Saturday night saw dozens of performers at Albert’s Loft on the Mattson’s Farm at Rolla for an Open Mic Night, benefiting the Sweetwater 905 Arts Festival. The farm will host one more Open Mic Night on May 25 before the festival June 15-17. Traditionally the festival is held in September wrapping up the festival season, but this year organizers want to open the festival season hoping for warmer weather.

Peace region remembers lives lost in the work place By Kyla Corpuz

his struggle with music. “The song Phoenix was more about artistic challenges,” said Hogan. “In hindsight it seems very prophetic that I actually wrote that song that is so in keeping with the spirit of battling cancer.” Hogan went through “grueling” treatments, radiation and chemo, losing 40 pounds in the process. “It seems like a dream to have gone through that hell.” But days started to look brighter come mid-February when he could eat without pain and in the beginning of March he was put through an MRI—with clean results. After overcoming that battle, this country singer now has a new appreciation for life, especially since losing a friend to cancer, in the middle of both their treatment. “It’s really not…good stuff,” said Hogan, for lack of a better word. “It’s really nasty.” Even with three kids, he tries not to let headaches or arguments get him down. “It all just seems like small stuff, compared to not being sure if you’re going to live much longer.” Hogan said he was positive during his treatment process but was also realistic, adding, “They [doctors] could only do so much.” “I think if I learned anything, don’t ever think you’ve figured out life and what’s around the corner, you can be constantly surprised.” Hogan performed for the first time since his diagnosis in midApril, and said he’s excited to do a show with a full band when he stops in Fort St. John. “It’s certainly no stretch of the truth to say that I got a second chance, so here I go.”

Country singer rises from cancer’s grip By Kyla Corpuz
FORT ST. JOHN – In his Campbell River home, country singer Sean Hogan sips coffee out of a handmade mug with a dragonfly carved into it. He subtly notes how the dragonfly seemingly relates to a phoenix—the title of his latest album and a “prophetic” telling of his current state. Hogan, who is scheduled to play at the North Peace Cultural Centre on May 11, is a recent cancer survivor. He was cleared of stage-four cancer on Mar. 2, 2012. Rewind seven months, and a sick Hogan was diagnosed with oral pharyngeal cancer— which he, and numerous doctors, initially thought was a tonsil infection that wouldn’t go away. “It’s really surreal … Am I really awake? Is this just a dream?” recalled Hogan of his first thoughts upon being told of his diagnosis. B.C. welcomes improvements to federal Temporary Foreign Worker Program By Pat Bell, Minister of Jobs, Tourism and Innovation Changes announced April 25 by the Government of Canada to expedite and improve the Temporary Foreign Worker Program are welcome news for many B.C. employers. New rules mean the federal government will expedite application- processing for select employers to within ten days, to fill high skilled job vacancies for which no local workers are available. The new accelerated-labour market opinion (A-LMO) means greater flexibility for companies who have faced red-tape hurdles that have hurt their bottom line, as well as their abilities to innovate and create new jobs. Employers still need to prove they have been unsuccessful in filling vacancies with existing B.C. workers. New regulations will also weed out employers who intend to break the rules. As well, they will offer better protection for successful TFWs coming to British Columbia. Human Resources and Skills Development Canada and Citizenship and Immigration Canada, the federal departments that jointly administer the TFW program, announced the following changes to the program: a simplified online application process; faster and timelier processing for employers with a positive history with the program; risk-based and random in-depth compliance reviews of employers after LMOs are issued; and a call centre to support employers, among other enhancements. To be clear, our first priority is to use every available source of labour currently in B.C. However, we know given the forecast that over the next decade there will be over one million job openings due to our aging workforce and economic growth, we will not be able to meet our labour-market demands without new skilled immigrants. B.C. would also like the federal government to increase its Provincial Nominee Program annual quota of 3,500 nominees to 5,000 in 2012 and 6,500 in 2013. Including the immediate family members who accompany nominees, this would bring over

10,000 people to B.C. every year through the program. The Province would also welcome similar changes to allow for accelerated recruitment to fill vacancies in lower-skilled occupations, particularly in the Northeast region of B.C., where employers are facing critical labour shortages. We know that having sufficient numbers of skilled labourers to
fill jobs in B.C. is a major concern for employers, and immigration is one of the most-important avenues to attract skilled workers. Filling existing job vacancies faster will enable employers to operate more efficiently, and allow them to create more jobs for B.C. families: a key priority from the BC Jobs Plan.

