Beach Buggy The Coastal Research Amphibious Buggy (CRAB) is a three-wheeled piece of equipment used during beach nourishment to survey the elevation of the ocean floor before and after sand is moved. Pictured here near Avalon Pier in Kill Devil Hills, an operator prepares to drive the CRAB into the ocean for one of several measurements taken on a near-daily basis to monitor the project’s process. Originally built by the Wilmington District of the U. S. Army Corps of Engineers, the CRAB is powered by a Volkswagen diesel engine and it only reaches a top speed of two miles per hour on land. That said, its almost completely stainless steel design and liquid-filled tires make it a remarkably durable and stable vehicle that’s capable of handling at least a 20-degree incline on land or in water—even during some mild storms.

From the Editor My home office currently looks out onto Jockey’s Ridge. Don’t get me wrong, it’s
a spectacular present-day view, but more than anything it reminds me of what it was like to grow up here on the Outer Banks 30-some years ago. I’m as guilty as the next person of sometimes romanticizing the past, but I’m relatively confident that I’m not overdoing things when I say that this area was a paradise to my younger self. Our house wasn’t much, just a small beach box on west Third Street, but the Dare Centre was brand-new at the time, and the stretch of land between Third and First streets was little more than sand dunes—a wide-open expanse of what felt a lot like a blank canvas. I thought about that image quite a bit while we were
putting this issue together. From our feature on constructing the Duck boardwalk (page R30) to reimagining the historic Southern Shores flat tops (page R16) and thinking about how a revolutionary approach to town planning revitalized downtown Manteo in a fairly short amount of time (page R20), the common thread between most of these articles focuses on people’s ability to not only see what is there—but also what could be. And, to my mind at least, that’s what we specialize in here on the Outer Banks. Having visions that go beyond, that challenge conventional thinking and continue to spiral out over time in a multitude of ways that we may only begin to guess at right now. Sure, the Outer Banks has changed dramatically during
the past few decades, and that almost inevitably goes handin-hand with an understandable amount of nostalgia, but such is life. I don’t mean that flippantly either; instead, it’s simply a personal observation that should inspire us—all of us—going forward. In other words: Keep looking around. Backwards, forwards and everywhere in between. I can’t say what that will lead to down the road—but I’m pretty certain that the possibilities are, and always will be, endless.

Manteo It looks as though there will be fireworks in downtown Manteo to celebrate the New Year.
Currituck County After almost 10 years, Currituck County Planning Director Ben Woody has resigned. He will be moving to Asheville to be the new development services director for the city. Under his leadership, Currituck County tackled a number of growth issues including heavy residential development in Moyock and the need to uphold limits on commercial construction in Carova.
Duck After taking a year off courtesy of Hurricane Matthew, the Duck Jazz Festival is back and better than ever.
Sunday has always been the big day for the free, day-long festival, but this year the town is scheduling events beginning on Friday on the Town Green.
To mitigate that, the town (in conjunction with the North Carolina Coastal Federation) will be constructing a living shoreline to protect the road.
Friday evening there will be a showing of The Muppet Movie, and on Saturday there will be swing lessons and a performance by the Mint Julep Jazz Band from 4-6 p.m.
Requiring a major Coastal Area Management Act permit, the process is time-consuming and expensive, but experts in shoreline management feel it is the best way to restore the shoreline and habitat.
The music begins on Sunday, October 8, at 11:00 a.m., featuring Davina and the Vagabonds as the headlining act.
Kitty Hawk Moor Shore Road is one of the oldest roads on the Outer Banks. Parallel to Kitty Hawk Bay, the road has become increasingly prone to flooding and over-wash and the shoreline is eroding.
Brunch Bill Passes On June 30, Governor Roy Cooper signed SB155 (better known as the “brunch bill”), into law. The bill allows alcohol sales beginning at 10 a.m. on Sundays. Before it was signed, sales of alcohol were prohibited before noon in North Carolina. Although the law allows earlier sales of alcohol, local jurisdictions had to approve the measure for it to become effective in each town and/or county. Manteo, Kill Devil Hills, Kitty Hawk and Southern Shores moved quickly to pass the ordinance. On July 17, Dare County commissioners approved the bill for unincorporated areas of the county, such as Colington Island and Stumpy Point. Duck and Nags Head followed suit on July 19, and Currituck County also passed the measure on August 7. R8

