MLA Blair Lekstrom confirms he will not be seeking re-election next year, while Mayor Mike Bernier has decided to seek the BC Liberal candidacy.

DAWSON CREEK- Peace River South MLA Blair Lekstrom announced early last week that he would not be seeking re-election in the provincial election next year, with Lekstrom’s announcement Mayor Mike Bernier has decided to seek nomination for the BC Liberal Party for the riding. Bernier says that he’s always had an interest in provincial politics and in the work that Lekstrom does but as the two politicians have been friends for over a couple of decades he would never run against him. Though Bernier says he loves being the mayor of Dawson Creek, he couldn’t pass on the opportunity. “I kind of knew that this day would someday come but didn’t know it would be so quickly…I have no control of the timing of when opportunities like this come along and my thought process was to always finish this term as mayor and I was hoping to do one more but with this announcement of Blair not running in the next election, it’s kind of had to fast track my decisions. It’s a tough decision but one that I’m willing to take on,” Bernier said. Continued on Page 4.

I have some very true supervisors who goes out of her way for anyone, anything and anybody.” The supervisor she was referring to was Michelle Harder, who used to work at the Fort St. John ACL as a support worker before moving to Grande Prairie. But every year, she makes the trip back to Fort St. John for the annual award ceremony. “I see too many staff members that leave and don’t come back and it really hurts them.” She said that the individuals that the ACL supports enjoy the companionship. “I think you just have to treat them the same way you would want to be treated,” she said. “They are people, they have feelings. They have bad days and good days, they’re just like everybody else.” Four additional recognitions were made that night. Sterling Management Services was given the Community Support Award. Gavin Morin received the Gayle Flavelle Supported Employment award for the work he does with Safeway. The award was created in memory of Flavelle who “served the [ACL] organization,” but died in early 2000 from cancer. The family of Holly McDonald received the Self Advocate of the Year award on her behalf. McDonald recently died. Long-time volunteer Jennifer Snider, who sits on the board of directors, was honoured with the Jean Mensink Volunteer award. Goodwin said that volunteering is one way to help with the ACL. “We want the people to … get to know [those at the ACL], hang with them and hopefully build friendships. Because [for] a lot of people their isolation is huge, when you have a disability.” Goodwin added that the ACL’s mantra is about community living. “Just by helping or supporting these people … to become part of the community—it empowers community,” she said. FORT ST. JOHN – Faces beaming with smiles lit up the Lido Theatre on Sept. 6 for the annual Association for Community Living Gala Awards. From The Most Popular award, which was given to Jack Graham for his social butterfly personality to the Most Contagious Smile, awarded to Jon McLeod, all the winners were graced with the spotlight. “It’s their night to shine,” said ACL special projects coordinator, Cory Goodwin. Goodwin has worked with the ACL for the past three and a half years, and before that sat on the board of directors. She said the gala, which is also the same night they hold their Annual General Meeting, is about “acknowledging people that a lot of times may have been forgotten about.” Forty-eight individuals recieved awards this year. “[They are] personal awards,” said Goodwin. “We look at what they’ve been doing and their goals for that year, whether it’s something they are working on within themselves as a person, their job, or something that they’re trying to achieve in their life.” Goodwin added that the awards are also there to acknowledge what’s great about the individual’s life. In that regard, Isabelle Paynter was given the Best Friend of the Year award. “It’s always a pleasure to be with friends and someone you care about—someone you truly care about,” Paynter told the au-

wear. [I see] how she make jacket and shirts and dress for me,” says Apsassin in a fragile voice. “As I grow up I told my dad: ‘I’m going to be a good moose-hyde maker. I’m going to make nice jacket,’ and my dad said, ‘It’s a good plan, dear.’” But her mother died in 1952, when Apsassin was 12 years old. “When my mom died, we started to get hungry.” She says it was her mother who helped her father feed their family. Her mother was the one who dried meat and picked berries in time for winter. Yet, it was through her mother’s death, that a young Apsassin saw the meaning of a strong community. “When my mom died, a lot of people helped us.” Apsassin had a short childhood. She attended Doig River Indian Day School, but never got the chance to attend post-secondary. At the age of age 16 she was told to marry and that it was her turn to care of her own family. “[My husband and I] got married by the priest and after that [my husband] took me back to Blueberry … and from there, I stayed.” Blueberry River First Nations and Doig River First Nations have very strong ties with each other.

