Congratulations to Chanel Ilapit, age 10, daughter of Code 133 employee Chris Ilapit, winner of Code 106’s Earth Day poster contest. The contest was open to children (age 4 to 17) of shipyard employees. Entrants were asked to illustrate the importance of conserving energy and water, recycling, improving air quality, and protecting the environment. Acceptable media were watercolors, ink, crayon, collages, pencils, oils, acrylics, and computer-generated art. All artwork had to be original. Submissions were posted on the shipyard Facebook page for two days and fans were asked to vote for their favorite. The entry with the most “likes” was selected as the winner. Chanel’s artwork will be used for the 2019 NNSY Earth Day poster.

nnsy memorial day events

Memorial Day, also known as Decoration Day, is a federal holiday in the U.S. focused on the remembering of those who died while serving in our country’s armed forces. This year Memorial Day will be observed May 28 and Norfolk Naval Shipyard will be participating in events in remembrance of those we’ve lost. • The Veteran Employee Readiness Group (VET-ERG) will be hosting a Memorial Day Fall-In for Colors May 25 at the Bldg. 1500 flag pole beginning at 8 a.m. All those participating are asked to be at the flag pole no later than 7:45 a.m. Everyone is invited and encouraged to attend. For more information regarding this event, please contact Tasha Beverly at 396-0557. • NNSY will be participating in the 134th Annual Memorial Day Parade in Portsmouth May 28 beginning at 10 a.m. Everyone is invited to attend and the VET-ERG is looking for volunteers to march alongside the USS Alabama float in the parade. A Portsmouth tradition since 1884, the Memorial Day Parade is one of the oldest parades in the country commemorating the holiday. The annual event salutes the service and sacrifice of the men and women in the U.S. Armed Forces. Enjoy floats, marching bands and lots of excitement. The parade begins at 10 a.m. and travels on High Street from Peninsula Avenue (at I.C. Norcom High School) to Crawford Street. Congratulations to ChaKeita Dickson, recently honored with NNSY’s Naval Civilian Managers Association (NCMA) Manage-mint Award! Dickson is currently serving as Code 900T.2 Command University (CU) Branch Head. A former Code 950 apprentice, Dickson has led Command University through a period of great transition including new programs and staffing changes. “She has been instrumental in the development of many of the Command University programs,” said Danie Larrew, Command University Program Manager. “In her current role, she has been pivotal in the leadership development efforts across NNSY and the initial efforts to develop core competencies. Through all of this, she has led Command University and other teams with a positive attitude showing a true desire to improve the culture at NNSY and develop all personnel at the command. Through these efforts, she directly supports the mission and is working to ‘Raise the Bar’ at America’s Shipyard.” Presenting Dickson her certificate are NCMA Chapter President Bill Welch, NCMA Awards Committee Chair Michelle Klenow, and Code 900 Training Superintendent Mike Perkins. Windows 10 is coming!

Your computer will be upgraded to Windows 10 via one of the following: 1) Tech Refresh - (May 7th - June 30)

