Pending water development bylaw impacts developers By Jill Earl
DAWSON CREEK- Currently the City and by extension the taxpayers are financing the full cost of infrastructure associated with new growth and development, but a new bylaw could mean developers inheriting that responsibility. The Water Development Cost Charge Bylaw is still awaiting completion by city staff and approval by city council, if implemented developers would have to take on a portion of water infrastructure costs associated with their projects. The bylaw would provide funding for future waterwork infrastructure over the next 20 years, which was estimated to be approximately $14,490,000 by Kerr Wood Leidal Engineering in March 2011; with the bylaw in place the city

could recover approximately $12,557,058. The Development Cost Charge Bylaw would only be used to raise capital funding for growth related investments, and could not be used for utility fees, maintenance, renewal and repairs of existing infrastructure. As an assist factor is required for this type of bylaw by the Local Government Act, council decided at their Aug. 20 meeting to set the assist factor at 20 per cent for year one, dropping to 10 per cent for year two and subsequent years. The assist factor is the City’s contribution towards the cost for projects attributed to new development. “The 20 per cent was looking at similar communities with programs out there, it seems to be a fairly common number. FORT ST. JOHN – The Altona Road will be fully paved by mid-September. Earlier this year, the Ministry of Transportation announced a slew of road projects—Altona was one of them, but they were only slated for dust control. “When the gravel program was announced, that was a big plus and everybody was happy about it. Of course they [Altona] wanted to have a paved road,” said MLA for Peace River North Pat Pimm. Pimm and the Ministry of Transportation revisited the Altona area after realizing they had saved nearly $2 million on the original road upgrades. The money saved was then used on the contract to put down a hard surface on the Altona Road. “[It] just so happened that this year with all the capital projects going on … we saved a little bit of money on the combination of all those projects, and with that extra money we were able to go out and do this hard surfacing,” said Pimm. The road spans 8.6 kilometres. It stretches from the 101 Prespatou Road to the 196 Altona Loop Road, which Pimm said was in need of its finishing touches. “The Altona Road is a very major road that a lot of the farming community lives on that road,” Pimm said. “When the weather got nasty you’d almost have to tow vehicles through … it was just a very, very poor road.” The road will be bedded with Geo-textile and gravel with double chip seal sealcoat as a hard road surface. He added that the residents of Altona lobbied for the surfacing. Truckers help drive B.C.’s economy OPINION-EDITORIAL By Blair Lekstrom, Minister of Transportation and Infrastructure It can be easy to forget amid the activity of our day-today lives the extent to which the trucking industry directly impacts each and every one of us here in British Columbia. From the food on our tables to the many other products we rely on daily, none of it would be possible without the efforts of the hard-working men and women of B.C.’s trucking industry. Truckers in B.C. are the backbone of the provincial economy, and once a year, as part of National Trucking Week, we take time to celebrate the outstanding workforce that helps drive B.C.’s economy. More than 29,000 British Columbians work in the trucking industry, which generates approximately $2 billion annually in revenues in B.C. Virtually every part of our economy depends on the trucking industry - oil and gas, forestry, mining and agriculture, just to name a few. The trucking industry plays a vital role in connecting our province with intercontinental and international trading partners, and ensuring British Columbia’s competitive position in the global marketplace. New and emerging markets in Asia are providing B.C. with jobs and opportunities throughout the province, and truckers play a crucial role in getting goods to market and supporting our position as Canada’s Pacific Gateway. As part of the BC Jobs Plan, our goal is to boost domestic, cross-border and global export opportunities, bring new investment into all regions of the province, accelerate job creation and grow revenues which support B.C. families. The British Columbia Trucking Association plays a key role in helping us achieve these goals. Truckers contribute valuable input on the safety of roads

