HUDSON’S HOPE – Energy economist Robert McCullough headed a presentation to Metro Vancouver’s Intergovernment and Finance Committee on flaws associated with the Site C business case on Thurs., July 18. Hudson’s Hope Mayor Gwen Johansson and legal counsel Rob Botterell, who represents the Peace Valley Landowner Association, were part of the delegation that was requesting the board write a letter to Premier Christy Clark asking to hold off on building Site C until it could be properly reviewed by the B.C. Utilities Commission. Site C, an $8.8-billion hydroelectric dam
proposed for northeastern B.C., would provide 1,100 megawatts of capacity, and produce roughly 5,100 gigawatt hours of electricity each year, according to the B.C. Hydro website. It would produce enough electricity to power the equivalent of 450,000 homes annually. While large projects like hydroelectric dams would normally be subject to review by the B.C.U.C., an independent body that decides on the project’s merits, by law the government exempted Site C and announced last December that the project was going to go ahead. McCullough, who owns a consulting firm in Portland, Oregon, has worked across Canada and the United States for the last 35 years, and has testified in state, federal, and provincial courts as well as before regula-
tory bodies. He was asked by the Peace Valley Landowner Association to provide an independent assessment of Site C, which he did. McCullough’s analysis, titled Site C Business Case Assumptions Review, determines that the Site C portfolio does not make good business sense in today’s economy. “While the cost and choice of options deserve further analysis, the simple conclusion is that Site C is more expensive – dramatically so – than the renewable/natural gas portfolios elsewhere in the U.S. and Canada,” it reads. “Our analysis indicates that the Site C portfolio may well be twice as

costly as the renewable/natural gas portfolio adopted elsewhere.” In addition to presenting McCullough’s findings, the delegation supplied the committee with background information about the project, and how it could potentially impact the City of Vancouver’s own goals. Vancouver is striving to become the greenest city in the world, but large scale hydro projects like Site C are not ‘green,’ and do not qualify for green credits, according to Mayor Johansson. “That was what we were sort of trying to point out,” she said, in an interview with the Northeast News. They argued that Site C has implications that could affect other B.C. cities’ borrowing power, electricity rates, and quality of life. “Number one is that, borrowing $8.8-billion is a huge amount of money to be borrowing, it’s the most expensive
project that B.C. has ever contemplated, and so that takes up a lot of borrowing room,” explained Johansson. “Probably borrowing that amount of money would push some other major projects in B.C. off the table, because you’ve only got so much borrowing room.” Secondly, they looked at future costs for ratepayers, and potentially reduced demands for power with increasingly efficient technology. “We know that electricity rates are in the middle of a 28 per cent increase over five years, and so that’s going to end in 2018. Then we know that the following five years there’s going to be annual increases, they just haven’t said how much,” Johansson said. “That puts you to 2024, and that’s when you start paying
for Site C, so you’re going to see a big jump then.” In light of higher rates, people will either cut back on the amount of electricity they’re using, or in some cases some families may start putting solar panels on their roofs, Johansson said, because solar power is becoming cheaper with better technology. A third point the delegation emphasized was the Californian draught. “It’s been going on for four years, but now you’re starting to see, climate change is here. And so, nobody really knows what the new normal in California is, but we’re seeing the price of vegetables go up.” The agricultural lands that will be flooded for Site C, while not expansive, are highly productive, with well drained alluvial soils. There’s a microclimate in the valley that makes it possible for farmers to grow watermelons and cantaloupe, fruit that would normally only flourish at much lower latitudes. While McCullough’s report says the business case doesn’t hold up, Minister of Energy and Mines Bill Bennett has maintained from the beginning that Site C is the cheapest and best option for power. “What has driven me as the Energy Minister over this last year and a half is what’s best for the ratepayer of British Columbia, how can we acquire the power that we need at the least cost possible, and the answer turned out to be the Site C project,” he said on Dec. 16, 2014, when provincial approval for the project was granted. “B.C. Hydro, their methodology for forecasting demand has been examined by the B.C.U.C. on a number of occasions, and B.C.U.C. has indicated that it is state of the art,” he said. “It is our view, in government, that the public would prefer that we not use fossil fuels to generate a large part of our electricity . . . we think that clean, green electricity is really what the public wants, so that’s one of the reasons that we dismissed the natural gas option.” The Metro Vancouver Intergovernment and Finance Committee passed a recommendation to the Metro Vancouver board that the board write a letter to the premier requesting a moratorium on the construction and development of the Site C dam until 2017, and that the proposed project be referred to B.C.U.C. for review and consultation. That recommendation will be going to the Metro Vancouver board on Fri., July 3.