The seat refresh process involves replacing your current NGEN seat with a new NGEN seat. Code 109 will notify all users who are currently scheduled for tech refresh. 2) In-Place Upgrade (IPU) - (May 7th - June 30th) Windows 10 IPU pre-load packages are currently being pushed to NNSY seats via Radia. There are 38 packages in the full Preload. Once all packages have been installed your computer will be scheduled for upgrade. Two days before your scheduled upgrade you will see an icon appear on your desktop marked “Decrypt Now.” Do not push until further guidance is given. Double-click on the icon to start the decryption process. This runs in the background and you can continue working. Once this process starts, you cannot remove the workstation from government spaces until the upgrade and full re-encryption has occurred. DO NOT REBOOT YOUR WORKSTATION. The upgrade will begin at 5 p.m. local time on your scheduled date. The Windows 10 upgrade takes approximately 16-20 hours. On your upgrade day, DO NOT LOG OFF YOUR COMPUTER. At the end of the day pull out your CAC and leave your computer logged in. If the upgrade has not completed within 24 hours, call the NMCI Helpdesk and state that you have a Windows 10 IPU issue. When the upgrade process completes you will be presented with the Windows 10 welcome screen. Log in with your CAC as you normally would. If you are presented with an ID/Password dialog, click on the Smartcard (CAC) icon below it to log in with your CAC. The workstation will begin downloading all required patches and any additional software. After that, the re-encryption process will start. To check for completion, press the Windows key and type “Manage Bitlocker.” The application should show “C:Bitlocker On” once re-encryption is completed. DO NOT REMOVE THE COMPUTER FROM THE NETWORK FOR 48 HOURS TO ENSURE FULL RE-ENCRYPTION. 3) Manual IPU (May 7th - June 30th) Any seat that has not been tech refreshed and cannot accept the Windows 10 IPU push will require a manual wipe and reimage in order to upgrade to Windows 10. Therefore, if your IPU push has failed or has been idle for more than 48 hours please contact the NMCI helpdesk at 1-866-843-6624. **Prior to the date of your tech refresh or manual IPU please back up your data to your N: drive** Note: Sperry Safeguard Send is not compatible with Windows 10. As part of Norfolk Naval Shipyard’s Sexual Assault Awareness and Prevention Month (SAAPM) events, the improvisation group Pure Praxis returned to the shipyard April 11 to perform for Sailors and civilians. Pure Praxis uses live theater to recreate complicated, sensitive scenarios and gives the audience an opportunity to rehearse bystander intervention and assertive communication strategies that are key to sexual assault prevention. May is Mental Health Month. Mental health is essential to everyone’s overall health and well-being, and mental illnesses are common and treatable. Those who are vulnerable to mental illnesses such as depression avoid seeking treatment due to lack of awareness of available resources, concerns of social stigma, and worries about confidentiality. Seeking help is a sign of strength, not weakness. The Navy’s comprehensive Civilian Employee Assistance Program (DONCEAP) includes free work/life benefits and support for a variety of issues, including depression. Services are voluntary, confidential, and are offered to you and your family members as a no-cost benefit from the Department of the Navy. Confidential short-term counseling can be in person or via telephone, concerning family/relationships, emotional well-being and mental health, work issues, legal or financial management, and more. You can call 844-366-2327 and speak to a DONCEAP representative 24 hours a day, seven days a week. You can also visit https://donceap.foh.psc. gov for more information. Don’t let care and concern for others get lost in the urgency of our daily work. Look out for each other; be a friend to someone if he or she seems to be in need. The shipyard is a team, and teammates have each other’s backs. Everyone in the Navy community has an obligation to ACT (Ask, Care, Treat) when someone shows signs of distress and/or expresses suicidal thoughts. One small act by a leader, peer, or shipmate to encourage healthy behaviors, offer support, and uphold seeking help as a sign of strength can make a difference and may save a life.


Government travel tips Reimbursement for Rental Vehicle Insurance. The United States Government is self-insured. A traveler should verify that a rental vehicle is part of the U.S. Government Rental Car Agreement, which provides full insurance coverage. The traveler is reimbursed for optional insurance on a rental only when traveling in foreign areas where insurance is required by law or when traveling for certain classified special operations in the CONUS or non-foreign areas OCONUS. Be wary when obtaining a rental vehicle. If you sign for something that is not authorized, that cost will be at your own expense. Only the traveler booking the rental vehicle may claim expenses associated with its use. ***** Employees should inform the NNSY Travel Office if there is back-to-back travel to expedite processing of vouchers and ensure Government Travel Credit Card (GTCC) increases if necessary. ***** Whenever possible, refuel rental vehicles prior to returning to the agency. If a traveler cannot refuel completely before returning the vehicle because of safety issues or the location of the closest fueling station, the rental vehicle company’s charges to refuel the vehicle may be approved for reimbursement. ***** If a traveler obtains lodging through an online booking agent, reimbursement is authorized only when the traveler provides a documented itemized receipt for room costs from the hotel or online booking agent showing the following charges (CBCA 2431-TRAV, September 13, 2011): a. Daily hotel room costs b. Daily hotel taxes c. Daily miscellaneous fees, if applicable

fees. In such cases, only the room cost is reimbursed because the receipt does not itemize taxes and fees. ***** Retain Receipts. Travelers are advised to retain ALL receipts for tax or other purposes. The DoDFMR, Vol. 9 (Travel Policy) dated June 2015, and the Defense Travel System Regulations in DoDI 5154.31, Vol. 3, require an itemized receipt for each lodging expense and rental vehicle, regardless of the amount, and any individual expenditure of $75 or more. Also, when traveling by air, the E-invoice is also required to be provided in the voucher. ***** All receipts for reimbursement must be in the name of the traveler ONLY. Receipts in a name other than that traveler cannot and will not be used for reimbursement. ***** Fees for using ATMs/laundry/phone calls are no longer separately reimbursable expenses. They are all considered to be a part of the daily Incidental Expense paid via per diem. ***** Monthly partial split payments are made only on trips that exceed 45days. ***** There are some states that have state tax exemptions for government employees on travel. This only applies if you have a government charge card. If you travel to a state that has exemptions, there will be a form you need to complete and provide to your hotel to get the exemption from state/local taxes. Often DTS will inform you when this applies.
