welcome! There’s a storm brewing on the Outer Banks, and I’m not
talking about a hurricane (although for hurricane preparedness, check out Jeff Ballard’s column on page R10). I’m referring to the sales tax reallocation plan. That’s a mouthful, and maybe it even made your eyes glaze over. The short of it is this: there’s currently a bill being tossed around in the Senate that takes a chunk of the sales tax collected in Dare and Currituck counties (the chunk that up until now might have gone to pay for police, fire and infrastructure) and spreads it out to counties across the state. Trust me... if you live, visit, or own a home in Dare or Currituck counties, then you’ll want to pay attention to what’s going on with this bill. Kip Tabb gives us the lowdown on page R9. On the lighter side of living and owning a home on the coast, check out Michelle Wagner’s interview with local furniture maker Ken Savage of Nor’Easter Designs. Savage’s nautically-inspired pieces are selling as fast as he can make them (page R12). His furniture designs—made from salvaged boat parts and vintage marine hardware—are truly works of art, giving new life to the teak and mahogany he’s recycled from boat graveyards. Speaking of furniture, since fall is the season of beautiful temperatures and porch livin’, we went on the hunt and found a few must-have pieces for your covered deck. All you’ll need is a margarita in hand to achieve porch perfection (page R24). Decorating for fall? Amanda McDanel has a few clever and inexpensive tips that take gourds to a new level (page R22). Spray-painted pumpkins? You’d better believe it.

TOWN REPORT What’s happening in your town? Here’s a report from all over the Outer Banks. Compiled by Kip Tabb NC SALES TAX discussions Discussions at all government meetings over the past few months have included concerns about the proposed state budget that includes a reallocation of sales tax passed by the NC Senate. One of the most interesting comments about the NC Senate tax redistribution plan came from Hatteras Island resident and Dare County commissioner Allen Burrus. “There are at least eight counties surrounding us that the employment in those counties is dependent upon what we’re doing here in Dare County. . . If they cripple us . . . the employment in those counties will go down. It’s just not a good deal,” said Burrus during an August commissioner’s meeting. For more information on the bill and the reaction to it, please go to page R9.
Currituck County Following the April termination of the management agreement with the Whalehead Preservation Trust to operate the Whalehead Club, county commissioners have taken steps to allow the Trust to use money previously earmarked for the Whalehead Club to be used instead for the restoration and preservation of 30 antique boats from the hunt club era. The County has taken over management of the Whalehead Club, and the funds could not be used by the Trust without county permission. Verizon will be placing antennas on the water tower next to Corolla Light and the Pine Island water tower. The antennas will be under a lease agreement with Currituck County.
Passing the largest budget of the incorporated Outer Banks towns, Kill Devil Hills approved $15.4 million for 2015-16. One of the major projects the town will be taking on this year is enlarging and improving the public works facility on Ocean Boulevard. Plans call for a 7,000-square foot maintenance shed, 22,000-gallon fuel storage and larger offices.
Southern Shores The town has adopted a $6.7 million budget for fiscal year 2015-16. The budget includes no tax increase and no appropriations from fund balances. According to Town Manager Peter Rascoe, 44% of the revenue for the budget comes from ad valorem taxes; the remainder comes from a combination of sales tax, occupancy and land transfer tax. The budget includes $516,000 for street improvements under the Capital Street Improvement Plan. Beginning Oct. 1, replacement of Tall Pine Bridge will begin. Replacing the bridge will close South Dogwood Trail for six to nine months.
Town of Duck The big news coming out of Duck is the announcement of a new Chief of Police. John Cueto hails from Bridgeport, Connecticut, and brings with him more than 27 years of experience. His rank in the city’s police department was Lieutenant and Aide to the Chief. Town Manager Chris Layton praised the town’s selection. “After an extensive search and hours spent interviewing many exceptional candidates for the Duck Police Chief position, John Cueto stood out for his extensive knowledge, understanding of the vision for the Town and his desire to serve as a leader in the community,” said Layton.
Kitty Hawk The Town of Kitty Hawk passed its 2015-16 budget. The $7.26 million spending plan represents a 3.7% increase over the previous year’s budget and includes funds to continue to pay for beach nourishment. Easements have been granted for the nourishment project. In a surprising request, CAMA asked for an additional 48 beach samples as the nourishment permit is being considered. It looks as though the gas station and convenience store on U.S. 158 between Max’s Real Bagels and Spanky’s will be reopening as OBX Express. Permits have been issued and construction is moving forward as the North Beach Sun goes to press.

