Master Chief Petty Officer of the Navy (MCPON) Mike Stevens hosted an all-hands call with Naples area Sailors at the Capodichino base theater, March 20. Stevens opened the allhands call by taking questions from the audience, which ranged from uniform changes and sequestration to leadership and force shaping. “There’s nothing more important to me than being here with you, because this is what it’s really all about,” said Stevens. “I love coming here and talking to you face to face.” When talking about the future of the Navy and upcoming changes that can affect enlisted Sailors, Stevens said that when addressing such changes Sailors can either lead or follow. CAPTAIN’S CORNER By Capt. Doug Carpenter NSA Naples Commanding Officer

Naples Sailors had a chance to meet with the senior enlisted leader in the Navy this past week. Master Chief Petty Officer of the Navy (MCPON) Mike Stevens hosted two allhands calls and held a luncheon with current Sailors of the Quarter. I greatly appreciate MCPON’s visit, coming out here to answer our questions and provide insight into current Navy programs and the shape of things to come. He had great things to say about MWR, our Chaplain team and the other organizations taking care of our Sailors day in and day out. There were a lot of great events last week, and it was great to see the school producing a phenomenal rendition of “Beauty and the Beast Jr.” over the weekend. The kids had two sold-out shows, and I have heard nothing but great things from those who attended. I know our Child and Youth Programs also sent a message to the Missoula Children’s Theater to thank them for the many visits and let them know that we’re using the skills they helped us to develop and produce great shows! We look forward to their next trip to Naples. Our schools and MWR provide many great opportunities for children’s activities from sports to after hour programs. Thank you so much and thanks to the community for your high level of participation. In this rocky budget environment, events with high participation and turnout are much easier to justify and continue funding. Those who pay attention to U.S. and international news know that we are facing new challenges to the current security environment, and there are a lot of things to be mindful of. I push a lot of information to our personnel and our families about the importance of cyber security. Many are aware of the operational security (OPSEC) program and famous slogans like “loose lips, sink ships,” but your privacy is very important to consider when managing your online profile. When you or your family use social media, understand and periodically review your privacy settings. Your friends and family should already have your address and phone number, so don’t share it openly online. The Navy encourages service members and their families to share their stories and to use social media to stay connected with loved ones. With the increased level of visibility online, it is all the more important to ensure we’re using these tools smartly though. Have the discussion with your kids as well and use your best judgment at all times. We set the clocks ahead one hour on Saturday night, so keep that in mind and enjoy the ever increasing spring weather. Stay vigilant, stay safe, and enjoy the spring weather!

BASE NOTES OHA and MIHA Survey for Italy Conducted Kinder Surprise Eggs Banned by U.S. in March Customs The Overseas Housing Allowance (OHA) Utility/ Recurring Maintenance and Move-In Housing Allowance (MIHA) Survey will be conducted through the month of March for Italy. The MIHA survey is conducted once every three years as part of this combined survey. The data gathered by service members residing in private housing will help ensure proper allowances are being paid for both allowances. If you’ve been stationed in Italy for three months, reside in private housing and receive OHA, then please visit www.defensetravel.dod.mil/site/oha-utilmiha-mar.cfm during the month of March and contribute to the survey. For the utilities portion, you will be asked to report the average monthly cost of each of your utilities and the average monthly cost of any routine maintenance expenses incurred over the last 12 months. For the MIHA portion of the survey, you will be asked to report actual expenses incurred when moving into your private residence. The electronic survey takes approximately 45 minutes to complete and should be completed by you or your spouse, whoever has knowledge of utility/recurring maintenance and MIHA expenses. If you are able to access the survey from home, it is recommended that you take the survey together. Community members will find the date, time and location for all additional services being held March 29 through April 5, as well as their regular weekly schedule.

