Residents take to the streets for basic necessities

Life in a ‘no-man’s land’

MARTI WILL

It has been described as no-man’s land, no man’s responsibility. Raising the question: Who does the Reahola hostel complex belong to?

Residents of this old mining complex have been bandied about as “belonging to” the Matjhabeng Local Council and the Reahola Association (dissolved by the Supreme Court). Reahola is being administered by Provincial Human Settlements.

After yet another electricity cut-o to the complex, angry residents picketed outside the municipal buildings in Stateway demanding that their services be reinstated on Wednesday, 19 March.

An urgent meeting to address the issues was held on Tuesday and attended by the acting mayor, Cllr Hlobohang Mokhomo, the nance department, a residents committee and the ward council, Cllr Estelle

ARRESTS FOR PUBLIC VIOLENCE

At least 21 people, including a 17-yearold minor, were arrested for acts of public violence following protest action in Khotsong, Bothaville.

According to information, the arrested persons were part of a group of disgruntled community members who were marching to the Nala Municipality o ces on Wednesday, 19 March.

These suspects are facing various charges, including public violence, obstruction, damage to essential infrastructure, and malicious damage to property. Schools in Khotsong were closed for the day.

Dansey.

Dansey says everyone agrees to paying for services, and all the residents are willing to pay. e issue, however, is who and where do they pay and how will they receive accounts?

Only seven accounts are registered with Matjhabeng. Dansey says she suspects this is one account per block.

Residents insist that the individual units must be tted with meters so that the individual readings can be received.

Dansey says there was a suggestion made that the 406 units pay a at rate of R400 per month until the municipality can install the meters to every unit. “ is way, at least, the municipality will get some money in and the debt will not just be written o .” e acting chief nancial o cer (CFO), Lindsay William, said that the nance department is governed by a lot of policies and legislation, and they do not want to create audit ndings by agreeing to a R400 at rate payment.

Williams told the meeting that she would do some research about whether this will be an acceptable payment arrangement in the interim.

A nance department employee con rmed that people are buying electricity, but the units are bypassed. He said only 52 units have bought electricity since April out of the 46 units. He said that these units only buy 20 to 50 electricity units every second or third month. According to him, 90% of the electricity meters in Reahola have been bypassed.

A representative of human settlements said that Reahola has been under investigation since 2019. More than 90% of the resident are not owners, only ve people are rightful owners of their units. All the other units are owned by Reahola Association, which was dissolved in the High Court.

Dansey con rms that a follow-up meeting is scheduled. e electricity to Reahola has been restored in the interim.

Serial rapist terrorised communities for years

In a signi cant breakthrough, the Free State police have arrested a 28-year-old man believed to be behind a series of rapes and burglaries that have haunted the communities of Virginia, Meloding, and Makwane for several years.

“ e suspect, now in custody, is facing multiple charges, including eight counts of rape, following an extensive investigation,” says Sgt. Mahlomola Kareli, provincial police spokesperson.

History of violent acts

Between the period of mid-2018 and late 2022,

the Virginia community experienced a series of housebreakings, common robberies, house robberies and thefts, creating a climate of fear.

During this period, eight cases of rape, housebreaking, house robbery and theft were registered in the Virginia/Meloding area.

“In 2023, the Forensic Science Laboratory in Pretoria provided a forensic investigative lead, linking an unknown individual to cases in Makwane and Qwaqwa.

“ e dockets were assigned to Const. Mosioua Ntholeng, an investigator attached to the SAPS’ Serial and Electronic Crime Investigations (SECI) Unit in Bloemfontein.

“He meticulously re-interviewed the victims, revisited and reconstructed crime scenes and diligently followed up on all information received. is

comprehensive approach led to the identi cation of a 28-year-old from Excelsior as a primary suspect,” says Kareli.

Further investigation revealed that the suspect had a prior arrest record for housebreakings in Virginia, Welkom and Excelsior. He had a proven history of exhibiting a similar modus operandi to the serial rapist.

A buccal sample (a method of collecting DNA from cells on the inside of a person’s cheek, also known as a buccal swab or buccal smear, and relatively non-invasive) was obtained, con rming his identity.

e suspect is facing eight charges of rape, and he has been identi ed as the suspect in two burglary cases that happened in Virginia in 2023, based on ngerprint evidence.

Disruptive actions cause quite a stir

Five men have been arrested by Operation Vala uMgodi operatives while they were busy with either open cast mining activities or with the separation process on a makeshift slope table in identi ed illicit mining hotspots.

Joint operation members and stakeholders conducted foot, vehicles and air-to-ground drone patrols in Beatrix Mine Old Shaft 4, Phomolong informal settlement, and Moshoeshoe Drive in abong and seized gold-bearing material weighing 180,64 kg, as well as gold-processing equipment such as steel plates, stumpers and stumper pots, garden spades, and shovels.

