Local skater takes gold BRONWYN SCOTT reporter@northeastnews.ca FORT ST. JOHN – Dawson Creek’s Jacob Graham earned gold in the men’s long track 500-meter speed skating category, despite waking up the morning of his race with
a cold. His was one of three gold medals Team B.C. earned at the Pomeroy Sport Centre over the duration of the Canada Winter Games, with Sara Spence, of Kamloops, taking gold in the women’s long track 500-meter and 3,000-meter categories.
TAYLOR – Taylor council was fired up over potentially serious problems with the Taylor Fire Department at a Committee of the Whole meeting on Tues., Feb. 17. While many of Taylor’s firefighters have sufficient training to be able to respond to fires, and enter buildings if necessary to save a life, the certification backing that training up is severely lacking. The District of Taylor is the authority having jurisdiction over the fire department, and is therefore on the hook if anything goes wrong. The issue came to light after fire chief Alan Stebbing recommended council adopt a policy saying that the Taylor Fire Department is adequately staffed, trained and certified to be able to provide an Interior Operations Service Level, which means they can enter buildings on fire. However, the department does not have the paperwork in place for even an Exterior Operations Service Level, which permits only fire suppression activities from the outside of structures. “How can we go ahead and say that we’re going to do interior when we don’t have the documentation or the proof of training that even meet the exterior yet? That’s my concern,” said Mayor Rob Fraser. “I have trouble putting my name on something that says we’re ready to go to the next level beyond, when we’re not even . . . we’re certainly not certified or documented.”

ARTS&CULTURE Once in a lifetime retreat for artists in far north BRONWYN SCOTT reporter@northeastnews.ca FORT NELSON – There’s nothing quite like the wilderness of the Muskwa-Kechika of the Northern Rockies, and artists can explore this powerful landscape in the company of like minded travellers this summer.
It’s the biggest wilderness in the Rocky Mountains, period, and it has more wildlife than anywhere else in North America . . . Organized by Wayne Sawchuk, of Muskwa-Kechika Adventures, and Donna Kane, an artist who lives in Rolla, B.C., the Muskwa-Kechika 2015 Artist and Storytelling retreats are meant to inspire, and help artists develop new perspectives for their work. “It’s the biggest wilderness in the Rocky Mountains, period, and it has more wildlife than anywhere else in North America, so it’s basically the richest wilderness in North America, and when you get out into that place, and there’s nobody else around for 50 miles, or maybe even
100 miles in some directions, it’s a very mind expanding experience,” said Sawchuk, in an interview with the Northeast News. “People, I think, gain an appreciation for the landscape that they just never had before.” The two retreats, from Aug. 9-16, and Aug. 16-23, will take place near Mayfield Lake. The first is an artist retreat, which will provide the opportunity for artists to explore their craft against the backdrop of nature and wilderness. “It absolutely is rare, there’s just very few visitors into that area who can even get in there, and when you do get in there, you’re limited by how much you can hike,” said Sawchuk.
The group will have access to horses, to help carry gear and traverse rugged terrain. Moose and caribou are almost daily visitors to the lake, and there’s also the potential for seeing otters, elk, black bears, lynx, and even grizzly bears. “Going with us there’s a safety component that kicks in,

Early test results of Primary Literacy Pilot program show SD59 kids reading better STACY THOMAS news@northeastnews.ca DAWSON CREEK - A general increase in student achievement was a focus of the Superintendent’s Report presented at the School District 59 (Peace River South) open board meeting Feb. 18. Particularly, an initiative designed and implemented in School District 59 by Dr. Janet N. Mort, Superintendent Leslie Lambie and a team of four teachers, has resulted in impressive increases in the literacy levels of the program’s first year of participating kindergarten students. The Primary Literacy Pilot was started in August of 2013 and included many kindergarten to Grade 3 students and their teachers at several SD 59 schools, and three “Pure Project Schools”—Tremblay, Crescent Park and Tumbler Ridge primary schools—which implemented the project in

