ravelers to Ogdensburg can look forward to trading palm trees or maple leaves for elk hunts, ice fishing, and fine art. Although Ogdensburg may not seem like an obvious first choice for travelers from Florida and Canada — many of whom are expected to take advantage of Allegiant Air’s new flights to the Ogdensburg International Airport — the city and its surrounding area offer a wealth of indoor and outdoor diversions, restaurants and lodgings. “Fall and spring is beautiful here, and I think our winters are beautiful, too,” said Ogdensburg Chamber of Commerce Executive Director Laura Pearson, noting that the colder climate may actually be a draw for some people. “There’s fishing and

hunting. Visitors can come in the winter and ski, snowmobile and ice fish. There’s a whole range of things that we can do in the region and in the city that we just take for granted because we live here.” This range of activities includes St. Lawrence County’s 15 golf courses and 500 miles of snowmobile trails. For hunters or for families traveling with children, the Jonesey’s Riverside Ranch offers guided elk hunts, pony rides and hay rides. And for Floridian pickleball enthusiasts, the city now offers courts for playing the hybrid tennis-badminton-ping pong sport. There’s also Ogdensburg’s Wheathouse Bay, one of the best ice fishing locations on the St. Lawrence River, and, in nearby Massena, the Eisenhower Lock.

In fact, the entire St. Lawrence Seaway, with its scenic views and abundant opportunities for fishing, boating and relaxing by the water, is a good bet for travelers. “The river is beautiful,” Ms. Pearson said. “It’s gorgeous. And if you haven’t had a chance to fish or swim or be on the river in the summertime, you’re missing out. It’s our best-kept secret.” “This whole St. Lawrence County region has a lot to offer,” agreed Sarah Purdy, Ogdensburg’s city manager, noting that the Ogdensburg International Seaway Festival in July is a particularly big draw. “It’s pretty easy to put together a nice vacation.” If outdoor activities aren’t your cup of tea, Ogdensburg and nearby towns also offer a variety of cultural diversions. FEATURES notable attractions is even right down the road from the airport: the Frederic Remington Art Museum at 303 Washington St. “Not only do we have an exemplary and ever-improving collection of fine art, sculptures, paintings and drawings by this world-renowned artist Frederic Remington, but also, his story is captivating,” said Laura Foster, director and curator of the museum. “We have this magnificent historic house; the original building that we occupy is an 1810 building with really majestic carved oak interiors. It’s startling.” This fall, the museum will feature several special exhibitions: works on loan from private collections, a themed exhibition about Remington as a military artist and a collection of some of Remington’s lesser known north country paintings. The museum, which is planning more ways to promote itself to the influx of new travelers, is also known for being welcoming to visitors. “There’s always something changing here, and there’s something of interest to everybody,” Ms. Foster said. “It leaves a very big impression, and people are pleasantly surprised. We just don’t have people who fail to remark on it.” Other nearby cultural attractions include a historical walking tour of downtown Ogdensburg, stops on the 80-mile St. Lawrence County wine trail (consider River Myst Win-

For shoppers, there are also various antique stores and Pickens Hall & General Store, which sells handmade Amish goods and is located in a historic renovated building in Heuvelton. There’s also the Ogdensburg Command Performance Series, which will feature (among others) the one-woman comedy “Sister Robert Anne’s Cabaret Class,” the Moscow Ballet’s “Great Russian Nutcracker” and “Cheers Live On Stage” in the coming year. Additionally, various performances and events are hosted year-round by the four area colleges: Clarkson University, SUNY Canton, SUNY Potsdam and St. Lawrence University. Ms. Purdy emphasized the versatility of Ogdensburg’s attractions. “If you wanted to put together a trip up here that included taking in the scenery and some of the cultural events, you can certainly take in a show, too,” she said. “There’s so many little things in the communities around us, and Ogdensburg is the hub for that,” Ms. Pearson added. “We have festivals and events going on all year round, and there’s so much to do that you can’t possibly get it all in. There’s always stuff to do.”

Dining & Lodging If visitors work up an appetite visiting the Remington or doing outdoors stuff, there are many local dining choices to accommodate them. hat can passengers expect from a flight with low-cost airline Allegiant Air? According to spokeswoman Krysta L. Levy, a nonstop and ultra-economical way to take a vacation.