The melting of 3 to 4 feet of ice on Charlie Lake takes a little more time to make way for boating. For many, it almost seems like magic when the ice disappears – sometimes from being ice covered one day to totally open the next! So how does ice on Charlie Lake melt? As the snow on the lake melts, the sun can directly impact the ice. The ice appears black in some spots, slushy and opaque as this process occurs. The ice, now acting like a greenhouse, heats the water below, as the sun shines through the ice. The ice in contact with this warmer water then starts to melt from the bottom. As the ice thickness erodes by 12 inches, it transforms into long
vertical crystals called “candles.” These conduct “light well”, so the ice starts to look black, because it is not reflecting much sunlight. As the sun continues to heat the ice, the water below the ice continues to warm. Meltwater fills in between the crystals, which begin breaking apart. The surface appears grayish as the ice reflects a bit more light than before. At this point, a bit of wind will break the surface ice apart. The ice candles will often be blown to one side of the lake, making a tinkling sound as they knock against one another, and pile up on the shore. This final process can take just a few hours where one day the lake is ice-covered and the next it is not – just like magic!

One project, one review policy is a great move by the governments
Dear Editor, I’d like to applaud the recent move to a “one project, one review” policy for environmental assessments. Having the federal and provincial governments carrying out environmental reviews that duplicate each other’s assessment processes is costly, senseless and unnecessary.
Duplicate review processes have been known to take as long as a decade before approvals are granted. Not only is this a jobkiller, one that seriously stunts economic growth, it also robs communities of the investment and prosperity they long to see. A “one project, one review” approach balances important environmental values with other values. It meets all environmental
requirements. And it does not diminish environmental protections or safeguards in any way. Nothing is being lost by this overdue streamlining, but much is definitely being gained. Donald Leung, Burnaby, BC
20 year old Madison Scott still missing as anniversary date approaches Dear Editor Re: Unbelievably, my 20 year old niece, Madison Scott, remains missing after mysteriously disappearing on Saturday, May 28, 2011, from the Hogsback Lake forestry campsite 25 kms south of Vanderhoof, one hour west of Prince George, BC. She was camping with a group of young people from Vanderhoof who were celebrating a friend’s birthday. Everyone left the party by about 4:00 am, and Maddy was left alone at the campsite. Something happened that led to Maddy’s disappearance; foul play is suspected. Maddy remains missing
despite a vigorous and in depth RCMP investigation and ongoing efforts by family and friends. We believe someone knows where she is, but they have not come forward with the truth. The purpose of this letter is to appeal to all British Columbians and visitors to be watchful for and mindful of anything suspicious as they head out into the outdoors as spring and summer approach. Our family needs everyone’s help. If anyone has any information that will help bring Madison home to her family, come forward now! If you have information, or were at Hogsback Lake the weekend she went missing and have

Students march for a cause
FORT ST. JOHN – A few hundred secondary and middle school students took part in the largest My Strength Is Not For Hurting campaign in Fort St. John. On Apr. 27 students marched from the high school to the North Peace Arena donning shirts with messages that read “I will not be silent” and “Abuse is not love.” “This definitely has been the biggest campaign so far, I’m really proud of everyone who came out, we got a lot support and we got a lot of donations,” said Grade 12 student and member of the NPSS Student Advisory Team Lori Johnson. The students made their way to the NPA and filled half the arena, where they listened to guest speaker and former NPSS