Nags Head After years of wrangling, Colony Ridge has a new operator. On Aug. 1, Peak Resources took over operation of the facility. The Town of Nags Head owns the facility and the previous operator, Principle Healthcare Systems, had failed to carry out improvements spelled out in its lease agreement with the town. A recently passed state law, Session Law 2015-86, may have a dramatic effect on Outer Banks builders. At the August Board of Commissioners’ meeting, Deputy Town Manager Andy Garman said the law places limits on a local government’s authority to regulate design features. “It limits the ability of local towns to regulate the number and layout of rooms in single family homes,” said Garman. An ordinance was presented to commissioners to bring the town into compliance with the law, but the board asked the planning department to review the ordinance and resubmit it. Commissioner Susie Walters commented on the new state law saying, “The law was not written for Nags Head. It was written for Charlotte.”
Manteo Dare Days will live on! The Town of Manteo has agreed to take on the annual celebration of life on the Outer Banks. Commissioner Martha Wickre has agreed to chair the committee.
Dare County Shannon Brooks is the new County Extension Director. She was the volunteer coordinator for the North Carolina Aquarium on Roanoke Island before taking on her current position. Before that she was the Greenhouse Manager and Education Coordinator at Elizabethan Gardens. In a budget discussion with Becky Huff, tax collector for the county, it was noted that more than 99% of taxes are paid on time. Huff indicated that the county would work with delinquent accounts to bring payments up to date.

Chamber of Commerce Plans a Trip to China The Outer Banks Chamber of Commerce has scheduled a trip to China for Oct. 9-17, 2016. The Chamber Mission to China will be a great combination of sightseeing and business. The schedule includes visits to the Great Wall, Tiananmen Square and the Forbidden City. There are also visits planned to economic development zones and a number of factories.
Fire at Brindley Beach Corolla Office When a fire completely destroyed the Brindley Beach offices in Corolla, the property management company never missed a beat, getting everyone checked in for that weekend with a lot of hard work, but few, if any, glitches. President of Brindley Beach Vacations Doug Brindley noted that a number of competitors were very helpful during the emergency. A video taken when the fire began shows it started in a pile of mulch by the side of the building, although what ignited the mulch has not been determined. Plans are moving forward quickly to rebuild, and according to Brindley, the new building will be ready before next summer. “It will be like a phoenix rising from the ashes. It will be better than ever,” says Brindley.
Bonner Bridge It looks as though a replacement for the Bonner Bridge may finally get built. After four and a half years of legal maneuvering, a June 15 agreement between the North Carolina Department of Transportation (NCDOT) and the Southern Environmental Law Center (SELC) will allow the construction to move forward. The broad outlines of the plan include provisions that the SELC or the groups it represents will not sue to stop construction of the parallel span that will be built to the west of the existing bridge. Early Signs Show Strong Summer
There will be an informational meeting Monday, Oct. 19, 2015, from 5:307:30 p.m. at the Chamber offices in Kill Devil Hills.
As the North Beach Sun goes to press, we’re just getting the first reports about the month of June. There are still a number of reports that have not yet been published, but at first glance it appears as though visitation has remained strong, maintaining visitation numbers equal to last June.
Congratulations to Ocean Boulevard, fishbones, and Capt’n Franks
If that holds true as more reports come in, that’s great news for the Outer Banks, alleviating concerns that a particularly harsh winter in the northeast kept kids in school an extra week, delaying the start of the peak season.
coming back to Hatteras Island on the north end of the village. A final decision has not been made about a permanent solution at New Inlet that is included in the NCDOT/SELC agreement. An enhanced temporary bridge with a 10-25 year life span will be built, but plans are still being formulated for a permanent solution. Tentative plans call for a 2018 opening for the new Bonner Bridge.
Delay in Flood Zone Maps When new flood map data was announced last year, first indications were that a number of Outer Banks properties would be either coming out of a flood zone or reclassified into a more favorable zone. Initially the preliminary maps for Dare County were going to be released at the end 2014. That date was then pushed back to August of this year and the latest information puts the release date in December of this year or January of 2016. There is an 18-month review process that begins with the preliminary release of the new flood zone maps so the earliest homeowners and businesses could see a change in their flood insurance in June or July of 2017. North Carolina is producing the maps under an agreement with FEMA. Indications are that the review process is more complex than originally anticipated.
Congratulations to Donny King and Ocean Boulevard on celebrating 20 years of great food, wonderful entertainment and memorable martinis. Fishbones Raw Bar & Restaurant also turns 20 this year, celebrating two decades as the original Outer Banks tiki bar. Capt’n Franks has a big year to celebrate as well. 2015 marks 40 years in business. Owned by the Hess family since the beginning, the same passion for service, delicious food, fun and a place where the whole family can eat still exists.