Letters poured in from the last column “My Solar Year” where I announced success at achieving 100 percent solar power for my Dawson Creek small business. Over the first full year of operation, my modest 5-kilowatt rooftop solar array produced more electricity than the building used, resulting in a net zero electrical bill. Yea! And what a response! I want to thank everybody who wrote with questions and congratulations. Emails flooded in from across BC, even a wonderful letter from an old buddy who’s bringing solar power to remote villages in Nicaragua. From the letters, two big questions kept coming up, so let’s spell out some clear answers right here. Don’t blame the wolves
Happy to be reporting on the South Peace I’ve lived in lots of different places, and I’ve seen the ins and outs of many towns and cities around B.C., Canada and beyond. Born in Kelowna, I’ve also lived in Vancouver, Toronto, Nelson, Revelstoke, Lake Louise, Canmore, Kananaskis Country and Western Australia. I’ve crossed Canada by train, bus, plane and thumb. Most recently, I lived in Berlin, Germany which is just about as far from small town Northern B.C. as you can get in a lot of ways. Moving to a small community in a remote area after living in such an urban, culturally diverse location as Berlin is daunting and a bit of a culture shock. But it’s a challenge and a brand new environment that I’m excited to embrace. I’ve always been an adventurous person and I like to experience different ways of living; because of this I’ve felt a pull to the North for a long time. I love nature and open space, and there’s as much of that in Northern B.C. as you could hope for; I’ve lived in a lot of small towns around this province, and I’m glad to add Dawson Creek to the list. When I got the chance to work as the Dawson Creek correspondent for Northeast News, I jumped at the opportunity, because I feel that this particular region holds a certain something that not only my reporter’s nose for a good story is attracted to, but my Canadian spirit as well, which seeks the “true Canadian life”; the North, where a lot of the toughest work of the country takes place and where you have to be a little bit rugged to get by—even if it’s only at heart. This is the frontier of Canada, this is the “boom”, and I’m glad to be here reporting on such a comparatively untouched region at such an interesting moment in time. I look forward to seeing how the next few years play out as the South Peace adjusts to its growth in economy and population. I predict a busy, challenging and educational time for myself and my fellow journalists and media people who are working in the North. I also look forward to meeting all of you, especially in Dawson Creek, Pouce Coupe, Tumbler Ridge, Chetwynd and the surrounding areas, as I run into you around town at events and meetings. Dear Editor Concerning the ongoing extinction of the Woodland caribou.During a recent CBC News broadcast, a Chetwynd area First Nations man was shown shooting a wolf that was caught in a cruel leg-hold trap.When asked if he supported the B.C. wolf kill program he replied”we have to do something,nothing else is working”.Perhaps he doesn’t realize that anything that could work has never been tried.All predators are having great difficulty finding food.Rabbits and grouse are in short supply because of human activity,hunting,forestry and agricultural spraying of toxic chemicals etc.Rabbits have not cycled normally for thirty years or more.Also,I have seen many old oil and gas leases that are leaching toxic chemicals from old sumps etc.Because of the salty taste of the chemicals, these sites are used as “licks” by ungulates and are very unhealthy,perhaps deadly,for them.It is,or should be,common knowledge that caribou and all other wildlife are facing extinction because of human activity.If wildlife is to survive it must have large natural areas that are free from the noise,confusion,disturbance and disruption of the modern world.Currently there is far too much human access in every area.Large areas must have no hunting,no motorized vehicle access,no more cut-lines,oilfield activity etc.”No hunting” until wildlife populations increase and stabilize,must include First Nations and Metis if they are serious about saving our precious wildlife from extinction. Wolves play a significant part in the “balance of nature”. Wolves are not responsible for wildlife extinction,man is.Human activities have caused wildlife decline. Obviously,ceasing or greatly reducing those unsustainable activities is the only way to prevent the extinction of our wildlife.All of planet Earth’s wildlife,that make our planet a diverse and beautiful place to live,are in serious danger of extinction.In very recent years there has been a 50% de-
cline in global wildlife populations.Global warming caused by the extraction and burning of fossil fuels,unconscionable human greed,materialism,and gross,terminal, human overpopulation are exterminating the caribou and will definitely exterminate all life on this planet if we do not change our ways very soon.We don’t have time to dilly dally,we must act now.Weak.irresponsible government is the root cause of all wildlife decline.I see this “wolf kill” as a political scam to enable more industrial encroachment on First Nations lands.It is the government’s unconscionable,irrespon sible,cheap way of “mitigating” the industrial destruction of caribou habitat.Corporate greed and human overpopulation in Asia and much of the rest of the world and their desire to freely partake of Canada’s free resources is having a huge negative impact on Canada,s wildlife.Canada,s resources have been horribly mismanaged by their governments.We have exceeded our planets carrying capacity by approximately 4 billion people.The more fossil fuel we produce,including LNG,the worse our problems will be.It is not possible to mitigate the adverse effects of human overpopulation.Man-kind has overrun this planet like “maggots on a dead body on a hot July day”.Man is the only species that does not play a part in the balance of nature.Man is the only life form that is destructive by nature. Blame the animal that is responsible for wildlife decline,the human animal.There is only one species on this planet that desperately needs their population greatly reduced and controlled and that is the human species.The world’s governments should be working on this problem every day.It is NOT a difficult problem to solve.Don’t blame the wolves. It’s up to council to decide what level of service the Taylor Fire Department will provide. “I have some difficulty exposing the municipality to a legal document that says, we are going to offer this service level, when we’re not there, from a documented perspective. MESSAGE On behalf of the Rotary Clubs of Dawson Creek, I would like to thank, once again, all the local businesses who have so generously donated goods and services to our second online Auction (31st Annual). Through your generosity, our community truly benefits. Thanks in advance to everyone who will be bidding online – on any device. We encourage you to bid often, bid high and to use the Max Bid function (check our Help section and the How-to video to learn more about this). We will be doing an audio-stream on Sunday (the last day of the Auction) and will have Peace FM on-site to keep you up-to-date on what’s up-for-bid all day long! A CHANGE THIS YEAR! On March 12, 13 and 14, there are 40 specially selected items for each day that will be sold off at 11 PM that night. These days have been colour coded for your convenience. All other items, #201 and higher, are available for bid from March 6 to March 15. These items will be sold off in blocks of 20 from 9 AM to 6 PM Sunday March 15. Listen to our Live-stream on our website or to Peace FM 104.1 so you know which items are still available as the Auction winds down. Through this Auction, we are able to keep our commitments within the community and abroad. We continue to have a lot of fun hosting community events like the Old Fashioned Christmas, annual Christmas Dinner and Cabin Fever Dinner (Seniors). In addition, we are helping with the new shelving at the Public Library, preparing Starter Kits for Mizpah House, giving student bursaries and sending students to leadership events and more. Internationally, we are currently building a school in Belize, are involved in Wheelchair projects overseas and with the Amigo project in Mexico. All of the above (and more) happens because of the generosity of both the businesses and, you, the people of this caring community! Item value is $50 to $200 - then bid increments are $5. If Item value is $200 to $500 then bid increments are $10. If Item value is over $500 - then bid increments are $25.