Child pornographer arrested in Dawson Creek, RCMP seize “thousands” of images and videos

Ed Reinink of the Dawson Creek RCMP, 31-year-old Kevin James Belcourt has been arrested and charged with one count of sexual assault, one count of sexual interference, one count of luring via telecommunications and two counts of administering a noxious substance. A charge of “sexual interference” indicates victims under the age of 16. Belcourt has been luring individuals on social media sites, for the purposes of creating and distributing child pornagraphy. The targets have resided largely in Dawson Creek and Prince George. Belcourt is also known to reside in Dawson Creek as
well as in the Prince George area. Belcourt, who goes by Kevin James on Facebook, uses Facebook as well as other social media platforms to lure his victims. It was not specified which of these social media sites he has used. Thousands of images and unconfirmed videos are “absolutely” being used for child pornography purposes, Reinink told Northeast News. “This is an investigation that’s going to take some time, we have several thousand images to go through, a couple thousand videos to go through,” Reinink said. “We have confirmed images; the videos are suspected to be child pornography, they haven’t been confirmed yet.” The press release states that Dawson Creek RCMP entered into a child sexual assault investigation on June 12 2015, and as a result of the investigation arrested Belcourt on June 19. RCMP were alerted as to Belcourt’s activites by the B.C. Ministry of Children and Families. A number of search warrants were conducted on a residence, and search warrants were also carried out on an undisclosed number of “devices capable of holding digital images.” RCMP are currently attempting to identify an undisclosed number of additional victims. It is unusual for RCMP to release the name of an offender in such a case, but in this instance Belcourt’s identity has been released in an effort to alert his other targets. “We want to see that justice is served here,” said Reinink. “We know there are a number of other victims that we want to come forward, we want them to know that right

a beacon of safety, a place to go if ever they were in danger. As time went on, the Block Parent Program of Canada lost its steam in B.C. There weren’t enough people willing to be Block Parents to keep it going. But Valerie Coe, a single mom in Fort St. John, is on a mission to bring it back. On Mon., June 22, she presented her plan to council, requesting approval and support. “One of the things that I’d like to bring to your guys’ attention to is the issues that have been floating around with a gentleman coercing kids, attempting to get them into their vehicle. This program is something that helps prevent that,” she said. Coe was referencing a recent scare in Fort St. John when a man in a vehicle approached a young child playing near Robert Ogilvie Elementary School and told her to get in his car. The child fled and was unharmed. Block Parents put up a sign in their home window, which they are able to receive from the Block Parent Program of Canada if they are over the age of 18 and have had their criminal record check and Vulnerable Sector Screening check. It signals that anyone in need can approach that house for help. “Whether it’s a kid, a senior, or even if you’re uncomfortable, if you’re injured, lost, that sign means help is there,” Coe said. While promoting safety is a primary objective, she also hopes to change a culture of fear mentality about children’s safety. In fact, what spurred her to action was a post she’d read
on social media about a nine-year-old child who was walking home, and had the cops called out of a fear he was in danger. “Everyone was panicking because they felt he wasn’t safe. If I remember correctly, the kid was only a couple of houses down by the time the cops showed up from his house. So it’s just at a point of being ridiculous,” she said, in an interview with the Northeast News. “We’re definitely safer now than we were 15 years ago . . . people don’t comment about good things. You don’t hear good. You hear bad. You always hear bad. And the immediate mentality that kid was in danger when he wasn’t, I think needs to stop.” Enhancing community cohesiveness is another benefit Coe sees to the program.

