I know it’s the summer—and life can be so hectic on the Outer Banks in the summer!—but if you go too fast you just might miss all of the beauty and uniqueness that surrounds us here. Take a slow drive down the beach road, explore the neighborhoods of Roanoke Island, meander a little—what you see might surprise you. We are an area of differences, artistry and creativity. Sometimes it’s hard to choose just one house to spotlight in the North Beach Sun, so in this issue I picked two very different homes: La Casa del Wacho with its ever-evolving topiary garden and Kitty Hawk Lifesaving Station #7, a true throwback to the Outer Banks of yesteryear. Once a working U.S. Lifesaving Service station turned private residence turned rental home, Kitty Hawk Lifesaving Station #7 has a century’s-worth of Outer Banks history within its walls. Full of broken windows, false walls and shag carpeting when it was purchased in 2011, JoAnne and Peter Mantz had a vision to restore the house and pay homage to its history (page R16). Now fully restored, the Mantz family is happy to share the legacy of Kitty Hawk Lifesaving Station #7 with their guests until they one day retire in the home. We couldn’t have a summer issue without a colorful splash of greenery, and we found something extraordinary in the landscaping of Fred and Joan Brumbach’s Roanoke Island home, La Casa del Wacho. Like a Dr. Suess book come to life, the Brumbach lawn is filled with 36’ tall topiary trees shaped like spirals and animals. Fred lets his imagination run wild when “tope”ing (a verb that I’m pretty sure Fred also created). Check out his fantastical creations on page R30. There’s a yin and a yang to the Outer Banks, like La Casa del Wacho and Kitty Hawk Lifesaving Station #7. So drive a little slower, linger a little longer and take in all the beauty that the Outer Banks homes and gardens have to offer. Enjoy the issue and happy summer!

Continued Upward Trend = Happy Sellers and Happy Agents Last year’s increase in the real estate market wasn’t a fluke. With MLS data from January through April 2016 analyzed and recorded by the Outer Banks Association of Realtors, it looks like the increase is steadily continuing into 2016. The total volume sold and average sale price are up, inventory is down, and distressed property numbers continue to decrease. Condominium sales have also seen an uptick in units sold, volume sold and average sales price.

Early Signs Positive for Economy As reported in our spring edition, 2015 was a very good year for the Outer Banks economy, and that trend seems to be continuing into 2016. Early numbers indicate that the real estate market is keeping pace with 2015, which was the best year on the Outer Banks since 2005. Related trends seem to point to a sustained recovery for the market; inventory has continued its downward trend and distressed property sales are significantly down. Tourism continues to be the engine that drives the Outer Banks’ economy and the early signs are very positive. However, some property managers have expressed concerns about the long term effects of HB2, which is widely seen as a discriminatory law targeting the LGBT population.
Restaurant News Simply Southern Kitchen Simply Southern Kitchen recently opened where Saul’s Barbecue used to be in Harbinger. The name says it all—fried chicken, barbecue, sweet tea and hush puppies are the staples. Bad Bean Moves Taking over the old Pizzazz Pizza spot in Kitty Hawk should be a good move for owner Rob Robinson and Bad Bean with greater visibility, more space and a better kitchen. The new address is 4146 N. Croatan Highway. Original Owners Return to Argyle’s Argyle’s Sea Salt Grille reopened this year under the ownership of original owners, Debra and P.J. Sinkage. The restaurant offers casual dining with live music Tuesdays, Wednesdays, and Fridays. Captain George’s Expands Since it opened in 2009 in Kill Devil Hills, Captain George’s has been a success story. Even with a 400-seat capacity, waiting times can be up to 45 minutes in the summer. The Charalambous family, owners of Captain George’s, is making a 100-seat expansion to the restaurant to help alleviate the lines. The addition will include a 30-foot expansion on the north end of the building. The dining area and kitchen will be expanded as well. To handle the expected additional traffic, the family has purchased two lots on the corner of Wrightsville Avenue and Baum Street for parking. R8
Restaurant Expansions in Duck Coastal Cravings is putting in an outdoor entertainment area behind the restaurant. There is already a small field which has been used to host live music in the past, but now there will be seating and a bar. Duck Deli is upping their game with outdoor seating. The plans will shrink the inside just a bit and grow the outside. There will also be room for live music on the deck. John Power at The Blue Point is planning to add a 34’x34’ deck with a pergola to provide shade. There will also be live music and a bar.
Water Park Proposed in Currituck Aquatic Development Group, a New York-based company that specializes in waterparks, has proposed an 80-acre water park in Harbinger about two miles north of the Wright Memorial Bridge. The land is currently used by Barnhill Construction for storage. Although a number of proposals have been discussed for mainland Currituck in the past, Planning Director Ben Woody said the water park is the most complete concept the county has received.
Notable Anniversaries Food for Thought turns 10 In February of 2006, members of the Duck United Methodist Church began a pilot program to provide weekend meals for 54 children at Manteo Elementary School. Volunteers quickly discovered the need was greater. The following school year, with seed money from the Outer Banks Community Foundation and donations from businesses and individuals, Food for Thought expanded to include all Dare County elementary schools. The organization is still all-volunteer and now provides two meals per weekend day for more than 500 children. St. Andrews by the Sea Centennial Although the church was consecrated in 1916, the history of St. Andrews by the Sea predates the Civil War. Visitors to Nags Head built an Episcopal church on the soundside in 1849, calling it All Saints. The church’s life was short. Union troops dismantled it to build shelters for runaway slaves in 1862. The parish did bill the Federal government for the materials, eventually receiving a little more than $700. Nonetheless, it was a number of years before another church was built.