ONLINE BIDDING begins at www.dcrotary.ca at 7 AM on Friday, March 6, 2015, until Sunday, March 15, 2015 at 6 PM. Internet bidding is available 24 hours a day – seven days a week until the close of bidding.
Do remember that you might be bidding against a Max Bid so keep bidding if you really want that item.
1) Online Bidders must first register, or have their Buyers Log-in number from previous years, before being allowed to bid. Registration can be done online or by phoning 250-467-0024 if you need assistance. How-to videos are available on the website for reference.
5) Once an item is considered sold, the winning buyer will be contacted by phone to guarantee acceptance of the purchase.
4) GST &/or PST Tax is applicable on all items excluding credit notes and vouchers.
The information gathered by this website will not be used or sold in any form except to notify bidders of their bids or of future auctions if they choose. The MAX BID process is the fastest and the best way to bid on this site.
Once confirmation is received, the buyer can now pay for his purchase either online (through our secure payment system) by credit card (Visa or Mastercard) or can come to the Energy House at Northern Lights College on Sunday (until 6 PM) or on Monday (9 AM to 5 PM) and pay by credit card, debit, cash or cheque. Item vouchers will be handed out then.
For phone bids, you will need to give the item number and dollar amount you wish to bid, your name and a phone number where you can be reached. Suggest you use MAX BID for your first bid.
Some auction items will need to be picked up here as well – you will be informed (upon confirmation of winning) if you need to do so.
2) As this is a charity auction, all bids will begin at a minimum of 25% of the item’s value.
6) Online purchasers can print off their own vouchers for their items which, then, are taken to the donor businesses to exchange for the items. Businesses will be informed of the names of the winning buyers to make the process easier for all concerned.
3) There will be MAX (Proxy) BIDDING available…..a process where you simply put the highest bid you wish to place for an item into the bid field then click submit (no one else can see this amount).
7) There are no refunds or exchanges.
Our system will automatically increase your bid on your behalf, up to your maximum bid, to maintain your position as the high bidder. The bid increment is the minimum amount by which your bid will be raised.
8) Pick up your purchases within 30 days or use your vouchers within the stated time as indicated by the donor.