Doig River First Nations Elder recieves humanity award By Kyla Corpuz

Before the Alaska Highway was built, May Apsassin was alive. It was an era before industrialization transformed the Peace region. A time before the logging industry found a home on the grounds where Apsassin was raised. Apsassin was born on May 7, 1940. She has grown to be one of the north’s most cherished First Nation elders. “She’s a very respected elder throughout the communities, she’s wanted everywhere,” says her grand daughter, Judy Desjarlais. Apsassin’s was recently honoured with one of five People’s Order of BC awards by the online news source, The Tyee. Her name sits alongside an environmentalist, a former Premier, a community of heroes and an advocate for the homeless. Her daughter Sandra, who shares the same last name as her mother, nominated her last year. “I nominated her because I would like to see her get recognition as an honest Dane-zaa (Beaver) Elder,” says Apsassin’s daughter. “I am so blessed to be raised by such a fascinating woman, she taught me who to be who I am today: [a] strong, proud First Nations woman.” Apsassin is a Beaver Indian and an advocate for the First Nations’ youth: advising them to stay away from drugs, encouraging them to learn how to live off the land and promoting education as a high priority. “She always pushed for education [and] to make yourself better for your future. She’s seen hard times and she didn’t want us to go through that,” says Desjarlais. Apsassin’s words of wisdom are not only passed down to her grandchildren and great grandchildren, but to communities across the north. “With her as an elder in the community … she does a lot of

great talking and speeches. She tries to teach kids to live off the land.” Growing up Apsassin and her family relied on their natural surroundings. There were no houses, vehicles or technology. She was born in Doig River, B.C., and her people moved around frequently to find abundant wildlife. “We move around, we don’t have no vehicle—nothing,” she says. “But we had pack horses and saddles.” Apsassin didn’t have many materialistic things growing up. In the summer time her family lived in tepees and in the winter her grandfather built log cabins. It wasn’t until she was 10 when her father built the first, real homestead for his family in Rose Prairie, B.C. As a child, Apsassin didn’t own running shoes. However, she remembers her mother, who used to make moccasins out of moose hyde. “I see my mom how she beat moccasin, how she make foot-

City celebrates water reclamation plant opening By Jill Earl

DAWSON CREEK- City staff and Shell representatives officially opened the City’s reclaimed water plant last Friday. sible, which is what the BCTF has spent so much time and money doing over the past several years, the BCTF’s self-interest, and that of its members, would be much better served by inspiring confidence in the public education system and aligning their message with the facts and the successes of the system. This is completely wrong-headed. As Sir Michael Marmot, former president of the British Medical Association, puts it, “you don’t tell people to drink clean water — you provide clean water . . . You don’t tell people to avoid trans fats – you get it out of the food supply.” Trans fats must be removed from the food system. Canadians should be able to trust that the foods they and their children eat will be healthy and not cause harm. This will not only improve health, it will also relieve the strain on our Medicare system, saving taxpayers as much as $9 billion on health care over the next two decades. The Liberal Party is committed to ensuring tough new regulations to restrict trans fats in our foods—a position Mr. Zimmer and the Conservatives once held. where the Peace Region is Dear Editor, After reading the article “Province-wide Poll shows Site C unknown to many”. I find it disturbing that this found front page coverage. I’m sure the majority of people living in this part of the world have come to terms with the fact that communities and issues in the Peace are not known or cared about by the vast majority of people who don’t live here. We have lived in the peace region for 15 years and despite the fact that this area is a major producer of energy, very few people know where the Peace Region is. I have been in regular contact with companies in other parts of B.C. and it is not unusual to have the person on the other end of the phone to ask “You live where? Is that in B.C?” or “Is that in Canada?” Now that we live in Chetwynd we have to run a course on spelling besides giving a geography lesson. I suppose the PVEA will grab at any straw so long as it’s a negative against Site C. This issue is a meaningless straw, it is not a big surprise to the vast majority of people living here and we shouldn’t be surprised that people living in other areas don’t know we exist. BCTF has shot themselves in the foot with campaign Dear Editor: The folks over at the BC Teachers Federation (BCTF) must be starting to regret the aggressive propaganda campaign they’ve waged against the provincial government over the past several years. They’ve basically shot themselves in the foot with their costly disinformation campaign and accomplished little more than erode confidence in the BCTF-run public education system among BC’s parents. The folks at the BCTF would do well to reconsider their disinformation efforts and start talking about the positives and breeding confidence in the education system that employs their members; because all credible evidence shows that BC’s education system is one of the best in the world. For instance, BC has a high school completion rate of 81 per cent and an average pass rate of 96 per cent for courses that require a standardized provincial exam. And in terms of class size, BC has one of the lowest student to teacher ratios in the country at 16.7 students per teacher/administrator -- and despite what the BCTF would claim, it’s been that way for much of the past decade. The folks at the BCTF seem to have forgotten that it is the province’s parents who ultimately decide whether or not to put their children into the public education system, and to fund that system, and they will only do these things if they have confidence that the system is working well and effective and providing good value and a good education to their children. So, rather than continually painting the bleakest picture pos-