Service to Edmonton to fly May 14 By Jill Earl DAWSON CREEK- Nearly two months after the initial announcement that Northwestern Air was considering including Dawson Creek in their flight schedule the company has announced service to and from the city starting on May 14. General manager of Northwestern Air Gordon Bush presented information about the company and a flight schedule at the Chamber of Commerce luncheon on Mar. 15. The schedule offers flights to Edmonton, Alta. Mondays, Wednesdays and Fridays in a three tiered schedule granting discounts. “It’s an incentive for people to book early, and also for them to save and also for us as a cash flow situation when money is in the bank strait away rather then people waiting until the last minute to book, so it’s an incentive for people to book early,” said Bush. Bush says that the response from luncheon attendees was positive, and will rely on feedback from the community to determine the right schedule. Ian Darling, airport manager, says that the three-day schedule is common for companies who are starting to service new areas. “To put in a time schedule that suits Dawson Creek, it may effect some of their other routes, so what they want to do is sort of a test market here, run three days a week or whatever their schedule is going to be at whatever times, those times are going to suit them until they see that there’s actual traffic. Every airline does that, they don’t usually put it in your best time, they put it in on their best time, because they’re limited to how many aircrafts they have, how much free time they actually have to do a route,” said Darling. In six months Bush plans on conducting a review of
the service to see if the number of bookings are growing and if the service is even worthwhile. “So for now, it’s a good one, there’s nothing wrong with it, it’ll work well three days a week. Hopefully people will use it, and it will grow, and eventually I’d like to see that airline station an aircraft in Dawson Creek so they can actually go out and leave Dawson Creek in the morning and come back in the evening, which would be really good for us,” said Darling. Bush expects that it will be a slow start to attract customers, but hopes that the community will support their business. “It does take a while for the word to get around, it’s like every new service, it takes time to fire it up and for people to get interested and know what’s going on...I know it’s going to be a hard nut to crack, it takes such a long time to get the word out there. Unfortunately we don’t have pockets like West Jet or Air Canada to have multiple televisions, we have to get in there and do the best we can with what we have,” Darling said. Darling says that there has been a demand for service going east ever since he became manager and believes that success will come to Northwestern Air so long as local flyers are prepared to change their flying habits. “I’ve been around long enough to know that it’s hit and miss, it’s really hit and miss because you have to change people’s habits when you start something new like this you’re changing somebody’s habits. There’s a great demand to go to Edmonton, people are already doing it and how they are doing it is totally different then what we’re doing now. So when this new airline comes in, people have to change their habits and use the airline,” Darling said. “The community has to be a partner in this,” he said.
Teachers vote to resist By Jill Earl
DAWSON CREEK- The provincial government’s Learning Improvement Fund and regulations officially came into effect on Apr. 14 and according to local teachers’ representative classrooms are yet to feel any impact. “We haven’t see anything at all, and I haven’t heard anything from the district as to what they anticipate what will happen in the fall. There is some discussion about whether the money will be put into more teachers trying to reduce class size or whether it will be put into support staff,” said Lorraine Mackay, president of the Peace River South Teachers’ Association. The $195 million Learning Improvement Fund is scheduled to start next school year with $60 million budgeted to address class size and composition issues in schools. Teachers, staff, the union, and districts will decide how to best use the funds which can be spent on hiring additional teachers and learning aids, providing additional teaching time and supporting professional development. Regulations came into effect three days before members of the British Columbia’s Teachers’ Federation voted 73 per cent in favour of adopting a resistance strategy on Bill 22. 21,625 teachers voted in favour of resistance during the voting period Apr. 17-19 while 7,846 teachers voted against the strategy. “This vote sends a powerful message to government that they must rethink Bill 22, listen to the concerns of teachers, respect our rights, and invest in services to students… Teachers are united in opposition to this terrible piece of legislation, the twentieth bill passed by the BC Liberals since 2001 targeting teachers’ professional and labour rights. We simply have to take a strong stand,” said BCTF president Susan Lambert in the press release. As a part of the resistance strategy teachers plan on refraining from extracurricular activities and launching a public awareness campaign in hopes of garnering support of opposition to Bill 22. “I think what the BCTF is hoping is that there’s enough public support for teachers that Bill 22 is taken off the books or at least that the government doesn’t follow through and actually legislate an agreement on teachers…we’re just trying to get the public to help teachers tell the government how unhappy they are with that whole system of negotiating or dealing with teachers,” Mackay said. Mackay admits that it would be difficult for the government to rescind the bill, but suggest that giving the contract mediator more freedom would be a start. Continued on Page 15.