The town has agreed to spend up to $270,000 to fund its share of the project and is waiting for permits to be approved.
Kill Devil Hills Extensions to the town’s paved recreational path on Bay Drive is scheduled to begin this September. Planned improvements to the popular multi-use path that runs alongside Roanoke Sound will include additional 10-foot wide sections on Canal Drive from West First Street to Indian Drive, and on Bay Drive from the Indian Drive intersection to the Avalon Drive intersection. The $1.5 million project will also include new roadway asphalt and drainage installations.
Nags Head According to Coastwatch magazine, the town of Nags Head has partnered with North Carolina Sea Grant to, “explore how coastal hazards, including sea-level rise, might affect the town’s infrastructure, economy and ability to provide services to its residents and visitors over the next 10 to 30 years.” The project is part of FOCUS Nags Head, a comprehensive plan to update and/or revise the town’s land use ordinances.
The town has agreed to provide $10,000 of the $35,000 budget, with the remaining balance coming from Manteo merchants and the Outer Banks Visitors Bureau.
Dare County The Dare County budget for the 2017/18 fiscal year is $158 million. The budget represents a 6.3 percent increase over the previous year’s budget.
The property tax rate was increased for the first time in seven years, not including adjustments from property reevaluations, from $0.43 to $0.47 per $100 of valuation. The budget includes $1.7 million in raises for county employees. The raises are the second part of a phased increase for employees after a study found that many county employees were underpaid for their positions. An unanticipated increase in Emergency Medical Services also requires an additional $1.6 million outlay, which will be phased over five years.

Local Distiller Takes the Lead in Excise Tax Reform
Scott Smith, co-owner of Outer Banks Distilling in Manteo, has taken a national leadership role in asking Congress to lower the federal excise tax on distilled spirits. The current rate is $13.50 per proof gallon, a figure that works out to $2.14 for an 80 proof 750-milliliter bottle. The Distilled Spirits Council (DSC) of the United States asked Scott to lobby Washington for a lower rate – $2.70 per proof gallon, the same rate wineries and breweries pay. “We saw a huge boom in wineries because of the tax break they received,” Scott says. “The brewers followed suit and got the same tax break, which resulted in the boom of craft breweries. We look at this as job creation.” The bill the DSC is supporting is the Craft Beverage Modernization Act, a bipartisan bill that, according to Scott, has the support of “229 members of the House and 46 members of the Senate.” The bill will probably not come up for a vote until after the August recess.

24-Bedroom House in Carova Nears Completion
After a five-year tug of war in the North Carolina court system, a 24-bedroom oceanfront home in Carova is nearing completion. Michael and Marie Long, who live adjacent to the property, brought the original lawsuit. According to the Longs, the structure is actually three separate houses connected by hallways so they claim that it doesn’t meet Currituck County’s definition of a single-family dwelling. The case has bounced back and forth, with various judges interpreting the county’s ordinances differently. As the North Beach Sun goes to press, a superior court judge has lifted a stop work order issued by an appeals court, and has instructed the county to issue an occupancy permit when construction is finished. There are still some court cases pending, including a civil suit filed by the Longs.
Economic Indicators Look Good for the Outer Banks
As the North Beach Sun goes to press, a review of key economic indicators for the area shows strong economic activity. Visitation: According to the Outer Banks Visitors Bureau, gross occupancy receipts in Dare County from January through June 2017 (which reflect the number of people staying in hotels, motels and rental cottages) were up 11.17 percent over last year, with the northern beaches showing somewhat stronger growth than Hatteras Island. Gross revenue from meal receipts through June 2017 in Dare County was also healthy, reflecting a 9.88 percent increase over the same time period last year. Real Estate: The market is showing steady recovery since the housing crash in 2008, but it’s still a mixed bag. Permits for new construction on the Outer Banks through July 2017 are down 15 percent from 2016, with 135 units compared to 159 units last year, according to the Outer Banks Association of Realtors (OBAR). The good news, however, is that the total value of building permits in 2017 is up 3.44 percent over 2016.
Although the total sales for July 2017 (178 units) were the lowest since July 2012, the OBAR’s numbers also show that the average home price is up four percent over 2016, and the median home price is up three percent. Residential property, on average, is on the market 46 percent less time this year than they were last year (121 days versus 224 days), and inventory is also down by 10 percent.
Drilling for Oil off the Outer Banks a Possibility
On April 28, President Trump initiated a new round of hearings and public input on Outer Continental Shelf (OCS) oil exploration when he signed Executive Order 13795. The order has restarted the years-long approval process required before seismic testing and/or oil and gas exploration can be permitted in offshore Atlantic waters. The Obama administration declined to permit seismic surveys in the Atlantic, and closed much of the Atlantic coast to oil and gas drilling. Regulators with the Bureau of Ocean Energy Management must review public comments and complete numerous drafts of the proposed 2019-2024 OCS plan before it can go into effect. Opponents of offshore drilling have already mobilized to fight the plan, including North Carolina Gov. Roy Cooper, who announced his opposition in July.

Renewable Energy & Conservation If you thought it was impossible to run your Outer Banks home solely on renewable energy, think again. A number of local residents are using cleaner energy to power their homes through companies such as Arcadia Power, which is a third-party renewable energy provider that works with your local utility company. By signing up with Arcadia, you will continue to pay the same (or marginally more) each month, but your utility company (for example, Dominion Energy), is then required to use your money to purchase Renewable Energy Certificates (or RECs) – which means that the money you spend on your energy bill will support wind farms, many of whom rely on REC revenue in order to offer their energy at a competitive price. In efforts to save on energy in general, LED lights expend 75% less energy, and they last 25 times longer than incandescent lighting. In addition to this, exchanging old thermostats for “smart” ones that can adjust the temperature depending on which room you’re using or when you leave your home, also works to conserve energy. They can even allow you to manage your energy remotely, which is especially perfect for homeowners who don’t live here year-round.