The Outer Banks Stands to Lose Big if Senate Budget Passes By Kip Tabb
There is a budget battle brewing in the North Carolina legislature and according to political leaders in Dare and Currituck counties, the outcome is unclear as the North Beach Sun goes to press.
The Senate bill, however, included a provision, sponsored by Senate Majority Leader Harry Brown (R, Jones and Onslow Counties), that would change how locally collected sales tax is allocated. The House bill does not include the reallocation provision.
At the heart of the battle are conflicting visions of how to provide financial aid to the state’s struggling counties. The House budget included targeted bond funding, specific programs and a proposed $22.2 billion budget; the Senate bill came in at $21.47 billion.
The statewide sales tax in North Carolina is 4.75%; however, the state legislature has given county governments the option of charging up to 2.25% in additional sales tax, with most of the optional tax going back to county coffers. Dare County charges 2% sales tax.

The current formula calls for 75% of the locally collected sales tax (of the 2%) to be retained by local government, with the remaining 25% going to the state. Brown’s first reallocation proposal more than reversed that, with 80% going to the state and 20% retained by the county. Additionally, the allocation of the 80% of the funds would be based on the permanent population of each county. The per capita provision coupled with the allocation of revenue being reversed would have a substantial effect locally. Currituck County has a permanent population of 24,000; Dare County has 35,000. Both counties, though, must maintain fire, police and infrastructure for an annual visitor population approaching four million. Brown’s initial proposal is dead—but the reallocation debate continues. Recognizing that the House would not vote to support his reallocation proposal, Senator Brown pulled the provision from the Senate budget but tacked a new reallocation plan on to a popular House Bill, the “North Carolina Competes Act” (HR117), which is in committee in the Senate. The new proposal would allocate funds based on a 50/50 split of taxes and retain the per capita provision. Under this proposal more counties would be paying into the state coffers and the effect on local budgets would be less dramatic. Nonetheless the impact on Dare and Currituck counties would still be considerable, and every county official we spoke to felt additional revenue would be needed. That revenue would most likely come from ad valorem taxes. It is difficult to see how Senator Brown’s proposal will pass. Governor Pat McCrory has stated that he is opposed to any reallocation plan. His home district, Mecklenburg County, stands to lose funds as well; additionally legislators in the House have voiced opposition to the provision. There has been some movement on a final budget. House and Senate leaders have agreed to a $21.7 billion figure, although how those funds will be allocated is still very much up in the air.
FULLY INSURED
Brown, though, has indicated that no budget will pass unless there is a sales tax reallocation provision included.

Governor McCrory has insisted he will veto any legislation containing a reallocation of sales tax and it is doubtful if the veto could be overridden. The Senate would probably vote to override; mustering a 3/5 majority in the House would be more difficult. NORTH BEACH SUN REAL ESTATE FALL 2015