Ropes Course Coming to Corolla Similar to First Flight Adventure Park in Nags Head, Corolla Adventure Park will feature a high ropes course, zip line and 60’ towers. The chapel that is now St. Andrews by the Sea was built by S.J. Twine. Twine, an Elizabeth City builder, built many of the classic Nags Head homes and is generally considered the best builder of the period. A bell saved from the original church was later donated to the new chapel. The church has been moved. Originally closer to the sound and at the base of Engagement Hill to the south of Jockey’s Ridge, it was moved to accommodate changing population patterns and the shifting sands. The church is also considerably larger than the original Twine building, but that portion is still intact and part of the church.
Improvements to Colington Road NCDOT has begun the process of improving Colington Road through public meetings and surveys. Planned improvements include raising the roadbed above flood level especially where it parallels Colington Creek between Baum Bay Drive and the Colington Bridge. Plans also call for a multi-use path and wider lanes.
Initial estimates put the price tag at $13 million. Construction is scheduled to begin in 2018.
Affordable Housing in Currituck President and CEO of Elan Vacations Norman Bibeau is ready to open the doors on University Park, a development that includes 39 three-bedroom townhouses. Designed with families in mind, the development includes basketball courts, a playground and a pool. Located in Powells Point two miles north of the Wright Memorial Bridge, Bibeau sees University Park as a convenient location for professionals working on the Outer Banks who often drive from Elizabeth City or northern Currituck. “We’re trying to provide housing up here for firemen, policemen, teachers. Something that’s close to the beach,” says Bibeau. “There are so many people who are working on the beach and traveling a distance just to get down here.” According to Bibeau, there is already a waiting list. The first units should be ready for occupancy by mid-June.

Currituck County Solar Farm Plans Nixed Plans to create a solar farm at what was once Goose Creek Golf Course in Grandy were voted down by the Currituck County Board of Commissioners. The county’s planning board had recommended commissioners approve the plans submitted by Ecoplexus to create a 16.5-acre solar energy farm. However, commissioners raised concerns about storm water runoff, pesticide use that would be necessary to keep weeds from overgrowing the site and incompatibility with a zone that is designed for commercial use. Ecoplexus is an international solar energy firm. The Plight of Commercial Fishermen Voicing ongoing unease with the plight of fishermen took two forms during April meetings. At their April 4 meeting, commissioners were openly skeptical of plans by the federal government to expand the Monitor National Marine Sanctuary. During a presentation by sanctuary superintendent David Alberg, commissioners repeatedly criticized the federal government’s role in commercial fishing. Alberg assured commissioners there were no plans to restrict fishing at any of the new sites. Alberg and the commissioners agreed to meet again either in an informal session or in a regular meeting to further discuss the Marine Sanctuary. At their April 20 meeting, commissioners unanimously passed a resolution critical of the North Carolina Marine Fisheries Commission’s decision to circumvent established methods of evaluating catch limits, which commissioners stated includes “ . . . peer reviewed science, stakeholder input, and other pertinent facts to establish fisheries policies in a deliberate, open, and transparent way.” The commission closed most of the state’s southern flounder fishing using a supplement process that does not include hearings. HB2 Criticized Stating that “Duck is an inclusive community that welcomes and embraces the diversity, talents, and expertise of all of our stakeholders,” Duck Town Council passed a resolution urging the repeal of the Public Facilities Privacy and Security Act, otherwise known as HB2. Criticizing proponents of the bill, the resolution cites language seen as discriminatory and troubling: “ . . .proponents of House Bill 2 also cynically make the claim that the legislation is anti-discriminatory in nature, when in actuality and in intent, it purposely omits the categories of sexual orientation, gender identity, gender expression and other categories from the statewide list of categories expressly protected from discrimination and further, it eliminates the right of any person to file a civil action in a North Carolina Court claiming discrimination of any variety in employment or public accommodations.”
Southern Shores Preserving the Look and Feel of the Town Concerns about losing the flat top homes that are a part of the town’s heritage has the Southern Shores Town Council investigating an historic home designation similar to the Kill Devil Hills ordinance. At the April 5 town council meeting, Kill Devil Hills’ Assistant Planning Director Meredith Guns made a presentation about the town’s program. Event homes have been a contentious topic in Southern Shores, and to prevent those types of structures from being built in the town, the council voted 3-2 to limit the size of residential homes to 6,000-square feet. Gary McDonald, Fred Newberry and Leo Holland voted to approve the size limit, while Chris Nason and Mayor Tom Bennett cast the dissenting votes. Marketplace Shopping Center Improvements Proposed Although construction is still two years away, the owner of the Marketplace at Southern Shores presented plans for an expanded and improved shopping center. Changes by Aston Properties include a stand-alone CVS with a drive-through pharmacy, and the addition of a 16,000-squarefoot building that would house two restaurants, including a Starbuck’s with a drive-through.