BRONWYN SCOTT reporter@northeastnews.ca FORT ST. JOHN – Shoppers Drug Mart teamed up with WestJet last October to make their Tree of Life campaign the best one yet. The Fort St. John location was able to raise $20,636 for the Fort St. John Hospital Foundation’s Eastern Star Children’s Fund,
benefiting babies, children, and maternity patients. To encourage more donations, WestJet donated two tickets anywhere they fly to be raffled off. Their efforts earned them the top spot in the province for raising the most money, and they ranked third in the country. It was the second year in a row that Shoppers Drug Mart and WestJet paired up for the fundraising campaign.

STACY THOMAS news@northeastnews.ca DAWSON CREEK - School District No. 59 (Peace River South) received a letter of congratulations from B.C. Minister of Education Peter Fassbender at its Feb. 19 open board meeting, in recognition of a marked increase in the six-year completion rates of aboriginal students. Ideally a student who enters school in Grade 8 will graduate from Grade 12 within six years—the number of aboriginal students achieving this graduation rate has risen from 45.7 per cent in 2009/2010 school year to 61.8 per cent in 2013/2014 (the Minister’s letter rounded the rate up to 62 per cent).
Aboriginal students’ learning performances were a focus of the Superintendent’s Report on Student Achievement presented by Leslie Lambie to the board of trustees Wednesday. “It [aboriginal student population] has long been identified as a demographic that we need to pay closer attention to, because the achievement rate historically has been much lower than that of non-aboriginal students,” Lambie said. Recent testing results have shown a decrease in the gap between the achievement of aboriginal and non-aboriginal students, and an increase over five years in the literacy and numeracy scores of aboriginal students. Fassbender wrote: “It’s a great time to celebrate the successes of Aboriginal students as a result of our efforts to transform our education system . . . I know we still have a great deal of work ahead of us, but I would like to take this opportunity to pause and reflect on the achievements being made.” According to Ministry of Education administered FSA (Foundation Skills Assessment) testing, in the 2013/2014 year, aboriginal students’ reading levels surpassed those of non-aboriginal students. In School District 59, Lambie said a significant increase in the students’ academic results has been observed over the last five years, since a mentoring and coaching program for aboriginal students was started. “We’re pretty sure that that’s the key change agent in what’s happening with our kids,” she said.