Wind, Rain, Rising Water Is Your Home Ready?
By Jeffrey Ballard, GC
Hurricane season is upon us: the months from June until November are the Outer Banks’ best chance for these storms. This is a subject we tend to forget about, sometimes on purpose, until it’s too late. As a transplant from upstate New York, I’m often asked, “How did you deal with all that snow?” I always respond with, “If you’re prepared, it’s not that bad.” And the same goes for hurricane season— being prepared is the difference between certain disaster and hanging at the local pub for a hurricane party. With such a variety of house styles in our beach community, there is not one particular way to have your home ready for the big blow. The obvious first must-have is to install proper hurricane shutters. There are a few companies on the Outer Banks that offer professional installation of shutters approved for our wind zone. With that said, the Outer Banks is in a 130 MPH wind zone. We must adhere to Dare County rules and regulations, not just for hurricane protection but also as a standard in building codes. With these codes, some of us may already have impactresistant glass, which does not require a protective shutter. There are other methods of glass protection available that meet the 130 MPH code. Some are as simple as screwing plywood over the opening, though I do not recommend this method as it will create repair work after removal. Check with your local tradesman to find out which is best for you. What else? Well, simple things such as having water, food and temporary lighting on hand. Being prepared could mean carrying furniture from an entry level to a second level. Those who live on the sound side can tell you when the water starts to rise;
it’s already too late to take action. In my opinion, the most damaging situation from a hurricane is the rising water, not necessarily the amount of wind. And just like there’s a building code to offset the damaging wind, there are codes that address rising water. Take Hurricane Irene, for example. This was a worst-case scenario for the Outer Banks as the storm headed directly up the sound. The water rose so fast that most had no time to even move a vehicle, let alone move important possessions. If your home has living space in a flood zone, flood vents are a necessity. These devices will allow water to flow in and back out without damaging the structure of your home. When thinking about new construction in these flood prone areas, constructing with waterproof materials is a must. Typically, when on city water you will at least have something to drink after the storm passes, but as most Outer Banks homes are on a septic system, it might mean there will be no flushing. The system will most likely be inundated with water and will not take another drop. Unfortunately the only way to prepare for this situation is by moving to higher ground. So having a place to evacuate to during a hurricane can be a very important part of being prepared. With Irene, some of us learned we could be stuck for days without power. Having a backup power source, or a friend with this capability, is crucial if you decide to ride out the storm. Whole house generators start at about $10,000, will run everything

in your home including the AC, and can be well worth the peace of mind. Generators can also be useful for any kind of power outage, regardless of the season. But you’ll need to think ahead on this one: just like plywood and batteries, generators are one of the first things to sell out at the big box stores when a hurricane is headed our way. We also need to consider outdoor living areas. Tables, chairs and outdoor sun protection all need to be stored. If your home has a swimming pool, you can submerge plastic deck chairs and tables, but then you’ll have to fish them out after the storm. Not the best option, but effective. The most important part of being prepared for hurricane season is to make sure your home is well-maintained and ready for the wind, rain and rising water. Waiting to replace a roof that is losing shingles regularly, not maintaining your HVAC units, and ignoring leaky doors and windows that can allow gallons of water to pour in when the horizontal rain hits is not being prepared. Not only can this type of damage be prevented, you will be hard-pressed to find a tradesman to repair the damage right after the storm, as most will be busy on major clean up and working on harder hit homes. Of course, the very best way to be prepared in all these situations is to have a contractor or carpenter designated ahead of time for all your hurricane preparation needs.

New Life for old boats
By Michelle Wagner
You could say that Ken Savage has always been drawn to the water, old boats and nautical antiques, enough so that his life’s path has kept him close to the edge of the sea. Whether he is working ocean rescue, out surfing with his sons Noah and Payton or beachcombing for treasures with his wife Mandy, the Delaware native turned Outer Banker clearly lives his life according to the tides. So when Savage decided to combine that love of the sea with his talent in woodworking several years ago, the outcome was Nor’ Easter Designs, a unique style of furniture Savage crafts using parts from vintage boats. Savage’s living room is filled with his furniture that speaks of life on the water, and with sea glass and other gifts the ocean has given him and his family displayed around the house, it’s easy to get a sense of the significance salt water has for Savage and his family. R12
NORTH BEACH SUN REAL ESTATE FALL 2015
For him, the beginnings of Nor’ Easter Designs surfaced back in Delaware, where Savage would make furniture for his home. But in the last year, his focus on building a business and his move to the Outer Banks in 2014 have helped whip up some wind for Nor’ Easter Designs.
And what he finds, whether it is an old hatch, door or even steps of an old boat, he uses to put a nautical touch on furniture such as cabinets, end tables, benches or entertainment centers. “Often I will find something and set it aside for a while, pick it up and look at it again for a few days and then it will hit me in the middle of the night what to do with it.”
Much like him and his family, it turns out that Nor’ Easter Designs has been a perfect fit for the Outer Banks lifestyle.
The end result is much more than just a practical piece of furniture. It’s a piece of art that has Savage’s nautical signature all over it.
“The Outer Banks has such a rich, deep nautical history and my furniture goes hand in hand with that. The furniture I make very much fits in with what people on the Outer Banks are looking for, whether it is for their home, business or rental property.”
“I’ve always enjoyed working with wood and I love old nautical boats,” Savage says. “I really enjoy being able to make something that people like and want to bring home with them.”
So now, if Savage doesn’t have sand between his toes, he is likely in his garage working on a new nautical creation or rummaging through old boat graveyards up north in places like Virginia and Delaware. “I take hatches and doors, really anything I can get my hands on,” says Savage, adding that some boatyard owners are happy to get rid of some of the stuff and some he has to pay for. Much of the wood from the boats is mahogany and teak.
For Savage, Nor’ Easter Designs has become the job that doesn’t feel like work. He easily gets lost for hours in his garage. “Out of all the vocations I have had, this is the one that calls to me. To be able to go into the shop and create a piece of furniture is just something I love to do.” Back in Delaware, Savage was a charter boat captain and ocean rescue lifeguard. Now on the Outer Banks, his is a supervisor for Nags Head Ocean Rescue and concentrates on his furniture in the off-season.