Kitty Hawk Concerns about the Beach Road Although the sandbags supporting N.C. 12 north of the Black Pelican are performing as expected, the Atlantic Ocean continues to encroach on the road. The North Carolina Department of Transportation closed a portion of N.C. 12 in April to repair damage to the sand dune between East Kitty Hawk Road and Lindbergh Street. The dune and beach in that area remain thin and more work may be necessary. Beach Nourishment to Begin in 2017 Of all the towns participating in the Dare County intralocal nourishment project, Kitty Hawk seems to be the most in need with a severely eroded beach from the Black Pelican north almost to the town line. Originally scheduled to begin this spring, the project will begin next year. Because the companies bidding on the contract were busy in 2016, bids were over budget. The one-year delay brought a significant discount, with the winning bid $4.9 million under budget. Kitty Hawk’s beach nourishment is scheduled to begin June 1, 2017, and run through the summer.
Kill Devil Hills Sidewalks Completed As the North Beach Sun goes to press, the town of Kill Devil Hills is completing phase four of its sidewalk project. A sidewalk is being constructed on the east side of U.S. 158 from Holly Street north to Ocean Bay Boulevard. When completed, the town will have sidewalks on both sides of the highway. Wright Brothers Memorial in Spotlight In conjunction with the centennial celebration of the National Park Service, the Wright Brothers Memorial has stepped up its game. On April 16, the United States welcomed 39 new citizens from 23 countries during a naturalization ceremony at the Memorial. This summer visitors will get a glimpse inside the Wright Brothers’ Monument, originally the site’s visitor’s center.
Nags Head Nags Head Takes a Stand on HB2 Expressing a number of concerns about HB2, the Nags Head Board of Commissioners voted to send a letter of protest to Governor Pat McCrory. Outlining the town’s objections the council wrote, “Nags Head takes great pride in being an open, transparent, and diverse community; a community that is welcoming for individuals and families of all orientations and identities.” Citing a special session to pass the legislation as troubling and language in the bill that the town felt was discriminatory and an example of government overreach, commissioners asked that the law be repealed. Seagull Drive Closes Seagull Drive in South Nags Head has been at the center of years of litigation between the town and property owners. Despite nourishment efforts in the area, it is not possible to keep Sea Gull Drive open, and the town has informed property owners that it is no longer responsible for the road.
Manteo Old Dare County Courthouse Improvements The Dare County Arts Council is creating a mini park behind its Gallery at the old Dare County Courthouse. The improvements will include a path, a wall for art and landscaping. Demolition Permits Frustrated that properties that had been issued demolition permits sat in half-finished states for months, the Manteo Board of Commissioners passed an ordinance mandating that demolition be completed within 60 days of the permit being issued. An optional 30-day extension is possible.
Dare County Better Access to NPS Beaches Superintendent Dave Hallac of the National Park Service’s (NPS) Outer Banks Group that includes the Wright Brothers Memorial, Cape Hatteras National Seashore (CHNS) and Fort Raleigh told the commissioners that the NPS is developing a plan to give greater access to Outer Banks parks. The NPS has been improving parking areas and ramps in CHNS and plans to extend seasonal access. Beach Nourishment in Buxton Dare County has created a Municipal Tax District to help finance a beach nourishment project on the north end of Buxton on Hatteras Island.

“Even if the grant is not approved, the county will move forward with the acquisition and exchange,” he said. What is Contained in the Agreement There will be no sudden rush to build homes and roads on the land the county is acquiring. “There won’t be any development on it,” McRee says. The deed of conveyance specifically prohibits development of the land the county will be receiving. However, the county is permitted to clear some of the forest and plant native grasses to enhance the habitat. There is one exception—the county is allowed to use three acres at the south end of the Monkey Island tract to put in a day-use facility for visitors who want to use the beach.

We don’t get to report on winwin situations very often, but the land swap that the U.S. Fish and Wildlife Service (USFWS) and Currituck County are working on seems to be just that. The basics are that Mackay Island National Wildlife Refuge would receive a little more than 380 acres of valuable wetlands on the north end of Knotts Island. Currituck County would purchase the parcel and in exchange the USFWS would give the county the 719 acres it controls on the Outer Banks. When asked if this could be viewed as a situation where everyone walks away a winner, Refuge Manager Mike Hoff was unequivocal. “It sure is,” he says. “The Mackay Island land is a key piece of marsh that’s a really important nesting habitat.” In approving the guidelines for the land swap, county officials expressed concern that if the federal government limited access to Carova beach similar to what has happened on Hatteras Island, there would be no access to Carova and the 4WD areas of the Currituck Outer Banks. The deal will not be finalized until late fall or early winter and there are still a number of steps that have to be taken, but all parties are in concurrence that the agreement will move forward. Mackay Island Mackay Island is a birder’s paradise. Almost 200 species of birds have been identified on the refuge, including the king rail—the largest of the North American rails and a bird that has been in decline for the past 20 years. Occupying the western two thirds of Knotts Island, the reserve is 8,200 acres of marsh, wetlands and upland pine. Named originally for John Mackie, who bought the land in 1768, over the years the name changed to Mackay’s Island. There were a number of hunt clubs on the land, including one founded by Joseph Knapp, a publisher and conservationist. Knapp is generally credited with being one of the founders of Ducks Unlimited. Much of the land that is now the refuge was originally owned by Knapp. R14

