Joseph and RSP Recycle are three local businesses that are helping both residential and commercial green initiatives become a reality. Organizations also have stepped up to do their part. Catholic Charities of Kansas City-St. Joseph developed a Green Team in 2009 as a way to be good stewards to the Earth. Catholic Charities has team captains placed with the 27 counties it services. The group has done what many for-profit businesses are working toward. Catholic Charities has worked to create a logo to designate all green products and correspondence. It also has four-day work weeks with flexible schedules to reduce fuel consumption. It hopes to go paperless. The group even has switched fonts in order to save on ink, used alternative paper products and distributed energy-saving kits to members of the public. Online communities also have been a boost for the local St. Joseph community. Green Towns is a network of 15,000 communities, including St. Joseph, that not only encourages a greener town but gives readers the tools to move those goals forward. St. Joseph sets sights on new schools New facilities may serve to attract residents and businesses to area

his spring the St. Joseph School District will break ground for two new schools. The plan is for the facilities to be completed for the 2014-15 school year. This will be the first time in 40 years a public school will be built in the city. Dr. Melody Smith, school district superintendent, said St. Joseph has many amenities that appeal to people and businesses looking for a new home. New schools will be one of them. “Two new schools, renovations and air conditioning in several of our schools will add to that appeal. Hopefully, over time we can look back and know that the community’s decision to build two new schools will have impacted economic development for the better,” Dr. Smith said. The new schools come by way of a $42 million general obligation bond issue that city voters passed in 2012. The money funds the construction of two 75,000-square-foot elementary schools, a two-story building at Carden Park and a

single-level facility at Bishop and Cook roads. River Bluff Architects signed a contract with school district attorneys to design the structure at Carden Park at 16th and Duncan streets. Ellison-Auxier Architects will design the facility at Bishop and Cook roads. The rest of the funds currently are being used to air condition all of the district elementary schools. Getting to the point of beginning to build two new schools has been an endeavor that took many changes, lots of planning and one big mistake. District administrators and the St. Joseph Board of Education first enlisted the help of the community. A group of citizens under the banner of PACT (Planning A Course Together) helped the district develop a long-range plan that would culminate in the construction of new schools and refurbishing the other educational facilities After 18 months of long-range planning meetings, school district facilities evaluations and surveys, the PACT team presented a three-phase plan to the school board in June of last year. The plan was to build two new schools, refurbish some and close others, at a cost of $230 million. But by that Decem-

ber, it became an $87.9 million April ballot proposal. One month later, the board approved a $42 million, no-tax-increase plan that would build one new school at 16th and Duncan streets and provide air conditioning to all the elementary schools. But a month before the initiative went to voters, a clerical error on the ballot landed the school district in court. The ballot language read that the district was asking voters on April 3 to authorize general obligation bonds of up to $31.9 million, instead of the correct $42 million amount. A few days later, Buchanan County Circuit Judge Weldon Judah ruled in favor of revising the ballot language. On April 3 the public spoke and said “yes,” it wanted and needed two new schools. The bond proposal passed with 65.49 percent approval. It needed 57 percent to pass. “It’s been many, many years since we passed a school bond to improve our schools, and I think we need them. It’s the future of our kids,” said Shirlene Zipp, a St. Joseph resident. “It means a lot to our city because it draws families to St. Joe for good schools.” Alonzo Weston can be reached at alonzo.weston@newspressnow.com. Heartland changes name, expands into Kansas City By JENNIFER GORDON

eartland Health saw big changes in 2012. The health care organization announced last June that it would open clinics in north Kansas City under a new name, Mosaic Life Care. By July 2013, north Kansas City will have six Mosaic Life Care clinics in Parkville Commons, Smithville, Kearney, Excelsior Springs, Gladstone and Burlington Creek, plus a flagship clinic at Shoal Creek. When it expanded to a new market, the St. Joseph health care organization had to change its name because it didn’t own the federal trademark to “Heartland.” Community focus groups selected the name Mosaic from a list of four possibilities. Tama Wagner, chief brand officer for Heartland Health, said the Mosaic name goes beyond a copyright technicality. It reflects a shift in the approach

to health care. “We’ve spent the last two years working on our patient experience, developing the life care model, and so the name change really fit that experience and what we would like to see health care change into in the future.” Traditionally, hospitals and medical clinics focused on treating the illness or injury at-hand. Mosaic clinics will work with patients on their health issues beyond those that brought them to the clinic. The life care idea extends even into what job positions in the clinics are called. “Life guides” help patients check in and show them to their rooms. Every clinic has a “life coach” who helps patients with healthful lifestyle changes. The Mosaic facilities also don’t look like traditional medical clinics. The lobbies have fountains and mosaic tiling. Since life guides help with check-in, there isn’t a front desk. At the Parkville location, a chef gives cooking demonstrations in the lobby, and patients can check out iPads while they wait. All of Heartland’s properties will become Mosaic Life Care facilities during

the next four years. “Dr. Laney feels very strongly about the entire organization operating under one name for consistency and just for cohesiveness,” Ms. Wagner said of Dr. Mark Laney, Heartland’s chief executive officer. The first local Mosaic clinic, a plastic surgery and dermatology practice, opened at the end of January. Ms. Wagner doesn’t expect the existing Heartland clinics or the hospital to make the change until year two or three of the rebranding process. The organization wants to make sure the Northland clinics are well-established before it unrolls the majority of the changes in St. Joseph. For now at least, the organization is staying with its seven-clinic presence in north Kansas City. But that’s subject to change, Ms. Wagner said. “Now that we’re in this mode, we’re always looking at what makes the most sense. he Agri-Business Expo Center is a nonprofit entity working since 2009 with a vision of creating a campus to provide education, research and exhibit space for agriculture and life sciences. “This is an economic development project designed to educate, innovate and cultivate and support the agriculture industry in the region,” said Marty Grey, board president. The Missouri Department of Transportation approved a $4.9 million project to start building an interchange on U.S. Highway 36 in late 2013. The interchange would provide access to the Agri-Business Expo Center’s proposed campus and major employers in the area. The board successfully has raised $7 million to begin its project, and the majority of those funds were raised