“We give travelers the ability to snag very inexpensive tickets and then add on only what they need,” Ms. Levy said. “Travelers can also book online to add rental cars and hotels to their itineraries if they’d like to book their entire vacation through Allegiant. We give folks the opportunity to get away their way.” Allegiant Air, a Las Vegas-based airline

founded in 1997, begins its twice weekly service from Ogdensburg, NY, to Orlando, Fla., and Fort Lauderdale, Fla., in early October. As they book their flights, passengers can also reserve their hotels and car rentals through Allegiant’s website, saving time and money as they plan their vacations. The airline’s mission, to provide high-value

and low-cost travel experiences, is centered on flexibility and maintaining a clear vision of customer desires. Allegiant Air currently offers service to more than 100 destinations around the country, and adding flights to Ogdensburg was a means for them to expand into an untapped market. “When exploring new opportunities, Allegiant looks for markets that are underserved by other carriers,” Ms. Levy said about the choice to begin service to Ogdensburg. “These are the markets that really benefit from ultra-low cost flights. [Travelers’] options are generally more limited when choosing where to go on a trip, and they may have to drive several hours to the nearest airport or pay higher prices for airfare to connect through hub cities. We hope to provide folks in each new city with a nonstop, convenient option for heading out on a vacation.” Although it does not fly to Canada, Allegiant frequently offers flights to airports near the border, and it’s expected that Canadian travelers will flock to the Ogdensburg International Airport to take advantage of the lower prices. According to Ian R. Lee, an associate professor at Sprott School of Business at Carleton University, Ottawa, the affluent population of the Ottawa River Valley and its close proximity to Ogdensburg makes it very likely that Canadians will choose the Ogdensburg airport for their flights to Florida. He also noted that Canadian airports and airlines are substantially more expensive than their American counterparts, and he predicted that Ogdensburg will be hard to resist for Canadian travelers. “Land taxes are higher, sales taxes are higher, and wages are higher in the airline industry in Canada than in the United States,” Mr. Lee said. “Also, jet fuel taxes are higher, and landing fees are higher. [Canadian airlines] can reduce ticket prices a little to try to shave profits, but not by a lot.”

As with many discount airlines, Allegiant’s passengers will save on ticket costs — which will start as low as $57 one-way this fall — by being flexible. Checking less luggage, not buying food onboard and not selecting a seat in advance are several ways that passengers can avoid additional fees, for example. “We do not cut corners to keep our costs low. Our costs are low because we only fly people where they want to go, on days and at times they’d like to go there,” Ms. Levy said. “By using an a-la-carte model for booking each trip, our passengers actually save more by adding on only what they need to make their travel experience great for them.” Once they arrive in Ogdensburg, Allegiant passengers can expect to

find plenty of opportunities for dining, lodging and entertainment in the city… and more may be coming soon. “Obviously we’re going to be watching to see how this takes off — no pun intended,” said Ogdensburg City Manager Sarah Purdy. “We’re going to be watching to see exactly how much traffic is generated by having Allegiant at the Ogdensburg airport. Depending on that, there may be a need for parking, for something for to do while people are waiting for a flight. There may be a need for a hotel. We’re thinking that there definitely should be a growing demand for these things as more and more people start using the airport.” All in all, Allegiant passengers flying to and from Ogdensburg

COVER STORY should expect to find discount tickets and a city that’s more than happy to have them. “I think there’s a lot of excitement about Allegiant being here,” said Laura Pearson, executive director of

the Ogdensburg Chamber of Commerce. “It’s a great opportunity for us to showcase Ogdensburg and our whole area and to bring people from Florida to Ogdensburg.” “The mood in Ogdensburg is nearly

ebullient,” added Laura Foster, director and curator of the Frederic Remington Art Museum in Ogdensburg. “This is the biggest economic opportunity to capture the public attention, at least that I’ve been aware of, in recent times.”

