congrats June Safety Flag winner - Code 970 Shop 71 NNSY’s 2017 Safety Flag winner is working to earn it two years in a row! Code 970’s Shop 71 (Paint/Blast Shop) was honored with the June Safety Flag, presented July 31 in Building 1499. Shipyard Commander Captain Kai Torkelson and shipyard safety leadership commended shop personnel for following safe work practices, continually assessing surroundings for any potential hazards, and prioritizing the goal of “Nobody Gets Hurt Today.” At the ceremony, Shop 71 Safety Representative Tanya Sparrow was presented a certificate of appreciation for her outstanding efforts in contributing to a safer workplace. Norfolk Naval Shipyard’s Comptroller (Code 600) and Engineering and Planning (Code 200) Departments were both honored as Operations Security (OPSEC) Excellence Award winners in a joint presentation Aug. 3 in the Bldg. 1500 MIC. Code 600 was the winner for the first quarter of 2018, and Code 200 won for the second quarter. This OPSEC program recognizes the shipyard department with the highest level of practicing and publicizing security awareness, as evidenced by security training, lectures, briefs, posting of critical information lists and display of OPSEC awareness posters. The program’s goal is to make everyone in each shipyard shop and department more knowledgeable and aware of OPSEC vulnerabilities, and increasing every day security awareness throughout NNSY. Code 600’s Darryl Dunn and Code 200’s Michael O’Toole were individually recognized with certificates of achievement for their efforts in ensuring security awareness throughout their departments. “Great job everyone!” said Shipyard Commander Captain Kai Torkelson. repeal of flat rate per diem for long term lodging effective aug. 13

The President has signed the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2019, which includes an immediate repeal of the authority to prescribe a reduced flat rate per diem for long-term temporary duty (TDY) travel. As such, flat rate per diem for long term TDY (+30 days) shall only apply for travel through midnight on Aug. 12. As of Aug. 13, normal per diem rules, including the following, apply: -- Lodging receipts are required for all lodging payments -- The actual cost of lodging not to exceed the full locality lodging per diem rate will be paid -- The full meals and incidental expense (M&IE) will no longer be reduced by 75% or 55% Upon signature by the President, the Flat Rate Per Diem policy no longer applies as cited in the Joint Travel Regulations ( JTR), pars. 020303 and 020309. An official change to the JTR is forthcoming and will be retroactive back to the date the NDAA was signed. Once approved, it will be posted to the DTMO website under “Immediate JTR Changes” (www.defensetravel.dod.mil/site/changesjtr.cfm), on the “Notable Policy Changes” (www.defensetravel.dod.mil/site/Notable_Policy_Changes.cfm) webpage. Smoking Policy Reminder

Smoking is only authorized in designated smoking areas (DSA). Employees must be physically inside the designated smoking area when smoking. Smoking near a DSA or while walking toward a DSA is prohibited. The policy considers e-cigarettes to be similar to tobacco products and therefore, they shall be treated the same as regular cigarettes.

Smoking is specifically prohibited in all non-designated smoking areas, including but not limited to:

Military, civilian, and contract personnel found to be in violation of this policy will be subject to appropriate administrative discipline.

- Offices, lobbies, restrooms, break areas - Walkways, crosswalks, and paths - Stairways, building entries/exits, loading docks - While in transit from one location to another (on the way to your car, from building to building, etc.)

Where smokeless tobacco use is permitted, tobacco spit shall be held in containers with sealing lids to prevent odor and accidental spills. Tobacco spit and residue shall be disposed of in a sanitary manner which prevents public exposure.

flthro corner Informal Lunch and Learns - In an effort to provide NNSY employees information and education on beneficial Human Resources topics, FLTHRO will host informal “Lunch and Learn” training sessions throughout 2018. Bring your lunch, we’ll provide the education! All NNSY employees are welcome and encouraged to attend these informal sessions. FLTHRO has seating for 33 employees, and attendance is on a first-come, first-served basis. sept. 17 is Constitution day

On September 17, 1787, the U.S. Constitution was signed by thirty-nine brave men who changed the course of history. After being signed in September of 1787, Congress sent printed copies of the Constitution to the state legislatures for ratification. In the months that followed, James Madison, Alexander Hamilton and John Jay would write the Federalist Papers in support, while Patrick Henry, Elbridge Gerry, and George Mason would organize the opposition to the new Constitution. By June 21, 1788, nine states had approved the Constitution, finally forming “a more perfect Union.” No matter how much we argue about the details of its meaning today, in the opinion of many, the Constitution signed in Philadelphia on September 17, 1787, represents the greatest expression of statesmanship and compromise ever written. The Constitution is just four hand-written pages (4400 words) and is the oldest and shortest written Constitution of any major government in the world. September 17 has been designated as Constitution Day and Citizenship Day to commemorate the signing of the Constitution in Philadelphia on September 17, 1787. Specifically, Congressional Appropriations Bill H.R. 4818, P.L. 108-447, requires federal agencies to provide new employees with educational and training materials on the U.S. Constitution as part of the new employee orientation materials; and provide all federal agency employees educational and training materials on the Constitution on September 17th. Constitution Day is a time for us to continue the legacy and express our pride in being citizens of the United States of America, whether by naturalization or by birth. Enterprise-wide logo contest

At NAVSEA’s first Affordability and Initiatives Summit earlier this year, NAVSEA Executive Director Jim Smerchansky reminded attendees that affordability is one of the most critical aspects to achieving our mission to build, maintain, and modernize the Navy. Affordability is not just about saving a buck, he said, there’s much more to it than that. It’s about becoming more efficient as an organization. It doesn’t matter whether something affects a small part of or the entire NAVSEA enterprise. It all makes a difference! You can see some of what is going on across the enterprise by visiting the Culture of Affordability website at: https://wiki.navsea.navy.mil/display/CoA/ Along with the multitude of affordability initiatives across the enterprise, the Culture of Affordability team is developing a branded logo that will visually identify our affordability efforts and embody the critical role affordability plays in supporting the NAVSEA and the Navy’s missions. Our team can use your creativity! An enterprise-wide logo contest is now soliciting conceptual ideas. All submissions are welcome, from back-of-envelope sketches to full-color designs. A panel of celebrity judges (senior NAVSEA leaders) will select three finalists. The submitters of the top three concepts will have their designs rendered by a professional design team. A NAVSEA enterprise-wide online vote will then select the overall winner. The person who submits the winning logo design will receive a challenge coin from NAVSEA Commander, Vice Adm. Moore!