Trans fats should be removed from food system Dear Editor, Member of Parliament Bob Zimmer and the Conservative Party are putting our children’s health at risk through their irresponsible attitude to trans fats in our foods. Trans fats increase the risk of heart disease and are estimated to be responsible for thousands of cardiac deaths annually in Canada. Unlike salt or sugars used in appropriate amounts, there are absolutely no health benefits to processed trans fats, but they cause considerable harm. The Conservative government used to recognise these risks: back in 2007 it called for the food industry to voluntarily limit the trans fat content of vegetable oils and soft spreadable margarines to 2% of the total fat content and to 5% for all other foods. They promised to regulate the industry if these limits were not met in two years. That two-year limit expired in 2009. Not only have the Conservatives reneged on their plan to impose regulations to protect Canadians and their children from trans fats, they are also cancelling the trans fat monitoring program!

Ignite Peace Region getting set to ignite the Energetic City FORT ST. JOHN – “Enlighten me, but make it quick” is the mantra of the Ignite Peace Region event coming to the Energetic City September 21st. While some have described these short, 5-minute presentations as miniature TED Talks or TED “Light”, Ignite organizer, Judy Kucharuk, describes the bite-sized presentations a bit differently. “Attending an Ignite event is like going to an art exhibit with a friend. Chances are likely that you will not agree on which pieces you like, but you will most certainly agree that the artist was creative, talented and willing to share their passion”, says Kucharuk. Ignite presentations are about sharing a personal or professional passion: something that inspires, informs and educates, and perhaps helps everyone to see the world differently. Laughter is guaranteed. The lineup for the event is almost complete, but organizers will still accept submissions until September 14th. So far, the eclectic mix of 8 Ignite presentations include such titles as, “How Roller Derby Saved my Soul” by Aleisha Hendry and “Life: An Untitled Project” by Brent Hodson. Jennifer Singer will have us in stitches with “Pokes, Roses and Winks….dating in your 40’s” and Chad Anderson will examine the far reaching effects of learning to “Just Show Up”. The September 21st event is the second Ignite Peace Region™ event to be held in the area, the first being held this past May in Dawson Creek. The event theme, “Ask me, tell me, Ignite me” was so popular in Dawson Creek that it has remained the theme for the upcoming Fort St John event. What does it mean? The event is divided into two parts. The evening will begin with “Ask me” where a special guest has been invited to grab a stool, sit back and answer the question, “How has social media impacted your life & work?”. Kucharuk is thrilled to announce that the guest who will take the hot seat is one of Fort St John’s newest residents, singer-songwriter (John) Kirby. Some of you may already be familiar with Kirby, a popular songwriter and musician from the Canadian indie music scene who recently made the move from Hamilton, Ontario to join the Northern Groove team. The Ignite event will give locals an

