Changing the route to respect BC First of all, I want to set the record straight on recent claims that the Gateway pipeline runs through the Great Bear Rain Forest on British Columbia’s coast — they are categorically false. As it happens, our team of engineers has taken great pains to ensure that the proposed pipeline route is almost entirely made up of pre-existing corridors of activity — such as logging roads, forestry roads, cut lines, or other “pre-disturbed” areas — to reduce its footprint as much as possible. Our engineers, and experts familiar with B.C.’s terrain, have also spent years using the most advanced technology available to identify the potential for geohazards — landslides, rock fall, avalanches, seismic issues, and marine clays. As a result, we’ve worked hard to minimize the risk, and ensure the safest pipeline route possible, with extra measures such as deeper pipe burial, tunnels, and special pipe design.

Our engineering team is constantly refining the Gateway pipeline route. Years ago we started with Route A, and nearly two dozen route amendments later, we’re working on Route V. Many of those changes have come, and others will come, as a result of working with environmental groups, Aboriginal communities, and government agencies. Along the entire length of the pipeline in B.C., we’ll minimize impact to sensitive fish and animal habitat, reclaim the right-of-way for wildlife, and strictly control and manage access. Safety, and respect for the environment, have been our primary considerations in charting the Gateway pipeline route over the past 10 years. And that’s not about to change.

eration energy be considered instead of hydroelectric. They pointed to ENMAX’s Shepard Energy Centre project located in Calgary as a model for what could be done in the Peace. They compared both projects based on construction timeline, amount of megawatts, capital cost and land needed—emphasizing their stance that natural gas energy could be a better system for the area. They highlighted the Shepard Centre’s approximate three-year completion date while BC Hydro expects construction to take seven or more years. If Site C is built it has the potential to produce 1,100 megawatts of power; the Shepard Centre would be able to produce 800 megawatts. Koechl said there are more options available other than Site C, which he believes have been left out of the picture. “We are not politicians. We are politically active, but the reality is that much of what needs to be said right now hasn’t been explored, and because of that so many of the options, or the viable options, in this particular case: the natural gas co-generation, has been left on the backburner and regrettably so,” said Koechl. “Right now it seems as if the hydro project has been pushed at almost an exponential speed now to the point of exclusion of anything else.” But Conway said that’s not the case. “It is important to understand that the option for BC Hydro is not between Site C and nothing. Instead, BC Hydro must choose between a variety of resource options, which means Site C or other resources.” BC Hydro’s latest Integrated Resource Plan (IRP) compared the efficiency, environmental attributes and cost of Site C against other renewable resources, said Conway. The IRP assessed how wind, natural gas, run-of-river hydro, and pumped storage could meet the same annual energy and peak capacity requirements in the same time frame as Site C. The end result found that Site C is the most “cost-effective” option under a range of market price scenarios, according to Conway. Kroechl and Kroecher said

Sisters in Spirit stay strong in FSJ By Kyla Corpuz

FORT ST. JOHN – The names start rolling off her tongue: Cynthia Maas, Molly Apsassin, Annie Davis, Sandra Calahasen, Ramona Shular, Shirley Clethroe, Stacy Rogers, Renee Gunning and Abigail. All of these women were from the Fort St. John area and of Aboriginal decent—all have been listed as either murdered or missing. “I have a hard time remembering all of them,” said Connie Greyeyes. These are just some of the women Greyeyes walked for during last week’s Sisters in Spirit Vigil. “A lot of this really does hit home, they are actual people who I had an actual relationship with—friendships,” said Greyeyes. “So that’s basically what really started it for me.” Greyeyes is the co-founder of Fort St. John’s Sisters in Spirit Vigils that was held on Oct. 4. The Sisters in Spirit Vigils is a nation-wide movement, created by the Native Women’s Association of Canada (NWAC) in 2004. It’s a walk to raise awareness of the murdered and still missing Aboriginal women across the country. This year marked the fifth anniversary in Fort St. John. Over the last five years, Greyeyes believes the vigil has created awareness that these women are not “disposable”. “There’s a lot of bands around here, and I have found that there’s a stigma that’s attached to our people in our area. And you know what? That doesn’t make anybody disposable. Our women are not disposable. It’s not okay.” Greyeyes believes the stigma goes every further. “In talking with many of the families when we started this, it was the same thing over and over again,” Greyeyes said. “They felt that they’re voices weren’t heard, that it didn’t matter that their loved ones were missing. They didn’t get that urgency from anybody that this is serious.”