In 1961, USFWS made the first purchase of what would become Mackay Island National Wildlife Refuge. The Flyway Tract, as it is referred to in exchange documents, is on the north end of Knotts Island and was one of the last hunt clubs. “The history of the tract is the history of Knotts Island,” Hoff says. “Back in the day, presidents hunted in that parcel of land.” The Outer Banks Most, but not all, of the 719 acres USFWS will be deeding to Currituck County is in the 4WD area of the Currituck Outer Banks. There is also a marsh immediately west of the village of Corolla and some islands in the Currituck Sound. There are 14 separate tracts that will be conveyed to the county with the largest being the Monkey Island tract, lying about a half mile north of the end of N.C. 12. The Monkey Island tract, which includes Monkey Island, is heavily wooded and runs from the sea to the Currituck Sound. Immediately to the south of the Monkey Island tract and extending to the end of the paved road is land that is part of the Currituck Banks Coastal Estuarine Reserve. There are also extensive areas north and to the west of the USFWS land that are part of the Currituck Banks. None of the estuarine reserve land is included in the exchange. How It Will Work The Flyway tract is valued at $1.92 million, and Currituck County has agreed to purchase the property. The 719 acres USFWS will exchange with the county is worth $981,100. The agreement calls for an even exchange, so when the land is swapped the county will owe the federal government $938,900 with the funds coming from occupancy tax collections. To offset the payment to USFWS, the county has applied for a $400,000 grant from the Clean Water Management Trust Fund. All the parties involved have agreed to delay final closing until a decision is made about the grant. Although the county is hoping for the grant funding, the exchange will go forward whether or not the grant is approved, according to County Attorney Ike McRee.
How Currituck County Benefits Currituck County keeps access to the residential areas of Carova. In explaining why the land exchange was in the best interests of the county at the Feb.15 Commissioners meeting, McRee pointed out that the specter of what has happened on Hatteras Island could come to haunt the Currituck Outer Banks. “The federal judge that was presiding over the Hatteras issue . . . called to the witness stand the U.S. Fish and Wildlife Service officer and began to question that officer as to what are you doing about your lands on the Currituck Outer Banks,” he told the commissioners. McRee noted that losing access to beach driving in the 4WD area would be even more devastating to the county than the Hatteras situation since the only access to Carova is by driving on the beach. How USFWS Benefits There are two very significant benefits to USFWS from the exchange. As noted earlier, the Flyway tract is seen as significantly enhancing the wetlands habitat of Mackay Island. Because Currituck National Wildlife Refuge is managed by personnel from Mackay Island, as more people access the 4WD area of the Currituck Outer Banks, more time has to be spent monitoring the area—and according to documents filed by USFWS explaining the land swap, the value of the land does not justify the amount of time put into it. “Extreme visitation pressures on the lands divested at Currituck NWR require significant inputs to become marginal wildlife habitat and minimally meet the refuge’s mission,” USFWS noted in its documentation. The Other Beneficiary: Corolla Wild Horses One of the beneficiaries of this agreement may be the Colonial Spanish Mustangs that roam the Carova area—although exactly how much of a benefit there will be is still uncertain. The land that the county is acquiring is mostly forest and marsh that is not the preferred habitat of horses. There are provisions, though, that would allow some land to be cleared and planted with native grasses. It would be difficult to accomplish, something Executive Director of the Corolla Wild Horse Fund Karen McCalpin emphasizes. “It’s going to take a tremendous amount of work,” she says. “That’s not to say it couldn’t be done. It is an opportunity to improve the habitat for the horses.” Even if a new habitat is created, there is no assurance the horses will take advantage of it. “Wild horses are very territorial,” McCalpin says. “It would probably take a few generations to get them to move.” Monkey Island—A Tantalizing Thought With this agreement, Monkey Island reverts to Currituck County. There is significant history between USFWS and the county regarding the island. Now just four acres of its original seven acre size, Monkey Island was once one of the most prestigious hunt clubs in the Currituck Sound. In the late 1980s, the county traded some marshland with USFWS for the island with the understanding that it would be used for environmental education. The county never fully developed the concept and rising maintenance costs doomed the idea. In 1990, the island reverted to USFWS ownership. Until Hurricane Sandy devastated the north end of the island, it was one of the most verdant rookeries on the Outer Banks. Hoff says that he would like to see the Monkey Island preserved. Only time will tell if the original Monkey Island plans can once again be realized.

The 1911 Kitty Hawk Lifesaving Station Takes on a New Life
STATION
The treacherous shoals off the coast of the Outer Banks had earned their reputation — and their moniker — as the Graveyard of the Atlantic by the early 1800s. Although several lighthouses were built by the middle of that century, including Cape Hatteras and Bodie Island, they weren’t enough, and by 1874 the newly formed U.S. Lifesaving Service had established seven stations to assist imperiled mariners off the Outer Banks’ shores. One of the original seven stations was the Kitty Hawk Lifesaving Station, which is also known as Station #7 — not, perhaps surprisingly, because of the order in which it was built, but rather because it was once the seventh outpost south of the Virginia border in a line of 29 stations that dotted the North Carolina coast from Wash Woods to Oak Island. The Kitty Hawk Lifesaving Station is arguably the most famous of all of them however. Its original layout, which was built in 1874 with distinctive Gothic style architectural details, sat beside the Weather Bureau office that Wilbur Wright was in contact with about his plans to explore this area. Throughout their flying experiments, the Wright brothers relied on the Weather Bureau’s telegraph services — even sending the telegram from the Bureau that announced their first successful flight. What many people don’t realize, however, is that there were two Kitty Hawk Lifesaving Stations. When the 1874 station became too small for the local surfmen’s needs, it was later utilized as a boathouse in order to make way for a larger structure in 1911. This second “Station #7” was constructed in what’s known as the less ornate Chicamacomico type of architecture that later stations on the Outer Banks favored. The new station incorporated design advantages such as lower-pitched roofs with taller lookout towers and shingled siding that made them better suited to this area’s coastal environment. More monumental changes were on the way. In 1915 the U.S. Coast Guard was formed to take over the U.S. Lifesaving Service, and the Kitty Hawk station was decommissioned in the 1940s. The government then sold the 1911 station, and due to concerns over erosion, the building was placed on the National Register of Historic Places and moved across the street from the ocean to its present location at milepost 4.5 in the early 1980s after a particularly destructive nor’easter. The original 1874 station was also sold around that same time and relocated to milepost 4 on the west side of the beach road, where it’s now part of the Black Pelican Restaurant. Unlike its predecessor, the 1911 Kitty Hawk Lifesaving Station has been a privately-owned residence since it was first acquired after being decommissioned, and less than a handful of people have owned it since then. Its current owners, JoAnne and Peter Mantz, a young couple with two daughters of their own, couldn’t be more enthusiastic about the structure, its place in history, and what it means to them to be the latest caretakers of one of the most fascinating houses on the Outer Banks. A New Life “Come on up,” says JoAnne as she takes a moment to lounge in an Adirondack chair on the first deck of the station house. “It’s a beautiful day!” She’s right. Though the house may no longer be technically considered oceanside property, it may as well be. With no other houses on the east side of the beach road, they have an unobstructed view of the churning Atlantic Ocean that’s simply breathtaking. Originally from the Tidewater area, JoAnne and Peter are not strangers to the beauty of the Outer Banks. They both grew up vacationing here and always knew they wanted to own a home on the beach. When JoAnne was diagnosed with breast cancer (thankfully, she’s now in remission) while living

