DAWSON CREEK- B.C. teachers return to school after a three day strike starting Monday authorized by the Labour Relations Board on Feb. 28. On Feb. 28th and 29th, the B.C. Teacher’s Federation conducted a province-wide vote, where 87per cent (27,946 teachers) of the 75 per cent voter turnout voted in favour of escalating their Phase 1 “teach only” job action that began last September. “We are truly disappointed by the union’s decision to hold a three-day strike beginning next week. A strike of this nature will significantly disrupt student learning and creates tremendous concern for parents and families,” said Minister of Education George Abbott. A report from Trevor Hughes, assistant deputy Minister of Industrial Relations, was issued to Labour Minister Margaret MacDiarmid on Feb. 23, it found that it’s very unlikely that the BCTF and the BC Public School Employers’ Association would be able to reach a settlement in their bargaining dis-

pute. Abbott then tabled legislation on Feb. 28 that if passed would suspend the teachers’ strike action, appoint a mediator, and implement a Learning Improvement Fund. The BCTF gave notice on March 1st that they would withdraw their services to protest proposed Bill 22. Abbott said in a press conference on the 28 that one of the major things Bill 22 does is address the need for corrective legislation arising from Madame Justice Griffin’s decision last April, which struck down some sections of Bills 27 and 28 that took class size and composition language out of the teacher’s contracts. Abbott plans to introduce the Learning Improvement Fund to address Justice Griffin’s decision. The fund allocates $165 million over three years to school districts to help manage class size and composition issues, $30 million will be allocated to this fiscal year, $60 million to the following fiscal year and $75 million for the following fiscal year after that. Abbott says the Bill allocates an addition $75 million every year thereafter to continue

Insight into possible health risks from oil and gas industry By Kyla Corpuz

FORT ST. JOHN – Many of the concerns raised during Phase one of the Human Health Risk Assessment have been revealed. On Jan. 3 the provincial government announced the Fraser Basin Council, a non-profit organization that is impartial to the views, was awarded the contract to conduct the first phase, which looked into comments by residents and stakeholders regarding possible health effects by the oil and gas industry in northeastern B.C. The deadline to submit comments closed on Mar. 7. David Marshall, FBC executive director, travelled through the Peace over a course of approximately 10 days speaking with community councils, regional district, individuals, First Nations communities and environmental organization. “There’s lots of interest as you can imagine, everybody is ready and quite willing to provide their input,” said Marshall. A lot of the concerns expressed during his investigation were around air quality, diesel dust, H2S odors, the possibility of longrange transport of air pollutants and not being able to feel it but maybe, over time, the possibility of affecting human health. He also said emergency response plans were of concern and the possibility of increased social issues and distress on current medical services. Most of these issues were an echo of the concerns brought forward by the Peace Environment and Safety Trustee Society—the organization that pushed the assessment. There is also a strong level of uncertainty revolving fracking, despite Premier Christy Clark’s assurance that “British Columbians should be very proud of how safe it is.” Marshall noted he listened to concerns around fracking and the

But Andrew Nikiforuk, an award-winning environmental journalist, who writes for the Globe and Mail and The Tyee said revealing chemicals now is a long over-due process. “That’s all after-the-fact, what we needed was a full declaration before the process started,” said Nikiforuk. “Scientist would know what kind of chemicals are being used. At that point they should have said ‘Whoa, whoa you shouldn’t be using that, that might be an air pollutant, a threat to ground water, it might be a chemical that harms cattle or other farm animals in the region,’ we skipped that whole Step One and now we’re trying to play catch up.” He went on to dismiss the notions by Clark that B.C.’s practice is the safest in the world and that “we have nothing to be embarrassed about.” “The major problems, probably the most serious has to do with ground water and ground water contaminations and you can contaminate ground water or service water in a variety of different ways,” said Nikiforuk. Although hailing from Alberta and a landowner himself, Nikiforuk says the HHRA is a “belated process”. “I don’t think the government is very sincere about it, and I don’t think enough money has been put forward for the process,” he said. Brent Shepherd, government communications and public engagement for the Ministry of Health stated otherwise. “The health and safety of British Columbians is our priority, and it is important that we address the health concerns surrounding oil and gas development activities,” wrote Shepherd in an email. “The province decided to move forward with a public health risk study because of the concerns expressed by the public regarding potential health risks related to oil and gas industry activities.“ During Marshall’s tour of the Peace, he said he heard more feedback from communities close to where oil and gas development has been “fairly intensive”. “A few people in Pouce Coupe talked about the 2009 sour gas incident, Chetwynd talked about the pipeline burst in 2001 in Pine River. So it all depended on where I was.” It was the gas leak in 2009 that initially sparked the request for an assessment, according to Farmington resident Brian Derfler and founder of PESTS. “There was a gas leak in Pouce Coupe on Nov. 22, 2009 and that started our organization into looking into a public inquiry.” Derfler noted they had support from First Nations, Peace River Regional District and Northern Health Authority. The response from the government following the inquiry was not satisfactory for PESTS and that led the group to take additional steps to advance their query.

