COVER STORY

Y

ou wake up at 8 a.m. to prepare for your early afternoon flight. You panic at first, realizing that you not only have to pack five days’ worth of cloths for your journey to who knows where, you have a shamefully long list of errands that should have been done earlier in the week. But then a light bulb goes off. It’s not New York City you’re flying out of. It’s just Watertown International Airport — a small airport that flies 50-seat jets just twice a day. “Why is it even called “International?” you ask yourself. It’s not likely there will be lines; why get there early? It’ll all probably take only five minutes. So you take your time. You pack at a snail’s pace and stroll around town getting stuff done. And a half hour before your 1 p.m. departure, you finally decide to go to the airport. At 10 minutes before flight time, you nonchalantly walk up to the check-in counter with two large bags. The worker behind the desk cocks an eyebrow at you and thumbs to the clock hanging on the wall behind her. There’s no way you’re getting on. By the time the bags are checked and you go through the security checkpoint, the plane will be prepping for takeoff on runway 28. You miss the flight. Now you’re that person. So what went wrong? Well, because even a small airport like Watertown International has to follow the same rules and guidelines as the country’s biggest airports. “Just because we are a smaller airport doesn’t mean we don’t follow procedures of large airports,” said Watertown International Airport Manager Grant W. Sussey. “Make sure you give yourself plenty of time for the unexpected.” That’s why it’s best to arrive at least 90 minutes prior to departure to allow time for getting tickets, checking bags and going through the security checkpoint, Mr. Sussey said. Because even the security and check-in lines at Watertown International Airport can get long. This is especially true with the Transportation Security Administration often changing regulations and security procedures that could cause longer wait times in checkpoint lines. Just this month, TSA began implementing new procedures for carry-on items that require all electronic devices larger than a cell phone to be put in bins for X-ray screening. Fewer electron-

ics in bags allows for clearer X-ray images. The new measures are being implemented at large and small airports across the country, including Watertown International Airport. American Airlines, which provides the twice-daily flights to and from Philadelphia at the Watertown airport, does have ticket kiosks for quicker flight check-in. But time spent checking bags and going through the security line can add up quickly, Mr. Sussey said. Even at the Watertown airport’s small security line, a large number of passengers going in at once can create wait times of up to 20 minutes. And with the holidays coming up, Mr. Sussey added that it’s important to check TSA’s website for any security updates for traveling with wrapped gifts. Current regulations require that any gifts be unwrapped when they are screened by security. Otherwise, TSA personnel will have to open them. For those looking to get through the checkpoint faster, TSA does offer a precheck program known as TSA Pre. A fiveyear membership with the program costs $85, and participants are not required to remove shoes, jackets, laptops, liquids and belts when going through airport security. Mr. Sussey noted that passenger activity at Watertown International has steadily increased since it restarted its jet service this past summer. The airport broke passenger records in September with 5,244 passengers flying in and out of the airport. Since reintroducing the 50-seat model CRJ 200 jet aircraft on July 6, passenger use of American Airlines's twice-daily flights to and from Philadelphia has increased 48 percent compared to last August. Prior to July, American Airlines had been using the 37-seat Bombardier Dash 8 turboprop plane for more than a year to accommodate construction projects at the airport, particularly last year's runway extension from 6,000 feet to 7,001 feet. American Airlines will now keep the jet service at Watertown International year-round, which was ultimately the purpose of extending the runway by 1,000 feet. Larger passenger jet aircraft need certain runway lengths to land in winter conditions. November 2017