the ENMAX project has a price tag of $1.3 billion and will require 60 acres of land compared to Site C’s estimated $7.9 billion and 5,550 hectares of land expected to be flooded. “Financially speaking we’re looking at a project that will be six times cheaper, one sixth of the cost of BC Hydro’s proposed Site C dam,” Koechl said. However, Conway, stated in a letter to the editor that the opposition project only considers the capital cost of the natural gas plant, and not its lifetime operating cost. “This is important since most of the lifecycle costs for Site C are upfront capital costs followed by low operating costs over the long life of the dam,” wrote Conway. “A natural gas plant is the opposite, with most of its costs being incurred over the operating life of the facility.” Conway also pointed out that Site C would provide “long-term price stability, while the market price of natural gas fluctuates over time.” Area C director Arthur Hadland rebutted that comment. “But you see it’s our resource, so we can actually lock that in for long term … we have that option to do what we wish, but that option is not exercised.” Kroecher and Koechl were compelled to look into alternative energy projects after being dissatisfied with BC Hydro’s project consultation. Both men feel that their concerns are disregarded and they are frustrated with the responses and response times when posing inquiries to BC Hydro. “It is regrettable because the consultation process has been extremely challenging for people who want to participate in a collaborative manner. It’s next to impossible to do it, so we realized there must be something better out there,” said Koechl. “Each one has been a huge disappointment, it is not consultation,” said Kroecher. “Consultation is supposed to be a two way street, and I consider what they call consultation, manipulation. That’s all it is. We are being told what they are going to do, and we can comment on it, and that’s about the scale of it,” he said, adding that he has attended nearly all of BC Hydro’s public consultation meetings. Conway, however, said all Consultation Summary Reports are “fully” considered by BC Hydro’s technical and environmental teams. He added that community input has guided BC Hydro’s continual studies on the areas where Site C is being proposed. This compares favourably to other clean energy options, which had an average cost of $124 per megawatt hour in BC Hydro’s 2010 Clean Power Call.” However, when asked if BC Hydro acknowledged that Site C will create a greater deficit, Conway didn’t firmly answer. Moving on to the next chapter By Brent Hodson, Associate Publisher As I finish up wrapping this edition of the Northeast News, I thought I should do a little writeup saying thanks to the communities that read our newspaper and to the staff here. This is my last edition that I’ll be a part of as I am moving and changing careers. The past two years have been a great ride here as we have continued to develop a great product that continues each week to showcase the region. Changing your life is never easy... I have always been one to worry about making these life altering decisions. This change though will give me an opportunity to discover a new industry, work with a new group of people and continue to thrive in the north. Northern B.C. has always been my home. I was born and raised in Fort Nelson and have lived the past 8 years in Fort St. John and now making the move to Dawson Creek. I have always been a strong supporter of the north as I have found the opportunities, the experiences and the people here to be amazing. I look forward to seeing old friends still around as I won’t be too far away from them but I am looking forward to living in a new community and discovering what makes Dawson Creek the place it is. For those that live in Dawson Creek, lets go for coffee!