Promoting a safe, efficient and environmentally responsible trucking industry, and raising awareness about the key contributions made by commercial vehicle operators, remains a priority for our government. Honouring Those Who Are Making A Difference In Our Communities
Prince George-Peace River MP Report By Bob Zimmer, MP This summer I have travelled throughout the riding, meeting with constituents, taking part in a number of community events, and accompanying the Honourable Lynne Yelich, Minister of State (Western Economic Diversification), the Honourable Tim Uppal, Minister of State (Democratic Reform) and the Honourable Alice Wong, Minister of State (Seniors) during their recent visits to our region. And, in what has been a highlight for me over these past few months, I have had the privilege of honouring a number of our local residents with the Queen’s Diamond Jubilee Medal. As you may know, this year marks the 60th anniversary of Her Majesty’s accession to the throne as the Queen of Canada. To recognize this remarkable event, the federal government has introduced several initiatives to honour the Queen’s reign, service and dedication to our country, as well as to celebrate Canadian achievements over the past 60 years. One of these initiatives is the year-long awarding of the Diamond Jubilee Medal.
Administered by the office of the Governor General of Canada, this commemorative medal is a way for Canadians to honour Her Majesty for her service to our country. At the same time, it serves as recognition for those hard-working Canadians who make significant contributions to our communities. So far this year, I have presented 15 deserving Northeastern BC residents with this incredible honour. In May, several ceremonies were held in which I presented medals to Fort St. John residents Larry and Neil Evans, Dawson Creek residents Paul Gevatkoff and Tim Love, Tumbler Ridge residents Dr. Charles Helm and Rose Colledge, and Prince George resident Sheldon Clare. In June, Captain Ben Lippers of Fort St. John and Rose Prairie resident Mike King received their medals. On Canada Day, Prince George residents Dr. Gail Fondahl, Susan Scott, Bruce Sutherland, and Baljit Sethi were honoured in front of a crowd at Fort George Park. And in August, Fort St. John resident Lori Slater and Dawson Creek resident Connie Patterson each received their med-
als in separate ceremonies. Whether it is through their commitment to public service, volunteer work, fundraising for charities, or raising our region’s profile both nationally and internationally, each of these individuals has, in his or her own way, made significant contributions to their communities and to our region. There is still plenty of time to nominate an individual from our region who you believe is deserving of the Queen’s Diamond Jubilee medal and I am looking forward to presenting more of these medals throughout the rest of the year. To be eligible for the Queen’s Diamond Jubilee Medal, an person must be a Canadian citizen or permanent resident; must have made a significant contribution to a particular region here at home or abroad; and, must have been alive on February 6, 2012, the 60th anniversary of Her Majesty’s accession to the Throne (the medal can be awarded posthumously). Internet voting for BC long overdue to modernize elections Dear Editor, I am pleased that the B.C. government has asked the province’s election officials to examine the potential for Internet voting in provincial and municipal elections. I would also like to acknowledge Premier Christy Clark for
leading this initiative. Modernizing B.C.’s electoral process was one of the key promises she made when she became Premier and long overdue. Low voter turnout has become an increasingly apparent issue in provincial and municipal elections. Internet voting has the

When one figures in the long term costs of servicing the 8 billion dollar plus debt, losses of productive agricultural and forestry lands, fisheries and wildlife habitat, recreational opportunities etc, Site C definitely looses out in the financial comparisons. In light of the recent mid term timber supply review, perhaps someone might want to crank the figures on what would be the
current value of that once very productive timber producing land that is lost forever under Williston reservoir. Can we really afford to flood another 100 km of productive valley bottom land behind the proposed Site C dam? Is this another debt we are prepared to leave future generations? David Black has full support for $13 Billion oil refinery in Kitimat Dear Editor, Media mogul David Black has my full support for his proposal to build a $13-billion oil refinery near Kitimat to process heavy oil from the Enbridge pipeline. I’ve had the same idea myself. Why should we let the Asian countries buy our Canadian crude oil and refine it for their markets when we could add value by refining it here in BC and shipping them the finished product? This is a strategy that would create local jobs for our own citizens and address the environmental concerns around oil tankers travelling in BC’s coastal waters.
I know for a fact that Alberta wants to do this because I worked on a project in East Edmonton (a stone’s throw from the refineries in Fort Saskatchewan) that would have seen it become a reality. And as long as Enbridge meets the conditions and standards set out by the Premier, moving heavy oil from Alberta through a pipeline would be a heck of a lot better than shipping it by rail or truck. That’s why BC should be working with Alberta on exactly the kind of joint interprovincial venture David Black is proposing, a venture that would bring value-added tertiary oil refining to BC
along with the heavy oil pipeline.
Shipping gasoline, jet fuel and other refined oil products by
tanker is just as practical as shipping crude oil and lot safer from
an environmental standpoint. So let’s not waste this opportunity and the revenue and jobs it could bring to our province. There’s a lot we could do here in BC with a piece of the oil industry pie. Roop Virk,