He welcomes and loves custom orders. “Most of what I build sells pretty fast,” he adds. His pieces are in Sea Green Gallery and he made a custom bench for The Spot in Nags Head. And after participating in the Hatteras Island Art Show last fall and seeing how quickly his furniture sold, he plans to participate in more shows during the coming year.
The end result is much more than just a practical piece of furniture. It’s a piece of art that has Savage’s nautical signature all over it.
While he loves to make something and see it sell, there are a few pieces he has held onto. One of his favorite creations is an entertainment center that sits in in the middle of his family’s living room. To make it, Savage used the hatch of a 1964 Chris Craft as the door and shelving from commercial conch pots.
The name Nor’ Easter Designs came to him several years ago when he first started making furniture. “I would find a lot of stuff washed up, typically after a nor’easter. The storms bring rough conditions and cause damage, but that’s also the time when you find some really good pieces of wood, too.” Savage doesn’t argue with the fact that he can’t be away from the water for very long, but he wouldn’t have it any other way. After all, he knows the value of taking in what the sea has given him, not only to build his business but also to enrich his life. For more information on Nor’ Easter Designs, call Ken at 252-489-1178. NORTHBEACHSUN

It’s a little bit surreal, but we’re there. I knew it would happen; I did “have faith that it would happen. It was too important for it not to happen. I think we reached a tipping point back in 2010 when we had the public hearings and we had such a strong outpouring from the public, which was in favor of moving forward. What it did, I think, was give the powers that be the strength to go forward, knowing that they had the full support of the public. It was a true grassroots effort, and we stayed behind them the whole way through.

-Beth Midgett (left) Chair of the Dare County Citizens Committee to Replace the Bonner Bridge and Reservations Manager at Midgett Realty When the first pilings are going down we’ll have a whole lot more “faith in the system. We’ve been down the golden brick road before. Our feeling is the SELC is working to stop our transportation system. Hopefully we’re wrong, but we’ll believe it when we see it.

Photos and story by Kip Tabb
On June 16 of this year, NCDOT and the Southern Environmental Law Center (SELC) announced a settlement of the lawsuits that had halted construction of the replacement span for the Bonner Bridge. The agreement allows construction of the new Bonner Bridge to begin as soon as permits are in hand and a schedule is arranged. There will be a jug handle bridge going into the sound at S Turns and coming back to Hatteras Island by the Island Convenience Store in Rodanthe. A permanent solution for the New Inlet area is still being discussed although an improved replacement bridge for the temporary span that is there now will be constructed. Everyone who lives on the Outer Banks or visits will be impacted by the agreement. There has been a lot written about how the agreement will be implemented but very little in the way of asking the people impacted how they feel. R16