in Japan in 2010 due to Peter’s military career, they finally decided it was time to make that dream a reality. “We felt as though life was too short to wait,” JoAnne explains. “When we came across a listing for the Station we were told it was already under contract, but we knew we had to see it anyway. After the realtor showed it to us, we immediately asked if we could put in a backup bid. It was completely out of our price range, and Peter wondered if we could really afford it, but I just said, ‘Who knows? We have to at least try this!’” Though the house was “a wreck” at the time, according to JoAnne, the Mantzs were well aware of its history as a lifesaving station, and that was the deciding factor in moving forward for them. And when their offer was unexpectedly accepted in 2011, just a month after they placed the bid, they couldn’t have been happier — even though everyone else wasn’t necessarily on the same page. “Some of our family members kept asking if we were sure about taking this on,” JoAnne laughs. “The truth is that we never looked back.” It’s not hard to imagine why there was a little hesitation from their loved ones as JoAnne describes the state of the house when they purchased it. Think broken windows, old shag carpeting from the ‘70s, hastily constructed false walls in odd places, exterior doors that went nowhere (though this was perhaps understandable since the house is now up on stilts but once sat much lower to the ground), and perhaps most alarmingly, the fact that the house was tilting noticeably to the left. The Mantzs took it all in stride. They already had plenty of experience restoring and remodeling old homes from moving around so much with the military, so this was just their latest — and greatest — project to tackle. Their first step was to shore up the foundation, seal the house from the elements, and put some serious elbow grease into tidying things up in general. Out came the shag carpet, revealing the house’s original hardwood floors — which was only one of many exciting discoveries they made along the way. “It still had all the original doors, transoms and hardware. Even most of the windows were original,” JoAnne explains. “We had to update some things of course, but we tried to salvage and repurpose as much as possible.” Other evidence of the house’s history adorns the walls, including the station’s old floor plans, two wooden oars and a life buoy. The door that leads from the front room down the hall is also clearly marked “explosives,” likely because that was where the surfmen stored gunpowder for their Lyle guns, which were used to project a life line out into the surf if a wreck occurred close enough to the shore. Though it wasn’t the Mantz’s initial intention to rent the house — and they do plan to retire there one day — Peter’s career with the U.S. Navy took them to California (and later to Rhode Island) not long after the first round of renovations were complete. In some ways, that’s turned out to be a blessing in disguise as JoAnne enthusiastically describes the relationships they’ve developed with a number of families who rented the house for years before the Mantzs took it over, and who were thrilled to be able to continue that tradition. “Something about this house has claimed our family,” explains Kathy LaRuffa, whose family has been renting Station #7 for the past 20 years. “Maybe it’s the house’s history or our history in it, but we love it. We’ve raised our kids in it. Taught them all how to catch waves. Taught them which jellyfish to avoid. Taught them how to cross the street to get to the beach. Growing up, this was ‘their’ beach house and when they were young they thought we really owned it. For me, this house is a comfort. I can’t imagine what we would have done without it.” These are the kinds of stories that make all their hard work worthwile to the Mantz family. As JoAnne explains, keeping up with the wear and tear of the elements is one of the hardest things, but they knew from the start that the house would be an ongoing project and it’s one that they relish being a part of. “I’ve always been fascinated by the natural beauty and distinct culture of the Outer Banks,” says Peter. “Having served as a ship captain myself, I also know how important it is to know that others stand the watch. The many consistent sacrifices made by all those who served in the Lifesaving Service and the Coast Guard is truly humbling and makes me proud to be a part of this unique and historic place.” Every house has a story. Some, like the Kitty Hawk Lifesaving Station house, are lucky enough to have several. And if the new life the Mantz family has given it is any indicator, Station #7 will be around much, much longer — creating even more stories with each passing generation as it continues to link the past with the present well into the future.

Better Than Bulkheads Living Shorelines Keep Coastal Edges Thriving
When Dr. Michael Piehler starts talking about living shorelines, it doesn’t take him long to bring up the concept of coastal resiliency. It’s a term that has been bounced back and forth quite a bit in the world of estuarine ecology. And bouncing back—whether from storm events, daily tides or development—is really what it is all about, says Piehler, program head for Estuarine Ecology and Human Health at the University of North Carolina’s Coastal Studies Institute (CSI). “Living shorelines are an important piece of that resiliency puzzle,” says Piehler. North Carolina has 3,000 square miles of salt marsh that provide food, shelter and nurseries for many marine species. The salt marshes also protect the land from the encroaching tide. “Dare County has beautiful coastal areas, but if it loses all of its salt marshes, that compromises water quality,” says Piehler. A common practice when erosion occurs has been to erect a bulkhead or wall to stop the rising tide, but scientists agree that the result can be devastating to salt marshes, and in turn, to water quality as a whole. “Locked in place in front of the wall or rocks, the marsh can’t retreat and will eventually disappear, taking its benefits with it,” reports the North Carolina Coastal Federation, which estimates that as many as 20 miles of the state’s estuarine shoreline is “hardened” every year. On a broader scale, researchers estimate that 14 percent of the country’s coastlines are “hardened,” meaning they are tamed by wooden bulkheads, cement walls or other manmade structures. What sort of challenges did you face getting this course built? It wasn’t easy. A lot of people on the committee had never heard of disc golf. We are extremely lucky that the town gave us the land because you can’t find 44 acres on an island that’s affordable. Half of it’s considered wetlands, so if you wanted to build on it, only half of it would ever be allowed to be built on. That’s one thing about the property that works well for us.