Allegiant Restarts Florida Flights By Larry Robinson | FLY NNY

A

fter a summer break, flights by Allegiant Air from Ogdensburg International Airport to destinations in Florida have restarted. It’s been one year since Allegiant began offering flights to Florida from the Ogdensburg airport. The nonstop service includes flights from Ogdensburg to Orlando-Sanford and a new route to St. Pete-Clearwater in Tampa Bay, according to officials with the Ogdensburg Bridge and Port Authority. The flights to Tampa Bay will begin on Nov. 16, but the flights to the Orlando area began on Wednesday, according to airport officials. Exact flight days and times will be available on the company’s website, Allegiant.com. The flights to Tampa will take the place of a Fort Lauderdale route that had been offered from Ogdensburg since 2016. In a statement made at the time the route change was announced, a senior vice president for Allegiant said the Tampa Bay area should become a popular destination for travelers from the north country and from the Canadian markets that the airline serves out of Ogdensburg. “We’re

thrilled to announce new, nonstop service to the Tampa Bay area for Ogdensburg travelers,” said Lukas Johnson. “We know this area is a popular destination, and we are excited to offer convenient, nonstop service at a fare that everyone can afford.” In a press release, OBPA officials said both the airport and airline itself are preparing for what they expect will be a busy travel season from the north country to points south. Airport officials said flights from Ogdensburg to Florida can be booked through May 2018, for those wanting to make their travel plans in advance. Ogdensburg Bridge and Port Authority Executive Director Wade A. Davis said the expanded Ogdensburg airport has completed its first full year of operation, following a grand opening ceremony that took place Oct. 5, 2016. Since then, he said over 23,000 people have boarded airplanes at the facility. Mr. Davis said the airport also exceeded 10,000 passengers in 2016, entitling the facility to $1 million in federal aid

to be earmarked for future capital projects. Since Allegiant Air began offering flights to Florida, the airport continues to be popular with Canadian travelers. That popularity is expected to increase if the Canadian dollar remains bullish in the coming months. On Wednesday the loonie was trading at approximately 80 cents Canadian to the U.S. dollar. “Direct low-cost flights to Central Florida via Allegiant Air are extremely popular with our Canadian and U.S. customers,” Mr. Davis said in a statement. “OGS is particularly looking forward to offering a new direct flight destination to the Gulf Coast.” In addition to Allegiant Air flights, the Ogdensburg airport also offers regional flights through Cape Air, which is also having a very strong year, according to Mr. Davis. The company offers daily flights to Albany with the option to continue to Boston. “The demand for the Boston destination has proven to be very strong among both business and school travelers as demonstrated by recent Cape Air record-setting totals,” Mr. Davis said.

Massena Gets Funding For Airport $480K From FAA:

Facility will make drainage improvements to handle storm runoff

T

he Massena International-Richards Field Airport has been awarded federal funding to support critical infrastructure upgrades, according to an announcement from U.S. Sens. Charles E. Schumer and Kristin Gillibrand. The airport has received $480,700, which was allocated through the U.S. Department of Transportation's Federal Aviation Administration. Specifically, the Massena International-Richards Field Airport will use the funding to make drainage improvements necessary to adequately handle storm water runoff. Town Supervisor Joseph D. Gray welcomed the federal funding, which he explained is vital to the survival of the airport. "The town of Massena has been very fortunate in the funding we are able to secure through the FAA and the U.S. Department of Transportation to do

projects like this at the airport," he said. "Obviously, rural airports like ours and Ogdensburg's and Saranac Lake's, we could not get along without the assistance we get from the federal government and it is really money well spent." In a release, Sen. Schumer said maintaining local airports is crucial to attracting business and tourism to St. Lawrence County. "With this funding, the Massena International-Richards Field Airport will be able to make the critical storm infrastructure upgrades needed to increase safety for the passengers and pilots that fly in and out of St. Lawrence County every day," he said. "Investing in infrastructure makes our airports safer and more efficient for the businesses and travelers who utilize it every day," added Sen. Gillibrand.

"These funds through the Department of Transportation are a necessary and important investment that will allow the Massena InternationalRichards Field Airport to upgrade its facilities. I will continue to push for resources that enhance public safety and improve service at airports across New York." The funding is awarded through the Airport Improvement Program and is administered by DOT's Federal Aviation Administration. The Airport Improvement Program provides grants to public agencies for the planning and develop-

ment of public-use airports that are included in the National Plan of Integrated Airport Systems. Funds obligated for the AIP are drawn from the Airport and Airway Trust Fund, which is supported by user fees, fuel taxes, and other similar revenue sources. Mr. Gray said there are multiple initiatives in the pipeline for the airport. "We have several projects in the works right now but since we are getting so late in the season, most of that work will start and be done next year," he said.