St. John Curling Club
The Fort St. John Curling Club
In August of 1946, planning started to take place for a curling club in Fort St. John. The new building was completed in 1947, at the corner of 102 St and 98 Ave. This three sheet building housed the club until 1960 when a six sheet facility was built at the club’s current location. Unfortunately in June 1978 the building burnt to the ground with few salvageable items. The volunteers of the Fort St. John Curling Club went to work raising funds and organizing another building to be built. The new building officially opened December 7, 1979 and is the building the Fort St. John Curling Club still uses. With over 350 members, the Club hosts four league nights and an open drop-in night. We also host the Fort St. John Petroleum Associationís Oilmenís Bonspiel, a Cash Spiel, Menís & Ladies Bonspiels and the Mukluk Bonspiel in conjunction

with the High-on-ice Winter Festival. “It’s important for us to grow the game of curling, that’s why after reading about a free drop-in night taking place in southern BC, I went to the executive and we instituted it,” said general manager Ryan Harvey, “it gets people out here, learning the game and having tremendous amounts of fun in the process.” Another area of growth we’ve seen is in our junior program. Last year we had 42 participants, which is an increase of about 30 juniors over two years. The Club in partnership with School District 60 has created a grade 7 junior program, which has seen approximately 700 students get introduced to the sport of curling over the past two years. It’s a great program that was started to introduce the students to the game. Hopefully we can grow it into a junior or intermural league; that is our goal. The Club is also a great place to host weddings, meetings, parties, tradeshows and conferences. The 5K-run is an inclusive event said Ziebart. “First-time 5k’ers, runners, walkers, and strollers are welcome.” The route begins at Surerus Park and continues along 86 Street and 101 Avenue. This is the first Mother’s Day run hosted by the Rotary Club, an event they hope becomes an annual celebration. Dr. Charles Jago was chosen as the Bill’s mediator tasked with assisting the BCTF and the BC Public School Employer’s Association in negotiations. Two weeks after the ministry announced Jago’s appointment on Mar. 28, the BCTF filed a complaint with the Labour Relations Board against Jago, accusing him of being biased. “He was actually approached in early February, even before they started talking to BCTF about mediation, they actually talked to him and said would you like to be the mediator…So he’s admitted that the liberals went to him, that he helped the wordsmithing on Bill 22 and now he’s coming to us saying that he’s not biased and has an open mind. We’re not necessarily believing that,” Mackay said. Education Minister, George Abbott stands by his decision. “I have full confidence in the qualifications of Dr. Jago. He is the right person for the job…Unfortunately, while they initially asked for a mediator to be appointed, the BCTF now seems intent on side-lining the mediation process by asking the Labour Relations Board to have Dr. Jago’s appointment rescinded,” Abbott said in a Apr. 5 press release. Jago has until the end of June to assist the parties come to an agreement. The resistance strategy also makes room for the possibility of a future vote to withdraw services. Mackay says that this will be only done under three circumstances: if fines are levied against teachers or the BCTF, if mediations fall apart and if the government legislates a contract. “It’ll be the recommendation of the provincial executive that we take a vote and let teachers choose to withdraw the services, so this isn’t anything that will happen in the next little while,” Mackay said.

