DAWSON CREEK- The Kiwanis Early Learning Hub celebrated its official opening last Thursday, Nov. 24. The centre is shared by three child development and support organizations: Axis Family Resource Ltd, Dawson Creek StrongStart, and the Child Development Centre. The Hub has been open for nearly four weeks, but opened its doors to the community for the celebration. “Within the Early Learning Hub we’ve got a whole bunch of community partners together to support young families in Dawson Creek. First and foremost the main partner is School District 59, and we’ve put in our StrongStart program, and within the StrongStart program adjacent to it is the indoor playground for the community, and that was partnered with Children First and Encana to put that in…we’re working on getting extended hours to be open evenings and weekends,” said Gloria Cleve, Early Learning Project Manager for School District 59. The StrongStart program is a drop in program for children and their caregivers, open from 9-12 on weekdays and is available for infants and children up to five years old. An early childhood educator is always on hand to help with the parent/child interaction. “They come in here, into an enriched play environment and it’s a parent/ child interactive program. So parents or caregivers come in here and they stay with their child, there’s an early childhood educator on staff... so that by the time they reach the school system they have done all of the things that make them ready to succeed when they go through the kindergarten door,” said Cleve. She said her customers say they are picking up the normally pricey shoe elsewhere; but Scoop Clothing is the only authorized Ugg dealer in northeast B.C., according to the official Ugg Australia website. As a result Flamond said sales have dropped by nearly 40 per cent of her normal rates driven by the Australian brand. “This is the first year, in three years, that our sales have been so slow,” said Flamond. But, Uggs aren’t the only counterfeit product being sold under the table, fake designer brands have been a growing commodity and problem—and it’s not just in the northeast region. “This … happens across B.C. and the important thing is that people not get into something that seems like a deal too good to be true,” said Mark Fernandes, communicating and marketing specialist for the Mainland B.C. Better Business Bureau. The sale of counterfeit products negatively impacts the economy. “It’s taking advantage of the buyer and abusing persons who did a legitimate job of trying to get a real business started … so it does hurt

The counterfeit market not only affects local businesses but also consumers. “What it really hurts is the market, overall. People lose trust in the fact that they’re actually getting the real items,” said Fernandes. Health risks also factor into purchasing a scaled down version of the real deal. “The health risks for this is that you don’t know where these goods are being produced and what materials they are using,” said Fernandes. “There can be potentially toxic substances that are involved in the creation of those products, that could potentially harm a consumer. “Even if it’s something that … you think you can get away with purchasing … and saving some money, you may be having unneeded health risks associated with it.” Fernandes listed ways to determine real from fake. “Shoppers should look out for misspelled words, names or poorly sewn logos and labels, and in some cases, the authenticity cards like the holograms.” As of Fall 2010 reflective security tags began being stitched into the left shoe of all Ugg boots and shoes to ensure its legitimacy. The website states that Uggs sold with a canvas bag (pictured on top), is one detection that it is counterfeit.

DAWSON CREEK- Councillors new and old took part in an orientation session last Friday, Nov. 25, to prepare themselves for their first council meeting as city representatives on December 5. After brief introductions, Chief Administrative Officer, Jim Chute, presented information about their responsibilities, how the City operates, and other basic information. Chute explains why it is useful to have an orientation. “It’s sometimes useful to think of local government as an industry, in the same way you think of forestry or mining. The industry of local government has all the same characteristics of other industries, it has it’s own technical language, it has it’s own regulatory screens, it has it’s own protocols and procedures, and not all of them make a lot of sense and they won’t be intuitive to you unless you have worked in this particular industry before,” he said, adding that many procedures come from a long background of British Parliamentary tradition, and reasons for doing certain things a particular way have been lost through time. Chute differentiates the goals of local government to the goals of industry. “We’re not a business in the traditional sense, we do a lot of activities, but the bottom line for the local government is the public good, and in order to assign value to the public good each councilor makes their own choices about where those balances lie, it’s not as easy to arrive at a bottom line as it is in private industry,” said Chute.

