FORT ST. JOHN – Denny Morrison, a bronze and silver Olympian, is proof that any goal is attainable—he plans to bring that message home after wrapping up his Olympic experience in Sochi. “I’m excited to return to Fort St. John. I get the chance to share my small-town story with kids, and show them anybody can make it this far,” said Morrison a day after his bronze medal win. On Feb. 15 Morrison finished the 1,500 m race in third place. “It was probably the best race I had since I set the world record,” said Morrison. “I’d given it my all.” Three days before, on Feb. 12, Morrison took home a silver medal in the 1,000 m speed skate event. While the Chetwynd-born, Fort St. John-raised athlete qualified for the 1,500 m race, he was given the opportunity to take on the 1,000 m when teammate Gilmore Junio of Calgary gave up his spot a day before the competition. It was hailed “an act of true Olympic sportsmanship,” when Junio decided that Morrison would be a better fit in bringing home a medal for Canada. Morrison still has a chance at a third Olympic hardware on Feb. 21 when he races during the Team Pursuit. Last week was the first time he won medals as an individual. In 2010 he won gold and in 2006 he raced to silver, both with Team Canada. “I was always satisfied with the team medals, but it’s a pretty special feeling to win an individual one,” he said. It’s been a whirlwind of ups and downs for Morrison leading up to the 2014 Games. In Dec. 2012 he broke his left fibula, which disrupted five to six main ligaments in his ankle and took much longer to heal than anticipated. “I wasn’t back walking on both legs until mid-February (2013), and wasn’t back on skates until late February,” said

Mayor Dale Bumstead gets busy in Ottawa JILL EARL news@northeastnews.ca DAWSON CREEK - Mayor Dale Bumstead had a busy week last week in Ottawa, attending the the tabling of the federal budget, meeting with CN Rail and advocating for municipal infrastructure grants.
“It was a cool, cool two days,� said Bumstead, during an update to council on Monday. The invitation to attend the tabling of the federal budget came from the Office of the Prime Minister. Bumstead said he met with several ministers during the event and hoped to raise the profile of the community. While in Ottawa, Bumstead took the

opportunity to meet with CN Rail about gaining access to portions of their property that follow the Alaska Highway. The City of Dawson Creek is seeking an agreement with CN so that they may build a new sewer trunk line along the railway. Bumstead said he hoped to raise the urgency of the issue with CN, and expected challenges, like the short construction season. Bumstead also met with those responsible for granting funding to municipalities for certain infrastructure projects, in attempt to secure funding for the trunk line project. The mayor said that city staff are still scoping out a number of components to the project that would affect pricing, but
early estimates are at approximately $8.5 million. He said that the project is needed to accommodate future growth in the community. “It helps our community with not having to borrow the money, and so just any opportunity for us to access provincial or federal grants, we’re going to pursue it,� Bumstead said about the importance of the funding. He hoped that by meeting with federal government staff, he could impress upon them the importance of project. Bumstead expects to hear the status of their grant application by March or April. “I’m going to continue to push,� he said.

CMA departs new service in Dawson Creek JILL EARL news@northeastnews.ca DAWSON CREEK - The expanded Central Mountain Air flights to Vancouver from the Dawson Creek Regional Airport that were introduced on Nov. 11 will no longer be offered effective Mar. 1. Central Mountain Air (CMA) made the announcement last week, citing low ridership as the main reason for departing from the new service. “They were just not receiving the passenger load that they felt was needed,” said Mayor Dale Bumstead, during a report to council on Monday. He said that the news was frustrating, because it was important to him that the community offer viable flights. Service offered after Mar. 1, will be Sunday to Friday with a flight leaving Vancouver to Dawson Creek at 9:15, and an afternoon flight from Dawson Creek to Vancouver at 2:55. No flights will be offered on Saturdays. Coun. Terry McFadyen reported to council that CMA was optimistic during the first month of the expanded service. He said that the company was hoping to book 20 seats
on their 33 passenger planes each flight to make the service sustainable. The airline’s extended service offered two return flights a day direct to Vancouver, Monday through Friday. On Fridays they offered an additional flight from Dawson Creek to Vancouver, and a flight on Sundays to Dawson Creek from Vancouver. Last year president of CMA Doug McCrea said that their service had remained consistent, and thought that an increased service would help draw more users. “A lot was put on request by the community and also by the Chamber [of Commerce], but we note that Dawson Creek is expanding to some degree and we thought that we would just give it a try at this point in time,” he said, during a previous interview. The City of Dawson Creek allocated $20,000 for the marketing of the airport and the new service; approximately $6,000 remain. Bumstead said that he hoped to follow-up with McCrea about the decision and if McCrea could offer any thoughts about service and operations.