Dawson Creek submits response supporting carbon tax By Jill Earl
DAWSON CREEK- City council will have their input on the carbon tax considered during Finance Minister Kevin Falcon’s review of the tax throughout the remainder of the year. Falcon announced the review with the 2012 provincial budget last February, he invited the public to make written submissions to be included in the review in July and will be accepting responses until Aug. 31. Councillors met on Aug. 8 for a workshop discussing the tax and the City’s submission to the minister. Though some councillors don’t approve of the carbon tax, they all agreed it was neces-

sary to have input in the review. “We just had that discussion, and a lot of information that went around the table from councillors points of view was that if there is going to be a carbon tax, we want to identify where that money was going,” said Mayor Mike Bernier. “The carbon tax isn’t going anywhere…so it’s best to have a voice,” said Coun. Shaely Wilbur. Together council came up with two recommendations for the minister’s consideration, one being that if the carbon tax revenue increases in 2013 they propose the extra revenue go towards protecting low-income and vulnerable British Columbians. In their letter to Falcon, they suggest possibly expanding the existing low-income tax credit or implementing programs that decrease the amount of carbon tax vulnerable British Columbians have to pay. The City would also like to see any additional revenues from the carbon tax go towards investing in emissions reduction projects. “This could include investing in transit infrastructure or other municipal projects (such as a grant program to upgrade municipal facilities or neighbourhood scale renewable energy projects), or reinvesting in sectors where the carbon tax may create a competitive disadvantage with other jurisdictions (e.g., agriculture),” the City’s letter to the minister read. Councillors also support the carbon tax being implemented for all greenhouse gases that could be accurately measured and
recognize that the tax will likely have to be increased, but remain undecided about what should happen to the tax in 2013. To help facilitate discussion during their workshop, council called upon the Pembina Institute to help them reach a decision. “It is always important, from a council perspective, to reach out to people who have a lot of background and expertise on different issues to help facilitate the discussion before we make a decision,” Bernier said. The carbon tax was implemented in B.C. in 2008 and aims to reduce greenhouse gas emissions by applying tax to almost all fossil fuel purchases. The Province hopes that the tax will result in reduced fuel consumption and the development of new greener technologies. The tax rate was initially set at $10 per tonne of emissions, rising by $5 per tonne per year, this July it reached $30 per tonne. The Ministry says there are no further increases planned at this time. This year the projected revenue for the tax is approximately $1.17 billion, revenues are used for personal income tax cuts, corporate tax cuts, low-income tax credits and the Northern and Rural Homeowner Benefit; none of the revenues fund government spending. The review that Falcon is conducting will include revenue neutrality and the impact on B.C. businesses with special attention to food producers. Results of the review will be considered for changes to the tax included in the 2013 budget.

Backpacks and supplies drive school success for students in need

The drive fulfills one of SPCRS goals of service, to support educational and vocational enhancement. They recognize the value of education and promote educational programs as valued and positive experiences.

If all goes well, the company may even expand. Mueller said this is all a telling of how far her pizzeria has come. The company is in their fifth year of business. With Mueller’s brains, a degree in marketing, and her love for creating pizzas that cater to all different taste buds—Olio’s has a recipe for success.

B.C.’s economy driven industry. “I’m so excited about the natural gas industry that we have here,” said Pimm. The Liberal government announced earlier this year, the building of three liquefied natural gas (LNG) plants in Kitimat. The natural gas would be transferred from the northeast to Kitimat by pipelines, where it will then be processed into liquid and shipped over seas. “If it wasn’t for north eastern BC there wouldn’t be LNG right now,” said Pimm. He added that there are only a few strings left to tie before announcing the Apache pipelines—which will be used to transfer the natural gas to Kitimat. “As soon as we get an announcement like that, that will alleviate a lot of concerns of residents in this area, I can assure you, it will be non-stop drilling from now on,” he said. During the Liberal candidate selection on Aug. 22, Pimm didn’t give a straight yes or no answer on whether he was supportive of Site C. “In order for me to be supportive of Site C, I need to know that our area is going to be looked after,” said Pimm. “We’re taking all the risks, it’s our valley that’s going to be flooded to provide the power for Site C.” The Site C dam would flood the Peace river valley, which has caused uproar with local residents. Pimm went on to talk about his biggest accomplishments during his first term as MLA, which was the signing of the MOU (Memorandum of Understanding) between the province and Northern Rockies Regional Municipality (Fort Nelson). The MOU is the first step to Fort Nelson receiving a program like Fair Share, which the Peace River Regional District has been receiving for the past seven years. “I can comfortably say there is going to be money in the budget this year to start the Northern Rockies Fair Share program.” Pimm added that he will also be taking a closer look at predator control for farmers who lose live stock due to coyotes, bears, etc.