Travel Gifts for the Holiday Season

V

acations create memories that last a lifetime. But across North America, surveys indicate that fewer people are cashing in on all of their vacation days. Some may be too busy to travel as much as they would like, while others might not be able to afford to travel. A gift of travel removes much of the expense of traveling and can serve as a catalyst one needs to go and explore. Escaping to warm climates can be just what the doctor ordered when winter weather sets in at home. Although that first snowfall can make for a picturesque holiday season, there's a good chance that after several storms and navigating icy roads, a getaway to sunshine and sand can help beat winter blues. When gifting travel this year, consider these great places to travel in January and February.

January and February are summer months in the southern hemisphere. These vibrant countries offer everything from costal charm to remote plains.

· ANGUILLA: Anguilla is a British territory in the Eastern Caribbean, just east of the British and U.S. Virgin Islands. It's known for its long sandy stretches of beach and pleasant winter temperatures, which average 83 F. There isn't much hustle and bustle, so this island destination can be the ideal place for relaxation.

· ORLANDO: While holiday crowds peak in November and December, visiting Orlando and its main attraction, Disney World, is much easier when the crowds thin out in January and February. The slower

· AUSTRALIA AND NEW ZEALAND:

· COSTA RICA: An abundance of wildlife, unspoiled beaches and rain forests draw visitors to this Central American locale. Travelers can hike active volcanoes or surf warm turquoise waters. The "dry season" arrives in December along with moderate temperatures. · HONOLULU: The weather in Hawaii tends to be beautiful year-round, but February can be an especially good time to travel to this U.S. island chain. Travel & Leisure says that hotels often slash their rates by up to 40 percent in February. This makes it much more affordable to gift a stay in Honolulu.

season means affordable hotel rates and shorter lines for attractions. · MONTREAL: Those who don't want to escape the snow but embrace it might find a vacation in Montreal a welcome diversion. This cultured city offers Old World charm plus modern amenities. · PUERTO RICO: American travelers can vacation in Puerto Rico without needing travel visas or passports. While all of Puerto Rico is a sight to be seen, the capital of San Juan has thriving arts and culture. · ST. MARTIN: Also known as St. Maarten, this paradise offers two different cultures for the price of one. The island shares French and Dutch territory status. Visitors who like to eat well and party into the morning often find St. Martin an ideal destination. Gifting plane tickets, hotel reservations or upgraded meal plans can make winter vacations that much more enjoyable. ~M.S.

Safeguard Gifts When Traveling

acking gifts in a hard-shell or protective suitcase is one way for holiday travelers to ensure presents for their loved ones arrive at their destinations in one piece. Holiday shoppers spend lots of time on the hunt for the perfect gifts for their loved ones. But once those gifts have been found and purchased, getting them into their recipients' hands can be difficult, especially for those people taking gifts aboard their flights. Whether they are fragile or not, holiday gifts are susceptible to damage when they're being transported on commercial flights. Holiday travelers can employ various strategies to ensure gifts make it to their destinations in one piece. · PLACE GIFTS IN PROTECTIVE SUITCASES. Hard-shell suitcases are designed to withstand the wear and tear of air travel, as their hard surfaces can hold up to jostling and even being dropped, while protecting the items inside. Such suitcases are ideal for travelers who will be flying with fragile gifts this holiday season. · PURCHASE TRAVEL INSURANCE. Travel insurance provides inexpensive peace of mind for holiday travelers concerned about gifts being damaged or lost during their travels. In addition, some travel insurance policies might protect travelers against flight delays or cancellations, which are not unheard of during the often hectic holiday

The essentials

traveling season.

Watertown International Airport

· PACK ESPECIALLY VALUABLE GIFTS IN CARRYON LUGGAGE. Expensive gifts or those that carry strong sentimental value can be packed in carryon luggage. Holiday travelers might find their trips less stressful if such gifts never leave their side, and placing these gifts in the overhead bins inside airplane cabins greatly reduces the risk that they will be damaged.