October is Small Business Month in British Columbia

Opinion - Editorial By Naomi Yamamoto Minister of State for Small Business Did you know that in B.C., more than one million people are employed by small businesses? Or that 98 per cent of all businesses in B.C. are small businesses? Small business is big business in B.C.! Premier Christy Clark understands just how vital small business is to the economic engine of B.C., and that is why she has made small business a priority by creating my new portfolio. This will allow all of government to focus specifically on the issues and concerns that affect business owners and their communities. This October, I want everyone to recognize small businesses, as well as their owners and employees, throughout B.C. Owning and operating your own business is no easy task. It’s work that requires immense courage, imagination, dedication and drive. You work long hours and invest everything you’ve got into making your business a success. I am constantly amazed by the wonderful things that B.C.’s small-business owners are doing in their communities. Even if you don’t own your own business, or aren’t employed by a small business, those businesses support your communities every day. B.C.’s small-business owners also understand the need to be fiscally disciplined and why having a balanced budget is so important. As one columnist recently noted, “...when it comes to understanding the importance of jobs and fiscal discipline, and

providing for one’s family, there is no sector that understands it better than BC’s small business sector.” I understand the life of a small-business owner, as I ran my own business for 21 years. I also worked with other businesses in my community, with the BC Chamber of Commerce and the North Vancouver Chamber. As the Minister of State for Small Business, I will work every day to make it easier for small-business owners to do business in B.C. Sometimes what’s most challenging for business owners is getting things up and running. In B.C., we are blessed to have so many creative and talented people and often times their new and innovative ideas need financial support to get off the ground. We want to encourage more angel investors. As part of the BC Jobs Plan, our government is providing a $3-million increase to B.C.’s successful Small Business Venture Capital Program tax credit, targeted to direct investments in new businesses. This program encourages angel investors to invest their own capital directly into eligible, local, small business and offer strategic expertise. We currently support this program with up to $100 million annually. I hear one thing time and time again from our business community: time spent filling out forms is time away from improving and growing their businesses. B.C. is leading the country in the fight against red tape. We’ve reduced regulatory requirements by over 42 per cent since 2001 - that’s more than 150,000 regulatory

requirements off the books! And we’ve committed to holding the line right through to 2015. We also continue to support BizPaL - now in 112 communities - in addition to the expansion of the Mobile Business Licence. But we know that there are more things we need to do to help the close to 400,000 small businesses operating in B.C. That’s why it’s important to hear from owners about what’s working and what needs improvement. As co-chair of the Small Business Roundtable, I will be consulting with business communities throughout the province. I’m confident that by working together, we will be able to create the most business-friendly environment in the country. I also want to recognize the Canadian Federation of Independent Business and their SmallBiz Saturday event on Oct. 20. I encourage all British Columbians to get out and support your local small businesses. They are vital to the health and growth of your city or town, and B.C. would not be the same without our small-business owners. This month I will be out in communities throughout the province, meeting with small-business owners and their employees to celebrate their successes and listen to their concerns. I hope to see many of you during Small Business Month in B.C. Thank you to the small business community. You are not only owners of businesses, but moms, dads, coaches and volunteers who are the heart and soul of B.C.

A What Walk?

Dear Editor, SLUT-1. a careless, dirty, slovenly woman; slattern 2. a sexually promiscuios woman. I am appalled that women could call their organized walk a Slut Walk. How demeaning, you ask to be called equal and to be treated with dignity and then you label yourselves as such. Rape is NOT justifiable. Most rape cases have nothing to do with your attire but rather is a control issue. Income inequality must be addressed: Liberals

Dear Editor, Canadians are feeling the pinch. Families are earning less and inflation is increasing the cost of everyday essentials. Students are grappling with rising tuition rates and have fewer opportunities for employment when they graduate.

Youth unemployment is at a historic high and student employment is at record lows. As Canadians adjust to these economic realities, our debt-to-income ratio has grown to 152%, much higher than the United States, and entire generations of Canadians have little or no savings. Most of us recognize that income inequality is a growing issue that is at the heart of these challenges. That is why the Liberal Party held a debate in Parliament on addressing income inequality and put forward several practical steps we can take immediately to reduce it. Specifically, we are calling on the government to: · roll back their recent Employment Insurance Premium hike; · end their punitive new claw-back of Employment Insurance benefits; · make tax credits refundable so that low-income Canadians are not excluded; · adapt the Registered Disability Savings Plan for sufferers of chronic diseases, such as Multiple Sclerosis; and · remove federal interest charges from student loans. What we are asking the government to do is to first of all recognize that this is a problem, not continue to dismiss it. Income inequality is a key issue for Canada. We cannot assume that prosperity will be fairly shared and we cannot take prosperity itself for granted. We have to avoid the