money.” The release also stated that the West Coast Environmental Law Association is not applying for funding. Morison said it would cost PVEA a “few hundred, thousand dollars,” to “effectively” have its expert subject matters review and critique BC Hydro for the assessment. “It’s an $8 billion-project, the range of issues is huge. There’s agriculture, wildlife, socioeconomic, geophysical … it’s going to impact a lot of people here,” said Morison. Morison feels interests groups like the PVEA are being short handed. “It just hardly seems fair that we should be saddled with $19,000 to effectively participate in a three-year process? It just makes no sense whatsoever.” But, Roy said the CEAA’s funding isn’t meant for the interest groups to fully rely on. “It’s meant to help people participate but not meant to fully cover their cost.” Roy said not all groups that apply to participate in the environmental assessment would receive the maximum amount. “Depending on how many people apply and how many groups, we will as a committee assess all the applications … the committee will write a report with their recommendation and it will be submitted to the president of the agency, and the president will determine how to allocate the funds,” said Roy. In the coming new year, the CEAA will post how much each group will receive as well as the rationale behind it, according to Roy. The deadline for the applications was originally Nov. 7, 2011 but with a request for an extension by the PVEA it was pushed back until Dec. 7, 2011. Now, Morison said fundraising would play a large role to ensure that PVEA can fund expert subject matters. The PVEA silent auction that was scheduled for Nov. 19 was postponed because they are now hoping to couple it with a dance. “We’re going to be focusing on a lot of fundraising activities for the next few years.” This is the second time the project has entered a regulatory process, according to BC Hydro. But this is the first assessment at the federal level, said Roy. Site C has been looked at twice by the B.C. Utilities Commission and both times did not advance. Now, it is in Stage Three: Environmental and Regulatory Review by the CEAA and B.C. Environmental Assessment. The assessment commenced in August 2011; and part of the overall process is a joint panel review. PEACE REGION – Subsidies for interest groups to participate in the Site C environmental assessment process was accused of being unreasonable. Peace Valley Environment Association coordinator Andrea Morison said funding, from the Canadian Environmental Assessment Agency, for the group to participate in the environmental assessment is “completely unfair.” The total allocated amount for the Public Participation program to assist non-Aboriginal individuals and interests groups is $140,000 with $19,000 as the maximum funding for each. “The agency determines that it is an acceptable level of funding,” said Annie Roy, spokesperson for CEAA. Roy added that the amount of funding was based on the limited resources and an increasing volume of projects throughout the CEAA. “We were asked to manage the program in a fiscally responsible manner and must place the limits to be made on the allocations … to the participants,” said Roy. But according to some, the maximum funding is considered to be “unreasonably” low for groups or people to build a case over three years against the $8 billion-project. “There is no way that this funding is enough to allow the diverse range of impacted farmers, ranchers ... and residents to participate meaningfully in this review process,” according to Josh Paterson, staff counsel at the West Coast Environmental Law Association, in an email press release. He added that: “Participating effectively costs

Master plan to mend Tumbler Ridge health care By Jill Earl

TUMBLER RIDGE- Northern Health will call for proposals to complete a master program/ master plan for Tumbler Ridge this December. Work on the program/ plan will hopefully begin in early January after a vendor has been awarded. Chief Operating Officer for Northern Health, Betty Morris, believes that the entire process will only take a few months. “I anticipate this one won’t take as long because it’s a diagnostic and treatment centre… so I think we’d like to see ourselves able to wrap it up in early spring,” said Morris. Morris says that the program/ plan will help determine the healthcare needs of Tumbler Ridge through to 2035, she also says that the anticipated growth of Tumbler Ridge spurred the upcoming master plan. “Our understanding- and why we are paying some attention here- is that there is going to be some development going on in Tumbler Ridge, economic development, and we want to make sure our services can provide support for community members as well those people who will be brought to the village in asso-