opportunity to meet Kirby, and hear what he has to say about ‘the good, the bad and the ugly’ of social media and the everchanging music scene. Who knows, he might just share one of his songs from his recent release, “Into the Dark”. The second part of the evening is the “Tell me, Ignite me” which will showcase the Ignite presentations as well as the everpopular Ignite Karaoke. Tickets are available in advance only at Whole Wheat and Honey Café and are $15.00 each. Tickets will not be available at the door. Doors open at 6:30 p.m. and the event will begin at 7:00 p.m.

FSJ Literacy Society helps families from around the world By Kyla Corpuz

FORT ST. JOHN – In Fort St. John the cry for employment is loud. So loud that the government has taken on multiple strategies to promote the Peace region as a hub for jobs to those living overseas. But when people flock to their new, Canadian home—settling in isn’t always easy. That’s where the Fort St. John Literacy Society comes into play. “When the Literacy Society began we were working originally with Canadian citizens who wanted to upgrade their educational skills,” said Gail Lundquist, programs coordinator for the Fort St. John Literacy Society. “But over the years it has become more multicultural. Most of our clients are immigrants.” The Literacy Society provides English as a Second Language courses, one-on-one tutoring, GED classes and a Family Literacy program. Maeanne Paull, who moved to Fort St. John from the Philippines in 2007, attended the Family Literacy program, also known as CHOOSE, for the past three years. Lundquist said the program is for parents with children, zero to six, that need to be taken care of while they study. “We have a playroom down the hall and an ECE [early childhood educator] does activities with the children while their parents are studying.” Paull started taking ESL classes to add to her nursing courses in hopes of getting a job. She now works at the Association for Community Living in the healthy living department. “It helped me studying English as a second language and especially the CHOOSE program where somebody can take care of the kids and I just learn here in this room,” she said, with her four-year-old son Curtis sitting in her lap. “He learns something here too. He can read more letters.” Curtis will be enrolling in Kindergarten this year. “And I can count all the way up to 100!” Curtis chimed in. Lundquist said there are more openings in the Family Literacy program as students, like Paull, have moved on. While Paull doesn’t attend the classes as much as she used to, because she now has a job, she still uses the one-on-one tutoring. Lundquist trains the tutors who then meets with the clients to help them with everything from ESL, math, reading, “whatever the student wants to work on.” Sometimes they even get requests to help with preparing for H2S tests, for those looking to work in the oilfield. The Literacy Society also helps in teaching casual English conversations as well. “For example, one gentleman kept getting notes [in his workplace] that said: ASAP. And [he asked]: ‘What is ASAP?’ He didn’t realize it was an acronym for ‘as soon as possible’,” said Lundquist. The Literacy Society covers a wide range of continued education for adults, which Lundquist said is an important service for the city. “I think in Fort St. John we have a number of people who have dropped out of high school for one reason or another, and they’re finding that it’s more important now to have those skills. The plant will significantly reduce the amount of fresh water used by the oil and gas industry for fracking purposes by taking treated wastewater through a Submerged Attached Growth Reactor (SAGR) process that cleans the water further. The treated water is then taken to the plant and put through a flocculation process, is filtered and disinfected with chlorine. The facility can treat up to 4,000 cubic metres of water a day. After the water is treated it will be pumped through a pipe 48 km away to Shell’s Groundbirch asset. Any water that Shell doesn’t pump will be given to the City to either sell to other industrial water users or used for dust control, watering sports fields or plants. Shell chose to transport the water by pipe, as dust control, noise and safety factors of trucks were major concerns voiced at public consultations. “It allows us to use the water and put the words in our operating principles actually into action. The facility and the infrastructure are going to meet all of our Groundbirch water needs…and also supply the city with additional water to help conserve local fresh water re-