FUNDING GRANTED TO T.R. MUSEUM Board directors have agreed to allocate money in the Economic Development function of the 2014 operating budget to the Tumbler Ridge Museum Foundation, in the amount of $125,000. On Jan. 29, the District of Tumbler Ridge resolved to commit $125,000 to the Foundation, and asked that the PRRD match their contributions. The funds will be used for the Peace Region Palaeontology Research Centre’s operating budget.

The determined speed skater kept himself busy, training and working out the parts of his body that were unaffected. “I was back in the gym doing alternate workouts to make sure I sustained as much of my fitness as possible.” Morrison missed all his World Cup competitions and only had enough time to put in 10 training sessions before the World Championships and the Olympic test event. After placing 13th in Worlds and ranking himself as the top Canadian in the

Heritage week captures local history KYLA CORPUZ reporter@northeastnews.ca In 1793 explorer Alexander Mackenzie noted in his journal that the banks of the Peace river would be a good nesting ground for a fort. A profound reminder of why this year’s Heritage Week theme: Heritage Afloat ties in nicely with Fort St. John’s history. “Boats are how we got our start because of all the rivers coming into the Peace at this area, all the First Nations used canoes so it was easy to travel and transport furs and bring them into the Fort,” explained North Peace Museum curator Heather Longworth. The North Peace Museum hosted a day filled wih activities for kids, a wagon demonstration (wagons were transported by boat to get across the river) and a documentay on Feb. 16 to celebrate Heritage Week. The Museum also celebrated their 30th anniversary operating out of the current museum.
First Nations search for LNG middle ground KYLA CORPUZ reporter@northeastnews.ca FORT ST. JOHN – A cultural exchange took place between First Nations and the natural gas industry. From Feb. 17 to 19 the First Nations LNG (liquefied natural gas) Summit was held in Fort St. John. The threeday event was an opportunity for First Nations leaders, industry stakeholders and provincial representatives to come together and understand each other’s concerns. “This summit is part of a broader project—the First Nations LNG Strategy—which has been put in place to communicate, collaborate, and share information among First Nations that would be impacted by proposed LNG developments,” read a press release outlining the Summit’s purpose. While First Nations believe in balancing impacts on culture and land, they also see the economic benefits triggered by the LNG industry. “First Nations want to fully understand both the positive and negative impacts of developments, in order to make informed decisions that balance culture and heritage with economic growth and change,” the release adds. First Nations had the opportunity to go on a site tour of a well site and industry representatives went to a First Nations reserve to learn about their culture. The Summit was held so a common ground could be discovered. “The opportunity to re-invemt how First Nation communities are engaged within energy projects in Canada has never been greater,” reads the Summit agenda. The information gathered over these three days will hopefully be used by aboriginal leaders to bring back to their communities and make informed decisions on certain resource projects. A number of key speakers attended the three-day workshop, which included a number of First Nations Chiefs like Roland Willson from West Moberly, Sharleen Gale from Fort Nelson First Nations, mayors from Hudson’s Hope and Fort St. John, representatives from TranCanada. Some of the topics that were discussed revolved around: employment and various economic development opportunities available to First Nations; the impact of fracing; cumulative affects and challenges ensued by resource development; pipeline safety. Fort Nelson First Nation is also hosting its own Summit this Spring.