Travel tips BRING A VALID ID n Whether you’re traveling across the border or not, remember to bring your proper identification, reminds Laura Pearson, executive director of the Ogdensburg Chamber of Commerce. Arrive early n “This is not different than any other airport; you need to get there at least an hour ahead of time,” said Ogdensburg City Manager Sarah Purdy. “You still have to go through TSA and all the other processes. You’ve got to arrive in a timely manner and follow all the instructions for packing and such.” For international travelers, this includes keeping an eye on traffic. “Canadians should check border wait times, especially when crossing during peak traffic periods,” said Allegiant Air Spokeswoman Krysta L. Levy. “Another tip would be to check for flight delays. Finally, all passengers should plan to arrive at the airport early to allow enough time for parking, ticketing, baggage processing, and security checks.” Dress accordingly n “Travelers should always figure out what the weather’s going to be like so they can dress accordingly,” Ms. Pearson said. “It might be warm in Florida but freezing up here. Or it could be 90 degrees here, who knows?”

Ogdensburg airport may attract Canadian flyers Ottawa business professor has closely followed airport expansion

By Larry Robinson | Fly NNY

he close proximity of Ottawa’s large affluent population, coupled with the high cost of doing business for Canadian airline companies, is a combination that bodes well for the expanding Ogdensburg International Airport and for the economic future of the north country, according to an associate professor of business at Carleton University. Ogdensburg is expanding its runway, taxiway, terminal building and parking area as part of a $26 million upgrade. Low-cost carrier Allegiant Air has announced it will begin offering direct flights from Ogdensburg to Florida beginning in October on a capable of carrying 150 to 170 passengers or more. A round-trip ticket is expected to cost well under $200, according to airline officials. Ian R. Lee, an associate professor at Sprott School of Business at Carleton University, Ottawa, said he has closely followed the expansion of the Ogdensburg International Airport, and as a business professor is familiar with the economic factors at play. Mr. Lee said Canada’s National Capital Region — comprised of Ot-

tawa, Ontario and Gatineau, Quebec — is one of the most economically affluent in Canada. He said the twin cities, separated only by the Ottawa River, have a combined population of approximately 1.3 million people,

When the Canadian dollar strengthens, which it will, I predict you might see a steady line of traffic going from Ottawa to Ogdensburg. Ian R. Lee, associate professor, Sprott School of Business, Carleton University, Ottawa

and with a high percentage of residents employed with high-paying public sector jobs. “Just like Washington, D.C. is not the norm in the United States, the same is true of the Capital Region in Canada,” Mr. Lee said. “In Ottawa

and the capital region there is a great deal of prosperity, people have good incomes, double incomes, and very low levels of poverty.” Mr. Lee said the demographics of the Ottawa River Valley, when coupled with its close proximity to Ogdensburg, are guaranteed to make the expanded Ogdensburg International Airport an attractive destination for Canadian travelers heading to Florida and parts of the southern United States. He said the distance between Ottawa and Ogdensburg is 98 kilometers or about 60 miles, and the driving time between 45 minutes and one hour. When you add those factors together with the reality that Canadian airports and airlines are substantially more expensive than their American counterparts, Mr. Lee predicts Ogdensburg will be hard to resist for Canadian travelers. In addition, he said many of the costs that drive up airline ticket prices in Canada are systematic in nature, and therefore Canadian air carriers will be hard pressed to win a competitive pricing war. “Land taxes are higher, sales taxes Please see CANADIANS, page 31

Roughly $25 million in improvements at Ogdensburg International Airport have been funded by $18 million in Federal Aviation Administration grants and by the Ogdensburg Bridge and Port Authority. eadying the Ogdensburg International Airport for Allegiant Air’s arrival has been no small feat. The $25 million project, begun in anticipation of the airline’s direct flights to Orlando and Fort Lauderdale, Fla., includes an extended runway, new fuel trucks and an expanded passenger terminal and parking lot. According to Airport Manager Patrick Sharrow, who was recently hired to oversee daily operations at the expanding airport, these improvements were undertaken not only to accommodate the greater traveler volume — Allegiant is expected to increase airport traffic in Ogdensburg by 40,000 passengers

each year — but also to accommodate the airline’s larger planes. “The infrastructure improvements will benefit all passengers, airlines, general aviation, and the general public,” Mr. Sharrow said. “They will increase usage of the airport, which will in turn help the local economy, and the property layout will make the premises easy to navigate and more secure.” One of the airport’s main upgrades, the 1,200-foot runway extension, includes taxiway widening and extension, approach lighting improvements, and rerouting a portion of State Route 68. This improvement will allow Allegiant to land its Airbus A320, an aircraft capable of carrying 150 to 177 passengers.