We’re never sure until it actually happens. We’ve been sold a bill of “goods on this too many times. We would love to see it happen. If you don’t have the bridge, you don’t have a reason for being out here. But if you don’t do something with the road once you have fixed the bridge, you’re one storm away from needing more millions of dollars to fix it up. You’ve got to be able to mix the bridge aspect and the road aspect with the beaches.
”
-Frank Miller (bottom) Owner of Hatterasman Drive-In the legal battles that were taking place, it was difficult to pic“tureWithmyself eventually buying a house and raising a family here on the island that I call home. The Bonner Bridge is our lifeline to the mainland and Hatteras Island residents are becoming an endangered species, just like the piping plovers. The long overdue agreement on the replacement of the Bonner Bridge has given me a more hopeful and positive outlook on the security of my future here on Hatteras Island, but I’ll believe it when I see it.
”
-Randi Machovec Owner of Spinfinite Designs, Rodanthe months of secret negotiations. We heard nothing and they came “outSixwith this. The SELC was against the parallel bridge and now they’re for it. At this point, the SELC has agreed to this, but we’ve been stepped on before.
”
-Lee Setkowsky (top) Captain of the Daybreak II, Hatteras Adventures personally, I was so pleased and relieved, but more so “forForall myself, of us. We can think we understand what it would be like to have our road cut off, but you can’t until you’re faced with that, until the simplest of needs is dependent on a ferry. I’m proud of my colleagues dating back to 2000. There probably have been 14 or 15 different county commissioners. All of them have always been so supportive of the efforts. You can’t do it unless you’ve got that unified support. In March or April we should actually see construction, but right now the contractor is working behind the scenes. We may see some stuff earlier than that, but right now the behind the scenes work is real and it is going on, and the money is being spent, thank God. -Warren Judge Dare County Commissioner

Travel, Schmavel
We Can Kick Back at our Home on the Outer Banks!
By Glen Baldwin
The term “staycation” has buzzed past my ears a few times recently, but until a Florida friend used the expression on Facebook, I hadn’t bothered to check out its meaning. I became a savvy wordsmith, however, because begin-
ning next weekend, we too are experiencing a staycation adventure! Traveling from Maine to visit their OBX grandfolks are my daughter-in-law, our fifteen-year-old grandson and his thirteen-year-old sister who are game (we hope) for all sorts of excitement that they can find down here. The especially good news is that we’re finding ways to do it on a budget. More free fun than you can imagine! Our week will begin with Day 1 and an early boarding of the free ferry to Ocracoke where we can spend the day doing a variety of activities, including a picnic and swim session at the beach and a walk to the island’s lighthouse, the second oldest in the United States. Impressive! After we tuck the camera away with stored pictures of both lighthouse and the old keepers’ quarters, we may head back over to Zillie’s for a cold drink on their shaded porch, although lots of fun and funky shops may lure us in. And of course an ice cream cone down by the docks could be a treat during any part of our day. Day 1 will end with a favorite tradition: late night “flashlight crabbing” down at the beach. No worries—we won’t hurt them; we just love finding them in the dark. Day 2 after breakfast will find us at the Glenmere beach access, where we’ll first visit the Little Red Mailbox of Hope. Everybody has dreams and hopes for something, so I know our guests will enjoy reading all the messages that others have left in the journal and then leave one of their own. It’s such a special little spot, where the gazebo looks down on relentless waves; inspiration and peace are a given here. After our writing is completed, we’ll drag our gear to the sand below for a glorious day at the beach. A rental movie (maybe Jaws?) with butter-dripping popcorn should round out this day quite nicely. I may be more excited than anyone about Day 3 which will bring us mid-morning to Jockey’s Ridge State Park for a treasure hunt. We’ll all have a chance to learn map and compass skills as we search in vain for Blackbeard’s legendary stolen goods. Then after
R18

