Norfolk Naval Shipyard will curtail all but essential operations on Dec. 24, 25, 26, 27, 28, 29, 30, and 31, 2018 and Jan. 1, 2019. Official government holidays are Dec. 25, 2018 and Jan. 1, 2019. Curtailing all but essential operations on the above dates will achieve maximum economy for a holiday period when significant numbers of employees are absent from work, thus reducing the normal productive effort.

All three shifts will work on Dec. 21, 2018, ending with the third shift at 7:40 a.m. Dec. 22, 2018. Employees will return to work Jan. 2, 2019, starting with the first (or day) shift.

This year, 40 hours of annual leave will be needed. Employees with sufficient annual leave will take leave during the curtailment period. New employees starting work after June 1, 2018 will take Leave Without Pay (LWOP) as an employment condition if they do not have sufficient leave to cover the curtailment period; or they may be furloughed (FWOP) per applicable negotiated agreements or other regulations.

To help everyone stay focused and safe this holiday season, the 2018 edition of the Holiday Safety Brief has been posted to the NNSY WebCentral page under the “Safety Brief � link (Hot Links, Safety Brief, 2018, November). This tool is to be used as a brief for all hands to maintain our safety focus before & during the holidays as well as when we return from curtailment.

Effective Jan. 2, 2019, in accordance with OPNAVINST 5530.14E and NTTP 3-07.2.3 in an effort to increase our safety and security, all personnel will be required to scan/swipe OUT of the Controlled Industrial Area (CIA). This applies to all personnel (NNSY employees, contractors, vendors, and Ship’s Force) leaving either by pedestrian turnstiles or by vehicle through CIA manned gates. Code 412 Contract Specialist Anjune’ Ennis initiated the Oasis Food Drive, the team collecting turkey, ham, canned yams and other food items for Oasis Social Ministry to be provided to a family to celebrate Thanksgiving. The collection took place from Oct. 22 to Nov. 13 and Code 300, Code 700T, Code 900T, Code 1200, and CACI were among those who joined in the effort. “The goal was accomplished with generosity and combined efforts from shipyarders and CACI team members,” said Code 442 Project Manager Nancy Wilson. “We were able to provide enough items for five complete baskets, each for a family of ten, and an abundance of extra food for additional baskets. Thanks again to everyone who did an amazing work to provide, coordinate and deliver. Amazing team. Online Shopping And Scams The holiday season is upon us, and with it comes celebrations and gift-giving. An increasing number of consumers are conducting their holiday shopping online. Most people start their shopping the Monday following Thanksgiving, when online retailers often begin to offer discounts and promotions to shoppers. While online shopping offers increased convenience, it also provides opportunities for scammers to target you the consumer through fake websites, phony offers, and malicious apps. Ensure you have a safe and secure holiday shopping experience by following the tips below.  Remembering to hover over hyperlinks and think before you click. A common phishing tactic during the holidays is a phony email saying an order has shipped, with links like “Click here for expected delivery date” or prompts for your login and password to a particular website.  Avoiding making purchases over public Wi-Fi. Use your cellular data for financial transactions instead.  Use your credit card rather than your debit card for online purchases. Credit cards offer more consumer protections if your card is compromised and it will not impact your checking account like a debit card. Continue to monitor your credit card and bank statements regularly to detect any fraudulent activity that might go unnoticed.  Choosing encrypted shopping websites for safer transactions. There are two ways to tell if a site uses encryption: a closed padlock icon in the status bar at the bottom of your browser window or at the top of the browser window, or a website address that begins with “https:” rather than just “http:”.  Heeding “certificate error” messages. If you receive a notice that says “certificate error,” examine who issued the certificate, ensure the name matches the site you are visiting, and ensure the certificate has not expired.  Downloading vetted apps. Never install software outside of your phone’s designated app store, and only use trusted vendor apps when shopping from your phone. Always read the user agreements for apps, be aware of the information you are providing the app by installing it.  Creating strong passwords. Avoid using the same password for your online accounts; otherwise, one compromised account can translate to multiple compromised accounts.

practices to keep your home network safe

• The most recent version of any operating system (OS) inevitably contains security features not found in previous versions. Many of these security features are enabled by default and help prevent common attack vectors. Increase the difficulty for an adversary to gain privileged access by utilizing the latest available and supported OS for desktops, laptops, and other devices. Enable automatic update functionality inside the OS. If automatic updates are not possible, download and install patches and updates from a trusted vendor minimally on a monthly basis. • To minimize ransomware threat, backup data on external drives and portable media. Disconnect external storage when not in use. Disable or disconnect printer or fax wireless and phone lines when not in use. Power down access points overnight or when not in use. Minimize charging mobile with desktop; use the power adapter instead. Turn off desktop, instead of leaving in sleep mode. Disconnect a desktop’s internet connect when not in use. • Leverage security software that provides layered defense via anti-virus, anti-phishing, anti-malware, safe browsing, and firewall capabilities. The security suite may be built into the operating system or available as a separate product. Modern endpoint detection and response software uses cloud-based reputation service for detecting and preventing execution of malware. To prevent data disclosure in the event that a laptop is lost or stolen, implement full disk encryption. • Disconnect digital assistants when not in use. Limit conversation near baby monitors, audio recordable toys, and digital assistants. For toys, laptops, and monitoring devices, cover cameras unless in direct use. Disable wireless for entertainment devices unless in use. Disconnect internet access if a device is not commonly used.

DOD Example

In December 2016, Roy Friend, former Army Chief of Logistics & Program Management, Ft. Eustis, was sentenced to 33 months in prison for selling GSA scheduled products on eBay. Between August 2010 – June 2015, Friend made approximately 666 orders totaling approximately $2.3 million using his GSA Advantage account. Many items were purchased for personal use. Other items were taken to an outside business where he and/or co-conspirators would remove the GSA shipping labels and resell the items for private financial gain. In addition to the prison sentence, Friend was ordered to pay $715,829 in restitution and forfeit property valued at $189,206.

DON Example

In September 2018, former Marine SSgt Christopher Aragon was sentenced to 33 months imprisonment for embezzling over $500,000 from Toys for Tots (TFT). Aragon was the authorizing official for the unit travel card used to cover food expenses for reservist performing drills. Aragon conspired with a local restaurant owner and prepared false documents that were were submitted to the Marine Corps which conducted an audit that found excessive discrepancies. Aragon was also the TFT coordinator and had a credit card linked to the unit’s TFT account to buy toys and pay for expenses associated with TFT. Aragon prepared fraudulent documents and used the card to make unauthorized payments to himself.

Indicators (Red Flags): Living beyond one’s means; Never/rarely taking leave; Missing or altered documents.