mistakes of the extreme right and the extreme left and we have to come up with practical proposals that will make a difference to ordinary people and ensure that our prosperity is fairly, deeply and widely shared. Shared prosperity is what we strive for as a country and ensuring equality of opportunity for all Canadians is at the core of what it means to be a Liberal. Michelle LaBoucane, the NPRJS executive director, presented her case in front of the provincial finance committee on Oct. 3, in hopes to see long-term funding. “The reason why I’m here is because I’m presenting on behalf of the Justice Programs,” said LaBoucane. “I would really like to see sustainable funding for every Restorative Justice Program in British Columbia.” This is her second time presenting to the provincial finance committee; and this time she has a plan. “My suggestion is that the province take a look at … using the Civil Forfeiture, where the proceeds from crime are divvied down among the province. Actually, I think it should go towards all the crime preventions in B.C.,” LaBoucane said. When she proposed the idea to the finance committee board, she got a few nods from the members, as if they were agreeing. Peace River North MLA Pat Pimm, an avid supporter of the restorative justice approach and a member of the finance committee, said he will vie for the NPRJS funding one way or another. “Is Civil Forfeiture a good place to fund from? It certainly is a possibility, and I think it’s a great possibility,” said Pimm. According to the Ministry of Justice website, the proceeds of forfeited properties go towards movements that support local crime prevention, victim compensation and remediation efforts through the use of grants. Fort St. John Cpl. Jodi Shelkie said it’s “unfortunate” that some perceive that notion. “First of all it’s a first priority for us if [a missing persons case] come in,” she said. “It doesn’t matter who it is; whether it is a women, a male, a child, whether they’re Aboriginal or not.” She added that there is more of an emphasis on women who have been reported missing. “There is a pattern that has happened over the last couple of years because of the Highway of Tears. So we know that First Nations women and women with high-risk lifestyle—not that they’re the same—these women are more susceptible to go missing, so therefore they are of a higher priority.” Raising awareness through the vigils and the walks has grown over the years according to Greyeyes. “I think that since the first one, I think we’ve come a long way.

I really do. We have more and more people that come out, more organizations are willing to help.” Women, men and children from all walks of life attended the Fort St. John Sisters in Spirit Vigil. They walked from the Friendship Centre to City Hall, donning blue shirts and signs with names of missing and murdered aunties, friends and mothers sprawled across it. Upon reaching city hall, women and girls set down white roses at the building’s entrance. They did so in memory of the lost, but never forgotten, women in their lives. There’s Halfway, Doig, Blueberry, Saulteau, West Moberly, that surround us,” she said. Greyeyes was first introduced to the Sisters in Spirit Vigil when her and a friend Dave Terry, who has since died, were

looking at the statistics of missing or murdered Aboriginal women in Canada. “We were astounded by the numbers that was on the screen, we were like ‘That can’t be right.’” According to the Sisters in Spirit website, based on anecdotal evidence, over 500 Aboriginal women have gone missing in the last 20 years. In recent years, approximately 10 are from the northeast B.C. region. The staggering numbers urged Greyeyes to do something. “I had actually really decided that it was going to be something I was going to do because I actually have a family member who was a cousin that lived in Alberta that was murdered. She was doused with gasoline by a complete stranger and lit on fire. She died 22 days later in the hospital.” On the same day as the Sister in Spirits Vigil walk, Greyeyes also held a workshop called From Stilettos to Moccasins. “It’s very much understanding who we are as Aboriginal women and people. I really hope that our target was to try and get women who are struggling with alcohol and drugs and struggling with the law, try and get them in and take that first step of reaching out.”