The peaceful streets Since my last editorial was a fairly negative traffic-related topic, this time I thought I’d focus on the positive side of driving in the Peace. When driving around Vancouver, or any city really, one becomes accustomed to driving defensively, but not just defensively in that you anticipate sudden movements such as unsignalled lane changes, drunk jaywalkers or hostile bicycle commuters. You get emotionally defensive, meaning that while driving in the city you deal with so much erratic traffic, roadblocks, construction and just the outright terrible driving habits of so many thousands of people all in a hurry all the time, that your fuse can get a tad short. Basically, everyone is on the edge of freaking out, all the time. This causes a vast number of daily instances of suburban and urban road rage of varying degrees of intensity and criminal offence—random strangers screaming at each

other uncontrollably or just quietly wishing hurt upon the woman in front who refuses to assert herself through that busy left turn, as a line of increasingly frustrated drivers lose their collective minds behind her. Thus, you get used to getting a bit aggressive. It’s how you get by. And you come to expect it from the drivers around you. Which brings me to Dawson Creek. It’s taken me the few months that I’ve lived here to get used to a profound difference in attitudes behind the wheel. Everyone messes up. So when I do commit a little fauxpas or maybe drive a bit too slowly without realizing it, I expect when I make eye contact with the other driver to do my little “sorry!” wave, that I will be greeted with an expression of fury, disgust, or at the very least condescending exasperation. Not so in Dawson Creek. Imagine my pleasant surprise when I was greeted again
and again in such instances with expressions of, well, nothing. Because the element of selfish urgency which permeates the roads and minds of city-dwellers, where everyone is on a mission and everyone’s mission is more important than everyone else’s, does not exist here. Not to say there’s a lack of urgency, but it doesn’t exist to the point where every second lost because of a slow mom or a pedestrian crossing isn’t a matter of life or death. It’s refreshing to be faced with a smile instead of a scowl. So aside from the occasional coal-roller and a generally more casual attitude towards turn signs, I find driving in Dawson Creek to be for the most part pleasant, and not something to be dreaded. STACY THOMAS news@northeastnews.ca DAWSON CREEK - Dawson Creek will be receiving new drinking water infrastructure, including a new potable water reservoir and booster station. The announcement was made in Dawson Creek on June 25 by South Peace MLA Mike Bernier, MP for Prince George-Peace River Bob Zimmer, and Mayor of Dawson Creek Dale Bumstead. Zimmer was in attendance to represent Denis Lebel, Minister of Infrastructure, Communities and Intergovernmental Affairs. Almost $1.7 million has been confirmed for the project from the federal Small Communities Fund, to be matched by the Province. Dawson Creek will contribute the remainder of the funds. The infrastructure will provide reliable potable water supplies to Dawson Creek as well as increased water pressure, with the intent of meeting anticipated future peak summer demands, as well as the city’s fire-fighting needs. “We are proud to invest in projects like this new potable water reservoir in Dawson Creek, that will benefit our community by improving much needed local infrastructure,” said Zimmer. “Our Government’s commitment to municipalities, big and small, has never been stronger. Through the New Building Canada Plan’s Small Communities Fund, we are investing in priority infrastructure projects that have a positive and lasting impact on the quality of life of British Columbia’s residents while helping create jobs and economic growth.” Construction on the project is estimated to begin this summer. There have been 21 projects approved in B.C., as part of the Small Communities partnership. Eleven of them are drinking water projects. According to the Province there are more projects currently under review. “This project is a great example of a partnership between local, federal, and provincial government and how improving infrastructure in communities across British Columbia continues to be a priority for this government. “You start to know who else is Block Parents in your neighbourhood. One of the things they [Block Parent Program of Canada] suggest is having a Block Parent block party, and you get to know people in your community. That’s a big part of it for me,” she said. Cpl. Jodi Shelkie, with the Fort St. John RCMP, believes resurrecting the program would be a positive step. “It seems like a valuable program for the community, and for vulnerable sectors,” she said, adding that she can’t speak from a place of experience because she’s only ever served in B.C. and has never worked with it. The only challenge she sees is the number of criminal record checks RCMP would have to do. To be a Block Parent, a criminal record check is required for everyone in the household aged 12 and over. “It would be a challenge in the startup, if there’s a huge number of people wanting to be Block Parents,” Shelkie said. One recurring issue in the past was that Block Parents would often leave the signs in their windows when nobody was home, giving people in potentially vulnerable or dangerous situations a false hope of safety. “I was involved in the last one back in the early eighties when we first started it, we put the big signs at the entrance to the city saying this is a block parent thing. It worked quite well,” said Coun. Larry Evans. “The only problem we had, and I don’t know how to overcome it, or if there is a way to, other than just tell the people, but one of the complaints was that people would leave their signs up when there was nobody home.”
Northeast NEWS Coe said she hadn’t heard of that problem, but that she would contact Block Parent Program of Canada to see if they had any suggestions for remedying it. Council was in support of Coe’s effort to resurrect Block Parents in Fort St. John. “I as well grew up with it here, and we were taught it in school, so I mean, it was right up front what the program can be, and I think as our community continues to grow, and continues to have a lot of people moving in, I think it’s a good thing to have. . . . I hope to see this come to fruition,” said Coun. Trevor Bolin. Mayor Lori Ackerman similarly saw it as a positive step forward. “I think that this was a very valuable program many years ago, and I think it still has a lot of value to it,” she said. Since the council meeting, Coe has requested full documentation from the Block Parent Program of Canada to get it started. While she has had many people come forward wishing to become Block Parents, she’s so far the only person on the board, and she needs more members. Coe is hoping to have the program up and running in Fort St. John by September.