“Of course the government basically said they had taken care of the issues, but we felt they didn’t adequately address them at all,” said Derfler. New regulations were set in place, but Derfler said their main concern regarding emergency response plans and procedures was not addressed. In 2011 the Ministry of Natural Resource Operations, which oversees the Oil and Gas Commission gave comment to the Northeast News, which stated that new regulations under Oil and Gas Activities Act were introduced in 2010 to protect public health and the environment, including requiring the installation of automated systems to isolate a well, continuously monitored hydrogen sulphide detection and alarm systems and other equipment. Despite these efforts, on Dec. 13, 2010 under Section 86 of the Public Health Act, PESTS requested an investigation where the current regulations of oil and gas development adequately protect public health. Just over a year later, the HHRA was launched. Derfler believes the government started to act on their request after PESTS recieved publicity the following summer. “It wasn’t until we were involved with the CBC report they did on the oil and gas development … that was kind of the turning point because the government was like, ‘The people up there don’t feel safe,’ so this is why they finally came around.” But according to Shepherd the government immediately began work to determine the scope and design that would best inform human health risk following a meeting between the Premier and Minister of Health. “There has been a broad range of health concerns raised regarding oil and gas development around the world,” said Shepherd. “At a meeting in Fort St. John in 2011, Premier Christy Clark and Health Minister Michael de Jong committed to an investigation.” PESTS worked with the Environmental Law Clinic at the University of Victoria to put together a 35-page report that was submitted to the FBC. PESTS had its own submission as well. “Our ultimate goal is to increase set backs, see if we can make emergency response plans work,” said Derfler. Derfler believes there needs to be a far greater distance between residents and oil and gas development, as well as proper air quality detection equipment for homes. “We feel that would make things a lot safer and give more time. Gas doesn’t take very long to travel 100 meters, that’s basically the set back to rural residents. “We should have some sort of detection equipment at homes, so you can determine for yourself, based on science if it’s safe outside or if it’s not safe outside.” Derfler said it’s not easy to stand up against a resource industry that continues to play a large role in the province’s economy. “The oil and gas industry has all these economical benefits, all we can do is chip away from it, so it’s hard. “We aren’t against the industry, we want to make sure they are using the best regulations.” Derfler is a grain producer and automotive mechanic; he describes himself as a “concerned resident”. PESTS has approximately 80 members. Phases One is to be completed by Mar. 31.

Though the fund aims to help class size and composition issues, the Bill does not restore the collective agreement provisions in place prior to 2002, when the class size and composition language was taken out of teacher’s contracts. The BCTF now has the right again to bargain on class size related matters but those rights are not effective until the next round of bargaining, beginning in Spring 2013. Bill 22 would also impose a “cooling off” period, which would suspend all strike and lockout activities until the end of August. A mediator would be brought in to facilitate negotiations between the BCTF and the BCPSEA, while still working with the Ministry’s net-zero mandate. The mediator will help find agreements on issues such as: manner and consequence of class size and composition, local-provincial split of bargaining issues, feedback and evaluation of teachers to promote improvements, alignment of professional development, and the selection of teachers suited to student needs. Though the mediator can only work within the Ministry’s net-zero mandate, Abbott hopes that the mediator can help parties agree on compensation improvements by looking for trade-offs within the contract. “Bill 22 introduced today engages, or will engage after passage of the bill, a mediator will look at a number of important issues, among those would be improvements to wages or benefits by looking for tradeoffs within the contract that is within the net-zero mandate. So it’s another opportunity for the parties to potentially explore that issue under the guidance of a mediator,” Abbott said. “First and foremost hopefully some extensive experience in education, secondly some skills that would help lead us to a mediated settlement in this dispute, and thirdly being able to walk on water would certainly be a welcomed attribute though not necessarily a requirement,” Abbott joked about the potential skills required for the mediator position. Though the teacher’s union has been asking for mediation, they are not pleased with the announcement of Bill 22. “It’s not true mediation because the Minister of Education actually is the one who will chose the mediator, it’s not a joint independent decision,” said president of the Peace River South Teachers Association, Lorrain MacKay. “We do want mediation, but what we want is an independent mediator who comes in, recognizes that the government has one

position, the union has another position and try to find some acceptable middle ground and that is the role of the mediator, and in this case the mediator has been told that the position that he needs to have is in line with the employer,” MacKay said. During the “cooling off” period, the existing collective agreement will remain in effect. The mediation period will last until Jun. 30 and if no agreement is reached by then, the mediator will issue a report giving non-binding recommendations. As of the Labour Relation Board’s order, temporarily teachers may withdraw from instructional duties for one out of every five instructional days in each calendar week, after the initial expanded job action ends, and must give two school days notice when doing so. During any job action teachers are not permitted to picket or block access to schools. The conditions of the order will be reviewed weekly starting on Mar. 12, and may be varied or amended. “Teachers take this step very reluctantly,” BCTF president Susan Lambert said in a press release about the strike. “We articulated our objectives as clearly and respectfully as we could, but unfortunately we were pleading to deaf ears...The bill tabled on Tuesday was a sign of the appalling disrespect for the profession of teaching, for students, and for public education in B.C.” she said, responding to the tabled legislation. “I think it’s just appallingly short sighted, I’m hugely disappointed and I hope they reconsider their position because I am reaching the conclusions I am based on my concern that some vulnerable kids in the province are not getting the education they need,” Abbott said. Abbott is expecting extensive debate on the topic and it’s unclear when or if the Bill will be passed.

