pink out day

The Federal Women’s Program (FWP) hosted NNSY’s Pink Out Day Oct. 18 in honor of breast cancer victims and survivors around the world. Members of the FWP and NNSY Fire Department posed for a photo in front of Bldg. 1500 to mark the occasion. FWP members also passed out pink ribbons for employees to wear. Breast Cancer Awareness Month is an annual observance designed to increase awareness of the disease and to raise funds for research into its cause, prevention, diagnosis, treatment and cure. For information about all the FWP’s initiatives, contact Carlynn Lucas at 396-2419. (Photos by Shelby West, Shipyard Photographer)

Norfolk Naval Shipyard held its annual Combined Federal Campaign (CFC) kick-off ceremony Oct. 11 in the Command Briefing Room, recognizing the official start to NNSY’s CFC season. “At Norfolk Naval Shipyard, we serve our nation and our Navy,” said Shipyard Commander Capt. Kai Torkelson. “We also serve our communities and families. And, thanks to CFC, we are able to serve internationally. Our demonstrated CORE values-Care, Ownership, Respect, and Excellence can extend far outside our own gates. We care and demonstrate presence through our contributions. We take Ownership when we choose to positively impact someone’s life. We Respect and Honor by demonstrating and recognizing our common humanity. And, we achieve excellence by our service to others. CFC provides us with a great vehicle to do that.” The shipyard’s goal is for employees to contribute $350,000 this year to the charities of their choice. It’s fast and easy to donate. Just go online to cfcgiving.opm.gov and make your pledge. Choose the following UIC: Norfolk NSYD Portsmouth (UIC:N00181) (Portsmouth, VA) (CFC:H0T6YM). Making a paper pledge is easy too. Ask your CFC Representative for a copy of the form. Fill out the employee pledge sheet and return it to your CFC Representative. For more information or to find out who your CFC Representative is, please contact Dorassa Fields at 396-3672. (Photos by Shayne Hensley, Shipyard Photographer)

never leave your cac unattended When leaving your workstation, please ensure your Common Access Card (CAC) is removed from the keyboard or card reader. Leaving your CAC unattended is prohibited. Your CAC is a controlled item and, as such, its loss or misuse could afford our enemies access to sensitive information. Additionally, do not write your pin number down anywhere. Please look out for each other; co-worker accountability goes a long way in self-correcting simple issues. If you have questions about this announcement, please contact NNSY ISSM Richard Etter at 396-7494.

holiday curtailment

Norfolk Naval Shipyard will curtail all but essential operations on Dec. 24, 25, 26, 27, 28, 29, 30, and 31, 2018 and Jan. 1, 2019. Official government holidays are Dec. 25, 2018 and Jan. 1, 2019. Curtailing all but essential operations on the above dates will achieve maximum economy for a holiday period when significant numbers of employees are absent from work, thus reducing the normal productive effort. All three shifts will work on Dec. 21, 2018, ending with the third shift at 7:40 a.m. Dec. 22, 2018. Employees will return to work Jan. 2, 2019, starting with the first (or day) shift. This year, 40 hours of annual leave will be needed. Employees with sufficient annual leave will take leave during the curtailment period. New employees starting work after June 1, 2018 will take Leave Without Pay (LWOP) as an employment condition if they do not have sufficient leave to cover the curtailment period; or they may be furloughed (FWOP) per applicable negotiated agreements or other regulations.

C-FRAM Fraud Scheme Awareness:

Product Substitution

Delivery of goods/services that do not conform to contract requirements

DOD Example

In May 2018, Rogelio Vasquez, owner of PRB Logics Corporation, was arrested on allegations he acquired old, used or discarded integrated circuits (ICs) from Chinese suppliers. The ICs had been repainted and remarked with counterfeit logos, altered date and lot codes, and modified countries of origin. Vasquez then sold the counterfeit ICs as new parts made by manufacturers such as Xilinx, Analog Devices, and Intel. Prosecutors filed an asset forfeiture complaint for $97,362 in cash seized from Vasquez’s residence in 2016. The charges of wire fraud and trafficking in counterfeit parts each carry a maximum sentence of 20 years imprisonment, and trafficking counterfeit goods carries a maximum penalty of 10 years in prison.

DON Example

In December 2016, Jiang Yan of China was sentenced to 12 months imprisonment for attempting to purchase and export to China integrated circuits (ICs) without a license, and for conspiring to sell counterfeits of those ICs in the U.S. Yan requested his U.S. contact to purchase certain sophisticated Xilinx ICs used in military satellites and missiles. The contact indicated the ICs were only available in military inventory and required an export license to ship to China. Yan then requested the ICs be stolen from military inventory and replaced with counterfeit ICs. The conspirators were arrested on site at the meeting location in Milford, CT. As part of his sentence, Yan was ordered to forfeit $63,000 in cash seized incident to his arrest.

Indicators (Red Flags): Product ID differs from catalogue for inspection; Test results cannot be found or have been destroyed; Supplier provides gratuities to buyer; Contractor is behind schedule but quickly catches up.