sources particularly in a time of draught,” said Ford. Before the facilities opening, the City would treat the waste water and put it into Pouce Coupe River, under Ministry of the Environment regulation the City still must release water into the river; the amount depends on flow levels. “The reclamation of sewage treatment water, that rather then being released into the creek upon it’s cleansing can be reused for fracking, it speaks volumes to the innovation that’s available to us, but not without hard work,” said MLA Blair Lekstrom. Before the facilities opening, it has already won a water stewardship award and an innovative award for the City and Shell’s partnership. “This has been a project that’s not only innovative but one that’s been recognized now nationally as something that can be done. It’s something that as a community you can reach out and work with companies to make sure that everybody’s goal are achieved and that the citizens are represented and that the companies goals are represented...what’s really amazing about that is today we’re at the grand opening and people have already recognized this as a national event,” Bernier said.

Daddy and Me bowling rolls into another season By Kyla Corpuz

FORT ST. JOHN – The first Daddy and Me outing for the 2012 fall season was held at the Fort Bowling Lanes in Fort St. John. The program, Daddy and Me, hosted by the North Peace Community Resource Society showcased the vital responsibility that a dad plays in a child’s life. “I think it does a couple of things that are really beneficial,” said program coordinator Pam Lillico from Fort St. John’s Family Place. “One, it recognizes the important roles that dads play in the family.” But if a dad isn’t able to make it, a male caregiver, like a grandpa, uncle or “someone special” in the child’s life, can bring them. Lillico said it’s also a time for dads to develop some common interests with each other. “It helps to provide an opportunity for dads to meet other dads and network,” she said. “And spend some positive time with their children, [by] interacting [with them] to strengthen their bond and attachment.” The bowling alley filled up pretty quick, with dads tying shoes and coaching their little ones on how to hit a perfect strike. “It’s a great opportunity to spend time with my daughter and it’s nice cause it’s just the two of us,” said Ryan Tancock who

came with his two-year-old daughter Addison. It wasn’t Tancock’s first time at the Daddy and Me outings with Addison. “We’ve done a few other events before,” he said. Every month Lillico organizes a different outing. “We try to have a variety of events that help in child development,” said Lillico. This month was bowling and next month will be story time at the library, in November they’ll learn about dinosaurs and December will be Christmas-themed crafts and activities. “[The dads] really enjoy it because it’s … an opportunity to spend time with their children [doing things] that they

no negotiations have been held since the beginning of August. “We are looking for a fair and reasonable agreement, but the government is not listening. We have no choice but to send a clear message on September 5: there can be no more falling behind for all government workers…We’ve not taken the decision to strike lightly. Our last strike in direct government was over 20 years ago,” BCGEU president Darryl Walker said in the press release. The BCGEU is looking for a 3.5 per cent pay increase, as they haven’t had a raise since April 1, 2009. The government has made three unsuccessful offers to the union, the last one included a two per cent pay increase in the first year, a one per cent increase in the second year and stagnant wages in the third; that offer is no longer on the table. “Last round of bargaining we took zero/zero because we knew the economy was in trouble at that time, so we were okay with taking zeros. But we told them at that time that we weren’t willing to take zeroes again. The cost of living went up five per cent since that time, so B.C. government employees have lost five per cent,” Fox-Mcguire said. The Professional Employees Association, representing government employees that are licensed professionals such as foresters, engineers, mine inspectors, veterinarians and psychologists are also looking for a pay increase and have also been without a wage increase since 2009. On the picket lines with BCGEU and PEA was COPE 378, representing 4,600 workers at the Insurance Corporation of BC, who have been without a wage increase or collective agreement for two years. “I think more for solidarity then anything, just showing support…you’re supposed to support each other everywhere, that’s what we’re supposed to do. We’re supposed to be a brotherhood that’s what the whole union support is all about,” said Linda Strandquist, picket captain for BCGEU in Dawson Creek, about why the unions chose to strike together. “The union is very strong and there’s a lot of support out there and I just hope that the public understands that it’s not just the public employees looking for money, we haven’t had a raise in over three years. If they were private industry and they were told for three years that they couldn’t have a raise, they would probably find another job,” she said.