D.C. Chamber of Commerce welcomes two new board members By Jill Earl
DAWSON CREEK- The Chamber of Commerce reflected on their projects over the last year and discussed plans for the future during their annual general meeting on Aug. 20. President Kimeal Shearing-Cooke says that the Chamber has been through a lot of changes over the last year including losing board members, gaining board members, and the addition of executive director Kathleen Connolly in January. “We’ve had a lot of changes this last year and a half actually, we’ve lost board members due to other commitments. It’s very very difficult when you’re in a volunteer position and looking to take care of business in your community and to try to do events and stay on top of your own business…so I can’t tell you how much time it takes to be involved in an organization like the Chamber of Commerce,” Shearing-Cooke said. Two directors on the board had to resign last year, but Denis Labelle with Greensmart and new resident Anthony Adam with the Bank of Montreal stepped up to fill the void. Adam was
officially sworn into the board at the meeting. “I think it’s a great experience, I’m new to Dawson Creek…and I thought it would be a great experience to venture out and be a more active member of the community and really get more accustomed to Dawson Creek,” Adam said as his reason for joining the board. In order to be a considered for a position on the board of directors, candidates must have been a member of the Chamber for a year, submit a biography to the board, and have the right attitude. “When we see somebody new coming in and generally wanting to be a part of the community that’s generally where they migrate,” Shearing-Cooke said, adding that they are still looking for two or three more directors. “We have always talked about how important the Chamber of Commerce is in a thriving community so it’s really important that we get behind them, we have good directors so this is a great opportunity,” said Mayor Mike Bernier. Included in the list of changes the Chamber has seen this year include organizing their office to be separate from Tourism Dawson Creek
and discontinuing their annual magazine. The Chamber celebrated the business community this year with the annual Civic Awards, and also went to the provincial Chamber of Commerce AGM in Penticton in May. Though they didn’t bring any policies to the AGM, they did bring their car, Daisy, and inspired other Chambers to also sell advertising on the vehicle to help pay for its cost. The city’s Chamber plans on working with other Chambers in the region on policies to present at next year’s AGM. In the future the Chamber hopes to present a city street festival for families and children to