The Northern BC Tourism Association is getting locals, passionate travelers, and fans of Northern BC to make the final decision on photo feature pages in its 2013 Northern BC Travel Guide. DAWSON CREEK – A group of concerned residents took the initiative to address the on going water sourcing battle in Dawson Creek. The city is currently under Stage 4 Water Conservation Measures, which denies residents the use of water for gardening, ornamental fountains and lawns and landscaping within certain hours of the day, among other restrictions. Paul Gevatkoff, a local resident, spoke in front of city council on Oct. 1 to express his concerns with the water limitations; and offered a logistic solution developed by him and four other residents. “We feel that water restrictions, although necessary in these conditions, create stress for our residents and also present an impediment to growth both industrial and residential,” he told council, adding: “Sustainability of our community requires an ample, consistent and dependable supply of water.” The group started working on a one-time water analysis comparison of three rivers: Murray, Kiskatinaw and the Peace. “Our recommendation is to begin immediately to develop a new water source as a supplement to our existing system with the long term option of converting totally to the new source in the future,” Gevatkoff said. “A supplementary source will provide the security and sustainability in the case of any future emergency.” Gevatkoff presented a study that looked at the cost of running a pipeline from the Murray River to Dawson Creek’s water treatment. They used the Murray River only as an example. “We wanted to give an example, and the example we wanted to use was getting water out of the Murray River at East Pine, or in that area, and then following the Highway 97 up to Aras—which is 57 kilometres—and that gives everyone a perspective.” The cost were developed based on production of 14,000 cubic metres per day. The estimated cost came up to $1,000 per metre of pipeline. “The key number is 1,000 dollars per metre,” said Gevatkoff. “So if you select the route that is 57 kilometres (Murray River route) it will be 57 million dollars. If you select a shorter route it would be less.” Gevatkoff noted that the cost estimate includes all costs related to developing a new water source, like source selection, permitting, engineering, right of way acquisition, purchase and transportation, water intake, booster station, road crossings as required, river and stream crossings as required and 15 per cent contingency. The operating costs are not included. Gevatkoff told the Northeast News that an alternate water supply has always been available, but getting a grasp on the cost and the water analysis, was lacking.

owner at Lilies and Lavender. “I just think that, you know, everyone in Fort St. John should just lend a hand when you can,” said Davies. The FSJ Community Enrichment Centre Foundation hosts their own fundraisers like selling arts and crafts items the members have made at consignment stores and at Northern Lights College. Fehr said having the members produce the items provides a sense of teamwork. “It’s often a team work situation, like an assembly line, where everybody has a role,” she explained. “The end product is a sellable item that we can sell in the community.”

FORT ST. JOHN – If all goes as planned, there will be a new addition to the Fish Creek Community Forest. Janice Fehr, the Fort St. John Community Enrichment Foundation’s instructor and coordinator, said they are hoping to make a mark in the community forest to remember one of their longstanding members. “Well we’re targeting our funds towards a commemorative bench for an individual who passed away in our program, a long-standing individual,” said Fehr. “We are looking at having it placed in the community forest so it’s usable, but also when we walk in the community forest—which we do almost daily in the summer time, that’s kind of our classroom—we will be able to remember [that individual] everyday. The FSJ Community Enrichment Centre Foundation is a nonprofit organization that provides day programming for special need adults in the city. The foundation provides individual instruction in literature, numeracy, life skills, personal living skills and job coach supporters. Fehr said their fundraising efforts normally go back into the program to buy craft and school supplies to keep them stocked throughout the year. “But this year we have a little bit more of a focus,” she said. “I think the students are really looking forward [to it] because they’re going to see the end results, as opposed to buying paints

Pumpkin House dates back 100 years

TAYLOR – Over one hundred years ago the town of Rolla was booming. “Rolla was going to be the town,” says gardener John Curtis. There were pubs and stores, and livery barns for out-of-town visitors. A livery barn was sort of like a valet. “When you went to town on your horse and you left your horse at the livery barn, the guy would look after it until you went home,” Curtis explains. One of those livery barns has transformed and transported over time. In the last forty years, it has become a store where Curtis sells his vegetables in Taylor. “We’ve always used it to sell things, so why not fix it up for the kids?” When fall rolls around and Halloween is only a month away, it turns into the Pumpkin House. “There’s the pumpkin room up here,” says Curtis, sitting inside the barn, behind a wooden counter that holds a scale to weigh pumpkins. “That’s probably been going on for 30 years and the last two or three years we’ve expanded into the back.” The barn is infested with spooky décor at this time of year. Giant spiders dangle from the roof, visitors are greeted by red-eyed witches, gravediggers and hanging skeletons. But, there are also pumpkins of different shapes, sizes and styles.