a wander through the visitor’s center, we’ll stop at one of their cozy picnic areas for lunch, then off to climb the East Coast’s highest dune and romp about (maybe even fly a kite) in the sand before we head back for a late afternoon swim at the beach.
pick a couple of top choices. The only hitch is that they must be either inexpensive or free.
Boys and Girls Day is Day 4. Grampy is taking his “fella” fishing at one of our favorite piers, hopefully catching the night’s dinner. If that plan falls short, they may head inland to Nags Head Woods where they can try for some bass fishing at the bridge. The ladies will spend the day thrift shopping, in hopes of finding great bargains and craft projects. Happy Hour at above mentioned pier may then call to us, bragging inexpensive shrimp and great music at the close of day. We’ll stay a while to listen to both the band and the waves. Grampy and I might even dance a time or two—mainly to embarrass the kids!
• Beach time with a sandcastle contest
Before beach time on Day 5, I think an early morning hike up Run Hill to see the sunrise is in order, toting breakfast sandwiches to make it especially worthwhile. From the top, we’ll see both sound and surf. Then perhaps a trip south to Coquina beach where we can swim, hunt for sea glass and shells not found in Maine, snack a little; and then end our afternoon with a short drive to the Pea Island National Wildlife Refuge. I love walking that tree-arbored path which opens up to the marshes and can only hope for an encounter with some bird or another strutting along in the water. Finally, home to collapse and decide what tomorrow’s agenda should be. Each of the three guests gets to choose three things from a list, and then we’ll
What might Day 6 bring? Here’s a possible list: • See wild horses on the beach in Corolla (we hope) • Walk to the sound to see the sunset • Stroll the boardwalk in Duck (with all those shops, my daughter-in-law’s first choice for sure!) • Drop a line in at Jennette’s Pier • Learn the history of the Chicamacomico Life-Saving Station • Smell the flowers at Elizabethan Gardens • Climb the Wright Brothers National Memorial • Visit one of the nearby lighthouses I know our last full day together will be exhausting (could we possibly go from wild horses to Chicamacomico Life-Saving Station or Elizabethan Gardens all in one day?), and fun (of course – we’re together!), and sad (we won’t see them again for several months); but I think we’ll end it with one of my favorites—homemade ice cream for dessert. What a sweet ending to a spectacular staycation! Glen Baldwin is a wife, mom, and grandmom who’s spent the past 45 years as an English teacher, greenhouse grower, and real estate agent. Living here at the beach now, she’s waiting to see what her next career will be.

With almost 600 homes in their property management portfolio, a number of projects under development and an operation that stretches from Corolla to Avon, Resort Realty is one of the largest Outer Banks real estate companies.
When Mike Harrington stepped down from his CEO position to take the reins of a company he purchased in Wilmington, Resort Realty’s Chief Operating Officer Stuart Pack was asked to take on the CEO position.
Pack comes across as an energetic leader who has a clear vision of how the success Resort Realty has enjoyed will be sustained in the future. In his conversation about how to maintain the success of the company he now leads, he stresses two things: communication and team work. “I think the way it works together first is through communication,” he says. “We have to communicate internally, with our staff, with our team members, with our independent sales agents. Then we have to convey what makes us different: why buy from Resort Realty, why rent from Resort Realty, why bring your $2.5 million home into our rental program?” Communication is a recurring theme to Pack. As he discusses its importance, his vision becomes part of a
and took a chance. “I happened to see an advertisement for an accounting manager, drove down for the day and they offered me the job before I left the office. That was with Hatteras Realty and Stuart Couch.” He found it was a good fit and that he had discovered something he truly enjoyed. “I think I developed a passion for the industry,” he says. He also developed a passion for his new home and it has given him a perspective on what it means when visitors come to the Outer Banks. “I find living on the beach is pretty incredible,” he says. “We get to live here 52 weeks out of the year. A lot of our guests have saved for 51 weeks to come. I try to see their excitement, the adrenaline, all that they’re looking for.” That understanding of what the visitor is feeling gives him a perspective on how important each guest is. “There’s a tremendous value with your repeat renter and satisfied owner,” he notes. “Word of mouth is the greatest advertisement you can have. In many ways, it’s just doing the right thing.” As the CEO of a large real estate company, Pack returns to the concept of communication and the impact it can have on the company and how Resort Realty can work with buyers and individuals to be partners in success. “A lot of times it means that if somebody wants to buy a vacation rental house, they need to come in and talk ini-

Communicating Success marketing plan—a way to reassure property owners, renters and employees that Resort Realty is committed to the individual and their needs. “We have initiated same day call back,” he says. “It’s very important to do that. The idea is to be proactive.” That concept of being responsive, of taking the initiative to resolve issues before they take on a life of their own, includes hearing problems as well as compliments. “To say we never have problems would be a blatant lie,” Pack says. Pack gives advice about how to confront problems and begin the process of getting them resolved. “Don’t hide behind your voice mail. Sometimes I get a call and I find that it’s easier to just take that call. A lot of times the best thing you can do is just listen. If I allow them to convey the story, I’m more apt to be able to respond to the pressing need,” says Pack. Stuart didn’t start in the real estate industry. He graduated from Union University in Jackson, Tennessee, with a BS in Economics and Finance and he spent a number of years traveling and working. Along the way he got married. “I married my high school sweetheart,” says Pack, and by 2003 he was in the Richmond area when his mother got sick. “I needed to make a change for my parents’ needs,” he recalls. He answered an ad for a position on Hatteras Island R20

That synergy of communication—internal and external— seems to be part of the appeal of what Pack is hoping to create: a thread of connections that allows everyone to benefit.
“We’re looking at a step forward in a company that does turnkey house management from a holistic approach, trying to manage from the purchase to the selling of the property. It’s one of the things I think is so beautiful in a team approach,” he adds.