Put the phone down Ninety-one people die per year because of distracted driving using an electronic device. Let that settle in for a second. We have become so attached to a telephone that it’s starting to kill human beings. Text messages are more important than life. A phone call is more urgent than the air we breathe. Quite frankly, I’d be 100 per cent on board if the RCMP was allowed to confiscate mobile devices every time they caught someone texting and driving. Is the RCMP hiring any citizen patrol? Sign me up. The local police warn that distracted driving is the third leading cause of fatal crashes in B.C.; something that can be so easily prevented is still taking lives every year. If you’re travelling 50 km/hr and you take one second to look at the notification on your phone, you’re potentially putting yourself 14 meters closer to an accident—that’s how far your car travels in a second. Seriously people. Put your phone down. I promise you the text message is not more important than your life, or anyone else you’re driving beside. It can wait until you get to your destination or a proper place to pull over. But if you’re that consumed by your phone, ride the bus. I can’t promise you won’t miss your stop though. Letters to the Editor Dear Editor: The February 4 issue of Northeast News gave the lamentable fact of the black bear that was brutally mulched as it slept. Thankfully it did not include the grisly details. There was a public cry for more regulations and all work at the site was halted. While we can sympathize with the cause; there is an even greater wrong happening each day. There are at least 7 clinics in BC that are doing a business of killing people that are resting in their sleep. The Bible shows us in Psalm 139:13 – 16 that God sees us when we are conceived and he knows all the details of our life even before we are born. He views abortion as murder. Dear Editor There has been an alarming decline in the numbers and diversity of species using my bird feeder this winter.Most notable is the absence of woodpeckers and I have heard that people have found dead ones.The problems our feathered friends face are well known.Climate change,pesticides,herbicides and habitat destruction are wiping out our wildlife.I do hope that people and governments will do their best to prevent the demise and extinction of our beautiful birds.That being said,anyone encountering a dead”pecker” is asked to forward it to Peter Piper as his peck is apparently only partially full at this time. ARTS&CULTURE Latest Dawson Creek exhibit shows colourful collection

DAWSON CREEK - Time is running out to see the Dawson Creek Art Gallery’s latest exhibit, Points of View, the second show from The Flying Colours Artists’ Association. Seventeen of the Association’s approximately 35 members contributed to the exhibit, putting their personal artistic expression on a number of common reference items. Pictures were selected by the group for members to work from; several members were encouraged to select the same picture. The idea was to showcase how widely a picture could be artistically interpreted and with a variety of different media. “It took all of us a step further in our own development and growth, and we thought it would take viewers another step forward in their understanding of the art process, and how there are many, many right ways and different ways to do things,� said member Sandy Troudt. Some members chose a picture and painted it in two or more ways, and others chose just to interpret a single image that hadn’t been chosen by another artist. “It still shows how someone looks at a reference and their painting just comes out. It’s kind of magic, it goes through your eyes, you think about it, it comes down your hand and out your brush, something totally different, which is still interesting to see,� Troudt said. A wide variety of materials were used by the artists, which can be seen through the 57-piece exhibit. Media include: watercolour, oil, acrylic, oil pastels, soft pastels, and different types of printmaking. Troudt said that the Association welcomes all types of artists, no matter their medium or their experience level from throughout the region. She said that the group is currently comprised of beginners and seasoned artists

who have won awards and are members of the Federation of Canadian Artists. They host a number of workshops a year, democratically decided by their members, and offer informal mentoring free of charge. Troudt hopes that the Association will start a formal mentoring program sometime this year, where members can stop by the North Peace Cultural Centre and pay a drop-in user fee to go to the centre. “This is just the way of the group, we are very inclusive, we celebrate everybody’s successes,� she said. “We’re doing it because of the love of it. A lot of us are teachers, not everybody, but seeing somebody learn and progress is a real job to us, and we’re very happy, very inclusive, non-competitive and sincerely happy when we see progress, as it’s a win-win,� Troudt added. The Association formed approximately six years ago, when member Miep Burgerjon invited other regional artists to use her studio. Troudt said there was a lot of enthusiasm and eagerness amongst the five or six people that used Burgerjon’s studio to learn, that they started hosting workshops. “I thought, ‘well heck, and we’re all about wanting to learn,’ so we decided it was timely to restart a local group, so there are five or six of us that are the founding members and we haven’t looked back,� she said. Perks for membership include informal mentoring, a discount on workshop opportunities, a discount on art supplies, the use of a printing press and printing materials, and a guarantee of an opportunity to show work in an exhibit at least once a year; they have an agreement with Peace Gallery North to do an annual show. High On Ice 2014

