winners and their families to

their luncheon meeting at the Morro Bay Golf Course where everyone enjoyed a tasty Mexican meal and a slice of chocolate birthday cake. The Morro Bay Rotary club was chartered on April 17, 1950. The essay winners each read their essays to the club and guests and each one told a tale that had a touching personal note for the young essayists. Three different scenarios were told

wherein the lessons of the Four Way Test spoke to these young people. At the conclusion of their readings, Nick Mendoza awarded each a certificate and a monetary prize. First place Stuart Colletti received $100, Carly Muff received $50, and Wyatt Bath received $25. Members of the Rotary Essay Committee are sure these talented and upcoming young people will put that money to good use!

here was a folk song during the 60s by Joni Mitchell that has a line that goes like this, “I’ve looked at love from both sides now . . .” Life often pushes us to have to look at not only love but life itself from both sides and sometimes that occurs when someone close to us passes away. Love Alone is just such a story and was written in 2015 by Deborah Salem Smith. This drama is the fifth main stage production of By the Sea Productions and is directed by Kelli Poward. It stars a cast that is relatively new to the production company but not new to theater. In the aftermath of a minor surgical procedure gone wrong both the remaining family and the doctor’s lives are affected as they attempt to understand what went wrong and how to move forward. While the play focuses on a medical mistake and the consequences that follow, it also explores relationships, LGBTQ issues, and forgiveness. The show opens with Helen, played by Samantha Loring, being told by Dr. Becca Neal, a new anesthesiologist, played by Maya Lara, that Susan, her partner of

20 years, did not survive surgery. While Helen grieves with their adult daughter, a musician played by Karla Bernardo, Dr. Neal worries about her professional reputation and how the stress affects her relationship with her husband, played by Robert Foster. Other characters in the play are a medical malpractice attorney, played by Rick Bruce and an insightful nurse portrayed by Jo Jackson. Rhonda Crowfoot plays dual roles as the hospital’s decedent representative and a lawyer. “I read this show and fell in love with it,” commented director Poward. “The balance of looking at both sides of the issue is done so well with subtlety and dialogue. These performers are everything I could hope for. The show hits on some hard issues but has some beautiful moments that ground us all in reality. Only one thing can possibly redeem us.” Love Alone opens May 11 and runs through June 3 at St. Peters by the Sea hall, 545 Shasta Avenue, Morro Bay. Headding: Town Hall meetings a successs BY RUTH ANN ANGUS OF MORRO BAY LIFE

I

n an effort to be more proactive and involved with the residents of Morro Bay, Councilperson John Headding took to heart the request by some for council members to “come down off the podium.” For the last two quarters of the year Headding has held what he terms “Townhall Meetings” at the Morro Bay Community Center. “I wanted to be able to give the community more than the usual three minutes afforded them for public comment at the city council meetings,” he explained. Headding began his effort by holding informal get togethers at local coffee shops and just chatting with whoever showed up. “I wanted to be able to hear from more people,” he said, “so I enlisted the use of the Community Center and set up a time that I felt would work for most people. Townhall meeting are held at 6:00 P.M. in the Community Center. Headding started this process last year and it has grown. Currently approximately 100 people attend the Townhall. each meeting. His first meeting concerned the water reclamation facility, a rather hot topic for the community. After about a 15-minute introduction by Headding on the topic, he opens it up to the floor for questions and dialogue. “If I am asked a question and don’t know the answer,” he said, “I let the person know I will research it and get back to them either in person or by email.” The second Townhall meeting discussed the topic of the fees that

the city attorney charges. Headding had to research carefully and obtain correct figures for this topic. “There is a general misconception regarding this subject,” he commented, “in that many people feel that the city attorney receives exorbitant amounts. That just isn’t supported by the recorded facts.” Headding said that good discussion came out of this topic and felt that some of the mystery for the public surrounding how the city really works is made clearer with these discussions. The meeting on April 18th addressed the financial status of the city and the issues that drive the state of negative financing that the city now finds itself in. Loss of revenues from the close of the power plant have significantly reduced the funds the city needs to maintain city services. “Basically, for every dollar’s worth of services we supply,” he said, “the city spends a dollar and ten cents. Therefore, it is always operating at a deficit.” Headding said he speaks of “scale” when referring to the financial state of Morro Bay, as the city is not of significant size in revenues without receiving a subsidy. He also explained the difference between being an incor-

porated city or a county town that works with a Community Services District board and the Board of Supervisors. The towns under County government get lumped together in respect to need for funds for services, whereas a city can offer more control. One of the primary issues facing cities in California and here on the Central Coast is the cost of pensions (CALPERS). Headding spoke to the nine-million-dollar shortfall problems that San Luis Obispo is facing due to rising pension costs and lack of other funds coming in to keep pace. San Luis Obispo city council is talking about heavy cuts in their general and enterprise funds, raising their sales tax percentage, and property taxes and TOT (tourism tax). “Morro Bay,” he said, “brings in a little more than $12 million dollars a year but has expenses of $13.9 million leaving a 1.494 percent deficit. While the talk at this Townhall was on the General Fund, it was impossible to steer the audience from the water and sewer issue facing Morro Bay and many questions were placed before Headding who did a great job in explaining many of the contentious issues. People attending did bring forth intelligent and well thought out questions and suggestions. This is a subject that is going to require many more meetings and dialogue between the city and its residents. Headding often brings several handouts for the attendees to take home. He is open to any and all questions. He does require that everyone behaves respectfully and does not allow profanity or name calling or any personal negative commentary. “I like to have these meetings in the spirit of collaboration and respect,” he said. The next Townhall meeting will take place in July and notice will be placed in the Calendar section of this paper.

development by the City of Morro Bay but to assure that it remains a natural open space forever it is necessary for it to be purchased. So far MBOSA has raised over $60,000 of the needed $350,000 to procure it. This is the goal of this pro-active group that works to make sure that residents of Morro Bay will have enough natural land preserved for their enjoyment. On April 19 friends, neighbors and members gathered to eat and drink and raise some money for the project. Featured speaker Becky Bremser of the Trust for Public Lands spoke on a variety of conservation projects that the Trust has accomplished on the Central Coast. Currently they are working on conservation of the Chevron Toro Hills property in North Morro Bay that is exciting to contemplate. At the open house local artists brought their work offering it in silent auction. Plein Air Artist Jeff Odell brought his painting of the Peak that he began to paint at the Cerrito Peak Block Party as well as other works. Paintings by Deborah Veldkamp and Jan French were in the silent auction and photographers Sean McAlpine and Jerry Kirkpatrick donated their wildlife photos to the event. All the artists and photographers offered 20% of their sales to MBOSA. A large painting of a breaking wave by artist Debra Sievers was donated by an anonymous donor who owned it and 100% of the proceeds from that auction item will

be donated to MBOSA. A benefit concert to support the Morro Bay Open Space Alliance’s Cerrito Peak campaign will take place on June 8 from 7 to 10 p.m. at Saint Timothy Catholic Church starring Maestro Kent Nagano and featuring his daughter, Karin Kei Nagano on piano. Nagano, a Morro Bay native grew up living in a house at the foot of Cerrito Peak and the Nagano family farmed in the Morro Bay area beginning in 1920. There is even a street named after them, Nagano Street off Little Morro Creek Road. During World War II the Nagano family was sent to an internment camp, but fortunately neighbors maintained their property and they were able to Tim Crowley, Nicole Dorfman, and artist Jeff Odell pose for a photo at a past MBOreturn.