Green on the Go Going green outside of your home is something that helps build community awareness and inspire change. “I wish there was a store here where you could bring your own container for your purchases,” says Crystal Bryan, a Kill Devil Hills resident, environmentalist and former member of the Captain Planet Foundation in Atlanta, Ga. “The amount of waste these days is startling. Where's it all going to go? It's just overwhelming.” When dining out, Bryan goes green by carrying a stainless steel straw in her bag at all times, and she refuses disposable drinking straws at restaurants – a move that the Outer Banks Brewing Station has embraced by providing straws only when customers explicitly ask for them. Why does this matter? The United States alone uses and discards more than 500 million plastic straws per day – which is enough to fill 127 school buses on a daily basis!

The term “going green” gets tossed around a lot these days, but while serious threats such as global warming and climate change can seem daunting, there is hope – and it starts with each one of us. After all, individual actions matter – and they can stack up fast – so here are a few ways to do your part on the Outer Banks.
Reduce, Recycle & Purify
Car Charging Stations
Big changes come from small, everyday adjustments in our behavior or actions, and one of the best places to begin is at home. Some people on the Outer Banks choose to reduce their non-recyclable waste impact by purchasing less plastic. By buying food in bulk, rather than choosing items that are individually wrapped, and putting the food into your own containers at home, you can significantly lessen plastic waste. Some people are even trying out beeswax-coated cotton squares to replace plastic wrap in their kitchens, while others are turning to products such as the Norwex EnviroCloths, which are thoughtfully engineered to reduce waste by replacing paper towels altogether. In addition to this, recycling not only reduces the amount of waste sent to landfills and combustion facilities, but it also conserves natural resources, prevents pollution, saves energy and provides jobs. The catch is that not everyone on the Outer Banks is doing it. “One of the reasons people don’t recycle is that it’s not convenient enough,” says Bryan. Some Outer Banks towns currently offer curbside recycling, while others only have a drop-off center – which unfortunately deters many from making a concentrated effort to recycle. According to the Environmental Protection Agency, however, recycling only 12 plastic bottles saves enough energy to power an air conditioner for one hour. Think about the impact that you alone could make, and start recycling (if you aren’t already)!
Replacing your car with a hybrid or a fully electric vehicle (EV) has a moderate to high impact on reducing your contribution to climate change. Using electricity as opposed to gas to power your vehicle reduces carbon dioxide emissions, and this idea has gained popularity over the past decade. In response to this positive movement towards change, Tanger Outlets in Nags Head became the first public EV charging station on the Outer Banks in August 2015, with a dual port that offers EV drivers 6.6 KW of power. (This charging station can currently be found on the north side of the parking lot once you enter the plaza, and it’s a free service.) Since the outlet center introduced this amenity, various places around the Outer Banks have also installed public charging stations – including the Roanoke Island Inn in Manteo, which offers the service free of charge (though a call-ahead notice is required). Various resort communities and hotels, such as the Barrier Island Station in Duck and the Hilton Garden Inn in Kitty Hawk, also offer charging stations for their guests. Some rental homes are even getting on board by installing their own onsite charging ports. The fact of the matter is that every little thing helps. And when we all work together as a community, these “little” things add up not only to protect and preserve our environment, but also to enhance our quality of life – both locally and globally.