FORT ST. JOHN – The District Palliative Care Society wants the community to know they are here to help. “We are making a conserted effort to get our name out there that we are available,” said Jennifer Robbins, Fort St. John and District Palliative Care Society treasurer, at council last Monday, Apr. 23, when city council proclaimed May 6 to May 12 Palliative Care Week. She added there are no fees for the society’s service and it is “very easy” to get support from the organization. “Our coordinator Pat meets with clients and assess their needs. We step in and provide support for family and friends during a very stressful time,” said Robbins. In order to keep their volunteers busy, Robbins along with two other volunteers Dan Hanson and Brian Deakin noted it was important for people to know they are accessible to the community, before it’s “too late”. “We have a lot of people who are very passionate about helping a lot of people,” said Deakin. “If nobody gets ill it’s a good thing, but a lot of people do. A lot of people these days … find out that they waited too long because they didn’t know about us.” Cheryl Bush-Deakin has been a volunteer with the Palliative Care Society for nine years. Volunteers like her meet with people who are ill to provide an additional support system and take some leverage off family members or care givers. “Care-giver burn-out is a huge thing and that is why we recommend that we start coming to visit early to assist/support the client and their families and friends,” said Bush-Deakin in an email. Volunteers who visit with clients help in various ways. From giving a massage, to watching TV with the person, listening to music or playing card games; even preparing a cup of tea or lunch, reading them a book or simply being a good listener, said Bush-Deakin. “These all will vary depending on the length of time you have been visiting your client and the stage that your client is with their illness. Each volunteer has different experiences with each of their clients,” she added. Volunteers go through a training course before being paired with an individual. While the service doesn’t have a price tag, the District Palliative Care Society receives many of their funds from Northern Health and community donations. This year the Society is hosting a Hike for Hospice Fundraiser walk at the Pomeroy Sport Centre on May 6 between 12 p.m. to 4 p.m. Friends or family can make referrals and is not limited to medical professionals. Energy Cooperative blows turbine into region By Jill Earl
DAWSON CREEK- Peace Energy Cooperative has added another project to their list, announcing a dealership agreement at their annual general meeting on Apr. 14. The organization responsible for initiating the Bear Mountain Wind Park, located 15 km out of the city, is now focusing it’s sights on wind energy for commercial and residential use by becoming an official dealer of Vbine wind turbines. The cooperative unveiled the project to the public at this year’s Kiwanis Trade Show Apr. 20-22, displaying a miniature model of the vertical access turbine. Valerie Gilson, resources and relations with Peace Energy Cooperative, said in a presentation to city council on Apr. 23 that it took three years of research to find a wind turbine suitable for the needs of the region. “There’s a lot of research... wind turbines tend to vary from company to company and from model to model and we wanted to make sure we found one that would be the best fit for this region,” said Brigitte Schilds, new executive director for the cooperative. The Vbine wind turbines are approximately 7 ½ feet in diameter and about 12-15 feet tall, they must be mounted on something at least another 15 feet high. The turbines were designed by a Canadian company called Vbine Energy based in Sask., and are currently manufactured in Man. The cooperative is the only dealer of this turbine in B.C. and the only one east of Edmonton. According to Schilds, the Vbine has several features that make it attractive

Helipad update at new hopsital By Kyla Corpuz
It’s still up in the air whether or not the new hospital will have a helipad. Some residents have voiced their discontent of not having a helipad in the new hospital. According to Fort St. John Mayor Lori Ackerman, Northern Health says it will take a closer look at a helipad option this fall, after the move-in is complete at the Fort St. John Regional Hospital on 112 Avenue. In addition, MP Prince George-Peace River North Bob Zimmer said he supports a helipad. In a letter to Ackerman he states: “with a growing population and a local oil and gas industry that has its inherent dangers in remote areas, I believe having a helipad on hospitals grounds will ensure residents have quick access to medical care services.” Northern Health was not available for comment before press.
CHANGES TO a RESIDENTIAL ZONING BYLAW NOT FAVOURED BY ALL By Kyla Corpuz
FORT ST. JOHN – The new R-1a zoning bylaw, intended to accommodate more affordable housing stock didn’t see the approval of one city councillor and local real estate agent. The bylaw limits a property footprint to 900 square feet, but it doesn’t restrict it to that exact square footage said city planer Kevin Brooks, who added that it was possible to extend it to a two-storey 1,800-square foot house. “Justification for that is affordable housing,” said Brooks. “Which has resulted in an increase of population cost.” He said having a smaller footprint would also leave a smaller frontage, which would in turn make more room for snow removal; that in his eyes is a benefit to the community. This type of zoning is not meant to be pushed on developers rather remain an option for developers to use, he added. “This isn’t something we are forcing or rezoning, this is another product developers can use… this is something
they asked for, so they can diversify the housing stock,” said Brooks. But having this type of zoning option worries city councillor and real estate agent Trevor Bolin. He said opening up this opportunity could likely cause some discontent with people who would potentially neighbour a 900-square foot house, in an area that has 1,400-square foot houses. Local realtor Arlen Brekkaas said limiting the footprint size would be a “mistake”. Brekkaas was the only resident who gave his opinion during a public meeting regarding the zoning bylaw changes. “It would be cheating affordable housing,” said Brekkaas. A change to the R-1a was just one aspect to the entire revision of the zoning bylaw, which also included changes to landscaping requirements and commercial areas, to name a few. Despite Bolin’s opposition, the rest of council voted in favour of the zoning bylaw.

