Norfolk Naval Shipyard (NNSY) partnered with Douglass Park Elementary School and James Hurst Elementary School in Portsmouth, Virginia for the annual Read Across America Day March 1.

Thirty-seven civilian and military volunteers from NNSY traveled to Douglass Park and James Hurst to meet with students of varying grades and read Dr. Seuss books to them, whether it be a favorite from the reader’s childhood or simply a book from the author’s expansive collection.

Assistant Project Superintendent and member of the Naval Civilian Managers Association John Satcher jumped at the opportunity to read to the students. “As an avid reader and understanding the educational foundation that reading can provide I think it is paramount to instill in our children the love of the written language,” he said. “NNSY is a phenomenal place of employment but like most things in life, you only get out what you invest. Sure, you can sit on the sidelines and go through the motions but you will be cheating yourself out of some of the most incredible and rewarding experiences. Taking to time to give back, to reach others on a personal level, to share your experiences and knowledge, to hopefully fuel a passion in our youth for the love of reading is a gift that can pay lifelong dividends. tuition assistance walk-in schedule

The deadline for submitting a Tuition Assistance (TA) request for the summer 2019 enrollment is March 25. Requests received will be processed on a first-in, first-out basis. The TA Program Office is implementing a walk-in schedule with the following hours: Tuesday/Wednesday/Thurday from 10 to 11:30 a.m. and 12 to 1:30 p.m. For questions or assistance regarding the TA program, please contact Courtney Watkins (if your last name starts with an A-M) at 396-0557 or Camilla Smith (if your last name starts with an N-Z) at 396-0516.

The Norfolk Naval Shipyard Chapter of the Naval Civilian Managers Association has opened up its scholarship opportunity for 2019. DOD Example

In May 2016, the United States reached a settlement with Hesco Bastion Limited (Hesco), based in Leeds, England, in which the company agreed to pay $2.1 million to resolve allegations of false claims and overcharges. Hesco contracted with the DoD to provide blast walls and agreed transportation costs would not exceed £650 per truckload. From 2002 – 2011, Hesco charged the government £650 per truckload while paying its subcontractors less. In 2009, the government requested documentation for transportation costs. In response, Hesco submitted 47 false invoices that were made to appear to be invoices from the transportation subcontractor.

DON Example

In May 2018, Inchcape Shipping Services Holdings Limited agreed to pay $20 million to resolve allegations that they knowingly overbilled the U.S. Navy under contracts for ship husbanding services. As a ship husbanding services provider, Inchcape arranged for the provision of goods and services to Navy ships at ports. Between 2005 – 2014, Inchcape overbilled the Navy by submitting invoices that overstated the quantity of goods and services provided, billed at rates in excess of applicable contract rates and double-billed for certain goods and services.

Indicators (Red Flags): Invoices cannot be traced to shipments; Multiple payments to a single vendor on the same date; Labor time and charges inconsistent with project progress; Abrupt changes in labor charges for no apparent reason.