bought 2,600 acres i n 1 9 4 7 , he had a simple con-
cept for marketing Southern Shores (as he named his vacation paradise). He was going to sell lots for $12,000, and that price would include a basic vacation home. What he built, however, became design classics – simple cement block structures based on a similar style he had previously encountered in Florida. They were sturdy, and inexpensive to build – and to keep costs down, locally sourced materials were used as much as possible. Local juniper was plentiful in the late 1940s and 1950s, so that became the paneling. And, as for the cement? “We [used] sand off the beach to make mortar for the bricks,” Frank’s son, David, wrote in an unpublished manuscript about the history of Southern Shores. The classic Frank Stick flat tops cannot be replicated (especially not for the 1948 price tag, which translates to about $122,000 in today’s dollars). But the general concept can certainly be reimagined – which is exactly what’s been done at 207 Ocean Boulevard in Southern Shores – with spectacular results. The two-story home has many of the original flat top features – including a concrete construction and sharp angles that emphasize the roof. Architecturally, the house has a very modern appearance, yet it’s consistent with the look and feel of the classic flat tops that are still an important part of the area. For contractor Joe McGraw of Albemarle Contractors, Inc., preserving what he can of the town’s legacy is important, and this project began with clients who were looking for something different. “One of the first things I asked them was if they had ever considered a concrete block construction,” Joe says. Unlike Frank Stick’s flat tops, the concrete used for this project was not created with local sand. What Joe used instead was Insulated Concrete Form (otherwise known as ICF), a material that’s not been commonly utilized on the Outer Banks so far. “I became interested in this technology back in 1990 when it was introduced,” says Joe. “This was just the first chance I had to work with it.”
Although there are a number of innovative materials used throughout the house, what makes it stand out most is its appearance – and Joe gives much of the credit for that to architect Chris Nason of Beacon Architecture & Design, who quickly embraced the challenge. “He was the right fit for this project,” Joe says. “As soon as I met the owners I contacted him.” The lot presented some challenges from the beginning. Not only was it long and narrow, but there was also a V-shaped piece that was located in a flood zone. What Joe and Chris came up with was an inverted V-shape that seems to pierce the house itself. While it’s utilitarian in nature, it also contributes to the distinctive look of the structure both inside and out. As a result, the inside foyer is filled with natural light, and the stairs seem to soar to the next level, an effect created by the how the stairs were installed. “Keeping the treads off the wall was crucial,” Chris says. “That’s totally different than what you usually see here. The easiest thing would be to just bolt them to the wall,
but now they seem to float past the windows. It’s a neat effect.” As Joe tours the house, he points out a number of unique features, including one of his favorite attributes in the bathrooms. “I love to show off the floating vanities,” he says. “We have structural steel tied into the wall to support them.” With three outdoor decks, the house also addresses one of Chris’ complaints about the historic flat tops. “Most people don’t use their roofs in Southern Shores,” he says. “But when you’re up on the top floor of this house you’re as high as any place out there. It feels like you’re on top of a boat.” For Chris and Joe, this feels like one of the more fulfilling projects they’ve tackled – particularly because it’s given them a chance to use innovative materials to design something that also pays tribute to the history of this area. “I’ve embraced it, and I love it,” Joe says. “This is sort of our nod to tradition with a more modern flair – and I think Frank and David Stick are smiling down on us right now.”

Manteo Way How a bold idea made the town of Manteo a model of city planning
Manteo is often compared to Mayberry – and not only because the late actor Andy Griffith used to live on Roanoke Island. Like the mythical North Carolina town featured in the 1960s-era television show, Manteo has streets and sidewalks lined with lovely trees, the townsfolk actually sit and chat on their porches, and there are flowers blooming behind picket fences in tidy yards. Unlike Mayberry, however, Manteo also has a picturesque waterfront with shops and restaurants overlooking a bustling marina and boardwalk. But in 1980, Manteo’s waterfront wasn’t so pretty, and it was not at all vibrant. Many longtime businesses had closed or moved to the highway, leaving half the buildings boarded up and run-down. Oil tanks blighted the view of Dough’s Creek, chunks of concrete lined the water’s edge, and the docks were haphazard and in disrepair. To make things even worse, the town had the highest property taxes in the state and a low tax base. “It was terrible,” recalls former Manteo Mayor John

Wilson IV. “I think there was less than a dozen commercial establishments of any kind that survived. The waterfront was almost completely abandoned.” Wilson, a native son with centuries-old family roots in this area, had just earned a master’s degree in historic preservation from George Washington University when he learned that a state-funded reproduction of a 16th century ship (similar to those that early explorers sailed to Roanoke Island between 1584 and 1587) was going to be built on Harkers Island. The vessel was intended to be part of the celebration of the 400th anniversary of English colonization. That made no sense to Wilson, especially since Roanoke Island has a strong boatbuilding tradition, and it’s where the English first attempted to settle. “It upset me that it was not going to be built in Manteo,” he says. When Wilson learned about an open seat on the state committee in charge of planning the commemoration, he ran for mayor at the age of 27 as a way to qualify for the seat. He won. Soon afterward, the state agreed to build the representative ship that became known as the Elizabeth II in Manteo.
Mayor Wilson and the town commissioners were then confronted with the embarrassing prospect of their dilapidated waterfront town hosting the national celebration – so Wilson reached out to one of his undergraduate professors at North Carolina State University for guidance. From that phone call, the art of community design was revolutionized. Under the guidance of N.C. State landscape architect Professor Randolph Hester, a group of students set up house in Manteo and spent a year interviewing nearly every one of the 1,000 or so residents. From there, a thesis was developed with a list of projects to tackle, which became the town’s official 20-year plan in 1982. Even though the revitalization plan took longer than Wilson had hoped, by the time the 400th anniversary rolled around in 1984, downtown Manteo was cleaned up nicely, derelict buildings were gone, trees were planted and Davis Boatworks had built the Elizabeth II right on the waterfront, near what is now the Roanoke Island Maritime Museum. “In 1979, the town of Manteo did not own one inch of waterfront,” Wilson explains. “Not one inch. It was all privately owned from the curb to the water’s edge.” Today,

the town owns 1.2 miles of public boardwalk. What was so different and effective about Hester’s approach, Wilson says, is that the townspeople were engaged and invested in the process of devising the plan. Hester recognized early on that people deem certain structures and places in their community “sacred,” even if they’re not particularly attractive or noteworthy to visitors. Spaces such as post offices and swimming holes can serve as the glue of a community – whether it’s because