American Airlines

· PACK FRAGILE GIFTS AS IF THEY WERE BEING SHIPPED. Though it might take up more space inside a suitcase, packing gifts as if they were going to be shipped can decrease the likelihood that they will be damaged. Wrap gifts in thick plastic or bubble wrap before placing them inside a box with packing peanuts. Once these precautionary measures have been taken, travelers can then make room for the gifts within their suitcases. Travelers who remain concerned even after taking these steps can go one step further by surrounding packages inside the suitcase with thick clothing, such as sweaters, that can serve as a final layer of protection. Flying with holiday gifts may expose them to damage, but savvy travelers can take several steps to ensure their loved ones' gifts arrive at their destinations safe and sound. ~M.S.

'Must Haves' for holiday travel The essential travel kit for frequent flyers ensures comfort and ease By Katie Machia | Fly NNY

ust ask anyone who has ever set foot inside of an airport, and you almost always end up hearing about some type of emotional roller-coaster experience. It may have started when that person first stepped in line for security. Maybe a water bottle had been forgotten inside a carry-on bag, so that bag along with all other belongings were pulled off to the side to be searched. Even that one incident probably added another ten minutes onto the person’s travel time in the security line, along with a lot of unwanted stress. It’s not usually until after you pass through the security lines, grab your bags, and find your terminal that you can finally start to relax. Assuming your flight is leaving on time, you may just have a few minutes before the next challenge - boarding your plane. There are a lot of great things about flying. It’s faster than most other forms of transportation, and sometimes you may even get snacks. But, planes can be too cold, too hot, and even too noisy. To ensure you have the most relaxing flight possible, we put together a list of items to handle any situation. · CARRY-ON BAG By far the most important item you want when you’re traveling is a great carry-on bag. Having a thin suitcase that is easy to store is important, especially for short trips. The Goplus Globalway travel bag has four wheels for easy transporting, is lightweight at

6.6 pounds, and comes equipped with a scratch-proof shell. If you pick up some items you want to bring home, it even has a second zipper to expand for more space. · SKY SKARF If you’ve ever sat in an airplane seat before, you know how uncomfortable the headrests can be. The travel pillows you can pick up in the gift shops near the terminals are stiff and, often times, not very visually appealing. The Sky Skarf is comfortable and stylish. With its 100 percent cotton fabric and versatile ways to wrap it, you’re guaranteed a comfy headrest. When you’re deplaning, just roll it up and stick it in your carry-on for easy stow-away. · PASSPORT HOLDER Having a cover for your passport can make it easier to find if it’s tossed into the bottom of your bag. It protects the passport from any damage, and it’s also a stylish addition for your travels. Most passport holders are dual functioning, as they contain additional pockets for credit cards and money. · NOISE-CANCELLING HEADPHONES Listening to music or watching a movie is one of the fastest ways to make the time fly during a flight. Unfortunately, sometimes you end up on a packed plane with noisy and restless children, or the person adjacent to you has loud music blaring from his or her headphones. Sony’s noise-cancelling headphones are the best way to avoid unwanted background noise. The ear muffs are comfortable and

the head strap is adjustable. They even fold up nicely for easy storing. · REUSABLE WATER BOTTLE Save money (and the Earth!) by using a reusable water bottle when you travel. There are a few different sizes depending on what you prefer to carry. Just don’t forget to empty it before you go through security. You can fill it up at a drinking fountain once you’ve made it through, saving yourself a lot of money on plastic bottles. · TEA BAGS Along with having an adequate supply of water to stay hydrated, tea can also do wonders for you. It can help you relax, hydrate, and the high-caffeine bags can help you stay awake. Most teas are a better alternative to a coffee loaded with excess sugar. You can put the bags into a resealable plastic bag, carry them around, and get a hot cup of water at most places for little or no cost. · TRAVEL KIT Carrying an emergency travel kit can save you in a pinch. Maybe you forgot to pack deodorant, or got a piece of that salad you bought in the airport stuck in your teeth. No stress, this kit includes 17 different products to solve any mishap that could come up. Purchase one that is compliant with all Transportation Security Administration regulations, and you won’t be facing any additional hassle with security.