Month of March celebrates social workers in community By Kyla Corpuz

FORT ST. JOHN – Some social workers feel their efforts in the community aren’t always recognized by society. This is the fourth year the city has recognized March as Community Social Services Awareness Month. “We represent a part of our community services that provides care for our most vulnerable people in B.C. which is Community Living,” said Pat Taylor, a member of the Association for Community Living, during city council on Feb. 27. “Unfortunately we are the lowest paid sector in the community service. “As a person working with seniors in the care home, which is a very valuable career, don’t get me wrong on that, but they have a starting wage of $24 an hour. Someone who works for person with disabilities, we start at $15.” She added that despite the passion social workers have their job, it doesn’t convey a good message to send to the public on the value it has on the province’s most valuable persons.

“Hopefully everyone will be able to recognize the value of the work we do before experiencing need for the support and care we give,” said Taylor. “It’s time society recognizes the value of the work these people do through welcoming people with disabilities into groups, clubs, employment and all aspects of activities that we take for granted on a daily basis.” She said support for workers would come from assistance in collective bargaining, to ensure a wage that will reflect the work social workers with ACL provide. BC’s 2012 budget fails

Opinion Editorial Charles Lammam and Niels Veldhuis With economic uncertainty as the backdrop, it was critical for the BC government to put forth a prudent budget. Finance minister Kevin Falcon acknowledged as much by reassuring British Columbians that the budget was “built on fiscal discipline” and lays a “firm foundation for the future.” Falcon even warned of the perils of additional government taxes, spending, and borrowing in the current economic environment, calling such measures “potentially catastrophic.” We couldn’t agree more. Unfortunately, however, instead of acting on the minister’s rhetoric, BC’s 2012 budget increases government spending, hikes taxes on British Columbians, and significantly ramps up government debt—exactly what the finance minister says the government should not do. After four consecutive years of budget deficits totaling $5.6 billion, BC’s Liberal government is finally planning to return to a surplus position in 2013/14. But that’s where the good news ends. To balance the books, the government is relying on a host of new tax increases including a reduction to the amount of income British Columbians can earn tax free, increased MSP premiums, reneging on an earlier promise to eliminate the small business tax rate, higher tobacco taxes, and a “provisional” one percentage point increase to the general corporate income tax rate in 2014/15. The potential of higher business taxes will prove especially damaging to BC’s economy. First, they will create policy uncertainty during already uncertain economic times. And they will degrade BC’s investment climate when improvements are desperately needed to counteract the blow from restoring the PST next year. The tax increases in the budget are partly to help pay for several new boutique tax credits targeted at particular individuals and businesses. These tax credits, which are basically new spending measures, will keep other tax rates higher than they otherwise would be to compensate for the lost revenue. Rather than further distort the tax system and provide disproportionate goodies to some groups, a more effective approach would have reduced tax rates more broadly to the benefit all British Columbians. The government could have balanced the budget (even sooner) without increasing taxes had the Liberals restrained the growth of government spending more aggressively than the 1.8 per cent annual growth planned for the next three years. While some might balk at the idea of further restraint, the key for success is to couple spending restraint with program reform. Consider health care, the government’s largest expense which has consumed ever more government resources. In just a decade, health care has grown from 37 per cent of government program spending in 2001/02 to 43 per cent today. The trend of skyrocketing health care costs will continue as the population ages and demands for services grow (health care spending will reach 45 per cent by 2014/15). By reforming how the health care system operates, the government could have further restrained or even reduced spending while

improving the quality of services; for examples of such reform we need only look to policies that are common in universal health care systems around the world. But rather than engage in meaningful program reform, the government chose to simply increase health care spending, albeit at a reduced rate and despite previous increases that have done little to improve quality. The lack of significant health care reform was indeed a lost opportunity to effectively control long-term spending growth. The most troubling aspect of the budget, however, is the alarming increase in government debt. Mainly as a result of increased capital expenditures, the BC government’s debt will expand by $15 billion (or 30 per cent) to $66 billion over the next three years. As a percentage of the province’s economy (GDP), the provincial debt will increase from a low of 18 per cent in 2007/08 to 28 per cent by

