Organization (NGO) by Law in 2010. Carrying through the legacy of the late founder of the UAE, HH Sheikh Zayed Bin Sultan Al Nahayan, peace be upon him, Noor Dubai Foundation continued its journey of giving, helping those in need to feel hopeful again. Our focus in 2018, the Year of Zayed, was on redefining our processes to improve efficiency and effectiveness and align our programs with refreshed strategic objectives and initiatives, in addition to aligning our outcomes with the UN 2030 sustainable development goals to further strengthen our impact. We are proud to share our journey, highlight the latest achievements and provide an overview of the Noor Dubai strategy 2018-2022. Nationally, our local programs benefitted over 20,000 individuals across the UAE providing preventive and therapeutic programs through mobile eye care. In 2018, our program was expanded to include screening for Glaucoma, a blinding eye condition that can be avoided through early detection and management. In its first year, the program screened over 1060 individuals for glaucoma. Also in the UAE, 201 patient in need of critical eye care were provided treatment through the Noor Dubai hospital based program. Internationally, Noor Dubai continued its efforts to eliminate Trachoma in the Amhara region of Ethiopia with 72 million doses of medicine distributed since the launch of the program in 2013, and over 69,000 people trained including healthcare providers, teachers and social workers all in an effort to maintain sustainability of the preventive efforts. In 2018, Noor Dubai concentrated its international outreach programs in Bangladesh. In addition to the ongoing mobile eye camps, we worked with international partners to design specific programs to benefit the Rohingya refugees in Cox Bazar. The screening and surgery programs were started in 2018 and continuing through 2019, with over 500 surgeries conducted and a follow up program is planned. Since the launch of the Noor Dubai outreach programs in 2008, we have conducted screening and cataract camps in 6 divisions in Bangladesh, reaching out to over 35,000 beneficiaries, conducting over 4,000 surgeries, and distributing 11,000 eye glasses. One of the main pillars of the Noor Dubai strategy is research. Noor Dubai in collaboration with government entities conducted a population based visual impairment survey in the state of Katsina in Nigeria, whereby the results from the survey have helped Noor Dubai identify the needs and design a comprehensive eye care program for the state which will extend till 2022. We are grateful to our founder, HH Sheikh Mohamed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, for giving us the opportunity to help those in need. We are also grateful to our partners and funders who believed in us and supported Noor Dubai through its journey. I am thankful to our board members and employees for their dedication and efforts to make the Noor Dubai goal a reality, and a special thank you to our wonderful volunteers who invest time and effort in helping those in need.

Mobile Eye Clinic
School Health Programs
In 2014, Noor Dubai Foundation launched the Mobile Eye Clinic, a local outreach program in the UAE that aims to provide free eye screenings to patients at their locations allowing for early detection and intervention to prevent visual impairment. The fully-fledged bus is outfitted with state-of-the-art exam rooms and dispensaries and travels around different communities across the UAE. The clinic was designed based on top quality standards to ensure the health and safety of employees and patients. The Mobile Eye Clinic has succeeded in providing best practices at the national level leading to it winning the first place for the group projects category at the 2016 Dubai Government Excellence Award, making Noor Dubai the first non-governmental organization to receive this award by the Government of Dubai.
In 2017, Noor Dubai Foundation launched a vision screening campaign in community schools in Dubai for early detection of visual impairment, whereby 5064 students were screened across 11 different schools.
In 2018, the mobile eye clinic improved its screening services with additional tests to detect Glaucoma, an irreversible blinding eye disease. Two equipment were added to measure intraocular pressure using non-contact tonometry and visual field using a fast, reliable and portable Humphrey visual field machine. Since the launch of the Mobile Eye Clinic in 2014, we have screened over 20,000 individuals across the UAE.

The Foundation also launched an awareness campaign in schools to address the often overlooked social and emotional impact that vision problems have on bullied children who wear eye glasses. One of the objectives of the campaign was to raise awareness about vision problems and create a more inclusive community for those suffering from any vision disability. The campaign targeted 5,000 students from grades 4 through 6 in 6 schools in Dubai. The talks with students were based on a story-telling style that was approved by doctors and mental health professionals. This style ensured better engagement and interaction with students of this age group.
National Programs UAE treatment program In 2016, Noor Dubai launched a national program to provide partial or complete funding to UAE residents with limited financial capability to treat critical eye diseases. The program aims to reduce the possibility of visual impairment due to delayed access to appropriate treatment or inability to afford treatment. The program includes treatment of diabetic retinopathy, cataract surgeries, or any eye injuries. Through a successful partnership with the Department of Islamic Affairs and Charitable Activities, the cases are aired during the program "Emarat Al Khair" on Noor Dubai radio channel to raise awareness among the community and encourage them to take part in charity work. Since the launch of the program, 201 patients have received treatment to date.
In 2018 Noor Dubai Foundation provided technical guidance to the School Health Section of Dubai Health Authority towards improving the eye-health component of school health.

International Programs Mobile Eye Camps Noor Dubai Foundation conducts Mobile Eye Camps in remote areas in developing countries across Asia and Africa, where due to the absence of healthcare infrastructure, extreme poverty, and lack of resources, the communities have no access to adequate eye care services. The activities in the camp include screening and providing diagnosis and health care, conducting surgeries, and distributing spectacles during each camp. To date, Noor Dubai Foundation has organized camps in 32 cities in 18 countries where 263,438 individuals have been screened, 26,600 surgeries have been performed and 62,034 glasses provided. Providing the appropriate treatment, to those individuals in need, results in a significant positive impact on the communities in these areas. The impact is seen on a personal level for those individuals receiving treatment in addition to an improved economic state for the whole community, as these individuals are able to get back to their jobs and lives.

Trachoma Elimination Program In collaboration with the Carter Center, Noor Dubai Foundation has committed to the elimination of blinding trachoma in the Amhara region of Ethiopia. Trachoma is the leading cause of infectious blindness worldwide, with 232 million people at risk for trachoma in Africa and Asia, and over 4 million at immediate risk for blindness from carrying the disease. The Amhara Region of Ethiopia has the highest known burden of trachoma in the world. Children are the main reservoir of infection, in addition to women, who are often responsible for the care of children, therefore are more susceptible to infection and tend to go blind from the disease at nearly twice the rate of men. Through Noor Dubai Foundation’s partnership with the Carter Center, the Ethiopian Ministry of Health is able to implement the World Health Organization (WHO)-recommended SAFE strategy for trachoma control:

Eye Health Research Rapid Assessment of avoidable blindness and Diabetic retinopathy in Nigeria Noor Dubai Foundation in collaboration with the Ministry of Health Katsina state, Northern Nigeria conducted a population based cross sectional survey in the state using the World Health Organization recommended RAAB DR survey methodology. The study was to determine the magnitude and causes of blindness and visual impairment in addition to prevalence of diabetic mellitus and diabetic retinopathy in the state. The research examined over 2,812 adults in a door-to-door visits across 78 urban and rural communities in the state. The survey estimated that over 25,000 people in the state are blind in both eyes with 85% due to either treatable or preventable causes. It is further estimated that there are over 80,500 people in need of cataract surgery in the state. The survey results will be used to develop and implement a comprehensive eye care program in the state. As part of the research activities, 3 ophthalmologists and 6 ophthalmic nurses from the state were trained in the survey methodology and examination procedures by a global RAAB trainer.
