n Feb. 19, the Flagstaff City Council met to consider, among other issues, a civil rights ordinance. After much revision and discussion, backers of the ordinance hoped a vote would finally be taken. The ordinance was crafted to provide legal protections for citizens in the areas of sexual orientation, gender identity and for veterans in employment and public accommodations. Religious-based organizations,
expressive groups such as the Boy Scouts, government agencies including Coconino County and businesses with fewer than 15 employees are excluded from compliance with the ordinance. The ordinance imposes a fine of no more than $500 for the first infraction and no less than $900 or more than $2,500 for three or more infractions. The ordinance comes with the provision that the matter can be resolved with a conciliator and closed on that basis. The council chamber was nearly filled to capacity for the session, with many citi-
zens offering passionate input. Flagstaff Mayor Jerry Nabours opened the discussion period by asking those who were about to speak that they confine their comments to specific details of the ordinance, not on whether they were for or against the ordinance. He expressed his opinion that the views of the citizens were well-known to the council. He stressed he was in no way wishing to stifle the rights of citizens to speak their mind. “It’s just time to get down to the nitty gritty,” Nabours said. see ORDINANCE page 5