Community members are advised that Kinder Surprise chocolate eggs are banned from import to the U.S. by customs regulations. U.S. Customs and Border Protection agents will remove the eggs from your package and the sender can be fined. The popular treats in Europe have a toy-filled plastic capsule inside, which has been determined to be a choking hazard for young children and the FDA issued an import alert because they are a confectionery product with an imbedded non-nutritive object. Other Kinder brand candy products that do not contain the small toy can be mailed without restriction. Shippers have an obligation to declare items they are mailing on the customs declaration forms to avoid penalties. Now- March 31: FSYP Fund Requests The Family Support and Youth Programs (FSYP) committee is soliciting organizations interested in obtaining funds raised via the Combined Federal Campaign- Overseas. The funds are used to improve the quality of life at overseas military installations. All organizations not receiving federal funding that support Department of Defense employees and/or their families are eligible to apply. Organizations may solicit for funds using the application enclosed in the instruction, which can be found by going to http://www.cnic.navy.mil/regions/cnreurafswa/installations/nsa_naples/about/departments/administration_n1/administrative_services/instruct ions.html and viewing the instruction 7280.1A. DoDDS Registration Taking Place March 23 Now- March 31: Pre-Registration for a to April 3 “Glow in the Park” 2.5K /5K Fun Run The Naples Elementary School and the Naples Middle High School are holding registration and re-registration from March 23 to April 3. Yearly registration of students is required as a means to establish eligibility for tuition-free or tuition enrollment. The schools also need to be sure they can establish grade level class enrollments as close as possible to pupil-teacher ratio benchmarks. The schools have sent out schedules for registration, which can also be found in the Panorama. Sponsors’ failure to re-register may result in a delay of your child’s start of school and could impact course selections. In addition, it is important to re-register your student(s) for the school bus by reporting to the Student Transportation Office located in room 128 of the high school. MWR Youth Sports & Fitness brings you twilight fun with a costume run T-shirt at Carney Park on Saturday, April 11. Pre-registration is open until March 31 with fees of $13 per adult and $8 per child (5- 8 years old). After March 31, registration fees are $15 per adult and $10 per child. Register at the Youth Center, Support Site CDC or Capodichino CDC. A costume contest will begin at 5:30 p.m. and be followed by the run at 6:30 p.m. The event will end at 8:30 p.m. Bus transportation from the Support Site Youth Center departs at 4:30 p.m. and is available with registration at both ITT offices and online at www.mwitt.org. Registration Still Open for Youth Sports Softball There are still spaces open for youth aged 9 to 18 who want to play in this year’s Youth Sports and Fitness Softball Season, which begins April 18. Museums, Heritage Sites, Libraries Open for Easter Visitors Every first Sunday of the month there is free access to state museums, archaeological sites or libraries that are usually accessible only for a fee. On Easter Sunday, the Castel Sant’Elmo, the nearby Certosa di San Martino will open their doors to tourists, as well as the Archaeological Museum in Naples or the two Roman amphitheaters located respectively in Pozzuoli and Santa Maria Capua Vetere. There is a large list of sites to be admired and visited for a lovely Easter Sunday trip.

Chocolate Lovers Weep: Last Day for Showcolate is Tomorrow Showcolate 2015 started Thursday at Mostra d’Oltremare in Naples and it runs until Saturday, March 28. The event is free admission and it is held inside Pavillion #3. The event has the patronage of the Campania Region and will give the opportunity to discover many goodies in a city that is the first in Italy for chocolate consumption.

Discover Naples’ Mysteries Saturday A fascinating guided tour of the Tomb of Dracula and other Naples mysteries will take place Saturday evening at 7 p.m. Fans of the mysteries of Naples will visit the secret of the Santa Maria la Nova cloister where, according to recent studies by the University of Tallin researchers, there are the remains of Prince Vlad III known as Count Dracula. Firefighters ‘Rescue’ Music Lover A 98-year-old woman’s house was broken into by firefighters after they received a frantic call from her granddaughter, who said her grandmother hadn’t responded to phone calls or answered her door for hours. When they arrived, the firefighters discovered the door was challenging because the woman had installed extra

locks on her front door, but they didn’t give up. The woman was shocked when she opened her eyes and saw her granddaughter and a group of firefighters standing in her room. The firefighters, who had to break down the front door, assured her they weren’t there to rob her, but just to check and make sure she was OK. Her granddaughter was relieved to learn her grandmother had been in her room all day, with headphones on – at full volume – listening for hours to her favorite singer, Eros Ramazzotti.