Looking only at money generated or saved with grid-tie vs. cost of the system, my “payback” will be about 12 years, if the cost of electricity doesn’t go up, which it will. With the roughly one third rate increase expected over the next few years, my “payback” will go down by a corresponding third. And so on. With solar power, I am also, in a way, sheltered from future rate increases. As rates go up, so does the value of the power I am producing, while my payback time

But there are practical values other than just raw “payback.” Most of the components of a rooftop solar array come with 25-year warrantees, and most experts agree that a useful lifetime of 30 or 40 years is not unreasonable. That’s many years of reduced electrical bills even AFTER the system has paid for itself. Rooftop solar also increases the resale value of any building, as proven in other jurisdictions where grid-tie has become commonplace, like Ontario. As a tangible asset that pays for itself over time while generating real cash savings every day, it’s hard to beat an investment in solar. There are perceived values as well. A solar array on my roof, to me, looks just plain cool. I’m proud of it. It says, “I care about the world” which I do. And I like the fact that it’s actually DOING SOMETHING: powering my business. The fuel? Sunlight ¬– silent, effortless. Darn near science fiction, but its not. It’s here, now. There are about 370 gridtied folks in BC, roughly doubled from two years ago. JOHN – Just four days after a Fort St. John residence was targeted in a drive by shooting, RCMP are investigating a report of possible shots having been fired in the same neighbourhood. On Feb. 17, at about 7 p.m., RCMP received a call from an individual who reported seeing a single burst of fire followed by a loud bang near Duncan Cran Elementary School. After canvassing the area, police spoke to others who described a similar situation. However, not all accounts are lining up as nicely as RCMP would like, according to Cpl. Wahnese Antonioni. “We’ve had a lot of people say a lot of things, so before we actually say anything, we want to kind of confirm that something can be corroborated . . . we have to narrow it down a little bit more before we start telling the public of what we have an idea might have happened.” The investigation is still in its early stages, and currently RCMP has no person of interest. However, police should know more once they’re able to get a hold of some neighbours to ask further questions. “We are really still in the early investigation of this, the biggest problem we’re having right now is people aren’t getting back to us,” Antonioni said. “People go to work.” Although the incident comes on the heels of a Feb. 13 drive by shooting in the same area, RCMP aren’t focusing on the possibility that the cases are related. “We’re not really looking at that at this point,” Antonioni said, in an interview with the Northeast News.

This is challenging technical and public relations work to coordinate and develop the District’s solid waste, recycling, and diversion programs, as well as ensuring the functional operation of sanitary sewer and water distribution systems. Interaction with contractors, committees, elected officials and the public is a key aspect of the position. This role will provide the greatest satisfaction to someone who is a team player willing to think outside the box for solutions that will provide the best overall benefit to the Regional District. Responsibilities: Ø Assists in managing and delivering various waste reduction objectives that are identified in the District’s Solid Waste Management Plan. Ø Assists in the development of strategies that promote awareness and participation in recycling, composting, product stewardship and related activities. Ø Inspects solid waste facilities to ensure acceptable operations that comply with contracts, bylaws and regulations. Ø Monitors and coordinates landfill development to ensure conformance with design and operating plans including the commissioning and interpretation of surveys, engineering designs and other technical documents. Ø Assists in the collection and analysis of data and costs, prepares status reports, budget estimates and recommendations on District solid waste and recycling programs, as well as sanitary sewer, water distribution and public works functions. Ø Assists in the preparation of formal tenders, invitations to quote, and requests for proposals for services and developments required at solid waste facilities, sanitary sewer and water distribution systems. Ø Performs inspections of sanitary sewer and water distributions systems to ensure safe, functional and reliable operations that comply with contracts, bylaws and regulations. Ø Responds to complaints or reports about malfunctioning sanitary sewer or water distribution systems, arranging maintenance or repairs as required through District public works staff or private contractors. Ø Monitors the performance of contractors retained by the District to operate sanitary sewer and water distribution systems, and resolves contract non-compliance issues as required. Ø Liaises with, and responds to enquiries from the public, elected officials, external agencies, community groups, private sector, staff, and others as required. Ø Performs other related duties as assigned. Qualifications and Experience: Ø 3 years related experience and knowledge of solid waste and recycling preferably in a local government setting. Ø 3 years related experience and knowledge of sanitary sewer and water distribution systems preferably in a local government setting. Ø Experience in public education, consultation processes, group facilitation, public speaking or media relations. Ø Excellent organizational skills, ability to establish priorities, independently coordinate workloads to meet timelines and budget expectations. Ø Diploma or certificate in environmental studies or related discipline, or an equivalent combination of education, training and experience.