Stone Temple Pilots’ comeback to rock 90s grunge band hits Dawson Creek on Sept. 14 By Kyla Corpuz Discover Can-Am FORT ST. JOHN – It’s been 20 years since the grunge; alternative rock band, Stone Temple Pilots, was last seen playing on a stage together. the ride “You saysrealize it allyou’re not only in a band with these people, but it’s kind of like a marriage,” he
said. “You’re not officially married, so you can take 10 years off, you can’t really do that with your significant other,” he joked. But after a decade of separation and doing projects of their own, at the end of 2010, the band announced they were going to reunite for a world tour. They played the Philippines, Singapore and Indonesia for the first time. Rewind almost 20 years, and STP was just hitting their prime. They came out with hits like Sex Type Thing, Plush and Creep. But before those songs were labled as ‘hits’, the band was ejected into scrutiny. Some critics called them a spinoff of bands such as Nirvana, Soundgarden and Pearl Jam. Despite the harsh reviews, audiences flocked to them and their fan base was loyal. STP’s first record, Core, went platinum eight times and the band garnered a Grammy in ’94 for Best Hard Rock Performance. The band went on to produce four more albums before calling it quits in 2002. It was no secret that STP’s lead singer Scott Weiland struggled with drug addiction. The band broke up and moved on to new endeavours. Weiland joined a rock-super group Velvet Revolver; and DeLeo, his brother Dean and STP Starting as low as drummer Eric Kretz formed the band Talk Show. “I think anyone who’s together for as long as we had been, I think taking some time away is Starting as low as actually healthy.” The band is now back together and playing for fans across the globe. They will be at the Encana on select models† Events Centre in Dawson Creek, on Sept. 14. FORT ST. JOHN – It’s time to lace up your skates, boys. The Huskies are hosting their training camp where they will be recruiting new players and seeing how returning players match up. The camp will run from Sept. 7 to 9 (Sept. 7 and 8 at 7:30 p.m. to 9 p.m. and Sept. 9 at 1 p.m. to 3 p.m. at the Pomeroy Sport Centre). Bill Snow, Huskies vice president and assistant general manager, said not every player who made the team last year is guaranteed a spot. “Nobody signed a contract, so a guy from last year still has to earn his spot, he can’t show up and just assume he gets to play.” The training camp will consist of drills and scrimmages. Depending on the number of hopefuls, some will get cut and others will move on to the exhibition game on Sept. 14. “The rookies get to play so we can see what they can do and we let guys go from there.” For those who plan on trying out, Snow advises to get in shape
and be ready to skate. “So if you haven’t been out on the ice at all; A, we’re gonna notice, B, you’re gonna be huffing wind.” He said you could prepare by going to the gym or getting some ice time in. “We had a guy a couple of years ago puke in the first 10 minutes … It can be [intense] like I said, there are guys who have seven or eight ice times before training.” Snow said he mostly looking for guys in the Fort St. John area, but is still open to those coming from out of town. He added that their goal this year, for the team, is to continue to improve. “Last year was definitely a building year.” The Fort St. John Junior B Huskies is part of the North West Junior Hockey League. It is open for players ages 17 to 20. The Huskies is a non-profit organization that receives a lot of help and sponsorship throughout the community. Snow said as a way of giving back, The Huskies are involved with a lot of community projects like Fill the Bus campaign for the Salvation Army.

The City of Fort St. John invites qualified event coordinators to submit proposals for the planning and delivery of the ice and snow events of the 2013 High On Ice Festival, set for January 24 – 27, 2013. These events include the Community Kick-Off Event, Professional Ice Carving Competition (Single and Team Events), Amateur Ice Carving Competition, Mayors’ Challenge Ice Carving Competition, and the Community Snow Carving Competition. Her close-knit family also serves as inspiration, featuring her two daughters, father, sister and brother in some of her pieces. “When it comes to painting my family, I just love doing it because I love them so much. I have a really close family, and I’ll slowly paint them all and of course I have a lot of photographs of them and I have a lot of experiences with them, so they’re kind of at the front of my focus a lot of the time,” Oldershaw said. Though Oldershaw discovered her natural talent for drawing when she was younger and was recognized for it in elementary and high school, she says she didn’t feel brave enough to pursue a career as an artist. It wasn’t until she became pregnant with her twin daughters six years ago that she had time to learn how to paint. Oldershaw took classes with Edna McPhail at the college, and also attended workshops in and out of the region to hone her skill. “I think part of me always knew I was supposed to be a painter I just didn’t know how to yet. I was good at drawing most of my life, I just never had the guts to pursue being an artists and just sort of being brave enough to do it, I don’t know why, but then once I started I couldn’t stop,” she said. Oldershaw now teaches painting once a month at the Diamond Willow Retreat, she also does commission work and is available to teach workshops. She loves to teach in a non-formal atmosphere with students whose style differs from her own. “I really like small classes and getting to known people that way, it’s good, I really like it...it’s a wide variety, and one of the things I really enjoy about teaching is trying to find their style and help them build on it and go in the right direction to really make it shine, it’s fun,” she said. Oldershaw approached the gallery three years ago wanting to do a show, to which they immediately agreed. She has included pieces in the show she did when she first started painting and the various styles that she has experimented with. “There’s quite a mixture of styles and subjects…it’s just been my journey through it and trying to find my style, so it just sort of represents my experiments and the things that worked, and I didn’t put in the ones that didn’t,” Oldershaw said. DAWSON CREEK- Local artist Cailey Oldershaw makes her debut in the art gallery’s latest exhibit, The Beekeeper’s Daughter. The show is an amalgamation of paintings Oldershaw has done over the past five years and is named for a series of four paintings of bees Oldershaw painted referencing old slides her grandfather had taken.