Hit-and Runs on the Rise; ‘Road Murder’ Bill Proposed In 2014 the hit-and-run accidents in Italy rose up to 3.7 percent with a total of 1,009 reports, despite an overall decline in traffic accidents. A bill introducing the crime of ‘road murder’ were presented to the Senate justice committee. The bill combines several legislative proposals to include the road murder in the criminal code.

100,000 Italians Emigrated Last Year; Most Stay in Europe Last year, more than 100,000 Italians choose to leave the country for better working and life opportunities. The main destinations were Germany and Great Britain. Younger Italian people from Milan’s Lombardy region emigrated, followed by Sicily and Veneto region. The majority of people preferred to stay in Europe while a number of people moved to Australia, Argentina, Brazil and the United States.

Italian-Based Robot May Help Austic Children A start-up company in Catania, Sicily, has designed a robot called RoboMate to help treat children with autism. The robot was introduced during a conference at Puglia to launch an awareness campaign about early intervention in autism last week. Therapists believe the Italian-based robot, which can produce lifelike facial expressions and express human-like feelings, can help autistic children improve their social interaction skills.

Post-9/11 GI Bill Instruction Updated, Gives Easy Steps to Transfer Benefits

NAVY HISTORY: BIRTH OF CHIEF PETTY OFFICER From U.S. Navy History and Heritage Command

On April 1, 1893, Navy General Order 409 of Feb. 25, 1893, established the rate of Chief Petty Officer. According to naval records, the first mention of the chief petty officer was on a ship’s muster roll in 1775. This brief mention of the CPO title did not resurface in naval history for almost 100 years. In 1865 a Navy regulation reestablished the term chief petty officer. The term was first used for the ship’s Master-at-Arms. It made him responsible for preservation of order and obedience to all regulations. An excerpt from an 1865 regulation tasked the senior enlisted person with the following responsibility: “The Master-at-Arms will be the chief petty officer of the ship in which he shall serve. All orders from him in regard to the police of the vessel, the preservation of order, and the obedience to regulations must

be obeyed by all petty officers and others of the crew. But he shall have no right to succession in command, and shall exercise no authority in matters no specified above.” This, however, did not establish the term chief as a rate. It was merely a function rather than a rate. Petty officers were divided into petty officers of the line and petty officers of the staff. Chief referred to the principal petty officer of the ship. The next reference to the

term chief was in U.S. Navy Regulations Circular Number 41 dated January 8th, 1885. Here again the term chief refers to a function or title rather than a rate. The men filling these chief billets were actually first and second class petty officers. On Feb. 25th, 1893, President Benjamin Harrison issued an executive order outlining the pay scale for Navy enlisted personnel. This executive order was issued to the Navy as General Order Number 409. This general order divided the pay scale into rates and for the first time listed chief petty officers. Both General Order Number 409 and U.S. Navy Regulation Circular Number 1 listed chief petty officers as distinct rates. These documents went into effect April 1, 1893. Since their inception, chief petty officers have formed the backbone of naval leadership, providing invaluable management, counseling and advisement of Sailors under their charge.

SPOTLIGHT: CAPT. ANDREA SHORTER-EVANS From Chief of Naval Personnel Public Affairs

Navy leaders announced March 20 an update to the instruction governing the Post9/11 GI Bill Educational Assistance Program which outlines specific steps for Sailors to follow to properly transfer their benefits to family members. OPNAV Instruction 1780.4 was updated March 2 and consolidates policy detailed in NAVADMINs 187/09, 203/09, 354/09, and 235/11. A naval message is planned announcing the instruction update and cancelling those NAVADMINs. Qualified active duty and Reserve Sailors may elect to transfer benefits to a spouse or children, with some or all benefits allocated to those named.