The plan eventually led to what became known as “The Manteo Way of Building,” a list of architectural guidelines that are meant to keep Manteo’s small-town feel. Some features include gabled roofs with hand-cut
shingles, deep wraparound porches in specific styles, and trimmed window frames. New neighborhoods must have a mix of prices and historic styles. Streets must be built in a grid pattern without any cul-de-sacs. Green space is also important. From the start, Manteo’s revitalization was an early model of a public-private effort that worked. Politicians in Raleigh and Washington were wooed for grants and other funds – and even Andy Griffith used his celebrity to do some sweet-talking on behalf of his beloved Manteo. Public parks were created, a bridge was built across Dough’s Creek to Ice Plant Island (where Roanoke Island Festival Park is now located), and private developers rehabilitated older structures or built new buildings for shops, restaurants and other accommodations. A conservation corridor was created through the town, billboards and unsightly signs were eliminated, and crape myrtle and oak trees were planted and preserved. The town also banned large box stores, created a historic district and set boundaries for water and sewer service. The direction was clear, and the projects were spaced out. At the end of 20 years, almost every single one of the
51 items that made up the town’s original plan had been accomplished. In 2007, Hester came back and helped the town complete its second 20-year plan – which is more focused on maintaining affordability and the town’s small-town character since the successful initial revitalization has transformed the community into a very popular vacation destination. Hester, who eventually moved to Berkeley, where he teaches landscape architecture and environmental planning at the University of California, is acclaimed as the founder in the field of sociological-influenced participatory design. Manteo has bragging rights as one of his early success stories. The Manteo plan has since been featured in numerous professional journals and magazines and has served as the prototype for revitalization efforts in New York City; Rochester, MN; Annapolis, MD, and numerous other cities and towns. “Manteo is a great example of what a small town can accomplish if the townspeople are allowed to envision their own future,” Wilson says.

They say it takes a village to raise a child,
and particularly in a close-knit place like the Outer Banks, most people would probably agree. So why shouldn’t that same village continue to care for and look after its older adults? Dare County is currently working to do just that in an effort to become a dementia-friendly community. Although Alzheimer’s, the most common form of dementia, can sometimes affect middle-aged adults, about 95% of people affected by it develop symptoms after the age of 65. Instead of allowing those afflicted with dementia and their caregivers to quietly succumb to what can be a secluded lifestyle, the Healthy Carolinians of the Outer Banks created a Dementia Task Force in March 2014 to help. “More and more people are being diagnosed with dementia, and because of their memory loss and behavior, it can feel isolating,” says Dianne Denny, chair of the Dementia Task Force and executive director of Spring Arbor, an assisted living facility in Kill Devil Hills. “We are trying to train folks in Dare County to know how to respond to this.” An estimated 160,000 people in North Carolina live with some form of dementia, a condition which is defined as a loss of memory and other mental abilities severe enough to interfere with daily life, and that number is expected to continue to climb. As a result of a 2013 Community Health Assessment, which is required to identify and develop strategies to address a particular community’s health needs and issues, dementia was found to be a local concern here on the Outer Banks. So far, a number of local businesses have received the training necessary to be designated R22

dementia-friendly, which is indicated by a purple seahorse sticker (above) in the window of the establishment (purple is the color of the Alzheimer’s awareness movement). In addition, The Outer Banks Hospital has been recognized as the first dementia-friendly hospital in North Carolina, due to its work on behalf of patients with dementia and their families. To become certified as dementia-friendly, at least 75% of an establishment’s staff must be trained by the Dementia Task Force on how to respond to customers with dementia. The training sessions can vary slightly depending on questions and staff involvement, but they usually only take about 30-45 minutes, during which time the task force delivers a presentation and allows attendees to practice role-playing through some common scenarios. In addition to training the community, the task force also works to provide money for respite, which can supply some in-home or assisted-facility care for those in need. They also offer a support group for caregivers, as well as opportunities for caregivers to work with experienced mentors to help alleviate some of the difficulties that can come with caring for a loved one with dementia. The task force currently consists of about 10 to 15 volunteers, including representatives from the hospital, Spring Arbor and local community members who are caring for or have lost loved ones to dementia – all of whom are united in the belief that we can improve the quality of life for each other, and for our community as a whole, through kindness, compassion and awareness. A Correspondence Across Time
e M o t e M m o r f r e t t e L A Dear Younger Self, I, of all people, probably shouldn't be giving advice, but since it's to me, I guess it's acceptable – perhaps even life-changing. At 70, my youth is a mere memory (and sometimes not even that), but I think I've learned a few things that I wish I'd known when I was you. Many are lessons I learned here on the Outer Banks, so here's my list of beach wisdom. Ocean. You will not be all that significant in the grand scheme of things. That briny gift from a higher power has put my ego in its place and reminded me with each pounding wave that I am oh-sosmall; and, like a droplet of sea water, just a tiny part of this universe.