The airport, which is owned by the Ogdensburg Bridge and Port Authority, is also adding a 478-space parking lot to accommodate its new passengers. It recently acquired fuel tanker trucks capable of holding 5,000 gallons of jet fuel and pumping 300 gallons per minute, trucks that will be used to refuel Allegiant’s aircrafts. According to Mr. Sharrow, the main focus at the airport this fall is on hiring and training new staff. Additional security measures and badging have been implemented, and new personnel will be employed by the Transportation Security Administration; by Allegiant’s ground service provider, Trego-Dugan; and by MAPCO Auto

Parks, the airport’s parking agent. The improved airport amenities may lure in local travelers, but it’s also hoped that they’ll attract repeat visitors from Florida and Canada. Sarah Purdy, Ogdensburg city manager, noted that Allegiant’s offerings are particularly likely to entice those Canadian travelers who live closer to Ogdensburg than to Ottawa or who want to go through customs when they cross the Ogdensburg-Prescott International Bridge rather than waiting till they land in Florida. “It’s very exciting,” she said. “It’s not just in the city of Ogdensburg; this is going to have a regional impact, and of course that includes the other side of the river, Canada. It presents an attractive alternative for folks who want to get a cost-efficient flight to one of their Florida destinations without having to go out of Ottawa.” The improvements at the Ogdensburg International Airport have been funded by $18 million in Federal Aviation Administration grants and by the Ogdensburg Bridge and Port Authority. Expanding the airport is expected to support a total of 125 to 135 new jobs, and the amount of direct and indirect economic activity produced by the airport could nearly double to $13 million by next year. Meanwhile, travel to and from the airport has been disrupted somewhat. This summer, Cape Air’s flights to Boston were suspended for two months to complete renovations to the passenger terminals, and the entire airport was closed for a week in August in order to complete airfield construction in the safety areas of the runway. However, private planes and other general aviation traffic were generally not affected. As a direct result of the construction, airport officials predict better amenities and smoother sailing for passengers in the future. “We would like to provide a convenient, non-stressful travel experience,” Mr. Sharrow said. “By offering low-cost direct flights, we will help our customers get to their destinations sooner and save some money in the process. We understand that your vacation starts as soon as you leave your home, and our goal is to get you on your way as efficiently as possible.”

Two new fuel trucks are ready at Ogdensburg International Airport. The trucks are capable of pumping 300 gallons of fuel per minute and will be used to refuel Allegiant Air Airbus A320 jets that will begin using the airport Oct. 5 for direct flights from Ogdensburg to Florida.

ew tanker trucks capable of pumping 300 gallons of jet fuel per minute have been delivered to the Ogdensburg International Airport for use in refueling the Allegiant Airbus A320 planes that will begin utilizing the facility the first week of October. Allegiant Air will begin offering nonstop flights from Ogdensburg to Orlando and Fort Lauderdale, Fla., on Oct. 5. The new low-cost carrier service is expected to draw 33,000 travelers a year to the Ogdensburg Airport, according to Allegiant Air officials. A large share of those using the new airport are expected to come from Ontario and Quebec, Canada. Allegiant Air’s decision to begin offering direct flights to Florida is part of a deal between the carrier and the Ogdensburg Bridge and Port Authority that complements the authority’s $25 million expansion of the Ogdensburg International Airport. The expansion has included extending the runway by 1,200 feet, rerouting a section of Route 68, and building an expanded terminal and parking area. Ogdensburg Airport Manager Patrick Sharrow said the new fuel trucks

are essential in order to safely and efficiently fuel the Allegiant planes. He said the flights will have a short turnaround period once they land in Ogdensburg. “Allegiant expects a turnaround time of 45 minutes from arrival to departure so our staff will need to be on standby to refuel the aircraft,” Mr. Sharrow said. Each fuel truck has a 5,000-gallon capacity and is capable of pumping 300 gallons of jet fuel per minute. The Allegiant Air Airbus A320 planes hold approximately 2,800 gallons of fuel, according to airport officials. The Ogdensburg Airport staff are undergoing training on how to operate the new trucks, according to Mr. Sharrow. He stressed safety as a top priority, and said a new fueling ladder has also been purchased to aid with the refueling operation. “There are many steps in the refueling process and while we need to be very efficient we also need to pay very close attention to detail to ensure a safe and smooth operation,” Mr. Sharrow said. — Larry Robinson, Fly NNY