ciation with expanding industry,” said Morris. “We’re growing, we’re seeing a big influx of people and workers right now with the camps and everything, and that’s a strain on the health care system,” said Mayor Larry White. White says he’s expressed the health concerns of the district to Northern Health and the Ministry of Health several times during his term. He’s excited about Northern Health’s announcement. “We have gone numerous times to Northern Health and we’ve gone to the Ministry of Health...so I would say we’ve had meetings three or four times a year every year I’ve been on term... Just the fact that we’ve been heard, and they said yes we’ll have a look at it and if they find something other then what we’ve been saying, then that’s great and at least they’ve taken our concerns and they’re going to be doing something about it,” White said. Tumbler Ridge currently has a diagnostic and treatment centre, but outside of regular office hours residents must call 911 for service and often must go to another district for care. “Well they’re only there from about 8-5, so there’s no over night care, that’s one of the issues that we’re trying to bring forward, because of the activity and the stress on 911 that would really alleviate some of the issues there. We certainly have the nurses available in town but we don’t have the FTE’s (full time emergency response) to cover the 24 hours. We do have an issue with doctors too, trying to attract them to the area,” White said about the current health care issues in the district. Morris said the plan will provide recommendations for programs and services, the facility, and finances. “What we are going to be doing is the same in every community that we go to, just a full, well rounded, look-see as to what is the service level need, are we delivering well, do we have to put in some resources or change how we do some things. It’s a full look at what we’re doing and how we should be doing it,” she said. “This process is an important step in planning for the long term service needs in Tumbler Ridge,” said Jaret Clay, Health Service Administrator for Northern Health in the Nov. 22 press release.

Flamond said she invests thousands of dollars to bring in authentic, brand name clothes and said losing out on sales has a chain reaction; because Scoop Clothing donates one per cent of their gross income to the Fort St. John Women’s Resource Society. To combat the purchase of the luxury brand in disguise, Flamond said Scoop Clothing would give customers a $25 gift card in exchange to throw out counterfeit Uggs. The retail price of Uggs can range from $275 to $400. The Northeast News could not get a comment from an Ugg Australia representative before going to press. Uggs are made with Australian sheepskin.

MLA Pat Pimm • Finance Committee Recommendations By Pat Pimm MLA, Peace River North I’ve been very busy the last few months travelling the province with the Finance Committee. Our committee report was tabled in the legislature on November 15, 2011. I am very proud of the work that was done and the recommendations that have been submitted. The committee was made up of government and opposition MLAs and we agreed on about 80 per cent of the 75 recommendations put forward. The report took a slightly different focus this year and identified the Northeast and Northwest as becoming even more important in the years ahead and therefore, a lot of recommendations came in that regard. Some of the highlights for our area are as follow: • Develop and implement an effective, efficient, and transparent permitting review process, and ensure that government agencies have sufficient resources. • Provide more certainty to business applicants about what is expected from them with regard to First Nations consultations and clarify what government takes responsibility for. • Consider synchronizing Alberta and BC trucking regulations to permit wide and heavier loads (e.g. axle weights) and improve wait times for issuing permits. • Work with all sectors and the Industry Training Authority to enhance and target apprenticeship opportunities. • Negotiate with the federal government to expand the Provincial Nominee Program to meet the province’s labour

market demands. • Review ALR boundaries and give consideration to removing land that is not fit for agriculture, particularly in rural regions of the province.* • Develop an industry-supported Centre Line Road that would reduce the time to travel into the center of the Horn River development by 1.5 hours, therefore eliminating the need for operating some live-in construction camps. • Remove an appropriate amount of land from the Agricultural Land Reserve so that Fort Nelson can expand its residential land base to accommodate the growth pressure demands of developing the Horn River, Liard, and Cordova shale gas basins.* • Initiate a Fair Share program in the Northern Rockies Regional Municipality equivalent to the existing Fair Share program in the Peace River Regional District.* • In collaboration with industry, First Nations, and the regional municipality, develop a regional economic strategy and implementation plan with ongoing monitoring for the Northern Rockies Regional Municipality. • In recognition of the pressures on public services from a rapidly expanding economy, support the development of a strategy for meeting public service needs in Fort Nelson, such as health, education and safety. • Lower student loan interest rates to the same national ranking as BC tuition fees – i.e. middle of the pack. • Establish a provincial system of upfront needs-based