Because you don’t need any real structures. Right. And we play around all that and use it for obstacles on the course. This sport pretty much takes care of the land it’s on. This isn’t something that’s going to tear down or clear cut the land. It’s also very moveable, so if for whatever reason the town came back and said, “Hey, we need this area back,” we can pick up a hole, move it, and rearrange it as necessary. The thing is, we raised all the money to build it through support. We’re not asking taxpayers and townspeople to foot the bill on another project that some people might not want to have anything to do with. Because my wife, Sheila Davies, is the mayor, I’ve got to be really careful about that stuff.
Daryl Davies discusses his plan to bring a 44-acre disc golf course to Kill Devil Hills
Daryl Davies has been playing disc golf ever since he picked it up in college 25 years ago. The sport, also known as Frisbee golf, is played with rules similar to traditional golf, but instead of hitting a ball into a hole, the player throws a disc or Frisbee into a basket (at right). Davies has tried for six years to convince the town of Kill Devil Hills to put in a disc golf course. Now, thanks to the generous sponsorship of many community members and businesses, and the town donating 44 acres of land behind the high school athletic fields, it’s finally happening. The Casey R. Logan Disc Golf Course will be open by June of this year. We sat down with Davies to ask him how the project got off the ground, what we can expect, and why a disc golf course is the perfect addition to Kill Devil Hills.
You don’t want it to seem like you’re receiving favors. Oh, trust me. I don’t get any favors from her. She recused herself from certain conversations and decisions. But having my wife in the town helps me know the process. Working with the town is part of the process. I have to learn to go “town speed” and not my speed. In the end, there are five commissioners, and I have to get three of them to like what I have to say. We’ve raised almost $54,000
since Dec. 1. That’s a lot of support, mostly in $500 increments. And then we have the Logan family. I just kept petitioning and petitioning and petitioning for six years, until one meeting when the Logans said, “We’d like to help get this started.” They’re really the ones who took it from me working on it for six years to the commissioners saying, “Hey, let’s consider this.” Their son Casey had passed away. They said he wasn’t in the school, so it didn’t make sense to set up an education fund. That wasn’t something he was excited about. But disc golf is something he played all the time and loved to do, so when they heard about it they initially put up $15,000. The course is going to be named after their son. What will the course be like? It’s going to be a challenge. There are 18 holes. Six of the 18 will have a second tee-box and six will have an alternate basket. The idea was we wanted a real challenging course, but at the same time we wanted something the average player could go and play and not be frustrated with. It’s like regular golf where you’ve got your white tees and then your red tees. Some of the holes will go over the wetlands, and it’s a challenge. You could lose your disc in there, but the alternative tee-box or basket will eliminate that type of challenge. Some of the holes are real tight—meaning they’re in the trees. Some of them are wide open. And it’s Outer Banks-like. It has live oaks. It’s going to be like manicured woods. Why do you think Kill Devil Hills needs disc golf? The thing about the sport is most courses are free to play. Ours will be free to play. Discs are only $10 to $20. It takes roughly 20 to 30 minutes to play a round, so it’s pretty convenient for people. Good for all ages. It’s another outdoor activity on the Outer Banks. It’ll be open all year round, sun up to sun down. And it’s just a lot of fun.

Small is Big When it comes to Smart Home Design By Jeffrey Ballard, GC
Let’s talk for a minute about a new movement in building design, one that uses smart designs and our environment to achieve a sustainable and comfortable lifestyle.
There’s a trend to build homes a bit more moderate in size, focusing on quality rather than size. By integrating self-sustaining ideas and thought-out construction methods, the new movement means less of an overall footprint on our planet—and that’s good for everybody. Here on the Outer Banks, we don’t see this type of construction all that often. The trend has been large, multi-bedroom rental houses, but there’s only so much room for these types of giants. We can do better. But first, let’s talk small and efficient. Americans tend to think BIG—big bedrooms, big master baths, big game rooms. This isn’t so in many European countries. The idea that smaller can be better is finally catching on here in the States. With today’s modern family on the go, we don’t seem to have a full house anymore. Many spaces—like formal living rooms and guest bedrooms—go unseen or unused for weeks, if not months. Downsizing and Simplifying I am now building a small and modest home for a year round resident. At 1,250 square feet, this R24

home has everything one needs to be comfortable. Depending on the size of the family, a bit more space may be required. But typical characteristics of new, smaller homes are cozy living rooms, efficient kitchens and creatively-used spaces. With the addition of a few porches, less indoor space can be just what the doctor ordered. Another advantage to a smaller home is that it takes up less of a footprint on the lot, meaning more outside area to use and enjoy. From a small pool and outside dining area to gardens and gazebos, the possibilities are endless. Some of these ideas have produced micro-communities that are springing up all over America. They seem to breed a much more intimate way of life. Sustainable Communities One thing that goes hand in hand with these homes and communities is sustainable living. Sustainable living is a lifestyle that attempts to reduce an individual’s or society’s use of the earth’s natural resources and personal resources. Permaculture is another community movement. It’s a system of agricultural and social design principles centered on utilizing the patterns and features observed in natural ecosystems. Although the original focus of permaculture was sustainable food production, the philosophy of permaculture has expanded over time to encompass economic and social systems. It is a dynamic movement that is still evolving.
Smart Design Choices With a smaller and more efficient home in mind, these ideas of using the land to live sustainably seem to fit together nicely. Smart designs include wellplaced windows to let in light and large overhangs to shade the afternoon sun. Other sustainable living ideas include catching rain to water your garden, solar panels to heat your home, and planting trees to provide shade in the summer and let heat in during the winter. All these things in conjunction with a smart use of space can significantly reduce your energy bill. While some of these systems can be pricey initially, keeping the size of your home in check can save you money in the long term. The philosophy of working with, rather than against, nature is everywhere. I think we will all see more of these homes and communities springing up as our year-round population continues to grow. Planning and design are key. With a little research, you can find simple ideas that can be put in place with little effort. Of course most of these ideas can be retrofitted, with just a little reworking and rethinking of what already exists on your property or in your home. Some people are already utilizing permaculture and don’t even know it. From growing your own vegetables to recycling wood chips, such practices reduce mass-produced usage and sustain the local environment. Like all things worth doing, sustainable building starts with a good design. There are some who specialize in this type of constructive living. Finding a builder in your area might be as simple as asking around. Or, with a little thought-out research and planning of your own, even implementing one or two of the above methods is a start toward smarter, cleaner living. Lighting is most important, whether to actually see the items on the grill or to keep the bugs away. To create a festive outdoor fairy light, start by purchasing two hanging wire baskets, a handful of zip ties, a can of silver spray paint and a few strings of clear outdoor lights. Clip the chains off the wire baskets and fasten them together into a sphere using the zip ties to secure the edges together. Next, give the ball a good coat of silver spray paint and allow to dry. Once completely dry, wrap the strands of outdoor lights around the ball to completely surround it and secure the plug toward the top of the sphere. Reattach the chains near the top, securely hang it in a tree and use an outdoor electrical cord to illuminate! R28