2014/15—approximately the same debt level the Liberals inherited from the previous NDP government back in 2001. Because of this dramatic increase in debt, a larger portion of provincial revenues will be devoted to interest payments instead of funding important public programs or improving the competitiveness of BC’s tax regime. Not to mention the added debt will be a drag BC’s economy and an unfair burden on the next generation of BC families who will be responsible for repayment. With increased spending, higher taxes, and expanding debt, Minister Falcon has failed to provide a budget that lays a “firm foundation for the future.” More controlled spending through program reform, tax relief, and reduced government debt, are policies that would truly build for BC’s future. We Need Responsible Government Dokie wind farm completed Dear Editor B.C. has problems; some of them are an artificial labour shortage, education and training facility shortage, affordable housing shortage, B.C. budget shortage, emission reduction shortage, rediculously low gas prices and a total lack of sustainability. All of these B.C. problems and many more, too numerous to mention here, could be very easily and quickly solved by using simple common sense.All of our problems have been caused by deregulation and irresponsible governments that allow our nation to be raped and plundered at will by foreign and/or multinational companies and corporations. We need to do whatever is necessary to regulate and control resource extraction limits, export quantities etc. We must create sustainability and long term prosperity by slowing the current insane pace of resource extraction. We do not need more than one LNG export port or more LNG plants. Christy Clark should not be blindly jumping onto the LNG band wagon in a desperate attempt to save her governments reputation from their self-imposed “tough economic times”. LNG is a brown fuel. It is NOT a green fuel. LNG is not the silver bullet for global emissions reductions. Reducing fossil fuel production and use is. There are many critical environmental and economic issues associ-

ated with LNG production that need discussion and resolution before increased production is committed to. Above all, we do not need the Northern Gateway pipelines. This project is horribly polluting and destructive and will do no long term or even short term good for Canada. These projects are designed for the benefit of corporations NOT for the benefit of Canadians. Corporations must be taxed. The current situation allows them to enrich themselves, pollute our environment and deplete our resources while paying nothing for the use of these resources. There should not be one sniff of gas or one drop of oil used or exported that has not had royalties paid on it and royalty rates should be increased. Our resources are very valuable. We should not be giving them away. The current “trickle down” economic policies focus on the enrichment and growth of corporations rather than on the enrichment and growth of Canada and they are not beneficial for us. This is totally backwards,is morally and fiscally irresponsible and must be changed. These measures would fix all of the above problems. To sum it all up,Canada desperately needs patriotic, responsible government, federally and provincially. Fixing that problem would take care of most of the other problems. Thank you. Dear Editor, For most people in B.C., Thursday, February 16, 2012 was just another day. But in the annals of B.C.’s energy sector it was an historic day marked by the official completion of the Dokie wind farm project near Chetwynd. The Dokie wind farm is now B.C.’s largest wind farm, supplying enough cost-effective renewable green energy annually to power nearly 30,000 average B.C. households. If that same amount of energy had been generated by burning coal it would have resulted in close to 300,000 metric tonnes of greenhouse gas emissions. In terms of cost-effectiveness and well-proven technology, wind energy ranks right alongside run-of-river energy as one of the most cost-effective renewable energy sources available with one of the smallest environmental footprints of any

form of energy generation. Moreover, wind energy and run-of-river energy complement each other perfectly because wind energy peaks in the stormy winter months when hydro resources are typically at their low point. And neither energy technology harms salmon as traditional hydro dams have in the past. If it was not for B.C.’s incredibly abundant hydro resources, we would probably have tapped B.C.’s equally abundant wind energy and other renewable green energy resources much sooner than now. The fact that we are now doing so, and diversifying B.C.’s renewable energy portfolio, deserves not only acknowledgement but a hearty two thumbs up. David Field, Co-spokesperson, B.C. Dear Editor, I have some comments and concerns on your article that the helipad has been deleted from the Regional Hospital project: 1. There are good reasons why the helipad was included in the original specifications, approved for the funding, tendered, bid upon, planned for in the strength of the structure, and why the work crews were hired. 2. Normally when part of a project is deleted it is because of flaws in the original design or some one adds something they had not properly considered earlier. This was not well explained. 3. This decision is likely to result in the earlier need to add equipment and staff at the present ambulance hall. 4. Ambulances to the airport must twice deal with the rail crossing, the silly traffic circle complete with large trucks, the poorly designed speed

curve, electric slide gates only one of which is on back-up power, and snow removal issues. 5. In times of inclement weather conditions and heavy air traffic, we are normally restricted to one aircraft at a time within the increasingly polluted 5 mile control zone. Was this properly considered? I am left believing that this decision was taken without proper endorsment from the real combatants, which quite properly should have included the paramedics, the pilots, and the air traffic control. As a result I am also left believing that this decision is likely to cost a life in an increasingly busy part of BC. G.N. Thompson Ft. By H&R Block PEACE REGION – A 2011 survey by ING Direct showed that more than half of Canadians have not opened a Tax Free Savings Account (TFSA). Introduced in 2009, the TFSA is a tax shelter that allows taxpayers to deposit up to $5,000 per calendar year and not need to report the income or dividends earned by the account. For Canadians looking to save more, there are tax implications to consider before making a financial plan for your money. The Canada Tax Act says all investment income is considered taxable. This includes interest earned on savings in bank accounts or in savings bonds. So if you had any savings, you usually received a T5 slip around tax time and the income was included on your tax return. Initially, the tax savings on a TFSA may not add up to huge amounts. If you deposit $5,000 in the account on Jan 1, 2011 earning 1.5 per cent interest, you would shelter about $75 of interest in the first year. Whether or not you would like to contribute to a TFSA depends on your situation. It is not meant to be an everyday savings account and there are penalties if you over-contribute to your account. But a TFSA provides more flexibility if you need to withdraw money. There is no penalty for withdrawing funds at any time and you still save up to $5,000 for the year. For example, if you had $5,000 in the account in January and then