grants to ensure success for students at all socioeconomic levels. • Expedite the review of Community Living BC and be prepared to invest as appropriate; and continue to improve planning and services for youth and adults with special needs who are in transition or whose families are in transition. • Examine funding options for the province’s 60 restorative justice programs, including the Alberta model, as these programs result in significant cost savings. • Cap the carbon tax at the rate as of July 2, 2012. • Address the inequity for BC cement producers arising from imported cement not being subject to a carbon tax. • Review the impacts of the carbon tax on all business sectors and develop a strategy to keep BC businesses competitive with other jurisdictions.* • Consider immediate carbon tax exclusions for agriculture, including the greenhouse sector, and public institutions.* • Stop further expenditures on the development of cap and trade until the province has sufficient trading partners to trade with.* These are only the items that I felt were extremely important to our region, to read the entire report please go to the Ministry of Finance website. B.C. sees legislation for Auditor General for Local Government By Jill Earl

DAWSON CREEK- Premier Christy Clark announced legislation that would establish an Office of the Auditor General for Local Government (AGLG) in Surrey, B.C. Thursday, Nov. 24. The office will have a $2.6 million budget and will be located in Surrey. The Auditor General for Local Government Act would allow the Auditor General to audit all municipalities and districts within B.C., as well as any corporations controlled by the local government, and the two boards providing water and sewerage/ drainage services in Metro Vancouver. With over 160 municipalities in B.C. the Auditor General is only expected to complete a few per year. Though local governments conduct an audit annually, the Auditor General will provide an additional audit, advice on improving operations, and recommendations in the form of public reports. The audit would examine a specific government operation or service and investigate whether it is economic and efficient. “This government is committed to being open, and the Auditor General for Local Government would provide British Columbians with the opportunity to access audit reports about the value they are getting for their money...The same reports would give local governments important information about how to streamline processes and identify the most efficient use of public funds, maximizing the use of taxpayer dollars,” said Ida Chong, Minister of Community, Sport and Cultural Development. “Families work really hard for their money, we all know that and when they pay taxes they want to make sure that it’s spent as prudently as possible and that’s what the Auditor General for Local Government will help local governments do. It will help them manage their spending and make sure that taxpayers get treated with the respect they deserve,” said Clark at the press conference. “A big part of the AGLG job is helping local governments keep property taxes under control so that families can do what they do best and that’s creating strong communities and having as much money in their pockets at the end of the day to be able to do the best possible job they can in raising their children and looking after the people they love…It also represents our commitment to open government and making sure that government is listening to the needs of families and acting on them,” she

Documentary shows the merge of youth and elders

FORT ST. JOHN – The premier screening for “The Place Where Happiness Dwells,” brought out a large crowd at the North Peace Cultural Centre on Nov. 25. The documentary captured the 2011 Nenan Youth and Elders Gathering at Pink Mountain, B.C. last summer. “The intent of the gathering is to connect youth to our elders, which the youth and elders have told us that that is what they want,” said Nicole Garbitt, Nenan Dane zaa Deh Zona Children and Family services regional director of community development. The goal of bringing together the two generations is to instill culture and healthy families, said Garbitt. “The purpose is to celebrate the work we’ve been doing and we’ve been really focusing on culture and the critical importance that it underlines our foundation,” said Allen Cummings executive director of Nenan Dane zaa Deh Zona. “We’re trying to reinstitute culture and traditional practices,” said Cummings, adding that those elements have been lost in recent generations of Aboriginal youth. Twenty-year-old Chase Jobin, from Moberly Lake said attending the gathering at Pink Mountain made him a better person and learned many things about the support of families and culture. “I liked it, we had fun, it was very beautiful up there,” said Jobin. The society has organized three youth and elders gatherings. They decided to professionally document the latest one held last July, because it captured the essence of what Nenan Dane zaa Deh Zona is and their accomplishments so far. Nenan Dane zaa Deh Zona Children and Family services has been working with the government to reclaim the responsibilities and services of the Ministry of Children and Family Development in northeast B.C.’s Aboriginal community.

