Ministry of Enviranment Official journal of the Italian Republic , Ministerial decree 11 OCT 2017 establishing minimum environmental requirements for design and installation of new constructions, refurbishments and maintenance of public buildings (17A07439) 2.4.2.12 Lighting facilities ( indoor and outdoor) 2

Lighting systems are to be low energy consumption and high efficiency. To achieve this, lighting systems should be designed (31) considering, that: all types of lamps for use in homes, schools and offices, should have a luminous efficiency equal to or greater than 80 lm/W and a color rendering index equal to or greater than 90; for external building spaces, the color rendering must be at least 80; the products should be designed in a way that allows the various parts of the luminaire to be dissembled and completely disposed of, at the end of their life cycle. Building management systems should be installed with presence detectors in order to reduce energy consumption levels. Technical analysis: the designer must supply a technical report that demonstrates compliance to all the criteria, accompanied by the technical sheets of the lamps. ________ (31)

Lamps are definied as light sources and not light fixtures.

TheMinistry of Economic development OFFICIAL JOURNAL OF THE ITALIAN REPUBLIC DECREE 16 FEB 2016. Amendment to the regulation of the incentive of small-scale measures to increase energy efficiency and to produce thermal energy from renewable sources. (16A01548) Cap.5.6 Replacement of lighting systems 5.6.2 Technical requirements for access to the incentive (Annex I of the Decree). The following are the minimum requirements for access to the incentive: i. the lamps and luminaires must be certified by accredited laboratories also with regard to the photometric characteristics (photometric solid, color rendering, luminous flux, luminous efficiency), as well as for their compliance with the safety and electromagnetic compatibility criteria required by the current technical standards and bearing the CE marking;

ii.

a. color rendering index (CRI)> 80 for interior lighting and> 60 for lighting the external areas of buildings; b. minimum luminous efficiency: 80 lm / W; iii. the installed capacity of the lamps must not exceed 50% of the power replaced for the same illuminated , in compliance with the lighting engineering criteria as per current legislation; iv. the luminaires must comply with the minimum requirements defined by the EU regulations issued in accordance with Directive 2009/125 / EC and 2010/30 / EU and must have at least the same functional and technical characteristics as those replaced and demonstrate compliance with the regulatory requirements of plant covered by the UNI and CEI norms in force; v. external lighting systems or external light emitting systems are produced in compliance with the regulation on light pollution and safety regulations, where in force.