he north country has a lot to be proud of, including the small, but growing and highly customer-service-driven airports that dot the tri-county landscape. Those who live in or near Watertown are not strangers to Watertown International Airport. The city bought land for the airport in 1928, and more land again in 1942 and 1943, bringing with it some tremendous changes and challenges through the years. Once considered too small to survive, the fate of the

now Jefferson County-owned airport was literally “up in the air,” creating an uncertainty between the city and the county as to who should own and operate the airport. Today its story is a proud one. It has persevered

through many changes, and now thrives under the leadership of Grant W. Sussey, the county’s first full-time general aviation airport manager. With a runway extension project recently completed it boasts an airstrip of more than

nations that they can fly to connecting from our flights. The shift was made because the airline saw more opportunity for better service, as most of our travelers fly up and down the East Coast. American believes Philadelphia is a better East Coast hub to get people to where they needed to be.” Mr. Sussey said airline officials also saw the shift as an opportunity to capture more of the market. Right now the flights only capture 3 percent of the potential market, a number Mr. Sussey said he and airport staff is working diligently to shift upward. “The numbers are increasing,” Mr. Sussey said. “Steady, continual growth this past year shows us promise. We’re always looking for ways to continue to grow. We continue to work on air service development and other options that the community will benefit from.” So stay tuned as the airport grows.

New projects are up and coming, including a main terminal expansion, all in an effort to really put the Watertown International Airport on the map. “We are continuing to grow,” Mr. Sussey said. “We’re just getting started on our terminal addition project, adding 2,500 square feet in the security checkpoint area, which will open up that space to allow better access to restrooms and seating areas for passengers as they wait to fly out. This will permit more efficient screening, too. The screening area right now is very congested and makes a 90 degree turn, so it’s a little cramped.” Free parking and free Wi-Fi are enticing benefits to passengers. Those who use the airport can expect to be carried into the skies by American Airlines, the commercial airline that offers two flights a day to and from Philadelphia where travelers can connect to nearly all points in the world. Massena International Airport Roughly 100 miles north in neighboring St. Lawrence County, Massena International Airport shows growth in other areas. Brought to the county in the mid-1940s, the 475-acre airport (also known as Richards Field) offers commercial and commuter air service through Cape Air, presenting direct flights three times a day to Albany and most recently, Boston. “A lot of people enjoy going to Boston, said Shawn M. Abrantes, airport supervisor. “From Boston they can go anywhere because the airport there is an International Airport. We get lots of Red Sox fans and Patriot fans heading there for day trips, too. As far as our commute to Albany, we have a lot of contractors who do day trips to the capital region. Other folks take the plane to Albany and then an Amtrak train to New York City.” The Boston flight is only five years old. service has increased. “When we included the Boston flight, that really improved our numbers,” Mr. Abrantes said. “Cape Air approached us at that time with Boston as an option. The town recognized that many of the locals wanted to see that kind of service, so that helped the town of Massena win the bid with Cape Air.” While Watertown focuses on upgrades and additions for its commercial flights, the Massena remains focused on upgrades for its general aviation flights. are higher, and wages are higher in the airline industry in Canada than in the United States,” Mr. Lee said. “Also, jet fuel taxes are higher, and landing fees are higher. They can reduce ticket prices a little to try to shave profits, but not by a lot.” Even with today’s exchange rate of about 77 U.S. cents to the Canadian dollar, traveling to Ogdensburg to fly is still appealing to Canadians, according to Mr. Lee. By his own calculations,

after looking at the Allegiant Air website, Mr. Lee said he has determined that it will cost him $300 Canadian to fly round-trip from Ogdensburg. The same flight from Ottawa would be approximately $550 Canadian, he said. “The exchange right now is about as bad as it’s going to get from an Ogdensburg perspective of attracting Canadians,” Mr. Lee said. “When the Canadian dollar strengthens, which it will, I predict you might see a steady line of traffic going from Ot-

tawa to Ogdensburg.” And that increased traffic to the Maple City, whether transient or not, is bound to give the region an economic shot in the arm, he said. “I don’t want to overstate it, calling it a game changer is awfully strong,” Mr. Lee said. “But I do think it is going to significantly contribute to the economic growth of that area of Northern New York. There will be a net economic gain for the region, of that I’m sure.”