Operation Christmas Child at Baldonnel By Kyla Corpuz FORT ST. JOHN – Plush toys, notebooks, pencils and bars of soap lined a hallway in Baldonnel Elementary School. Operation Christmas Child is a campaign that fills shoeboxes with things that may be “completely common to us,” but rare to a child—halfway around the world—in need, said parent volunteer Kim Liwiski. This year, the purpose of CH OCC ties perfectly into a G RI IF ST theme that Grade 5 and 6 stuT ID MA dents are learning. EA S “In the past my class has S looked at local community citizenship and this year we went further and looked at global citizenship,” said Mrs. Martin, Grade 5 and 6 teacher. Martin said even though this act of kindness may come across as something small, it can have a “great impact” in another part of the world. And the students are cer-

tainly catching on to that. “It’s kind of fun because you’re helping children when they’re in need of something and even something this little means a lot to them,” said Lexi, Grade 6. Lexi’s classmate, Tonya, said her favourite part about OCC is: “Helping the kids in need.” “Now their eyes are open,” said Martin. “It’s not just the Baldonnel community, it’s not just the Peace community—it’s the whole world. We are a global village and they are sensing that.” Principal Andrew James said he’s “absolutely amazed” by the involvement, and the amount the community gives back. “If you look at the ratio of how many shoe-boxing we do and what comes out of Fort St. John and other schools, we kind of just blow that out of the water, it’s pretty amazing,” he said. He added the campaign wouldn’t be possible without the parent’s contribution. There are 124 students from Kindergarten to Grade 6. The goal for Baldonnel Elementary was to fill 150 boxes. Parents, students and the Real Canadian Wholesale club collected the items for Operation Christmas Child. Baldonnel Elementary School started participating in 2006. Since then, they’ve sent over 600 boxes over seas to third world countries.

Fort St. John recycles over 700 pounds of Christmas lights By Brent Hodson

FORT ST. JOHN – Over the weekend, the Northern Environmental Action Team, the City of Fort St. John, BC Hydro, Home Hardware and Recycle It Resource Recovery hosted the annual Holiday Light Exchange.

Over 700 pounds of old non-efficient lighting was handed over to the volunteers at the event on Saturday. The lights were exchanged for a brand new set of efficient LED lights. The yearly event happens in Fort St. John and last year it was expanded to include other communities in the region. NEAT in partnership with ConocoPhillips will be hosting a similar light exchange event in Fort Nelson on Sunday December 11 from 1pm to 3pm at the Fort Nelson town hall. Starting Wednesday Nov. 24, Moose FM’s staff will be camped out at the Hospital with their giant sign. For the next 3 days Moose FM will broadcast live from the lawn of the Hospital with the 6’ x 12’ sign. With your donation to the Foundation, they will add one light to the sign. Once it’s all lit up, they hope to raise over $30,000. The goal for this year’s overall Hospital Foundation Fundraiser is $200,000 with the monies going towards the purchase of urgently needed equipment at the Hospital. Sisters raise $500 for cancer By Kyla Corpuz

FORT ST. JOHN – Nine and a half hours of baking cupcakes, seven hours icing them and eight hours selling, it sounds like these three siblings just opened up a new bakery in town. But, Cassidy, 14; Lane, 11 and Kyla, 8, baked up a storm with one goal in mind: to raise money for the Canadian Cancer Society.