Storms. As don Miguel Ruiz wrote in The Four Agreements, “Don't take anything personally.” Hurricanes and tornados have certainly underscored that wisdom since we've moved here. As you grow into adulthood, I hope you'll realize that it's not all about you. Storms, whether external or internal, are going to tear up your life, not giving a hoot if you're smart or kind, wealthy or pretty. People can be like that, too. Sometimes their words or gestures are only mirroring their own tumultuous lives, and you have inadvertently stepped in their path. It's rarely personal, and you'll feel so much better if you recognize that. Sand. Although I don't love that it slides off shoes in the house, the banner of sand that stretches from Corolla to Hatteras offers up such delightful treasures on our walks. But I've had to

learn to slow down and savor those walks – ambling rather than hiking, so that I can spot the rolled hint of a scotch bonnet or the sparkle of a sea glass shard. I hope that in the madness of maturing – amidst college exams, maybe marriage and the birth of a child, perhaps – you'll gentle your pace to absorb each moment. Like shifting sand, those moments may never be repeated, so treasure them as they come. Shells. More than anything, I think shells remind me of humanity. There are the occasional exquisitely formed specimens – unbroken, perfect – that are ready to be transplanted to adorn a coffee table or bookcase. Most shells, however, have withstood strong tides and brutal storms, only to be left battered on beaches. Like people on their journeys through life, they greet us with bruises: imperfect but lovely, and ready to be loved. I treasure the shells with issues; they remind me of myself and the people I love, and I hope you'll realize that perfection can be a bit boring, and not nearly as interesting as the folks you'll meet who are flawed. Flip flops. Oh, Younger Self, what I've learned from flip flops. My advice is philosophically mundane, but physically paramount: Please take care of your feet! Flips flops are so freeing and fun. Pretty polished toes can show off that expensive pedicure, but showing them off in footwear with all the support of a bandaid can be ever so deadly on your arches. If you absolutely must, wear them on sunny summer days, but balance that wiggly toes feeling with some sturdy support. Otherwise, as an old lady, your feet will scream ugly epithets at you. Trust me. Tourist time. Before I was a resident (I'm sure the old timers would never call me a local), I, too, was a tourist who visited, fell in love with this island’s charm, and vowed to retire on the Outer Banks. Now that I live here full-time, I've learned a few things regarding the tourist season that I wish I had known when I was younger. First, appreciate the delight in seasonal changes. Mark not only those moments when you suddenly realize that traffic is more navigable (oh joy!), but also that its summer frenzy means more laughter, more fun-filled times for families on holidays, and more income for our neighbors. While it might be easier to rant about driving habits and crowded aisles, remind yourself that everyone – even you, Younger Self, deserves a holiday. And sometimes a vacationing gaggle of girlfriends may unconsciously block your way for 20 minutes while they decide which ground beef goes best in lasagna. Or you may certainly be annoyed when someone with out-of-state license plates pokes along in the wrong lane, looking for an address while you're trying to race to work. Patience and tolerance, however, are good things to embrace at any age; and if you can learn them now, oh what a more stress-free life you'll have. In closing, I wish you a good life (since mine certainly has been), and if you can embrace just a few things from what I've learned here at the beach, it's bound to be even better. Going back via time travel probably isn't in the cards, but just for fun, let's pretend it is. Take the advice from my Outer Banks experience and enjoy an even richer journey than I've had. The Outdoor Shower Remix My almost two-year-old daughter loves the beach: the sand between her toes, the gentle rocking sound of the waves, the salty air. In fact, as soon as she sets foot in the sand, she toddles unstably towards the sea, eyes wide and mouth open as she rips her clothes off piece by piece. Almost like a dog whose instinctual behavior is to mark their territory in the sand within 3.7 seconds, she feels the need to be one with Mother Nature and strip down to her birthday suit. And I understand that feeling! On heavy, humid days, I want nothing more than to take my clothes off and plunge into the cold ocean, then lie on a warm towel in the sand as the sun gently dries my skin. However, after a certain age (that most likely ends in the lower single digits) it is generally frowned upon – at least in the United States. Field trip to the south of France, anyone? Yet there is one great way to make your naked jaybird dreams come true: the outdoor shower! Every quintessential beach house has one, and there is nothing more refreshing after a long, sandy beach day or a hot morning run then jumping in and cooling off under the wide-open sky. To get you started, here are a few ideas to pimp out your outdoor shower OBX style.
Go Galvanized Add a rustic element to your outdoor shower by covering the walls with galvanized metal sheeting – you can even add a raised roof covered with the same material. If you’re lucky enough to find large antique metal ceiling tiles, you can also use them to make an amazing accent wall or door for your shower. Through the Glass If you have a great deal of privacy, consider framing out old windows in your shower – they can add a greenhouse-type touch to your outdoor bathing facility. If privacy is scarce, consider using a frosted spray on the windowpanes, or install glass blocks to create some seclusion while also allowing the light to shine in. Secret Garden For the ultimate outdoor experience, create a “secret” bathing area by using large bushes or shrubs to create a natural wall around your shower area. (Tip: If you’re not sure which plants to use, check with your local nursery.)