New program to revive paramedic care By Jill Earl
DAWSON CREEK- Through a partnership with the Justice Institute of British Columbia’s School of Health Sciences, Northern Lights College will offer a new program designed for first-level Emergency Medical Response license holders to upgrade their skills. The Primary Care Paramedic program is split into online components, a series of weekend workshops that will be held at the Dawson Creek campus and a practicum that includes 12 ambulance shifts and three hospital shifts. The program is designed so that students can work and study concurrently. Students started the online portion at the end of March and will graduate in midDecember, as the program is approximately 11 months long. The program is nationally accredited meeting the standards set out by the Paramedic Association of Canada, and has those standards on curriculum, equipment, and administration enforced by the Canadian Medical Association. Usually the JIBC’s School of Health Sciences only offers their 200-seat maximum to areas such as New Westminster, Victoria, and Kelowna, but the Ministry of Advanced Education has granted the school an additional 75 seats. “What we’ve been able to do this year to offer courses in Port McNeill on Vancouver Island, in Smithers, Dawson Creek, and another course in Prince George, and another one in Kamloops, and that’s part of our special arrangement made with the Ministry of Advanced Education and BC Ambulance, the focus being to raise the level of training for paramedics in rural communities, particularly in the north,” said Steven Mills, primary care paramedic program manager for the JIBC’s School of Health Sciences. Mills worked as a paramedic with BC Ambulance for 22 years before taking the job at JIBC. He says that the ministry only allows a certain number of seats annually because they fund slightly over half of what the tuition would cost students, so students end up paying cheaper rates. “The number of seats was a decision made quite a long time ago between BC Ambulance and the Ministry of Advanced Education, on how many seats would be required to be filled every year in order to provide enough paramedics for the turnover rate that they expect yearly in the province of B.C. However, that changed fairly radically in the last couple of years because of growing retirement, the age demographic, people retiring and that’s why they’ve been offering these additional seats,” Mills said. The partnership with NLC began as a direction from the Ministry of Advanced Education to partner with other post secondary institutions to provide access to different educational programs rather then building the infrastructure needed to offer it themselves. “The point being a college like Northern Lights or Northwest Community College in Smithers, they can only offer so many types of programs given the facility they have, the faculty, and the funding, and so by creating partnerships with the post sec-
ondary education, that college is able to bring in courses not normally available to local people, and so under that directive it’s just really a match made in heaven for us,” Mills said. JIBC has also partnered with Northwest Community College in Smithers, North Island College in Port Alberni and the College of New Caledonia in Prince George. The program builds on skills and knowledge students learned in EMR courses and include intravenous therapy, a higher level of diagnostic and treatment ability, and allows them to distribute certain drugs. “With a higher level of training they can help so much better… paramedics are trained at a higher level which means when they get into the hospital they’re already in a position where the response of the hospital staff is built on what they did before they got to the hospital. They improve patient care, and by improving patient care, what that usually means is shorter stays in the hospital, better outcomes long term in terms of health and recovery for patients,” Mills said. Mills believes that the program won’t necessarily attract more health professionals to the north, but thinks that the program will not only be helpful to EMR workers but health service providers working in the oil and gas industry. “Currently in industry (oil and gas) there’s a real strong drive to have PCP’s instead of EMR’s, and definitely instead of occupational first aid level three…to give their workers a much better not only experience but also a safer environment,” said Mills, adding that at the Dawson Creek campus most of the students enrolled in the program are currently working for health services in the oil and gas industry and not for BC Ambulance, as most other campuses where the program is offered. He says that BC Ambulance is actually hoping to recruit some PCP workers in the oil and gas industry because to start they only hire for part-time and this would allow the PCP worker to hold jobs with BC Ambulance and in the industry. “The whole paramedical industry or profession is actually a way of attracting people, it’s set up in a way that will attract people to the north, because they need to go to the north or more rural areas in order to get hired initially,” said Mills, adding that while some people leave after their probation period, other people love the community and stay. He believes that health care in the north is very different from in big cities, and that the health care workers are different as well. “A strong level of professionalism and knowledge and integrity and skill is needed to do rural medicine well. I’m excited to be able to bring primary care paramedic training to rural communities,” he said.