The instruction includes the Transfer of Benefits (TEB) steps in order to create a simple checklist that Sailors can follow to ensure they successfully complete the process. It outlines everything from verifying their family members are enrolled in the Defense Eligibility Enrollment System (DEERS) to eligibility requirements, service obligations and what to do if a request is rejected. Capt. Andrea Shorter-Evans reported to United States Naval Hospital Naples Dental Clinic in July 2014 and was assigned to Capodichino Dental Clinic to provide services to all active duty beneficiaries. Hailing from New Jersey, she attended Fairleigh Dickerson School of Dental Medicine and then completed a one year residency at the University of Medicine and Dentistry of New Jersey. Shorter-Evans left private practice and began her Navy career as the acting officer-in-charge of Branch Dental Clinic Pascagoula, Mississippi. Her next duty stations included an overseas assignment in Japan, a deployment on the USS Kearsarge (LHD 3), and several assignments on the East Coast. Shorter-Evans is married to Lemuel Evans who retierd from the Marine Corps; they have one daughter Trinity Evans, who is a third grade student at Naples Elementary School. ShorterEvans and her husband also have four adult children, and between the whole family, they represent all of the military branches: Angelina Evans Hinton (Air

Force), Tyoneck Evans (Marine Corps), Dyami Evans (Army) and Mercedes Evans. In her spare time, she enjoys traveling with her family, Zumba, and staying busy with school and church activities.

Online ‘Sextortion’ Scheme Targeting Service Members NCIS: How to Avoid Becoming a Victim By From Naval Criminal Investigative Service Public Affairs

While checking his Facebook account, a service member receives a friend request from a young, attractive female. The service member and female begin chatting online and subsequently exchange Skype contact information. Their online communication quickly transitions to a video chat, becoming sexual in nature and resulting in the service member engaging in online sexual acts for the female. Unknown to the service member, the female secretly is recording him. Shortly thereafter, the female sends the service member a video file and threatens to release the video to all of his Facebook friends, family, and colleagues unless the service member sends $300 to the Philippines via Western Union. After the service member pays the $300, the perpetrator demands $150 more. An increasing number of Department of the Navy (DON) and Department of Defense (DoD) personnel worldwide are falling victim to an online scheme known as sex extortion or “sextortion.” Sextortion occurs when a person secretly records an online sexual interaction with a willing participant and then threatens to share the images or video with friends or family, or post the footage to an online site, unless the participant sends or deposits money. Information from the Naval Criminal Investigative Service (NCIS) indicates that the most common DON victims are men in the E-2 or E-3 rank aged 19 to 26. Many military service members who have fallen victim to this scheme indicated that their social media profiles lacked privacy settings or may have advertised their military affiliation, thus making them easily identifiable U.S. military-affiliated targets. “The use of the Internet and social media has made it easy to target DON personnel,” said Megan Bolduc, NCIS Division Chief, Analytical Support to Operations & Investigations. “The same general approach to luring military service members into an extortion trap has been seen in 12 NCIS field offices that have opened cases and produced criminal intelligence on the topic since August 2012.” While enlisted military men appear to be the most-targeted victims, there have been instances in which enlisted female military members have become collateral victims. For example, perpetrators of sextortion schemes have used names and photos from female Marines’ Facebook profiles to