FORT ST. JOHN – New Line Skateparks Inc. will hold a workshop in Fort St. John to discuss the future design of they city’s new skate park. The workshop will be on Sept. 17 at the Pomeroy Hotel in the Scotty Room from 6:30 p.m. to 8 p.m. “They’ve been selected for phase one of the project, which is public consultation and project design,” said Tara O’Donnell, the city’s community development coordinator. “We are looking for community input.” Everyone from skateboarders, BMXers, youth, parents and concerned residents are encouraged to attend, added O’Donnell. O’Donnell said it’s important to have community feedback. “Essentially they’re using the existing parks and [they] know its perks and flaws. And to create the best park possible we want input from people using it.” Adam Kirschner, co-chair of the Fort St. John skate park committee, said he would like to see a skate park that will meet the needs for skateboarders and bikers of all different skill levels. “We wanted to have a collaboration with all bikers and skateboarders, to maximize the park so that we can meet the potential that we see within our youth,” said Kirschner. “Not just for talents that we have now, but what we think will challenge the skill level that we hope to reach.” He said that Fort St. John will most likely be the last northern B.C. city that New Line designs a park for. “We know that they hope our park will be the last major park that they will build in the north.” Kirschner said it would be a “pinnacle” park for New Line, adding that there were discussions about including local art and history. “Something that is more inclusive with the local cultures.” Last year a skate park committee was formed to raise money for a bigger, user-friendlier park at the corner of 93 Street and 93 Avenue. O’Donnell said the group is “relatively” close to reaching their goal, which is approximately $550,000. “This new skate park is in no way being built on tax dollars, the money is being raised,” said O’Donnell. “If [the committee] continues to raise the funds, it’s going to be amazing.” Kirschner confirmed that the skate park committee has surpassed their original goal, but they are still looking for more donations to pay back the city for a no-interest loan that they were given.

DAWSON CREEK- The City’s fall leisure guide was officially released last week and as many of the programs start in early October the community has limited time to register. According to Erin Oliver, recreation programmer for the City, most programs need a minimum of eight people registered in order to cover the costs of programming and in order for the course to proceed. She says that their beginner gymnastics program and their volleyball leagues tend to fill up quickly and interested participants are better off signing up as soon as possible, or at least one week before the class starts. “All of our summer programming was full, we’ve had great success in all of them like our soccer and our golf camp was full. If they don’t register within a week prior we do have to look at our numbers because we do have to maintain that we have that minimum of eight registered…depending on the programming,” Oliver said. The parks and recreation department and community services staff consider requests from parent inquiries and direction from city council when deciding which programs to offer each year. “We follow what our guidelines are from above us, as to what they want to see community services do…our guidelines from mayor and council, that we’re improving things like health and wellness and that type of thing. Our focus has been towards youth and children, so from there we see what parents are asking for… things that we’ve had going for years that we know are popular and have been full, like our Premier Sports skating, we are always full,” Oliver said.

Besides the wide variety of programs offered by the City including various mini-sports, dropin sports, aquatic fitness classes, swimming lessons and climbing wall courses, there is an even wider variety of leisure and recreation organizations not affiliated with the City. The art gallery is offering their fall and winter art classes to children and adults, and the Kiwanis Performing Arts Centre has made a number of dance and music classes available. Those with more of an interest in athletics can look to karate, yoga, zumba, swimming, skating, hockey and other sports clubs in the community. For those under the age of 18 and unable to afford to be apart of a sports club, KidSport B.C. can provide financial assistance of approximately $200, depending on club fees. Children in need are able to apply for the grant once annually, and can do so by filling out an application online or returning an application form at their community’s local chapter. “We try to keep the process very simple, it’s a one page application and basically our single criteria is that if it weren’t for KidSport’s help then the child wouldn’t be able to play a season of sport. So in essence what we’re asking is for someone to sign off on the application, we call them an adjudicator, so someone who is aware that the family is in financial need,” said Pete Quevillion, director of KidSport B.C., adding that an adjudicator can be a doctor, lawyer, social worker, principal or anyone else that can verify that there is a need there. “We don’t ask a lot of detail of financial information we just ask someone to verify that there is a need and then we send the cheques directly to the sport organization,” he said.