energy efficient house in Fort St. John that uses 80 to 90 per cent less energy than a normal house. City staff provided council with six options on Apr. 23 that outlined possible scenarios for the Passivhaus from the time it is built to when the city sells it, which is between two to five years. Within that time frame it will be owned by the city with a purpose to educate the public on what the Passivhaus is, by demonstrating how it is an “affordable” and green housing choice. The options presented ranged from a) having it used to facilitate city staff workers b and c) and or merge with BC Hydro for the duration of the potential Site C dam construction, d) keep the Passivhaus indefinitely city-owned as it would have low operating costs ($200 to $400 a year), e) have a family rent it out but allow the city to have access to utility use and be open to conduct open houses and tours or f) rent the space out to a non-profit group, who would then be responsible for tours and open houses. Councillor Trevor Bolin was in favour of combining the first two options, while Councillor Bruce Christensen liked the idea of renting it out to a family and Councillor Dan Davies wanted to see a blend of option a, b and e. Mayor Lori Ackerman wasn’t comfortable with the option of renting it out to a family, as she felt it would be “awkward” to conduct tours through a family’s home. Bolin commented further on why that alternative would not be as viable, stating it would require the city to abide to the Tenancy Act which means the family would need 24 hours notice before every tour or open house. City Manager Dianne Hunter said that staff was open to revise the options and would come back with more additional information. Council approved the Passivhaus concept last April and funds for construction were allocated in this year’s capital budget. This project upon completion will be B.C.’s first single family Passivhaus. It will be located in the Greenridge Heights area.

The Peace River Regional District (PRRD) has an immediate opportunity for a full time Building Inspector II working from our Dawson Creek office. Reporting to the General Manager of Development Services, the successful applicant in this unionized position will have a thorough knowledge of the BC Building Code & Plumbing Code, and a good general knowledge of local government bylaws and enforcement practices. Duties for building inspection will include: examining and reviewing building plans, drawings and applicable documentation to ensure adequacy and conformance with bylaws, codes and standards; issuance of permits; responding to public inquires about PRRD building regulations; assistance with the preparation of annual budgets; preparation of regular reports; field inspections of construction and property to ensure conformance to bylaws, codes and standards; taking the necessary action to ensure all deficiencies and/or requirements are corrected; and supervision of Building Inspector(s) level I. The preferred candidate will possess the following qualifications: • Minimum grade 12 or equivalent. • Minimum Level II Certification from the Building Officials’ Association of British Columbia (Level III preferred). • Level 1 Certification from the Plumbing Officials’ Association of British Columbia • Wood Energy Technology Training (WETT). • Three years of Level II building inspection experience, preferably with local government. • Two years of supervisory experience in a local government context. • Considerable knowledge of: technology and operations of inspection service activities, methods and operations; provincial and local building regulatory environment; the construction industry, business practices and industry trends. • Excellent interpersonal skills and demonstrated ability to handle a complex and varied work load. • Considerable skill for interpreting and reviewing plans, drawings and specifications and in applying regulations. • Reasonable knowledge of office administration procedures and computer software. This role requires superior communication skills, both verbal and written, to convey necessary information to the public, professionals and other staff. Excellent interpersonal skills are essential. A Class 5 driver’s license is required. The rate of pay for this CUPE position is $38.08 per hour based on a 35 hour work week. A full and competitive benefit package is also included. Bike Day is made possible in partnership with the City of Fort St. John, because they donate the bikes. Bylaw officer Bonnie Isenberg said she has been on the look out for abandoned bikes that are still usable for the Bike Days program. “If it wasn’t for their [City] support, we wouldn’t be able to conduct this program year after year.” Boda first initated the program in 2005.

FORT ST. JOHN - School District 60 physiotherapist Lisa Boda met with students from around the district to assess their needs so they are equipped with bikes that are adapted to suit them. The bikes are modified by SD 60 grounds foreman Greg Large, who Boda said is instrmental in making this program a reality. He’s able to make the transformations happen with the help of Boda. “He has the skills and hands to adapt the bikes,” she said. “He’s very motivated.” These bikes are then delivered to the students’ schools and integrated into their academic prgram. “A lot of our kids who participate in this bike program have difficulty with their motor skills so that involves coordination,