create false identities. The perpetrator then uses the fraudulent identity to approach male service members online, creating a false sense of security because he believes he is communicating with a comrade who appears to be trustworthy. Sextortion affects not only the individual victims, but also their friends, family, and colleagues, who are also at risk for exploitation. When victims allow strangers to access their social media profiles and personal data, perpetrators can gain access to critical information like their friends, relationship status, and group affiliations. As a result, subjects may use that information to identify and target additional victims. Sextortion incidents reported to NCIS and other law enforcement agencies indicate that perpetrators tend to follow a similar methodology when engaging a service member to participate. Understanding the process and recognizing the warning signs are critical to avoid becoming a victim. The methodology typically follows the same pattern: ● The service member is approached online via social media, usually through a Facebook friend request or message by a perpetrator posing as a single woman between the ages of 18 and 30. ● The perpetrator and the service member continue text communication for a period of time after which the perpetrator encourages the victim to transition to a video chat application, usually Skype. ● Once the conversation shifts to Skype, one of two scenarios typically takes place: The perpetrator, partially or completely undressed, immediately begins to touch herself in a sexual manner and encourages the participant to do the same or, after a brief conversation, the perpetrator persuades the service member to undress and masturbate. ● Unknown to the service member, the perpetrator is recording the sexual activities. While still engaged in the act or immediately afterward, the perpetrator reveals a video or photographs of the victim engaging in the sexual activity as evidence of his participation. ● The perpetrator then demands that the service member send money, generally via Western Union, to a designated recipient in the Philippines. If the demand is not satisfied, the perpetrator threatens to share the video or photos with the service member’s family and friends, or post them to public websites, such as YouTube or DON websites. Several warning signs should serve

as red flags: ● The perpetrator’s Facebook page has little or no content. ● Most of the perpetrator’s friends are men affiliated with the DoD and live or reside in one particular geographic location. ● The text conversation quickly shifts to transitioning communication to Skype or a webcam application. ● The video chat begins with the perpetrator in a partial or full state of undress. ● When video chatting, the perpetrator claims the microphone is not functioning and insists she will communicate via the text feature. Recommendations to help avoid becoming a victim of sextortion or similar criminal activity: ● Adjust social media profile settings to “private.” ● Be cautious when accepting friend requests or responding to people you don’t know. ● Avoid advertising or discussing affiliations with the U.S. military or U.S. government. ● Refrain from posting self-incriminating photos and videos and from engaging in online activities in which other people could post incriminating photos or videos of you. ● Do not provide personal banking or credit card information to people you don’t know. ● Be proactive in identifying and reporting suspicious activity. Service members should report all attempted sextortion, particularly any information about the individual who is attempting to exploit them, how they were approached, and the context of the interaction. If possible, service members should make note of the perpetrator’s username, contact information, online friends, and other information to assist investigators in identifying the perpetrator. “Department of the Navy personnel are an integral part of their own defense when it comes to prevention of this crime,” said Special Agent Devesh Patel, a general crimes investigator in the NCIS Norfolk Field Office. “They must protect themselves from becoming easy targets and prevent others from manipulating them for money. Reporting sextortion attempts will increase service members’ awareness, which will help others avoid becoming victims in the future.” If a service member or someone you know has been victimized, immediately contact your command and notify NCIS via the NCIS hotline at 1-877-579-3648 or www.ncis.navy.mil. As the spring and summer seasons approach the temperature outside will begin to rise. Heating and cooling systems make up approximately 48 percent of the average household’s utility bill. Here are some easy tips to consider when striving to save energy and lower your utility bills: ● Set your programmable thermostat as high as possible to accommodate your comfort level in the summer and raise the set point when you’re sleeping or away from home. ● Clean or replace filters on furnaces once a month or as recommended. ● Clean warm-air registers, baseboard heaters, and radiators as needed; make sure they’re not blocked by furniture, carpeting or drapes. ● Place heat-resistant radiator reflectors between exterior walls and the radiators. ● Turn off kitchen, bath and other exhaust fans within 20 minutes after you are done cooking or bathing; when replacing exhaust fans, consider installing high-efficiency, low-noise models.

