Clarinda has unique town name From its earliest days, Clarinda has always been a rather unique community. Chosen in 1849 as the county seat of government for Page County, the city was named in honor of Miss Clarinda Buck, who was the niece of an early settler. This is the only known town in the world with this unique name. Clarinda was platted in 1853 as a square around the “public block,” now referred to as the town square. The unique feature of the original town plat was the Promenade, a wide street two blocks off the “public block” formed a square around the “public block.” The block outside the Promenade formed the original city limits of Clarinda.
Following the Civil War, Clarinda grew rapidly. However, as railroad lines were built across Iowa, Clarinda was not selected to be on the mainline. Instead, the line ran north of Clarinda through Villisca. Undaunted, Clarinda raised the money to build its own railroad to connect with the mainline and established itself as a hub for railroad transportation. In 1885, the Page County Courthouse was erected on the public square. A tragic fire on Dec. 11, 1991, nearly destroyed the historic building. But, with the shell of the building found to be structurally sound, the Page County Courthouse was rebuilt, was rededicated on June 5,
1994, and is still in use today. At the same time the Page County Courthouse was built, so was the Iowa State Hospital for the Insane, which is located at the north edge of Clarinda. The main hospital building was uniquely constructed to enable each “day room” or ward to receive the most sunlight possible, a prevailing practice today. The Mental Health Institute developed into a self-sufficient facility with a 1,000 acre farm, dairy herd, orchard and garden to provide food and industrial therapy for the nearly 2,000 patients. The MHI developed the “Clarinda Plan” in 1959 which gained international recognition for its unique
practice of rehabilitating patients into their home communities using medication and therapy. This plan dramatically reduced the census of the hospital. In 1980, a medium security correctional facility was opened in Hope Hall, a building erected in the 1930s as an infirmary. In 1992, the Clarinda Academy, a residential foster care facility for adjudicated youth, was opened on the MHI grounds. Then, in 1996, a new state of the art medium security prison was opened on the north edge of MHI grounds. Due to the multi-purpose use of these facilities, the MHI grounds are today referred to as the Clarinda Treatment Complex.