KYLA CORPUZ reporter@northeastnews.ca FORT ST. JOHN – While last year’s temperatures during High On Ice melted ice sculptures before they finished, this year’s temperatures brought a gust of frigidness that cancelled two family events: sleigh rides and toboggan
races. High On Ice was held over the BC Family Day long weekend. It included amateur and professional ice carving competitions, a lake hockey ice tournament, curling bonspiel, ice slides, ice fishing derby, a chocolate festival hosted by Peace Gallery North, carving workshops and a ball tournament. The budget for the entire event was $162,000,
according to director of community service Sarah Cockerill there was over $20,000 in donations and sponsorships. She added that the overall cost of the event is expected to come in under budget. The festival was organized by a committee of volunteers, who took on different tasks from the ice and snow component to the community celebrations.

MESSAGE On behalf of the Rotary Clubs of Dawson Creek, I would like to thank, once again, all the local businesses who have so generously donated goods and services to our first online Auction (30th Annual). Through your generosity, our community truly benefits! I would, also, like to thank, in advance, everyone who will make this Auction a success by going online – computer or mobile device – to bid often and high! The online process allows everyone to bid 24/7 - so take a closer look at the items and the businesses that donated them. We have made more wonderful changes to make this experience easy, fun and interesting so, please read the Rules and Information section to learn more and check out the How-to videos on our site. We will be doing a video live-stream on Sunday March 9th from 10 AM to 6 PM (which can be accessed through our web-site) to create a little fun and excitement reminiscent of being on TV and to close down the boards. This Auction is our major fund-raiser and we have a commitment of using it within this community. We are always on the look out for projects that will benefit as many people as possible such as the Rotary Manor Palliative Care rooms, the Skate Park, the Walking Path (on-going) and the Mile Zero Park Society (on-going). We have yearly commitments to the Mizpah House, student bursaries, sending students to leadership events and much more. Every year, we have so much fun hosting the Christmas Dinner, Old Fashioned Christmas and the Cabin Fever Dinner (seniors)….plus partnering with other service groups to fulfill needs within our community and abroad (Philippine Fund Raiser). We are involved in projects internationally as well – Wheelchair projects in the Dominican, the Amigo (bus) project, education projects in Belize and, of course, the Interact club (students) have been tantamount to the success of a girls school complex in Malawi. All of the above happens because of the generosity of both the businesses and, you, the people of this caring community! $150,000 NEEDED TO HOST WORLD HOCKEY EVENT Barry Reynard, director of community services for the City of Dawson Creek, and Samantha Gibeault from Tourism Dawson Creek presented to the board about the City’s opportunity to host the International Ice Hockey Federation’s Under 18 Women’s World Hockey Championships in 2016. Reynard reported that the City is one of two others shortlisted to host the event, and that he plans on pursuing the opportunity aggressively. He said that the event would be regionally focused and requested a grant of $150,000, divided over three years. The directors agreed to their request. Reynard said that they are expecting site visits from the organizing committee either later this month or in March, with a final decision expected in May. GROWING OPPOSITION TO GENETICALLY ENGINEERED-BAN PRRD directors chose to support a letter from the B.C. Grain Producers Association that opposed a resolution that was presented to the Union of B.C. Municipalities last year. The resolution called for the province to prohibit the importing, exporting, and growing of plants and seeds that contain genetically engineered DNA, and raising genetically engineered animals in B.C., and to declare, through legislation that B.C. is a Genetically Engineered Free Area. The Grain Producers said that crops go through a rigorous review process, and that banning genetically engineered seeds would put B.C. farmers at a disadvantage in their competition with Alberta, Saskatchewan, and the U.S. The board will send a letter to Minister of Agriculture Pat Pimm and UBCM cautioning that any proposed legislation needs to be science based, and that a Genetically Engineered Free Zone will limit agricultural producers choices. HIGHWAY SOCIETY MOVING ALONG After a presentation by April Moi and Darryl Johnson about the Alaska Highway Heritage Project, PRRD directors granted the presenter’s funding request of $96,902 for their 2014-2015 fiscal year. Moi explained that their goal is to have the Highway designated as a National Historic Site by 2017, the 75th Anniversary of the Highway. This year the society working towards the designation hope to: determine resources that will be included in the nomination submission, seek consent from property owner and First Nations affected by the nomination, continue discussions with tourism operators, draft a post-nomination financial sustainability plan, and complete the documentation required for nomination. The funding is expected to be secured with the approval of this year’s budget, scheduled to be finalized by the end of March. LEGAL PROCESS KEPT PRIVATE Directors of the PRRD board have decided to keep the matter regarding Building Bylaw 1996, 2011 private until a report is presented to the board by their consulting legal counsel, despite a request from Farmington resident Joe Breti. Breti had hoped to share a brief to the legal counsel that is reviewing the board’s actions in the creation, presentation, adoption, and reconsideration of the bylaw. However, directors felt that that action wouldn’t be in order and that there was no reason for anyone else to be involved in the process. The board has committed to sharing an update when the review is complete. CLEARVIEW TO HOST PROVINCIAL CHAMPIONSHIP The Clearview Minor Hockey Association is set to host the Female Bantam Provincial Championship this March in Fort St. John, and the board has agreed to help support their event in the amount of $3,500. The event will cost the team approximately $24,500. They are still seeking sponsorship. BOARD LOOKING FOR MEDICAL AND EMERGENCY RESPONSES Under recommendation from the Electoral Area Directors Committee, the board has approved a motion to host a public forum to discuss how to provide assisted living unit opportunities in the region and how to recruit and retain physicians and medical support staff. Directors hope Northern Health and regional MLAs, as well as medical