withdrew $2,000 in June, you could still re-deposit $2,000 the following year with no penalty. A withdrawal from an RRSP has tax implications and usually takes longer to withdraw funds. On the tax side, there are several things to consider. Are you expecting your income to increase or decrease in the next year? Are you going to be able to contribute the maximum amount to your RRSP? Are you planning to buy your first home and take advantage of the Home Buyers Plan? Do you need easy access to your money in case of emergencies? These are all questions to consider when deciding to open a TFSA. But if you have $5,000 or less in a savings account, it is a good idea to transfer it to a similar TFSA. This means the money you do earn in interest is tax free and you will not need to claim the income on your tax return. FORT ST. JOHN – The Popsicle stick bridge contest is back to test the engineer skills of students across the Peace. The Peace River Branch of Professional Engineers and Geoscientists will be at North Peace Secondary School on Mar. 10 to judge which bridge is the most stable by testing its strength. They will also be on the lookout for the most creative structure. “The event itself is intended to teach kids strength of materials and geometrics shape and what makes a strong structure,” said Allan Zackodnik, event coordinator and member for the PRBPEG. All grades are welcomed to participate but prizes are only given out to students from Grade 3 to 12. Certificates are awarded to Kindergarten to Grade 2 students. To construct a successful bridge students will have to determine a design that will withstand pressure. “What we’re trying to teach is basic structures and the value of bracing and building in triangles,” said Zackodnik. “The strength of an equilateral triangle is a very stable shape.” He added that Popsicle sticks are stronger when it’s placed vertical opposed to being horizontal. Getting students to think about how they are going to construct the bridge builds their curiosity said Zackodnik, and that translates into problem solving, a critical skill to be an engineer. The challenge is also an opportunity to get students interested about their future career choices. Engineers in all different sectors, from civil, mechanical, computer and bio seem to be sought out in Fort St. John. University of Northern British Columbia recently announced the approval of a civil engineer program because they found it necessary to educate people of that trade, in the north, where the workers are needed. “Here they employ a lot of chemical engineers because of the petroleum industry,” said Zackodnik. “The popsicle sticks gives us a chance to talk about the careers in the high-tech industry and what they should be studying … mainly math, physics, English and chemistry.” “We are trying to motivate the kids to stay in school and get the best education they can and that there are careers and opportunities [in Fort St. John] that they can come back to,” he added. It’s understood that not every child has the interest to become an engineer or geoscientist, but the project is meant to be enjoyable, nonetheless. “It’s just fun,” said Zackodnik. “It’s just something to do on a cold, wintery day.” Students can build the bridges with partners or by themselves, but each bridge is to span 50 cm and be built from 100 sticks. The supplies are provided by PRBPEG. This year Duncan Cran is hosting their own competition within the school because there was a significant amount of participants. Students from other schools will be judged at NPSS in the gym. PRBPEG is a non-profit organization that promotes to students and the public awareness of engineers and geoscientists at work in the Peace. They have already visited Fort Nelson and will be in Tumbler Ridge on Mar. 30.

Local farmers will continue to find support in Farmers’ Advocacy Office By Jill Earl

DAWSON CREEK- Farmers’ in the Peace region can continue to rely on the support of the Farmers’ Advocacy Office, as the regional district agreed to extend Aspen Grove Property Service’s contract for an additional 12 months. The decision to extend the contract, and match $80,000 of funding from the Ministry of Energy and Mines came after recommendations to do so by the Farmers’ Advocacy Management Committee, and was voted on by the board at their last meeting on Feb. 23. The total cost of the service for the year extension is approximately $140,000. As part of the recommendations, an independent evaluation of the Advocacy Office must be conducted and presented by fall this year. The evaluation will ensure the Office is successfully serving the interests of local farmers. “We can look at the pilot project and see what was working, what wasn’t, what would a Farmers’ Advocacy Office look like in the future? So the provincial government and the regional district have agreed to continue to partner and the province has contributed $80,000 and the District has agreed to match,” said Fred Banham, chief administrative officer. The Farmers’ Advocacy Office was initiated in September 2010 when the District entered in a Memorandum of Understanding with the Ministry of Energy and Mines and the Ministry of Agriculture. The Office was an 18-month pilot project starting in October 2010 and was scheduled to end at the beginning of this month. “I am very happy that our government recognizes the important contribution this office makes to the landowners of the Peace region. The Farmers’ Advocacy Office is something the region had asked for and I am proud to have been able to establish this office while I served as Minister of Energy, Mines and Petroleum Resources. I am confident that the Office will continue to provide the high quality of service it has become known for,” said Blair Lekstrom, Minister of Transportation and Infrastructure and Peace River South MLA, in the press release. The Advocacy Office provides landowners with support and information about compensation and mitigation discussions related to proposed oil and gas activities on their private land. They lead negotiations and help to resolve any issues between landowners and industry. “When the crown starts selling those oil and gas rates underneath private land, people tend to believe they have rights and obligations, and you know what, they do, to a certain extent. They can’t prevent oil and gas activity from extracting resources from below their titled land, but they are owed some respect,” Banham said. Tough Mudder

This year, a team of eight: seven from Fort Nelson and one from Victoria, are taking on the challenge.

