The Norfolk Naval Shipyard Business Office (Code 1200) held a special DEOCS kickoff celebration Jan. 22. In preparation for an action-packed DEOCS season and in keeping with the 2019 theme, Code 1200 facilitators hosted a lunchtime game session to boost employee morale and encourage involvement in the annual survey. The Norfolk Naval Shipyard (NNSY) African American Employee Resource Group (AA-ERG) will be hosting two events to celebrate Black History Month at America’s Shipyard. The annual Black History Month Celebration event will be held Feb. 14 in the Bldg. 163 High Bay beginning at 11 a.m. The keynote speakers will be Black-Owned Business Trailblazer Jack Ezzell and NNSY’s First Black Female Train Conductor Bianca Wilson. Time is allowed with supervisor approval. There will be an open mic session with NAVSEA Executive Level Leaders entitled, “How’d They Make It?” held Feb. 27 in the Bldg. 163 High Bay beginning at 11 a.m. Leaders include John James, Jr.; B. Lisa Downey; and Jimmy D. Smith. Time is allowed with supervisor approval. The NNSY AA-ERG’s goal is promoting economic opportunities, providing mechanisms for inclusion, and facilitating growth and advocacy by increasing knowledge and appreciation for the historical and cultural heritage of black people throughout NNSY and the surrounding communities. The NNSY AA-ERG is part of the CARE team and meets the third Thursday of every month in Bldg. M-1 from 1:30 to 3 p.m. All shipyard employees, Sailors, and tenants are invited to attend. tuition assistance walk-in schedule

The deadline for submitting a Tuition Assistance (TA) request for the summer 2019 enrollment is March 25. Requests received will be processed on a first-in, first-out basis. The Norfolk Naval Shipyard Chapter of the Naval Civilian Managers Association has opened up its scholarship opportunity for 2019. Norfolk Naval Shipyard honored its latest round of Third Level Management (3LM) High Velocity Symposium graduates Jan. 14 in the Building 1500 Command Briefing Room. The symposium begins with an initial 32hour course, followed by participants being assigned a coach who reinforces training concepts and provides guidance on achieving personal goals. This course was developed with inputs from third level managers at all four public shipyards, focusing on personal mastery, communication, team development, and leading the organization. REMINDER: Smoking policy at nnsy Smoking is only authorized in designated smoking areas (DSA). Employees must be physically inside the designated smoking area when smoking. Smoking near a DSA or while walking toward a DSA is prohibited. The policy considers e-cigarettes to be similar to tobacco products and therefore, they shall be treated the same as regular cigarettes. Smoking is specifically prohibited in all non-designated smoking areas, including but not limited to: - Offices, lobbies, restrooms, break areas - Walkways, crosswalks, and paths - Stairways, building entries/exits, loading docks - While in transit from one location to another (on the way to your car, from building to building, etc.) - Shuttle stops

Where smokeless tobacco use is permitted, tobacco spit shall be held in containers with sealing lids to prevent odor and accidental spills. Tobacco spit and residue shall be disposed of in a sanitary manner which prevents public exposure. Military, civilian, and contract personnel found to be in violation of this policy will be subject to appropriate administrative discipline. Acceptance of something of value in exchange for preferential treatment

DOD Example

In November 2016, Razak A. Dosunmu, was sentenced to 15 months in prison for offering bribes to a procurement official with the Defense Logistics Agency (DLA), while negotiating aviation fuel contracts worth over $1 billion. Dosunmu was the owner/operator of United Globe Auto Body, LLC, a classic cars restoration/auto repair shop and international trade/business development company. In May 2015, investigators received an allegation that Dosunmu, while negotiating for a supply contract with DLA-Energy, offered to buy a procurement official a house, provide $2 million in cash, and percentage points on future contracts. Dosunmu also explicitly discussed how to conceal the illicit relationship and payments in exchange for awarding the contract to United Globe.

DON Example

In January 2018, Scott Miserendino, a former contractor at the Military Sealift Command (MSC) pleaded guilty for accepting bribes in a fraud scheme that lasted more than a decade. Beginning in 1999, Miserendino used his position at MSC to help Joseph P. Allen, the owner of a government contracting company, obtain and expand commission arrangements with a telecommunications company from which MSC purchased services. Through these arrangements, Allen received a commission based on the amount of services that MSC purchased. Miserendino used his position to perform official acts to benefit the telecommunications company, which through the commission agreement also benefitted Allen. Allen paid half of the commissions he received to Miserendino as bribes which totaled almost $3 million.

Indicators (Red Flags): Overly friendly interaction between Government employee and contractor; Questionable, undocumented /frequent requests for change orders; Payment of unjustified high prices, purchase of unnecessary goods/services, or continued acceptance of late delivery, low-quality work.

SCHOLARSHIP OPPORTUNITIES FOR SHIPYARD EMPLOYEE DEPENDENTS Scholarship opportunities are available to employee dependents of Norfolk Naval Shipyard (NNSY) for the upcoming 2019 academic year. The NNSY chapter of the National Association of Superintendents (NAS) is offering multiple $500 scholarships to deserving students who apply. The scholarships are funded by personal funds contributed by the association members and are intended to recognize outstanding dependent students of shipyard Military and Civilian employees. Applicants are evaluated based on their academic achievements, extracurricular personal and service activities and a short personal narrative, with appropriate consideration given to special circumstances of need. Applications require sponsorship from a member of the NAS. A list of members can be found in the outlook distribution list titled NNSY_Superintendents Assn. Sponsors can provide a copy of the current year application. The Superintendents Association (NAS) will be competitively awarding eight $500 scholarships this year: four to dependent students of employees of NNSY at large and four to dependent students of Superintendent Association Members. Selectees will be presented an NAS Scholarship Certificate and a $500.00 check to be used for any legitimate educational expense of the student. Applications must be hand delivered (Mike Zydron or Faultine (Tina) Rodgers (396-4390), faxed (396-4080), or emailed (faultine.rodgers@navy.mil) electronically no later than April 12. Selected scholarship recipients will be notified no later than May 17. Criteria for eligibility for an NSA scholarship: a. Sons and daughters, wherever residing, and other dependents of a person who has been an active NNSY Employee for at least the last two consecutive years are eligible. Shipyard employees who are not NSA members should obtain sponsorship from an active NSA member for their dependent application. b. Applicants must be enrolled (or accepted for enrollment) at an accredited college, university, or graduate school for the upcoming fall term and provide proof of same. c. Previous recipients of a Superintendents Scholarship are permitted to apply and compete each year they are eligible.

By registering for the Wide Area Alert Network (WAAN), also known as the AtHoc system, you have the ability to receive alerts via email, text message, and/or phone call. This enables you to receive critical information and updates even when you are not at work. If you do not register for the WAAN with your various personal devices, the command cannot reach you at home to report incidents, delays or base closures during extreme weather, active shooter events, or other emergencies. You will automatically receive the NMCI computer pop-ups at your workstation, but you are not registered for the other features unless you sign up. To do so, right click the purple globe icon in the bottom right corner of your desktop and click “Access Self Service” to add your contact information and devices. Directions to access the WAAN System: 1. Click on the little up arrow in lower right corner of your computer screen to open a box of icons. 2. Right click on the purple globe. 3. Select the option that says access self service. 4. Click on the “devices” tab. 5. Input your contact information. 6. Click to save your information. New updates have been added to the WAAN system. Additional fields have been added to help target information for building or groups of people. Please help us to help you during an emergency by updating this information.