Too Gourd to be True? By Amanda McDanel
Ah, fall on the Outer Banks.
Empty beaches. Hoodies. Getting a table at your favorite restaurant without a two-hour wait. Good swell. Evenings on the deck. And a personal favorite: produce decorations. Yes, there are appropriate times of the year to decorate with produce. Think lemons and limes in a glass jar in the spring and hurricanes filled with cranberries for the winter. Yet the granddaddy of them all is on the rise: the pumpkin! Of course, you can purchase your pumpkin at the local supermarket, but I prefer something a little more fall festival-like with a larger assortment of gourds. Nags Head Elementary has a fantastic Pumpkin Fair every year with games, rides, silent auctions, baked goodies and every type of pumpkin imaginable from your standard round fella to a Cinderella pumpkin. Grandy Greenhouse is also an annual event for our family, where we hitch a hayride to the pumpkin patch to select the perfect specimen. Once you arrive home with the pumpkin or gourd of your choice, I highly suggest “jacking up” your ordinary pumpkin in one of the following ways that does not involve a carving knife and a candle. Come on, you’re more creative than that! If not, simply steal one or more of my ideas as your own and brag about decorating on the cheap to all your unknowing friends and neighbors. For another fall favorite, mum is the word around here! Spray It. Yes, spray paint really is for everything. Give a nice light coating of your favorite football team’s colors to your pumpkins to show your school pride. Or use chalkboard paint and write daily scary messages on the gourd to amuse the kids. You could even create a daily countdown calendar on it to mark the days until Halloween. Pumpkins usually hold up well in the weather here and live past their “expiration date” of October 31, so reuse them by spraying on a coat of metallic silver or gold to transition into the winter months. Why should October have all the gourd fun? Glow it. Light it up from the outside with glow-in-the-dark paint. While you can typically find glow-in-the-dark acrylic paint in the craft section of your local store, don’t be limited by its intentional use. You could grab paint brushes or sponges and have the kids go to town on the pumpkin or you could get a little more detailed and crafty with push pins. Purchase a box of white push pins and give each pin a thorough coating of glow paint and allow them to dry. Take the pins and create your own masterpiece Lite-Brite style by pushing them gently into the skin of the pumpkin in a pattern, shape or word. Line several pumpkins up next to each R22

Decorating with the Granddaddy of all Produce other to use as house numbers, your last name or your children’s initials. Glue It. Rhinestones aren’t just for your jeans anymore. Armed with a hot glue gun and a bag of shiny fake gems, you can bedazzle that pumpkin to your heart’s content. Give yourself bonus points if you place it under an outdoor light where it reflects like a disco ball. Poke It. This is Mr. Potato Head meets Mr. Pumpkin Head. A recent brilliant idea I have seen in the seasonal decorating aisle is larger Mr. Potato Head pieces like eyes, ears, and moustaches to pop into a pumpkin so you can create your own goofyfaced friend. If you cannot find them in stores, simply dig out your children’s Mr. Potato Head pieces and go to town. This one is especially great for little hands as there are no sharp objects or knives involved. Drill It. Handymen can really get into this one because they can break out the power tools. Using a small drill bit, place strategic holes around the pumpkin in lines, zigzags or large circles and then place a battery-powered light inside to light them like a doily-like luminary. Brad It. Similar to the push pin idea, find a pack of gold brads or upholstery tacks and create swirling gold patterns by pushing them into the pumpkin’s skin. This technique is particularly beautiful on white pumpkins. Wax it. If you have some broken crayons lying around, this is a great way to give them a new life. Unwrap and break the crayons into pieces, and then glue them onto the pumpkin. Once the glue has dried, place the pumpkin on a trash bag or covered surface and use a hair dryer to melt the crayons. Watch the colorful wax drip and adhere to the pumpkins. You will be left with a Jackson Pollock-esque colorful creation.