What would a summer party be without entertainment (cough, cough—distraction) for the littlest ones? Between games, bikes and bubbles, sometimes you need to have a Plan B for those little independent people. Find a large frame or framed picture at a local thrift store— it does not matter what kind as you will be removing the actual piece of art. Take a measurement of the inner frame size and get your local home improvement store to cut a piece of backer board to fit the frame. Give the backer board two coats of chalkboard paint. You can use either a roll on or spray paint variety. Place the backer board into the frame and secure it on an outdoor fence or wall. Hang a bucket of colorful chalk beside it and encourage your little artist to doodle away or challenge them to a fierce game of Tic Tac Toe.

A game that stands the test of time for good reason—it’s simple to play and all ages can participate! Begin with five large wooden cubes either pre-brought at a craft store or have a home improvement store cut a 4x4 piece of wood into five blocks. Next, you can either eyeball where the numbers go on each of the five die or you can trace a stencil so that they are all symmetrical. Using a paint pen, a marker or even a wood burning tool with a circle attachment if you are so inclined, fill in the respective dots/ numbers on the die. Place the finished dice into a large galvanized aluminum bucket and you are ready to roll! If you need a refresher, you can download the directions as well as a score sheet from Hasbro.com.

Wrap the nylon rope around the tire so that the rope crisscrosses in every direction and you form a nice, taut cover for the open sides of the tire. Tie the rope to itself to hold tightly in place. Beginning at the bottom edge of one side of the tire, wrap the sisal rope around the tire and hot glue to the nylon rope as you go. Keep wrapping until the entire sides of the tire are covered. Continue wrapping when you reach the top of the tire, forming concentric circles across the nylon rope base. You’ll need to glue the sisal rope to itself as well as to the nylon rope as you go. When you reach the center of the top of the tire, trim the excess rope and glue the end in place. Cover the entire surface with a coat of clear sealer if you plan to store them outside.