Directors also approved the recommendation to invite BC Hydro to a board meeting to discuss emergency response plans for widespread power outages in the northeast and to explain the cause, effect, and remediation of the recent power outage in the northeast.
COMMITMENT TO ESTABLISH NEW COMMITTEE To alleviate potential conflict in the District’s Invasive Plant Committee, the board has agreed to establish a Standing Committee that will serve to provide strategic direction regarding the Invasive Plant Program, and make recommendations to the board. Elaine Armagost, manager of

the program, said that the Invasive Plant Committee would remain as an advisory group to the Standing Committee. Chair of the board, Karen Goodings, said that it could take anywhere from four to six weeks to actually form the committee and appoint members.

COUNCIL MEETING TIME CHANGE FORT ST. JOHN – In an effort to encourage more citizen participation at city meetings, council decided to revise meeting times. The new schedule shows regular council meetings commencing at 5:30 p.m. opposed to 3 p.m. City council meetings are scheduled every second and fourth Monday of the month. If a Committee of the Whole meetings is scheduled it will begin at 3 p.m. rather than 1 p.m. Committee of the Whole meetings are meant for certain issues to be discussed and deliberated in depth. “Topics scheduled for a COW include budget discussions, liquid waste management plan, boundary extension to name just a few examples,” reads a report. “Due to the importance of the topics, it may be beneficial to change the start of the COW to 3 p.m. to allow the opportunity for more members of the public to attend.” Council anticipates the adjustments in the schedule to a later time will “entice more people to run in the upcoming local government election.” If a Public Hearing is scheduled, they will begin at 6 p.m. or following a regular council

The first competition for the annual Popsicle Stick Building Contest will begin in Fort Nelson on Feb. 22. Organizers Al Zackodnik and Jim Jarvis will test the bridges’ strength and du-

FORT ST. JOHN TO PARTAKE IN PIPELINE VS. RAIL DISCUSSION FORT ST. JOHN – Members from city council will participate in a discussion around using pipelines to transport oil instead of using the railway. Counc. Trevor Bolin initiated this request asking council for the opportunity to comment to the National Energy Board regarding the Trans Mounain Pipeline Extension Project. Bolin believes council members will be able to contribute useful information about pipelines, since Fort St. John and area are very familiar with it. While he said comments that will be brought to the table are unknown at this time, Bolin did mention that pipelines are safer than above-ground transport.
HOUSING VALUE UP IN FORT ST. JOHN FORT ST. JOHN – Fort St. John appears to be ahead of the game when it comes to property assessment. The booming city was well ahead of other municipalties and regions
across the province when it comes to the roll total change. Michael Spatharakis, deputy assessor for the Peace river area said Fort St. John is “going the opposite direction” than the rest of the province. While the average total value of roll saw a 1.35 per cent increase in B.C. it was up 10.3 per cent in Fort St. John; placing the Energetic City amongst the top three communitie in its respected jurisdiction. Dawson Creek had an 11 per cent change from 2013 to 2014. The average assessed value for single family developments in Fort St John sits at $347,700, which is a 113 per cent increase from 2005 ($163, 200).