from local life science industries, Mr. Grey said. And steps have been taken to develop a long-range financing plan for the construction and operation of the Agri-Business Expo Center, Mr. Grey said. Local businesses and individuals supported the board’s fundraising effort to bring Baxter Black to entertain some 400 guests during a dinner on the campus of Missouri Western State University in mid-March. That event was expected to raise more than $60,000, Mr. Grey said. The Expo Center board has purchased a 150-acre site with plans to divide it into three main areas: exhibition park, commodities business park and commercial development. The campus’s heart will be a 90,000-square-foot exhibit hall that includes classrooms, a small theater, media facilities and a demonstration commercial kitchen, said Susan Mires, one of three employees. The center will be a tool promoting the agriculture economy and developing a work force. It will be utilized for University of Missouri Extension and continuing education programs.

Agribusinesses will be able to host workshops, conferences and employee training events. A farmer’s market and demonstration kitchen will work together to promote entrepreneurs. And the Expo Center’s board continues to grow. Gerald Sprong is the newest addition to the Expo Center’s board of directors. Mr. Sprong is president and chief executive of the Morris Plan Co. of St. Joseph, a family-owned loan and investment firm. The building that Nestlé Purina Petcare calls home in St. Joseph was originally built in the 1880s as a frozen meat plant and terminal warehouse. During the course of the next 100 years, the building had several owners, including the Carnation Company. Nestlé purchased the facility in 1982. In 1985, wet cat food production was under way with the launch of the Fancy Feast brand. Today, the Packers Avenue plant remains one of only two plants in the United States that produce Fancy Feast. Nestlé Purina Petcare is headquartered in Vevey, Switzerland, and provides about 254 jobs for residents of St. Joseph and the surrounding communities. “From a lending side, we’ve been busy in the past year,” he said. “We expect it will continue this year.” Mr. Lewis said the bank’s business has included new home purchases as well as refinancing of existing contracts. There are reasons behind the upsurge in home buying, he added, such as a low-interest rate environment. “I think consumers are more confident,” he said. “Prices are still mostly reasonable.” Dr. Pat McMurry, who teaches economics at Missouri Western State University, said a speedier foreclosure process practiced by states is assisting the housing market’s recovery. New home construction is rising while inventories are decreasing, he added. “I like what I’m seeing so far this year,” Dr. McMurry said. “I’m cautiously optimistic. I see slow and steady progress. It’s getting better.” The downturn caused fear among lenders, he said, but Missouri was not among the states to incur the most adverse impacts of a depressed market. “We just didn’t get slaughtered like some other states,” Dr. McMurry said. wo new spans of steel represent more than roads across the Missouri River. They provide a bridge to the future. The construction of new bridges over the Missouri River — one at Atchison, Kan., and another at Rulo, Neb. — ensure a future of safe travel between residents of the St. Joseph area and our neighbors to the west. The new Amelia Earhart Bridge opened to great fanfare in December of 2012. At a cost of $59.4 million — $30.6 million from the Kansas Department of Transportation and $28.8 million from the Missouri Department of


Transportation — the fourlane, tied-arch design provided a drastic improvement over its aging counterpart that opened to traffic a few yards to the north in 1938. “It’s been a long time coming, but I think everyone will be pleased with how the project turned out,” KDOT Secretary Mike King said at the bridge’s opening ceremony. “The old bridge was built three-quarters of a century ago, the year after Amelia Earhart disappeared.” Workers broke ground on the new 2,500-foot steel structure in July 2008, but river flooding and delays with fabrication and shipment slowed progress. Only two lanes of the bridge opened in December as crews completed cosmetic touches. After that work, all four lanes will open by spring or summer of 2013. The new, wider span literally will allow an easier flow of commerce between the two states. The former bridge was closed more than 120 times as of September 2012 to move farm equipment between Kansas and Missouri. Up the river, crews have battled similar flooding setbacks to construct a new bridge over the river at Rulo, Neb., west of Mound City, Mo. The current Rulo bridge, with its unique tight curve on its eastern approach, has served the area since 1939. The new bridge will

straighten the roadway for travel between southeast Nebraska and Holt County, Mo. That project is split into three parts under two contractors. A contractor from Des Moines, Iowa, will handle the $16.2 million span, or the middle section of the bridge above the river. A contractor from Lincoln, Neb., is building the Nebraska and Missouri approaches to the span, which are slated to cost $4.8 million and $4.7 million, respectively. While the construction of two bridges solidified two key infrastructure needs in the region, St. Joseph voters made sure to maintain the quality of their own street system in 2012. Voters renewed the half-cent Capital Improvement Program Sales Tax for six years in August by a 73 percent to 27 percent margin. The CIP will devote $30 million to local infrastructure over the next six years. Streets and transportation projects will account for more than half of all funding — $18.6 million, including $2.4 million from the 2008 CIP. In the course of six years, the CIP will set aside $5.25 million for asphalt overlay and $2.4 million for concrete street repairs, neither of which was funded in the previous CIP.