Fred and Joan Brumbach don’t like boring. Not only do they not like it, this Roanoke Island couple actually thrives on the unusual, the beautiful and yes, perhaps even the slightly eccentric. That may be just why they’ve made a home and garden on Roanoke Island’s Mother Vineyard Road into what they like to refer to as “La Casa del Wacho.” When they moved to the Outer Banks in 1993 and purchased the four-room flat top and a barren two acres, their creative touch just naturally followed them and crept right into every nook and cranny of their property. After all, the Brumbachs are self-described “theater people,” so one shouldn’t be too surprised to expect the environment they live in to be as creative as they are. And, well, it’s also just a tad dramatic. Formerly the owners of a staging company in Richmond, Va., Fred was in charge of the lighting, sound and scenery while Joan oversaw costume design. And while Fred grew up in a family that owned a farm machinery business, he just dabbled a bit in the garden as a youngster. Joan says her best memory of gardening as a child was “pulling up all the wrong things in my grandmother’s garden.” But you’d never know it stepping onto their property, two acres filled with flowering trees and bushes, a topiary garden, a tropical conservatory and a sunken garden – not to mention some quirky plants and their very own sand dune. Bringing Red Cedars to Life To enter the Brumbach’s yard is like walking into an enchanted garden, filled with the unexpected. The adventure begins with more than 40 towering eastern red cedar trees shaped like everything from bears and giraffes to totem poles and peacocks. “Regular plants are boring,” says Fred, a self-taught topiarist. It’s no surprise to hear that he sees his home and garden as a living and constantly changing set – and just one more opportunity to bring “art to life.” Fred says the trees and shrubs in his topiary garden often seem to take on a life of their own, deciding for themselves just what they want to be. His job is just to help them along. “Sometimes a tree says, ‘I look like a bear’ or starts as a buffalo and ends as a totem pole. They are whatever they are. A lot of times I’ll start forming the body and neck and a head will start to appear.” One cedar started out as a pineapple, but then began looking more like a milk pitcher, so Fred added a handle and spout and decided it needed to have some flowers in it. Some of the red cedars, which either appeared for Fred or were added to his sculpture garden, have reached 40 feet, the highest he can reach them on his lift. That has left him to do some creative trimming at the top. He typically trims the trees about three times a year. But watching these trees become whatever they were meant to become takes time, Fred says. The oldest are about 12 years old but new ones are growing every year. “When we bought the house, it was completely hidden by overgrown Ligustrum that sprawled 20 feet high,” says Fred. Fred and Joan didn’t like that too much and of course wanted to make it interesting, so they trimmed it to resemble a wave with beach balls on top. Fred says his gardening philosophy is simple: “When you mow with a lawn tractor, any place you cannot reach with the mower easily becomes a flower garden.” Which means one thing. There is always something blooming in the Brumbach’s garden. It doesn’t matter what time of year it is. During spring, a flowering wisteria Fred has pruned into a tree stands center stage. And just to add to the scenery, yard art is plentiful throughout their
gardens and includes pieces from other artists, their own creations or items they’ve found on the beach. Next to the towering cedars are a Koi pond and adjoining sand dune. “I have always wanted a sand dune,” says Fred, “so I brought one in.” Intermixed with the sand dune are various palms, cactus and hundreds of rocks Fred has collected from across the country when he was on the road with a one-woman show during his days as a set designer. A Tropical Escape: The Conservatory and a Rare Agava Roots and vines seem to twist and turn as you meander through the Brumbach’s 2,000-square-foot conservatory filled with unique and flowering plants. Kept at about 50 degrees year round, the conservatory is home to impressive 20-year-old Ficus trees and other plants the Brumbachs brought from Richmond decades ago when they would plan corporate parties. Other exotic plants in the conservatory include bromeliads, Pandanus trees, Butia capitata palms and orchids. Most of the conservatory’s plants are in the ground, some are in pots and others have managed to jump from the pots to the ground. Wherever they happen to lay their roots, these conservatory dwellers make one feel like they are walking through a tropical jungle. It doesn’t take long to see the Brumbachs like to push their limits when it comes to gardening, choosing plants that will just barely make it in Roanoke Island’s microclimate. One of those is the blue agave, given to them by a friend in the mid-1990s. Native to Mexico, its sugar is used for tequila. “This is as far north as it will grow,” Fred says, adding that they won’t tolerate a temperature any colder than 22 degrees. It typically takes between eight and 12 years for the plant to even bloom and after 12, the Brumbach’s agave finally did last summer. The blooming process began in May, when it produced a bloom stalk that reached about 20 feet. By August, when the Brumbachs hosted an agave blooming party to celebrate, it was in full bloom. Once it blossoms, the agave plant dies, but it puts out “pups” that the Brumbachs have been happy to share with many friends on the Outer Banks. Building a Gazebo From the Ground Up The Brumbachs had always wanted a gazebo in their garden and shopped around for a while only to find they were just too expensive for their budget. But that didn’t stop this Roanoke island couple from having one in their yard. They settled on building a gazebo from scratch. A quick search on google revealed that they could follow step-by-step directions on how to build a concrete one. Three years later, a stunning gazebo sits in the southwest area of their garden. Each column, Fred says, took six 80-pound bags of concrete while each cap required 160 pounds of concrete. A copper dome went on top, along with hundreds of hand-cut leaves to simulate a grapevine growing over it. Perhaps the most impressive part of the gazebo is the floor, a glass mosaic Joan crafted over six months that resembles a flower as viewed through a kaleidoscope.
After Joan created eight pie sections of the glass design, the Brumbachs carefully transferred the sections outside to the gazebo and reassembled them onto the floor. Not far away, a sunken garden invites guests to meander through. Originally a swimming pool, the previous owner soon became unhappy with it and had it emptied. Now a sunken garden, it has slowly become another extension of Brumbach’s enchanted surroundings. A Touch of Tuscany Much like their two acres of gardens, the Brumbachs couldn’t settle for ordinary when it came to their home either. The red brick ranch home they originally purchased back in the 1990s has been transformed into a Tuscanstyle colonial that includes a 1,000-square-foot second-story studio for Joan. Originally built in 1946, the flat top was constructed for islander Clara Fearing, but shortly afterward Captain Ellery Midgett bought the land and began expanding on the property, designing many of the rooms to resemble those aboard a ship. As Fred tells the story, Midgett then traded the house and property, along with his yacht, to Bernard Carp of Connecticut for Carp’s much larger yacht. Carp only used the property during the summers and was looking to get rid of it quickly in 1993, when he needed to make bail in Florida, where he was being held for the murder of his wife. That’s when it fell into the hands of the Brumbachs, and it didn’t take them long to begin making it their own. Beginning in 1997, the couple stuccoed all 36 exterior walls and personally added 4,200 concrete tiles to the roof to achieve the look they were going for. And it worked. They call this abode tucked off Mother Vineyard Road their “sprawling chaos.” But inside and out, it is clearly a piece of art and a reflection of their combined creative forces and personalities – even if it is a little wacky. It’s hard to get excited about a septic system...unless it backs up and fails. A program the town of Nags Head has had in place since 2000 is designed to prevent that by letting property owners know what needs to be done to a septic system before an emergency hits. And the best part is it’s free. All a property owner has to do is contact Septic Health Coordinator Todd Kraft and let him know it’s time for someone to take a look at the home’s system. “We go out. We locate the tank. We access it,” Todd explains. “We see if it needs to be pumped. If it has a filter, we clean the filter. How does it flow out into the drain field? We’ll indicate everything on the report. There are all kinds of criteria.” Not every property in Nags Head uses a septic system. The Village of Nags Head has its own system and many of the larger, newer homes have advanced systems that require scheduled inspections and regular maintenance. Most properties, however, are much lower tech. “It’s the conventional gravity systems,” Todd says. “We think we have 3,600 or so of just those systems.” There are no required inspections or maintenance for gravity septic systems—but regular inspections and maintenance means a longer life and will keep them from failing. Town septic inspections are voluntary and benefit the property owner and the municipality. “If you pump your tank as a result of our inspection—you get a $30 credit on your water bill,” Todd says. “If your system is failing and it needs to be replaced, we have a very low interest loan. It’s 2.5% and that’s not a revolving interest rate. It’s a flat interest loan. We want those systems to be replaced.”

Deputy Director of Planning Kelly Wyatt says the ultimate reward is better water quality throughout the town. “That’s our resource,” Todd adds. More property owners seem to be taking advantage of the inspection. In most years, inspectors check out 200 to 300 properties. In 2015, that went up. “Last year we did 330,” Todd says. A residential home should probably be inspected every five years, according to Todd, but he adds that it also depends on use. “Now these heavy rentals should be checked every two to three years,” Todd says. The program is available all year, but Todd’s suggestion is to call before summer. “It’s best to catch it in April and May rather than July 4th. You’ve got a house full of

people and . . . guess what, you’ve got a septic system overflowing and you’ve got to get out,” he explains. Nags Head’s Septic Health Initiative seems to be unique. “As far as I am aware, we are the only town with a program like this,” Kelly says. “My recollection is Todd has been approached by several people in the Charlotte/ Raleigh area, interested in picking his brain about this program and maybe implementing something like this there.” If the program is the first one of its kind, it’s consistent with the philosophy of the town, Todd says. “That’s one of the things that sets Nags Head apart,” says Todd. “We want to be ahead of the curve. We want to make sure the water, the sand, the beach and the whole experience remains what it was 30 years ago.”