The week of Feb. 16 - 23 was named Scout Guide Week and the Chamber of Commerce received a proclamation naming BC Chamber of Commerce week in Fort St. John from Feb. 17 to 21. Rotary teams up with MMA event KYLA CORPUZ reporter@northeastnews.ca FORT ST. JOHN – The Fort St. John Sunrise Rotary Club is teaming up with a Calgary MMA group to bring a second fight card to the city. On Feb. 11 president of HardKnocks Fighting and Sunrise Rotary members approached city council asking for a liquor license to accompany an MMA event held at the North Peace Arena on May 10. Rotary decided to partner with the Calgary fight club as a means to take over mud bogs, an annual sporting event and major fundraiser. “We took a pivotal change and we looked at the end of the mud bogs and different sorts of groups to get involved with and when HardKnocks brought the proposal to us, there were months of thinking and consideration,” said Trevor Bolin, a city councillor and Rotary member who presented on behalf of HardKnocks. Fort St. John has a local MMA gym, Fivestar, which is hosting an event 15 days before. Counc. Byron Stewart asked if Fivestar and HardKnocks had a working relationship with one another. “We have a local MMA [gym] in town, have you had communication with them? An agreement set with your organization and their organization?” questioned Stewart. HardKnocks president, Ari Taub said they didn’t have a relationship with Fivestar. “My understanding is that they don’t want anything to do with us. I have had one conversation with them and they don’t want to chat,” said Taub, who added that he expects there to be 10 local fighters participating in this fight. However, with a rocky relationship between HardKnocks and Fivestar, it’s uncertain if that many local fighters will be on the card. “At this level … nothing is guaranteed, but we will make

SPORTS CLASSIFIEDS Sr. Canucks alumni face off NHL veterans JILL EARL news@northeastnews.ca DAWSON CREEK - Former Montreal Canadiens heated up the Memorial Arena Feb. 7 in a fundraising game against the Dawson Creek Sr. Canucks alumni. Over 1,100 fans crowded the arena to watch NHL alumni like Guy Carbonneau, Dave Morissette, Stephane Richer, Mario Tremblay and Gilbert Delorme. Five-time Stanley Cup winner, Guy Lafleur, participated as the head coach. The Canadiens won 8-6. President of the Sr. Canucks, Sheldon Wilkinson, said that the final fundraising numbers haven’t been tallied yet, but believes they did well. Besides tickets, which sold for $25 each, the event also attracted corporate sponsor funding, donations for programs, and special VIP tickets that included a meet-and-greet with the Canadiens alumni. “It was really exciting to have those guys in town. They’re legends of hockey and some of them are getting older so their names aren’t as recognizable as they were 10 years ago; but, if you read their stats, they are super stars of the game. Just to have them in our community to see what normal, easygoing, nice people they are—is nice to have,” said Wilkinson. The game included 18 players from the vast pool of Sr. Canucks alumni, including five players from their current roster. According to Wilkinson, many volunteered to play in the game, which made it difficult to select a team. “We tried to pick a couple guys from each oldtimer team