The team is up against climbing 12-foot walls, belly crawling through mud tunnels and facing 10,000 volts of electricity. Tough Mudder events are held around the globe, the Fort Nelson team will be participating in the one at Whistler Olympic Park on Jun. 23 and 24. The Northeast News asked Anne Jones, one of the team members, how she’s gearing up for, what’s known as, the toughest obstacle challenge in the world. 1) How long have you been training I have not started specific training yet, but regularly weight train three times a week. 2) What do you do to train? To train, we have to increase cardiovascular endurance and do lots of function exercises that mimic the actions that will be required in the race. For example, chin ups, push ups, squats and jumping lunges to prepare for running through the mud and the swamp.

3) Have you done the TM before, if so what was it like? Nope. 4) The course looks extremely challenging, but what do you think will be the hardest part? I think the hardest part of the Race for me will be running the entire course. I am strong, but I’m not a runner! 5) What are you looking forward to most about doing this challenge? I am most looking forward to completing the race with my friends and overcoming the challenge—knowing that I was able to do it. I am a fitness instructor and personal trainer, so I spend most of my time training other people and I needed a goal I could strive towards personally. 6) Are you all going as a team? Are you from Fort Nelson as well? Yes, we are all going as a team, although my boyfriend is on an opposing team, haha. We are all from Fort Nelson except for one of our members who is from Victoria.

Because you are buying something that already exists and has a track record, you may find this financing easier to obtain than if you were starting from scratch. Family, friends, business associates and banks are the usual first sources for small business financing. If the transaction is somewhat larger (say above a million dollars), private investors and venture capitalists might even get involved. One thing to consider, however, is that if all is said and done, you still do not have access to enough cash for the purchase, ask the seller to finance part of the transaction. For example, the seller could carry a promissory note for some part of the purchase price. You could ask the seller to issue a mortgage that you would repay on regular terms. Or you might lease rather than buy a portion of the assets. All of these options provide the seller with a steady source of revenue instead of a lump sum payment. They also mean that the seller does not immediately face a tax liability on any capital gains associated with selling the business. To make this kind of offer more appealing to the seller, you may have to offer a rate of interest above the current market, and you will have to provide reasonable security that you will make the payments. For example, the purchased business itself may become part of the collateral. If you are contemplating this route, make sure you can carry the note and that the terms you agree to do not cripple the business you are buying. You may even be able to get the seller to agree to tie repayments to the performance of the business. Buying a business can take time and it certainly involves new risk. In making the purchase you are assuming new responsibilities toward those who helped you finance the deal, toward any employees working for the business, to its suppliers and to its clients. Beyond that, if you already own a business, you will have to commit a significant amount of management time toward integrating the new acquisition into your existing operations. And be prepared for the possibility that the acquisition may even change the balance and direction of your current business activities. In the short term, that may pose a real challenge. Over the longer term, it may turn into a profitable opportunity.

Where to Look There are many places to look for an opportunity to buy a business. Perhaps the most obvious are real estate agents, some of whom specialize in the sale of businesses. The real estate listings in any larger city will usually include a section on businesses up for sale. Business owners looking to sell may also advertise in the business or classified advertising section of the local newspaper, other types of business publication, a trade journal or the newsletter of a business association. Remember, however, that sellers may be reluctant to use real estate listings or formal advertisements. The news that a business is up for sale may cause unease among employees or suppliers. Therefore may sellers will simply use their network of contacts to get the word out. That means you must use your own network of acquaintances, friends, business service providers (lawyers, bankers, accountants, & consultants), and association members. You can also approach suppliers or distributors active in the type of business in which you are interested. Let them all know you are in the market to buy a business and ask them if they know of any opportunities. In some cases, you may know of a specific business that represents exactly what you are looking for. If you do, there is nothing to prevent you from approaching the owner directly and asking if he or she is interested in selling. Financing Once you have a value in mind for the target business, your next step is to determine if you can afford it. Few businesses are purchased for a lump cash payment, though many sellers may prefer that. In most cases, some kind of financing is involved. There are, of course, many sources of