Hit the Floor While pricey, composite decking is the ultimate low-maintenance flooring for your outdoor oasis – and you won’t run the risk of splinters or constant upkeep. If that’s a budget buster, try installing a smooth river rock flooring instead that feels cool and massages your feet at the same time. Surf’s Up Got an old board you don’t use or that’s no longer rideable? It can add an excellent beachy component to your shower. Drill a hole near the top of the board to fit the showerhead pipe through it and a round hole around the middle to accommodate the faucet heads. Ta-da – you have a built in surfboard shower! If you have a few old boards lying around, saw the bottom quarter off to create a stable base, and then line them up edge to edge to create an entire board wall. Rub-a-Dub-Dub For some over-the-top luxury, track down an old clawfoot tub or a metal trough and install it in your yard so you can soak under the stars. You can even place a small table beside it to hold essentials such as candles and a glass of wine. Bonus: It can also double as a summertime swimming pool for the kiddos!

Celebrating your Petite Picasso If you see me skipping through Staples throwing pencils, notebooks and crayons into my shopping cart and singing, “It’s the most wonderful time of the year,” feel free to stop and give me a high five. Don’t get me wrong, I LOVE summer. But as a mom, it’s transitioned more from lazy beach days with me toting one towel and chair to the beach, to taxi driving up and down this stretch of sand for multiple camps, vacation bible schools, playdates, daycare and visiting friends who are “in town” and insist I visit their awesome beach house in Corolla. Summer brings about late bedtimes, eating watermelon for dinner, and not caring that every inch of your home is covered in sand. Piles of laundry get the sniff test before re-wearing, and weekly provisions are pieced together from the produce stand and Brew Thru to avoid trips to the grocery store. Not to mention the bottles and bottles of sunscreen. Summer means that multiple square feet of precious skin has to be constantly covered and re-covered with thick, goopy cream. Rock, paper, scissors – your turn, honey. So when school starts, I relish that first week or so when I’m able to get back to a “real life” that involves fresh sheets, grocery carts and a more consistent routine. This euphoria only lasts a few days, however, before every parent’s worst nightmare arrives neatly packaged in your child’s backpack: the Parent/Teacher communicator folder. I’ll skip the saga of signing multiple forms, school handbooks, permission slips and other ephemera (since that usually only has to be done at R26

the beginning of the year); it’s the weekly worksheets, drawings, and artwork that are daggers to my parental heart. If you have a child of almost any age, I’m confident you have encountered this same problem. Oh look, she drew two lines with a broken purple crayon – let’s hang it on the refrigerator. Next week, it’s four lines of blue and purple with a splotch of dried yogurt on the corner. Up on the fridge it goes. First 100 on a spelling test? Slap a magnet on it. Artist of the day award. Field day participation ribbon. Traced hand turkey. Check, check, check. Soon you can’t even see the surface color of your refrigerator, much less access the bottle of wine inside it. [Side note: At least it’s one less surface to clean.] As a person made up of 85% sentimentality and 15% ruthlessness, it’s always tough to rationalize keeping versus throwing away all of my children’s precious masterpieces. I’ve tried the “casual” strategy, which was met with merciless tears. Yet when I kept everything, I was drowning in stacks of disorganized papers (some of which had meaning, while some could be discarded when a new masterpiece arrived). So for this month’s Fab Under $50 column, I wanted to share a few ideas that have allowed me to not only organize my children’s masterpieces, but to also actually appreciate and enjoy them.

Works of Art Sign A friend gifted me this sign, but it would be equally easy to create yourself. Take a three-foot board and paint it the color of your choice. Simply freehand paint or stencil “Works of Art” across the top and attach three equally spaced metal clips along the bottom of the board. When an exceptional piece of art comes home, it can go up on the board until another creation arrives. Once a piece is taken down, it can be placed in a plastic craft box or magazine organizer – and you can even utilize multiple organizers if you have more than one little artist-in-residence. Once the box or organizer is filled (usually about once a year in our house), you can sort through the collection with your child, observe and celebrate their progress, and then only keep the standout pieces. Art Gallery (above) If your petite Picasso is going through a blue period, you may consider a built-in gallery wall to display an ever-rotating art show. First, consider what size paper your little artist prefers (in our house that’s usually a standard 8.5x11 sheet). Purchase a few pieces of decorative trim from a home improvement store, and use finishing nails to create a permanent picture frame on the wall – then repeat the process until you have several frames arranged like a gallery. You can paint the trim either the color of your walls or a contrasting color such as black to mimic the look and feel of a picture frame. Then simply attach your children’s artwork to the wall inside the frame with double-sided tape, a push pin or Command strips so they can be easily switched out.