“ e foreign nationals aged between 27 and 35 years were immediately placed under arrest, and case dockets for possession of suspected gold-bearing material with additional charge of contravention of the Immigration Act were opened at the abong, eunissen, and Welkom Police Stations,” says Lt. Col abo Covane, police spokesperson in the Free State.

Operational activities continued in other areas to address other factors

contributing to illicit mining; second-hand goods compliance inspection took place in both Odendaalsrus and Hennenman.

A 38-year-old man at the Bismillah Wholesale and Supermarket in Church Street, Odendaalsrus, and 34 year old man at the Hennenman Supermarket in Steyn Street were arrested for possession of illicit cigarettes and contravention of Medicines Act 101 of 1965, for the selling of scheduled substances.

e police con scated di erent brands of cigarettes such as Chief, Remington Gold, Sahawi, Ossam, Cape, and Stix with total sale estimated at R104 060.

Medicines such as prohibited Betasol and boxes of Adco-dol pain killers, and various hubbly bubbly avors with total sale price of R11 450 were also con scated.

All arrested suspects will appear before court soon.

How Much Rent Should I Charge?

A L andlord's Guide for Welkom Proper t y Owners

Setting the right rental price is key to attracting good tenants and ensuring your property remains a profitable investment.

Charge too much, and your unit could sit vacant for months.

Charge too little, and you might struggle to cover expenses. Here's how to price your rental correctly in the Welkom market.

Research Similar Rentals in Your Area

Before deciding on a price, check what similar properties are renting for in your neighbourhood. Consider factors like property size, condition, and amenities. In Welkom, demand varies between areas like Riebeeckstad, Naudeville, and St. Helena, so knowing the local rental trends is crucial.

Consider What Tenants Look

For

From experience, we know that tenants in Welkom prefer:

✅ Prepaid electricity meters –Easier for budgeting.

✅ Security features – Remote gates, alarms, and fencing are big draws.

✅ Modern kitchens and

bathrooms – Well-maintained, neutral-colored finishes are more appealing.

✅ Low-maintenance properties

– Townhouses and flats with garden services are popular

✅ Back-up water supply – With municipal water issues, Jojo tanks add value.

If your property has these features, you may be able to charge a premium.

Cover Your Costs & Ensure a Profit

A good rental price should cover your expenses while still making a profit. Be sure to factor in:

Municipal rates & taxes

Bond repayment if financed

Maintenance & repairs

Security & insurance costs

Vacancy periods

A property that brings in a solid rental return while remaining affordable for tenants will have lower vacancy rates and attract long-term renters.

Be Flexible But Competitive If you struggle to find tenants, consider small adjustments instead of long vacancies.

Offering slight discounts for longer leases or including minor perks like free Wi-Fi can help secure reliable tenants.

■ hongersnood het sy lewe bedreig;

■ hy het familie twis ervaar;

God is totaal in beheer.

Hy is by ons! Abram se lewe getuig van geloof - van vertroue in Ons Hemelse Vader.

Volhard in die geloof. God is getrou. Hy sal in jou behoeftes voorsien.

Power to rejuvenate reliant on collaboration

Patrick Mholo, Matjhabeng:

We need to nd ways to rejuvenate Welkom’s inner-city buildings and convert them into university lecture blocks.

I had this weird idea of a comprehensive approach to revitalise this urban space and empty buildings that are seemingly well suited as vibrant lecture blocks for the promotion of academic excellence in Matjhabeng.

We have many underutilised, vacant, or historic buildings around the Matjhabeng CBD that could be repurposed.

It would take a visionary executive mayor to include this in their urban renewal strategies.

Welkom has a university but with limited academic faculties, namely the Central University of Technology (CUT).

It would be a good idea for our municipality to engage with the CUT management and owners of these vacant buildings to try sell them the idea, and o er rebates on rates and taxes in the event of increased Faculties at the CUT. ese buildings have the potential to create a unique learning environment. ey have good structural integrity and can meet modern academic needs. ey are close to the Welkom Library, Goldelds Mall and transportation. is could, in the long run, be bene cial to local businesses such as banks and restaurants. e university, I am told, is expanding its faculties and this could be an opportunity for stakeholders to collaborate and be proactive in trying to rejuvenate our inner-city buildings from total decay. Allanridge, forgotten outpost of Matjhabeng

Concerned Allanridge resident: Nyakallong, Allandrige is abandoned and rejected by the politicians.

Nyakallong does not have a police station.

The police are working from a small building at the municipal officers in Nyakallong. They are working from 06:00 until 18:00. If the residents want to report a criminal, they have to go to Allandrige to do this. It costs R20 travelling to get to Allanridge.

The satellite police station has been closed since the year 2020 because of a shortage of police officials.

This matter has been discussed at many meetings of the community police forum.

How can you fight crime without a police station.

This is unacceptable and a disgrace. Secondly the Allandrige Town hall also has been closed for almost six years. This hall was used to generate money for the municipality by the events that were held there.

The hall was closed for safety reasons which is understandable. What worries me is there are no talks about renovating it.

The first clinic in Allandrige has been closed due to safety reasons.