Faking Sanity to get a taste of the East Coast By Jill Earl

DAWSON CREEK-Just off of a performance in Fort St. John, East Coast folk singer, Kim Wempe, is heading to entertain audiences in Dawson Creek. The stop at Faking Sanity on Friday, Mar. 9 is a scheduled performance on Wempe’s Home Routes Tour, promoting her current album, Painting With Tides. Wempe has been touring across Canada since September. After finishing her Home Routes Tour on Mar. 16, and after playing two house concerts in Saskatchewan ending on Mar. 24, she is heading home to Antigonish, Nova Scotia to write and record another album. “It makes my stomach turn when I say I’m recording another album...there’s so much work to do, it’s been really really busy,” Wempe said. She said touring has been “crazy busy”, but it’s necessary for a musican to gain exposure. “You’re only choice is to get out there and play and tour and that’s how you gain experience. It’s how you get better, it’s how you sell albums, it’s how you make money, and it’s how you experience the life.” Wempe has been on tour for the last two year and is looking forward to recording in the studio. Most musicians would find touring lonely, but Wempe has family across the country and touring provides her with the opportunity to visit her mother in Alberta, sister and nephews in Saskatchewan, father in Ontario and friends throughout. “It’s definitely hard being on the road sometimes,” said Wempe. “But, I feel that I’m really lucky in how I tour ... I have family across Canada and in all the places that I tour.” She added that family is extremely important to her, so touring every four to six months gives her the opportunity to see them quite often. Wempe moved to Antigonish, Nova Scotia in 2009 to attend St. Francis Xavier’s music program. The move from Alberta was sudden and unexpected for her, but admits now that it was the best decision. “I was just a little shocked because that’s not where I thought I was going to be living and moving. Antigonish is a small town so it was a bit of a shocker, I ended up there and I absolutely fell in love with the East Coast and now it’s my home,” said Wempe, who has been living there for four years. that are all helping each other out east, they all definitely effected my sound, that’s what I was surrounded by and inspired by and that’s what I ended up writing,” Wempe said. “I can’t imagine if I would have ended up in Toronto I think my sound would have been very different. When I moved to the East Coast I kind of found my musical home, if you will, and it’s just such a great musical support community out there,” she added. The musician community is very friendly in Nova Scotia, said Wempe. Musicians, seasoned and amateur, are always willing to help and support each other. During her year at St. Francis Xavier, she opened for Jill Barbar, an up-and comer-in the East Coast music scene—that appearance really set things in motion, said Wempe.. After finishing school, she moved to Halifax. She played shows in coffee shops and bars, made musician friends, started touring the East Coast and recorded an EP, Where I Need To Be. That album won the Rising Star of the Year award at the East Coast Music Awards. “That was pretty crazy and incredible, and it kind of felt like an East Coast welcome-to-the-scene, kind of thing, and that’s how it all kind of started,” Wempe said. Wempe said her award-winning EP was more produced than Painting With Tides and has more of a pop/folk sound that catered towards a radio audience. She wanted to go in the opposite route when recording Painting With Tides. Wempe said that she’d only do one or two takes for each song, and very little editing was done to alter those tracks to create a raw folk sound. “It was not directed towards radio and that wasn’t really the point, it didn’t really matter to me in terms of being played, I just needed to make that more acoustically-moved album,” she said. “And the feedback I’ve gotten from my fans on it shows me that it was worth doing it and it was just a record that I needed to do.” Her latest record was meant to be a raw album with more of an artistic vision and not a market, said Wempe.. When touring, Wempe’s voice is only accompanied by a stomp drum and guitar, giving her songs even more of a raw sound. “I kind of like that when you can listen to the album and have all the instruments on it, but when you see me live it’s totally stripped down, raw and acoustic and I think that people will appreciate the show and all the stories I tell, there’s a few of them.” Wempe became interested in music when she was six. She loved to sing as a child and learned to play the guitar when she was 13, shortly after she started writing songs. Her family was always a major support in her life, and she feels extremely lucky to be able to do what she loves for a living. “Best decision I could have made, everything’s worked out great, it’s not an easy road for sure but I feel beyond lucky that I can do what I love for a living and be able to live comfortably, and be passionate about what I do everyday and travel across Canada, so it’s pretty cool. “There’s nothing in my mind that I was born to do except for music, this is just my passion, this is what I have to do, and I know it’s gonna be hard and I have to keep truckin’ and it’s going to work out.” Kim Wempe’s albums are free to listen to at www.kimwempe.com/listen.