Glen Jensen, 63, played for the Sr. Canucks 30 years ago and continues to play in oldtimer leagues eight times a year. Jensen said that having the opportunity to play with the retired NHL players was the opportunity of a lifetime. “You just feel really nice to look up and see what it’s like to play in the NHL,” Jensen said, admitting that the Canadiens were taking it easy on them. Jensen believes that there are a lot of Montreal Canadiens fans in the city and that the event gave residents an excuse to go out. The roster also included two fans who won their way onto the ice. Future Sr. Canucks were also given ice time. Eleven local minor hockey players, ranging in ages from four years old to nine years old were called on to the ice during the last five minutes of the first period to help the Canucks. The Canadiens got in pretend fights with the minor players, and pulled unsuspecting skaters into their bench. “It was really funny, and the fans seemed to really like it,” Wilkinson said. The event was hosted in partnership with the City of Dawson Creek, who secured the $32,000-contract with Marc Verreault MV Productions. I know we’ve had events where we’ve made more money and et cetera, but it’s not all about that. It’s a fundraiser, but it’s also about getting the community out, the arena looked right full...that energy is just exciting,” he said.

I’m Janet Holder, leader of Northern Gateway. This past December, my team came one step closer towards our goal of building a better pipeline. After the most comprehensive, scientific review in Canadian pipeline history, the independent Joint Review Panel concluded that Canadians would be better off with Northern Gateway, than without it. This endorsement came with 209 conditions that we must meet before we start operations. These conditions reflect the input of thousands of British Columbians and Canadians, and include many of the commitments we made in our submission. We are working towards meeting these conditions in the same way we’ve been working hard to meet the tough conditions put forward by the Province. Many of these conditions centre around the preservation and protection of the diverse marine life that populate the coast of B.C. In the coming weeks, we’ll be sharing the details behind a number of these conditions with you – like detailed emergency response and mammal protection plans. We’ve consulted with experts from around the world to make sure that we’re doing everything possible to protect B.C.’s coastline. We’re doing all this hard work because we are committed to building a safer, better pipeline.

DAWSON CREEK - The B.C. Oil and Gas Commission (OGC) have implemented new fees and adjusted current service rates in an effort to more accurately reflect time committed to reviewing applications. The new fees came into effect beginning Feb. 6. Applicants will find that some fees have increased, decreased, and that the OGC is beginning to charge for existing services. Manager for Communications for the OGC, Hardy Friedrich, said that they routinely evaluate their fees and address updates as necessary. The changes were approved by the Province in October 2013. Producers will now have to pay $1.45 per cubic metre of petroleum extracted (an increase of $0.04), and pay $0.73 per thousand cubic metres of marketable gas (an increase of $0.02). Sixteen cents of the petroleum fee (per m3) and $0.08 (per 1000 m3) of the gas fee will be allocated towards the Science and Community Environmental Knowledge (SCEK) Fund. The fund is used to research and inform environmental and social matters related to oil and gas exploration in the province. “The majority of fees go to funding the operations at the Commission. A portion also goes to the SCEK fund or the Orphan Site Reclamation Fund, which is used to fund reclamation work on oil and gas sites for which no longer have an active operator,” Friedrich said, via email. According to Friedrich, approximately $1.8 million of OGC fees went to SCEK funding during the 2012/2013 fiscal year. The OGC will now be charging companies for road access permits for their sites at the rate of $100 per kilometre on winter roads greater than or equal to five kilometres, and $200 per kilometre for all season access roads greater than or equal to five kilometres. Making a major amendment to their road application permit will cost the proponent $500.

To apply for a certificate of restoration will now cost $1,500, instead of the previous no-cost charged. Applying for a Class C permit to build a pipeline will also come with a charge: $2,000 plus $1,400 per kilometre of pipeline for projects less than 50km in length, and spectraenergy.com $370,000 plus $1,400 per kilometre of pipeline for projects more than 50km in length. Amendment fees will cost $5,000 for minor changes, and $25,000 for major changes. Companies will also experience an increase in Class A and Class B pipeline permit application fees, from $900 plus $200/km to $1,500 plus $300/km for Class A, and from $1,200 plus $400/km to $2,000 plus $500/km for Class B. Applying for facility permits have increased in some building applications, and decreased in others. Proponents wishing to build non oil and gas related facilities (ex. water hub) and facilities processing oil will pay $3,600 less than the $16,000 they were paying before the changes were implemented. Class A LNG facilities will pay $25,000 instead of the previous $50,000 to submit an application, and Class B LNG facility applications will cost $25,000 more than the $50,000 they once did. Class C LNG facilities will pay $550,000 more than the $100,000 former cost.