The PRRD is seeking an energetic and qualified individual for the position of Community Services Coordinator. Reporting to the Manager of Community Services, the Community Services Coordinator is responsible for assisting in the delivery of a wide range of services including emergency management, recreation and regional parks. The ideal candidate will have experience in emergency management; administering grant programs as well as grant writing for capital projects; managing rural parks; and/or, liaising with a variety of organizations including protective service providers such as rural fire departments, recreational service providers and community organizations. A combination of training and experience in any of the above noted disciplines is welcomed. Qualifications: • minimum Grade 12 education plus a certificate in Community Recreation, Community Development and/or Emergency Management; • three years experience in local government; • public relations skills, public speaking and presentation skills; • project management skills including organizational skills, the ability to establish priorities, and the ability to coordinate workloads to meet timelines and budget expectations is a necessity; • the ability to compose and edit correspondence and documents as well as excellent analytical report writing skills with good attention to details; • a valid driver’s license is necessary as well as flexibility in both days of work and workday hours of work. committee was through a videoconference, and while it didn’t result in what she was initially seeking, she said it did spark an interest around Restorative Justice. “It started a conversation and we’re keeping that conversation going.” Mark Dalton, MLA for Maple Ridge/Mission, was also on the financial committee board. He said his community experienced the same issues the NPRJS face. “In our program there were challenges year to year with Restorative Justice Program funding,” he said. However, it wasn’t until recent that his city finally got out of that slump. “About two to three years ago we were able to get gaming funds on a regular basis, hopefully it will be maintained year to year.” Restorative Justice started in 1994 in Fort St. John, it originally received a provincial grant of $25,000 but it was cut back in 2002. The city, however, has continued to maintain a grant of $25,000 since the society’s inception in the early 90s. For the first time, the NPRJS received a $40,000-gaming grant from the province earlier this year. Until it receives long term funding, LaBoucane said the Society would continue to use different avenues in attempt to keep its doors open. “At this point of time, we are just using things like fundraising, applying for grants, chasing down to try and find funds to keep these programs up and running in our communities.” The Society is hosting their largest annual Rocky Horror Pictures Show fundraiser on Oct. 13 at The Lido. If the NPRJS receives a stable long-term funding, whether it is from the province or the Civil Forfeiture, LaBoucane said it would benefit the community in more ways than one. “It means a couple of things: it means employment for a couple of people in our community; it means teaching our children and youth that ‘Yes, you can make a mistake, but you can learn from your mistake,’” she said. “And, how to become a community member.” But LaBoucane admits that there is still resistance towards the Restorative Justice approach. “One of the perceptions we had is that the general public isn’t

ready for Restorative Justice.” Restorative justice is a diversion program that allows firsttime offenders to attain atonement without going through the court system. According to a study by a former New Zealand professor of criminology, Allison Morris, some believe that restorative justice doesn’t provide ‘justice’ and “lacks legitimacy”. Pimm said there are B.C. communities that don’t see benefits to restorative justice. “Not all communities have had the same success as the Fort St. John Restorative Justice,” he said. But LaBoucane believes that restorative justice is a “natural consequence” to the offence committed. “People would like harsher sentences for murderers and pedophiles, yes, but the feeling I get is that the general public would like meaningful reparation and quick and decisive action,” she said. “Restorative justice can do that if it is given the resources.” The NPRJS primarily works with first-time offenders. “In Fort St. John we target first time offenders, and they must show remorse, and an officer can tell if an offender has true remorse.” Once the crime is committed, sometimes even before charges are laid, the offender meets with the victim. “The discussion goes on to how to repair the harm, letters of apology, restitution or community service hours.” The NPRJS started using the community gardens as a means for the offenders to put in their community service hours. They harvested potatoes, which were then donated to the Salvation Army. “If they are successful, it’s done and over with, there’s no criminal record, it doesn’t carry with them.”