Fort St. John’s mayor gets handcuffed Mayor Lori Ackerman’s bail to get out of jail was set at $2,500 for the annual fundraising event, Jail and Bail, which helps raise money for Cops for Cancer. Participants are nominated by a friend, family or coworker to sit behind bars at the Totem Mall. Each person has a bail amount that they have to raise in order to set them free. Ackerman took to Facebook to invite friends to donate money, while others scrolled through their cell phone book, seeking names to help a worthy cause. This year’s Jail and Bail raised $33,000. Fort St. John Insp. Pat Egan said they were hoping to top last year’s amount, but last year they raised the same amount.

Apsassin’s grandfather was the chief to both bands, which back then was named the Fort St. John Beaver Band. NORTH PEACE HEAVY INDUSTRIAL LAND USE STUDY 2012 The Peace River Regional District has recently completed a consultation draft of the Heavy Industrial Land Use Study. This study was completed as a required commitment of the North Peace Fringe Area Official Community Plan Bylaw # 1870, 2009. The Heavy Industrial Land Use Study seeks to investigate existing vacant heavy industrial lands in the PRRD, the City of Fort St John and the District of Taylor. The study attempts analyse areas of existing heavy industrial land use and rates of development and to identify lands that could be used for future heavy industrial development based on projected demand. Society to target sites on Alaska Highway for historic designation By Jill Earl

DAWSON CREEK- The Peace River Regional District welcomed a delegation from the Alaska Highway Community Society last Thursday, hearing an update on their efforts to get the Alaska Highway designated as a national historic site. Last September the district committed $538,000 over three years to the Society to help them with the cost of application research, preparation and presentation to Parks Canada’s Historic Sites and Monuments board. With the commitment from the PRRD, Society members Bud Powell and April Moi contracted Content Works, an Ottawa-based conservancy and heritage firm, to help them with the research and designation process. Powell and Moi briefly presented the results of Content Works’ feasibility report, highlighting the recommendation from them that they should proceed to work towards designation. “This study was the initial leg of the research for the project to commemorate the Highway as a national historic site, this was the preliminary research to determine whether the project was feasible or not and after the community meetings that have been undertaken thus far and all of the other research that’s been undertaken, the recommendation is that we should proceed,” Moi said. Powell and Moi have both personally been working on this designation for over a decade and originally thought that they would have to commemorate the entire ribbon of payment, but have since decided it would be better to designate a few sites along the highway instead.

“As we’ve gone forward we believe that the approach will be to nominate a discrete set of historic sites and them develop themes of significance that will support those particular sites,” Moi said. Content Works identified 57 sites along the highway that could be considered as heritage assets, but are currently closely considering eight, some of which include: Soldier’s Summit in Alaska, the Muncho Lake hut, Liard River bridge, the airport terminal in Watson Lake, Mile 0 and the Kiskatinaw bridge. Moi and the Society are open to hearing about other historical assets along the highway’s cultural corridor, but only ones meeting certain requirements and fitting the thematic strategy will be reviewed. As a part of Parks Canada requirements, historic sites must illustrate an exceptional achievement either in concept and design, technology, planning or a significant stage in Canada’s development. Sites must have been meaningfully associated or identified with several events that are deemed as having national or historic significance. In 1954 the Alaska Highway was designated as an Event of National Historic Significance by the Historic Sites and Monuments Board of Canada, in 1996 it was designated as an International Historic Engineering Landmark by the American Society of Civil Engineers and by the Canadian Society for Civil Engineering. Quevillion believes that participating in sports will help youth develop good habits and healthy behaviours that they will carry on to adulthood. “There are a whole merit of benefits of proven research, driven benefits to sport participation: increased socialization skills, improved academic performance, lessens the chance of negative social behaviours, the development of the ability to work as a team… the benefits that kids receive from participating in sport will help them regardless of what they choose to do later in life,” he said.
