DESCRIPTION

The Department of Utilities is seeking a Director of Utilities to manage the department which supplies retail water services to Norfolk and wholesale services to Virginia Beach, Chesapeake, and Portsmouth as well as naval facilities and manages the collection and delivery of wastewater for treatment. This position provides leadership for operational and financial planning, ensures effective allocation of human resources, establishes, and practices a departmental culture of diversity, inclusion, and quality performance, oversees the accomplishment of bureau and divisional goals, and promotes customer relations.

The Director of Utilities will work under the direct supervision of the assigned Deputy City Manager. This is a highly independent and responsible executive level position that supervises and directs the dayto-day operations and maintenance of the water and sewer utilities. Provides construction information, recommendations, technical assistance to City management, attends all meetings related to City Management and Utilities. Prioritizes and oversees construction projects including CIP projects, and supervising contractors and consultants. projects including CIP projects, including supervising contractors and consultants. Administers department budget and authorizes related expenditures Oversees the city’s utility billing and accounting functions. This position is unclassified and serves at the will of the City Manager. City of Norfolk residency is required within six (6) months of hire. SALARY $65.59 - $112.76 Hourly $5,247.30 - $9,020.88 Biweekly $136,430.00 - $234,543.00 Annually

ESSENTIAL FUNCTIONS Essential functions include but are not limited to: • Manages personnel by ensuring that various bureaus and divisions are meeting goals and that they have the resources necessary to perform in an effective manner. • Making sure the city is compliant with local, national, and global regulations. • In cooperation with the organization’s executive leadership team(s), directs the development of an effective strategy to improve the operations of the department, assess and mitigate risk to the regions water and wastewater system, manage crises and incidents, maintain continuity of operations, and safeguards the organization. • Ensures that the department is meeting benchmarks and goals of the department and the city. • Communicate effectively with City Council, other department staff and regional partners. • Promotes customer service with respect to customers concerns and maintaining stable relations with the diverse customer base.

EDUCATION/EXPERIENCE •

Requires Master’s Degree in Civil or Environmental Engineering, Business Administration, Public Administration, or related field. Master’s Degree or equivalent combination of experience required. Seven (7) years of experience in management of utilities operations. Experience working in environments where they were exposed to various problems. Experience in networking and negotiating with outside agencies and regional partners to represent the interests of the water and wastewater operations. Familiarity with current trends and regulations in water and wastewater operations.