We commissioned Nicole Peters of Nicole Peters Interiors to imagine her ideal Outer Banks living room layout and walk us through the design. “There’s always at least one piece that calls to me first,” says Nicole. “It sets the tone.” This living room design started with some geometric terracotta tiles (1) that Nicole found and immediately envisioned using as part of a fireplace surround. “It’s a great way to add texture,” Nicole explains. To keep things light and airy, Nicole utilized neutral base pieces such as canvas slip-covered sofas (2) and an oversized concrete coffee table (3) – plus a large openweave pendant light (4) centered over the middle of the room and walnut-mounted sconces (5) on either side of the fireplace. From there she brought in pops of color with accessories such as embroidered pillows (6,7) and hexagonal side tables (8). As a way to add to that – while also providing extra seating options – Nicole included several teak side stools (9) and mini striped ottomans (10). “It makes the space more versatile,” Nicole says. “They can be set aside by the fireplace, and easily pulled out as needed.” Finally, Nicole completed the room’s look by redoing the front porch with encaustic tiles (11). “The blue tones make it a bit more beachy without overdoing things,” she adds. “Plus, when you walk in the room, your eyes are instantly drawn there – with those large doors it allows you to frame the outside like a work of art.”

On a balmy afternoon in late July, 10-yearold Leigh Raskin frolicked down the Jersey Shore boardwalk with a slice of pizza in hand.
Grinning, she took in the sweet scents of summer – a rich combination of sea salt and funnel cake – as she strolled past the multi-colored storefronts. Now, more than 20 years later, Leigh sits behind the counter of her own business, Wave Pizza Café, as she watches visitors and locals alike enjoy the Duck soundside boardwalk in a similar fashion. “The fact that we’re making pizza on a boardwalk, and that’s what we grew up enjoying as kids, feels kind of full circle,” Leigh says. “It’s funny. When I first heard about the idea for the Duck boardwalk, I knew that it would be great for business and for the town as a whole. It’s incredible.” The concept for the Duck boardwalk emerged in 2003 when town administrators were entertaining the idea of providing pedestrians with an alternative way to traverse Duck, recognizing the congestion on both N.C. 12 and the multi-use path through the village. “As everyone knows, the multi-use path here in Duck is very high-volume in the summer. It actually has urban numbers of people using it during those months, so in order to provide a safer way for people to move through the village we came up with the concept of the boardwalk,” says Town Manager Chris Layton. “But when we first proposed the concept, we knew that it wasn’t something that was going to happen overnight.” The first phase of the boardwalk’s construction began in the spring of 2007 in tandem with the new Duck Town Park project. By making the first section of the boardwalk part of the park, town planners minimized costs and eliminated an initial need for property easements. “That phase was completed in 2008,” Chris explains. “After that, we had to figure out how we were going to pay for the rest of the project, and we had to get easements from the property owners.” Once the town secured the 24 necessary easements, phases two, three and four of the Duck boardwalk came to life. With the help of grants from the Outer Banks Visitors Bureau, the North Carolina Department of Environmental Quality and the Parks and Recreation Trust Fund, the project was finally completed in 2014 for a total of $1,530,770. Extending 3,386 linear feet from Aqua Restaurant and Spa at the south end of the village to the northernmost Waterfront Shops, the boardwalk has transformed the town. For business owners such as
Leigh, the boardwalk offers increased foot traffic, visibility, and most importantly, new opportunities. “We’ve started doing live music, and we’ve also added beer taps,” Leigh says. “That might not have happened if the boardwalk wasn't here. There’s so much more foot traffic now.” Before the boardwalk, declarations such as “we didn’t know you were here” seemed to be a daily occurrence for many owners and employees of soundside businesses tucked away in busy shopping centers. “The soundside of the Waterfront Shops felt a bit like a dead end,” says Candy & Corks owner, Kate Harvey. “The boardwalk gave people a whole other point of access to the shops. Customers started coming in through the back door instead of just through the front.” The Duck boardwalk also highlights what many consider an untapped resource on the Outer Banks: the Currituck Sound. From sunset strolls to bar crawls by boat, the boardwalk allows visitors to experience more than just the beach while on vacation. “When people come to the Outer Banks they tend to focus on the ocean, but the sounds have so much to offer,” Chris says. “The boardwalk allows people to see that, especially at sunset.” Not only has the boardwalk changed business models, it has also altered the way businesses interact with each other, fostering a sense of community throughout Duck. “It really does physically connect shop owners and people and it’s amazing,” Leigh says. “I’ve gotten to know other people and other businesses because we’re so easily accessible now. We’re not limited to our own little shopping centers anymore.” Moving forward, the Town of Duck plans to combat minor issues associated with both the boardwalk and the village, such as congested walkways, limited parking, signage and lessened exposure to east side businesses. Still in its planning stages, the Comprehensive Pedestrian Plan will reconfigure sidewalks throughout Duck to create a better balance among pedestrians, vehicles and businesses. “Right now, we’ve shifted over to the sidewalk project, which will make it as inviting to walk on the east side as it is to walk on the boardwalk,” Chris says. “The focus over the next few years will be on completing this sidewalk project. After that, we’ll likely explore the possibility of extending the boardwalk farther north.” But while the future may hold an opportunity for expanding the boardwalk, for now, business owners are delighted with the present. “It’s opened up this whole side of Duck that most people wouldn’t have seen otherwise,” says Kate. “This whole place is connected, and it’s just giving people another reason to come and enjoy it.”
