Consolidated Courts Complex

A once in a generation opportunity to build a substantial public building to meet the needs of future generations.

Project History The Consolidated Courts Complex project began with a commitment by City Council in 2004. Understanding that our existing court buildings are unsafe, outdated and inefficient, the Council appropriated funds in Fiscal Year 2005 to begin design for a new court complex that would meet our City’s needs. State law requires localities to provide a safe and modern facility. To meet this unfunded mandate, the City planned to appropriate a total of $141 million in the Capital Improvement budget.

Even with the economic downturn and their contentious decision to postpone construction in the past, City Council remained committed to providing a safe and secure environment for all citizens to conduct their legal affairs. As such, they held firm when necessary on the continued funding resulting in a Consolidated Courts Complex that will marshal the City forward into the next fifty years.

Project Funding The City planned to appropriate a total of $141,089,435 for the project. The City Council directed the Administration to work diligently to find ways to save money. We are pleased to announce our efforts have been successful. The revised total project cost based on the actual bid prices is $121,478,517, reflecting a savings of $19,610,918.

Additionally, by bidding a companion Government Plaza project at the same time, there are additional savings of $2,179,206. The total savings projected for the two projects is $21,790,124. The total savings will help relieve some of the City’s debt pressure.

Project Overview The new Consolidated Courts Complex will be located on the site of the existing General District Court building, at the Southeast intersection of St. Paul’s Blvd. and East City Hall Avenue, next to the City Hall Building.

Courts Complex Features: • 315,000 total square feet • 21 completed courtrooms • 3 shell spaces for future courtrooms • Jury deliberation rooms • Clerk’s offices • Public spaces

As part of the City’s commitment to environmental sustainability, the Courts Complex will be Leadership in Energy and Environmental Design (LEED) Silver Certified.

LEED certified buildings are intended to use resources more efficiently than conventional buildings and often provide healthier work and living environments.