Below are four things to know about OPSEC and your privacy. 1) You should be careful about sharing too much information: Share information about yourself smartly and be careful about what you disclose about your family and occupation. Sailors and their families should be particularly careful not to share: ● Deployment status ● Home address ● Telephone numbers ● Location information and associated location information in posts, tweets, check-ins, photos and videos ● Schedules Your close friends and family members have this information so there is no need to post it online. Colorectal Cancer is the third most common cancer diagnosed in North America, and the second leading cause of cancer-related death. How many of us would not want to be warned in advance that something bad, but preventable is about to happen? Being in the habit of practicing preventive maintenance and applying a bit of common sense can make the difference between experiencing misfortune and avoiding disaster. And so it is with our healthcare… An Ounce Of Prevention Is Worth A Pound Of Cure

It would be hard to think of a better description for the benefits of colonoscopy, a painless procedure which has become one of healthcare’s most effective methods of preventive maintenance. This low risk outpatient procedure can detect the earliest changes leading to colon cancer and in most cases can effectively treat them at the same time, avoiding the need for major abdominal surgery. For various reasons, with the passage of time the cells lining the large intestine can change in character; first morphing into unusual forms, then heaping up in abnormal growths known as polyps. Left untreated the cells making up certain kinds of polyps can and will continue to change for the worse resulting in a cancerous tumor. The good news is that this process of unhealthy change occurs very slowly. The downhill slide from benign polyp to invasive colon cancer usually takes several years to occur. Routine colonoscopy performed as recommended by the American Cancer Society and the National Comprehensive Cancer Network gives people the

best chance of finding these polyps and having them removed painlessly before any malignant changes have occurred. For the average patient screening colonoscopy should be performed at starting age 50. A clean bill of health following that test makes you “good to go” for the next 10 years. If a parent or sibling has been diagnosed with colon cancer or certain types of polyps, screening should begin no later than age 40. Anyone who is currently noticing worrisome changes in their usual bowel habit (like the passage of blood) should contact their primary care provider regardless of their age to see if colonoscopy might be a good idea. Common sense and a habit of preventive maintenance can go a long way in making life more trouble free. If these screening guidelines apply to you call to schedule an appointment to get more information on colonoscopy; it might be the smartest thing you have ever done. With your current access to quality healthcare, getting an ounce of prevention against colon cancer is an offer you probably can’t afford to pass up.

Third Time’s The Charm! By Ryan Rayos

On March 21st, 2015, I finally won the 33rd European Regional Spelling Bee in Ramstein, Germany! After three years of being near the top, I placed first and have earned a trip to Washington D.C to compete in the Scripps National Spelling Bee. It took 21 rounds to spell my way to D.C with Ella Scheurmann, 4th grader from Grafenwoehr Elementary, right behind me to take runnerup. I came back to find a very proud and excited NSA Naples that are congratulating and encouraging me to take home the gold in Washington. Around the middle of March, 25-30 spellers from various DoDDs/Nato schools come to Ramstein Air Force Base to compete. In this European Regional Bee, 26 Spellers represented their schools, ranging from grades 3-8. After 14 rounds, only two were left, Ella and me. Then, after seven rounds of going

head to head, she misspelled “synchronous”. Since I had spelled “camouflage” correctly, I was given the anticipated championship word, “peloton.” I spelled it correctly and was declared victor. This was my third time to go to Germany placing fifth in 4th grade and 2nd in 5th grade.The goal of every student is to win the bee and become the representative of DoDDs Europe in the Scripps National Spelling Bee. Our study list comes from Merriam Webster’s Spell It!, a 36 page booklet with 1150 words. The packet also provides spelling tips and tricks to help the speller and sorts the words by their origin. Some languages included were Latin, Greek, German, Italian, and Dutch. This story is going to be continued. From May 24 to 30, I will be in Washington D.C, spelling bee to represent DoDDs Europe. Wish me luck and hope I win. For now I will study this huge 11 pound dictionary and prepare.