DAWSON CREEK - On June 27, Dawson Creek RCMP responded to a report of an assault with a weapon which was in progress in the 1600 block of 96th Avenue. When police arrived on the scene, they located a 37-yearold male who had sustained minor injuries. After further investigation, it was determined that a “thin male” had exited from a dark coloured van and approached the victim. The unidentified accoster then struck the victim several times with a pipe. RCMP believe that this was a targeted attack, as apparently the suspect yelled at the victim that he “needed to leave town.” The suspect also stole the victim’s wallet and $400 cash. RCMP are not suspecting that this incidence is drug or gang related at this time. Police are asking that anyone who may have witnessed this event or who may have more information to contact Crimesoppers or Dawson Creek RCMP.

DAWSON CREEK - This year Canadian horse enthusiasts around the country and the world are celebrating what Darlene and Wayne Hiebert have known for over a decade: that a breed of horse which was brought to New France in 1665 possesses a special mix of sturdiness, smarts and good disposition that somehow reflects the country it was bred in. The breed was introduced to New France by King Louis XIV, to religious orders and those who were intereseted in agriculture. From 12 original animals, they were bred on a regimented program which caused their rapid population growth in the French colony; by 1793 there were 14,000 of the animals. Due to geographical barriers such as the Appalachian Mountains, and political barriers because of the FrenchEnglish division at the time, Canadian horses bred in a very closed bloodline for almost one hundred years. This lack of cross-breeding as well as the rapid rate of reproduction resulted in a very particular genetic group and a unique breed. The breed is called the Canadian horse because at (APPLIES TO MISSION IN STOCK UNITS) the time of Canadian confederation, “Canadien” meant French speaking, and the French-introduced breed was named as such. Currently there are only several thousand of the horses in the world; historically they have been used in wars such as the American Civil War and the Boer War as pulling horses.