The nurses are working under a tree from a mobile clinic on the yard of the clinic.

The community with the department of health are looking for a place to operate from.

The Naykallong Hall cannot be used because it has been vandalised, and there is no talk of rennovations.it is time for the residents of Naykallong and Allandrige to stand together and fight against the injustice.

For years now the streetlights in Allanridge have not been working, and the trees are overgrown.

Cables are regularly stolen, and we don’t hear about any arrests. Service delivery os very poor.

Ward 36 has two councillors, but you don’t hear or see them addressing the community regarding service delivery.

No meetings are being held by the councillors.

We the residents of Allandrige are also to blame because we don’t stand together and fight for service delivery.

Next year will be local elections and then you will see and hear from different parties looking for votes.

Riebeeckstad se probleme steeds in die loep

Antoinette Schoeman, Riebeeckstad:

Ons was vandag weer amper in ’n noodlottige ongeluk.

Runners raise hope

A very important and heartwarming community uplifting initiative by the Welkom Runners continues instilling much needed hope in the lives of less fortunate children around Matjhabeng.

Representatives of the group visited the Polokong/Ouma Tsopo Public Primary School, which is situated in Hani Park. This is a quintile 2 level school.

In the landscape of South Africa’s education system, the quintile system plays a pivotal role in promoting educational equity. Introduced in the post-apartheid era, this system categorises schools based on their socioeconomic conditions and serves as a mechanism for resource allocation and support.

The system categorises schools into five quintiles, with quintile 1 representing the poorest schools and quintile 5 representing the wealthiest.

“The moment you enter the gates of this school made of cargo shipping containers, you can see and feel poverty,” says Welkom Runners’ representative,

POLICE TRACE ALLEGED

Two suspects have been arrested following the murder of a 40-year-old man who was shot near a tavern in Thabong.

On 23 March, the man was fatally shot at about 03:10 just after he exited a tavern. He was taken to a local hospital but was declared dead on arrival.

Members attached to the Welkom Anti-Gang Unit (AGU) swiftly arrested the two suspects hours after the fatal shooting.

After leaving a tavern in Thabong, he was taken to the hospital with a private vehicle, where he was certified dead on arrival.

A case of murder was registered.

While on duty, police members received and traced information on the whereabouts of the suspects. Information led them to a shack occupied by two men in the N1 Section, Thabong.

Upon searching the shack, they found one firearm hidden under a chair. One Norinco pistol, two rounds and one magazine were confiscated.

Two men, both aged 28 years, were arrested for possession of unlicensed firearm and ammunitions. Police investigations are still underway.

FRIENDS ‘SHARE’ A BABY

A 46-year-old Bultfontein woman has been arrested for defeating the ends of justice and perjury after opening a false kidnapping case at the Thabong Police Station.

A Facebook friendship that led to an arrangement to exchange a newborn baby took a dramatic turn when the 24-year-old biological mother reclaimed her child two years later.

This prompted the woman who had been raising the child to falsely report a kidnapping case

at the Thabong Police Station,” says Capt. Loraine Earle, Corporate Communication and Liaison: Free State.

Investigators also determined that the biological mother gave birth to the child two years ago in Bloemfontein but handed the newborn over to the Bultfontein woman shortly after birth. The biological mother then registered the child at Home Affairs using the Bultfontein woman’s identity document. The investigation continues.

Runners take to podium

Four accomplished Welkom runners took podium position in the annual Trojan Om Die Dam ultramarathon that took place on Saturday 15 March in Hartebeespoort, North West.

This is the largest inland ultramarathon in South Africa offering a 50 km ultramarathon, 21 km half marathon and an 8 km fun run.

This year’s event saw a change due to roadworks on the R512 road and the 50 km athletes had to run over the difficult Saartjienek twice.

Dr Ralph Nhiwatiwa took the 60-70 age category position 2 in the 21 km half marathon after finishing the race in 02:19:21.

Nkhetheni Masupa took the 50-60 age category position 2 in the 50 km ultramarathon in 03:38:41.

His brother Ntshengedzeni Masupa took first in the same category in a time of 03:33:45. The brothers took the same positions in last year’s marathon. Arouchelle Nieuwenhuis took the overall female position 2 in the 50 km ultramarathon in 03:47:11.

“Arouchelle has been doing very good in different races lately and watch the space, this girl is going places,” says Nkhetheni.

The well-known long distance

runners from Welkom, affectionately known as Team Vitality Twins, Nkhetheni and Abe Nkomo ascended the podium in the previous week’s 2025 Kijima Kosmos 3-in-1 in Secunda, Mpumalanga.

Both, together with a number of fellow Welkom runners took part in all three distances starting with a 42 km marathon at 06:00, then 21 km half marathon at 13:00 followed by a 10 km run at 17:00.

The running group from Welkom was proud to have four runners, Potso Khomo, Abe Nkomo, Piet Mpheteng and Nkhetheni Masupa in the overall top 20, from 2008 marathon finishers.
