NCMA Volunteers at the foodbank of southeastern virginia NNSY’s Naval Civilian Managers Association (NCMA) recently gathered 25 volunteers, which included members, friends, and family, on a Saturday morning at the Foodbank of Southeastern Virginia and the Eastern Shore to assist with community needs. THE OPSEC PROCESS Operations Security or OPSEC is an analytical process used to deny an adversary critical information about our planning, processes, and operations. In other words, it is the protection of seemingly harmless unclassified information the bad guys can use to paint a larger picture to identify targets, security vulnerabilities, status of activities and real-time NNSY operations.

repeal of flat rate per diem for long term lodging effective aug. 13
The President has signed the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2019, which includes an immediate repeal of the authority to prescribe a reduced flat rate per diem for long-term temporary duty (TDY) travel. As such, flat rate per diem for long term TDY (+30 days) shall only apply for travel through midnight on Aug. 12. As of Aug. 13, normal per diem rules, including the following, apply: -- Lodging receipts are required for all lodging payments -- The actual cost of lodging not to exceed the full locality lodging per diem rate will be paid -- The full meals and incidental expense (M&IE) will no longer be reduced by 75% or 55% Upon signature by the President, the Flat Rate Per Diem policy no longer applies as cited in the Joint Travel Regulations ( JTR), pars. 020303 and 020309. An official change to the JTR is forthcoming and will be retroactive back to the date the NDAA was signed. Once approved, it will be posted to the DTMO website under “Immediate JTR Changes” (www.defensetravel.dod.mil/site/changesjtr.cfm), on the “Notable Policy Changes” (www.defensetravel.dod.mil/site/Notable_Policy_Changes.cfm) webpage. sept. 17 is Constitution day
On September 17, 1787, the U.S. Constitution was signed by thirty-nine brave men who changed the course of history. After being signed in September of 1787, Congress sent printed copies of the Constitution to the state legislatures for ratification. In the months that followed, James Madison, Alexander Hamilton and John Jay would write the Federalist Papers in support, while Patrick Henry, Elbridge Gerry, and George Mason would organize the opposition to the new Constitution. By June 21, 1788, nine states had approved the Constitution, finally forming “a more perfect Union.” No matter how much we argue about the details of its meaning today, in the opinion of many, the Constitution signed in Philadelphia on September 17, 1787, represents the greatest expression of statesmanship and compromise ever written. The Constitution is just four hand-written pages (4400 words) and is the oldest and shortest written Constitution of any major government in the world. September 17 has been designated as Constitution Day and Citizenship Day to commemorate the signing of the Constitution in Philadelphia on September 17, 1787. Specifically, Congressional Appropriations Bill H.R. 4818, P.L. 108-447, requires federal agencies to provide new employees with educational and training materials on the U.S. Constitution as part of the new employee orientation materials; and provide all federal agency employees educational and training materials on the Constitution on September 17th. Constitution Day is a time for us to continue the legacy and express our pride in being citizens of the United States of America, whether by naturalization or by birth.