Reporting to the Manager of Finance, the Senior Accountant assists in the preparation of monthly financial statements for the Credit Union and its Financial Planning Subsidiary utilizing a variety of computer based spreadsheet and accounting applications to compile accounting and statistical financial data relating to credit union assets, liabilities, equity and expenses. This position oversees the balancing of General Ledgers and makes appropriate changes on the banking system to effectively manage financial controls. These groups thought that poor and abandoned children would have a better life in Canada than on the street and in the workhouses of Britain. Many thrived in Canada but others suffered abuse, poor working conditions, and loneliness. 2010 was designated as the Year of the British Home Child. Three quilts were made in Canada with squares submitted by descendents of these British Home Children. This quilt comes to us from Alberta and was lovingly put together by Hazel Perrier, a descendent of British Home Children. It depicts the experiences of these children across the country. Cowboy meets Hall Of Fame By Kyla Corpuz FORT ST. JOHN – A local cowboy will have his name added to the B.C. Cowboy Hall of Fame. Already into his 60s, Andy Copeland from Fort St. John, still takes the reins and is now being recognized for his competitive achievements. Mark McMillan, president of the B.C. His willingness to attend cattle drives and brandings for his neighbours makes him a vital part to the cowboy community. All of Copeland’s hard work as a cowboy is paying off. On Mar. 9 at the Kamloops Cowboy Festival and on Apr. 22 at the Williams Lake Indoor Rodeo his name will be inducted into the B.C. Cowboy Hall of Fame. “Normally speaking a cowboy that gets inducted only gets inducted once and that’s either in Kamloops or Williams Lake, Andy is a little bit special I guess,” said McMillan. Long-time friend of Copeland, Brian Salmond, will be a special entertainer at the Kamloops ceremony and asked that Copeland be present. McMillan said Salmond also requested to give the induction speech for his friend. “The induction in Williams Lake is in the rodeo, and that’s of course the rodeo crowd where Andy is so well known,” added McMillan. The BCCHS started in 1996, its mandate is to promote and preserve cowboy heritage.

Cowboys donate $20,000 to FSJ Legion The Campfire Cowboy Hoedown crew made a donation of $20,000 towards the new roof for the Fort St. John Legion, Branch 102. In addition the crew donated $3,000 to the Palliative Care Society. Many thanks to all who supported our cause and special thanks to all the performers who selflessly gave their time and talent and to all the sponsors in and around the community for helping us. Although we had a lot of rain for the Hoedown weekend we had a good turnout and it was a great success. We are hoping Jo-ann will kick start the crew into gear for the Hoedown in 2013. D.C. Safety Palooza to examine safety in all workplaces By Jill Earl

DAWSON CREEK- Most working adults spend at least eight hours a day at work, and just as people need to feel safe at home, they also need to feel safe at work. The B.C. Federation of Labour’s Health and Safety Centre is hosting a three-day event from Mar. 14 to 16, called Safety Palooza. Each day, two eight-hour courses will be held, and participants can pick and choose which courses are best suited to their work place needs. “We do the Safety Palooza for lack of a better word to give the community the opportunity to maybe pick and choose the classes that are most relevant to them. We also give past participants an opportunity to upgrade their education by taking a different course then what they did in the pervious year…It’s to give them some options...by the way it’s a requirement, 135 of the Workers Compensation Act says that all committee members are entitled to eight hours of training annually. So we’re fulfilling that need,” said Ray Hudon, head facilitator with the Health and Safety Centre. At the end of each course, participants get a certificate of completion that’s recognized by the Worker’s Compensation Board as certified training. Their courses are also recognized for half a credit through BCIT Health and Safety. During the Safety Palooza, the Safety Centre will be offering six courses: Occupational Health and Safety Part 1 (Basic), Supervisor Health and Safety Training, Occupational Health and Safety Part 2 (Advanced), Understanding and Preventing Stress in the Workplace, Incident Investigations, and Strains, Aches, and Pains. Hudon says that all of their courses are taught from a proactive stand point, and don’t deal with first aid or anything of that nature. “Our basic course is designed to educate safety committee members, supervisors, managers, and of course workers in their basic rights and responsibilities when it comes to health and safety in the workplace. We go through committee obligations and responsibilities, we go through the supervisor, the worker, and of course, managements responsibilities in health and safe-

ty,” Hudon said. The course also goes through the four basic rights that all workers have, and how they could move their safety committees forward. The advanced Occupational Health and Safety course is about utilizing what participants learned in the basic course and has participants developing action plans and recommendations for their safety committee. Hudon added that most supervisors don’t realize that safety is one of their biggest responsibilities in that position. The Supervisor Health and Safety Training Course is designed to help supervisors understand their roles and responsibilities. In the Incident and Investigation course, participants are taught what the legal requirements of an investigation are, how to fill out an investigation form, and how to talk to witnesses without casting blame or being interrogating. “It’s really the people aspect of how you go about having the conversation to get information and secondly, we reinforce the fact that it’s not about blame it’s about identifying the causes so

we can prevent it from happening again.” Workshops are also offered in Understanding and Preventing Stress and Strains, Aches, and Pains; courses that every worker can relate to. Hudon has been a head facilitator since 1992, and a certified investigator since 1998. He personally experienced the loss and pain that an injury causes not only the individual, but coworkers, families, friends, and communities. Hudon’s close friend was critically injured while at work and his brother was killed in an industrial accident. “For me, being educated in health and safety prevents pain and anguish ... I’ve seen it where workers lose their families over injuries as well, so it’s really important if we can have a heads up. If we have the knowledge of what’s going on we’re less likely to fall into a trap or not recognize the hazard before we get into it,” said Hudson. “As well as raising the enforcement level, and of course the responsibility level from all areas of the work place again from the employer all the way to the worker and everybody in between.”