The NPRJS doesn’t take on domestic violence cases, said LaBoucane, unless it is court mandated. The NPRJS has not yet dealt with any domestic violence cases. It is estimated the NPRJS has saved the provincial government over $400,000, by proving to have lower recidivism, in Fort St. John, there have also been 74 referrals from the RCMP that led offenders to restorative justice from September 2011 to September 2012.

Car seats can be recycled By NEAT PEACE REGION – It’s the news parents have been waiting for- car seats are now recyclable in the peace region. Car seat sales are sky high in our region, which makes perfect sense with an approximated birth rate of 1000 babies a year. Parents purchase car seats with the purpose of protecting their child from harm. A great amount of time is spent researching the best, safest car seat on the market and once parents have chosen and bought the perfect car seat they spend hours second guessing themselves, worrying if this piece of plastic, cushion and fabric will really protect their beloved little one in the event of an accident. Each child goes through 3-4 car seats and boosters in their lifetime, depending on the type of seat that is purchased. Car seats have an expiration date usually 7 years after the manufacture date - and parents are advised not to purchase used car seats

because they can’t be too sure as to whether they are still in good working condition or not. What happens to all these once perfect, once protective, once loved car seats? Where do they go when they have expired or been in an accident? For a long time hard plastics, such as the kind in car seats, were not labelled with a number indicating what type of plastic they were made from. This made car seats difficult to recycle and they would end up in the landfill. Today, thanks to dedicated recyclers in our region, car seats no longer have to find their end of life in the landfill. The car seat plastic is now able to be recycled at local recycling depots. Before dropping off a car seat please strip them of all fabric, belts, metal, and cushion. At some recycling depots the metal can be taken in and recycled but please call ahead to ask before dropping them off. Car seats are only accepted at local depots and not drop off bins. NEAT is excited to announce the Car Seat Recycling Roundup that will take place October 15-19. Stripped car seats can be dropped off at the NEAT offices in Fort St John, Dawson Creek and Chetwynd during that week from 9am-5pm. Originally there was going to be a $15 fee for processing, but we have found a way, with the help of our local recycling depots, to wave the cost and make this opportunity free for the public. Although tankers have been safely navigating the north coast and its channels for decades, marine safety remains a top priority for British Columbians. We have been planning the Northern Gateway Project for over a decade, with a particular focus on protecting the environment. We have added specific safety requirements to our marine operations plan to help make the waters of the north coast safer not just for tankers serving the project, but for all marine vessels.

Tankers will reduce speeds in the channels…

Qualified BC Coast Pilots will board and guide all tankers… To prevent spills, all tankers serving the project will be modern and double-hulled, and will be vetted by independent, third party agencies before entering Canadian waters. Once strict safety and environmental standards are met, they will be guided through the Douglas and Principe Channels by qualified BC Coast Pilots.

Tankers travel slowly, but to make sure that marine species and their habitats are respected, tankers will be required to reduce speed as they pass through certain sections of the channels. Even their escort tugboats will have quieter engines to reduce underwater noise.

Powerful tugboats will escort tankers… Additional radar and navigational aids will improve safety for all vessels…

Tugboats have been shown to significantly reduce tanker incidents worldwide. Powerful tugboats that have been specially commissioned for Northern Gateway will assist in the safe arrival and departure of tankers. All tankers will be attended by a close escort tug. In the channels, laden tankers will have two tugs–one tethered at all times. These tugboats will have emergency response equipment on board and will be capable of assisting any marine vessel.

For increased safety and sure guidance, additional radar systems and navigational aids, such as beacons, buoys and lights, will be installed throughout the routes. This will not only improve safety for tankers, but for all marine traffic on the north coast.
